Mining and processing of bastnaesite ore, (Ln)CO3F, for lanthanides extraction is investigated in this paper. This series of elements proved to be applicable for a wide range of high-tech uses. In spite of the strategic importance of lanthanides, no LCA and energy analyses of their extraction have ever been published. We perform in this paper a Life Cycle Assessment of the Lanthanide production cycle, based on available database and literature data from Mountain Pass mine (USA) and other worldwide mining and processing sites, most of which in China. We investigated three main steps: mining, milling (including transport, grinding and drying), and flotation (for lanthanide chloride extraction). We do not investigate here the separation of pure oxides from lanthanide chloride, a compound which is also marketed as such. The conventional LCA was integrated by means of energy and emergy evaluations, aimed at investigating respectively the global energy cost and the environmental sustainability of the process. Indicators of material intensity, thermodynamic efficiency, and environmental impact (including LCA and ecological footprint impact categories) are calculated and discussed.

Southern Copper Corporation (SCC) is one of the world’s largest copper companies and is finishing the modernization of the Ilo copper smelter. A single ISASMELTTM furnace will start smelting 1,200,000 tons per year of concentrate at the end of 2006. Three existing Peirce Smith converters are being upgraded plus a new one for converting the matte to blister copper is being installed. Two new anode furnaces and a twin anode casting wheel have being operating since January 2006. This represents one of the main changes in the process because the final product of the smelter is now anode copper instead of blister copper. A new oxygen plant, acid plant, and others facilities are in the ramp-up stage. This environmental project will ensure that the new smelter will comply with the environmental regulations of Peru by the end of January 2007. This paper summarizes the background to the modernization project, describes the different stages of the project including engineering, procurement and construction, describes the main areas of the new copper smelter and also the pre-operational testing, commissioning and start-up of them. This is a brown field project with a target of reducing as much as possible the production losses of the existing operation. This paper presents the details of the development of the Ilo Smelter Modernization Project and explains the main aspects of the new facilities, the products to be obtained and the associated facilities for their commercialization, including a Marine Trestle for bulk acid exportation.

BY far the most conspicuous of the Pennsylvania slate districts is that extending from the New Jersey line at the Delaware Water Gap westward almost to the Schuylkill River. This covers parts of three counties in east-central Pennsylvania: Northampton, Lehigh, and Berks. The most important development, both in geographic size and product importance, is in Lehigh and Northampton counties. The greater part of the region is underlain by only one formation-the Martinsburg, consisting of slates, clay slates, and sandy shales, all of the Ordovician period. The slate-bearing Martinsburg formation is underlain by Cambro-Ordovician limestones. Immediately overlying the Martinsburg formation is the Tuscarora quartzite of the Silurian period. The Martinsburg formation itself is divided into three distinct divisions, termed simply: the upper, the middle, and the lower members. Commercial slate has been extracted from all of these members, but the formation of greatest importance is the upper member, representing 2600 ft of the total formation thickness of nearly 11,000 ft. The upper member is commonly referred to as the "soft slate" and consists of three facies: 1) beds of blue-gray, very sandy, almost quartzitic slate, in many places, approximately a medium-coarse sand- stone with calcareous cement; 2) blue-gray sericitic slat-the dominant rock type of this member-with occasional chloritic beds; and 3) dark gray or virtually black, highly carbonaceous beds, referred to locally as "ribbons."

