The 1889 Johnstown Flood, which killed 2,209 people, was a preventable disaster stemming from systemic decisionmaking failures. This paper applies modern Risk-Informed Decision Making (RIDM) frameworks to analyze the historical context and explore alternative outcomes through hypothetical multiverse scenarios. By reconstructing the risk landscape of the South Fork Dam, we demonstrate how structured hazard identification, risk assessment, and stakeholder communication could have mitigated or prevented the catastrophe. Three counterfactual scenarios—proactive maintenance, community engagement, and regulatory oversight—are evaluated to quantify potential lives saved and economic benefits. The study acknowledges historical barriers, including technological limitations, lack of governance, and socioeconomic disparities, which constrained risk-aware decisions in the 19th century. The analysis draws critical parallels to contemporary engineering challenges, particularly in tailings storage facility (TSF) management, where similar risk blind spots persist. The paper concludes that RIDM is not merely a technical tool but a governance imperative, essential for ethical and sustainable engineering practice. By learning from historical near-misses and failures, the modern engineering community can strengthen resilience and accountability. This work contributes to the growing body of retrospective risk analysis, offering a methodological framework for applying RIDM to historical disasters to inform future safety standards.

The paramount importance of water to life of all forms on the earth is too well known to require elaboration in this brief paper. It has repeatedly been termed the most valuable of all our mineral resources. Its importance is justifiably recognized in the extensive areas covering the earth which receive sufficient rainfall to sustain a relatively luxuriant vegetation; but in those areas where rainfall is insufficient to support anything but a relatively meager plant growth, the location of a water supply and its development become of even more vital interest to those attempting to obtain a living from the soil. Geological investigations concerning the water supply of the United States have been most extensive, important work having been accomplished by Federal, State, and local governments and by private enterprise. A casual examination of the titles of the 739 Water-Supply Papers published by the United States Geological Survey3/ alone testifies 'to the vital nature of our water resources and the extensive work that has been done on them.

MR. CHAIRMAN, Members of the C.I.M., and Friends -particularly friends, because I am not entirely a stranger in your city. I was last here some five years ago and it has given me a great deal of pleasure this evening to be able to say "Hello" again to those I had met at that time, when Bourlamaque and V al d'Or were very busy centres of intensive and successful gold exploration. My remarks this evening have to .do with Canada's Place in the Atomic Age. They will be of a general nature but I hope to tell you ?enough to whet your appetite so that you may be provoked into per-.suing the subject further. Now, atomic developments have become quite commonplace. Words like radioactivity, reactors, nuclear fission, and so on are known to everyone, even the youngsters. I re-member two or three years ago one of my office boys came to me and said "Mr. Joubin, I would like a raise." I gave the request a few seconds of serious thought and finally said "Alright, Jimmy, we'll give you a raise." However, he made no effort to leave, so after a -couple of seconds more I said, "Is there something else ?" and he said "Yes, Mr. Joubin, could you make that raise 'radioactive' to the first .of the year ?"

The locomotives in service on the railroads of this country consume more than one-fifth of the total coal production of the United States. The amount is so large that any small saving that can be made effective in locomotive practice at once becomes an important factor in conserving the fuel supply of the nation. For this reason the United States Geological Survey gave attEmtion to the special problems of combustion in locomotive boilers. It approached this task from several different directions. The facts presented herewith constitute one series of results. In the fall of 1906 the locomotive-testing laboratory of Purdue University, at Lafayette, Ind., entered on a series of tests, one purpose of which was to determine in precise terms the degree of efficiency with which a modern high-class American locomotive utilizes the heat energy of the fuel supplied to it. The general interest in the subject, the elaborate plans which had been formulated for conducting the work, and the substantial character of the support which had been pledged to maintain it justified the Geological Survey in aiding the investigation. a The cooperation of the Survey consisted in detailing experts to assist the regular staff of the laboratory in the chemical and calorific work of the tests. These experts, working under the general supervision of the director of the Purdue laboratory, became responsible for the sampling of smoke-box gases, of the fuel used, of the cinders caught in the front end, of the sparks discharged by the stack, and of the refuse caught in the ash pan. The gas analyses were made by them at the university laboratory. The analyses of all solid samples and the calorific tests of the fuels were made at the government fuel-testing plant at St. Louis. The representatives of the Survey were not concerned with other phases of the work.

