In future years, decision makers in the coal industry will make more and more decisions based on information from computer-based models. Whilst the use of such techniques will provide many advantages for coal companies, particularly in terms of efficient utilisation of their human resources, it is equally important for the decision makers to have an awareness of the limitations inherent in each particular computer-based model being used to provide information for the decision making process. A recommended procedure for identifying such limitations - by analysing the 3 major elements of the model - is presented. The human aspects of increased use of computer-based techniques are emphasised throughout the paper.

This paper presents results obtained by consider ation of unstable miscible displacement within a porous medium as a quasi-turbulent displacement process, that is, a process characterized by fluctuations around a simpler, mean flow behavior. The instability usually results from the miscible displacing fluid having a viscosity lower than that of the displaced fluid. Such instability is evidenced in suitable experiments by the presence of viscous fingering. A unified theoretical relationship applicable to both stable and unstable displacement is derived. Parameters in the theory are obtained by empirical means. Although the theory describes an idealized conceptual model, agreement with experiment is quite reasonable up to moderately adverse viscosity ratios, such as 17:1. INTRODUCTION Many experimental studies of miscible displacement in porous media have been conducted with prediction of reservoir displacement efficiency as the ultimate objective. Most such studies have utilized lower displacing than displaced fluid viscosity, scaled to potential reservoir fluid pairs. Theoretical approaches have been largely limited to unit viscosity ratios, however, in spite of the necessity for an understanding of the mechanism of the unstable, adverse viscosity ratio displacement process. An obvious reason is the difficulty of describing in mathematical form the viscous fingering characteristic of these conditions. Observation of experiments conducted with dyed fluids in transparent systems suggests an analogy between unstable miscible displacement and turbulent flow in a pipe. In both cases there are fluctuations around a simpler, mean flow behavior. An important difference is that flow behavior of interest in the porous medium is entirely transient, contained within a transition zone between displacing and displaced fluids. Transient behavior complicates description in that coefficients in the equations become variables rather than constants. In the study reported here, the analogy with turbulent flow has been used in treating unstable miscible displacement as a quasi-turbulent displacement process. The purpose has been to derive, even if restricted to an idealized conceptual model, a unified theoretical relationship applicable to both stable and unstable displacement. A relationship meeting these specifications up to moderately adverse viscosity ratios, such as 17:1, is presented. One fluctuation parameter in the theory and dispersion coefficients are obtained by empirical means. The idealized theory is compared with experimental results. UNSTABLE MISCIBLE DISPLACEMENT AS QUASI-TURBULENT DARCY FLOW The miscible displacement of one fluid by another within a porous medium is considered in this study. Flow conditions are such that Darcy's law is applicable. It is further assumed that, by the stability criterion proposed by perrine,1 initial flow conditions lie well within the regime of instability. Thus substantial viscous fingering is assured. We wish to show how this flow regime can be represented as quasi-turbulent. That is, the Reynolds number for the established flow conditions is below that for inertial or turbulent flow within a porous medium, and lies within the regime for which Darcy's law is valid. Yet flow behavior can be described as the combination of some relatively simple average result, and characteristic fluctuations that are superimposed on the simpler behavior. Stated another way, flow behavior includes the movement of layers of fluids with different velocities past or over one another. Such descriptions are characteristic of turbulent pipe flow. The fluctuations in the present case are a direct consequence of the local viscous fingering which accompanies the unstable displacement process. Should displacement become stable, fluctuations would die out. It is of particular importance to note that fluctuations such as these can interact in a way that contributes to material transport by the basic flow. The basic transport equations required for engineering calculations must be modified to reflect this fact.

