ARTICLE I DEFINITIONS SEC. 1. For the purpose of these regulations, definitions are as follows: Well.-A bore hole drilled for the purpose of developing natural gas or petroleum, or a bore hole producing natural gas or petroleum. Well Operator.-Any person, persons, firm, partnership, corporation, company or association that proposes to, or does drill, operate or abandon a well as herein defined. Coal Operator.-Any person, persons, firm, partnership, corporation, company or association that proposes to, or does operate a coal mine in territory known or reputed to be underlain with oil or gas-bearing strata. Coal Owner.-Any person, persons, firm, partnership, corporation, company or association, other than a Coal Operator as herein defined, that owns coal lands in territory known or reputed to be underlain with oil or gas-bearing strata. State Mining Department.-The duly constituted authorities of a state having jurisdiction over coal-mining operations, and oil and gas operations as herein provided. Plat.-A map, drawing or print made in accordance with the provisions of these regulations. Casing.-The pipe commonly used in wells drilled for natural gas and petroleum. Fundicion Refimet S.A. has operated a custom copper smelter at La Negra, near Antofagasta in northern Chile since 1993. From an initial operation based on Reverb smelting and Peirce-Smith, converting, the plant was expanded from 90 000 t/y to 160 000 t/y copper production in early 1997, by conversion to oxy-fuel smelting and use of concentrate injection on Converters. As part of this expansion a novel reverb gas cooling and cleaning system was developed and designed by Kilborn SNC-Lavalin Europe, the London, UK-based mining and metals; Office of Canada's SNC-Lavalin group. The reverb gas cooler needed to satisfy several very specific requirements including low cost, flexibility, robustness and simplicity of operation. Of particular importance was the requirement to cool and clean the ,oxy-fuel reverb gases and render them suitable for subsequent treatment in a conventional sulphuric acid plant. It was also important to avoid accretion or dust handling problems. This paper describes the key design features and subsequent successful installation, commissioning and operation of the unit.

This paper examines the new water-hydraulic (hydropowered) drill rigs that have been developed and proven in the last decade primarily in tabular, shallow-dipping, narrow-reef hard-rock South African mines. These include drill rigs for flat-end tunnel development, narrow inclined raises and winzes, large inclines and declines and longhole-based developments such as ore passes and vent raises. The hydropower technology rigs offer advantages both in safety and performance over traditional compressed-air-powered, hand-held development, and are generally more cost-effective than imported oil electro-hydraulic drill rigs. Furthermore, hydropowered rigs are inherently energy-efficient. The benefits of hydropower are discussed and a ?comprehensive development model? is presented which demonstrates that ore-bodies can be accessed in significantly shorter times. ?Localized? half level hydropower systems are introduced and a range of ancillary equipment available is listed.

A generalization of Gy?s model for the fundamental sampling error introduced the new ?parameter for the dependent selection of particles?, denoted as Cij. This allows for modeling deviations from the ideal situation where the selection of a pair of particles is composed of two independent selections. The generalized model potentially leads to more accurate variance estimates in the case of clustering of particles, differences in densities or sizes of the particles or repulsive inter-particle forces. A straightforward and practically applicable method is needed for the determination of this parameter for miscellaneous mixtures in industrial settings. In this contribution, the feasibility of using digital image analysis to determine this parameter Cij, will be demonstrated. Line transect sampling of a digital image was used to construct a transition probability matrix. A new algorithm to derive quantitative estimates for Cij will be presented and discussed. The applicability was verified by a photograph of zirconium silicate particles of sizes typical for industries dealing with pharmaceutical, food/feed, and environmental applications. Conditions affecting the practical applicability are identified and potential pitfalls will be discussed, including e.g. how a potential unrepresentative surface can affect the quality of the estimate of Cij.