require both time and money. Any attempt to secure a quick answer will yield a figure that very likely cannot be substantiated, and certainly will not yield information in the detailed form now desired. It will be about 10 years before a completely new estimate can be prepared for the coal reserves of the United States at our present rate of progress, though of course, much information will be available in the interim. We would like to present such information as we obtain in the form most acceptable to the industry, and to that end we are working closely with coal resource committees of the AIME, the National Bituminous Coal Advisory Council, and the Bureau of Mines. DISCUSSION G. H. Cady*—Mr. Averitt's description of the nature of the coal resources investigations of the United States Geological Survey and the progress of this work is very timely in view of the general interest in the subject of coal resources. The Federal Survey is obviously taking the "long view" with respect to the appraisal of the coal resources as part of the preparation of the general geological map of the country and the attendant determination of the quantity of all mineral and fuel resources. It is apparently for regional surveys of the conventional type that the detailed procedures employed by the Federal Survey are applicable. Even if so it is somewhat unexpected to find the same criteria for evaluation will be applied to the country as a whole. The work on coal resources appraisal has been proceeding at various rates in a number of coal producing states for various periods. Undoubtedly since there has been no common practice in the method of appraisal the states each have worked independently and independently of the Federal Survey, and each has adopted certain practices to meet local conditions. I do not know how much consideration has been given by the U. S. Geological Survey to these practices. It seems probable that such consideration might result in important modifications of the standards which apparently have been set up by the Federal group in line with local requirements. It is the practice in some state surveys to present the facts in regard to the occurrence and distribution of coal beds and their variations in thickness down to thicknesses of 1 to 1 1/2 ft in relatively narrow stages up to maximum thickness. It is then possible for any one using such figures to compile quantitative estimates of workable coal at various minimum thickness limits. This is a desirable objective where surveys are detailed and information correspondingIy good. However, vast quantities of coal lie in beds that are relatively thin about which little information is available and the quantity of such coal might affect the final appraisal to the extent of several thousand million, depending upon the minimum limitation observed. Thus in the case of Illinois a difference of 1 ft in average thickness of coal in the coal field would make a difference of approximately 35 billion tons in the estimated quantity present. One is dealing with a very large area and small differences in thicknesses are very irnportant in the overall picture. The estimate of 10 years to accomplish the sort of detailed appraisal outlined by Mr. Averitt is viewed somewhat skeptically and certainly would require many more trained geologists than seem to be available. The requisite detailed mapping and study are very time consuming not only because of the geological field work required, which is difficult in certain seasons, but also in order to assemble data from company and personal files, and to study drill records and cores, and to sample and analyze the coal. Unless the staff of geologists could be increased in the order of several hundred per cent the prospects are that the appraisal of the type suggested will require many decades not just one. The permanent value of such appraisal, however, is not questioned and it should be expedited as rapidly as means allow. Satisfactory appraisal is not easily achieved and will vary from time to time. The main function of a geological survey is to collect and present the facts that will make possible appraisal in terms of existing conditions by individuals, particularly engineers, qualified by training and expcrience for making such estimates. Thickness and character of the coal bed, nature of the overlying and underlying strata, position, thickness, and character of "partings," relationship to other coal beds, and a variety of other factors must be assembled by the geologist in order to present a complete picture of the geological setting. The economic and engineering factors are in general outside the field of geological experience. The geologist should see to it that the pertinent geological facts are available; much more information than simply thickness and depth of the coal beds is essential to meet all the requirements of appraisal in the future as well as at present. With respect to the present demand by engineers and coal mine operators and others for a rapid re-appraisal of the available coal resources, in the light of existing practices and those in immediate prospect, the Federal procedure of systematic mapping and appraisal is scarcely in line. It will be necessary for those particularly interested in having such an estimate made to establish standards with respect to the various factors involved so that the scope of the geological work can be definitely restricted for the various coal fields. There is little use in setting up general standards since no such standards will be applicable to all fields. Thus it is folly to establish a standard minimum thickness to be generally applicable which is one-half to one-third the minimum minable thickness in some fields. The greatest difficulty in appraisal of the presently actually workable coal bed lies in the variation in the importance placed on roof, floor, structural conditions, bedded impurities. sulphur content and other factors that affect judgment relative to the value of a coal bed. It is doubtful whether any appraisal will have universal approval in view of the variable factors involved. For this reason if none other, the facts should be carefully and painstakingly assembled after the manner of a systematic geological survey such as that advocated by Mr. Averitt. Only upon the basis of sucb information can reliable estimates be made in line with selected conditions. Paul AveRitt (author's repty)— In this paper I discussed, but did not define as such, two major phases of our activities on coal, which are closely related, and which normally we in the U. S. Geological Survey see as an integrated whole. It is understandable, therefore, that Dr. Cady should assume that my remarks applied only to the current work on coal reserves with which I am directly concerned. In view of Dr. Cady's discussion, however, I think a brief summary of the two phases of U. S. Geological Survey activities on coal will be appropriate. The long-term function of the U. S. Geological Survey on coal investigations is to make detailed geologic studies, involving the preparation of detailed geologic maps showing the outcrops and correlations of coal beds, direction and dip of coal-bearing rocks, nature and thickness of overburden, location of faults and fold axes, and similar features. Such studies also yield many measured sections of coal and associated strata, which show variations in the thickness of the beds, and the intervals between coal beds. Taken as a whole, detailed geologic studies provide much useful information for mine operators and engineers. As Dr. Cady points out, this type of geologic work is arduous and time consuming, but it provides the basic data that are necessary both in the development of our coal fields, and also in the preparation of coal-reserve estimates, which are discussed in the next paragraph. Slat-band chains, currently manufactured from Type 430 ferritic stainless steel, are used as conveyors in various industries. A process to strengthen these chains?with the aim of prolonging the lifetime of the conveyors?was developed recently. The process entails heat treating the cold-worked chain at 475°C,strengthening the material by precipitation of the Cr-rich phase a? at relatively long periods of aging. In the present work, it was found that increasing the interstitial content by solution heat treatments (at 880°C or 930°C) prior to cold rolling and aging, causes an increase in strength at shorter aging times as a result of the precipitation of chromium-rich carbides and nitrides. The solution treatments can introduce martensite into the microstructure if carried out at a sufficiently high temperature. This, along with the deformation caused by cold work, also increases the strength. Corrosion resistance is not affected by the treatments, but ductility is lowered. However, calculated critical crack lengths indicate that solution treatment at a temperature below the Ac1allows for a larger critical flaw size, and that the lifetime of the chains will probably be determined by fatigue. Although the duration of the service of the chains are reportedly controlled by wear, with these treatments the tensile strength of the material is increased to within acceptable limits for conveyor chains. The tensile strength is an indication of the wear or abrasion resistance of a material. It is expected that after the treatments, the wear resistance will be improved, but since embrittlement occurs, the fatigue resistance is lowered. It is concluded that the preferred processing route for the chains would be solution treatment at 880°C, fast quenching to trap the interstitial atoms, cold rolling and then aging at 475°C for 8 minutes.

