This Bureau of Mines report is a background study of severance taxes on mineral production. The rates, bases, and other features of State severance tax legislation as of March 1978 are presented, as are the amounts of State severance tax collections for fiscal year 1977, Some statistical comparisons between severance tax collections, total State tax collections, and total value of mineral production in the States involved are presented to portray the relative importance of severance taxes both in State tax revenue systems and in mineral industry revenues. A general discussion of the purposes and principles of taxation, the unique nature of a mining enterprise, the various types of taxes imposed on mineral production, and the character and rationale of the severance tax and its impacts on mining firms sets the severance tax in perspective. A bibliography of materials on the severance tax is included.

Rapid deterioration and destruction of metal equipment in oil and gas fields cause waste of resources and financial losses that must be lessened or eliminated if operations in many important fields are to continue profitable. The magnitude of this destruction is proved by the huge consumption of iron and steel pipe, tubing, casing, pump valves, and sucker rods to replace worn-out equipment, and by the amount of such equipment that is left in wells or junked. (See PI. I, A and B, and PI. II, A and B, and Fig. 14, p. 61.) This destruction of equipment constitu~es in itself a serious waste, but contingent production troubles, such as underground leakage of oil through defective tubing and pumps, and the consequent loss of oil and gas because of damage to pay sands by infiltrating water and silt, frequent and costly repairs with necessary suspension of production, and the ultimate injury to or loss of valuable wells, often cancel all operating profits. Many of these troubles result from rapid destruction of metal equipment by corrosive waters. The strata penetrated by the wells usually contain saline waters. Certain types of these waters, with their associated gases, are intensely corrosive; they attack well casing or tubing so vigorously as to riddle it with holes, rendering it useless in a few years or even a few months or weeks after it is installed. Pump plungers, working barrels, balls and seats of valves, and screen pipe, as well as lead lines and other surface equipment, are ruined with equal rapidity. The development and application of practical methods to retard or prevent this corrosion are among the most urgent problems of the oil and gas industry. Although much progress has been made in preventing the corrosion of metals, the need for reducing the damage from corrosion in oil and gas fields is still imperative. This is especially true of underground corrosion in the wells, because underground conditions favor corrosion and are difficult to study; hence they have not been thoroughly understood. In efforts to stop ~amage to oil and gas field equipment by corrosion, numerous methods have been proposed or tried with varying success. Some of these methods are cheap and effective. However, it is surprising that in many important fields the damage by corrosion is accepted as necessary or unavoidable, although cheap and effective methods that have been developed and successfully tried elsewhere might greatly reduce the trouble or eliminate it. This bulletin describes common causes and effects of oil and gas field corrosion and outlines methods of abating the damage. In order to accomplish this purpose best, the writer has avoided taking sides in controversies between the advocates of different metals for oil-field use; instead he describes the methods of combating corrosion in the various fields and suggests experiments that may yield valuable results. Throughout the paper he has freely used information from published reports of other investigators.

"THE Wabana iron ore mines, owned and operated by the Dominion Steel and Coal Corporation, Limited, .are on Bell Island in Conception bay, on the east coast of Newfoundland. Mining began on surface in 1895 and, although open-pit work is still done on a small scale, the entire output may be considered to•be derived from extensive submarine workings. In 1958 the average daily production of hematite ore was close to 12,000 tons, almost all of which was concentrated in a heavy-media plant. SUMMARYThe character, occurrence, and extent of the submarine bedded deposits enabled early operators to meet prevailing market demands with the minimum attention paid to exploration. Mechanization of the mine and the pressure for sustained high tonnages since 1955 have emphasized the importance of an expanded exploration and development programme.A serious handicap has been the impossibility of utilizing normal diamond drilling methods to explore ore conditions in advance of mining faces. Drilling between tl1e bedded zones has been done but the major difficulty has been to delineate ore reserves in the lower bed, which has the greatest ore potential of the three mineable seams."

Magma Metals Company commissioned a 3000 tpd Outokumpu flash smelting furnace in July 1988. Through September 1992 the PSP has smelted a first campaign record 4.1 million tons of concentrate. This paper discusses modifications made to the original process equipment to overcome design flaws as well as future design changes currently under consideration.

The burning of coal without smoke is a problem that concerns the Government directly because of the advantages of smokeless combustion both in public buildings and on naval vessels. In addition, smoke abatement is a factor in conserving the fuel resources of the United States. Hence, as part of its general investigation of the best methods of utilizing the coals of this country, the Bureau of Mines, which is in charge of the fuel-testing work formerly carried on by the United States Geological Survey, has made extended tests to determine the conditions necessary for the smokeless combustion of bituminous coal in boiler furnaces. Bulletin 39,a a preliminary report, treats the smoke problem from a theoretical point of view, detailing the steps that are being taken by . municipalities, manufacturers, and citizens to abate smoke, also showing the possibility of a clean city. The present bulletin not only shows that bituminous coals high in volatile matter can be burned without smoke, but also that large plants carrying loads that fluctuate widely, where boilers over banked fires must be put into service quickly and fires forced to the capacity of their units, can be operated without producing smoke that is objectionable. Proper equipment, efficient labor, and intelligent supervision are the necessary factors.

