Municipal governments recognize the importance of aggregates in the local economy and the need to manage this resource in the interest of the public good. They have encountered problems with regulating the industry and the dichotomy between the urban need and the rural source. They have suffered from a lack of financial benefit, an adequate aggregate inventory, provincial strategy, economic information and public understanding. A provincial strategy for ensuring the availability of aggregate supplies to developing areas of the Province is essential. The Province should also be responsible for licensing, research, technical expertise on rehabilitation, public education and financial assistance. Upper-tier municipalities (regions or counties) should assume responsibility for resource management, including resource availability, demand characteristics, truck routing, phasing of resource development and sequential land-use planning. Area municipalities (towns and townships) can best determine the social and environmental impact of a specific aggregate development proposal and should therefore have the primary responsibility for the location of new pits and quarries. They should also have the authority to supplement provincial regulations concerning operating standards and the phasing and standards of site rehabilitation.

George Edward WebbeR, a member of the Institute since 1906, died in San Francisco, May 29,1922. Born in Dixmont, Me., in 1852, he went to California in 1857 where he lived until 1883 and received a thorough training in precious metal mining in the employ of his father and J. B. Haggin. In 1883, he went to the Black Hills, South Dakota, as superintendent of the Father DeSmit mine; later the Deadwood Terra also came under his management. These mines are now part of the Homestake Mining Co. In 1889, the Rothchilds asked Hamilton Smith to recommend an engineer to take the place of the late Henning Jennings, who had resigned from the El Calloo Mining Co., of El Calloo, Venezuela, in order that he might proceed to South Africa. Mr. Webber accepted the position, remaining there until 1893 when he returned to the United States on his way to Johannesburg, South Africa, where he had been appointed manager of the Crown Reef Mining Co., Ltd. Early in 1896, he became general manager of the Rand Mines, Ltd., and served in this capacity until 1911. During the latter part of this period, Mr. Webber was active in the greater amalgamations of H. Eckstein & Co., and it was largely on his advice that H. Eckstein & Co. carried out the negotiations preceding the formation of the Crown Mines, Ltd. On his retirement from South Africa, he returned to live in Ross Valley, near San Francisco, Cal. The Rand Mines, Ltd., of which Mr. Webber was general manager, was the largest company controlled by Wernher Beit, the leading London house interested in South Africa mining, whose local agents in Johannesburg were H. Eckstein & Co. This firm is now known as the Central Mining & Investment Corpn., and after the departure of Henning Jennings, Mr. Webber was the firm's most valued and confidential advisor and was very highly thought of in mining circles in South Africa. He was a ma of most upright and straightforward high character, plain spoken and sincere; and his recognized high character was one more qualification which aided his great success.

"Colored gemstones are most often mined in small scale artisanal mining operations. Sri Lanka is well known as source for precious stones since thousands of years. Gemstones are mine in small open pits, directly in rivers (river dredging) and in underground mines. Almost all mined deposits are alluvial deposits. PRECIOUS STONES AND DEPOSITS Precious stones from Sri Lanka are well known for thousands of years. Tales and legends from Arabia, India, China and reports from discoverers like Marco Polo describe the fabulous stones from Ceylon which was the name for Sri Lanka before 1972. Already 1000 BC King Salomon got valuable gemstones from the legendary Queen of Sheba on her visit to Jerusalem. Paintings (frescoes) of the “cloud maidens” with huge gemstones can be seen at the “mirror walls” of the Sigiriya rock fortress - one of the eight World Heritages Sites of Sri Lanka.And even today some of the most valuable and most desired gemstones come from Sri Lanka. The term “Ceylon Sapphire” stands for an excellent royal blue color of high quality corundum from Sri Lanka. Reason enough to look a bit closer how these gemstones are mined. Sri Lanka has rich gemstone deposits which are mined underground, in small open pits or directly within a river. Some of the primary deposits in magmatic and metamorphic rock are also known, but most gemstones are mined in secondary alluvial deposits. Gem bearing deposits can be found in a band from NW to SE. Highly probable deposits and main mining areas can be found around Ratnapura – the city of gems, down to the coast (Matale) and up to the region around Elahera. These secondary deposits are mostly thin layers of gravel and sand, so called “illam”. The depth can vary between some dm to 10 25 m or even almost 40 m. But the average depth is about 12 m. Gemstone mining is controlled, licensed and regulated by a special authority – the National Gem and Jewelry Authority - which was founded in 1993. Another task of this authority is the promotion and development of the gemstone industry and the control of import and export of gemstones. Any violence of the NGJA law can lead to a fine or even up to 5 years imprisonment. To increase the confidence in the gemstone industry the Authority offers a unique service to foreigners. All bought gemstones can be tested free of charge in certain laboratories in Ratnapura and Colombo. So visitors can be sure they got no imitations, wrong stones or even synthetic stones or glass. It was said that detected synthetic stones will be destroyed and the seller will do all he can to replace the stone with the right stone. Otherwise he will lose his license."

