In late 2014 the Flinders Power Management Team was executing business improvement plans to ensure continued electricity generation until 2028 and beyond. Six months later, in June 2015, the Board announced the closure of the Flinders Power South Australian business, including the Leigh Creek Coal Mine, the Northern and Playford Power Stations located at Port Augusta and the 250km railway line. The announcement was preceded by a brief period of internal planning. A date was soon set for ceasing coal mining operations, being November 2015. The mine is unique in many ways. Located approximately 550km north of Adelaide the site has over 100 years of history and was formerly operated by the South Australian Government. Privatisation in 2000 saw the mine continue operation under Perpetual Leases from the South Australian Government. The leases included exemptions from multiple sections of the Mining Act 1971, obliging primary regulation under the Mines and Works Inspection Act 1920. The coal, being a low rank sub-bituminous brown coal, is prone to self-heating and spontaneous combustion. The mine and company town Leigh Creek were the economic and cultural heartbeat of the community. Facilities at the mine were shared by the community and vice versa. While many mines across Australia and the world enter periods of care and maintenance, few have been actively closed to the point of relinquishment (Bennett and Lacy, 2016). A swift decision to close, followed by a short mining operations shutdown period, presented significant technical and regulatory challenges for both the mine operator and for Regulators. The subsequent joint risk mapping process employed by Flinders Power and South Australian Mining Regulators was a unique real-world example of collaborative mine closure planning and execution. Lessons learnt are valuable for all mines, production facilities and for Regulators, even for those who may wrongly assume that closure is many years away. CITATION:Williams, B and Querzoli, A, 2018. Minproc Resources Inc. is developing a tailings retreatment project in Bolivia at the Colquiri zinc-tin-silver mine, in the Bolivian Andes. Mining at Colquiri has been continuous since 1940 and COMIBOL, the Bolivian state mining company, has owned and operated the underground mine since 1964. There are 10 million tonnes of tailings at Colquiri containing 0.51% Sn, 4.21% Zn and 50 g/t Ag. Minproc plans to mine and concentrate the tailings at 1.15 million tonnes per year to produce feed for pyrometallurgical upgrading. The tailings are moderately complex, with cassiterite grain size ranging from 200 to 5 pm. The marmatite (ZnFeS) in the tailings is relatively easily recovered, with zinc recovery of 80% to a 40%-45% Zn concentrate. The major problem with the zinc metallurgy is that the marmatite is complexed with iron, which results in iron contents of 14%-17% Fe in concentrate. This makes the product very difficult to sell because of the low Zn:Fe ratio. Most zinc smelters require a Zn:Fe ratio of 6:1 or 7:1, whereas this concentrate has a 3:1 ratio. Concentrate sale terms are therefore unfavorable, and the high cost of transportation from Bolivia to the smelters is an additional burden.

IN dealing with this subject the intention is not to write a detailed description of the various methods in vogue on the Kalgoorlie field, but rather to give a brief outline of three of the methods which are most universally in force, and from which, ultimately, a few comparisons may be drawn. The three methods which the writer proposes embodying in this article are known as "The Rill," "The Flatback," and "The Shrinkage." For comparative purposes each method will be applied to a block of ore 500 feet in length, and opened up by levels 200 feet apart."The Rin" System. It is necessary in this system, for facilitating mullocking, to make connections between levels by rising and winzing at about every 100 feet or 150 feet along the orebody. After the leading stope is beaten off for the full length ofthe drive, the level is timbered. Single stulls are put in up to a width of fourteen feet. If the span is too great for stulls, set timbers or saddleback stuUs are used. Stulls are lagged over with 4-in gimlet poles, and wooden chutes are built at intervals of 50-feet. Ore passes are cribbed up through the filling directly above each chute, and are constructed of 7-in. round timber or 9 in x 3 in square timber, the passes measuring 4 ft x 4 ft in the clear.Occasionally a double pass may be carried up, one side serving as a travelling way. Stoping is commenced off the winzes, and rills are gradually formed, one on either end of each winze. The rills are generally at an angle of 37° off the horizontal, this allowing for the boring...