Cortez Gold Mines, the United States' third largest primary producer of gold, commenced continuous operations on January 10, 1969. The decision to proceed to production was made in March of 1968 and construction of the mill and stripping operations for the pit began in April and July, respectively. Anomalous conditions on the slope of Mt. Tenabo along the Roberts Mountain thrust fault zone were discovered by the U.S.G.S. while conducting geochemical surveys in the old Cortez silver district. Following the discovery of gold an intensive program of drilling was organized. Drilling outlined an orebody with 3.5 million tons of ore averaging 0.28 ounces of gold per ton. It was on the basis of this reserve that a 1700 t. p.d. cyanide plant was designed. Needless to say, with such a limited ore reserve, economies in design and construction would have to be observed. Cortez Gold Mines is a joint venture with American Exploration & Mining Co., The Bunker Hill Company, Vernon F. Taylor, Jr., and Webb Resources, Inc. , as partners. Many underground projects now include preparation of a Risk Register through planning and design as a tool for project and risk management. There is still significant discussion within the industry as to whether and how to best present the Risk Register through the bidding process and the construction phase of a project. While the ITIG Code of Practice for Risk Management of Tunnel Works recommends this approach of continuity in risk management procedures, it is silent on the specifics of how this should be achieved. IN the zeal for opening up new ore-bodies, or for. extracting the ore from attractive bodies gal ready opened up, we very often lose sight of the fact, that, after all, the operation of a mine is a business proposition, pure and simple; and for the best working-results should be treated upon a strict business basis. Of course, in every mine of consequence a record is kept of expenditures and receipts, and such glittering generalities as "gross receipts," " net receipts," " mining expenses," .and " per cent. profit," can be told to the cent; but does this . record show economy of management, either as compared with the same record of other months, or as compared to the record of other mines of the' same class ? Moreover, if such a record shows that the cost of mining is high, does it in any way en¬able the manager to put his finger on the leakage? Does it necessarily follow that a mine which makes a profit of, say, 40 per cent on 25-dollar ore, is doing less economical mining than one which saves 60 per cent on 80-dollar ore ? Of course the figures in the latter case look the more attractive, but when it comes to a point of saving everything which can be saved, and of cutting down expenses to the lowest possible cost of operation, the former mine is doubtless on the most firm and economical financial basis. But as the relative merits of the system of mining in the two cases, nothing could be decided without a basis of detailed comparison ; if one system is more economical than the other, why is it so, and wherein does the advantage lie ? This can be shown only by keeping accurately the cost of each mining operation. And no matter how dissimilar two mines may be in character and operation, yet there are a few general heads common to all mining operations. Manitoba Mining and Milling operations consist of three underground mines (Thompson T1, T3 and Birchtree), feeding the Thompson Mill. Three years ago, a collaborative effort involving Mines Exploration, Mines Project Development Group, Mill Technical Services and Vale Base Metals Technical Excellence Center was initiated to establish and verify the cause of high variability in concentrate quality and Ni recovery at the Thompson Mill. One outcome of this work was a program to systematically characterize the mineralogy and metallurgical performance of current and future orebodies feeding the mill. Mineralogy results show that high value enabling ores typically have a high pentlandite to pyrrhotite ratio and benign silicate mineralogy (mostly quartz and feldspar from sedimentary host rocks), while metallurgically challenging ores contain some combination of pyrite and/or hexagonal (non-magnetic) pyrrhotite and/or elevated quantities of talc (with associated carbonates) derived from altered ultramafic host rocks. The metallurgical performance of these two ore types has been simulated by an Excel particle flotation model, which calculates the relative floatability of particles based on the particle’s mineral composition and mineral locking determined from MLA images. The relationship between these mineral properties measured by MLA and metallurgical performance was established using 13 monthly composite samples from Thompson Mill. The model was then validated with results of laboratory flotation experiments on individual orebodies submitted for evaluation. The validated model can be used to predict plant metallurgical performance based on individual ore bodies feeding the mill. Individual orebody’s grade-recovery curves are assumed to be additive, and can be weighted in proportion to the mill feed to predict mill recovery over the same time period. The ore mixing can be done with a simple Excel spreadsheet and comes with a graphical output for easy visualization of the resulting grade-recovery curve.

