"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. Tunnel boring machine (TBM) tunneling is an ever-increasing prospect for underground construction, and, with each new tunnel bored, there are unknown elements. When boring through the earth, even extensive geotechnical baseline reports can miss fault lines, water inflows, squeezing ground, rock bursting and other types of extreme conditions. This article draws on the consider-able field service experience within Robbins to analyze successful methods of dealing with the most challenging conditions encountered. Many tunnel projects are located in areas with relatively poor access along the tunnel alignment and bored under extremely high overburden. These two factors often result in limited geological information. It would be reason-able to state that the deeper the tunnel, the greater the lev-el of uncertainties. When faced with these uncertainties everyone involved with the project including the owner, the contractor and the machine supplier must be prepared to tackle geological surprises. This article describes the problematic geological conditions and associated difficulties faced on three separate projects and the measures that were taken to overcome these difficulties.

Block caving is the lowest cost underground mining method but it has relatively high risks and a high up-front capital and development cost. It has application to large, often lower-grade orebodies where high production rates can provide good returns on the investment. However, it has a range of technical risks that are peculiar to block caving and the usual financial, political and environmental risks that may be exacerbated by the long lead-in times associated with the development of a block cave operation. With initial development costs that may be $100 M to $1000 M when the building of a treatment plant is also required, it is obviously important to minimise and manage the risks. In a greenfield project, commitment to a substantial proportion of the capital expenditure may be required to gain access to the deposit, and the decision to proceed at this stage would be based very largely on interpretations of drill hole data. In established mines the data may be supplemented by geological mapping and past experience, etc. The quality of this data is critical and yet it is frequently degraded through poor techniques and avoidable omissions. The final decision to proceed would be assessed on projected commodity prices, mining capital and operating costs, dilution and run of mine ore grades. The latter will vary over the life of the project and these can be estimated with drawdown or draw control modelling techniques. In this modelling, there are further risks in the assumed modelling parameters or that the modelling technique may not be applicable or appropriate. The paper addresses the most critical technical and operational risk areas and provides some practical precautions that can be taken to reduce these and improve the reliability of the geological and geotechnical models.

THE death of Professor Blake removes the oldest of American economic geologists and mining engineers, and deprives this Institute of one of its, earliest and most illustrious members. To many of us it brings a personal loss also, the loss of a friend. William Phipps Blake was born June 21, 1826, in New York City. -His father, Elihu Blake, was a surgeon-dentist of eminence, a direct descendant of William Blake, who settled in the Massachusetts Bay Colony about 1630. He was prepared for college at private schools in New York, and entered the Sheffield School of Yale, where he was graduated as Ph.B. in the chemical course, class of 1852, the first graduating-class of the institution. In the same year he became chemist and mineralogist of the New Jersey Zinc Co., and chemist of chemical works at Baltimore, Md. In 1853, lie started the Department of Mineralogy of the World's Fair at New York City. In 1854, 1855 and 1856, he was mineralogist and geologist of the United States Pacific Railroad Surveys of Williamson, Pope, and Whipple, and for the War Department at Washington. His writings, during this period comprise reports on the geology and mineralogy of California and other parts of the Southwest, and constitute well nigh the earliest scientific accounts of the regions described. One of them. was a translation of the Resume and Field Notes of Jules Marcou, of Whipple's expedition. From 1856 to 1859, he was engaged in explorations of the geology and mineral deposits of North Carolina, :and other parts of the country. In 1859, he became editor and proprietor of The Mining Magazine. This was a monthly periodical, founded in 1853 by W. J. Tenny, who conducted it until 1858, when it passed into the hands of Thomas McElrath, a New York publisher, and appeared in May of that year as The Mining and Statistic Magazine, with the name of

The paper addresses the design of the Zhong Tiao Shan Company (ZTS) Houma Ausmelt Technology copper smelter in People's Republic of China. The smelter represents the third copper smelter development using Ausmelt Technology, the first large scale (35,000 tpy blister copper) and the first smelter to use the Ausmelt Technology smelting and converting process steps in separate TSL vessels in a continuously operated process. The project will be realised through the combined efforts of ZTS, Ausmelt and ENFI, the Beijing Non-Ferrous Engineering Institute who provided partial detail engineering services in China. Ausmelt will provide the technology licence, basic and detailed furnace engineering packages and additional technical services including cold commissioning support and hot commissioning supervision.

