Melbourne Water Corporation, through the Pipelines Alliance, has commenced construction of a new drainage pipeline to provide additional flood protection within the Sandgate Avenue Main Drain catchment, in order to mitigate against the risk of flooding of Frankston’s central activity district (CAD).The project involves the construction of a 1550 m long, 2.5 m internal diameter tunnel, commencing upstream at the Monash University Peninsula Campus and traversing approximately west to the outlet located at Kananook Creek. The tunnel was excavated by a dual slurry-earth pressure balance tunnel boring machine (TBM), with the depth to tunnel crown ranging from 0.7 m to 14 m below the natural surface level. The TBM navigated 500 m radius curves, with a maximum drive length of 608 m. The tunnel lining consists of 2.5 m internal diameter, 250 mm thick reinforced concrete jacking pipe.The geotechnical conditions along the tunnel alignment consisted of mixed face ground conditions, predominately clay, with clayey sand and sandy clay and some sand deposits near Kananook Creek.This paper presents the challenges associated with the operation of the slurry separation plant during tunnel construction. In particular, the paper focuses the impact of slurry separation on tunnel advance rates, the lessons learnt during construction with regards to slurry separation and on the decision to adopt a dual slurry-earth pressure balance shield TBM. In addition this paper highlights the importance of having a thorough understanding of the slurry separation requirements on a slurry TBM project prior to selecting the necessary plant.

The paper describes the development of components in an lntegrated Furnace Control system for shielded-arc smelting focusing on operation and crucible integrity enhancement. The paper reviews the mechanisms of power, feed and energy input and losses into the shielded-arc smelting process and describes the furnace control system module development and integration to tailor the process. The ultimate success of a furnace control system application is transfer of knowledge, training, and operational support during furnace start-up and ramp-up phases and a model for how this has been achieved is discussed. The control modules of a shielded-arc laterite smelting furnace are described in detail including measured results and screen captures from application in a laterite smelting furnace. This paper focuses on developments in Integrated Furnace Controls tailored to shielded-arc laterite smelting but development of common furnace control modules for improved crucible and tapping operation integrity applied to other furnace processes, including immersed-arc smelting, is also covered. THOSE of us who have been following rock drilling work for the last 15 or 20 years can recall some of the problems that were encountered with the old piston type of rock drill and the solid steel which it used. There was frequent trouble in keeping a straight hole in badly broken ground when using the ordinary four- point bit that had a flare on the wings of about 14". The drill steel, when pounding down its hole, would follow the line of least resistance and draw away from the desired line when it encountered a weak side in the ground through which it was drilling. Some would overcome the difficulty by making long winged bits to prevent the steel crowding over; this would relieve the troubles to a great extent. There was trouble with the rifling of drill holes and inability to drill round holes in some ground. The cure for these ills was to use the "X" bit, rather than the crossbit. The "2" bits were brought out in an effort to make it easier to drill a round hole in bad ground. Most of these troubles were before the days when the mechanical drill sharpener was in as common use as it is today. It was not until the introduction of the Leyner type of rock drill, requiring hollow steel that the users of rock drills found themselves confronted with more difficult prob- lems than they had ever encountered before with drill steel because the steel had to stand more severe service.

The pegmatite investigations at the Rapid City, S. Dak., Experiment Station during; the pact 3 years have been primarily a study of recovering beryl from nonlithium-bearing pegmatite rock by continuous-testing methods. Beryl concentrates containing 25 to 88 percent beryl were produced from rock that ranged in beryl content from 0.1 to 2.5 percent. The beryl recovery ranged upward from 70 percent but averaged better than 80 percent. Although promising results have been obtained with flotation methods for upgrading these concentrates to standard specifications, additional work is needed to improve and simplify the procedure. In addition, it was demonstrated that several potentially useful coproducts could also be recovered from pegmatite rock. The principal coproducts were mica, feldspar, and quartz. A heavy-mineral product also was made from pegmatites containing tin, tantalum, and columbium. The recovery if these minerals in products meeting the specifications of the commercial users has been reserved for future study. The investigations also included studies on extraction of beryllium from both high-grade beryl and flotation concentrates of medium beryllium content. The procedure investigated consisted of sintering beryl or beryl flotation concentrates with limestone, acid curing the resulting sinter with sulfuric acid to dissolve the beryllium, and water leaching to extract the beryllium. Over 90 percent of the beryllium was extracted by this procedure. Most of the optimum conditions and quantities of reagents were determined for dissolving the beryllium. As aluminum and iron also were taken into solution by the acid, further research is needed on methods of recovering high-grade beryllium salts from the solutions containing these elements.

