Output of mineral products was estimated to be unchanged in 1983 from that of 1982 with the exception of petroleum. The country began production of crude oil from the Seme Oilfield, and all output was exported. Wd and charcoal constituted 72% of Benin's total energy consumption, and imported petroleum products and electric power accounted for the remainder. Cement was produced from imported clinker. The gross domestic product (GDP) was $1,061 million in 1982, the latest year for which information was available.2 COMMODITY REVIEW Gold.-Exploration was underway at Perma by the U.S.S.R. as part of the United Nations development program. Gold had been produced previously at Perma, where a grade of 0.289 troy ounce of gold per ton was reported, An exploitation program for the deposit was to employ about 100 people, and output was targeted to reach 1,600 troy ounces per year. Recoverable reserves were put at 96,000 troy ounces.

Igneous rock exposures occupy only a minor portion of surface area (<18 mi2) in Arkansas, and are divided into two major groups: nepheline syenite (7 mi2) and syenite complexes (8 mi2), with various dikes and sills representing the remaining surface exposures. The syenite complexes have been the sites of major vanadium and minor titanium production during the past 50 years. Nepheline syenite exposures were important in the early production of locally used building stone; however, aggregate and roofing granules have now become the principal market for the production of nepheline syenite in Arkansas. Nepheline syenite intruded into a sequence of Paleozoic sedimentary rocks in Arkansas and is exposed in two areas: in Saline County near the town of Bauxite, and in Pulaski County at Granite Mountain, just southeast of Little Rock. Although the central Arkansas region had been investigated thoroughly for bauxite by the early 1950s, the nepheline syenite resources of the region have yet to be evaluated systematically by the state. Arkansas nepheline syenite was evaluated for its ceramic uses in 1952. Some recent industry interest has revolved around its potential use as a sand-blast abrasive. The largest exposed areas of nepheline syenite, located at Granite Mountain, currently are being mined by the Minnesota Mining & Manufacturing Company (3M) and McGeorge Contracting (Granite Mountain Quarry). 3M has been in operation since 1947 and mainly produces roofing granules. A fine powder produced by 3M during crushing that is marketed under the name Donnafill? recently has seen use as filler in self-compacting confined construction and as an additive (frit) in common brick. Since the early 1960s, Granite Mountain Quarries has produced a variety of aggregates, ranging from riprap to industrial sand, and recently constructed a computerized hot-mix-asphalt production facility. Approximately 4.5 million tons and 1.2 million tons of syenite were produced from Granite Mountain and 3M, respectively, during 1979. No production values are available after this date; however, combined production from both quarries is estimated to be at least 6 million tons annually.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

The CANMET diesel-related work, carried out in cooperation with the Canadian mining industry, resulted in the identification of several useful R/D studies. One such study was the development of a dash-mounted alarm signal system to indicate overexposure of production LHD diesel vehicle operators to toxic contaminants in a mine environment. The resulting instrument has been called the [CO2 Exposure Meter]. This meter is particularly applicable to LHD machines because previous investigations have indicated that operators of LHDs and some haulage truck drivers are exposed to up to 200% of the contaminant concentrations measured in the general mine return air. This paper describes the development of the system which continuously monitors and displays the operator&apos;s exposure to diesel pollutants, and indicates an overexposure by an alarm light. The overexposure limits are preset by mine personnel based on carbon dioxide (CO2) measurements, which in turn are related to simultaneous spot respirable combustible dust (RCD) measurements (or to Air Quality Indices - AQI, if available). The CO2 settings are, in general, related to the engine/exhaust treatment selections, vehicle duty cycle and local ventilation rates and efficiency. The system continuously displays one of three lights: green for underexposure, yellow for caution, and red for overexposure. Overexposure can occur for several reasons, such as: reduced ventilation, malfunction of the diesel vehicle, and excessive airborne contaminants. The paper confirms satisfactory operation of the system in a laboratory-simulated mine environment, as well as in field trials.

A study was made of the effectiveness of dust-control methods being employed in connection with continuous-mining operations. Airborne dust exposures of workmen and dust loadings of return air were determined for six types of continuous-mining machines. The conditions required for control of dust exposure are summarized and include ventilation of the working face by an exhaust system. Return-air dust loadings ranging up to 13 pounds per hour are reported.