The mineral processing community have been amongst the pioneer developers and early adopters of key platform technologies in analytical methods, chemistry, physical separation and advanced modelling. Fundamental research will continue to have a significant impact driven by the continued development of sustainable practices. Major drivers and challenges for change in our industry in the next two decades include: reduction in energy uses in processing; discovery of new energy materials; adoption of green chemistry routes; safeguarding of water resources; and demonstration of adherence to best practice at all times. With increasingly global mining enterprises, the provision of internationally accepted benchmarks for performance will continue to drive the creative process. This lecture highlights major opportunities around a new paradigm of Multi-scale Measurement coupled with Multi-scale Modelling, based on advanced sensors, communications and computing. Connecting real-time measurement sensors with dynamic simulation models opens up new horizons for visualising the process behaviour from an experimental and theoretical basis. Examples are given of the potential of this methodology and its implications for better design.

The production of lead-acid batteries is defined by a closed-loop product life-cycle. Active material and grid alloys converge on an adaptable specification that improves both performance and recyclability. This mapping of product requirements for lead-acid batteries has taken over 80 years to develop. But, as the use of batteries made with other chemistries continues to grow, the need for a comparable life-cycle management process becomes increasingly apparent given societal needs to manage raw materials, e.g. the European Union Battery Directive recycling targets. What has taken more than 80 years for lead-acid to evolve in a closed-loop paradigm must now be accomplished in less time for batteries using other chemistries and technologies. End-of-life costs are embedded in the product cost of lead-acid batteries. However, end-of-life costs are not reflected in the product cost of batteries made with other chemistries. Those costs are borne by other constituencies with often inefficient and environmentally damaging results. Lead-acid is a materials technology management model for other products.

