The socio economic risks of mining in South Africa have been emerging for some time now, and have been brought into sharp relief by recent events in the platinum sector. The slow pace of social upliftment in the country has lead to widespread social unrest with consequent calls for different forms of resource nationalism. Fundamentally, the key stakeholders are not fully aligned, and are not engaging productively. This poses significant above-the-ground risk to mining companies. Measuring social impact, deploying inclusive solutions and engaging effectively with stakeholders are three ways in which mining companies can mitigate this risk.

Clearly a plant designed only to treat average ore at the nameplate rate will fail to achieve nameplate in any typical year. To insert the necessary capability to achieve nameplate it is common process engineering design practice that plant must be able to treat an ore with 80th percentile value (hardness or competence values for example) at the nameplate rate. In the authorÆs experience, apart from a couple of notable cases, this has been applied reasonably well as a principal, and with widespread success. However, in a number of recent instances it became clear that the use of the 80th percentile number would have resulted in significant under design of the plant. This paper makes the case that the 80th percentile, as a principal, has can have serious flaws and its use needs to be assessed on a case by case basis. The discussion in this paper is the first step in developing a new design principal, and the associated methodology for selection of a design value, that will ensure plants are designed to achieve their nameplate capacities.CITATION:David, D, 2013. And a new generation of safety culture experts are telling mining companies how to use it: It is a situation that is still too common in the mining industry: the latest personal protective gear is in place. The safety rules are known and followed. And then, in a moment of inattention or carelessness, a mistake is made and someone gets hurt or killed. Common wisdom claims that such accidents are impossible to eliminate entirely. Mining is dangerous, and some miners will always be hurt and killed. An increasing number of mine safety experts, however, reject the common wisdom. A year with zero mining deaths is possible, they say; with the use of one of the newest weapons to the mining industry in the safety war: the concept of safety culture. Safety culture refers to the set of attitudes, beliefs, perceptions and values that influence safety in the work environment. It is also sometimes called the way an organization behaves when no one is watching. Robert Peters, of the Office of Mine Safety and Health Research (OMSHR) at the National Institute for Occupational Safety and Health (NIOSH), describes safety culture this way: ?It?s what?s believed on a day-to-day basis. For example, if a miner sees a workplace hazard and he truly believes that his boss wants him to identify the hazard and bring it to the company?s attention, that would be an example of a positive safety culture.?

One of the major changes in the resource industry in the nineties has been the re- internationalisation of the industry. The history of the resource business has been one of companies from the developed world utilising the cash flows from their operations to explore and develop mines in less developed regions of the world. This resource development has progressively generated wealth and economic development, which in tum, has led to a new generation of exploration and mining projects.   InSouth America, Chile had led the way in a mining resurgence, now closely followed by Argentina, Brazil, Venezuela and Peru. Although Chile has long had a significant copper mining industry, the pre-nationalisation phase was driven by American capital; the current phase has been spearheaded by RTZ - BHP at Escondida with Canadian junior companies, in particular, providing major speculative impetus. The Australian junior companies have not been significant in South America.   Although Canadian and USA exploration appears to be in decline, the mining industry, particularly in gold, is buoyant in North America. Interestingly, a number of listed and unlisted Australian companies are active, particularly in United States exploration.   Australian-based companies have dominated the South-East Asian exploration scene, especially in the Vietnam region. To date, the combination of political and legislative uncertainties have failed to lead to significant resource developments in this region. The area remains one of great potential, as exemplified by the exciting developments in Indonesia.   The Philippines has a history of mining, and this has been dominated by both local and North American operators. Both large and small Australian resource companies have a presence in the Philippines, and the development of the copper-gold potential could be impressive over the next decade.   The tales of the undeveloped mineral potential of China are probably rivalled only by the supposed strings of virgin Russian orebodies! Many Australian companies appear to have looked but few have chosen to proceed with Chinese developments. There seems little likelihood that China will, in the foreseeable future, rival South America as a target for Australian and North American resource capital.   Papua New Guinea has had an active, albeit chequered history in mining, with Australia long being the predominant source of exploration and development funds. The developing nation status of PNG has generated extreme uncertainty, with the current exploration scene all but dead. Most recently, the international flotation of Lihir Gold has tested the international and Australian investment community's commitment to PNG resource development.   The Australian exploration scene continues buoyant, although dominated by gold. The base metals scene is generating, on average, one significant base metal mine developed every couple of years. This is probably the fastest rate of significant base metal development in Australia's history.   The gold scene has been one of incredible dynamics, and there is no evidence that this momentum is waning. The development of new exploration techniques, together with a number of the companies reaching a critical size, has added to the momentum in the industry.