The influence of bottom blowing a CO2–O2 mixture on the bath temperature of a vanadium extraction converter was studied by using the characteristics of CO2 with weak oxidizing. It was studied in two aspects: oxygen content and temperature. The experiments showed, when the ratio of the mixture of CO2–O2 was 2:8 at 1300 °C, the bottom blowing of the converter inhibited the heating up of the hot metal, thus keeping the temperature below the carbon vanadium transition temperature. At 1360 °C, the sensible heat absorption by CO2 was 1.44 times that absorbed by O2 per mole. Meanwhile, at 1300 °C, 20% CO2 released the chemical heat of 13.58 kJ. So with the increase of the CO2 ratio, the bath temperature was reduced. The research showed that the bottom blowing of a CO2–O2 mixture had an advantageous effect by decreasing the temperature of the vanadium extraction converter.

"The present large-scale use of energy and power by the human species represents a unique event in the billions of years of geologic history. Furthermore, in magnitude, most of the development has occurred during the present century. In the United States, the peak in the rate of petroleum production occurred in 1970 and that for natural gas is imminent. The peak in the world production of crude oil is expected to occur at about the year 2000 and that for coal production at about 2150 or 2200. For other sources of energy and power, water power, geothermal power and tidal power are inadequate to replace power from fossil fuels. Nuclear power, based on the breeder reactor and utilizing lowgrade deposits of uranium and thorium, has a larger potential than the fossil fuels, but it also constitutes a large perpetual hazard. The largest source of energy available to the earth is solar radiation. This source has a life-expectancy of a geologic time scale, is nonpolluting and is larger in magnitude than any likely requirements by the human s pecies. In consequence of the large supplies of available energy, the period since 1800 has been one of an unprecedented exponential industrial growth. This also has been accompanied by a world-wide ecological disturbance, including that of the human population. It can easily be seen that such a period of growth must be ephemeral in character and, in fact, is now almost over. One aspect of this transition from a state of exponential growth to a state of nongrowth is the present alarm over an ""energy crisis."" Actually, the world's present problems are by no means unmanageable in terms of present biological and technological knowledge. The real crisis confronting us is, therefore, not an energy crisis but a cultural crisis. During the last two centuries, we have evalved what amounts to an exponential- growth culture, with institutions based on the premise of an indefinite continuation of exponential growth. One of the principal consequences of the cessation of exponential growth will be an inevitable revision of some of the tenets of that culture."