The Nonmetals Division studies problems relating to the use of minerals, many of which are important to national defense, for purposes other than the: extraction of metals. In fact, virtually all of the work of the division has been diverted to investigations pertaining to better use of the Nation's natural nonmetallics is resources as weapons of defense. The experiment stations of the division are at Norris, Tenn.; Tuscaloosa, Ala.; Seattle, Wash.; and College Park, Md. Studies involving the application of electric power to the nonmetallic minerals are conducted at the Electrotechnical Laboratory at Norris, and investigations on mineral-dressing treatment are conducted mainly at the Southern Experiment Station at Tuscaloosa. The cleaning and preparation of coal are studied at both Tuscaloosa and the Northwest Experiment Station Lit Seattle (other projects relating to utilization of coal are conducted by the Coal Division of they Bureau of Mines). Problems covering the use of minerals and fundamental problems as to their properties are studied at College Park.

The 1989 mining industry compensation survey done annually by the Denver-based Mountain States Employers Council shows the "average" or "typical" employee in the mining industry is projected to receive an increase of 3.9% to base pay in 1990, compared to a projection of 4.1 % for 1989. According to MSEC, the actual percentage increase to base pay has continued to decline since 1980. A review of pay increases since 1980 shows the highest average increase was 11%, granted in 1981. Since 1981, there has been a steady deceleration through the decade. While 1989 final figures are not available, 1988 numbers might indicate a reversal of this trend. In 1988, the average employee actual increase was 3.8%. That was 0.7% higher than the 3.1% projection. This may be significant as actual increases have been lower than projections since 1982. Chart A shows the pattern of projected vs. actual percent increases in pay since 1980.

Filtration of hematite ore slurries can be a bottleneck in some hematite processing plants due to inadequate filtration rates caused by the dispersion of fine particles. Flocculation of fine particles in the slurry decreases the specific cake resistance of the filter cake allowing for increased filtration rates. CO2 sparging of hematite slurry was shown to increase the filtration rate by altering the pH and the surface chemistry of the particles. It was shown that an increase in filtration rate of 278% can be accomplished by lowering the pH from 11 to 6.5 using CO2. This was attributed to increased flocculation of hematite and silica particles in the ore.

BHP's two million tonne per annum nominal capacity Hot Briquetted Iron (HBI) plant at Port Hedland in the Pilbara region of Western Australia is based on FINMET¦¦ direct reduction technology. The FINMET¦¦ process produces direct reduced iron (DRI) by reacting fine iron ore with reformed natural gas in a series of fluid bed reactors and then hot briquetting this DRI into dense, high quality iron briquettes. The Port Hedland HBI project represents a major investment in the chemical processing of Australian minerals to higher value products prior to export to Asian markets. This paper describes the FINMET" process and technical aspects of the high-quality HBI product, and provides an update of the current status of the project.

The Mitsubishi Process is the sole pyrometallurgical process for the continuous production of blister copper from copper concentrates. Continuous converting originates from the application of the proven technology of a lime-ferrite slag (CaO-FeOX-Cu2O) on the Converting Furnace (C-furnace). Recent improvements on the C-furnace operation have included increasing the processing of recycled materials and the investigation of alternative fluxing agents. However, some minor oxides adversely affect C-furnace operation, with respect to magnetite behavior of the slag, with the most significant impact having been observed with the silica content of the slag. This paper will quantify the impact of silica on the lime-based slag, and discusses the controls that have been identified to sustain continuous converting operation.

The continuous directional solidification technique of five kinds of special ZA alloys with eutectic, peritectic and eutectoid transfonnation under the condition of continuous casting by heated mold was studied. The mechanism of surface defects appearing in ZA alloy line was discussed and the structure of some defects were analyzed by SEM. The results show that only when the fitting of various technique factors, pressure head, outlet temperature, pulling speed and cooling condition are reasonable under a certain range, can the ZA alloy smooth line be continuously pulled out. Unreasonable techniques will result in hot tear, rough surface, mush outlet, leaking and other defects. The shape and location of solid-liquid zone have an important influence on the formation of the above defects. When the solid-liquid zone is located in the mould outlet or inner mould, the surface of solidification will protrude into the inner mould. If the remaining liquid cannot counteract the solidification contraction, a rough surface will appear. If the solidification surface further into the mould, the ingot in the mould will have a great friction force when pulling and will form a hot tear. When the solid-liquid zone is moved out of mould, the solidification surface will turn into a plane, which easily results in leaking. A vibration or unstable operation will cause an ingot winding during pulling.