The economics of recovering slimes by gravity concentration, except in a few highly specialized cases, was hampered by the lack of suit- able high capacity equipment. However, in the last decade increasing cost of power and reagents, coupled with the development of high capacity units, has led to a reappraisal of the benefits of slime gravity concentration. This paper seeks to analyze the merits of gravity concentration, and the constraints placed upon it by the laws of motion. It traces the recent developments of unit processes, and their application to a wide range of minerals. The economics of gravity concentration are also discussed.

This Bureau of Mines report is the second of a series of process evaluations planned to determine the relative processing costs of producing metallurgical-grade alumina from low-grade aluminous materials. Included in these evaluations are recommendations for additional research and development to improve the processes and to lower their costs. The design for each process is based on published work. The processes considered in this report are designed to extract alumina as aluminum chloride from calcined clay with 20 percent hydrochloric acid and to remove the silica residue by filtration. Iron is removed by one of the following processes: Isopropyl ether extraction, in which iron chloride is extracted before decomposing the aluminum chloride; gas precipitation, in which the aluminum chloride is precipitated with hydrogen chloride while leaving the iron chloride in solution; gas precipitation-isopropyl ether extraction, in which the aluminum chloride from precipitation is extracted with isopropyl ether, if necessary; caustic purification, in which a crude alumina is produced and then purified by a modified Bayer operation; or sinter purification, in which a crude alumina is produced and then purified by a lime-soda sinter operation. Mark Twain once observed that "Everyone complains about the weather but nobody does anything about it." Not too long ago, the same observation held true for the problem of air pollution. During the past 25 years, however, the mounting concern over air pollution has spurred industrial and governmental research to find ways and means to combat the menacing situation. But for all the time and money spent in recent years to fight it, air pollution is still a major problem in most industrialized communities in America. At the SME Fall Meeting last September, coal&apos;s responsibility for such pollution was aired at an informative panel discussion moderated by Ernst Hall. The many-sided problem of air pollution became readily apparent as five experts, representing industry and government, parlayed over the task of cleaning up dirty air. Their opening comments are reprinted here.

However, when it does happen, nothing is more frightening than the sudden shaking of the earth beneath us - after all, we think of the ground we walk on as the unyielding, solid underpinning of our existence.

Interest in the western oil shales of the US began in about 1908, with the first retort in Colorado constructed in 1917. The most successful early developments were near Elko, NV, where the Catlin Shale Products Co. produced more than 1.9 dam3 (12 000 bbl) of shale oil during 1920-1924 and at Rulison, CO, where a US government operation produced about 570 in 3 (3 600 bbl) of shale oil during 1926-1929. Plentiful low-cost crude oil was developed about this time and shale oil was of little or no interest until after World War II. From 1944 to about 1972, several companies, and the US government, operated shale oil mines and recovery plants in Colorado. While technical successes were achieved and an estimated 40-56 clam&apos; (250 000-350 000 bbl) of shale oil were produced, economics were not favorable and commercial production was not achieved. In recent years domestic production of crude oil supplies has not kept pace with US consumption. The growing shortfall has been met with imports. The cost of imported oil has continued to escalate and increased US dependence on petroleum imports are national concerns, because of the negative impact on US balance of payments and an increasing dependence on other nations for US energy needs. In 1978, petroleum imports equaled about 44% of demand, up from 23% in 1970, but down from 48% in 1977 because of availability of Alaskan North Slope crude oil. Reduced domestic consumption and other factors have reduced current imports to about 40-45% of de¬wand-but at ever increasing cost. The growing shortage of crude petroleum and its increasing cost have resulted in renewed worldwide interest in oil shales. In the past, the main obstacle to oil shale development (progress toward commercial production) has been economics-shale oil cost too much to develop and thus could not compete with conventional petroleum crudes. Even with today&apos;s inflated energy prices, some experts say the production of synthetic crude oil from oil shale is, at best, marginally economic. A study of subsurface waste disposal in the United States shows that in eight States a wide variety of industrial wastes are being injected into formations ranging in age from Precambrian to Recent. More than 30 wells ranging in depth from 300 to 12,000 feet are used for waste disposal into subsurface formations which include unconsolidated sand, sandstone, vugular limestone, and fractured gneiss.