"ADVANCE planning of mining methods, from the first development openings to stope layout and pillar recovery, has long been accepted as a normal method of operating a mine. Recently, mine managers have become increasingly aware that advance planning of cost and accounting controls can also be considered a normal method of operation. The use of such controls is wide-spread in manufacturing industries. In mining, the gold mines of South Africa have pioneered, with marked success, in this field and have been closely associated with most of the research and field work in accounting control. Canadian mine managers are also beginning to realize the advantages of using planned costs. The control procedures which subsequently have been introduced at various mines have come to be known by such names as ""Responsibility Costing"" or Budgetary Control"".Budgetary control, the term used in this paper, is based on the concept of decentralized authority with centralized control. ;The control is achieved by measuring results against yardsticks which are in the form of budgets or standards. Bud-gets are made for the future activities of each possible operation as planned by the department head, and attention is directed to variations from this plan. Furthermore, the control process charges to each operation only those costs which are incurred directly for that operation, and which can be controlled by the person in charge. Thus, budgetary control relates results to the officials responsible for those results. Expenditures are analyzed according to the organizational structure of the mine and the people who run it, and not according to production processes."

New and developing communication systems en-able underground miners to, not only connect to the surface from an increased communication coverage area, but also to be discovered in the event of an emergency. Communication and tracking systems are required by the U.S. Mine Safety and Health Ad-ministration (MSHA) regulations, aiming to enhance health and safety and routine production in underground operations. Modeling a mine?s potential communication coverage area will increase overall coverage and efficiency of the communication network itself. Modeling the propagation of wireless communications enables ideal broadcast locations to be found when designing a communications network. Strategic placement of broad-cast devices results in a reliable communication network that can better withstand disruption in daily operation and during a time of emergencies. Research on wireless communication in mines has been ongoing since 1922, when the U.S. Bureau of Mines performed experiments in its experimental mine in Bruceton, PA (Schiffbauer & Brune, 2006a). Ac cording to Dobroski and Stolarczyk (1982), ?as early as 1922, Bureau of Mines experiments showed that radio propagation in mines was possible but not practical.? In 2006, the underground communication technologies available to the mining industry had inherent problems that limited communication capabilities. Because harsh underground mine environments significantly reduce line of sight and propagation range and introduce power and safety concerns, the overall effectiveness of underground communication technologies were limited. NICKEL-BEARING alloys are associated with petroleum in the fields of exploration, production, and refining. In the first- named field the geologist of today makes use of such instruments as the seismograph, torsion balance, and magnetometer, the selection of proper alloys and metals for the manufacture of which is an important matter. Nickel-bearing alloys are useful for parts that require resistance to corrosion or that must have non-magnetic properties. Where special co- efficient of thermal expansion are de- sired, they are obtained by using alloys high in nickel (20 to 60 per cent), since, by varying the nickel contents, alloys can be obtained ranging fro111 "Invar", with a low expansion between -40 and 175 cleg. F., to those with coefficients of expansion exceeding that of steels. The latter are obtained by additions of chromiurn to the alloys. Alloys containing 50 to 80 per cent of nickel, which possess high magnetic permeability, find application in certain instruments where this property is important.

