That there is wide interest in the preparation and properties of metallic zirconium and its salts is indicated by the many articles recently published in scientific and technical journals and the many patents issued. The compounds of zirconium have numerous important uses and more uses will doubtless be found. In the course of the special work on rare metals that were of military importance during the war, the authors of this bulletin were detailed to the Golden mining experiment station of the Bureau of Mines to prepare metallic zirconium and to investigate its properties. A number of investigations in recent years have indicated that sintered or coherent zirconium metal is very resistive to acids; that it can be used for electrodes, and it probably will find metallurgical uses. A steel containing zirconium has been proposed for use in armor plate and automobile parts, and nickel-zirconium alloys have been suggested for high-speed cutting tools and for cutlery. Numerous articles in scientific journals have recommended the use of zirconium oxide as a refractory, an abrasive, a pigment in paints, and as an opaquing agent in enamel ware. The salts have been used in the textile industry' as a mordant and also for weighting silk. When the authors began their investigation, they found it necessary to collect all of the available literature on the general subject of zirconium and its compounds. Pure salts could not be obtained on the market, and in order to get these, as a preliminary step to the preparation of the metal, the literature had to be classified and the methods of preparing the salts investigated. Also, there was much difficulty at first in making satisfactory analyses, and this phase of the work received careful attention. As it was necessary to begin with a historical review of the literature, such a review is given as Part I of this report, and a bibliography is included as Part IV. References to the numbered items in this bibliography are made throughout the text, the usual footnote references being omitted. Analyses of the products and conclusions as to their purity are given under the descriptions of methods of preparation. A table showing the properties of the amorphous metal, and another showing the properties of the coherent metal, will be found under appropriate headings in Part II. No attempt has been made in the historical review to discuss fully all the published information about zirconium and its compounds, but only such material has been assembled as has a direct bearing upon the present work. Considerable difficulty was experienced in collecting this material because of the confusion of terms by various authors who perhaps did not thoroughly understand the chemistry of zirconium.

THIS paper presents practical data to aid in the selection of a mine ventilating fan, and outlines considerations to be made to ensure satisfactory operation and optimum efficiency of the fan. Much has been published on the general subject of mine ventilation, but the writer has found few specific data on factors and considerations which govern the selection of a fan-data which should be available to the operator if his fan is to give satisfactory service within the range of the high-efficiency portion of its performance curve and deliver the specified air capacity when operating against the anticipated range of resistance of the mine. The total quantity of fresh air furnished by the ventilation system must be adequate to provide, and to ensure at all times, safe and healthful working conditions in the mine. It is assumed that the mine operator is able to determine the air quantities required for the various parts of the mine.