"All gold deposits within the Tisdale Group are spatially associated with carbonate alteration zones; however, not all carbonate alteration zones are host to gold mineralization.Within the komatiitic and magnesium tholeiitic volcanic rocks at the base of the Tisdale Group, discordant and stratabound carbonate alteration zones occur throughout. The alteration zones consist of a ferroan dolomite - quartz inner assemblage which is enveloped by calcite-quartz and an outer chlorite-rich subzone. Factors which control the distribution of carbonate alteration include joint systems, flow contacts, synvolcanic faults and bulk composition of the host rock.Two environments of carbonate alteration can be recognized: 1) The subsea-floor alteration zones developed within the volcanic rock succession where hydrothermal fluids did not discharge directly onto the sea floor. Insignificant gold production has come from this alteration environment. 2) Seafloor zones, which represent points of hydrothermal fluid discharge into the hydrosphere, are spatially associated with felsic volcanic rock complexes and are host to syngenetic, auriferous cherty dolomite.Carbonatized, magnesium tholeiitic basalts, which are host to the auriferous, cherty dolomite, are enriched in antimony (>0.35 ppm), boron (>30 ppm), gold (>5 ppb) and lithium (> 35 ppm), but are depleted in copper ( < 70 ppm), with respect to carbonatized basalts not associated with gold. Orerelated, altered komatiitic flows can be screened using gold (>5 ppb), lead(> 10 ppm), arsenic(> 70 ppm) and antimony (>1 ppm).The habit, petrographic characteristics and certain geochemical characteristics of the altered volcanic rocks suggest that the hydrothermal fluid was of sea-water origin."

The phosphate ore sample was taken from the iron tailings after recovering most of magnetite by magnetic separation in Longlin, Yunnan Province of China. Batch flotation tests had been conducted to upgrade the phosphate concentrate by conventional fatty acids reagents under 70% -75 µm of the particle size; however, the unsatisfied results (P2O5 grade of 27.84% and recovery of 49.25%) were obtained. Also there are a large amount of slimes trapped in the concentrate and high-dosages consumption of reagents, for example, more than15 kg/t soda ash and 2 kg/t sodium silicate at only one-staged roughing. Based on the analysis of X-ray diffraction (XRD) for the sample, most of gangues are clay, quartz, and chlorite, which may easy to over-grind and deteriorate the flotation process either on reagents consumption or slurry fluidity or viscosity. A hydro-cyclone had been introduced to pre-concentrate the phosphate ore by scrubbing the slime before flotation, which can result obviously in reducing the dosages of soda ash from 15 Kg/t to 4 Kg/t, and raising the grade of P2O5 in the concentrate from 27.84% to 36.13% at the expense of about 4% recovery of P2O5. They also substantially reduced the time of sedimentation of concentrate after flotation from ~10 to ~1 min. In this paper, the effects on the recovery of P2O5 by the different dosages of flotation reagents with or without de-sliming were studied, with the objective of determining the different effects on the functions of flotation reagents by slime during flotation. A mineral investigation of the Chugach National Forest, Alaska was conducted jointly by the U.S. Geological Survey and the U.S. Bureau of Mines from 1979 to 1983 as part of the RARE II program. The U. S. Geological Survey remapped the geology and distribution of mineral resources. The Bureau investigated mines, prospects, and mineral occurrences. Previously unreported mineralization in three areas, Long Bay, Wells Bay, and Miners River were discovered in the western portion of the SOUND study area. Copper, lead, zinc, gold, silver, nickel, cobalt, fluorite, and arsenic were found in north-northeast to north-northwest trending shear zones, veins, felsic dikes, and granitic intrusives in Tertiary Orca Group metasedimentary rocks.