WHEN a hole is made in a stressed solid, such as rock pierced by mine openings, equilibrium of the solid is destroyed. To re-establish that equilibrium the stress condition in the rock surrounding the opening becomes rearranged. This rearrangement may or may not develop local stresses in the vicinity of the opening which exceed the elastic strength of the rock. Since stability of the opening depends, therefore, on the strength of the naturally occurring rock surrounding the opening, this rock is an engineering material of construction, and all rock affected by the associated opening or system of open- ings may be considered a structure. The term invert is chosen to describe the formation of the structure —built from the inside, as it were, and a consequence of mining rather than an entity built for a purpose. By definition, an invert structure is formed when openings are made underground and is composed of that material on the solid side of a rock-air interface wherein the stress condition is affected by the associated opening or system of openings. The shape of an invert structure is never clearly defined; the skin of the structure may be mapped, and even described, but the boundary of the structure within the solid rock mass must be arbitrarily set. The name geomechanics is proposed to describe a branch of scientific knowledge which will encompass principles and working hypotheses for behavior and design of invert structures. Over many decades, numerous feasibility studies have demonstrated, that the production of sulphuric acid remains the most viable option of sulphur recovery from smelter off gas and abatement of SO2 emissions to the atmosphere. This is particularly more pronounced as smaller but more concentrated off-gas flows are to be treated from smelters, and enhanced sulphuric acid processes be-come available. Off-gas handling systems represent a significant capital and operating cost burden to the metallurgical operation. Modern pyrometallurgical smelter processes for sulphide ores based on the use of oxygen-enriched air, produce relatively small off-gas flows with high SO2 concentrations in the smelter gas of 30?60 %-vol. of SO2. This is a prerequisite for substantial cost reductions in the smelter off-gas handling and treatment system. As an alternative to sulphuric acid production, numerous scrubbing concepts with alkali or dual-alkali combinations as well as organic absorbents have been proposed. Also the reduction of the SO2 to elemental sulphur has frequently been studied. Very few of those alternative processes have been built in industrial scale, but all were generally characterized by none sustainable operation due to cost reasons, problems with issues related to chemicals used and by-products or poor availability. Thus the traditional concept of converting the SO2 to sulphuric acid is most common, although regarded as un-economic, but is at least a proven, environmentally sustainable and reliable way of sulphur gas processing. With the high acid price levels these days, operating companies are even able to generate significant revenue with their otherwise ?fatal? acid.

The iron mine and beneficiation facilities of Marcona Mining Company are located on the coast of south central Peru. The facilities include an open pit mine, crushing, concentrator containing grinding, magnetic-separation and flotation facilities, pelletizing plants and a completely self sufficient infrastructure. Total production capability is about 10,000,000 DLTPY, of which almost 6,000,000 DLT result from the fine-grind magnetic concentrate. Over 1,500,000 DLT of fine-grind concentrate is obtained from processing high-pyrrhotite ore. Although the orebody contains quantities of oxidized primary ore and transitional ores (mixed magnetite and hematite), the principal ore is predominantly a coarsely crystalline to fine grained massive magnetite.(l-3) In the primary ore the major impurities found are silicates and the iron sulfides- pyrite and pyrrhotite. Sulfur levels typically average about three percent although levels of five percent are not unusual and some ores contain up to ten percent total sulfides. In general the silicates and pyrite are readily rejected from finely ground primary ore by magnetic separation and very basic froth flotation processes. The high iron, low sulfur concentrate produced is particularly suitable for production of high quality oxide pellets. However, pyrrhotite is not removed from the magnetite matrix by either of' these simple beneficiation methods.