LKAB’s Kiruna Mine, located above the Arctic Circle in northern Sweden, is the second-largest underground mine in the world today. The orebody is a world-class high-grade magnetite deposit, from which three raw ore products are extracted. We use mixed integer programming to determine a production schedule, i.e., which production blocks to mine, and when to start mining them, so as to minimize deviation from planned production quantities while adhering to the operational constraints of the mine. The resulting model contains thousands of binary variables and a commensurate number of constraints, precluding us from obtaining a schedule in a reasonable amount of time. Finnish mining traditions date back 400 years. The country was then one of Europe&apos;s major iron producers. Most of the mines in current operation, however, were started during the last 20 to 30 years. The Finnish mining industry must make do with limited resources. Deposits are usually low grade and small in size. Open-pit methods are used where possible. But thin ore bodies and harsh winters can impose severe restrictions. Underground mining is often the only option. Despite these handicaps, Finnish metal miners produce copper, nickel, zinc, vanadium, iron ore, cobalt, and ferrochrome. Ironically, the success of Finnish mining is rooted in a crisis the industry faced several decades ago. Mining costs were rising. High grade mineral deposits were nearly exhausted. It was vital that Finland develop new mining machinery and methods that afforded higher productivity. Cooperation between the Finnish mining industry and its equipment manufacturers was good. Partly as a result, the Finnish mining industry has turned itself into one of the most modern and efficient in the world. The Finns did this while continuing to meet the stringent safety and environmental requirements in force in the Nordic countries. Today, the share of domestic raw materials used by the Finnish metallurgical industry is decreasing. So the country increasingly depends on imports of ores and concentrates. To better provide these imports, Finnish mining companies have expanded their foreign operations. And, while importing raw materials, the mining industry has been exporting its technological and equipment know-how and expertise. Mining methods Conventional mining methods and machinery are used in surface mines. Drilling is the exception. It is done with Tamrock hydraulic track drills and 100 to 150 mm-diam (4 to 6-in.-diam) drill holes. Pumpable slurry explosives are used in larger open pits. Underground, sublevel stoping with open stopes is the most common mining method. It accounts for about 80% of all underground stoping. The main benefits of this method are low production costs, high mechanization, and easy control. The best productivity figures exceed 10 t (11 st) per man-hour, including all mining personnel. The development of cable bolting has made it possible to use sublevel open stoping even in relatively weak rock. Cut-and-fill methods, such as concrete-pillar stoping, inclined-wall stoping, and traditional cut-and-fill have also been used, combined with sublevel caving and room-and-pillar methods, according to local demands. Various fill materials and stabilization components have been investigated and tested for cut-and-fill methods. Sublevel open stopes are often later filled, to stabilize the surface or to allow pillar recovery.

Last month&apos;s engineering fundamentals article discussed some general considerations of underground mine ventilation. This month&apos;s article takes a look at auxiliary ventilation-brattice, fans, and ducting-in underground mines. The need for good, efficient auxiliary ventilation increases as mines get deeper and move farther from ventilation shafts. New mining methods and equipment resulted in faster work area advances, liberating more dust, gas, and heat. As a result, worker health and safety requirements in the face area have become more stringent. For all these reasons the safety and efficiency of any underground mine depends heavily on its auxiliary ventilation. The purpose of such ventilation is to supply sufficient quantities of clean air to the face of the drift and to maintain air quality within desired limits until expelled from the mine.

INTRODUCTION A program to insure adequate talent for development and management of our mineral resources entails two equally important and interrelated aspects: 1) attracting and retaining promising student talent, and 2) providing a first-rate education for those entering careers in mineral science and engineering. Manpower shortages have eased in many areas of engineering, particularly in those areas dependent directly or indirectly upon government contracts in space and war programs. However, in the minerals industry the needs still remain critical. As increasing concern over preservation of the environment has developed, the political and social reaction was to seek out major offenders, to look for "whipping boys" -- and the mineral industry was, and had been, an offender. It was there for everyone to take pictures, it couldn&apos;t be covered up, and the Department of the Interior lashed away in the beautiful and popular brochures: Quest for Quality, The Third Wave, The Population Challenge, and Surface Mining and Our Environment (Ravaged Land). The Sierra Club, the Field and Stream magazine, TV, and daily news media added their lashes. In the minds of our social-conscious youth the mineral industry took on the image of "exploiters" of natural resources; "polluters" of streams, lakes, and the atmosphere; "despoilers" of wilderness areas and scenic beauty -- a plague to combat, rather than an exciting challenge that entailed exploration of the remote, conquering of the primitive, and developing of the undeveloped. Enrollments declined and many traditional mineral engineering curricula were abolished or Integrated into other stronger engineering departments to meet student-faculty ratio requirements.