As a part of the Bureau of Mines program for the discovery and development of critical and essential mineral deposits, the Darwin district, Inyo County, Calif., was chosen for investigation as a possible source of, tungsten ore. Two properties were active in the district at the time. One was producing tungsten concentrate and the other was preparing to produce tungsten concentrate as a byproduct in the milling of lead-zinc ore. The objective of the project set up by the Bureau was to investigate promising areas and to sample, thoroughly those which preliminary inspection indicated contained tungsten ore. Work was begun November 17) 1941, and completed January 19, 1942. In the course of the project, 18 localities were inspected and 9 were sampled. The following pages brief the history, note the location, and outline the physical features and geology of the district. The work performed by the Bureau of Mines is described and supplemented with assay maps.

The Texas Panhandle produced 18,677,000 bbl. of oil in 1932 as against 25,064,000 in 1931. The decline was caused by smaller market demand, since the Railroad Commission potential increased from 105,528 to 149,260 bbl. during the year. Expiration of leases was one reason for a greater number of dry holes through forced drilling of questionable areas. The small number of gas wells reflected the influence of the business depression upon industrial and domestic gas demand, together with difficulties of franchise negotiations or pipe line extensions under present conditions. Probably much of the gas-well drilling was done on expiration leases, or to protect against drainage, and equalize withdrawals as between the various units held by each gas pipe line company. The increase in average initial daily production was due chiefly to excellent granite wash wells in the LeFors district developed by the Texas Co. and Skelly Oil Company. In the Panhandle district, comprising a major anticline with almost a million productive gas acres, the pools tend to merge in time, the development being confined to more productive areas. Hence separation into pools becomes a matter of time of development with some effort to keep dolomite, archosic and granite wash production separate. Many pools, like the Finley and Bowers, have mainly one type, but many leases and even individual wells produce from two zones. MACHINERY has not taken the place of manual labor in steep pitch coal in the anthracite field and there is a shortage of miners experienced in this type of work. To overcome these difficulties several coal companies have resorted to different types of mining such as the diamond or zig-zag method, the slant method, long hole drilling, and several other variations. For the past 5 years the diamond shape method has been used extensively in the heavy pitching beds of both the Knickerbocker and Yatesville basins at Knickerbocker colliery of the Philadelphia & Reading Coal & Iron Co.

The structural age of the capital mining machinery, representing a part of the system of the Electric Power Industry of Serbia, has been dictated by the initiation and development of open pit coal mines. For example, the oldest bucket wheel excavators were installed some thirty-four years ago, and the average life of the relevant machinery exceeds twenty-two years. Operation of both capital equipment and machinery has direct effects on economic and business activities of open pit mines, and consequently forced us to make a decision and study thoroughly the problem of establishing the optimum exploitation life of capital mining equipment at the open pit coal mines of the Electric Power Industry of Serbia. The aim of this paper is to define and discuss the relative problems as well as to find out the possible solutions and establish the methodology for estimating the optimum exploitation life of machinery. The study was successfully carried out by a team of scientists engaged from and coordinated by the Department of Computer Science of the Faculty of Mining and Geology, University of Belgrade. This paper presents the key observations covering the subject problem. A promising source for the extraction of rare metals and REEs in Russia is the eudialyte ores of the Lovozero deposit, which do not contain active uranium components. The eudialyte ore reserves of the Lovozero Massif are considered virtually unlimited and therefore have the potential to become a primary source of a number of rare and rare earth metals. The goal of this study was to comprehensively examine the effect of the parameters of high-power nanosecond electromagnetic pulses (HPEMP) and dielectric barrier discharge (DBD) on the leaching performance of eudialyte concentrate and the selective separation of zirconium and REEs from productive solutions. Using scanning electron microscopy and infrared spectroscopy, the mechanism behind the intensification of acidic dissolution of eudialyte as a result of pretreatment with energy impacts was described. During the HPEMP treatment, weakening and destruction of the eudialyte surface was observed, which at the substructural level is expressed in the deformation and local destruction of Si10O27, Si9MO30 resulting in formation of microcracks. During the DBD treatment, the formation of characteristic defects was observed in the form of imprints of dielectric breakdown microchannels and individual mineral fragments. Pretreatment of eudialyte concentrate using HPEMP made it possible to increase the recovery of zirconium into the pregnant solution of leaching by 3.4–4.3 per cent (from 86.6 per cent to 90.9 per cent) and by 4.1 per cent (from 86.6 per cent to 90.6 per cent) when using DBD. The increase in the total recovery of REEs was 1.2–1.8 per cent (from 87.7 per cent to 89.2 per cent). The effect of pH values, solution temperature, initial concentrations of valuable components on the successive recovery performance of zirconium and REEs from the pregnant solutions nitric from the acid leaching of eudialyte concentrate by chemical precipitation was examined. The possibility of selective separation of the zirconium product and rare earth elements with a zirconium recovery of 99.95 per cent and a REE recovery of 87.5 per cent was established. REE loss with the zirconium product was 8.0 per cent and 4.5 per cent with the spent pregnant solution.