This paper gives an overview of the difficulties associated with determining the strength of hard rock pillars. Although a number of pillar design tools are available, pillar collapses still occur. Recent examples of large scale pillar collapses in South Africa were caused by weak partings which traversed the pillars. Currently two different methods to determine the strength of pillars are used namely, empirical equations derived from the back analyses of failed and stable cases and numerical modelling tools with an appropriate failure criteria. Both techniques have their limitations and additional work is required to obtain a better understanding of pillar strength. Empirical methods are popular and easy to use, but care should be exercise that the results are not extrapolated beyond the range of the data which were used to derive them. An example is the Hedley and Grant formula (derived for the Canadian uranium mines) that has been used for many years in the South African platinum and chrome mines (albeit with some adaptation of the K-value) to design the pillar layouts. Very few collapses have nevertheless been reported and it might even be too conservative an assumption of pillar strength in these mines. As an alternative, some engineers strongly advocate the use of numerical techniques to determine pillar strength. A close examination unfortunately reveals that these techniques also rely on many flawed assumptions. An area where numerical modelling is invaluable, however, is to study specific pillar failure mechanisms, such as the influence of weak partings on pillar strength. In conclusion, it appears that neither empirical techniques nor numerical modelling currently provide a solid basis to conduct pillar design. It is therefore recommended that both these techniques be utilised when confronted with a pillar design to obtain the best possible insight into the problem.

The USBM (U.S. Bureau of Mines) studied mines, prospects, and mineralized sites in the Roberts WSA (Wilderness Study Area) in 1984. The 15,090-acre WSA, located 35 miles northwest of Eureka, NV, is underlain by alluvial deposits of Quaternary age, extrusive and intrusive volcanic rocks of Oligocene through Miocene age, and metasedimentary rocks of Cambrian through Permian age. The Roberts Mountain Thrust fault cuts through the WSA, dividing the metasedimentary rocks into upper and lower plate rock units. One mine, the Kelley, which produced 397 tons of lead-zinc ore prior to 1940, and two prospects are within the WSA; no resources were identified. Exploration for precious metal deposits is presently being conducted in and adjacent to the WSA on large claim blocks. The study area contains six sites in and near these claim blocks that have anomalous gold and silver. Detailed exploration is needed to delineate resources. High purity silica rocks are present in the WSA. Barite, phosphate, oil shale, and vanadium occurrences just outside the WSA may extend into it, but no such occurrences were observed during the USBM study.

A study of subsurface waste disposal in the United States shows that in eight States a wide variety of industrial wastes are being injected into formations ranging in age from Precambrian to Recent. More than 30 wells ranging in depth from 300 to 12,000 feet are used for waste disposal into subsurface formations which include unconsolidated sand, sandstone, vugular limestone, and fractured gneiss.

The mineral processing industry supplies raw materials to a wide variety of manufacturing sectors. Large companies such as Ford, Microsoft, and Johnson&Johnson have pledged carbon neutral supply chains in the coming decades, leaving suppliers to reevaluate their energy sources [1–3]. National Renewable Energy Lab [4] has partnered with over 700 organizations with similar goals in mind. The energy needs are broad in scope in the mineral processing industry. Generation IV of nuclear reactors, which is currently under development in both the private and public sector includes a class called microreactors like the small modular reactor XEnergy plans to install at Dow Chemical’s Gulf Coast facility by 2023 [5]. As the name implies, these are smaller than the utility scale nuclear power plants in operation today, and are intended to be more versatile. A specific reactor core design, along with modules could be selected to fit a certain application without needing to design a greenfield power plant. Basic water cooled designs could easily supply shaft work, electricity, and low grade process heat to a facility. More advanced designs, such as molten-salt-reactors and high-temperaturegas-reactors can achieve higher temperatures needed for ore roasting. Similarly, these reactors could produce hydrogen by high temperature electrolysis to use as combustion fuel and reducing atmosphere in blast furnaces.