Undercut-and-fill mining is a method developed by the International Nickel Company to deal with abnormal pillar mining conditions at one of its mines. Results have been such that its use has been extended to normal, pillar recovery operations in other mines of the Company as a replacement for conventional square-set pillar mining. It is anticipated that the method will also largely replace square-set stoping at INCo mines, especially for mining at deep horizons.

Stowing has been successfully used in many countries as a means of controlling surface subsidence, minimi ing incidences of spontaneous combustion, maintaining gate road stability and maximising coal recovery.Australian experience in stowing is limited but in the future increased extraction of thicker and/or multiple seams by longwall operations and resolution of conflict of alternative land u'ses may necessitate the use of stowing in coal mining. At present there is little incentive for mining companies to introduce and operate a stowing system because costs have to be borne by the individual companies and benefits spill over to society and the State. Cost sharing by the industry and State incentives may overcome the problem of cost disincentive.

This Bureau of Mines report is a reference manual of procedures used by the Bureau's Twin Cities Mining Research Center for obtaining rock properties. Included in the report are discussions on the usage of each property, descriptions of the general test methods for obtaining the properties, and instructions for performing the tests. The Instructions embrace details of the specimen configuration, test apparatus, test procedure, test conditions, and calculations needed to achieve satisfactory results. Although the procedures presented in this reference manual generally conform to recommendations of the ASTM Administrative Committee on Standards, they are not purported to be standards.

Existing foundations, adjacent structures and services, in tandem with asymmetric loading, presented particular challenges in the planning, execution and design of the project. Process optimisation and continuous improvement are usually acknowledged when making a process more effective, efficient and transparent. During the last few decades, thousands of companies around the world have used total quality concepts in order to establish a continuous improvement process in their companies. Typically these companies apply some kind of Kaizen-type tools and expect results in the short term; however, the great majority of companies are poorly implementing these continuous improvement programs.Usually the most common reasons for failure of the program are lack of commitment from leaders, lack of discipline and engagement from the team to follow process and lack of clear targets for the program. When the results do not come at the expected timeline, it is common to simply drop the current process and apply a different approach from another company or consulting firm.This paper will explore some successful cases of companies that have invested time and effort to establish a reliable and sustainable process of continuous improvement. The focus will be case studies of mines and smelters around the world that use the plan–do–check–act (PDCA) cycle to increase productivity with the best services and lowest costs. THE Caletones copper smelter of the Braden Copper Co. is in the " Teniente" mining district about SO km. (49.7 mi.) southeast of Santiago, Chile. From the seaports of San Antonio and Tralparaiso, the property is reached via the Chilean State Railway (66-in. gage) to Rancagua, whence the Braden railroad (30-in. gage) leads to the smelting plant at Caletones, 60 km. away at 5100 ft. elevation, and continues on to the mine and concentrator at Sewell, at 7000 ft. elevation, 12 km. farther into the Andes. The smelting plant was completed and put into commission in February, 1922. At the start, it smelted daily 750 tons of concentrates produced at Sewell from 10,000 tons of ore; later, its capacity was increased to 900 tons of concentrates from 12,000 tons of ore per day; and it is now being increased to 1100 tons of concentrates from 15,000 tons of ore per day. Iron ore mining in the Adirondack region of northern New York dates back to the Revolutionary War. It is recorded that Benedict Arnold in his campaigns in the Lake Champlain area during the American Revolution utilized the local ores to produce armament and cannon balls. Through the efforts of early pioneers, the iron mining industry in northern New York gained impetus so that in the 1880's mines in the area accounted for nearly one fourth of the iron ore produced in the United States. Both magnetite and red hematite ores were mined during this period. With the discovery of the Lake Superior ores, the iron ore industry in New York started to decline and remained relatively unimportant until 1938. Modern day methods of mining and beneficiating sufficiently high tonnages of low-grade ores to justify the large expenditures for plant and equipment prompted a resurgence in northern New York mining. During the past several years, the production of iron ore from the Adirondack magnetites has greatly increased, and production which amounted to .6%, of the United States total during the 1918-1928 period (Mining and Metallurgy, November 1943) has been increased to 2.85% of the total in 1948. THERE are certain facts that the mining industry in Australia is faced with at the present moment which may be accepted as axioms. The industry is at a low ebb, as evidenced by statistics. Metals form the basis of all modern industries, and are necessaryfor the welfare of Australia. Mining is a wasting asset. Every ton of ore extracted is one ton less which c.annot be made good, and it should be our duty to get as much profit froin that ore as possible, otherwise there is a permanent loss to the country.The metal market cannot be controlled by Australia; it is more or less an international matter. Australia has not been thoroughly prospected. There are no mines being developed that are likely to replace those which are being depleted.Our mining engineers are as capable as those in other parts of the world, and have made good where they have been given a chance. There is no one cause for the present depression; there are several, more or less, interwoven. Of course, the war has had an adverse effect, but that has only dislocated things temporarily; it upset our markets, influenced the price of metals, and affected the labour market and cost of stores. Labour troubles made their appearance before the wave of unrest swept over the world. The cause of labour discontent must be investigated, and if possible removed. As each industry has .its·own problems, miners must inquire into their special problems, as there is no sovereign remedy that will suit all cases.It is obvious that we cannot mine ore if we do not know where it is; therefore, the first thing is to discover workable deposits.

