The tariff reductions on imports, as a part of on-going liberalisation process in India, has fueled competition within and outside India and has, in turn provided an opportunity to reach global markets. This change calls for quality upgrades and cost-competitiveness without impairing the environment. In this context, gas based processes, contributing to improvement in quality and environment as well as processes where controls are applied when gases inimical to environment are involved, are discussed in a remelt/cast-house scenario. The impact of such processes on fabrication cost of sheet ingot is seen alongwith consumption and cost of materials and compared with a world class standard plant in North America.

CONCESSION from the Chilean government granting the company use of the Rio Salado water stipulates that a minimum of 35,000 metric tons of such salty water must be diverted from the Salado daily, and be disposed of in a manner not to contaminate the Rio Loa to the east of its confluence with the Rio San Salvador at Chacance, Fig. 1. Consequently, the selection of a suitable site for the sulphide plant tailing disposal had the additional problem of the disposal of excess brackish waters. Studies of the terrain in the area directly to the south of the plant indicated that construction of tailing ponds would be costly, and generally unsatisfactory due to excessive slope of the ground, lack of flanking hills, danger of raising the groundwater level thus causing springs along the Antofagasta-Bolivia railroad; and the possibility of creating a dust nuisance at the plant site or at Calama due to blowing sands. Further to the southwest the San Salvador river canyon offered some possibilities and surveys were made at sites A to D, inclusive, Fig. 1. Here again costly dams would have been necessary to impound the tremendous quantity of tailing produced by the new plant, and provision would have to be made to handle a considerable flow of water through the disposal area to the west of the Rio Opache. Additional surveys were made in the area to the southeast of the plant which brought to light the existence of a natural basin of about 14 1/2 square miles, flanked by low-lying hills, and requiring only the most rudimentary dams to close the outlets at the western end. It has been estimated that the Salar de Talabre, as this basin is called, has the ultimate storage capacity of 1 billion tons of tailing with dam heights of only 60 ft. Pipe Line Layout After the decision had been reached to use the Salar de Talabre for the main disposal area various methods were considered for transporting the tailing from the 300 ft diam thickeners to the disposal site, 17.7 miles away. The first plan was to construct a. concrete launder on a 11 pct grade but a survey of this grade line indicated it would not lead directly into the Salar but would terminate somewhat to the north, and from that point on the slope would be considerably less than 1 pct along a natural watercourse. A slope of 2 pct or even 2 ¼ pct in such a rough watercourse or ditch is the ideal, judging from the success of operations at Cananea. Since a simple ditch is the most economical vehicle for the transportation of tailing, it was decided to use one with a 2 ¼ pct grade for as much of the distance as was possible with the existing terrain and to construct a concrete headbox, or forebay, at the terminus of the ditch to supply a steel pipe line leading the rest of the way into the Salar. Referring to the maps of the Chuquicamata area outlining the tailing disposal system, Figs. 1 and 2, one can trace the flow of the tailing from the thickeners to the Salar as follows: The 8-in. spigot pipes from the thickeners (1) discharge into a concrete sump feeding a concrete launder with a 2 pct slope. The launder carries the tailing into a concrete junction box (2) located south of the sulphide plant. The purpose of the junction box is to provide emergency facilities for diverting the tailing flow from the main disposal area to the emergency area. It also provides a junction point for the launder from the sulphide plant's future east extension. The box is fitted with a pair of radial gates controlling flow into the main tailing ditch (6) or the emergency ditch (3) which terminates on the pampa. All ditches are of the same cross section, namely 4 ft wide at the bottom with 1 : 1 side slopes and with a minimum depth of 21/2 ft. Where the nature of the ground demands it, the ditches are lined with stone rubble. The overflow from the plant's 10 million gal reservoir (4) is led into the main tailing ditch by way of a spillway ditch (5). The main ditch terminates in a trashscreen fitted, concrete forebay (7) which serves as a headbox for a 24 in. O.D. x 3/8 in. wall, Dresser coupled, steel pipe (10) and a 12 in. x 8-gage spiral welded, wedge-lock coupled, steel pipe (8). The forebay is fitted with two compartments, one for each pipe, and flow into each is controlled by radial gates. Each compartment is fitted with a 6-in. drain pipe controlled by a rubber pinch valve. "A mine production locomotive, the world’s first applied industrial fuel cell vehicle, has been designed and tested in the context of a number of proof-of-concept projects supported by the Fuelcell Propulsion Institute, an international consortium of stakeholders dedicated to facilitate the commercialization of fuel cell vehicles.The locomotive’s simple electric-powered motor and controller system was ideal to study a number of requirements related to fuel cell power application: hydrogen power plant operation, underground hydrogen use, risk and regulatory requirements, production performance versus the conventional battery- powered locomotive version under measured duty cycles and production requirements, power plant design improvements for other fuel cell vehicles, and cost benefit aspects.This article will focus on the design and testing aspects of this project which has led to successful performance demonstrations of the vehicle under surface and underground conditions at two mines. It will also present information on the creation of a safe, reliable, and efficient power plant that fulfilled its design objectives, including longer productivity time for a given vehicle fill-up."

