"Social License, the consent of the neighbors and community to develop and operate a mine, has received little attention until recently. Though social license is intangible, not having this relationship with the community carries operational and economic risk to a project, potentially including future impairment of the asset. Acquiring and maintaining social license is a long term personal relationship. It requires communication, commitment, consistency, and transparency. This presentation will review the building blocks to acquire and maintain a social license based on experiences with mining projects in Mexico. INTRODUCTION Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them” (Agricola 1556). In 2015 it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate. “Most commonly, the SLO is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders.” (Bice 2014) A generation ago I learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three legged stool is a very stable structure.In 2015 it seems that we have added some other legs to the stool. The JORC code addresses “social, and governmental factors” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves”. The Canadian CIM Guidelines refer to “environmental, legal and social data” (CIM 2003).Compared to these the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the Competent Person."

I.-THE HISTORY OF THE SYSTEM TO trace the history of the development of the Co-operative Committee System in The Consolidated Mining and Smelting Company of Canada, Limited, one must look backward about twenty years. In 1915 and 1916, the first years of the W ar to really affect Canadian life, there were sixteen hundred men working in the Trail plant. These men were, on the whole, a splendid body of men and pa trio tic to the core. They were almost one hundred percent organized, ninety-five percent of them be-longing to the Union of the Western Federation of Miners. Most of the tradesmen belonged to their craft unions as well. For example, there were ? local machinist, steel workers', electrician, boiler maker, bricklayer, and carpenter unions. The Company had always maintained an open-shop policy and refused to enforce membership in any union, but recognized the right of every man to belong to unions. The only exceptions have been the I.W.W. and the One Big Union. Both of these organizations have always been fought by the Company. By 1916, membership in the Western Federation being practically 100 per cent, the Company recognized this organization's authority to make agreements, and a wage and hour agreement was drawn up and signed by the Company and the local officials of the Union, and ratified and signed by the Head Office of the Union in Denver, Colorado. This agreement was for the duration of the war.

Introduction 1. Factors on Which the Design of the Roaster Plant was Based The roasting operation at Lake Shore, it was realized from the outset, would be profitable only if costs and losses could be reduced to a low figure. It was absolutely imperative that the operation should be self roasting over the whole range of tonnages and sulphur grades which might obtain during the life of the mine. The roasting operation could not bear the cost in fuel and labour of even a partially fired roast. To meet this requirement, it was necessary to resort to additional insulation in the construction of the roaster and to provide a more flexible means of rabble cooling than the conventional water jacket (see p. 31). A second basic consideration was that of handling a wet, putty-like concentrate. The operating costs of a drier ruled out the possibility of drying the charge before feeding it to the roaster. Moreover, the dusting which would result from charging a dry product virtually all -40 micron (325 mesh) in size would seriously handicap the use of a dryer. Dust lubrication (p. 3S) due to the back-mixing action of the Edwards rabbles, and the use of a Sullivan slapper ( p. 27) on the concentrate filter, completely solved the problem of handling the roast feed. The third consideration was the reduction of dusting to a sufficiently low point that a Cottrell or other dust collecting system was unnecessary. The Edwards roaster when properly supervised, it is believed, can be operated to give the minimum possible dusting. At Lake Shore, the evidence has been that less than 1 per cent dusting occurs at any time and that the greater part of the dust produced is recovered either in the spray tower or in the dust chambers.

Over 500 industrial, academic, and government representatives from Europe, Canada, and the United States attended the first large symposium ever held in this country on fly ash utilization and technology, March 14-16, 1967, at Pittsburgh, Pa. Sponsored by the Edison Electric Institute, the National Coal Association, and the Bureau of Mines, the symposium featured 27 formal presentations by leading reports from the United States and Europe on all major phases of fly ash production, utilization, and research. Representing the three sponsoring organizations were Edison Electric Institute, James D. William- son, The Dayton Power and Light Co.; National Coal Association, James R. Garvey, Bituminous Coal Research, Inc; and Bureau of Mines, Harry Perry. Symposium chairman was John H. Faber of the Bureau of Mines. Gerard C. Gambs, Consolidation Coal Co., addressed the opening session. Moderated by Mr. Garvey, President and Director of Research of Bituminous Coal Research, Inc., the opening session was devoted to a discussion of the nature of the fly ash problem, including availability, specifications, and limitations on its use. Subsequent sessions covered Fly ash marketing, fly ash utilization in concrete and masonry products, specialized uses, and recent developments in basic fly ash research. Others serving as session chairmen were Oscar E. Manz, Associate Professor of Civil Engineering, University of North Dakota; Mrs. Katharine Mather, Chief, Petrography and X-ray Section, Concrete Division, U.S. Army Engineers Waterways Experiment Station; Mr. Williamson, and Mr. Perry.