A pilot-scale treatment study was conducted on a copper-zinc bearing metal mine drainage using a pipeline treatment system called the In-Line System (ILS). The objective of this U.S. Bureau of Mines study was to determine whether the ILS could be extended from the treatment of coal mine drainages to the treatment of metal mine drainages. Hydrated lime (Ca(OH)2), quick lime (CaO), and caustic soda (NaOH) were used to neutralize the drainage. A novel reagent slurry of Ca(OH)2 and type C fly ash was also evaluated. Except for Ca(OH)2-fly ash slurry, treatment performance was evaluated for all reagents at pH values of 7,8,9, and 10. The Ca(OH)2-fly ash slurry was evaluated at a pH of 10. All reagents tested neutralized the metal mine drainage and substantially reduced the dissolved metal concentrations. It was concluded that the ILS could be useful in the treatment of metal mine drainages.

Maintaining, managing and manipulating large quantities of geologic data can be a very costly and time-consuming process. The use of computer-based methods can provide some relief to the problems of editing, displaying, and interpreting spatial geological data. ENCORE is a system designed specifically for coal orebody modeling and reserve esitmation where the geologic data is stored on a large mainframe computer and is accessed from a local work station for editing, manipulating, and producing various reports and high-quality engineering maps. The ENCORE system was designed for use by the geologist or mining engineer with little or no computer background and, additionally, it was designed to provide the geologist or mining engineer enough flexibility to be able to select the appropriate methodology for the orebody being analyzed. The various analysis tools incorporated into ENCORE can significantly increase the professional's productivity without burdening he or she with the need to understand the details of the internal computer language.

The existence of phosphate of lime within the State of Florida has been known for over a decade; but until the spring of 1887, the extent and value of its deposit.;, possibly with one exception, were unsuspected. In that year Col. T. S. Moorehead, induced by a statement made by Mr. J. F. Le Baron, examined the gravels of the Peace river, recognized the importance of the deposits, acquired such tracts as were regarded as desirable, and established the pebble-phosphate industry, making his first shipment in May, 1888, to the Scott Manufacturing Company, of Atlanta, Ga. The establishment of the pebble-phosphate industry upon Peace river was followed, a year later, by the discovery in Marion county of an entirely different class of phosphate, now commonly known as hard-rock phosphate. This discovery was made early in June, 1889, by Mr. Albertus Voght, in a well which he was sinking upon his place near the site of the present town of Donnellon, about 20 miles southwest of Ocala. To it, more than to any other cause, is due the rapid and remarkable development of the present great industry of the State. It was, however, Mr. John F. Dunn, of Ocala, who turned to advantage the accidental discovery of Mr. Voght. After acquiring a knowledge as to the chemical composition and value of the material, Mr. Dunn and hid associates purchased several thousand acres of land and organized the Dunnellon Phosphate Company for active operations. From Dunnellon as a center, prospecting rapidly extended in all directions, until at the present day important mines have been opened over a well-defined tract more than 200 miles long and about 6 miles wide. The Malvern Hills coal project is now in an advanced stage of development with the stripping of overburden from above former underground workings in which a 3 m seam of subbituminous C coal with very low ash and sulphur was previously mined. The main seam dips at 45¦ to the south-east, along with other adjacent potentially recoverable thinner seams, and the strike extent of past coal mining in the Malvern Hills approaches 10 km with most extraction by underground methods. Overburden and interburden is predominantly weak mudstone, with only very minor sandstone, whilst a 1 - 2 m thick veneer of Last Glaciation loess covers the area. The coal product from the present mine site will supply the local industrial market, with production planned to peak at about 20 000 tpa. Settling pond design has been based on several different approaches, including an estimate of likely inflows from the contributing catchment of about 5 ha under predicted storms having a ten year recurrence interval. A pond of about 1000 m2 in area has been constructed with its invert in mudstone bedrock, and soil slopes have been lined with lime-stabilised clayey loess silt incorporating a gravel armour layer. The pond outflow takes place via a 2 m high 1.8 m diameter concrete dewatering tower, with a skimmer arrangement to lower the pond by approximately 500 mm between storm events. The overflow water discharges to the main stream above a natural wetland, which will act as a secondary polishing pond, and this is to be enhanced in conjunction with the neighbouring forestry company. Discharge consents specify turbidity and pH as the controlling criteria, and both will be monitored at the settling pond discharge point as well as at the entry to the main stream. Investigations to date indicate that the pH of water exiting from previous underground workings is in the range 6.8 to 7.2, and that acidic drainage will not be an issue with this mine site. No dispersive clays have been identified in assessing the overburden and batter materials, although erosion during storm events is expected and all drains will ultimately be routed through the main settling pond to ensure adequate control of runoff-generated sediment. Reestablishment of vegetation on cut and fill batters remains a priority, and ongoing monitoring will ensure satisfactory long-term performance of the pond system.