Thermal Integrity Profiling (TIP) is a non-destructive method used to evaluate drilled deep foundation integrity. This integrity testing method is specified more frequently, and is becoming an industry standard in the transportation and private construction sectors. This testing method utilizes heat generated during the concrete/grout curing process to assess deep foundation integrity over the evaluated length. With compilation of the measured temperature versus time and installation records, a model of the Effective Average Radius versus measurement depth is generated. The generated effective shaft model is highly dependent on specific construction details, subjective modeling parameters, and proper interpretation of concrete/soil heat dissipation characteristics. Key components of the TIP analysis include both qualitative and quantitative assessments. Qualitatively, variations or sharp reductions in temperature profiles may indicate potential anomalous regions. Quantitatively, a correlation is established between measured temperatures and estimated Effective Radii for subsequent integrity evaluation. Best practices in processing the TIP measurements are presented, including selecting the optimal time for analysis, normalizing the thermal profile, and proper interpretation of potential anomalous regions. Recommendations for implementing mitigation efforts and interpretation of the TIP results are presented.

The establishment of a central steam-heating system in Winnipeg and its inauguration in October, 1924, has attracted a considerable amount of attention. Not only does it excite the curiosity of the engineer, but it has stirred financial and civic bodies throughout Canada to such a degree that there is now a much keener general interest in this particular type of public utility than has been shown heretofore. This does not mean that we may expect a mushroom growth of central-heating systems in all our larger Canadian cities in the near future, but it does mean that the pioneer work which Winnipeg is now doing will undoubtedly be used to guide others in their judgment as to the feasibility of similar projects elsewhere. The success of the municipal hydro-electric system in Winnipeg, and the low rates for electricity resulting therefrom, was without a doubt the most important factor influencing the citizens of Winnipeg to venture into this new field. The events which led up to the central steam-heating proposal in Winnipeg are interesting.

"In 2006, a Canadian steel maker embarked on an ambitious initiative to become “Best in Class in Energy Management”. This initiative provides the framework for this paper, with some augmentation from other energy management projects carried out by Hatch. The initiative focused on identifying energy/GHG management improvements leading to low-cost implementation of energy savings or GHG emission reduction. The key components of the approach were:• Review site energy management practices and benchmark internationally.• Review best technical practices and benchmark against public energy intensity data.• Conducted a site-wide Energy Assessment and physical review of operating areas.• Facilitation of on site-workshops with staff to prioritize savings opportunities, as well as identify and remove implementation barriers.• Development of an Energy Management Action Plan for implementation of improvements.Most organizations can produce, with relative ease, a list of ideas for saving energy, implementing them is the challenge. This paper addresses these issues as well as the profitability of the energy efficiency improvements and the consequences for GHG emissions.IntroductionWhen one of the authors was an undergraduate engineering student at the University of Cape Town in South Africa, the technical drawing instructor made a statement that was both humorous, and mildly profound. He claimed that the most successful engineer is one who is both lazy and diligent. Lazy, in the sense that the engineer is constantly on the lookout for an easier, more efficient, way to do something. Diligent, in the sense that the engineer will work tirelessly to come up with a good technical solution for the easier way. This paper, somewhat of an anomaly in a compilation of technical proceedings, hopes to break the mould a little, and to show a “lazy-diligent” way of reducing the carbon emissions from an industrial facility, using a steel plant as an example."