"The purpose or this paper is to disclose analytical, statistical, and observational results relating to mineralogy and trace elements in respirable dust samples collected from two different mines in West Virginia. Samples were taken from longwall panels, and the panels operated in different coal seams, one located in the northern part or the state and the other in the southern region. Mining conditions and equipment arrangements on the panels will be described along with dust control techniques used. Results from sample analyses are summarized with emphasis on relationships between mineralogy, trace elements and mineral particle size to worker locations. Correlations are made between micro x-ray diffraction and energy dispersive x-ray analyses for sample mineralogy.IntroductionThrough the work of many researchers worldwide, the health of coal miners in modern societies is now protected from harmful exposure to respirable coal mine dust. A vast amount of research culminated in the exposure-response model of Jacobsen, et al, (l) which has been used to establish the 2 mg/m3 exposure limit in the United States. According to the model exposure to respirable dust for 35 years at this level or less could prevent the occurrence of a clinically significant case of coal workers' pneumoconiosis (CWP) in a miner. The exposure limit, of course, must be adjusted whenever greather than five percent free silica exists in the respirable dust.The Jacobsen model was built around a mean mass concentration exposure, which generally showed the highest correlation with both incidence and progression of CWP. As Morgan, et al noted, however, the quantity of respirable dust inhaled is not the only significant factor. 2) They noted that although mass of respirable dust correlates highe.st with the incidence of CWP, it is not a causal factor. Admittedly, the insidious processes causing the disease occur at the lund cell-dust particle level."