Treatment of secondary/waste to recover rare earth metals (REMs) is gaining importance due to its increasing global demand, lack of availability of high grade natural resources and huge generation of secondaries. Present paper reports the critical review on available processes for recovery of REMs from secondaries viz. manufacturing scraps, e-waste, industrial residues such as red mud, fly ash, waste water, etc. Hydrometallurgical processes with combination of Beneficiation/ Pyro-/Electro techniques are discussed to recover REMs effectively. The recommended processes require less energy to deliver high purity yield which is one step towards green environment. Salient findings on various methods are reported with recommendations which will be helpful to researchers working in the area of REMs extraction.

A conceptual approach to the bioremediation of uranium mill tailings (UMT) is presented., This approach focuses on, biosorption to remediate the. effluent solution and bioleaching remediate the. solid fraction. Comparative biosorption studies were performed with synthetic single metal solutions using a commercially available biopolymer. The maximum rate of metal sorption by calcium alginate was found to be 5.43, 6,39, 6.48, and 9.74 mg dm-3 min-1 for U022*, Ba2+, Cd2+ and Zn2+, respectively. Activation energy (AEa) for barium uptake by calcium alginate beads was determined to be 11.5 kJ, indicating a diffusion controlled reaction mechanism. Thermodynamic values (AG+ AH+ and ASt) of the metal-alginate activated complex, as reported in the literature, were found to be in agreement with those calculated from this research. Results show that this biopolymer can be effectively applied in the removal of select metals prevalent in uranium mill tailing effluents and associated waste streams.

This paper deals with the nickel smelter and refinery concepts Outokumpu has applied at Harjavalta and several other plants. Also other process routes and modifications developed and tested by Outokumpu during the recent years are highlighted. Outokumpu started nickel production in Harjavalta in 1959. Until 1995 the Flash Smelting - Peirce-Smith (PS) converting route was applied. High grade nickel matte from the converting step was further refined by means of leaching and electrowinning to produce cathode nickel. In 1995 the nickel production capacity was increased from 17 000 t/a to 52 000 t/a based on the Direct Outokumpu Nickel Smelting Process (DON). In the DON process PS converting is eliminated and high grade nickel matte with low Fe-content is directly produced in the flash smelting furnace (FSF). Metal values from the smelting slag are recovered in the electric furnace (EF) as iron containing Ni-matte. The DON process can be operated with either two matte concept, where high grade FSF matte and EF matte are produced, or a single matte concept, where EF matte is recycled to the smelting furnace and thus only one type of high grade matte is obtained. The additional refinery capacity at Harjavalta is based on hydrogen reduction producing.

The surface heat transfer coefficient is measure of the rate of heat transfer from exposed rock surfaces to the ventilating air. Knowledge of its value is of particular importance to accurately simulate the early stages of rock cooling after the opening of an excavation. A number of theoretical formulae for the calculation of the coefficient are available for use in mine climate simulation. However, direct determination by in situ measurement is preferred. Instrumentation, which has been developed for in situ mine measurement, and experimental procedures involving measurement at varying air velocities, are described. In a major study covering four Australian underground mines, the system has been used to determine surface heat transfer coefficients. A direct relationship was clearly established between the measured surface heat transfer coefficient and air velocity. Comparison is made between experimental results and those previously measured or calculated by others. The relationship established can be described by an equation and holds for air velocities above 0.4 mls. The derived relationship was con- firmed at all mines tested and is independent of geology and tunnel dimensions found in modern mines.

The production of oil during the early development of new oil fields is usually accompanied by large quantities of natural gas. Since in most fields gas under pressure is the main source of the energy causing the oil to move through the sands into the wells and thence to the surface, coincident production of natural gas will continue as long as present-day producing methods are used. Generally the use of this gas is restricted, since markets are not readily available. Consequently, a large portion of the gas produced is often wasted by being blown into the air. The magnitude of gas waste is well brought out in the following statement by Miller:5 Only a few outstanding examples need be cited to show the enormous production of gas that accompanies the discovery of new sources. In April, 1927, the Ventura field produced approximately 210,000,000 cubic feet of gas a day; and during the summer of 1927 Alamitos Heights reached a peak gas production of 102,000,000 cubic feet a day; on December 1, 1928, as a result of the summer's deeper drilling in the Long Beach field, surplus gas production amounted to 125,000,000 cubic feet a day. It is estimated that in January, 1929, the Santa Fe Springs field will have a daily gas production of 387,000,000 cubic feet from the recently discovered Buckbee oil zone. Of this amount 274,000,000 cubic feet a day will be the surplus above the amount required for field and plant fuel, taken out by utility corporations, and that used in repressuring the Meyer sand which lies above the Buckbee zone.