"Risk quantification may be used as a sustainable development index in the mining industry, since it encompasses both economic and social factors. In addition, it may assist in the development of a framework, which is also indirectly related to sustainable development, to prevent accidents and improve health and safety standards. However, risk quantification in the mineral sector involves diverse activities and is considered a very difficult task. Although statistical data report accident severity rates, incident rates and accident frequency rates, none of these allow for accurate risk calculations. In this paper, two risk calculation formulas, which may be used to quantify risk, as well as to identify hazardous activities in a workplace, are proposed. Numerical examples are given based on statistical data available through the MSHA database. Also a combination of a decision/fault/event tree that allows risk quantification is presented."

Introduction A comprehensive project has been completed at the University of British Columbia that focused on the development of a commercially competitive composite cable bolt. Laboratory evaluation consisted of pull tests, preliminary shear tests, grout column testing and scanning electron microscope evaluation of the composite cable bolt. Field implementation at five underground mines throughout Canada were completed for technical and overall performance evaluation of the new product. The project began in 1989 under the sponsorship of HDRK Ltd., a consortium of mining companies including Inco, Noranda and Falconbridge Ltd. The objective was to develop a cuttable cable bolt that would serve as support for a continuous miner within a hardrock environment (Mah, 1994). The bolt was required to be cuttable by a continuous roadheader without adverse effects to equipment, personnel and the milling process. From the beginning, the focus was to employ existing cable bolt installation technology (Goris et al., 1994) whereby the cable bolts are grouted within a 4.8-cm-diam (1.08-in.diam) or larger employing a portland cement grout having a water: cement ratio between 0.35:1 to 0.4:1. The prototype, developed from Phase I, was technically comparable to that of conventional steel cable bolts. However, high cost and limited accessibility hindered its commercial acceptance. The second phase of the project was sponsored by the British Columbia Science Council and Pacific Pultrusions Ltd. of British Columbia to locally develop a glass fiber cable bolt. This phase of the project has resulted in the DAPPAM cable bolt (Pakalnis et al., 1994). DAPPAM Cable bolts are the second most used support method in Canadian underground mines after mechanical rock bolts. It is projected that 870,000 m (2.9 million ft) of cable bolts are installed annually in Canada (Poulin et al, 1994). The objective of the research program was to develop a glass fiber cable bolt with similar pullout strengths to the conventional steel cable bolts (267 kN - 60,000 lbf). More than 200 laboratory pull tests were conducted employing standard cable bolt test procedures, as outlined by the US Bureau of Mines (Goris, 1994), to assess optimum rod and surface composition, geometry, number required, pullout and shear characteristics, among others. This resulted in the DAPPAM cable bolt (Fig. 1). It consists of 10 individual 0.6cm-diam (0.25-in.-diam) rods enveloping a 2.2-cm (0.8-in.) outside diameter, high-density polyvinyl grout tube. The composite used in the construction of the rods is comprised of about 65% glass fiber within a 35% polyester resin matrix (by volume). Through pultrusion (a continuous fabrication technique), the fibers and resin are combined into a composite material. The strength of the overall composite is largely governed by the material properties, the alignment [ ] of the fibers relative to the applied load and the density and interaction of the overall components within the composite. A further modification to the composite was the addition of a sand grit to the surface of the individual rod. This increased the overall bond strength between the rod and the cement-based grout, used to solidify the cable bolt to the rock mass. The grout tube has an inside diameter of 1.9 cm (0.75 in.) and is rated at a pressure of 1.72 MPa (250 psi). During installation, the grout is pumped through the annulus of the grout tube thereby filling the hole from toe to collar. Laboratory and field trials concluded that a minimum drill hole diameter of 4.8 cm (1.08 in.) be used to ensure optimum grout coverage. Table 1 compares the design strengths (as tested) for DAPPAM vs. the ultimate strengths for a conventional 1.6cm (0.6-in.) steel cable bolt. The characteristics for the steel cable have been derived directly or indirectly by Goris et al. (1994). A design tensile strength of 289 kN (65,000 lbf) was proposed for the composite developed. However, recent tests have indicated maximum breaking strengths of more than 400 kN (90,000 lbf) (Fig. 2). Figure 2 shows the load vs. displacement pull out curves for steel and DAPPAM cable bolts. The methods of testing were standardized so as to be able to compare the results directly. The shear strength of the fiberglass cable is largely a function of the surface area sheared. Shear strengths of 89 kN (20,045 lbf) were obtained for the configuration shown in Fig. 1 when sheared normal to the axis of the cable. The testing procedure was similar to the shear tests performed on steel by Goris (1993). It is important to reinforce the implication that critical bond strength has on the success of an overall support system.