In 1976 the Pitjantjatjara Council was established under the Associations Incorporation Act 1985 (SA), for the initial purpose of organising and bringing together three similar Indigenous groups. These members of the Pitjantjatjara Council of Central Australia were demanding land rights and to legally protect their traditional lands. The Land Rights movement was more focused on the South Australian Government that became more receptive to the general notion that Aboriginal freehold land could be attainable.For almost five years, Pitjantjatjara CouncilÆs intense negotiations took place with the Dunstan and Tonkin Governments culminating in the final passage of legislation by 1981. A bi-partisan approach by Government and opposition applauded by all South Australians for its mature and socially responsible actions, in line with the Aboriginal Land Rights (Northern Territory) Act 1976 (Cth). Despite the similarities between South Australian and the Northern Territory Land Rights legislation, there still remains one obvious distinction. In the Northern Territory case, its legislation established æLand CouncilsÆ as statutory authorities that are responsible for the management and use of designated Aboriginal lands. On the other hand, South Australian legislation fails to include any reference to æLand CouncilsÆ as defined in the Northern Territory Act. The intention of establishing such æLand CouncilsÆ in the Northern Territory was, and is to provide legal, anthropological and other expect advisers that respond to the wishes and opinions of Traditional Aboriginal Owners. Negotiations between mining companies and Land Councils, will, after the granting of mining leases, monies are then transferred to those Councils being a percentage of royalty entitlements. While the Pitjantjatjara Land Rights Act 1981 (SA) (Act) does provide royalty arrangements to Anangu Pitjantjatjara (AP), a body corporate pursuant to the Act as a Landholding Body (and not as a æLand CouncilÆ), it does not provide any royalty payments for the legal and anthropological services by the Pitjantjatjara Council for providing essentially similar services as the Northern Territory Land Councils. The limited services by AP do provide complimentary services from other organisations û including the Pitjantjatjara Council. There are approximately 4000 Anangu members who reside on AP Lands and more than 1000 other Anangu members live near AP Lands in Western Australia and the Northern Territory. These people are defined as APÆs æTraditional OwnersÆ by virtue of their affiliation to portions of AP Lands. As a result, the depth and understanding of spiritual beliefs and customs are strongly present as it relates to the whole of the Lands. Most of these members reside at permanent communities that spread unevenly about the northern and south-western parts of AP Lands. In addition, there are numerous æHomelandsÆ where families and extended families have establish homes, with electricity and water supplies on those Traditional Lands (see Appendix 1 and 2 of this paper depicting the map showing AP Lands and also showing stunning photographs taken during late last year). All roads and airstrips are unsealed between communities and Homelands and the essential services to all communities are limited and costly to provide, and require continuous upgrading. Capital expenditure on infrastructure is sorely needed and alarming levels of unemployment is of serious concern. Tjilpi (older) Anangu members have continually discuss the urgency to provide employment and education for the future of their children and grandchildren while balancing the needs of maintaining cultural and spiritual considerations. It is thus a growing realisation by many Traditional Owners that long-term benefits occur as a result of exploration and production of oil or minerals. There are promising results from Primary Industry and Resources of South AustraliaÆs (PIRSA) Aero-magnetic Surveys on the Musgrave and Mann Ranges and soon to be completed surveys of the remaining southern half of AP Lands (see Appendix 3). PIRSA and mining companies û such as Rio Tinto Exploration Pty Ltd and Delta Gold NL û have been more conscious of the necessity for improving the dissemination of information to Traditional Owners and to AP members. With recent findings of large nickel deposits just over the border in Western Australia, there is a strong indication that discoveries may occur on AP Lands as similar geological information is present on the east Musgrave Block. Consequently there are concerted efforts by the legal and anthropological services of the Pitjantjatjara Council to arrange Workshops and Summit meeting to give extra information û particularly information concerning the true effect of large-scale mining operations û to members to properly consider these proposals. Pitjantjatjara Council will play a major role in any decisions effecting Traditional Owners and AP, and will ensure orderly and professional services when dealing with legal, cultural and sensitive matters. This paper addresses the historical and current relationship between Pitjantjatjara Council and AP, with an emphasis on mining operations on AP Lands. It argues that future economic and social development on AP Lands hinge predominantly on the legal recognition of the Pitjantjatjara Council for its ongoing role, responsibilities and protection afforded to AP and its Traditional Owners.

Since the inception of the Ashton (formerly Kalumburu) Joint Venture in 1972 the parties have expended 524 million in exploration for diamonds in the Kimberley region. This has resulted in the discovery of the currently subeconomic Ellendale deposits in 1976/77 and the economic Argyle - Smoke Creek Deposits in 1979/80. In addition to Argyle and Ellendale some 90 kimberlitic and lamproitic bodies have been discovered grouped broadly into three provinces, on the west, east and north margins of the Kimberley block. These bodies range in size from dyke-like features less than one metre in width to pipes with a surface area of 128ha. The bodies with larger surface area are volcanic crater deposits, infilled with air-fall and water deposited tuffs and epiclastic sediments.

Most fatalities in tunnel fires are caused by the spread of toxic smoke. Controlling the spread of smoke is crucial to provide a survivable environment for emergency egress. A properly designed and tuned feedback control loop is required to achieve a target flow that is slow enough to allow pedestrians to escape under different boundary conditions. Feedback control loops are also helpful in optimizing energy consumption under moving traffic conditions. A reliable feedback flow control system requires sophisticated engineering knowhow and experience, careful selection of instruments and controlled variables, and thoughtful implementation from design through field testing and commissioning.