SECOND only to the February Annual Meeting of the Institute are the Regional and Divisional meetings held in the fall of each year. Six such gatherings are scheduled in the next the months, with something likely to interest every member of the Institute. A brief résumé of the programs follows. Regional Meeting Vancouver T HE regional meeting of the Institute will be held at Vancouver, Sept. 13 to 20, in conjunction with the annual western meeting of the Canadian Institute of Mining and Metallurgy. The pro gram appeared on page 350 of MINING AND METALLURGY for July and-proof of careful preparation-a month later re- quires no correction and little elaboration. On the technical side there are few changes. A new item on the Wednesday morning program is the paper, "Investigation of Residential-type Stokers," by H. F. Yancey, supervising engineer, Northwest Experiment Station. U. S. Bureau of Mines, Seattle. As to entertainment the meeting is taking on some most pleasurable aspects. Two notable excursions have been arranged.

[During the past year the Metallurgical Fundamentals Section gave about an equal amount of time to the experimental determination of fundamental thermodynamic constants and to the demonstration of the application of such data to more directly practical metallurgical problems. The first division of the work - the actual experimental measurements of typical thermodynamic constants - was carried out an two problems, termed ?continuing? programs, namely, (1) measurements of Specific Heats at Low Temperatures and (2) Measurements of Heats of Formation and Free Energies. Specific substances chosen for investigation are classified as (n) those that have been the subject of requests for information from the industry and that, upon examination, seem of sufficient practical importance to justify study, and (b) compounds that are difficult to treat metallurgically, or whose specific thermodynamic properties have not yet been determined satisfactorily and for which accurate data might suggest improved or new methods of Metallurgical treatment, or (c) materials recognized as belonging to a social class with exceptional thermodynamic properties and, hence, of scientific as well as technical importance.]

"The Cape Breton Development Corporation (CBDC) is a federal Crown corporation which operates two coal mines (Phalen and Prince Collieries), a coal preparation plant, a railway, a central workshop and a deep water shipping facility.The Sydney coal field consists of 11 major seams, which range from 0.8 m to over 3.7 m in thickness. Of the 2.4 billion tonnes of known coal resources in the field, approximately 550 million tonnes can be mined with present mining technology. These parameters define reserves which extend more than 8 km beneath the ocean to a depth of 1200 m. With today’s design and present high production faces, the colliery life is projected at approximately 20 years."

Mining companies employ a multitude of risk management tools. The effectiveness of these tools for decision-making and communicating risk has not been addressed. This paper investigates the use of verbal probabilistic expressions in communicating geomechanical risk. Analysing survey data obtained from a group of mining geomechanics professionals, it identifies limitations of common probabilistic expressions. The paper concludes by making specific recommendations to avoid the use of certain expressions that may result in increased uncertainty, thus compromising the use of risk management tools.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision; making while recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds

On the night of June 8, 1917, the flame of a carbide lamp accidentally set fire to the uncovered and frayed insulation of an armored power cable near the 2,400-foot level of the North Butte Mining CO.'s Granite Mountain shaft. How this, insulation accidentally became exposed is explained on page 15. The highly flammable oiled fabric set fire to the shaft timbers, and as this is a downcast shaft the fire spread with great rapidity, soon filling the mine workings with smoke and gas. At the time 410 men were working underground, 247 of whom escaped by various means, but most of the 163 remaining were probably overcome soon after the fire started, and perished. Only two men were actually burned. The cause of the disaster was purely accidental. The immediate effect was the unexpected reversal of normal conditions; the ultimate effect was great loss of life and the destruction of the main hoisting shaft, putting it temporarily out of service. The work of rescue and fire fighting continued eight days. The following pages present an attempt to draw some practical conclusions and suggestions from this disaster. The property of the North Butte Mining Co. consists of about 220 acres in the northeastern part of the Butte district, Montana. Next to the Anaconda Copper Mining Co. it is the largest producer of the district. In 1916, the year before the disaster, there were 1,160 men employed. The output was 560,947 tons of ore, which yielded 24,498,181 pounds of copper, 1,047,063 ounces of silver, 1,712 ounces of gold, and 412,953 pounds of zinc. The profit was $2,479,595. The total development work for that year was 21,694 feet. During the first half of 1917, the year of the accident, the daily tonnage of ore averaged 2,000, an increase of 400 tons over that of the year 1916.

South African is a repository of significant deposits of a variety of minerals. The Citigroup confirms this assertion with an estimate of in-situ valuation of US$2.5 Trillion. The mining sector plays an important role in the South African economy. In addition to the mineral resource base South Africa has other comparative advantages. Firstly, South Africa retains major mining companies that participate globally, including Anglo American, Goldfields and De Beers. Their global involvement offers much to the local mining sector and the broader economy. Secondly, government established research councils. The Council for Geoscience (CGS) was established to manage the Geological Survey of South Africa, including the reduction of geo-scientific investment risk. The Council for Scientific and Industrial Research (CSIR) promotes industrial development, including mining technology development. Mintek undertakes mineral research from mineral examination of ores, to extraction and refining technologies and manufacture of end products. Thirdly, South African universities teach and conduct research along the mineral value chain. They have increased their minerals graduates? capacity, thus advancing knowledge and skills. Knowledge and technical progress are behind productivity growth and emergence of competitive advantage. The research and development (R&D) capabilities of industry, science councils and universities, working in unison, will enhance the competitiveness of the South African mining industry. The National System of Innovation (NSI) requires multi-disciplinary, collaborative research. Key R&D elements, including skills and expertise, funding and facilities, must be available to implement a long-term national strategy or programme. Improved international collaboration and partnerships between government, academia and industry driven human resource development (HRD), ultimately develop the critical mass for inter-generational skills requirements. This trend requires an expansion of research collaboration programmes. Decisions involving investments and collaborative actions pertaining to R&D in the sector necessitate an analysis of the South African mineral value chain R&D capability. This paper analyses the evolution of R&D capability from exploration to refining, tertiary education, science councils and industry. The political economy of the evolution of this capability is analyzed in relation to the central role that the South African government plays in creating an appropriate supporting environment and related initiatives to enhance R&D and innovation. The method for smelting zinc in horizontal retorts developed several centuries ago is still in use. This process consists essentially of the reduction of zinc oxide by carbon at 1,200° to 1,400° C. in a fire-clay retort. The reaction is highly endothermic, and a high radiation loss occurs in transferring the heat of reaction through the fire-clay walls. In recent years, silicon carbide retorts with much better heat-transfer characteristics than fire clay have been supplanting the old retorts. The practical impossibility of recovering the carbon monoxide formed in the reduction causes a large loss of fuel. Intermittent smelting is done in small retorts that are manually charged and discharged, and the furnace crews must be specially trained if efficient results are to be obtained. During the past 20 years several processes have been introduced that have substantially improved the horizontal-retort process. One of these, developed by the New Jersey Zinc Co., consists of a continuous process in which a briquetted mixture of zinc sinter, reducing agent, and binder is coked at 750° to 900° C. and charged into a vertical silicon carbide retort. A supply of displacement air or exhaust combustion gas is introduced at the base of the retort at an appropriate pressure in order to keep the zinc vapor from condensing on the cooled residue in the lower part of the retort. Any .oxidizing constituents in the displacement gas are converted to carbon monoxide by reaction with the carbon in the charge. The spent residue is continuously removed at the bottom of tl1e retort. The chief advantages of this process are said to be increased output per man-day, improved working conditions, high recovery of zinc, increased thermal efficiency, and long retort life.