The Coeur d'Alene Mining District of northern Idaho is remarkable for its number of large ore bodies and for the amount of its historical production of lead, zinc and silver (Fig. 1). Since veins were first discovered in 1884, more than 127 Mt (140 million st) of ore have been produced from narrow, high-grade veins. Mining continues at the Lucky Friday, Galena and Sunshine mines (Fig. 2). All have been in production for decades. At these mines, more efficient mining and exploration techniques have reduced costs while adding significant new reserves. Even the old Bunker Hill Mine, where ore was first found in 1875, continues operation on a limited basis, partly involving production of world-class pyromorphite specimens. Until recently, the Coeur Mine was also a profitable silver producer. Other large producers have included the Star-Morning, Hecla, Page, Standard-Mammoth, Hercules and Gold Hunter mines (Fig. 2). The first deposits were discovered by prospectors who spilled over from the Murray gold mining district, 24 km (15 miles) to the north. The Bunker Hill Mine was founded the year after the first veins were discovered. Bunker Hill has now operated for more than 100 years. Production includes 2.3 Mt (2.6 million st) of lead, 1.1 Mt (1.2 million st) of zinc and 4.1 kt (132 million oz) of silver. Total district production through 1996 (Springer, 1997) amounted to 7.3 Mt (8.1 million st) of lead, 3 Mt (3.3 million st) of zinc, and 34.5 kt (1.109 billion oz) of silver. This record establishes the district as the largest recorded producer of silver in the world, while also yielding major quantities of lead and zinc. Only Potosi, Bolivia, may have produced more silver, although records are unclear. Despite the district's longevity, historic production and current activity, the published literature on the district lags behind with regard to recent concepts of district geology. The most recent comprehensive US Geological Sur- vey (USGS) bulletins (Hobbs et al., 1965; Fryklund, 1964) are dated. Much research in the last half century has been short-lived or geographically restricted because the district is large and its geology is complex - and even this research tends to remain unpublished. This argument is recommended to the attention of many other members, who are waiting for the opportunity to contribute something "monumental" to our Transactions. In a number of instances, death has nulli¬fied this ambition, and the intended "monumental" contribution has turned out to be an obituary notice by the Secretary, instead of a valuable record of the professional experience thus hopelessly lost to the world.-R. R.] The official publications of the the Russian Government give fairly complete statistics of the dredges operated in the Empire; and in a recent English bluebook, Mr. Cook's report on Siberian Trade presents a brief account of dredging in Siberia. The data in Table I. (not given by Mr. Cook) have been taken from the Gold Mining Messenger (Russian) for July, 1905. These interesting statistics, though incomplete, show that the Yenisei dredges are working on poor ground and yield small returns. According to report, but few yield a profit exceeding 10 per cent. per annum on the capital invested. In the summers of 1904 and 1905, I traveled in the Urals as far north as lat. 61° N., long. 61° E., on the the Lozva river, a part of the vast system of the 01) river. This clear-water stream starts from the summits of the Urals at an altitude of 4,000 ft., and flows through a flat country, densely wooded with larch, spruce, pine, fir, birch and poplar. The river is full of fish, and is navigable for good-sized steamers as far as Ivdell. Introduction The San Antonio mine is on the north shore of Rice lake, thirty miles east of lake Winnipeg and 120 miles northeast of the city of Winnipeg. Since production was started in 1932, about 2,000,000 tons of ore have been mined. Currently in progress is an extensive development programme which involves 11,500 feet of crosscuts, 3,800 feet of raises, 1,753 feet of shaft sinking, and 160,000 cubic feet of slashing, all in footwall waste rock. It is the purpose of this .paper to indicate the necessity for this work and to describe the methods employed to carry it out. Where unknown factors are as prevalent as they are in the average Canadian gold mine, a definite answer cannot be given as to what is the most economical and efficient system for mining dipping deposits. At San Antonio, the host rock for the orebodies, locally termed basalt, occurs as a sill some hundreds of feet in width and dipping at approximately 45 degrees from surface to an unknown depth. It may be assumed that it continues well below the lowest depth established to date by diamond drilling. At present, a vertical winze (No. 3 winze) hoists the ore from the 2,360-foot level to the 1,600-foot level, on which it is hauled about 900 feet to No. 3 shaft, also vertical, and there hoisted to the mill bins on surface. To maintain ore reserves at a five-year figure, at full production, additional deep exploration was required immediately. It was decided to sink No. 4 winze, a vertical opening of the same size as the other operating shafts, to provide ten additional levels (17 to 26) at 150-foot intervals, with additional depth to allow for an underground crusher installation and usual loading-pocket facilities for three-ton skip-hoisting. The winze was bottomed at 1,753 feet below the collar, at a depth of 4,117 feet below surface, and is the deepest man-sized opening in Manitoba.

WMC Resources Pty Ltd û Copper Uranium Division operates the large underground Olympic Dam Mine at Roxby Downs, South Australia. These operations mine and process the ore to produce refined copper, uranium oxide, gold and silver. In mid-1996, the company committed to the Olympic Dam Expansion Project (OEP) to expand production from 3.0 million tonnes per annum of ore (85 000 tonnes per annum of copper metal) to over 9.0 million tonnes per annum of ore (over 200 000 tonnes per annum of copper metal). Along with the increase in the ore production capacity of the underground mine and the surface ore handling and processing facilities, expansion of the backfill system was required. The target backfill placement rate was 2.0 million cubic metres of backfill per annum which was to be predominantly delivered as cemented aggregate fill (CAF). This paper discusses the engineering activities undertaken to assess and change the method of designing the required strength of fill exposures. In addition, the operational changes that were introduced to achieve the required fill quantities and the mix designs to meet the specified strengths, including the use of alternate binders, are discussed. This work resulted in a large increase in the fill placement rate and a reduction in the overall unit cost of fill.

