Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

A sulfur concrete technology has been developed by the US Bureau of Mines, where chemically modified sulfur is used with suitable mineral aggregates to produce construction materials that are resistant to corrosion by acids and salts. This report presents a summary of the basic technology and results of testing the materials under actual operating conditions in 50 corrosive environments in 40 commercial plants. After four years of testing, there was essentially no evidence of material degradation or loss of strength. Regular concrete materials were attacked and, in some cases, completely destroyed under the same conditions. Testing is continuing to establish ultimate longevity and durability of the sulfur concretes. The materials are finding widespread applications in metallurgical, chemical, and fertilizer processing plants.

A thin layer of stratiform Ni-Zn-PGE sulfide mineralization of sedimentary-diagenetic origin was deposited during the Middle to Upper Devonian in the euxinic "Nick basin". The mineralized unit (=3 cm thick), which seems to have been developed over the entire sedimentary basin of > 80 km2, consists of pyrite, vaesite (NiSz), and sphalerite. The average grade of the mineralization is about 5.30/0 Ni, 0.73% Zn, =770 ppb (pGE+Au), and up to 61 ppm Re. Anomalous Se, As, Mo, P, Ba and U are present. A minimum of 0.90 x 106 tonnes of Ni were deposited in the basin (based on a bed thickness of 3 cm) during the Devonian. The unique metal association, extensive lateral distribution, persistent metal grade, mineralogical makeup, and stratigraphic control demonstrate that this is a new deposit type and a new geological environment for Ni and PGE + Au. The sulfide layer occurs at the base of a Phosphatic Chert Member which is underlain by a distinctive marker unit consisting of concretionary limestone structures. The limestone spheroids may represent a vent-specific carbonate facies developed adjacent to faults that emanated nutrientrich hydrothermal discharges just prior to the main mineralizing event. The suite of elements associated with the Nick mineralization suggests that the ore-forming metals were originally bound to organic matter derived from decaying marine organisms. Discharge of hot brines bearing organic matter-bound metals took place along numerous conduits within basin faults that are now manifest as bitumen veins. Our syndiagenetic model proposes that these fluids were discharged laterally from the conduits into the unconsolidated bottom sediment (ooze). The introduction of this metalliferous fluid, rich in organic matter, stimulated biological activity and bacterial reduction of its contained 804 to sulfide. Hot, dense, laterally migrating hydrothermal fluid precipitated thin sulfide-rich larninae within bottom sediment. Published thermodynamic studies suggest that the diagnostic vaesitepyrite assemblage crystallized at approximately 138°C. The 034S values range from -14.7 0/00 to -10.00/00 and are up to 340/00 lighter than locally surrounding sulfides and age-equivalent mineralized strata elsewhere in the Selwyn Basin. The Ol3C values of calcite in the footwall of the mineralized unit (- 12 0/00 to -6 0/00) are isotopically much lighter than regional values. The lighter isotopic character is attributed to the hydrothermal discharge of fluids enriched in organic compounds. Although geochemical profiles of the lower Earn Group sediments that host the Nick mineralization reveal that these black shales are not distinctive, the unusual Ni, Zn, PGE, U, Ba, and P elemental associations and their anomalous concentrations in stream sediments can be used to explore for this deposit type.

Reduction of different chromite ores with carbon was studied as a function of C/FeO ratio and temperature in the range 700 °C to 1100 °C by thermogravimetry (TGA) analysis. Powders of chromite ore(-150 mesh) and carbon(-150 mesh) were thoroughly mixed in a desired proportions and were placed in the reaction crucible. The reduction rates of reactions were determined by continuously monitoring the weight loss as a function of time at constant temperature using TGA set up. The analysis of results suggest that FeO present in the chromite ores is reduced to Fe involving gaseous intermediates CO and CO2. The overall rate of FeO reduction is controlled by the oxidation of carbon. A kinetic equation, that of random nucleation, was proposed. The activation energies for the reduction of FeO, present in Roast Movat and Transvaal ores, with carbon were determined to be 55800 and 23000 J/mole, respectively. The results of the present study are compared with the data available in literature. The low activation energy values as determined in this study suggest that the carbon oxidation reaction is catalyzed. It is concluded from the present investigation that the low grade chromite ores can be significantly upgraded to higher value added chromite that can be used as a feed source for economical smelting.