Open cast mining has been practiced in South Africa since the late1970s under near ideal geotechnical conditions. In the past decade, with the exhaustion of the traditional South African coal fields, geotechnical conditions have deteriorated. In addition, the nature of the open cast coal mining industry is changing from the conventional strip mining of virgin coal seams to the extraction of underground coal pillars by buffer blasted highwalls. These industry changes have resulted in the need to re-examine the manner in which geotechnical engineering is applied to highwall design. This paper proposes a geotechnical design rationale for open cast highwalls. Furthermore, the rationale takes cognizance of the various geotechnical hazards associated with conventional strip mining and pillar extraction by buffer blasted highwalls. The need to use geotechnical domain models and blasting geotechnics, as proactive tools for rock fall reduction, are also discussed.

The competitive position of producers of industrial minerals depends upon the delivered price of their product. Freight charges are a major factor in the sales to consumers. A comparison of freight rates on movements of limestone and silica rock in the Pacific Northwest shows a wide variance in mills per ton mile for like hauls, thereby favoring some localities over others. Introduction: Sooner or later the potential miner of industrial minerals reaches the conclusion that of the various factors he must consider, the marketing of his product is. the most important. The sooner he realizes this the better, as successful industrial mineral producers .will confirm. Herein lies a difference between i.ndustria1 mineral mining and metal mining. Often in the latter, technical problems of mining or concentrating are equal to or even surpass those of marketing. This is not meant to imply that there are no problems in mining and beneficiation of industrial minerals, but these usually are outweighed by the problem of marketing. Recentlv. an official of a nationally known corporation :i the elecl.ro-metallurgical industry made an industrial mineral survey in the Pacific Northwest. In the course of his investigation he interviewed producers and potential producers of the various industrial minerals scheduled for use in the plant now being constructed in this area. He stated that he was interested in only three factors: namely, (1) Can your product meet our specifications? (2) Are you able to supply our tonnage requirements? and (3) What will be the delivered price? If there are several sources of supply of sufficient grade and tonnage, as is often the case in the Northwest, then the third factor becomes the important and deciding one. While industrial minerals are usually sold f.0.b. cars with the freight being paid by the buyer, it is the delivered and riot the f.0.b. price that determines the competitive position of the producer and his industrial mineral product. Unfortunately for both the consumers and producers of industrial minerals in the Northwest, the sources are generally a considerable distance from the markets. This necessitates long rail hauls, for which transportation charges make up the largest share of the delivered cost and the delivered price of the product. Is it any wonder then, that rail rates play such an important part in the marketing of industrial minerals? In order to sell his product, the producer must be able to deliver to the market at a competitive price. It must be remembered that his largest cost factor is rail transportation, and that he is limited to markets that he can reach competitively. Since the cost of rail transportation is so important, let us compare various freight rates in the Northwest and attempt to determine their influence on marketing. A study of all rates on all industrial minerals transported in this area, is beyond the scope of this paper. For the purposes of comparison, let us consider limestone (broken, crushed, or ground), and silica rock. These are widely used industrial minerals, and are carried by several different rail routes from.the sources of supply to the centers of consumption in the Pacific Northwest. Markets and Sources of Supply: Limestone has a number of uses in western Oregon and Washington. Among them are agricultural lime for the soils of the Willamette Valley and southwestern Washington; paper rock for the mills in such cities as West Linn, Oregon City, Newberg, St. Helens, and Salem, Oregon, and Camas and Everett, Wash.; chemical and metallurgical-grade limestone for the metallurgical plants centering around Portland, and the Tacoma-Seattle areas'; and sugar rock for the sugar refineries at Toppenish, Wash., and Nyssa, Oregon. Equilibrium relation between B2O3 slag, RExOy-B2O3 (RE = rare earths) slag and Fe-C alloy formed by melting treatment of neodymium magnet and B2O3 was investigated. When neodymium magnet was melted together with B2O3 and Fe-C alloy in carbon crucible, 3 liquid phases of B2O3 slag, RExOy-B2O3 slag and molten Fe-C alloy formed and clearly separated by the difference of the specific gravities. In the case that excess amount of Cu was also introduced in that system, molten Cu phase additionally formed. Almost all amount of RE were concentrated in RExOy-B2O3 slag. The concentration of RE in RExOy-B2O3 slag increased with the decrease of the melting temperature. While chromium, phosphorous, nickel, cobalt, and copper were concentrated in molten Fe-C alloy, silicon and aluminum were distributed in B2O3 slag and RE2O3-B2O3 slag.