WATER power, until developed, produces nothing, but when harnessed it continues to produce, it might be said, indefinitely. Hence the importance of developing all feasible water powers. British Columbia, like the western states of America, is subject to variable meteorological conditions which cause most streams to be erratic in their flow. The wet season, usually commencing in October and continuing to March or April, together with the melting of the snows during the early summer, produces a heavy run-off which diminishes considerably during the later s1.1,mmer months, with the result that storage is essential on practically every stream in order to regulate the flow to obtain a discharge which will meet the requirements of the load of the markets the power is to serve. Storage sites of sufficient capacity to equate the flows are not always present and it follows that, where such a deficiency exists, the difference must usually be met by burning fuel in steam plants. Fortunately, there are within the Province deposits of high-grade coal, suitable for the operation of such auxiliary steam plants. One of the strongest reasons for the development of water powers is the conservation of fuel. All use of coal or oil depletes resources that can never be renewed. Every water power developed means a saving in fuel and, even if at first it does not possess an over-powering financial advantage, it must become of ever increasing value as fuel resources become depleted. However, sight must not be lost of the inter-relation which should exist between the two methods of generating electrical energy, as each makes an admirable supplement to the? other with respect to suitability for carrying different types of load. In general, it can be said that the fixed charges of a water power development are usually high in relation to the operation costs, while those of fuel power plants are usually the reverse, so it is sometimes possible to combine the two methods of generation for the more efficient production of energy.

It is a common misconception that all yellow stones are topazes and that all topazes are yellow; but neither statement is true. The real topaz is a rather rare mineral, and a large number of yellow stones that masquerade as topaz are nothing more than yellow quartz, known as citrine, but almost universally called topaz. The true topaz is often called "Brazilian" topaz by the jeweler to distinguish it from yellow quartz; nevertheless, both terms are freely applied in trade to other yellow stones. Topaz is considered the most popular yellow stone for jewelry and is often used as the principal stone in brooches or pendants, especially in old-fashioned ornaments. However, many other species yield pretty yellow stones, some of which are far more numerous and less costly than the topaz.

BCR National Laboratory (formerly Bituminous Coal Research, Inc.), under a USBM con­tract (originally with the Department of Energy), monitored the installation and operation of a computer-based belt-monitoring and control system at the Barnes & Tucker Coal Co. Mine No. 20, Ebensburg, PA. The system installed was the National Coal Board's Mine Operating System (MINOS) coal transport monitoring and control system. The program objec­tive was to document (1) the installation requirements for a conveyor control system, (2) the operating experience with the system, and (3) the impact of monitoring and control on mine operation. Analysis of the system operation indicates that monitoring and control did improve belt availability significantly, and reduced downtime associated with belt delays. Economic analysis showed the increased belt availability would potentially result in significant production increase, and, therefore, excellent payback on the initial investment. The system performed satisfactorily, was well accepted by the work force, and did not increase the maintenance workload.

Les résultats décrits ici, particulièrement les profits de contraintes de cisaillement le long de l'ancrage, obtenus à partir des valeurs de déformations relevées sur les jauges, ont permis de préciser le niveau de chargement correspondant à la décohésion initiale du coulis de scellement, d 'examiner l'effet de la décohésion sur la distribution des contraintes et de caractériser le fluage du système barre d'ancrage/coulis de scellement.ABSTRACTThe load transfer mechanism and the debonding process along grouted rock anchor, subjected to tention loads, can be examined through the instrumentation of the anchor with the aid of strain gauges. In this context, the resultsof a full-scale site investigation including classical pull out tests and creep tests are presented in this paper. These tests were performed on instrumented bars which were cement grouted in a competent rock mass. Results presented in this paper concern, among others, shear stress pro/ties along the grouted anchors which were determined from strain values obtained from the strain gauges. These results have been used to: (1) predict the load level corresponding to initial debonding of the grout; (2) study the effect of debonding on shearstress distribution along the anchor; and (3) characterize the creep behavior of the bar anchor/cement grout system."