Computer-assisted control of a mining machine can place the operator in a safe, remote location. A guidance system aids remote positioning of a mining machine by determining its position and heading. The mechanical position and heading system (MPHS) is one of several guidance systems being developed at the U.S. Bureau of Mines. The MPHS uses linear position transducers (LPT's) to provide navigation information during face maneuvers. This report presents an overview of the MPHS theory and implementation, including recent design modifications made for more successful underground testing. This report also presents the experimental setup and procedure for the underground test. The test showed that the MPHS provides reliable and accurate results and can, therefore, provide useful guidance information for face navigation.

In 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied 49,875 acres of the 54,833-acre Big Jacks Creek Wilderness Study Area (ID-111-7C) in order to evaluate the mineral resources. The study area is located in Owyhee County, ID, about 15 miles southwest from Bruneau, ID. No mining districts are in the study area, but part of one placer claim, located in 1924, extended into it. The northern portion of the area was covered by oil and gas lease applications; all were cancelled prior to 1985. No economic concentrations of minerals were found in the study area. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the Big Jacks Creek study area at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the study area for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys is to provide data for the President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

Non-ferrous metals find their applications in smartphones, tablets and computers. These materials with their particular properties are the basis of our modern life. SMS group is well prepared for this huge market and for growing future challenges. A large contribution here is the new joint venture PolyMet Solutions that was founded by SMS group and Mettop, an Austrian engineering company, with the objective to develop new technical solutions for the primary copper production lines as well as for non-ferrous metals starting with the primary smelting of concentrate and ending with the electrolysis. PolyMet Solutions provides the process know-how whereas SMS group supplies the plants and equipment and Mettop the key components. SMS group and Mettop also cooperate in the field of tankhouse technology. Together with Montanwerke Brixlegg AG, Mettop has developed together with a parallel flow technology (METTOP-BRX Technology), allowing a current efficiency of above 98 % at a current density of 420 A/m², which is a milestone in copper electrolysis. For the secondary copper production route, SMS group and PolyMet Solutions developed an innovative refining furnace (PolyRefine) for the smelting and refining of copper scrap. The refined copper is directly charged to the Contirod line to produce copper rods and wires. The innovative cooling solutions of SMS and PolyMet Solutions come into play where furnaces have to stand the highest loads and stresses, for instance in areas of very high temperatures or temperature fluctuations, aggressive exhaust gases and slags, or at critical spots such as taphole areas. Custom-tailored cooling systems for furnace vessels make sure varying loads are compensated in a targeted and effective manner. The solutions include air cooling, spray cooling, cooling technologies with integrated copper elements such as CFM (Composite Furnace Modular) cooling systems, plate and finger coolers. The major innovation in the field of furnace cooling is the ILTEC (Ionic Liquid Cooling) Technology which paves the way for increased plant safety. This revolutionary, patented cooling technology is jointly marketed by Mettop and SMS group. It permits water-free cooling to be implemented and thus makes operation safe wherever it is applied. INTRODUCTION Non-ferrous metals or NF metals are changing the world. There is no modern industrial sector that can do without these valuable metals. Non-ferrous metals find their applications in smartphones, tablets and computers. These materials with their particular properties are the basis of our modern life. The importance of the non-ferrous metals market is reflected by two figures. In 2018, the production of non-ferrous metals was worth more than 237 billion Euros. This contrasts with 255 billion Euros of the value of iron and ferro- alloy production in the same year (International Organizing Comittee for the World Mining Congresses, 2018). Hence, the NF metal industry is almost as important as the iron and steel industry. SMS group is well prepared for this huge market and for growing future challenges. "Conceptual imitative dynamic model of developing enterprises for medium and long-term period permitting to ensure coordination of interests of the enterprise and territorial environmental authorities has been developed to enable the process of the prognostication and management of a concentrating mill development, in which a symbol language and terminology familiar to the manager of the company are applied. An algorithm of practical application of this model of company development was elaborated as well as a general methodological approach to the prognostication of the development and procedures of its implementation. The general methodological approach to the implementation of the model has been defined. Within the framework of system approach, a concentrating mill is considered as a subsystem of an ore mining and processing company or a mining and smelting one. A concentrating technology is considered in dynamics, its change is determined by the task of making the company operation profitable. Technological indicators are secondary relative to financial and economical indexes. At the same time, technological and economical indexes are determined in their interrelation with ecological parameters. The elaborated model allows us to estimate all necessary economic, financial and technological indexes in their interrelation both for the company as a whole and as separately redistributed estimating the basic prognostication documents - accounting balance-sheet, profit and loss report, as well as the funds flow statement. When varying the managing parameters, all necessary result-producing financial and economical indexes are estimated and a need in and a possibility of an external funding by various sources are considered.The implementation of the model enables one to determine the required scale of production capacity, as well as the amount of raw-material resources needed. In case of shortages of the latter, there should be considered various scenarios of the production capacity enhancement or the possibility of commissioning of new sites or deposits and introduction of improved technologies."

