The 20th annual American Mining Hall of Fame Awards Banquet sponsored by the Mining Foundation of the Southwest will be held at the Westin La Paloma in Tucson, AZ, on Saturday, Dec. 7, 2002. This year’s inductee, guest of honor and featured speaker is J. David Lowell, one of the preeminent exploration geologists of the past 30 years. Among his most recent discoveries is the world-class Pierina gold deposit in Peru, currently owned and operated by Barrick Gold. As representatives of mining heritage, the Hall of Fame will induct Howard Allen Twitty, Sr., and Bernhardt Rohe. Twitty was a respected public lands attorney. He made significant contributions to the mining industry by representing several major companies in many court cases. He was also the author of numerous papers on mining law. Rohe was managing director of Peñoles. In that position, he helped guide the Mexican mining company for its growth into the international mining company that it is today.

"In recent years operators of brown-ore mines have shown increasing interest in .the reclamation of ore heretofore lost in tailing ponds. In January and February.1945 the author made a preliminary survey of the ponds in the Russellville district, Franklin County, Ala. The Russellville district (fig. 1) was chosen for the preliminary work because it contains many large ponds in a comparatively restricted area. All important properties in the district were visited with Charles R. Wilson of Russellville, who has been familiar with the Franklin County brown-ore industry since 1890; with Edmund Craddock and W. S. Blackburn, managers of the two washers now operated near Russellville by Shook & Fletcher Supply Co., and with S. A. Britton, manager of the Sloss-Sheffield Steel & Iron Co. washer. The larger ponds were measured roughly and tonnages estimated. and samples taken from different areas were analyzed and beneficiated at the Southern Experiment Station of the Bureau of Mines; Tuscaloosa, Ala.The ponds explored were the Sloss No.1 (Ensley); the Sloss No. 8, and the Sloss No. 4-5, which are among the largest in the district and so located, within an area of .three square miles (see fig. 2), that ore from all of them could be-treated,one centrally located washer.Actual work was begun on May 9. Between that date and June 30, when field work was completed, 246 holes in ponds were drilled and sampled, and 15 additional holes were put down primarily to test the drill .in different types of ground with a view to its possible utilization in other types of prospecting. Samples from all holes were analyzed for iron content; samples from 13 holes were sized and analyses made for each size fraction, and six large samples have been composited for beneficiation tests.Brown iron ore has been mined in the Russellville district since 1815, when the first blast furnace in Alabama was built in NW1/4 sec. 10, T. 7 S., R. 12 W., about 3 miles southwest of Russellville (19).-J The furnace was abandoned before the Civil War, and mining continued on a small scale until 1888, when Enoch Ensley began to mine the ridge between Russellville and Pain Creek. His first washer, Ensley No. 1, was about 300 feet south of the junction of the present Tharptown road with the Waco spur of the Southern Railway."

"Environmental issues have evolved considerably over the last two decades. The main contributing factors, to name a few, have been the changing values of modern societies, the globalization of trade and its linkage to environment, evolution and accessibility of information/ communication technologies, better educated populations, climate change, longrange transport of toxics, and the increasing influence of non-governmental organizations (NGOs) and multistakeholders.As well, environmental management of mining operations had to be realigned in order to meet these new realities and to respond to more elaborated regulations oriented towards sustainability. Environmental management systems (EMS) have been introduced not only to meet the assurance of conformance to regulations but also to prevent pollution and to apply the continuous improvement of mining processes. EMS models have been developed and certification to international standards (e.g. ISO 14 001) is a common practice.Globalization has imposed challenges and additional requirements to environmental management. Developing a mine in emerging countries implies dealing with international agencies, local communities, and a variety of government infrastructures to obtain a “license to operate.” This paper presents the structure of Cambior’s EMS and how it was adapted and implemented in the company’s operations in South America."