Preliminary results of an experiment in seismic holography indicate that the techniques of acoustical holography may be successfully used with seismic waves to determine the size and general shape of underground objects. This experiment was carried out under field conditions on a moderately large scale compared with the typical laboratory experiments in acoustical holography. The object to be mapped was a 100-foot-diameter, spherical, low-velocity zone of explosively fractured rock in oil shale at an average depth of 80 feet. The seismic wavelength of the Fourier component wave used in making the seismic holograms was 50 feet at a frequency of 140 cps. The hologram sampling aperture was 226 feet square and was sampled by 441 geophones in a 21 by 21 rectangular array. One novel aspect of the experiment was the use of a wide-band polychromatic explosive source of seismic waves rather than a narrow-band quasi-monochromatic vibrator source. A successful laser reconstruction of the object image from a lensless Fourier-transform hologram in the form of a 5/l6-inch-square photographic transparency is illustrated. The size of the underground object measured from the laser reconstruction of the object and the size inferred from a knowledge of the amount of explosives used to fracture the site and the tensile strength of the oil shale are found to agree.

"The property of Matachewan Consolidated Mines is in the Matachewan area on the west side of Montreal river. It lies in the western extension of the Kirkland Lake sedimentary belt. The first discovery of gold on the property was made by S. Otisse, in 1916. The property was taken over by Ventures, Limited, in 1933 and production commenced in late 1934. To date (December 31st, 1947) it has amounted to 2,308,800 tons, from which gold and silver to the value of $9,567,600 has been recovered. The mill is currently treating 650 tons of ore a day.GENERAL GEOLOGYThe deposits lie close to the south contact of a belt of sediments striking in a general east-west direction. The sediments, presumed to be of Timiskaming age, consist of light buff arkose and greywacke, containing small pebbles. The Keewatin volcanic rocks to the south are andesites or basalts with cuff and agglomerate bands developed especially near the contact with the sediments. The lavas and sediments are overlain by relatively flat-lying sediments of the Cobalt series to the south and west of the mine, but these later sediments are not involved in the mineralization under discussion. The Keewatin lavas and Timiskaming sediments are intruded by dykes and lenses of red syenite porphyry that have approximately the same strike and dip as the invaded rocks. Later diabase dykes, apparently post-ore, run in a north-south direction and cut all rocks except the Cobalt series.OREBODIESThe gold-bearing mineralization forms bodies of two different types: (1) Within the volcanic rocks irregular orebodies with limited vertical extent. These consist of a series of flat-dipping quartz stringers and adjacent lavas and /or cuffs fractured, bleached, and mineralized with pyrite and gold. They are higher grade than the second type (average about 0.16 oz. gold a ton) and formed the main source of ore for the first 5 years of production. They are described in more detail than can be given here in an article by C. H. Hopper (4). More recent work on deeper levels has failed so far to find orebodies of comparable grade, though low-grade mineralization of a similar type does occur on the projected rake of the main group of the 'basalt type' of orebodies."

It has previously been observed that industrial high-titania slags display a compositional invariance, remaining close to stoichio-metric M3O5. The present study focuses on this invariance and the phenomena which may cause it. The invariance was studied using thermochemical calculations and a mechanism is proposed for the observed behaviour. The mechanism suggests that a combination of thermochemical equilibrium and transient slag solidification and melting results in the observed compositional invariance. The proposed mechanism provides new insights and prompts questions about other mechanisms in the smelting process.

THE Pocahontas coal field comprises the area in Tazewell County, Va., and Mercer and McDowell Counties, W. Va., in which Nos. 3 and 4 Pocahontas seams of bituminous coal are mined. It is a mountainous region with ridges rising 300 to 1000 ft. (91 to 305m.) above the very narrow valleys and, except for some poorly kept farms along the tops of the ridges and the area occupied by the mining and coking plants and villages, is wooded throughout. First shipments were made from Pocahontas in 1883. There are now, about 100 mines, 95 per cent. of which are drift mines. At the end of 1920, approximately 298,000,000 gross tons of coal had been produced and 35,000 acres of coal mined. No. 3 seam is from 4 to 10 ft. (1.2 to 3 m.) thick, but the change is gradual and the thickness fairly uniform in any particular locality. It has a streak of bone, about 2 in. (5 cm.) thick, io which the coal adheres on both sides. In parts of the field this bone is replaced by hard slate, usually from 2 to 4 in. thick. The seam has a slate or fireclay bottom and a draw-slate top. No. 4 seam is from 65 to 80 ft. (19.8 to 24 m.) above No. 3 seam, and of minable section only in the western part of the field. It is from 3 to 8 ft. thick and has two streaks off bone, each from 1 to 2 in. thick. It has a fireclay or slate bottom and is overlaid by from 4 to 24 in. of a laminated coal and slate, locally termed "black rash," which is separated from the coal seam by about 3 in. of slate. This "black rash" averages about 25 per cent. ash, but contains some clean coal. The coal in both seams is quite soft. Cleavage sufficiently well defined to exert an influence on the mining is rare. Overlying strata are slates, shales, and sandstones, the sandstones predominating, extending from .30 to 1000 ft. above No. 3 seam. The strata directly above the. draw slate of No. 3 seam, or "black rash" of No., 4 seam, and up to the first sandstone are usually slates or shales, about 10 ft. thick over the