A control philosophy to be applied by Lonmin to maintain constant electrode immersion in their no. 1 circular smelting furnace is put forward. This control philosophy is facilitated though a combination of thermodynamic models used to predict the slag composition and empirical correlations to estimate the furnace geometric factor as well as the slag conductivity. The model can determine the operating resistance set point required in order to maintain a desired electrode immersion as a function of the feeds to the furnace, slag level and temperature. If modifying the resistance set point cannot maintain the desired immersion without moving out of the furnace P-V-I operating envelope, the model can be used to determine the amount of slag modifiers (silica or lime) required to shift the slag chemistry back into a region where the immersion can be controlled though resistance set point manipulation.

The U.S. Bureau of Mines began a five-year study of the 7.0 million acre Ketchikan Mining District during 1990. This study is part of the Bureau's ongoing statewide mining district evaluation program. The study area was subdivided and then prioritized by mineral potential into work units. Bureau field work in 1990 focused on the southern portion of Prince of Wales Island and vicinity. Extensive mineral resources have been mined historically in the area and are presently being evaluated by private industry. Information in this report is based on an extensive literature search and Bureau field work. Over 150 mines, prospects, and mineral occurrences were visited in 1990; an aggregate of 1,300 rock, placer, and limestone samples were taken; and nearly 3 miles of underground workings were mapped. Many prospects, some untouched for more than 80 years, were mapped and sampled. High metal values at several prospects were confirmed by Bureau sampling. Reconnaissance sampling along logging roads on Southern Prince of Wales Island revealed mineralized areas not previously recorded. Follow-up work at many locations is planned for the 1991 season.

Coal bursts are one of the least understood yet the most critical hazards in underground coal mines. The ground motions induced by seismic events can trigger unstable failure of coal and rock mass and degrade the surroundings of an excavation. Therefore, the characteristics of ground motions should be fully investigated for an improved burst risk management. This paper analyzes ground motion features of a longwall panel from a typical underground burst-prone coal mine in China. The results showed that most of the ground motions on roadways were hardly initiate coal bursts due to insignificant energy input to the damage. The intensity of ground motions in near-field zone were nearly 20 times higher than those in far-field zone. The strongest vibration on roadway was induced by a coal burst with energy of 28,600 kJ, which can cause ground motion of 0.77 m/s and equivalent dynamic stress of 14.69 MPa. The findings of this paper can improve the assessment of seismic risks and its management.

There is a considerable wealth of information on the behaviour of rockbolts under axial loading conditions both in situ and under controlled laboratory conditions. However, there is comparably less data on the behaviour of rockbolts in shear. Several authors have contributed to the understanding of the behaviour of conventional rockbolts’ performance under shear loading. Much of this data have been gathered through experimental programmes conducted on sections of the rockbolt. Considering the continuous coupling between the rockbolt and borehole interface, the approach is justified. Due to the design premise of energy-absorbing rockbolts with discrete couplings, full scale testing is required to quantify the behaviour of the rockbolts. This paper reviews published results obtained from two testing facilities, which are the SINTEF rockbolt pull test rig in Trondheim, Norway and the Epiroc Combinations Shear and Tensile test rig in Johannesburg, South Africa, both capable of conducting full scale testing of rockbolts. Based on this high-quality database it was possible to identify three distinct responses of rockbolts in shear. The behaviour under load is controlled by the presence or absence of an encapsulation medium (resin/cement grout), the reinforcement mechanism, and whether the rockbolt is continuously or discretely captured. As a reference the results are compared to the performance in shear of conventional grouted rockbolts.

"INTRODUCTIONThis is not a technical paper in the normal sense. It is an informal document which is intended to share the results of some recent cyclone research with our colleagues both in operations and in research.PILOT PLANT FACILITIESFigure 1 is a schematic of the closed circuit hydrocyclone pilot plant testing facility at the University of Alberta. In this figure the system is configured for some experimental work on wide angle cyclones which was recently completed. The rig is designed to study cyclones in the approximate range of 10 cm to 20 cm diameter. Notable features include the variable speed feed pump, the magnetic flowmeter and pressure sensors on the cyclone feed line and the travelling launder which permits simultaneous sampling of both product streams.ORGANIZATIONFor organizational convenience the subject matter has been divided into three parts:(1) Peculiar Partition Curves(2) Wide Angle Cyclones(3) Rope DischargePECULIAR PARTITION CURVESMuch of the initial empirical mathematical modelling work on cyclone classifiers dealt with homogeneous ores. A homogeneous ore is one in which all particles have substantially the same apparent density, or where one phase is very clearly predominant. In contrast, a heterogeneous ore is one in which there are at least two different density classes, each making a significant contribution to the ore composition. (Particle shape similarity is always assumed.)One of the problems which can arise when analysing the overall solids partition (selectivity, Tromp, etc ... ) curve for a heterogeneous ore is the peculiar shape which may be observed, when compared to partition curves for homogeneous ores. This is not an unusual occurrence and it has been documented by Lynch and Rao, Finch and Laplante and Larsen and Spring. The purpose of this section is to identify those operating conditions which may give rise to peculiar partition curves."