INTRODUCTION IN underground mining operations the effects of economic and mechanical factors on costs and profits can readily be appreciated and can perhaps be expressed in exact figures and percentages. Less apparent, but frequently more important, is the influence of physical stress. Stress causes failure of supports, collapse of openings, rockbursts, and other damage which directly affects the costs of maintenance, and also to a certain extent the accident rate. Stress can, however, if properly directed, be an aid to mining operations. The caving methods in metal mining and the long-wall method in coal mining are well-known examples. In large-scale mining operations it is almost impossible to neglect stress-control. A better understanding of the mechanism of rock pressure and the application of its principles to practical mining will inevitably lead to a reduction in operating costs. Many theories have been advanced to give the mining engineer a practical outline for stress-control but, although today most experts agree upon the principles of stress distribution around underground openings, there is still no generally accepted theory that explains all phenomena. The main reasons for this incomplete understanding of the problem are the lack of accurate knowledge of the physical properties of rocks under field conditions, and the great complexity of these conditions due to inhomogeneity of the rock, stratification, tectonic disturbances, and many other unknown factors. The research on the rock pressure problems has, however, yielded some valuable facts which, expressed in practical terms, and adapted to local conditions, may become a valuable aid for mining operations. The purpose of this paper is to give a review of the most important accomplishments of this research with respect to the stress phenomena around small underground openings, such as tunnels and shafts, so as to arrive at an outline of the problem as it stands today. Special emphasis is placed on a new theory by the German mining engineer, Rudolf Fenner, which has never before been published or discussed in English. THE PRESSURE DOME THEORY The formation of a dome-shaped space around underground openings is well known from field observations. When openings are made in rock under stress, the rock in the top of the openings will often fail, and caving will continue until the openings have assumed a dome-shaped form, after which equilibrium apparently is re-established. The oldest theory which attempted to explain the phenomenon is the "beam" theory, which postulates that the hanging wall consists of stratified measures that behave as independent beams with fixed ends and a uniformly distributed load. An enhanced Interest in pyrometallurgical dusts has recently emerged due to increased world-wide environmental concerns. Mineralogical study of dusts samples from lead sinter plants. lead smelters, and secondary steel mill electric arc furnaces has shown that they can be readily studied by reflected light microscopy. These dusts typically are composed of small particles sufficiently large that their mineralogical identification and characterization can be conducted under the reflecting light microscope. Scanning electron microscope-energy dispersive spectroscopic analysis (SEM-EDS) has been used to confirm optical identifications and chemical compositions. The sinter and blast furnace dusts at the Doe Run Smelter at Herculaneum, Missouri are commonly about 20-150 11m. They consist predominantly of galena, chalcopyrite, sinter. slag. coke. and particles. Dusts from remote sampling sites 112-1 mile from the lead smelter are composed of similar particles and abundant fine-grained particles, less than 10 um. of locally derived calcium-aluminum silicates. Electric arc furnace (EAF) dusts are mostly spherical and less than 10 11m. They consist predominantly of iron oxides (magnetite. franklinite. jacobsite and solid solutions of these spinels), zincite. and calcium-iron silicate glass, together with smaller amounts of hematite. sylvite. coke and metallic iron. Reflected light microscopy is rapid provides mineralogical data on individual grains within dust particles. and allows direct observations of textural intergrowths in pyrometallurgical dust particles.

