That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

Blasters face a long list of tasks to execute daily—from vehicle inspections to blast design and layout, hole loading and tie-in, securing the site, and finally, safely executing the blast. Good practices and, in most cases, regulations and requirements necessitate documenting their work, specifically their blast report. While some blasters use paper forms, others use electronic means to streamline the process. The authors have served as attorneys and expert witnesses in representing companies and individual blasters in numerous administrative and legal matters in which documentation of the blaster’s work was both critical and detrimental to the effectiveness of defending their work. This paper discusses in a case-study manner the authors' observations concerning good blast report format, specific observations around electronic and paper report completion, record-keeping, seismograph setup and recordkeeping, video and photo documentation, internal auditing, and other topics related to documenting the blast. The paper aims to serve as a discussion guide for blasters to improve their blast record-keeping process, develop better practices that effectively document their work, and allow them to defend their work should a claim arise concerning their operations.

The objectives of this study were to examine a representative cross section of formal safety analysis techniques developed for the nuclear and aerospace industries, to recommend those methods that would be suitable for application to the mining industry, and to include those methods in a user's manual. Volume XI of this report, the user's manual, describes several methods that were determined to be immediately transferrable to the mining industry. The handbook gives detailed instructions on appropriate application and utilization of the methods. Other techniques will require further development before they can be effectively transferred to the mining industry.

"This circular is part III of a series of papers reviewing the literature on air conditioning in mines, with particular reference to the health, safety, and efficiency of miners.4/ It deals with theoretical and practical methods of conditioning air in mines to correct or alleviate the health hazards described in parts I and II and discusses the results attained by some of the systems now in use in various-parts of the world.The principal conditions to be corrected or alleviated are the chemical qualities of mine air (especially when contaminated with toxic and noxious gases and dusts) and the physical qualities (abnormal mine temperatures and humidities) that emanate from various sources in underground workings. Air motion and barometric pressure are physical qualities also to be considered.From the standpoint of health, knowledge of the composition of the air, or atmosphere, in mines and other underground operations is of prime importance. Suitable control measures or plans of procedure to combat or eliminate the hazards from contaminants must be based upon accurate information obtained by the selection and use of proper methods of sampling and analyzing mine atmospheres (1).5/Conditioning air is one of the most essential factors to be considered in any underground workings, not only from the standpoint of health and safety but also with regard to efficiency and productivity. Without modern air-conditioning, the war's great demand upon the copper mines could hardly have been met, as the mechanical refrigeration cooled off sweltering holes in less than a month, whereas in the past it was standard practice to blow air through the tunnels for 3 years or so until they were cooled.This paper discusses methods of determining the chemical and physical qualities of mine air and their control. An extensive study including fluid dynamic calculations, cold model tests, pilot plant tests as well as measurements in a commercial flash furnace was carried out in order to develop a new Sumitomo flash smelting concentrate burner. The pressure measurements in the commercial burner indicated that the premixing of the concentrate and reaction air in a burner was insufficient. Pilot plant tests showed that enhancement of the premixing of the concentrate and reaction air is very effective for improving the burner performance. Using the additional pressure drop of the reaction air as an indicator of the premixing, a new type Sumitomo premixed concentrate burner was developed.

The possible contribution of an improved mineral economy to the further advancement of the lesser developed regions of the world is a vital consideration today. Many of the newly independent countries recognize the problems and the challenge involved in orderly development of mineral resources. Some countries are inventorying resources, planning development, and encouraging local and foreign participation. The Malagasy Republic, composed of the island of Madagascar and the immediately adjacent islands, formerly the French Overseas Territory of Madagascar, is one of the members of the French Community which achieved independence in 1960. It is making real progress towards improving its mineral economy, an effort particularly remarkable considering the generally unfavorable geographic location of the area with respect to world markets and what is, after all, a comparatively sparse-economic mineralization in the light of discoveries to date. Most of the development of the Malagasy economy before independence was fostered by French private enterprise, although the State participated in some ventures. Since independence, the Government has encouraged private investment from a variety of sources through favorable legislation and has indicated that legitimate investment projects that will further advance social and economic programs will be welcome.