Significant changes in ownership and production of industrial clays have occurred since 2000. Clays covered in this presentation are kaolins, ball clays, smectites, (bentonite), and palygorskite (attapulgite)-sepiolite. IMERYS discontinued production of paper coating kaolins at their Cornwall operations and have expanded their kaolin production in Brazil. J. M. Huber sold their kaolin operation in Georgia to KaMin whose headquarters are in Ft. Worth, Texas. BASF purchased Engelhard?s kaolin and attapulgite operations in Georgia. ActiveMinerals purchased Southeastern Kaolin in South Carolina, Wilkinson County Kaolin in Gordon, Georgia, and Zemex Attapulgite in Quincy, Florida. Chemical Lime purchased Spinks Ball Clay Company in Paris, Tennessee. Most of the ball clays used in Italy and Eastern Europe comes from expanded operations in the Ukraine. Bentonite operations have expanded production in Wyoming and Montana because of strong demand for drilling mud, foundries, cat litter, and iron ore pelletizing. The production and exports of palygorskite in China continues to increase. Nanoclays utilizing sodium montmorillonite, palygorskite, and halloysite are actively being developed.

Le Ministère des Richesses naturelles du Québec has continued development work on the process/or direct reaction 0/sodium carbonate with lithium-bearing silicates(Canadian Patent No. 643,843). Recent process improvements have involved continuous pressure leaching, rather than batch leaching, and higher solution concentrations (over 55 g/l Li2CO3. These improvements have been demonstrated on a pilot scale operating on decrepitated spodumene from the Sullivan Mining Group's Quebec deposit. The new process is expected to be very competitive with the conventional sulphuric acid route. The improved flowsheet and main process steps will be described along with pilot-plant results.

IT appears now that the conflict with the totalitarian states will be a long-drawn-out struggle. The course of this war up to now indicates that this may well be the first major conflict where man power has not been the vital and determining factor. Mechanized warfare has made it possible for relatively small, well-equipped groups to outmaneuver and defeat large armies which lack the necessary modern equipment. Under these circumstances, ultimate victory becomes a matter of resources and productive ability. The important question is not how many soldiers can he put into the field, but the volume and speed in producing the armaments essential to ensure a victory. The resources available to the opposing nations and the efficiency of their systems of enterprise and production will be primary factors in determining the ultimate outcome. Germany had a head start of eight years in the armament race, and it is not easy to overcome such an advantage overnight.

"Under certain conditions useful gravity information of a reconnaissance nature can be obtained with-out measuring elevations by spirit level surveys on the ground. Gravity surveys can become part of a practical exploration program where high cost and slow progress previously hindered their utility. The advantages of the new elevation procedures are realized mainly in remote areas, in areas where ground transportation is slow and difficult and on surveys where the station spacing is large in comparison with the distance of the average optimum level shot. To utilize the advantages, transportation by helicopter or light plane is usually necessary. Methods of obtaining elevation control without leveling include: barometric altimeter survey; photogram-metric -APR spot determinations; methods involving the measurement of gravity gradients. The accuracies of these methods have been tested and compared with the normal accuracy of level surveys. It is felt that each method has its place in reconnaissance gravity work, particularly in the open areas of Northern Canada."

"When I was first asked to prepare this paper and presentation in late June, I thought it might be fun to ""step back and paint the bigger picture."" Having attempted to do this, fun is not the first descriptor that now comes to mind, and speaking dyslexically, I've had 'nuf.'Unlike Nostradamus, or even Orwell, I've discovered that I'm ""clairvoyantly challenged"" and not even the psychic hot-line was of much help, at least with respect to process control! I am somewhat comfortable speculating on evolutionary change, but the radical developments that will arise from revolutionary changes are well beyond my mortal capabilities. Even with evolutionary change, I'm reminded of the lessons of time series analysis which show the prediction error to grow exponentially as the horizon moves into the future. As Macluhan is reported to have said: ""Predicting the future based on the past is a little like driving your car while looking in the rearview mirror!""Having honestly presented my qualifications, allow me to try to look at process control and to offer some conjecture on where we're probably headed. In the end, it is said that: ""The plant of the future will have only two employees, a man and a dog. The dog will be there to keep the man from touching the equipment.1""IntroductionA little less than a decade ago Andy Mular and I co-edited a monograph entitled ""A Practical Guide to Process Control in the Minerals Industry."" The work was commissioned by the senior management of a consortium of Canadian mining companies, since it was widely perceived that control was an area of great economic potential, but one that had not been effectively tapped. The concern was that if the industry could not soon deliver on the ""potential"", the term may well have appeared in the epitaph of what was, to these men, a very attractive investment opportunity. I think it is fair to say that over the past few years process control has clearly established itself as an essential technology in plant operation and optimization. That isn't to say that we get it all-right, all-the-time, but, the circumstances are much different than they were. In the eyes of many, process control has attained the distinction of being considered a mature technology, even though there are still countless avenues for exploration."