At Fermilab, located in Batavia, Illinois, a 4,000-foot underground complex of tunnels and caverns is being excavated on a decline of six percent, at depths of up to350 ft, below grade. The site geology consists of dolomitic and shale formations overlain by glacial till. Since the start of construction in March 2000, work to date has concentrated on the excavation and support of the Target Hall cavern, which is characterized by a low rock cover and a final lining of shotcrete. Ground vibrations, noise levels, and rock movement were monitored during excavation by drill and blast methods to prevent damage to experimental facilities, impacts on surrounding communities, and to allow evaluation of cavern performance. The cavern design was based on a UDEC numerical analysis that was validated during construction by comparison to encountered conditions and measured cavern movements.

Mining companies in communities without other large employers often encounter dependent or defiant stakeholder attitudes, sometimes simultaneously. Less often they also see some slip into social dissipation or advance towards sustainable development. This paper presents a four-quadrant framework that shows how patterns of social capital foster these four reactions. The two dimensions defining the quadrants are the social capital levels (a) between the company and each stakeholder, and (b) among stakeholders themselves. Examples from the Antamina mine in Peru illustrate a social capital measurement system that can predict these reactions and help the community chart its path towards sustainable development.

"Abstract - The mainland Aysén region of Chilean Patagonia (44°15' - 47°30'S) is a representative segment of the South American active continental margin, distinct with respect to northern and central Chile. Mineralization consists mainly of polymetallic deposits, with important Zn-Pb mines and more recently discovered Au-Ag deposits, unlike the central Andes, which are dominated by Cu mineralization. On a regional scale, rocks may be grouped in four main map units: 1) the Paleozoic metamorphic basement; 2) upper Jurassic-Cretaceous calc-alkaline volcanic and marine sedimentary rocks; 3) the Patagonian batholith, and 4) upper Cretaceous to Miocene basalts and marine and continental sedimentary rocks. The upper Jurassic-Cretaceous rocks and the Patagonian batholith formed in a volcanic arc and back-arc setting superimposed on the Paleozoic metamorphic basement.Based on geographic location and geologic and tectonic setting, ore deposits in this region are assigned to three groups, from south to north: El Faldeo, Fachinal, and El Toqui. The El Faldeo group (south of 47°05'S) includes upper Jurassic Zn-Pb skarn and associated polymetallic massive sulfide vein deposits locally overprinted by Au-rich epithermal mineralization, hosted by volcanic and sedimentary rocks and/or by rocks of the metamorphic basement. The Fachinal group (46°05' - 47°05'S) consists of volcanic-hosted lower Cretaceous Au-Ag epithermal deposits, except for the Mina Silva and Manto Rosillo deposits, which are metamorphic basement-hosted Zn-Pb skarns. The El Toqui group (44°30' - 46°05'S) comprises lower Cretaceous Au-rich Zn-Pb skarns and associated polymetallic veins, as well as Au-Ag-rich epithermal deposits, hosted by volcanic, intrusive, and marine sedimentary rocks. Galena lead isotopic signatures for each deposit group indicate a decreasingly radiogenic trend from south to north, suggesting different lead sources or differences among underlying crust. Three metallogenic provinces and two metallogenic epochs are proposed for the Aysén region: the El Faldeo metallogenic province of Late Jurassic age; and the Fachinal and El Toqui provinces of Early Cretaceous age. Résumé - La partie continentale de la région d’Aysen (Patagonie chilienne, 44°15' - 47°30'S), est unsegment représentatif de la marge continentale active d’Amérique du sud, différent des segments du nordet du centre du Chili. La minéralisation, qui consiste essentiellement en des dépôts polymétalliques, avec d’importantes mines de Pb-Zn, et des dépôts d’Au-Ag récemment découverts, différe de celle des Andes centrales où domine la minéralisation cuprifère. A l’échelle régionale, les roches peuvent être regroupées en quatre unités cartographiques principales : 1) le socle métamorphique paléozoïque, 2) les roches volcaniques calco-alcalines et les sédiments marins du Jurassique supérieur-Crétacé, 3) le batholite patagonien, et 4) les sédiments marins et continentaux ainsi que les basaltes du Crétacé supérieur-Miocène. Les roches du