Forty years ago the atom was split and the Age of Fission dawned. Uranium was the element used in this earth-shaking accomplishment. Thitherto almost unknown to the man in the street, uranium soon became widely and persistently sought. And the quest for this unique material is not likely to diminish during this century. To find is one thing; to own is another. Who owns uranium in the ground? Where no mineral rights in the land have been severed by devise, grant, reservation or lease, the uranium belongs to the fee simple owner of the land. But where there has been a conveyance or reservation of all or part of the "minerals", determining WHAT a substance is has been the traditional way of determining WHO owns it. What, then, is this element called uranium? The 1907 edition of Watts Dictionary of Chemistry calls it "a lustrous, hard, silver-white metal". Of nature's three prime divisions it falls within the embrace of the mineral kingdom - substances neither animal nor vegetable. In its natural state uranium always is combined with other elements or substances in the form of an ore mineral. May we, then, put to rest any doubt or question as to the nature of uranium and classify it for all purposes, including that of ownership, as mineral? Not quite! That self-same logic would find oil and gas primly ensconced in the animal or vegetable kingdom. Technically, oil and gas are not minerals but legally they have been classified as such. Why? The Supreme Court of Tennessee sought the answer in 1897 in the case of Murray v. Allard, 43 S.W. 355. After citing authorities pro and con, and while admitting their origin to be "decomposition of marine or vegetable organises" that court firmly concluded that since they were obtained by a form of mining, oil and gas were minerals. From the above example two elementary truths emerge. First, for purposes of ownership, uranium is and will be whatever the courts say it is. Secondly, the courts historically and currently favor a practical rather than technical test to determine the "mineral" character of a substance. So now we turn to the jurisprudence for enlightenment and definition. EARLY CASES ALLOT URANIUM TO MINERAL OWNERS Two early cases involving the ownership of uranium followed what had been well-settled mineral within the meaning of the conveyances involved, confirming ownership in the mineral owners. In 1956 the U. S. District Court for New Mexico in the case of New Mexico and Arizona Land Company v. Elkins, 137 F. Supp. 767, appeal dism'd 239 F.2d 645 (10th Cir. 1956), found that a 1946 deed reservation of "all oil, gas and minerals underlying or appurtenant to said lands" included uranium and thorium. The court reasoned that uranium and thorium, being minerals within the scientific, geological and practical meaning of the term, would certainly constitute minerals within the purview of the reservation. While agreeing that uranium and thorium were "minerals", defendants argued that at the tine of execution of the conveyance it could not have been the intention of the parties to reserve them because they had no commercial value in the locality and were, in fact, not known to there exist until their later discovery in 1950. The court re¬jected, as a matter of law, this "lack of knowledge" theory citing the Supreme Court of Kentucky holding in Maynard v. McHenry, 113 S.W. 2d 13, that: "The mere fact that a particular mineral has not been discovered in the vicinity of the land conveyed or is unknown at the time the deed is executed rules of construction and held that uranium was a does not alter the rule . . ." that a grant or exception of "mineral" in a deed includes all mineral substances which can be taken from the land unless restrictive language is used indicating that the parties contemplated something less general than all substances legally cognizable as minerals. Further, argued the defendants, the only feasible mining procedure for such substances was open pit or strip mining, which would destroy the value of the land for grazing or agriculture. Finding that the language of the reservation was clear and unambiguous, the court would not permit the admission of extrinsic evidence as to mining procedures required. Elkins is the first uranium case construing the granting clause involved. In 1958 the Texas Court of Civil Appeals at San Antonio, in Cain v. Neuman, 316 S.W. 2d 915, no writ, held that a 1918 lease conveying "all of the oil, gas, coal and other minerals in and under" the land involved covered uranium. The lease provided a royalty of 1/10th on "other minerals." "We find no Texas precedent which discusses uranium," said the court, "but the usual arguments that uranium is not embraced within a lease are that the ejusden generis rule excludes uranium from the meaning of the lease