Risk management has become an essential tool for mining companies to ensure their projects are well-managed and profit expectations are achieved. Risk management has also become a mandatory corporate governance requirement in Australia for publicly listed companies and equally important to attract investors. This paper provides a brief overview of the essential tools needed to implement a practical risk management framework to comply with the internationally recognised ISO 31000:2009 risk management-principles and guidelines from the perspective of small or soon to be producing mining companies. To?successfully?deal with the unknown and to manage the opportunities and risks involved with a mining project requires a clear understanding of the basic risk management principles. These include how to develop a project risk register, how to develop a project risk treatment plan and how to manage and monitor project risks to take full advantage of the opportunities presented.The first step is to identify and fully appreciate the risks that face a mining project. There are many risk identification methods that can be used including checklists, brainstorming and hazard and operability (HAZOP) studies. These often lead to a telephone book full of risks which are near to impossible to manage. A risk library specifically designed?for mining?projects containing no more than 100 risks will cover the major showstoppers, is practical and can be readily implemented and successfully managed.A risk framework also needs to be established which is compatible with the companyÆs structure and objectives. Once each risk has been assessed in regard to consequence and likelihood and the risk control systems are in place they need to be assigned to the responsible manager. The extreme or high risks will require a risk treatment plan to be developed. Risks will change during the life cycle of a mining project. WHEN I was asked to speak on the subject of leaching, I did not realize that a complete summary of recent progress in leaching had been given by Stuart Croasdale. I shall try to give some other phases of the subject that were not touched by Mr. Croasdale. Not all metallurgists are in harmony as to their methods of treating metals. If they were it would probably mean lack of progress. They can be divided into two classes-the pyrometallurgists, using fire means, and the hydrometallurgists, or those using leaching methods. Conflict is always good for progress; we have it in politics, and in religion there are fundamentalists, and those who are not fundamentalists. As representing pyrometallurgy, may I hope not to be classed among the fundamentalists. The leaching of ores is not new. The leaching of ores for the recovery of metals, however, is quite new. The older leaching was simply to recover the salts. Agricola, back in 1555, I think it was, outlined a great many methods of leaching for the recovery of salts. Exposure?response relationships between the relative risk of lung cancer and quantitative measures of exposure to asbestos are available from a number of epidemiological studies. Meta-analyses of these relationships have been published by Lash et al. (1997) [Lash, T.L., Crouch, E.A.C., Green, L.C., 1997. A meta-analysis of the relation between cumulative exposure to asbestos and relative risk of lung cancer. Occup. Environ. Med. 54, 254?263] and Hodgson and Darnton (2000) [Hodgson, J.T., Darnton, A., 2000. The quantitative risks of mesothelioma and lung cancer in relation to asbestos exposure. Ann. Occup. Hyg. 44, 565?601]. In this paper, the risks derived in these meta-analyses have been compared. Lash et al., concentrated on process and found that the risk of lung cancer increased as the asbestos is refined by processing. Hodgson and Darnton concentrated on fibre type and found that the risk was highest for exposure to amphibole asbestos (crocidolite and amosite), lowest for chrysotile and intermediate for mixed exposure. Some of the differences between the conclusions from the two meta-analyses are a consequence of the choice of studies included. The range of asbestos types included in the studies in the analysis of Hodgson and Darnton was wider than that in Lash et al., enabling differences between fibre types to be analyzed more readily. There are situations where occupational exposure to chrysotile asbestos has shown no detectable increase in risk of lung cancer. Hydraulic filling or sand filling is a system used to fill underground excavations with a dense pulp. Milltailings are commonly used. The resultant fill, after being placed and de-watered, is known as hydraulic fill. These fills have been effectively used to (a) provide immediate support of the workings place during stoping; (b) .facilitate the recovery of pillars; (c) limit surface damage by subsidence; (d) permit the mining of parallel hanging-wall orebodies; (e) stabilize the ground in mines, thereby reducing the rock burst hazard; (f) control and prevent mine fires; and (g) solve tailings disposal .problems. The various uses of hydraulic filling have been developed during the last ninety years. In 1864 it was employed only to control surface subsidence. Since then, this system has been successfully applied to meet specific ground support problems. Methods of handling mine-fill derived from a source outside the stope include transportation ?Of the material by hand, mechanical, pneumatic, and hydraulic means, or a combination of these methods. The hydraulic method has many advantages not found in the others; a significant advantage is the low compressibility of the material when compared to other mine-fill material. The hydraulic filling operation includes the .preparation and transportation of the pulp. The underground practices in .placing the fill vary from mine to mine. The chief reason, formerly, for using hydraulic fill was the exceptional support it provided, but recently it has proven an important means of reducing mining costs. This is especially true where labour is a large part of an alternative method, or where timber consumption is greatly reduced. The indirect benefits of hydraulic filling are probably as important as the direct benefits, and few important disadvantages exist.

The carbothermic reduction of zinc oxide rich Electric Arc Furnace baghouse dust in the Tetronics transferred arc plasma furnace to produce a non-toxic slag and a metallic zinc product is described. In particular, the operation of the zinc splash condenser coupled to the plasma furnace is examined and the effect of process variables on zinc recovery is discussed.