AS we know, Sir Henry Bessemer introduced Bessemer converting in the steel industry about 1855. It was not until twenty years later that the principles were adopted by non-ferrous metallurgists. In 1880, Manés first produced blister copper from matte in a converter, a very important forward step in copper metallurgy. For thirty years, up to about 1910, bessemerizing of copper matte was carried out in the acid-lined converter. It is not necessary here to enumerate all the shortcomings of that operation, one of which was that it strictly limited the grade of matte that could be treated; a 35 per cent matte was low in those days. From the early days of copper converting, many and repeated attempts were made to use a basic converter lining, and the older metallurgists will remember the numerous reports and discussions in connection with such experiments. These make interesting reading. I quote from a book published in 1900: ?'The siliceous lining is as much a part of the process of copper converting as magnesia lining is in the basic bessemer treatment of phosphoric iron, and it is suicidal to attempt any other kind of lining, either water-jacketed or basic.' "Even if the silica could be introduced in this way (through the tuyeres), it would still produce another trouble in the converter. The small particles of silica, being cold, would combine very imperfectly with the iron oxide and produce granulated and pasty slags, which could not be skimmed or poured out of the vessel".

Low metal prices and environmental restrictions are always a challenge for copper smelters operation and its productivity. Thus, in order to reduce production costs and control gas emissions, improvements of the Teniente Converter (CT) operation were made at 110 Smelter Plant of Southern Peru Copper Co., 110, Peru, and the main objective was to increase its capacity for smelting copper concentrates without affecting normal operation. The present work corresponds to a recent study conducted during the normal industrial operation of the Teniente Converter in this plant and, it shows the effect of increasing air oxygen enrichment from 28 to 34% on its productivity. The results show an increasing of concentrate smelting rate from 800 to 1370 tpd and hence a notorious improving in copper production, and practically no effect on the refractory consumption. The increment of the concentrate throughput, increases also the SO2 concentration and the sulfuric acid production, showing the effort done by this operation in order to accomplish the environmental Peruvian regulation.

The conduct of work at elevated air pressures , such as in caissons and in tunnel - driving in subaqueous strata , poses safety problems not encountered in mining and tunneling operations at ordinary atmospheric pressure . This publication discusses some of the problems involved and presents information on the following subjects : ( 1 ) Physiological effects of gases at elevated pressure . ( 2 ) Use of respiratory protective equipment in rescue or recovery operations in event of fire or other emergency in pressurized tunnels . ( 3 ) Effect of elevated pressure on performance of some gasdetecting instruments ; interpretation of the results . Various types of respiratory protective devices are discussed in relation to their possible use at elevated pressures , especially the 2 - hour , selfcontained , recirculating - oxygen - breathing apparatus , which has had wide use in the United States during rescue and recovery work in the mining industry . Coal is increasingly viewed as one of the major fuel resources of this country for the remainder of this century. The need to extract a greater percentage of the coal in a given seam, together with advantages of improved safety, indicates that longwall mining will become more widely used within this time frame. A novel method of mining coal on a longwall face, utilizing high pressure water jets, is herein described. The mining machine proposed will exploit the stress conditions which exist on a longwall panel in order to achieve the required productivity while at the same time reducing respirable dust and methane ignition hazards. The water jets will excavate only the boundary of the extracted seam section, and thus the energy requirement of the machine will be minimized. The action of the machine is similar to that of an existing coal plow, except in that the wedge teeth of the plow are replaced by oscillating high pressure water jets. The machine can, therefore, cut to the depth and at the speed of existing shearer units at equivalent power levels. The removal of impact stresses from the machine will reduce downtime required for maintenance and replacement of picks and lower the load on the haulage motor of the system. The ability of the machine to increase the depth of cut without an increase in horsepower will further improve productivity when transportation systems to remove the greater production are in operation.