"SynopsisGibb Consulting Services was contracted by Eskom Line Engineering Services to conduct an investigation to determine the absolute displacement to date and infer the current rate of displacement of unsurveyed colliery backfill.At the test site, where a 400 kV power line is to be constructed, neither the surface nor the backfill material had been monitored and it was not possible to state whether the surface will be subject to future settlement that may compromise surface infrastructure. Therefore indirect methods of estimating current and future displacements needed to be found to act as a proxy for a comprehensive long-term settlement monitoring exercise and provide a reasonable estimate for the settlement that has occurred in the decades of mining.The innovative solution was to recover essentially undisturbed core from backfill using a sonic drill rig and use the measured dry density values from the samples as a proxy for the rate and absolute displacement in the backfill.The success in obtaining an essentially undisturbed backfill core and the clear relationship of the backfill density with age and depth allowed the conclusion to be issued that the power line infrastructure can be constructed over the backfill; with a warning that once the water table recovers after mining ceases some collapse settlement may occur.With this method, the amount of settlement can be predicted and, if proven conclusively, provides a way to confidently release huge areas of currently waste ground for future surface infrastructural development.IntroductionIn coal mining, it is normal mining practice to backfill the newly mined-out voids with the excavated waste rock and soils. As there is no requirement for the mining companies to uniformly compact the spoil or accurately monitor surface or inter-backfill displacement, these backfilled voids are prone to differential compaction and consolidation settlement. They are therefore avoided as sites for future surface infrastructure work, especially for linear structures such as roads, railways, and power lines."

Ferro-alloys are sold according to the size grading specifications of users. Fines are produced during crushing and the amount produced depends on the crushing process and the physical characteristics of the ferro-alloy. The market value of fines has declined. Market demand is very weak and in some extreme cases is nonexistent. An induction furnace melt process has been developed to solve this problem. The process feasibility has been demonstrated on a small scale with charges of approximately 2.5 kg. The piloting was carried out using a 100 kW furnace with a metal liquid capacity of 140 kg. The operating parameters were determined during the pilot process. The procedures were defined and the equipment required for melting fines produced at the client's site was sized. With the production of ingots, the client can now recover the full value of ferro-alloy fines.

TEMCO has been producing manganese ferroalloys in submerged arc electric furnaces for over 40 years. The furnace linings all along have been of conventional insulation type until 2001 when a freeze lining of UCAR concept was installed for a 20 MW Furnace. Continuous improvement of furnace lining performance has been a key component in improving the business competitiveness of TEMCO. The expected minimum campaign life of the freeze lining is fifteen years as compared to the ten years of the conventional linings. The success of the freeze lining is very critical to the quanta and direction of heat flow through the lining that control the freeze protection. Under freeze protection can lead to reduced lining life and over freeze protection, on the other hand, can lead to operating difficulties and loss of smelting efficiency. It was, therefore, necessary to develop a computer based system to monitor and control the freeze protection. The computer based monitoring and control system uses the basic principles of heat transfer, activeX object and heat flux from dual thermocouples and that is reviewed.