"In this study, rare earth elements were recovered from bastnasite concentrate and waste fluorescent lamp phosphors using supercritical carbon dioxide extraction with a nitric acid/tributyl phosphate adduct. Several pretreatment methods were used to alter the crystal structure of the source materials, and thus improve rare earth element recovery. Pretreatment methods included 1) dry roasting of the source material at 730oC, 2) decomposition with 50% sodium hydroxide solution at 150oC for 4 hours, and 3) decomposition with 12 M sulfuric acid at 300oC for 4 hours. Treated and untreated samples underwent supercritical extraction at 24 MPa and 65oC for 1 hour. Untreated bastnasite and phosphor samples showed <10% rare earth element recovery, but sodium hydroxide digestion resulted in >60% recovery for most rare earth elements. Dry roasting of the bastnasite concentrate was also effective, resulting in >60% recovery for cerium.INTRODUCTIONRare earth elements (REEs) consist of the 15 lanthanides, scandium, and yttrium. Scandium and yttrium are included because they are in the same group as lanthanum, appear in many of the same ore deposits as the rest of the lanthanides, and exhibit many similar chemical properties. REEs are used in a wide array of applications including electronics, magnets, catalysts, glass, and solid-state lighting (Xie, Zhang, Dreisinger, & Doyle, 2014). Because of China’s continued dominance of worldwide REE production, the United States Department of Energy has sought to diversify domestic supplies of REEs (United States Department of Energy, 2011). A key part of this strategy is the development of improved extraction methods for both ores and recycled sources.Supercritical fluid extraction (SFE) is a promising technology for extraction and separation of rare earth elements. Contact with an acid adduct dissolved in supercritical carbon dioxide allows for the rapid extraction of REEs from solid matrices. Supercritical CO2 has several potentially useful properties as a solvent, including high diffusivity and the ability to tune solvation properties by adjusting pressure. Such tunability may have applications in separating the REEs once they have been extracted from the solid phase. Tributyl phosphate/nitric acid adducts (TBP:HNO3) are a particularly promising class of adducts for SFE extraction of rare earth elements. Using TBP:HNO3 adducts in supercritical CO2, several researchers have successfully extracted REEs from their oxides (Wuhua, Pijia, & Yongjun, 2010; Zhu, Duan, Xu, & Zhu, 2009). However, there is a complication in applying this technique to many types of ores and recycled sources: REEs are often locked in refractory minerals which are resistant to acid attack, resulting in limited recovery in supercritical extraction."

Five years ago, Phillips Coal Company decided replacing mainframe/workstation programs with a new package of PC software was clearly the best solution for computer reserve modelling. The system chosen was actually three programs distinguished by their power, cost, flexibility and integration, and ease of learning and use. Phase I involves the use of the "StratiFact" program for borehole data management and seam correlation. This phase is probably the most neglected, yet critical aspect of reserve evaluation. Phase II employs the "PC/Cores" package for modelling and volumetrics. Phase m is "PC-Cut" which provides mine planning tools including an automated cut generator.

Tin production and export from the Far East are still a long way off from the prewar figures. The Malayan Peninsula, which had a rather good start directly after the war largely because of stock piles found in Singapore and elsewhere, has since been hampered in the rehabilitation of its tin mines and dredging operations by material shortages and, more recently and more severely, by revolts and attacks of communist elements and gangster bands. These hindrances make working in the mines dangerous and form a daily threat against the valuable and highly vulnerable dredges. Contrary to the conditions in Malaya are those on the tin islands of Billiton, Banka, and Singkep-all in the Netherlands East Indies-where the Dutch have re-established peaceful relations with the population. Dutch efforts since the fall of 1945 have been rewarded by continuously increasing production, extension of production facilities, and return of moderate prosperity, complete safety, and all-out co-operation among the population ? native and Chinese ? to the benefit of all concerned.

The Mine Safety and Health Administration has developed a model to estimate diesel particulate (dp) exposures in underground mines. The estimate uses either in-mine measured dp concentrations or engine manufacturers&apos; standardized emission data and through a series of calculations estimates full shift dp concentrations by applying standard engineering principles of ventilation, control technology and work cycle. This model, in the form of a computer spreadsheet, provides the mining industry with a method to estimate diesel particulate levels and determine the impact of various diesel particulate controls on occupational exposure to dp in underground mines. A detailed description of the estimator and several examples demonstrating the results are provided.