This report covers the results of a two-phase study to determine the feasibility of underground disposal of retorted oil shale. Two mining methods, chamber and pillar mining and sublevel stoping, were specified for backfilling. Phase I of the study covered the evaluation of hydraulic, mechanical, and pneumatic transport and stowing systems, individually and in various combinations, and the selection of the most feasible methods. Conveyor transport and stowing and a combination conveyor transport and stowing with pneumatic topfilling were selected for detailed study of phase II. Phase II activities included detailed engineering analysis and design of the selected systems, an engineering economic analysis, and a cost comparison with total surface disposal of retorted oil shale. The development of the traditional converting process performed in a PeirceSmith or Hoboken converter is limited by the investment magnitude associated to the fulfillment of the environmental regulations. Thus, the continuous converting process rather than a conceptual process alternative is becoming a necessity for a smelter facing limited converting capacity and/or lacking of fulfillment of the environmental regulation with its maximum converting capacity. The objective of this paper is to present the progress of the Codelco continuous converting process evaluated at pilot-scale level when converting solid mattes or white metal into blister copper. These tests allowed for gathering of relevant data to be considered for a new stage of evaluating the Codelco continuous converting at industrial-scale test. The pilot-scale tests were done in a Teniente Converter pilot scale unit at the Codelco Norte Smelter. The results of processing solid copper mattes (65-75% Cu) and producing low sulfur content blister copper with production of a constant S02 gas concentration, and the production of liquid slag with low copper solubility was achieved and is discussed in the present paper.

This bulletin summarizes the work conducted under the Bureau of Mines methane control research program during the years 1964 to 1979. This research effort was directed toward improving existing methods and developing alternative methods of reducing the explosion hazard during mining. The research was performed in three general areas: (1) basic factors that control the emission of methane into coal mines, (2) methane control during mining, and (3) methane drainage in advance of mining. Topics discussed in this bulletin include the magnitude of the methane problem; the equipment and instruments developed; the geological, chemical and physical parameters that control the movement of methane in coalbeds; the direct method of determining gas content; the estimates of gas content from adsorption data; and methane drainage, through shafts, through horizontal boreholes, through vertical boreholes, or through slant holes. Improvements in ventilation, control of methane in gob areas, and water infusion are also discussed, as is the potential use of coalbed methane as a supplement to natural gas supplies. This bulletin provides a comprehensive source of information on the accomplishments of the Bureau's methane control research program, on the technology developed, and on the direction of further research.

Design for safety is critical to metallurgical plants, due to the inherently dangerous nature of their processes. Two significant areas of concern are: 1. preventing catastrophic process failures that cause damage or injury; and 2. operational safety that directly affects those working in or living near the plant. Process safety involves human behaviour, but the designer can eliminate or control hazards by engineering approaches, and control impacts through the design of the operating procedures. The tools available to guide safe facility design include bowtie analysis, hazard analysis, and hazard and operability studies. Clean plant design principles can guide the design process to address in-plant occupational health and safety issues. Auditing and review is a key part of the overall design process.

This publication is intended to be of value to the mineral industry in establishing and maintaining effective programs for preventing noise-induced hearing loss. Factors involved in this loss and the need for and the requirements of an effective hearing conservation program are discussed. The legal and legislative history of compensation for hearing loss is briefly reviewed. A review of statutes is not attempted since several States have recently modified) or are in the process of modifying their laws regarding permissible noise exposures) required hearing protection) and/or compensation for hearing loss. A review of other aspects of the problem of industrial noise in terms of medical, physiological) and psychological frames of reference is included. A hearing conservation program is described in detail. Appendixes detailing the names and addresses of a few equipment suppliers are included. References are provided for those who may wish to delve more deeply into the medical, technical, and scientific considerations of noise and its effect on man.

In the years 1850 to 1923, the United States produced 2,426,000 flasks- (73,600 metric tons) of quicksilver worth $120,500,000. California yielded 2,195,000 flasks of this total; the remainder came from Texas, Oregon, Nevada, and A.rizona. Most of this metal has been extracted from low-grade ores, those containing less than 0.5 per cent mercury or 10 pounds per ton. The finished product or " virgin metal" is made at the mine and shipped in flasks. Quicksilver is unique in being the only metal that is liquid at ordinary temperature. Because of this and other physical and chemical properties, it is perhaps more indispensable to industry than any other metal. On the other hand, the quicksilver industry of the world is of vanishing significance" when compared to the major mineral industries with respect to quantity and value of product, capital invested, or the number of men employed. The peculiar value of quicksilver is due to the fact that in some of its applications no substitute is available and in others the substitutes would be unsatisfactory or extremely expensive. Scarcely a branch of science or industry fails to make some use of mercury or its compounds. As a detonator for explosives, mercury fulminate holds first place and in safety and reliability could be replaced only by the highly expensive silver fulminate.t vThrough its use in detonators and in the metallurgy of the precious metals quicksilver is of special importance to mining. In medicine,in the manufacture of electrical apparatus, the production of pigments and antifouling paints, and the general field of experimental science quicksilver is equally indispensable.