That is why we are often faced, in our practical work, with the fact that within the framework of a relatively small area several open pits of building materials are, developed side by side while neither ecological, urban and spatial nor location factors have been taken into consideration. Numerous locations together with heterogeneous factors. point undoubtedly to the problem of planning the open pits locations for building mateials as a very serious and complex one. Even when certain localities are in question, it is rather a difficult task to present a real state and encompass all the, important location factors by mathematical model ling. This paper presents one of such models for solving the problem of selecting a location for building materials open pit.

A case history of design, prediction, probe pile driving, and construction of a pile foundation for Building 3 of Waterside at Bay Beach Condominiums located in Fort Myers Beach, southwest Florida, is presented. Site geometry constraints, the presence of a 12.0 ft (3.6 m) deep lake occupying the southern one-third portion of the proposed building footprint, and marginal subsoils provided specific challenges for design and construction of the foundation. The subsoil conditions were explored by performing Standard Penetration Test (SPT) borings and a Piezocone Penetration Test (PCPT) Sounding to depths of 100 ft (30.5 m) within the building footprint. Additionally, borings were performed to envelope the building. Deep foundation alternatives included driven concrete, monotube, and steel pipe pile as well as drilled shaft. Following an evaluation of high structural loads, site-specific constraints, foundation test data from buildings 1 and 2, and preference expressed by the project owner, a pre-cast prestressed concrete (PPC) pile-supported foundation system was selected as an economical and effective foundation approach. Use of an augered cast-in-place (ACIP) pile foundation system was precluded by the project structural engineer. This paper deals with the design aspects and methodologies utilized in choosing and economizing the foundation system. The building foundation was designed for an allowable pile capacity of 40 tons (353 kN) in compression, 1.5 tons (12 kN) in lateral capacity for a deflection of 0.25-in (0.64 cm) and 15 tons (133 kN) in uplift capacity. For the single story extended garage structure, a pile capacity of 27 tons (238 kN) was indicated in compression. As part of the design process, an extensive probe pile driving program was carried out in order to evaluate the pile driving equipment, determine and verify pile capacities, and optimize the production pile lengths. A total of 33, 14-in (356 mm) square, PPC concrete piles were driven within the entire building limits, and dynamically load tested utilizing Pile Driving Analyzer (PDA) as part of the probe pile driving program. Utilization of PDA during probe pile driving helped in predicting pile set-up (i.e., increase in pile resistance with time) as well as reducing the pile lengths by as much as 20 percent. It resulted in variable pile lengths during the production phase. This information was effectively utilized as part of the overall quality control program to install a total of 559 PPC piles (including 33 probe piles) within the Building 3 footprint, including the reclaimed lake area, to depths ranging from 45 to 58 ft (14 to 18 m) below existing ground elevation as part of the foundation support system. Prior to installation of probe or production piles, a termination criterion was established using 1-dimensional wave equation analyses in addition to the design pile embedment requirement. The predicted pile capacities compared reasonably well with the capacities from the CAPWAP analyses for probe piles. This engineered, monitored and tested foundation solution provided a cost effective and satisfactory basis for completion and approval of the foundation work for the building resulted in cost savings over other foundation alternatives for the owner. The building has since been occupied and a recent reconnaissance has indicated that the building foundations are performing satisfactorily.