Jurassique supérieur-Crétacé et le batholite patagonien, formés dans un contexte d’arc volcanique et d’arrière-arc se superposent au socle métamorphique paléozoïque.Fondé sur la localisation géographique ainsi que sur le cadre tectonique et géologique, les dépôts de minerais de cette région se répartissent en trois groupes, du sud au nord, El Faldeo, Fachinal et El Toqui. Le Groupe El Faldeo (sud de 47°05'S) contient des skarns à Pb-Zn du Jurassique supérieur associés à des veines de sulfures massifs polymétalliques, localement recoupées par des minéralisations épithermales, riches en Au, et contenus dans des roches sédimentaires et volcaniques et/ou dans des roches du socle métamorphique. THAT the copper industry is in serious straits is admitted. So are the lead and zinc industries, and both lead and zinc are tariff protected. Conditions in the Western lead, zinc and silver mining districts are desperate. These are illustrated by the present disastrously low prices of these metals compared with the levels of two and three years ago and by the comparative rates of metal production and the present activity of the western mining camps. The January production of copper was 32.2 per cent of the 1929 average rate, of steel was 32.3 per cent of the 1929 average, while January production of pig iron was only 27.6 per cent of the monthly average of 1929. The copper industry is only one of many industries that are suffering in this tragic depression. It has been exceedingly prosperous and will be prosperous again when business recovers. Its difficulties are not unique and it does not deserve the tariff equivalent of a dole. The burden of subsidizing through an effective tax or tariff the minority group of high-cost mines would be a heavy one on the consuming public of the United States. On the basis of 1929 consumption figures, an effective 5c. tariff would result in an increased copper bill to the country of over $109,000,000, of which the electric manufacturers would contribute $26,000,000, the telephone and telegraph companies $16,000,000, and the automobile manufacturers $14,000,000. And of this total bill, only $33,000,000 would go to those who are urging a tariff and the balance of $76,000,000 would be paid to those who do not admit either its necessity or usefulness under present conditions.

The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on all week-days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that. the information received may he what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will he saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by, purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and, assurance is given that most careful service will be rendered to them.

The computer program introduced in this paper is based on design guidelines developed for selection of support systems used in mine roadways. The support types considered include rock bolts as well as rigid and yieldable steel arches. Using the computer program, the design engineer can select the type, pattern and specifications of the support systems suitable for various roof conditions. The concepts utilized, assumptions made, support selection criteria and description of the computer program, developed for the PC, are included.

This report describes the development of skip and guide desings for vertical shafts in deep vein mines. Skip and guide systems for bottom dump skips are identified as being used in current practice. Mine visits were made to obtain current information on the needs and problems of operating mines. Methods of structural and mechanical analysis of skip bodies and bails are outlined. A dynamic computer model was written to find the dynamic interaction between skips and guides for guides with geometric misalinements. A materials evaluation section identifies currentavailable and applicable materials that can be used effectively for new skip construction. Guide materials are also presented. Analysis includes the economies resulting from streamlined buntons and from low skip payload ratios. Selection of materials is based on strength, abra¬sion and corrosion resistance. Design requirements related to the shaft environment are presented. Consideration for the selection of guides and buntons is also given. Conceptual design includes the concept of cylindrical skips, center-seeking guide rollers, and asymmetric bail design to decrease dynamic interaction. An outline for field tests is presented. Future research areas are: testing, guide geometry measure¬ment, advanced suspension, dynamics, and structural configurations.