The contract objective is the development and in mine testing of an Automatic Fire Control System (AFCS) for mobile underground metal mining equipment. The effort described by this report covers the period from June 21,1975 through June 30,1976 and accomplished the following tasks: ? Preparation of Data Handling Plan and data acquisition which included visits to twenty mine sites in eleven states, visits to Bureau and MESA facilities, and a literature survey. ? Data analysis which determined the most hazardous type of vehicle for use in the demonstration, and design requirements for the AFCS, ? Development of recommended design concepts for the AFCS. ? Design and development of the AFCS including tests on a full-scale mock-up of a load-haul-dump (LHD) vehicle. ? This eight-chapter document is the second volume of a two-volume report that presents a comprehensive outline of coal-mine electrical power systems from theory to practice. Together, the two volumes contain the vital aspects that go into planning and designing a mine power system. Building upon Volume I, the subject of protective equipment and relaying starts Volume II, first as an introduction in Chapter 8, then by a treatment of device selection in Chapter 9. Chapter 10 continues system protection in terms of transients and overvoltages. Chapter 11 describes the design of major power equipment, including power centers, switchhouses, and substations. Solid-state applications in mining are given in Chapter 12, and batteries and battery charging are discussed in Chapter 13. Chapter 14 covers electrical-equipment in hazardous locations of mining operations. The report concludes with Chapter 15, a discussion of electrical maintenance as well as some specific mine electrical problems. Information on surface and underground use is included in all these chapters. An index finishes the documentation and is cross-referenced to both report volumes.

For many years, the accepted method of Measuring the Velocity of Detonation (VOD) in blast holes has been to use an electric cable of a constant resistance per metre. Thus as the wire is consumed by the explosive in the blast hole, the change in resistance is monitored and when this data is plotted against the time period of the in hole explosion, the VOD can be calculated.

Every mineral project or mine is based on a geologic entity-an ore (mineral) deposit. A well-defined mineral deposit and its associated geologic characteristics are the only aspects of a project that cannot be altered. Mine plans can be modified to exploit the deposit using alternative approaches and yielding similar results. A variety of processing methods also are often available producing generally comparable results. Major modifications can be made to other aspects of the project without substantially changing project economics. However, all engineering and metallurgical aspects of a mine must be accommodated to the spe¬cific location and geologic characteristics of the deposit. Geologic data and interpretations form the foundation for both mine evaluation and mine production by providing esti¬mates of reserves and essential information for mine planning and process design or control. Proper geologic work requires a keen awareness of and an ability to anticipate the technical requirements of geotechnical engineers, hydrologists, mining engineers, metallurgists, and other specialists. Laterite projects are found in the tropical and sub-tropical regions of the world. As a result severe meteorological situations accompany such projects, often in regions of high seismic activity and political uncertainty. Frequently, socio-economic development supported by political interest is a major driver for development, while environmental protection imposes numerous stresses on the project. This paper will review and examine the many social, environmental, technical and financial issues that a mining and extraction process is subject to during development. The options that must be evaluated will be discussed in the context of sustainable development. Issues of project standards and cultural impact through to long-term issues such as greenhouse gasses and climate change will be assessed in redirecting project environmental norms. Although a rationale for sustainable project can be developed many long- term uncertainties around issues remain. As mines continue to deepen and become more expansive, active monitoring of larger volumes of rock mass will become more critical to calibrate numerical simulations and to ensure the safety of underground workers. Monitoring larger volumes of rock mass requires low-cost sensors which are simple in construction and installation. In this study, a novel hybrid optical fiber cable (HOFC) designed for use in distributed optical fiber sensing (DOFS) via grouted boreholes was employed to monitor a bulk mining operation in an underground metal mine. The HOFC was successfully used to monitor approximately 2.7 × 103 m3 of rock mass above excavations surrounding a pillar removal area in which six large pillars were removed simultaneously. A total of six measurement boreholes (maximum depth of 22 m) were used to measure strain along the optical fiber during the pillar removal operation using the HOFC, allowing for 70 individual strain measurement points, which were constructed for under one US dollar each. Monitoring of the excavation area took place over a 44-day period after pillar removal. Extensional strains were noted in the areas closest to the removed pillars, while areas of compression were noted directly above the remaining pillar in the area. The results of the case study demonstrate that a low-cost optical fiber strain sensing network can be rapidly installed in a large excavation area and can provide highly sensitive strain measurements in a manner that would be cost-prohibitive via other methods.