As more than a few mines gradually sink under the weight of emails, whiteboards, notice boards and ever more complex spreadsheets, the holy grail of effective short-term interval planning and control in underground mines is as far away as ever. Despite the mining industry investing ever greater amounts in planning and Enterprise Resource Planning systems, short-term plans become ever more complex and rigid. What the industry desperately needs are not more ‘disembodied voices down the speaking tubes’, but flexible and effective planning systems that encourage people to make reasonable commitments to each other so that everyone can work as a coordinated team to complete the work required each shift.One solution to the challenge has emerged. This paper describes the ‘Fewzion’ shift planning and short interval control system which has been developed at Anglo American’s Moranbah North and Glencore’s Oaky Creek coalmines in Central Queensland. Fewzion has drawn on management theory embodied in Management Operating Systems, Lean and Theory of Constraints approaches to continuous improvement to play a key role in both mines achieving record breaking tonnages.In addition to explaining the Fewzion approach, a case study is presented describing how Anglo American’s Moranbah North improved production by 39 per cent in 2014/2015 and won ‘Coalmine of the Year’ two out of the last four years and how Glencore’s Oaky Creek sustainably improved monthly development meters by 34 per cent within two months of implementing Fewzion.CITATION:Moynagh, P and Britton, G, 2017. Steel mill electric arc furnace dust is a RCRA listed hazardous waste and its treatment and/or disposal are regulated by a complex set of rules. These regulations were originally established to encourage recovery and recycling of valuable components. For EAF dust, the more valuable constituents include zinc, lead, cadmium and iron. In fact, current trends are in the opposite direction, as the regulations have complicated the ability to commercialize new treatment technologies and created substantial roadblocks and liabilities for processors. As a result, almost half of the EAF dust generated in 1997 will be landfilled. The problems are compounded by difficult processing requirements, less than sterling examples of technology development and mechanical and operating problems. This paper explores some options to simplify the processing requirements and thereby easing difficulties in commercializing new technologies and expediting the recycling of recovered metals. Dust processing usually includes a simple step followed by two complicated steps. The simple step is fuming of heavy metals away from iron and other residues. The complex steps are (1) separating and purifying the heavy metals and (2) upgrading the iron residue. The first complex step can be simplified by producing an intermediate product that is amenable to processing by zinc refiners. This route benefits from the currently underutilized (by dust processors) resource offered by refiners, who have experience in and existing processes for separation and purification of zinc-based heavy metals. Various processes and their associated product options are reviewed and compared. Future directions for dust processing developments are suggested.

The past decade has witnessed a rapid increase in the number and variety of uses found for internal combustion engines in mining operations. Gasoline engines are now widely used for operating core drills, pumps, compressors, small hoists, switching locomotives, tractors, boats, and other equipment. The heavy-oil engine is employed for operating compressors, generators, shovels, ore-milling machinery, and- in the iron, copper, and coal districts- in connection with that' latest newcomer in modern railroading, the oil-electric locomotive. Each of these applications could well form a subject for a lengthy treatise in itself. This paper, however, will be confined to a discussion of some of the features of internal combustion engines as applied to mine compressing plants and mill drive. Perhaps at no time in the history of mining in Canada has the search for new mines been more vigorously carried on, more old properties rejuvenated, or more remote districts exploited than during the past three years. The mine operator of today has a far wider range of equipment and facilities at his disposal than had the pioneers of Rossland, Cobalt, or Porcupine. Each year now witnesses the hinterland driven farther and farther back as improved forms of transportation, machinery, and methods make possible the exploration of properties once considered too inaccessible to warrant serious attention. Howey, Sherritt-Gordon, Callinan-Flin Flon, Jackson-Manion, Picard Gold Mines, and a number of properties in British Columbia, afford excellent examples of work carried out on an extensive scale miles from a railway, or in comparatively inaccessible mountain regions.