The development drilling program of the Copper Cities mine indicated that the molybdenum content of the ore would be about 0.011% MoS2' The molybdenum content of the Miami mine at the same time was about 0.025% MOS2' The Miami mill had a very successful molybdenum operation which used bleeder turbine steam from the Miami power plant for the steaming operation. The much lower grade of the Copper Cities ore, the absence of a source of low cost steam and the use of sodium aerofloat as the copper collector which Miami experience indicated did not respono readily to the steaming technique made very doubtful the success of a similar operation at Copper Cities. However, the relatively few pounds of copper that could be recovered from the low grade Copper Cities heads made very desirable the recovery of the molybdenwa,as a source of additional revenue. Accordingly, shortly after the Copper Cities mill began operation, a research program was instituted to develop a suitable method of molybdenum recovery. This program explored first, the successful steaming process then in use at Miami and as expected, found it unable to decompose the sodium aerofloat copper collector. The known chemical depressants were then tried without much encouragement. Finally the copper concentrate was dried, not roasted, to 2-3% mOisture and this along with sodium ferro-cyanide and cyanide resulted in sufficient copper depression that a final molybdenum concentrate containing 1.0% CU could be made. "Introduction.Atmospheric conditions relative to high temperature and humidity are of great importance in mining, as well as in such allied fields as railroad and vehicular tunnels. An extended investigation into the effect of these factors on men has been in progress for some time, both in the field under actual working conditions, and at the Pittsburgh experiment station of the bureau in cooperation with the American Society of Heating and Ventilating Engineers and the U. S. Public Health Service.For several years one of the writers (Dr. Sayers) and L. Harrington, supervising mining engineer of the bureau, have been studying the effects of hot humid atmosphere in metal mines on the comfort and efficiency of the workers. Some of the reactions experienced in still and in moving saturated mine air at temperatures of 90 to 100°F., with men at rest are presented in a recent paper.****The present paper is based on experiments made under carefully controlled conditions to determine the relative feeling of warmth experienced by men in atmospheres of various degrees of temperature and humidity. The work was conducted by the research laboratory of the American society of Heating and Ventilating Engineers, at the Pittsburgh experiment station of the Bureau of Mines, in special physchrometric chambers built for this purpose. It was carried on under the direction of F. Paul Anderson, director of the laboratory, Dr. R. R. Sayers and A. C. Fieldner of the Bureau of Mines. The results given in this paper are for still air only. Investigations of the effects of moving air are being continued, and will be reported later."

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. A study was conducted for the Bureau of Mines, U.S. Department of the Interior, to provide information which will lead to an increase in the recycling of mineral materials, in order to help conserve the Nation's mineral resources. Data were collected on energy requirements to recycle prompt industrial and obsolete scrap for nine metal commodities: Iron and steel, aluminum, copper, zinc, lead, stainless steel, titanium, tin, and nickel and nickel alloys. Major process routes for recycling were considered, starting from the first collection point through scrap preparation, transportation, smelting and/or refining to the molten metal, ingot, or other semi- finished form approximately equivalent to a primary metal of a similar composition. Available data for 1976 were collected on the amounts of each metal commodity recycled by major scrap categories. In addition, energy requirements were estimated for separating municipal solid wastes into four major categories: Refuse-derived fuel, and magnetic, aluminum, and glass cullet fractions. Finally, areas of research were identified to enhance recycling and/or increase the efficiency of energy use.

Mines today use various methods of mining to extract ore. Because of the dangerous nature of many of these processes, remotely controlled LHD machines are being used to extract the ore from the draw point. The remote control system, although being made safer all the time, has remained virtually unchanged for many years. The basic functionality is an operator switching the machine to remote control, getting out of the cab, walking up a stand, operating remotely, returning to the cab, switching to manual, driving manually, switching to remote, and switching to manual. It seems repetitive, and time consuming, does it not? Networking, convergence, video, voice, and data infrastructures, and other technologies are growing by leaps and bounds in virtually every industry and region, except for mining. From the comfort of the living room couch, a Canadian can play hockey online with full voice conversations over the Internet with someone in Russia in real time. Yet, a mine superintendent must jump through hoops to have a private conversation with the front line supervisor underground. "Is Joe around anywhere?" If Joe hears the message, he will respond. If not, who knows? Maybe he's hurt. Maybe he's not. Where is Joe? Nobody really knows, and that is scary. Today, surface knows that the workers disappeared into the cage at 7:00 a.m. They also know that the workers will probably and hopefully return at 3:00 p.m. Is there not a better way to handle this? With such a complex industry, it seems as if, for the most part, the introduction of new technology into mining has either been overlooked or has been met with some resistance. It is time to step back, look at the process, and see how it can be improved. Key areas of focus will be safety, productivity, dependability, and cost-effectiveness.