En ese sentido, Antonio Raimondi menciona que probablemente fue Gratón, el primer túnel de desagüe en Casapalca: «la veta de San Antonio es drenada mediante túnel socavado hace poco tiempo y recientemente terminado. Esta conecta con áreas de trabajo situadas por debajo de las ya inundadas de modo que, para efectuar el desagüe, solo tendrá qµe perforarse en plano inclinado. Los túneles Graton tendrán poco más de 11 km, los cuales pueden perforarse desde accesos en el Valle del Río Rimac, poco más arriba del pueblo de San Mateo, en un punto denominado "Carbonyacúpalabra" quichua que significa «agua de carbón». Asimismo, estos túneles gemelos se terminarán bajo el pozo de la mina Aguas Calientes de Casapalca. Expert control of grinding and flotation plants has been successfully used in the minerals industry since the 1970?s. The earliest of these systems were written in a hard-coded fashion in FORTRAN, BASIC or Pascal. Second generation systems were built using the first experimental expert system shells that were being developed in the artificial intelligence community. Later systems were deployed in expert system shells designed for real-time processing plants that also included the ability to model the process with neural network models and optimize setpoint selection through the use of genetic algorithms. Significant performance increases have been achieved using these systems, but in general, they suffer from the static nature of their rules and to a degree the process models also. Typical improvements quoted in the literature suggest throughput rate increases of 4 to 8 percent and recovery increases of 1 to 4 percentage points. In over 30 years of designing and installing expert systems we have never seen performance numbers less that these but have often seen numbers in excess of the high values. However, once the system has been installed and tuned up the performance usually does not improve much thereafter. Granted, the initial increases in throughput rate and recovery are significant but a question always lingers, that is, can the expert strategies be modified further to squeeze a little more improvement out of the system. The answer to this question is a resounding yes, however a complete understanding of what we do well as designers and operators of expert control systems is required as well as how we can improve upon our best practices is required to move us from the performance plateau we have been on for a number of years to a new higher level of performance.

Union Carbide_ began looking seriously at heap leaching in 1971. At that time some 1.6 million tons of mineral averaging 0.040% U308 were stockpiled at various sites around the Gas Hills, Wyoming, uranium facility. Several alternatives for economically exploiting these reserves were considered and heap leaching seemed the most attractive. At the time, Western Nuclear Inc. was operating a heap leach project nearby in which the low-grade ore was leached with sulfuric acid, the product liquor treated in an on-site solvent extraction circuit, and the stripped product liquor re-acidified and recycled. They were most generous in allowing us to visit their site, answering our questions, and were helpful in discussing the problems associated with heap leaching. They confirmed our belief that, it was possible to operate a heap leach profitably on material too low grade for. conventional milling. Based largely on what we had learned from Western Nuclear's experience, a program was set up involving a laboratory study to determine the characteristics of the mineral stockpiles as related to heap leaching and to conduct a pilot heap leach adjoining our Gas Hills mill. Basically, the pilot heap construction and leach procedure were similar to those described in the literature(1,2) with certain modifications to permit detailed monitoring of the operation. In May, '1972, the decision was made to construct a test heap. The UCC plant at Gas Hills, Wyoming was selected as the most appropriate site for the follow¬ing reasons:

"The purpose of this study is to explore how the geochemical and petrographic components of coal may impact its physical properties, as well as how these components correlate with a history of reportable dynamic failure in coal mines. Dynamic failure events, also termed bumps, bounces, or bursts, are the explosive failures of rock in a mining environment. These events occur suddenly and often with no warning, resulting in worker injury up to and including fatality in greater than 60% of MSHA reportable cases. A database of variables was compiled using publicly available datasets, which included compositional geographic, strength, and Hardgrove Grindability Index (HGI) data (ACARP, 1998). Results indicate that bumping coals are less mature, lower in carbon, higher in oxygen, softer, and less well cleated than coals that do not bump. High liptinite content was found to correlate with higher average UCS values. However, no clear, direct correlation between UCS and dynamic failure status was observed. The findings of this study establish that differences exist between coals that have experienced reportable dynamic failure accidents versus those that have not. These differences are inherent to the coal itself, independent of mining-induced risk factors. Results further illuminate how compositional attributes of coal influence physical properties and begin to clarify potential links between geochemistry and dynamic failure status. Only through the better understanding of risk can more effective mitigating strategies be enacted.INTRODUCTIONDynamic failure events, also termed bumps, bounces, or bursts, are the sudden failures of rock in a mining or quarrying environment. Failure occurs when the rock’s critical bearing capacity has been exceeded and the rock fails energetically through the outward expulsion of rubblized material (Peng, 2008). These events occur suddenly and often with no warning, resulting in worker injury up to and including fatality in greater than 60% of reported cases through the Mine Safety and Health Administration (MSHA). Much research has been devoted to the prevention of these events. The effects of overburden depth and stiffness, mine design, mining practices, and in situ stresses are well documented (Agapito and Goodrich, 2000; Brauner, 1994; Campoli and Kertis, 1987; Holland and Thomas, 1954; Iannacchione and Zelanko, 1995; Lawson et al., 2016b; Mark, 2016; Newman, 2002; Peng, 2008; Whyatt, 2008). Despite these significant advancements in coal mine ground control, however, events continue to occur. Proactive risk mitigation remains an important research area. This is particularly true in underground coal settings, where the rockmass is layered, lithologically diverse, and does not exhibit consistent material properties across deposits.Many conditions have been associated with the occurrence of dynamic failure phenomena, including:"

The development of a noise attenuated compressed air driven fan is described. The fan, which employs the jet reaction principle, possesses blade extension pieces which penetrate into an acoustically treated annular chamber. The dominant noise source, namely the air jets, is thereby partially suppressed. In addition, the increased moment arm of the jets leads to an improved propulsion effect which contributes to the improved aerodynamic performance of the unit.A typical measure of the improvement of this type of auxiliary mine ventilation unit is a 4 per cent increase in efficiency and a 10 dB (A) drop in sound level for a fan duty of 0·5 kPa and 1600 litre/s. This degree ofattenuation corresponds to at least halving the loudness level, a subjective noise measure.

It has been noted that there exist certain .regularities in distribution of the above mentioned geophysical characteristics and metallogenic zones within the Belt, displayed by prevalence of the lithophile elements in the Asia-Australian part of the Belt, and of the chalcophile ones within the American part.

EDC established an Environmental Review Framework in 1999. Throughout the early fall of 2001, the Corporation held public consultations across Canada to strengthen that framework, leading to a public release on November 15, 2001 of a report summarising the results of these consultations. Following this, the Corporation implemented strengthened environmental review requirements in the form of its Environmental Review Directive, in compliance with legislated amendments to Canada?s Export Development Act that went into effect on December 21, 2001. Over the past few years, there has been a global trend towards an increase in the social and environmental requirements of multilateral/bilateral financial institutions and export credit agencies. More recently, this activity has focussed on capturing institutions that have not yet adopted similar requirements and, more specifically, on developing a convergence of the requirements from institution to institution. This paper describes EDC?s new ERD and some of the initiatives that have taken place or are in process that are moving international financial institutions toward converging their environmental and social requirements for projects in the private sector.

Mineralogy and physico-chemical characteristics of a nickel hydrometallurgical residue and recovery of iron-bearing minerals by flocculation-magnetic separation were studied. The results show that the nickel residue is super-fine and fraction less than 0.045mm reaches 85.4%. Ferrous minerals are chiefly magnetite and ferruginous glass. Magnetite accounts for 31.7% and exists as free magnetite. Ferruginous glass is of multicomponent amorphous substances with low-iron grade but strong magnetism, and accounts for 39.9% of total iron minerals. Addition of flocculants increases granularity and magnetic force of fine iron-bearing particles and improves iron grade and recovery. The tests with flocculation separation show that a concentrate assaying 56.68% Fe with 81.72% recovery was obtained in a magnetic tube. A concentrate with 56.92% iron grade and 67.96% recovery was obtained by flocculation-magnetic separation with a magnetic cylinder.