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future. To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

OCCURRENCE AND CHARACTER OF GRANITE Granites usually have been classed as igneous rocks derived from molten masses or magmas, but there is wide evidence that the origin of some granites may be attributed to regional metamorphism of preexisting rocks, rearrangement and recrystallization taking place without a liquid or molten stage. In any event granitization is a slow, deep-seated process.

Seasonally adjusted new factory orders for primary metals declined in January, February, and March, especially in the steel industry. The decline was part of an apparent slowdown for the entire manufacturing sector. Orders for all durable goods, including not only primary metals, but also clay, glass, and stone products, fabricated metal products, machinery, and transportation equipment, fell in January and February. In March, orders rose a slight 0.8%. According to the U.S. Department of Commerce, the downturns in durable goods orders in January and February were the first back-to-back declines in 3 years. They were largely attributed to a drop in orders for transportation equipment, mainly auto-mobiles and aircraft, while the small gain in March was due to a surge in aircraft orders. Higher interest rates may be partly responsible for the slowdown in durable goods orders over the past 3 months. The higher rates have also hit the construction industry--another major end-user of minerals. Construction of new homes and apartments fell by a seasonally adjusted annual rate of 5.4% in March, following a 12% decline in February.

The subsequent need for water, coupled with San Diego’s natural attractiveness, has led to significant population increases and the need for the construction of even more tunnels. This paper will provide a historical summary of the progression of mines, tunnels and trenchless technology construction projects that contributed to the advance of current technology, feasibility, and constructability. A bibliography of relevant reports and data is included.

Highly energy-intensive systems prone to wastage are significant causes of unnecessary energy losses in industry. Deep-level mine chilled water reticulation systems fall within this category of inefficient energy-intensive systems. Some techniques (measured baselining, zero-waste baselining, leak detection, and control valves) exist to identify and reduce wastage in mine water reticulation systems. However, these techniques have not been compared, which begs the question of which is more accurate. A need, therefore, exists to compare these methods to determine the effectiveness of each. This study investigates each method and applies them to a case study mine, providing a platform for comparison. These methods identified wastage ranging between 2 and 20 l/s (3–30% of water consumption). The comparative effectiveness of the methods from best to worst was found to be zero-waste baselining, leak detection, control valves, then measure baselining. This study proposes an application procedure combining the considered methods to identify and eliminate wastage on deep-level mine systems more efficiently.

Jaguar Nickel Inc. is developing the Sechol Nickel-Cobalt Laterite Project in Guatemala, Central America. Recognizing the potential advantages offered by chloride brine chemistry, Jaguar, at the facilities of Process Research ORTECH Inc, Mississauga, has developed an Atmospheric Chloride Leaching Process using a mixed chloride lixiviant to recover the nickel and cobalt, whilst leaving the majority of the iron and magnesium in the leach residue. Subsequent solution purification and mixed nickel/cobalt hydroxide product recovery is by standard precipitation methods, using recycled caustic magnesia, with a final stage of pyrohydrolysis of a portion of the concentrated magnesium chloride brine for recycling both the caustic magnesia and chloride lixiviant. The flowsheet that has been developed also offers opportunities for by-product recovery and efficient, environmentally clean process effluent management. The paper discusses some of the early leaching results in the context of strong chloride brine chemistry, with emphasis on how the controlling of water activity, hydrogen ion activity and chloride concentration permits the selective leaching of nickel and cobalt from an iron-magnesium matrix. In practice a sampling solution is a compromise of many requirements: the sample should be representative; the sampling system should also be reliable, less than 95 per cent availability restricts the use of the assayed sample for process control purposes; no sample is the worst sample, and investment costs and installation space/layout are frequently a restriction. For instance, online X-ray analysers for process control introduce a delimitation error by the nature of X-ray physics. Thus only in special cases a relative accuracy better than three per cent relative, as one standard deviation, is achieved. A sampling system for process control needs not to be, as representative, for so many sample properties, as one for composite laboratory analysis samples. Sampling system maintenance is also an important issue. There are many sampling systems in the industry which have been difficult to maintain and are in disuse for lack of resources or incentives to keep them running. Pierre Gy developed the most generally accepted sampling theory. One of the main principles is that all particles in a one-dimensional process stream should have equal chances of being included into the sample. A correctly designed and operated transversing cutter comes close to this goal but has limitations in temporal representativity. For slurries an acceptable solution in many cases is to use a fixed vertical cutter(s) in a position where the slurry is well-mixed by turbulence and other means. For online analysis, reliability problems are mostly related to faulty design or installation of the piping system to the analyser. Properties of material processed, process flow sheet and piping details before and after the sampler have to be taken into account when deciding on which sampling arrangement is appropriate. Guidelines and some solutions to these issues are presented in this paper.