Scope of the Courier 300 System The fact that reliable on-stream analysis is a prerequisite for effective flotation control is hardly disputed today. Nevertheless, up to now no system has been available that includes all the equipment necessary for successful analysis. However essential an on-stream analyser is in itself, reliable and accurate assaying can only be assured after techniques for sampling, handling the slurries and computing the X-ray data have been developed for the purpose. The Outokumpu Company's Courier 300 System is a complete package that can be installed and handed over with the key. It includes the equipment needed for sampling and handling the slurries. It has been developed from the start to meet industrial demands. Obviously an on-line system must comply with far stricter standards than one designed for a laboratory. Assays are computed by an Outokumpu 316 digital data processor, which is an integral part of the system and controls its entire performance. The computer software is programmed as a standard package, including a highly advanced new model for assay computation. Analysis output is available for a process computer, report typewriter:, and recorders. The package also includes calibration for slurry assays at our pilot installation before delivery. A complete Courier System can analyse up to 4Z slurries and six elements in each slurry. Thanks to its modular design, it can be dimensioned initially to the customer's requirements and is easy to expand later at low cost. Being a mining company itself, Outokumpu has been able to utilize its own long experience in non-ferrous metallurgy - an important factor contributing to the success of the Courier system. During more than 100 years continuous mining of the lead-zinc orebody at Broken Hill, an immense amount of geological data has been collected about shear zones related to the orebody. The challenge to current mine geologists is to synthesise and interpret these data sets in a way that is applicable to production demands. Precise knowledge of the locations of major shear zones is important not only for the determination of ground conditions but also to develop an understanding of ore remobilisation along these structures. Traditionally, geological information has been collected from drill core and back and wall mapping underground, and interpreted on sections that are approximately 20 m apart. The recent introduction of MaptekÆs Vulcan software has enabled the shear zones to be modelled in three dimensions. The new three-dimensional shear models have been combined with seismic data from the Southern Cross area. The seismic data is collected from a microseismic monitoring system installed in the Pasminco Southern Operations in August 1996 (Rauert and Tully, 1998). The addition of seismic information to the shear zone models has led to a greater degree of certainty about the shear zone locations and has provided information about shear zones in areas yet to be drilled.

Ground freezing has been used for over 100 years to provide shoring and ground water cutoffs for hundreds of projects worldwide, including drilled shafts, tunnels and cofferdams. Typically, these cases involved difficult soil/water problems where ground freezing was likely the only solution. This paper discusses a recent ground freezing project where a frozen soil wall was used for a more conventional problem. A 4-foot-thick frozen soil wall was used to provide shoring and groundwater cutoff for a 20-foot-deep excavation during construction of a cast-in-place concrete storm water detention vault. The site is located along the northbound on-ramp to I405 from westbound SR522 in Woodinville, Washington. The frozen soil wall was successfully formed in soils consisting of till fill over soft organic silt and loose saturated sand in about 3 weeks. The depth to ground water varied from about 4 to 8 feet over the site. The unfrozen soil inside the frozen soil wall was excavated vertically to the frozen soil boundary. The vertical excavation remained open for approximately 2 months with no dewatering required. On one side, fully-loaded dump trucks and other construction equipment operated within 6 feet of the wall face with zero wall movement. This paper addresses the construction issues related to installation and operation of ground freezing shoring. The overall wall performance of the frozen soil wall as well as basic geotechnical design issues are also discussed.

This report is mainly concerned with the modification and development of a users manual for the Open-Pit Materials Handling Simulator (OPMHS) developed at Penn State. Model Modifications included the introduction of a free-format input, the application of a Weibull random generator, facilities to stochastically simulate shovel-dragline operations, and routines to increase the flexibility in making truck assignments. At the same time, core storage requirements and execution times were minimized and all P.S.U. conventions were removed to allow operation on other computing systems.