"The nickel deposits of Sudbury, discovered in .1885, have probably commanded as much attention as any single group of orebodies in the world. They have been the major source of the world's nickel supply since 1903, when their production first surpassed that from the Pacific Island of New Caledonia. From 1903 to 1914 the production from New Caledonia remained essentially constant, whereas that from Sudbury increased from 13,000,000 to 50,000,000 pounds a year. After 1914 the production from New Caledonia gradually dropped to about 4,000,000 pounds in 1919, where it remained until 1923. During these years the Canadian production increased steadily and since 1923 has gone up at an amazing rate to a peak of over 280,000,000 pounds in 1941. Meanwhile the New Caledonia production increased to about 10,000,000 pounds until the pressure of war raised it to roughly 14,000,000 pounds a year.The Sudbury deposits, because they have been the source of 80 per cent of the world supply of nickel, because of their economic importance to the world of metals, and because they are geologically unique in their occurrence, structure, and genesis, have attracted foremost consideration and the literature relative to their geology is voluminous. This is particularly true in regard to genesis.There is a significant and interesting parallel in time between the advancement of the science of economic geology and the great expansion of the nickel industry. The controversies regarding the fundamental classification of orebodies into generalized types were in full swing during the height of the development and expansion of the great nickel mines, and the Sudbury deposits, being the most important and the only ones of the sulphide type extensively developed, have been the chief source of information in regard to this type. The observations and the conclusions drawn thereon from numerous studies of the various mines of the district have not only influenced, but are the essence of, this chapter of the science."