Stockpiles have always been a necessary part of coal mining except, perhaps, when a person was mining only for the needs of his family from a seam on his home place or coal mined for the use of a small hamlet and carried to each man's house as it was mined. Then it may have been stockpiled at each man's place for several days or on the village common. Mining with this limited production required waste stockpiling. Stockpiling of the products of coal mining, both coal and waste material, has always been a necessity. Very little coal has ever been moved directly or immediately from the working face to the point of consumption and burned. It has always been expedient to stockpile the coal some- where and store the waste.

Barge traffic on the Nation's inland waterways over the past 15 years has been increasing at a rate much faster than intercity freight traffic by all modes, largely due to the growing consumption of mineral commodities, development of more powerful towboats and large and more specialized barges, improvements to loading and unloading facilities, and competition among bargelines for contract shipment of bulk commodities. The Bureau of Mines, in a study to determine barge traffic projections for inland waterways in the South-Central States to the year 1980, gathered data on origin-destination patterns by commodity, quantity moved, equipment used, and rates charged; the trend of each of these factors over time; and the extent of competition between water trans-port and other means of transportation. The Mississippi River and the Gulf Intracoastal Waterway, which together carryover half the Nation's barge traffic, are major carriers of coal, crude petroleum, steel, marine shells, sulfur, salt, cement, and alumina. Greater quantities of these products will be transported by barge; however, oil pipe-lines and unit trains for coal are expected to limit increased barge traffic of these two commodities. Increasing quantities of fertilizer materials will be transported upstream. Although congestion at certain locks is a current problem, the Mississippi River below St. Louis and other open-river stretches have the capacity to handle the increasing number of barges for the foreseeable future.

"Particulate Copper Silicon carbide (Cu-SiCp) composites find application as wear and heat resistant materials in electrical sliding contacts such as in homopolar machines, railway overhead current collector systems where high electrical/thermal conductivity combined with good wear properties is required. However, challenges occur during machining due to the presence of hard reinforcement in the matrix. This may lead to high turnover of tool wear and poor surface finish. The adoption of near-net shape technology to produce such hard-to-machine metal matrix composites and subsequent finish machining with its attendant cost has reported limited success. This paper critically appraises the challenges and opportunities in the improvement of tribological characteristics of particulate Cu-SiC composites and identifies low cost reinforcement material that could be used to improve its tribological characteristics.IntroductionTribology consideration is increasingly becoming a decisive factor in the design and selection of materials for applications involving interacting surfaces in relative motion. The consideration is mainly on the combined effects of friction and lubrication on material's wear integrity and performance amongst other. Annual losses due to tribology in the US industries are estimated at between 1-2% of the Gross National Income [1], in Russia it is about 1-4% of the GDP [2]. Thus, the attributes of tribology has become imperative in modem machinery especially those applications involving sliding and rolling surfaces, and electrical contacts [3- 8].These are readily found in homopolar machines, internal combustion engines, aircraft engines, gears, cams, seals and railway overhead current collector systems [9-12]. In these systems, the dissipation of frictional heat arising from the interacting surfaces as quickly as possible imposes constraints on the choice of materials for such application to prevent softening, plastic and shear flow and the transfer of metal as wear debris onto the interacting surfaces. If these possibilities occur, system performance is compromised and premature failure may result. Materials for these systems are expected to possess high electrical and thermal conductivities, low coefficient of thermal expansion, good corrosion resistance and high melting point [3-8, 13]."

This contract final report summarizes the design, fabrication and testing of a "line brattice air curtain" device under Bureau of Mines Contract H0357097. The purpose of this program was to develop the concept of using an air curtain for coursing ventilating air parallel with the air curtain From the last open crosscut to the face in exhausting ventilation systems to replace the line brattice cloth in room and pillar coal mining operations. The final design of the air curtain device consists of a 10-foot long closed end pipe with c: slot cut along its length. Pressurized air is delivered to the open end with a hydraulically-driven blower. A sheet of air emanates from the slot and is directed toward the mine roof. An invisible sheet of air is thus created between the top of the machine and mine roof and acts a an extension of the existing conventional line brattice.