Blind areas around construction equipment are a major contributing factor in incidents involving a piece of equipment striking a worker. In highway construction, these types of incidents result in an average of 22 deaths a year in the United States. The Spokane Research Laboratory of the National Institute for Occupational Safety and Health, in cooperation with the Washington State Department of Transportation, is evaluating methods to decrease these incidents. One such method uses devices that assist equipment operators in monitoring blind areas around the equipment to prevent collisions with workers or other objects. Several camera and sensor systems are available for this application. These systems were evaluated on various trucks used in road construction and maintenance. Tests were conducted on sanding trucks during the winter months, which allowed researchers to investigate the effectiveness and limitations of various technologies under the most extreme conditions. Tests were also conducted on dump trucks and utility vehicles during the warmer months to study the effectiveness of the systems in highway work zones. Results showed that many difficulties arise when using camera and sensor systems in cold, snowy climates. And, while the operation of these systems is more reliable during the warmer months, challenges still exist in using them on equipment in congested work areas.

Changes in reductant and energy inputs which are required to adjust the slag composition in an ilmenite smelter to a higher or lower FeO content are calculated. The calculated changes are based on the assumption that solidification equilibrium with the freeze lining constrains the slag composition to follow a eutectic groove in the TiO2-FeO-TiO1.5phase diagram. Calculated equilibrium conditions along the eutectic groove are presented, and form the basis of the calculations. The inputs of energy and carbon need to deviate strongly from the steady-state values to adjust the slag composition. The inputs required at any given time depend on the desired rate of change of the slag composition, and the current slag composition. The steady-state relationship of a change in energy input of 5 kWh corresponding to a 1 kg change in carbon input also holds for the changed inputs during transient changes in FeO content. THE United States Bureau of Mines established at Bruceton, Pa., in 1909, an experimental mine, for the purpose of testing the means of preventing and limiting mine explosions. During the last ten years numerous explosions have been caused to originate in .this mine for investigative purposes and the rate of propagation of the explosion wave, the pressure developed per unit of area by the explosions, and, the general results of the explosions have been carefully recorded and. studied. Means of preventing mine explosions or of limiting them to the areas in which they originate have been developed. A great deal of valuable information has been derived from the work in this mine and much more useful and valuable information will be obtained in. the future. The writer would plead, not for the opening of experimental mines in all the important coal-producing fields in the United States, but for the opening of demonstration mines, or mines in which experiments could be made with the various details of coal mining. The United States Department of Agriculture has established, in nearly every state, stations that undertake experimental work for the benefit of the agricultural interests. In addition, small demonstration plats are set aside, in suitable locations in the farming districts, where various crops are grown under scientific direction, so that the farmers in the neighborhood can note the results obtained and profit thereby. Something like this should be done for the coal-mining industry. If experimental or demonstration mines were established, methods of working adapted to local conditions could be worked out. Owing to competition in the same markets, small capitalization, or low profits, it may be an utter impossibility for any one company to try a new method of mining. Labor conditions may prevent the trial of a new method of working. It may be impossible or inadvisable to disturb existing working conditions for fear of causing trouble among the miners through real or fancied changes in the scale of wages.

Mine planning and mineral processing optimization are usually treated as two unconnected problems, especially at open pit and panel caving mines where the cut-off grade is practically the only variable optimized and analyzed for in the planning proposes. Using existing planning tool, the output is a reserve consumption strategy privileging higher grades. With the earlier consumption of the highest grades, every year produces revenues which are closer to the cost and potentially even below cost. However, there are other ore characteristics that can also affect the profitability of the operation. A new methodology has been developed, incorporating the grinding and flotation relationship into the mining economic models for the simultaneous analysis and optimization of the throughput-work index-recovery relationship through changes in the mining limits, sequence and redefinition of the reserve consumption strategy. A mine-site that implements this new planning strategy, can expect to increase the NPV from 5 to 15% depending on the actual operational settings. Two case studies have been developed, showing how the inclusion of the work index in the economic model changes the phase and mining sequence in an open pit mine and the caving sequence and the optimum column height in a panel caving mine.