Through the hearty cooperation of the State coal-mine inspectors, the bureau is able to present in this paper a a complete statement of the coal-mine fatalities occurring throughout the United States during the calendar year 1919. The reports received from the inspectors for the year just closed show a reduction of 10.58 per cent in coal-mine fatalities as compared. with 1918, while in 1918 the reduction was 4.3 per cent from 1917 figures. The total number killed was 2,307 in 1919 and 2,580 in 1918, a reduction of 273. There was a decrease of 128, or 25 per cent, in fa tali ties resulting from mine cars and locomotives, and a decrease of 198, or 15 per cent, in the fa tali ties due to fall of coal or rock. Surface accidents show a decline of about 25 per cent as compared with the previous year. There were, however, increases in accidents due to gas and dust explosions and also explosives. There occurred during the year nine disasters in which five or more men were killed, representing a total of 201 fatalities. The worst disaster of the year was the one occurring at the Baltimore Tunnel No. 2, Wilkes-Barre, Pa., resulting from the explosion or burning of a number of kegs of powder, by which 92 lives were lost. This disaster emphasizes the need for stricter regulations relating to hauling men and explosives into the mine at the same time. The question of whether electricity was responsible or not does not affect the consideration of the various dangers which arise in underground transportation and handling of explosiveB. At best the handling and hauling of explo.sives is hazardous and such being the case, no one, other than the necessary attendants, should be permitted to ride in cars or cages transporting explosives. As a result of this disaster, the report b of the coroner's jury to the governor of Pennsylvania brings out some important dangers to be avoided in the use and transportation of explosives.

The morphology, dimensions and chemical composition of tribolayers strongly depend on the pressures and temperatures acting on the contact. They are formed by reactions between the surfaces in contact with each other as well as with the atmosphere, lubricants and possible contaminants. In this paper the influence of test time (180, 500, 1000 and 2500 h) into the formation and characteristics of tribolayers in pairs DLC-stainless steel tested under refrigerant gas R134a atmosphere without presence of lubricating oil was analyzed. The characterization was performed using scanning electron microscopy, energy dispersive spectroscopy (SEM-EDS) (morphology and chemical composition) and white light interferometry (dimensions). The tribolayers thicknesses ranged from 100 to 500 nm and they were composed by elements originated from mutual transfers between the tribological pairs as well as oxides, being more pronounced on the stainless steel surface. The results show that the tribolayers are chemically stable (maintained the same composition over time) and the thickness remained stable after a thousand hours of testing.

Calcium and lithium gallides have been synthesized by powder metallurgy techniques in the stoichiometries that can be used as reduction alloys for the Rocky Flats Plant Salt-Scrub (SS) process. The SS process is performed to recover valuable metals from salts generated in the electrorefining and the molten salt extraction processes. Combustion synthesis has been optimized for variable heating rates up to the reaction ignition temperature and for green densities of the powder compacts in terms of the ignition temperature and the exothermic heating of the product in an effort to develop LiGa and CaGaz alloys. The problems arising from the melting point and density differences of calcium, lithium and gallium have also been studied. The SS alloy compositions were produced by mixing, pressing and sintering the metal-powders. The efficiency of the intermetallic alloy, Ca-17 wt. pct. Ga, as a reductant and the effect of gallium on salt clean- up has been discussed. Measurement of actinide recovery has been studied with cerium as the surrogate for the actinide metal. The development of an alloy for SS reduces a major contaminated waste disposal problem besides recovering the valuable reactive metal.

Power plants that utilize conventional wet flue-gas desulfurization methods produce enormous amounts of flue-gas scrubber sludge. A typical 400 MW power station that burns a high sulfur coal produces 170,000 tons of wet flue-gas scrubber sludge per year. This scrubber sludge is currently landfilled at an enormous cost to utility companies. This material could be used as a raw material for industries that use gypsum, such as the wallboard and plaster industries. However, before it can be used as feedstock for these industries, some of the impurities such as unreacted limestone and silicates must be removed from the scrubber sludge. Froth flotation has tremendous potential for separating these impurities from scrubber sludge. In order to select an optimum flotation process, it is necessary to characterize the surface properties of the major components in the scrubber sludge, which consist of calcium sulfite, calcium sulfate, calcium carbonate (limestone), and silica. In this study zeta potential measurements were used to determine the surface charge of the components in scrubber sludge, with the goal of optimizing a froth flotation process to produce a marketable gypsum product for the wallboard and plaster industries.