Annually, the United States uses more than 4 billion tons of new mineral materials, or about 40,000 pounds per person-about half being mineral fuels and the other half metals and nonmetallics. Stable and economic domestic mining, mineral, metal, and mineral reclamation industries are essential to the economy. The value of United States energy and processed materials of mineral origin exceeds $200 billion annually. Although a number of minerals are imported, especially some designated as "strategic and critical," most U.S. mineral supplies are derived from the domestic mines and processing facilities that you will be seeing, reading about, and visiting as you use this visitor guide. We hope you enjoy your experiences. This pamphlet, a guide to mining and mineral operations that may be observed or visited and some other points of interest relating to minerals, is intended to aid tourists and students who are interested in mining. Some may wish to study our Nation's romantic past; others may plan to enter the minerals industry as a career; still others may have a primary interest in conservation practices. The pamphlet is also intended to aid State and local officials, Chambers of Commerce, and mining firms in answering some of the many questions of tourists and students.

The CSIR-Ti process employs lithiothermic reduction of titanium tetrachloride feedstock to produce titanium sponge. The product is therefore contaminated by a range of lithium and chloride species. In this study we examine the effects of particle size, temperature, and HCl concentration as input leaching variables on the removal of chlorides from the crude titanium sponge. A review of the aqueous chloride chemistry of Li and Ti provided initial conditions for leaching of impurity species from the sponge. Experimental results confirm that the effectiveness of leaching and removal of dissolved impurities from the sponge are dependent on leaching kinetics, which are influenced by temperature, particle size, and morphology. Of the variables tested, reaction temperature had the strongest influence on the oxygen content of the leached product. The HCl lixiviant concentration had a negligible effect under the conditions tested. Leaching of crude titanium sponge (−10 mm size fraction after crushing) at 14°C in either 1 M or 0.032 M HCl yielded a titanium sponge product that met the ASTM standard specification for commercially pure Grade 1 titanium, i.e., oxygen content < 0.18 mass% and chloride content < 0.15 mass%.

Remarks of Mr. Robert W. Hunt, General, Superintendent, Albany and Rensselaer Iron and Steel Company., Troy N. Y.—In discussing Dr. Dudley&apos;s two most interesting papers, I feel a natural hesitancy in disagreeing with conclusions formed after such careful and conscientious work. But I think he has made his deductions from too meagre premises. The analyses of but twenty-five samples are entirely too few to justify the establishment of so important a formula. When we consider that he indirectly proposes to regulate an interest amounting, even at the present low prices, to over $20,000,000 per annum, we may well hesitate before accepting a formula based upon the chemical and physical analyses of but twenty-five steel rails. Dr. Dudley touches the keynote in referring to the proposed labors of the Government Test Commission. They based their hopes of attaining success upon the chemical and physical analyses of a very large number of samples, and in the only branch of investigation which the short-sighted policy of Congress has allowed them to complete, i.e., chain cables, we find that a dozen, twenty-five or one hundred tests gave no satisfactory results. It was only after many hundreds that they were enabled to&apos; draw conclusions. There are so many circumstances hearing upon the life of a rail, that the task of extracting a correct result seems herculean. I presume I am right in stating that in our Northern latitudes early winter and spring months witness the breaking of the greatest number of rails, thus seeming to prove that an unstable road-bed has much to answer for. Then, again, broken and flattened wheels must be taken into account, but I am convinced that more rails have been broken by the treatment which they received before leaving the rolling-mill

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. A senior advisory staff, consisting of the Chief Staff Officer, Chief Scientist, and Chief Mining Engineer, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaisons with other government agencies, mineral industries, and professional societies. Bureau program activities are classified into two major functions: (1) Developing new and improved technology that will make the production and processing of minerals more efficient, safer and more healthful for mineral workers and the public, and more compatible with a quality environment.