I am not an orator and have never said a word in public during my thirty years' experience in the coal mines of Colorado; but, being requested to speak by our worthy chairman, and as I am deeply interested in the future welfare of this organization, 1 will make an effort to say a few words in behalf of the Rocky Mountain Coal-Mining Institute, which we are about to organize. As 1 understand it, it is the object and intent of this organization not merely to assemble occasionally for the purpose of discussing various problems in coal-mining, and thus to obtain the best possible results in economic operations, but its especial duty will be to devise ways and means whereby accidents in coal mines will be minimized. Figuratively speaking. we are about to plant a tree in the State House of Colorado, and desire its roots and branches to extend over Wyoming on the north, New Mexico on the south. and Utah on the west. So we expect this tree to bear fruit over a vast area. We must remember that the planting of a tree, even in good soil, is useless unless we cultivate, prune, and nurture its development. If we will not do so, the tree will not bear the desired fruit. So, in order to make the Rocky Mountain Institute a success, we must not only start it off in good shape, but we must keep on adding to its strength in various ways, so that it will become a known factor and a recognized power over this broad territory. In other coal-mining states and countries of the world much has been accomplished through similar organizations to reduce loss of life among men engaged in the production of coal, and there is no reason why our institute in the West should not be equally useful and attain the same results. There are many ways by which this organization can be made beneficial to the men engaged, in various capacities, in handling the "dusky diamond." I will endeavor to confine my brief remarks to the necessity of a crusade of an educational nature among three classes of men that are directly and indirectly connected with coal mines. First-We need to educate ouselves. It is amazing how few of our number, holding positions of trust, and having charge of men in and around coal mines, are conversant with our brief mining laws and cognizant of our duties in enforcing them. Going down the line to our company men and miners, I think 1 can safely say that not over 5 per cent of them are in any way familiar with the statutes that have been enacted for their especial benefit and protection. This condition, 1 think, can be, and ought to be, remedied, and. if thoroughly done, the effect in reducing loss of life will soon become apparent. Now, to reach the officers or men in charge I consider an easy matter, which could be accomplished in this manner: Have our general managers or owners of coal properties issue a circular, compelling every superintendent pit boss, fire boss, or other officer having charge of men, to send them a copy of the mining law in their own handwriting every six months. But to come to the masses engaged in coal-mining. to get these men of various nationalities educated in the mining law, will be a difficult task indeed; but I think I have an original scheme that is practical, and which, if put in operation, would work wonders in educating our company men and miners. This plan is as follows: Have every school in every coal-mining district devote one-half hour on Friday afternoon after school hours to the familiarizing of all male pupils between the ages of twelve and sixteen years with the contents of our laws governing coal mines. At the end of each term of school, award small prizes- say, $5, $3, and $2- to those that are best posted, the principal of the school to be the sole adjudicator. Now, someone may say that this is causing extra work to our teachers, with no compensation. In this respect, I will vouch that 95 percent of our teachers will do this work gratis, providing we can show them the benefit of the system. If we go a step farther, and put an incentive before our teachers, probably it would be a good scheme to award a prize-say, $20 or more-for the best set of practical amendments to our mining laws complied by any school and its teachers, judges of the amendment to be members of this Institute and appointed by the President. There is no denying the fact that we need to be educated, and that we should adopt some system that will encourage a knowledge of practical and scientific mining amoung our present forces and the rising generation. The Garfield Mine is a legacy vanadium mine in western Colorado with multiple mine openings, waste rock piles, and adit seepages that Cyprus Climax Metals Company (a Freeport-McMoRan Inc. subsidiary) voluntarily remediated through the Colorado Voluntary Cleanup Program (VCUP). The process to obtain a No Further Action determination from the VCUP is presented. Water treatment of the adit discharge, which is not part of the VCUP, is also presented. The remedial action objectives (RAOs) included preventing direct human or biotic exposure to the waste rock and radiation emitting from the waste rock; reducing metal concentrations and radionuclide activities in adit discharge and keeping the discharge from leaving the site; maintaining the existing undeveloped character of the surrounding landscape; and eliminating the need for a stormwater permit. The design included regrading, installation of an infiltration barrier and rock cover, a diversion channel, and a biologically based passive remediation water treatment system. An initial lab-scale evaluation provided design criteria for the full-scale system, which consists of a sulfate-reducing biochemical reactor and post-treatment aerobic polishing cells. The system has been operational since construction was completed in late 2016. Results indicate that the treatment objective of 90% bulk removal of constituents of potential concern (COPCs) is largely being met. The system also provides year-round operation and non-point discharge of effluent. After 20 plus years of site investigations, the remedial action was completed in 2016 with all RAOs met and a No Further Action determination granted in 2018. INTRODUCTION The Garfield Mine is a legacy vanadium mine located approximately 11 miles north-northeast of Rifle, in Garfield County, Colorado. It was leased and operated intermittently from 1929 to 1975 but was never operated by Cyprus Climax Metals Company (Cyprus) (a Freeport-McMoRan Inc. subsidiary). Prior to reclamation, site features included: • six mine openings—five adits and a vertical opening; • two adits discharging mining-influenced water (MIW)— Adit 1 at less than 4 liters per minute (L/min) and Adit 2 at 7 to 10 L/min; • main waste rock pile (13,500 m3) and small waste rock pile (minimal volume); • debris (small structure, mattress, bottles, shells, etc.) indicating site used for recreational purposes; and, • unimproved road, which has been used to access forest fires.

Miners, like many skilled blue-collar workers, are not traditional learners. They have not always been successful in classroom-type settings, preferring to learn on the job in a hands-on environment. U.S. law requires that miners have a minimum of 8 hours of safety training annually, plus 40 hours for underground miners and 24 hours for surface miners when they enter the industry. However, miners rarely view this training time positively. In fact, it has been called “safety jail” by many, who regard it as a time to get a little extra sleep While mining has become far safer in the past 100 years, it is still a dangerous occupation. The Office for Mine Safety and Health Research, a part of the National Institute for Occupational Safety and Health (NIOSH), has funded a project for the past 4 years to address this challenge. The purpose of the research was to find a way to develop effective safety training for these people. Miners are born story tellers. They share “near miss” stories, stories about master miners they have known, and stories about how things used to be. These stories not only pass along information about what will happen if a miner fails to respect the mining environment, they also instruct listeners in the culture of mining and the values that it embraces. Stories, it seems, are a way to get safety messages across to miners, especially inexperienced ones, and using older, wiser miners in these stories is an obvious choice. This paper will discuss how a series of training videos was developed, how “master miners” and story lines were chosen, and how the resulting videos have been received in the mining industry.