Shafts There are six shafts (Figures and lA) on the property, of which N os. 1 and 2 are abandoned. Nos. 3, 4, and 5 are the present working openings from surface and No 6 is an internal shaft. No. 3 is used primarily as a service shaft, while Nos.?1 and 5 are the main hoisting shafts. Orebodies The orebodies are of two distinct types. There are the massive sulphide bodies, and the areas of mineralized rhyolite containing gold values and a silica content high enough for fluxing purposes. The massive sulphide bodies contain chalcopyl&apos;ite, pyrite, pyrrhotite, and minor amounts of sphalerite and magnetite. The concentration of particular sulphides varies even within the same body. It is the areas high in pyrite, and to a lesser degree those, high in pyrrhotite, that are of particular interest.

As Australia’s mining industry painfully retrenches, mining executives and managers strive to remain viable by seeking significant productivity increases directly through process improvement and indirectly by improving leadership and workplace culture, the most powerful determinant of productivity. Culture is the combination of people’s attitudes and behaviour, together with leadership values and focus.Comprehensive new and automated data collection and management systems promise much for improving productivity, yet despite rapid advances in measurement and sharing of data, the use of data can reduce productivity unless behavioural aspects are considered and designed as part of implementation. This is because systems drive behaviour that in turn shapes attitudes to determine culture.Experience from many mine sites and other industries in three countries confirm that the most powerful drivers of people’s behaviour are the Measurement-Analysis-Reporting system and business leadership.This paper discusses fundamentals of practical, statistically valid process measurement, analysis and reporting systems before discussing associated leadership considerations for sustained improvement in safety, productivity, employee retention, leadership, accountability and commercial returns.The key to productivity improvement is improving core processes and important support processes. In turn, the key to process improvement is identifying the major process components and their interaction by measuring and then analysing their variation and level of performance. Understanding variation is often neglected yet is usually highly significant. It is essential that the fundamentals of statistically valid yet practical process and data analysis are understood and incorporated into system design to ensure productive, informed behaviour.The design and use of Measurement-Analysis-Reporting systems influences behaviour most profoundly and determines people’s effectiveness. Behavioural aspects are detailed by focusing on six primary drivers of human behaviour and five basic systems for managing businesses. The U.S. Bureau of Mines summarized injury data for independent contractor employees working at all locations of coal and metal-nonmetal mines from 1983 through 1990. During the eight years, the greatest contrast in degree of injury between independent contractor and operator employees was in fatalities. From 1983 through 1990, there were 132 independent contractor employee fatalities in the mining industry. In 1988 though, independent contractor employees accounted for nearly one-fourth of all mining fatalities. The fatality incidence rates of independent contractors were consistently higher than those of operators during the eight years. For instance, in 1990, the contractors&apos; rate was twice that of operator employees in coalmining and nearly five times that of operators in metal-nonmetal mining. Three other salient facts highlight the independent contractor employees&apos; fatality injury data during these years. First, 82% of the independent contractor employee fatalities occurred at surface locations. Second, two job classifications?truck driver and equipment operator?represented 37% of the fatalities throughout the 8-year period. And finally, four accident classifications?powered haulage, slips and falls, machinery, and electrical?accounted for 71% of all independent contractor employee fatalities.

A brief résumé follows of some of the most recent activities of the Division of Coal-Mine Inspection that have had a favorable effect. on health, safety, and injuries at coal mines: 1. There were approximately 8,510 active coal mines in the United States during 1955. In all, 82,389 regular Federal inspections of coal mines have been made since Public Law 49 became effective in May 1941; 9,823 of these inspections were made during 1955. 2. The Bureau of Mines introduced the revised Coal-Mine Accident-Prevention Course for Supervisors in the coal-mining industry on March 1, 1948. Since that date, 19,455 supervisors and those aspiring to official positions have completed such training conducted by personnel of the Division of Coal-Mine Inspection.

BEFORE discussing some of the technical aspects of the steam generating plants of Nova Scotia Light and Power Company, Limited, it might be of interest to go back through history and see the development of steam generation in this public utility. Back around 1902 Nova Scotia Light and Power Company, Limited, had three slide-valve engines in-stalled at its Water Street, Halifax, generating station for a total capacity of 1,800 kilowatts. The plant remained at about this size until 1910 and in 1911 a 2,000 kilowatt steam turbine was installed to raise the total capacity of the plant to 3,800 kilowatts. In 1916, a 3,000 kilowatt turbine was installed and one of the slide-valve engines was removed to make a total plant capacity of 6,200 kilowatts. The total demand in the Company&apos;s service 8rea was at that time 4,000 kilo-watts.