State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

This section of the Handbook deals with general principles to be evaluated in the development of a mining operation. It addresses the major issues that must be examined to fully evaluate a mining venture. Of course, one of the main topics to be evaluated is mine planning, which is covered in more detail in other sections (13, 17) of the Handbook and should be referenced in mine development projects. The topics to be discussed in this introduction include equipment and supplies, infrastructure, utilities, and project management. In any of the aspects mentioned, the current existing conditions at or near the mine site must be evaluated. This will include assessment of current use of utilities, infrastructure, housing, equipment suppliers, etc., as well as anticipated growth, both in the supply aspect of these systems as well as projected usage on these systems. After full assessment of both these aspects, an evaluation must be made as to the requirements the project will place on these items. Assessment must be made as to any up-grades required to bring the project on line, what impact the project will have on existing or expanded systems, and anticipated future growth impacts on support systems not only of the project but of other surrounding industry and urban devel-opment

In currently used mining methods, blasting techniques often causes dilution of valuable ore and results in costly processing requirements. In the context of narrow vein mining of thin and highly concentrated orebodies there is a need of a mining method that can reduce dilution in order to remain economically viable. This research project explored the viability of a new mining technology, thermal fragmentation, in narrow vein mining. Thermal fragmentation technology uses a flame jet to produce extreme heat that spalls the surrounding rock to a strategically located drill hole, as an alternative to traditional blasting. This paper creates a net present value (NPV) model of a mining method using thermal fragmentation, as well as for an existing method used for narrow vein mining; comparisons and evaluations were made regarding the feasibility of the new technology. It was found that while overall costs for thermal fragmentation were relatively high, reductions in wages, haulage and processing costs, as well as increased productivity and ore recovery, meant that the new method would improve the financial performance of any operation. These results identify that there is an opportunity to introduce the thermal fragmentation technology to narrow vein mines within Australia, in order to lower costs and increase profit.

PROJECT OVERVIEW As the sun-bronzed San Diego students strolled casually to class, mining crews from Atkinson Construction were working only 9 meters below the surface. The330 meter long, 11.3 meter diameter squat ellipse NATM tunnel is part of the9.3 kilometer Mission Valley East Extension Light Rail Transit (MVE-LRT) being constructed for the San Diego Metropolitan Transit Development Board (MTDB). The SDSU segment of the MVE-LRT was awarded to the Clark Construction Group, the parent company of Atkinson Construction for $82.7 million. URS CORP was the prime designer and Hatch Mott MacDonald performed the NATM tunnel design. The construction managers were Washington Infrastructure Services with Underground Construction Managers, EPC Consultants, and ILF Consultants. A NATM tunnel design was chosen as the most cost-effective way to minimize disruption of the university activities. The tunnel passes close to several buildings and directly below access roads, tennis courts and a baseball field. The NATM method of conventional mining uses shotcrete for ground support often reinforced with steel orplastic fibers, welded wire mesh and lattice girders. The tunnel runs from a cut and cover box up a 4.2% grade in a 217 meter radius left-hand curve with several spirals and ends at the underground station 330 meters away. The depth of cover varies from 16 meters near the west portal to nine meters at the station. The design called for a two-pass system with a primary lining of 300 mm shotcrete with lattice girders at 1 m centers and two layers of welded wire mesh. The lattice girders are used primarily for profile control and are not considered a structural element. The top heading was designed to be excavated in one of three excavation sequences depending on ground conditions and depth of cover. In sequence one excavation, the top heading is excavated in two halves with a one-meter separation. In sequence two excavation, a side gallery is advanced 8 or more meters ahead of the

A novel nondispersive electro-optical gas analyzer has been designed, fabricated and tested. The instrument is based on a pressure modulated absorption technique. Key features of this new gas analyzer technique include long-term zero and calibration stability. The technique was investigated for the gases carbon dioxide (CO2), carbon monoxide (CO), methane (CH4) and nitrogen dioxide (NO2). The delivered analyzer was capable of measuring the three species CO, CO2 and NO2. It is a compact (300 cu in) package, is battery powered and weighs 15 lbs. Some thirty readings of each gas may be made on a single battery charge.