Pyrite is present as a gangue mineral in most of complex sulphide ores and most of time it is removed as a tailing. However, beneficiation of pyrite from tailings could be important because of its economical value and for the environmental concern. This paper presents a research for the enrichment of pyrite from copper plant tailings, Siirt-Madenköy/Turkey, by flotation. Siirt-Madenköy copper mine is operated by Park Electric Production Mining and Industry since 2005. In order to obtain the pyrite from Siirt-Madenköy copper plant tailings, laboratory test work has to be done to determine the type of reagents, the flowsheet, and the size of plant. The objective of the company is to develop a pyrite flotation circuit for concentration of pyrite from tailing dam to obtain 500.000 tons/year pyrite concentrate. There are about 3 million tons tailings that containing pyrite in the tailings dam. Experiments were carried out with three different types of tailings from the plant and the pyrite concentrate with 46% Fe and 90% recovery has been obtained. Therefore, this study shows that high grade pyrite with high recovery can be recovered from the tailings.

A micro-scale investigation was carried out by applying atomic force microscopy (AFM) to study in situ the adsorption of various collectors, i.e., oleic acid, octanohydroxamic acid (HA), and salicylhydroxamic acid (SHA), on bastnaesite in aqueous solutions. The obtained AFM images show that the surface morphology of bastnaesite changes greatly after it comes into contact with the solutions of the collectors, suggesting that all these collectors can effectively adsorb onto bastnaesite. Increasing temperature can facilitate the adsorption of oleic acid onto bastnaesite. Results from attenuated total reflectance–Fourier transform infrared spectrometry (ATR-FTIR) also show that all of these collectors adsorb strongly onto bastnaesite, with strong absorbance spectra being detected. The ATR-FTIR results confirm those obtained by AFM. In general, hydroxamic acid collectors (HA and SHA) adsorb onto bastnaesite mainly in the form of insoluble metal hydroxamate. This specific adsorption mechanism explains that a high selectivity with a moderate collectivity will be achieved with a hydroxamic acid collector for the flotation of bastnaesite.

The purpose of this paper is to outline some aspects of the experimental worlr that has been carried out in the mineral dressing laboratory at M'ount. Morgan during recent years.The subject matter has been dealt with under the following headings:1. Comminution of various mill products.2. The application of sulphur dioxide as a flotation reagent.3. Heavy-media separation.4. The data base of failed coal pillars in South Africa was analysed with regard to the time of failure in an effort to develop a method to predict how long after their formation coal pillars will fail. It was found that meaningful results could only be obtained by splitting the data base up into groups that displayed similar behaviour. It was postulated, based on observation and experience, that coal pillars fail by a process of progressive weakening progressing into the pillar from the edges. Minimum pillar dimensions to ensure failure were calculated?these were the dimensions that corresponded to a minimum ?real? factor of safety. From the scaling distance required to reach the minimum safety factor, rates of scaling for the failed pillars were calculated based on the observed real lives of the pillars. It was found that the rates of scaling were unique for different mining areas and that they correlated directly with mining height and inversely with time. Using the derived scaling rates, the predicted pillar lives were back calculated for the pillars in the data base of failed pillars. In two of the three groups, the predicted lives correlated well with the observed lives on a one-to-one comparison. In all cases, the predicted lives were in the same time range as the observed lives. Overall, the frequency of predicted lives closely replicated the observed frequency of observed lives of the pillars in the data base of failed pillars. The method was successful in distinguishing between the data base of failed and a representative sample of intact pillars. While the predictions matched the observed lives of failed pillars, the predictions of expected lives for intact (hitherto unfailed) pillars were orders of magnitude greater. It is now possible to estimate the frequencies of future pillar failures for the purposes of mine closure and undermining of surface structures within broad bands.