The Puget Sound Section met at the Arctic Club, Seattle, Wash., on Jan. 20, 1917. Sixteen members and five guests were present. Dinner having been served, the meeting was called to order. A letter from secretary of Associated Engineering Societies was read, requesting payment of this section's assessment to the quarterly budget, and upon motion it was voted that the Secretary-Treasurer be instructed to pay this assessment. It was moved and carried that this section join with the Chemical Society in a meeting. At the, close of the business meeting, Mr. Asa C. Baldwin gave an illustrated lecture on the "Alaska Boundary Survey." On Feb. 24, the Puget Sound Section again held a meeting at the Arctic Club, 16 members and three guests being present. Chester F. Lee, as member of a committee representing this section in the joint council of the Associated Engineering Societies, reported that by lots it had been decided that the term of service of said committee would be as follows: Chester F. Lee, two years; George. Watkin Evans, one year. Following adjournment of the business meeting, Prof. Joseph Daniels, of the University of Washington, delivered a very interesting lecture on "Milling Practice of The Alaska-Castineau Mining Company." The Field Meeting of the Chicago Section proved to be the most enjoyable meeting ever held by the Section. It took the form of a visit to the Northern Indiana Industrial District where the day was spent inspecting metallurgical plants in Indiana Harbor and East Chicago and in amusement at the Hammond Country Club. The weather was perfect and about 50 members and ladies attended the meeting. An inspection of the plant of the Inland Steel Co. occupied the morning. The plant was decorated in honor of the occasion and the company provided attractive souvenirs. It was noticed here that many of the ladies displayed an interest in the inspection and an understanding of the processes that would not have shamed professional metallurgists. While the members of the Section seemed to be most interested in the by-product coke ovens and the by-product recovery plant, the ladies enjoyed especially watching the snake-like antics of the red-hot rods in the wire mill. Leaving the steel plant, the Section enjoyed a ride through the district by automobile and arrived at the Hammond Country Club in time for lunch. In the afternoon some of the members inspected the plant of the International Lead Refining Co., at East Chicago, while the rest spent the time at the Country Club in golf, tennis, trap shooting, bridge and other amusements. During the dinner at the Hammond Country Club an informally organized male quartette led the singing in real college boy style. In the evening, E. E. Billow talked on the use of oil burners in metallurgical furnaces, Mr. MacDowell told of the present status of the Potash Industry and the Secretary told of some of the happenings at the Arizona Meeting. The composition of phosphate rocks, mainly used in manufacturing fertilizers, varies among deposits; therefore, phosphate rocks from different sources are expected to behave differently in acidulation processes. This paper examines the effect of preconcentration of phosphate ore from El-Sebaiya East, Egypt, using flotation on uranium leaching. A high-grade ore sample (27.3% P2O5, 168 mg/kg U) supplied by the Al-Nasr Mining Company, was subjected to reverse single-stage flotation to separate carbonate from the phosphate sample. Subsequently, P2O5 and U concentrations were 32.2% (92.1% recovery) and 225 mg/kg, respectively. After the leach process, the U concentration in the liquor was 319 mg/L.

INTRODUCTION In this paper the author will attempt to bridge from the paper work of design and engineering to the reality of implementation. Certain facets of construction are constant to a successful project, no matter the level of technical complexity. Basic to timely, low cost construction are the people assigned to the project. Construction is not accomplished by robots, computers, or speeches; but rather by people. People do however require the avail- ability of equipment and communications to properly complete the work. ORGANIZATION Good organization is the basic requirement of a well implemented construction project. For this paper the author will suggest an organization chart as well as an activity listing that together support the construction activities. There is little difference in the activities or functions needed to construct a small plant or a large one. It is a matter of how much time an individual has to spend on an activity that determines the structure of an organization. The difference between a large and small plant construction job is often described as the multiple hat versus the single hat philosophy. As an example, a resident construction manager on a small job might be the manager, the field engineer, the scheduler, the estimator, and the procurement manager. At some time during a construction

Planning for the Macraes Extension project highlighted the need for additional tailings storage availability. The possible solution of developing new tailings impoundments in Northern Gully, in tum, led to concerns being expressed by the regUlatory authority over the assimilative capacity of Deepdell Creek. Philosophical differences over the appropriateness of applying a seepage model used to set standards in consents for the original project resulted in the company re-evaluating the whole monitoring system associated with tailings disposal and seepage control. Re-evaluation indicated problems arising from the existing in-stream water quality monitoring in respect of protection of the aquatic ecological system and verifiability of results. A new monitoring system was designed relocating the compliance monitoring point out of the stream and into the gully containing the tailings impoundments giving greater certainty of monitoring results to all parties and providing improved protection for the aquatic ecology of Deepdell Creek.

On the first of October 1991 two significant pieces of legislation came into force. Both of these are relevant to the allocation and use of minerals in New Zealand . They are the Crown Minerals Act 1991 and the Resource Management Act 1991.   The full legal implications of these is not fully known because the Planning Tribunal and the superior courts have not as yet had to deal with them in any detail. However, the thrust of the legislation is clear and it is appropriate to give an overview of how the statutes will operate in tandem if you are seeking to pursue or oppose any prospect, exploration or mining of Crown Minerals in New Zealand.