Remote sensing is being tested for its ability to identify the severity of impact on streams that are subjected to contaminated mine drainage (CMD) in the Southern Anthracite Coalfield of Pennsylvania. Airborne digital multispectral video images of acidic and near-neutral CMD are being compared with field spectra, water chemistry, mineralogy, and microbiology. Spectral differences in the visible region of the electromagnetic spectrum are caused by the presence of schwertmannite in the acidic precipitates and ferrihydrite in the near- neutral precipitates. The acidic CMD averages 1,500 mg/L sulfate and has bacteria coated with schwertmannite; the near-neutral CMD averages 87 mg/L sulfate and has bacteria coated with ferrihydrite.

"The Westerose Leduc (D-3) pool, a Devonian reef reservoir situated in Central Alberta, Canada, has now been producing for over seven years. As a unit operation, the pool pro-vides an interesting example of the full exploitation of gravity segregation tendencies. The reef has a 238-foot oil column, underlain •by bottom water and over-lain by a substantial gas cap. The original hydrocarbons in place were 147.96 million STB oil and 94.4 MMMCF of Taw gas cap gas. Nine-teen producing wells on 80-acre spacing have been completed, most of which are highly productive. Gas injection operations return solution gas to the gas cap. A study of the rock and fluid properties of the pool show it to be conducive to production by gravity segregation at high rates. Monthly average producing rates have varied between 800 B/D and 8,000 B/D and have recently totalled 3,000 BID to 5,000 B /D. Recovery and performance predictions under partial pres-sure maintenance at 10,000 BID indicate an ultimate recovery of 66 per cent of the original oil in place. In the absence of pressure maintenance, recovery would be only slightly less."

The pile inspector is a critical element in the quality control process necessary for a successful pile installation project. This guide is intended to provide the inspector with a basic understanding of only one of the many components of this process - the pile driving hammer. Pile driving hammers are used to install both bearing piles for structure foundations and sheet piles (and soldier piles) as used in retaining structures. In a single document, this guide offers a general presentation of the operation of the more common types of hammers the inspector is likely to encounter. It should make the information in the contractor&apos;s hammer submittal for the project more understandable. It should also provide an appreciation for the importance of a properly operating pile hammer. Prior to the start of most pile driving operations, the contractor will normally furnish a submittal to the engineer giving the specific pile driving equipment that he intends to use on the job. This submittal should include the make, model, and type of the intended pile driving hammer or hammers and their operating characteristics such as ram weight, rated energy, operating speed, external power requirements and, other pertinent information. Frequently, the operating characteristics are provided in the form of the manufacturer&apos;s specification sheet. The engineer will review this information and when he is satisfied, approve it and pass it on to the inspector. The driving criteria will have been determined by the engineer or others (the geotechnical engineer, consulting engineer, contractor, etc.) from the results of static analysis (for minimum penetration), driving during a test pile installation, Wave Equation analysis, dynamic formula, pile instrumentation during driving, static load test, or a combination of these or other appropriate analyses. The driving criteria can be a minimum penetration of driven pile length (embedded length), or a minimum (or maximum) blow count per unit of penetration. The pile inspector should become familiar with this information prior to the start of the job and should understand or seek help to comprehend the terminology and intent of each specification.