THE name fuller's earth, which was derived from its early use in "fulling" or removing grease from woolen goods, is a term that is generally considered to designate mineral matter, containing hydrous aluminum silicates of the clay group, which has a high capacity for removing colors from oils, whether of animal, vegetable, or mineral origin. Fuller's earths are usually dried and may be "tempered" by heating or may be treated with water or reagents to improve their efficiency. For our purpose the term "acid-treated earths" will include those products from the partial decomposition of mineral water by acid which are equal to or more efficient than an untreated fuller's earth from Quincy, Fla., when used in bleaching mineral oil by the "contact" process. In general, the contact process for treating oils consists of heating and agitating a mixture of oil and finely divided adsorbent, the latter being subsequently removed by filtration. The term "adsorbent" is used because, although there has been a great deal of controversy over the mechanism of removal of impurities from oils by mineral matter, there is no doubt that adsorption, which involves the surface of the solid, plays a major part.' The properties that make fuller's earth useful in the treatment of petroleum products by "percolation1' and in the purification of edible oils by the contact process have long been studied, but the comparatively recent adaptation of the contact process to the bleaching of petroleum products has made desirable the further investigation of fuller's earth and other adsorbent earths.

The U.S. Bureau of Mines has investigated the chemical vapor deposition of diamond films on tungsten substrates. The effects of deposition parameters on the adhesion of the films was determined. The films were produced using a hot filament chemical vapor deposition system. Parameters investigated were substrate temperature and methane concentration in the feed gas. Film quality, morphology, and composition were characterized by scanning electron microscopy and Raman spectroscopy. Adhesion testing was performed using an indentation technique, and the results were quantified by relating adhesion to interface fracture toughness. Diamond films with well-faceted crystalline morphology with grain size greater than 1 µm had poor adhesion properties regardless of substrate temperature or methane concentration. Diamond films with smooth morphologies consisting of rounded clusters of small (<0.2 µm) diamond crystallites and amorphous carbon phases displayed much higher adhesion, although the conditions that led to the growth of these films are not understood.

Miner?s exposure to dust remains a top concern among regulatory agencies, particularly at production facilities with high levels of silica. This respirable dust is present in almost all operations and is a direct cause of the deadly disease silicosis. Silica is one of the most abundant minerals on Earth and is a threat at all operations, especial-ly granite and sand and gravel facilities. The National Institute for Occupational Safety and Health continues to analyze silica?s threat. The institute?s research indicates that heavy-equipment operators have an increased risk to dust exposure, especially when drilling or breaking rock, even when working from an enclosed cab. However, there are methods to reduce an operator?s exposure further, according to recent NIOSH research, which is detailed in its report, Improving Air Quality in Enclosed Caps with Uni-Directional Filtration/ Pressurization System. NIOSH indicates that when surface mining equipment is new, the operator?s dust exposure is normally at accept-able levels. As the equipment ages and components such as gaskets and seals deteriorate, the level of protection can degrade to a point where it is no longer acceptable. However, the institute indicates that at least two critical factors necessary for an effective system.