One of the main functions of a process technology and engineering services provider is to select grinding equipment that will meet the client?s throughput rate target. Prudent risk mitigation strategies would suggest that throughput rate estimates be cross-checked using a variety of techniques. Whilst some comminution circuit designers have estimated specific energy requirements via the manipulation of the Bond specific power equation e.g. Barratt?s Grindpower and OMC?s FSAG approach, other designers have opined that the Bond Indices have no role to play in the calculation of SAG mill specific power. As a result, they have developed their own specific energy estimating methodologies, e.g. SMCC?s Drop Weight based power methodology, SPI, SAGDesign, etc. Each method has its supporters and its critics. The challenge facing the engineering provider is how to nominate an SAG mill based circuit throughput rate estimate when faced with significantly disparate specific energies calculated by the different methodologies. This challenge is exacerbated via the continuing evolution of contemporary circuit configurations such as two stage pebble crushing some of which incorporate HPGR technology as the second stage of pebble crushing. The methodology presented in this paper shows that the Bond Indices are an excellent tool for estimating the specific energy requirements for SAG mills in SAB, SABC and SSS circuits. The method accommodates primary crushed feeds, partial and or fully secondary crushed SAG mill feeds, and emulates the impact of pebble crushing on SAG specific energy. As a result, the new Bond Index based method has provided an additional tool for increasing Fluor?s confidence when predicting SAG mill based circuit throughput rates. Based on this outcome, the author proposes that the decades old conundrum of using Bond Indices to calculate SAG specific energies for SAG mill based circuits has been solved.

In 1993, a lawsuit was filed on behalf ofnative groups in Ecuador against Texaco for environmental damage resulting from petrole­um production activities which had occurred many years earlier. The basis of the lawsuit at the time was that Texaco had failed to perform its foreign activities in the same manner that it operated in the U.S. No environmental regulations were in existence in Ecuador at the time of Texaco's operations. Also in 1993, a lawsuit for over $3 billion Australian was filed on behalf of native New Guineans for alleged environ­mental damages and health impacts that occurred as a result of BHP's operations at its Ok Tedi Mine. Since then, Royal Dutch Shell has been subjected to major criticism for environmental damage caused by its operations in Nigeria. A more recent report has criticized Shell for groundwater contamination of an aquifer in Turkey. Southern Peru Copper is now defending against a lawsuit filed by citizens exposed to air emissions from smelter operations in Peru. In all of these cases, much of the alleged damages occurred many years previous. A defense com­monly made by the companies has been that operations were conducted according to the standards in place at the time. This has not limited the lawsuits nor minimized the international publicity which has followed. While such lawsuits have been common in the U.S. for many years, their appearance in other nations have pointed out a growing sense of worldwide concern with regard to the impacts of industrial operations. Of particular concern is the fact that lawsuits have been filed in countries that have up to now had few, if any, environmental regulations. The regulatory environment has been a part of most U.S. business operations since the early 1970's. Now, however, envi­ronmental regulations are starting to be implemented in many less developed nations. This has led to the formulation of a myriad of standards and approaches to environmental regulation around the world. For multinational companies, the challenge becomes one of anticipating the level of compliance that will be required to minimize liabilities not only for the present but also in the future. The purpose of this paper is to provide some guid­ance with regards to choosing a level of compliance, particular­ly as it applies to water quality.

LOCAL yearly taxes levied on bituminous coal lands in Pennsylvania have become a cost of first importance to the coal industry of the State. In Pennsylvania there is no State tax on real estate, but local taxation of real estate furnishes the greater part of the revenue necessary for the small governmental unit, as counties, townships, boroughs, and local school, road, and poor districts. Coal in place in the ground, whether or not title thereto has been severed from ownership of the surface, is assessed as real estate and on its supposed sale or market value. There are eight classes of counties in Pennsylvania, based on population; in populous counties of the first, second and third class, assessments are made by a county board appointed by the county commissioners and are fairly uniform throughout the county. In counties of the fourth to the eighth classes inclusive, property assessments are made by property assessors elected by and for each township within a county. In these counties the board of county commissioners acts as a board of equalization and review to hear appeals. In most counties, therefore, where there is a large unmined reserve of coal, assessments on that coal vary for each township, irrespective of the fact that the coal bed is continuous under many townships.

Against the receding background of the October stock market crash and the December overhang of inventories, the economy began with a shaky start in 1988. As 1988 began, the Administration's estimate of real growth for 1988 had just been reduced from 3.5% to 2.4% and economists and other ob-servers were concerned that the expansion that was 5 years old might be near the end and that a recession might be around the corner. The ensuing moderately strong economic activity, however, belied all the negative signals that were evident earlier, and the real GNP continued to grow at an estimated 2.3% annual rate during the first quarter of 1988, extending the ongoing recovery into the sixth year (table 1.). The relatively accommodative policy of the Federal Reserve Board (the discount rate was cut by 0.25% in January), a strong performance by the export sector, and the revival of consumer spending were major forces underlying the economic strength. But as the quarter drew to a close, signs of tight capacity utilizations were apparent in many of the export and capital goods sectors, including textile, chemical, plastic, metal, and machinery. Employment was at a record high level while the unemployment rate was close to a historical low. Prices were rising at a faster pace than those of 1987, and the dollar resumed its slide after a brief recovery in January and February. These factors gave rise to the fears of higher inflation. Long-term interest rates increased, casting a pall over the prospect of a robust growth for the rest of the year.