To remain at the forefront of innovation, a hybrid motorization version of the Spyder is being developed in order to reduce fuel consumption and emission of greenhouse gases. But, the addition of electric components (e-motor, lithium-ion battery... ) raises the issue of added weight and volume. This article deals with the mass reduction of this Spyder by optimizing its frame.

"The paper begins with a brief account of the naturarly occurring resources of gypsum and anhydrite and a discussion of their relative value and utility as sources of sulphur. The fundamental chemistry of recovering sul-phur values from calcium sulphate is discussed. (a) Thermal decomposition -discussed as impracticable; (b) Reduction to calcium sulphide; (i) Total Reduction-The chemistry is outlined and the Dorr-Oliver and Bureau of Mines processes mentioned. The Elcor process is mentioned and certain deductions made from available information.(ii) Partial Reduction-This is stated as the basis of the only proven process, namely ""The Cement -Sulphuric Acid Process."" The possibility of recovering lime is mentioned as an aside, but dismissed for lack of commercial application. The history of the cement -sulphuric acid process is covered briefly and a list of plants in commercial operation included. A brief elementary account of the basic chemistry of cement production is followed by a discussion on raw materials and fuels. A short account of the flow scheme of a typical plant, with notes on the operating peculiarities, precedes an account of product quality. The latest developments which enable by-product gypsum to be used as a raw material are discussed, with an indication of how the flow scheme is modified. A statement of feasible plant capacities is followed by requirements of raw materials, services, labour, etc., and finally some indication is given of capital costs."

Base metal skarns have provided most of South KoreaÆs Pb-Zn production since the end of the Korean War, with the bulk of production coming from the Yeonwha group of mines. Currently only the Kumho Zn-Pb mine remains in production, while magnetite skarns are mined as iron ore at the old Yomisan and Ulsan base metal deposits. Base metal skarns within Korea fall into two groups; those hosted in Cambro-Ordovician limestone sequences, situated mainly in sub-basins in the northeast of the peninsula and those hosted within carbonate volcaniclastics of the Cretaceous Gyeongsang Basin, in the southeast. Sulphide mineralisation is dominated by sphalerite, lesser galena, arsenopyrite and pyrrhotite, with subordinate chalcopyrite and molybdenite with Ag-Co credits. Skarns are composed of pyroxene-clinopyroxene-garnet-carbonate-quartz and magnetite, grading into silica-chlorite hornfels. Most of the significant deposits display both pipe-like and stratabound morphology. In the Hwanggang district, a zoned distribution of Ordovician carbonate hosted, polymetallic Mo-W and Zn-Pb-Cu-Ag base metal deposits is observed around the margin of a Cretaceous granite intrusion. Similar polymetallic zoning is recognised in the Sangdong district, where deposits include Sangdong (W), Abisan (Au-As) and Yomisan Northwest (Zn-Mo) and Yomisan Southeast (Zn-Cu-Co), hosted in Ordovician carbonates in proximity to Cretaceous quartz porphyry intrusives. The Taebaeksan district hosts the largest deposits at the Yeonwha group of mines. Although production ceased in 1993, significant resources remain, hosted in Ordovician limestone and dolomite that have been intruded by Cretaceous quartz porphyry dykes. Deposits in the Cretaceous Gyeongsang Basin consist of bedding concordant, vertically stacked base metal skarn mineralisation at several stratigraphic horizons, connected by carbonate-base metal veins with a pipe-like geometry. Evidence such as massive sulphide layers and restricted proximal carbonates suggest mineralisation was initially partly syn-depositional, with both base metals and carbonate venting onto a lake floor, being reconstituted to skarns by later magmatic activity. Skarn mineralisation is universally closely associated with the Cretaceous Bulgugsa Series acid intrusive activity. A common intrusive-structural relationship is recognised at some deposits, with bedding plane and imbricate thrust faulting, introducing felsic intrusives as sills. These intrusions probably introduced the base metals, carbonate, boron, heat and silica, which metasomatically reconstituted the carbonate lithologies to form skarn assemblages. The Korean base metal skarn deposits are regarded as Zn-Pb chimney-manto skarns and display similarities to the Mexican manto type deposits.