"All underground coal mines in Australia are required to develop a Spontaneous CombustionManagement Plan (SCMP). The New South Wales Government has developed a guideline (MDG1006) to assist operations to comply with this requirement. A reference document is alsosupplied with the guideline that describes the type of information that is needed for input to theplan, including identifying possible tests that can be used for propensity assessment. However,there is no clear indication of what program of sampling and testing is suffi cient to provide adefi nitive assessment of spontaneous combustion propensity prior to and during mining. This paper reviews the existing methods available for quantifying spontaneous combustion propensity and discusses the sampling requirements that are needed from exploration to mining. A new, more defi nitive method of spontaneous combustion testing is also presented that benchmarks coal self-heating performance from mine ambient temperature to thermal runaway. Examples of the eff ectiveness of this new test method for identifying and quantifying reactive pyrite in coal as well as quantifying the diff erence between dry and wet season conditions are provided in the paper."

State-of-the-art automation technology enables digitalization of the continuous casting process that goes far beyond conventional automation of industrial production. Primetals Technologies provides a digital twin that combines an intelligent digital representation of a casting machine as well as the casting process and the slabs, blooms or billets that are produced. It allows metallurgists and process engineers to predict the behavior of the involved complex production process and optimize parameters before using them in real production. New steel grades or production processes can be evaluated off-line without any risks to process stability and product quality. Primetals Technologies installs the digital twin with every new installation of a continuous caster optimization system. This paper describes how the setup and simulation possibilities of the digital twin provide numerous benefits by modelling and simulating the casting process. It allows for example the calculation of material properties according to the actual composition, strand surface temperature profiles and dynamic soft reduction before the final point of solidification. An outstanding feature of the digital twin is the replay functionality provided for various models to analyze and further optimize real production situations. The paper also gives an example how usage of the digital twin optimized production at a customer.

The Minerals Data Source Directory is a compilation of descriptive information on the availability, content, and location of minerals data in the Federal Government. It is intended to assist Government personnel and the general public in locating and acquiring minerals information. Included in the Directory are descriptions of data bases, publications, information systems, and information offices containing data pertaining to ail aspects of mineral production, consumption, trade, and related information. These mineral data sources include the Federal agencies such as the Department of the Interior's Bureau of Mines and Geological Survey whose major mission is the collection and dissemination of mineral information. Also included are agencies such as the Departments of Agriculture, Commerce, Labor, State, Transportation, and Treasury, the Central Intelligence Agency, the Environ- mental Protection Agency, the Federal Reserve System, the interstate Commerce Commission, and the Securities and Exchange Commission, whose primary mission is the collection of data in nonmineral subject areas, but in which the mineral industry is a component.

The Bureau of Mines, following passage of the Solid Waste Disposal Act of 1965, was authorized to conduct research on methods for utilizing, stabilizing, or reclaiming mineral wastes. This report summarizes laboratory research conducted by the Bureau and cooperative field studies made with the mineral industry to reduce the environmental impacts of air and water pollution deriving from mineral wastes. Utilization research showed that both dry-press and steam-cured building bricks and ceramic tile could be made from copper mill tailings and other discarded mineral wastes. Sponge iron was produced from steel mill and amination industry wastes, and valuable mineral products were extracted from such diverse sources as flue dusts and uranium tailings. Mineral wastes were combined with agricultural and/or sewage wastes to make artificial soils that have the potential of resolving several disposal problems by production of a useful commodity. Physical, chemical, and vegetative stabilization methods were evaluated, singly and in combination, for reclamation potential on copper, uranium, lead-zinc, and asbestos tailings. Suitable methods were developed in the laboratory for overcoming major adverse conditions of these wastes such as salinity, heavy metal toxicity, acidity, basicity, lack of nutrients and organics, and unstable surfaces. Field testing of these methods was performed on a variety of mineral wastes. Costs for the various stabilization and utilization-procedures developed were also determined.

The technology's consensus mechanisms and smart contracts further promote trust in collaborative ventures. This research provides a foundational understanding for decision-makers in the mining industry to evaluate blockchain's feasibility and potential return on investment, guiding strategic planning and resource allocation for blockchain applications. Silicon is the second most abundant element on earth, exceeded only by oxygen. Silicon dioxide forms a crystalline structure of repeating SiO2 molecules which form characteristically hard, durable crystals. As a result, crystalline silica is Ubiquitous in the crustal rocks, sediments and the mineral products derived from mining. An examination of the history of studies that identify silica as a human and animal carcinogen is presented in the context of the development of a public health policy in California. The implications for the cost of conducting aggregate and other mining operations in the state are discussed.