The mining sector in Canada is facing significant challenges to develop a competent workforce, including increased technical and logistical operational demands, and the imperative to promote local content. There is an increasingly unpredictable labour pool which can be aging, or have skill shortages, or non-aligned skills. As globalisation continues, companies also require efficiencies during operation across various locations. AMEC has met these challenges in the global oil and gas sector by developing our Capability Development and Competence Assurance (CDCA) program. CDCA is applicable across all process industries, including mining. CDCA supports simultaneous consistency and flexibility by defining competence at task level, with corresponding best practice blended training programs, and evaluation criteria and processes. CDCA then defines role profiles mapped to local task definition. When combined with web-based technology, this granularity allows us to manage high volume workforces, while retaining individual learning plans and progression, aiding job satisfaction, and employee retention.

Coal plays an important role in the energy needs of the World. Given its wide abundance and low cost, coal use is bound to increase with the growing energy demand. Despite its importance, there are growing concerns over coal?s environmental burdens, especially its contribution to greenhouse gas emissions. To ensure sustainable extraction and use of coal, opportunities for minimizing potential impacts from coal have to be identified and exploited. Whilst extensive work has been done on life cycle assessment of coal use, especially in electricity generation which uses the bulk of coal produced, there has been limited work focusing specifically on coal mining. This study aims to estimate the cradle-to-gate life cycle climate change impacts of coal from a surface coal mine in the United States. The study employs general principles of ISO standards for LCA.

"Located in the state of Colima, Peña Colorada is one of the largest iron ore operations in Mexico. The project is owned in equal parts by ArcelorMittal and Ternium. Though boasting a production capacity of 4.1 Mt/a (4.5 million stpy) of concentrate per year, Peña Colorada is faced with declining ore grades. In order to respond to this situation, Peña Colorada had to expand production even further. This expansion created various challenges that were overcome by the adoption and application of new technology. Examples of these technological innovations are discussed in detail in this article and include improvements in geo-modeling, mine planning, and mine operations. The successful implementation of these technologies paid for itself many times over, and has led to significant improvements in production and performance, while lowering the operating costs and reducing the variance between planning and execution.Project overviewPeña Colorada is a mining company that produces about 30 percent of the iron ore in Mexico. This project generates about 1,200 direct jobs and 3,000 indirect jobs, making a significant contribution to the local economy. Similarly, Peña Colorada invests in its local communities through numerous educational programs, scholarships, university agreements, social development, environmental agreements, etc. Peña Colorada’s operations consist of an open pit mine located in Minatitlán and a pellet plant located in the port city of Manzanillo, as shown in Fig. 1. Technological innovationsMost mining projects around the world typically follow the logic of “mining the next best ore.” Consequently, head grades tend to decline over the life of the mine. In the case of Peña Colorada, a decline in head grade combined with a decline in iron ore prices forced the operation to adapt to a new business environment and adopt new technologies to face these challenges. However, the first step along this process was to increase the confidence and reliability of the resource model. This task involved additional drillhole campaigns coupled with more detailed modeling techniques. Once the block model was completed, new optimization studies and production schedules were evaluated with new optimization tools that improved many aspects of the mine plan. The Peña Colorada block model has undergone 3 expansions to reflect additional information not available in the past. The model has expanded to the East and Southwest. The latest model expansion increased the total number of benches to 98 as a result of positive exploration results. Similarly, new geotechnical studies were prepared, which provided new guidelines for pit slope design, and new technology was implemented to monitor ground movement and slope stability. In this study the effects of T4 and T6 heat treatments on microstructural characteristics of AZ91 alloy containing Rare Earth elements have been investigated. Formation of intermetallic Al1 1RE3 needle shape particles which have a good thermal stability reduces both formation of ß(Mg17A112) and discontinues precipitation in AZ91 alloy which are dominated at the grain boundaries and are responsible for poor mechanical properties specially in elevated temperatures. For AZ91-RE samples both T4 and T6 heat treatments led to a continuous precipitation of ß particles at the grain boundaries after aging. However, in AZ91 samples (with no Rare Earths) precipitation was discontinuous at grain boundary areas. This type of precipitation is one of the main reasons of poor mechanical properties of this alloy at elevated temperatures.

Underground room-and-pillar mining operations in the Warrior Coal Field in Alabama frequently suffer instability due to soft floor and thinly-laminated immediate roof. The investigation covered by this paper concerns a mine that was experiencing ground-control problems with weak floor conditions. Four hundred ft above the presently producing seam, another seam has been mined out. Several roof falls occurred locally, and as much as two ft of floor heaves have been experienced. The paper presents the results of comprehensive analysis conducted on floor heave, roof sagging, and the influence of the mined-out seam using instrumentation and numerical analysis.