[A proposes process for recovering manganese from open-hearth steel-plant slogs is indicated by the flow diagram shown in figure 1. Investigation of the process, the laboratory development of which was reported previously,4/ was expanded to a larger scale. Mixtures of flush slags and limestone were proportioned to have molar [SiO2] ratios of 1.5 to 2.2 and were fired at temperatures up to 2,400° F. In an oxidizing atmosphere. This produced clinker consisting principally me various combinations of the oxides of manganese, iron, aluminum, and magnesium aloe with a dicalcium silicate phase containing the phosphorus. Some tests were made with a continuous sintering machine of the traveling-grate type, but a rotary kiln was the most satisfactory apparatus for this operation. Material was fed at 150 to 200 pounds per hour after first being agglomerated either on the sintering or else binder extruding and drying finely ground mixture of the sing, limestone, binder, and water. Tests with slag; from tree different source indicated overkill manganese recoveries of 65 to 80 percent by ammoniacal-ammonium-carbonate leaching.]

Physical modelling is one of the research tools in the understanding of the failure mechanisms and the deformations likely to be experienced by the strata during mining operations. Success of the physical models to predict the strata behaviour depends on satisfaction of the scaling requirements in modelling material used. This paper gives results from a laboratory work carried out into the factors influencing the strength and elastic properties of a physical model material to satisfy the scaling requirements determined from application of dimensional analysis to the pertinent variables affecting the deformation and failure of the underground structures. It was found that the conditions for preparing the material over its composition had a great influence on the final properties. The effect of different water quantities, sand size and mixing time upon the properties of modelling material was studied and water requirement for different proportions of sand/plaster to prepare the material was optimized. Various sand/plaster ratios of compositions were cured at three different levels of oven temperatures. Curing at low temperature produced material within the average modulus ratios ranging from 290 to 432, which are common to most rock types according to Deere?s rock classification, whilst curing at high temperature produced material within the low modulus ratios ranging from 64 to 140 depending on its composition. A combination of low and high temperature curing resulted with an increase in modulus ratio compared to high temperature curing. Curing the material at low temperature compared to other curing temperatures provided a satisfactory range of strength ratio. It has been shown that the relative amount of filler to plaster in the mix controls the frictional properties of the material and results with an increase in strength and modulus ratio of the material provided that suggested preparation and curing conditions were applied. Model material developed by curing at low temperature simulated modulus ranging from 241 to 343 and strength ratios ranging from 11.6 to14.8 of a coal mine rocks, satisfactorily.

This paper presents a case history on mitigating vibration problems associated with the installation of steel sheetpiles. The project in-cludes installation of steel sheetpiles for a utility trench within 40 feet (12.2 meters) of a very sensitive manufacturing facility. Numerous production line quality control instruments and manufacturing processes within the manufacturing facility are extremely sensitive to vibrations. To minimize the impact to the owner, we specified that the contractor perform a vibration study using different types of pile hammers. The results and conclusions of the vibration study are presented in this paper.

In the wake of the collapse of the ceiling panels in the I-90 section of the Central Artery/Tunnel (CA/T) Project in 2006, the long term performance of tunnels became the focus of the tunneling industry. At the time of the accident, the tunnel had been open to traffic for about 10 years. This paper will discuss design methods and considerations to improve the long term performance and durability of a tunnel. The major problems found during the inspection of several tunnels will also be presented and the causes for these problems will be discussed.