Originally developed for use in coal mines where on-shift blasting with explosives was prohibited, compressed-air blasting has been used for the past 15 years as a substitute for fixed explosives. With the current commercially available compressed-air systems -Airdox and Armstrong -coal is dislodged by a high-pressure discharge of air from a pressurized shell placed in the coal borehole. In the original systems stationary compressors were mounted on the surface or in the underground ventilated areas. These proved so successful that a mobile compressor unit was developed for use at the working face. Because of the possibility that such a unit might operate in a gassy atmosphere, the Bureau of Mines has investigated the hazards associated with operation under conditions where firedamp could accumulate in explosive concentrations. Roof bolter occupations in underground coal mines continue to experience overexposure to respirable dust. One potential source of dust in roof bolting operations is the exhaust from the roof bolter dust collection system. A wet exhaust conditioner (water box) has been developed to reduce dust emissions from the exhaust of the vacuum dust collection system on roof bolting machines. The exhaust conditioner consists of a muffler chamber and a water chamber with four internal partitions to direct airflow over the surface of the water. The National Institute for Occupational Safety and Health conducted a series of laboratory tests to assess the respirable dust capture ability of this device as compared to the standard exhaust muffler. To determine the dust collection efficiency, both devices were placed in the exhaust stream of a simulated roof bolter dust collection system. Gravimetric samplers were operated upstream and downstream of the exhaust conditioner and muffler to evaluate the ability to capture both respirable coal and limestone dust. Researchers observed a 41 % reduction in dust concentrations for the water exhaust conditioner in the laboratory configuration. Significant levels of dust deposition in the sampling chambers may have contributed to this effective capture rate.

There was a time, not too long ago, when the most daunting challenges facing those in the mining and mineral processing industries could be solved through better technologies and better practices. But now the challenges that come from the actual acts of mining and processing are just part of the bigger picture. SME?s Colorado Section of the Mineral Processing Division (MPD) hosted its 63rd annual meeting at the Broadmoor Hotel in Colorado Springs, April 25-27 and, while the conference had its fair share or mineralolgy and processing presentations that were heavy on the technical side of things, this year?s conference was also focused on the issues of permitting, regulation compliance and legislative issues. The so-called ?softer? issues, that, if not addressed, can lead to very real and very hard challenges. Under the theme ?Mine your own business - permits, startups, expansions and resources,? even the most dedicated metallurgists were drawn into the discussions of politics and legislation, and how those issues affect their business. Fittingly, Colorado Mining Association (CMA) president Stuart Sanderson was honored with the Arthur C. Daman Lifetime Achievement Award. Sanderson, an outspoken proponent for the mining industry in Colorado and beyond, also presented the keynote address to the lunch crowd where he spoke about framing public opinion toward mining and the efforts of the CMA to move the public opinion dial in a direction more favorable to mining. Sanderson explained that Colorado, once a Republican stronghold, turned after 2002 and now is controlled by Democrats who are traditionally less supportive of the mining industry. Sanderson said the deciding factor in the power shift was money, as supporters of Democrats outspent Republicans in the most recent election cycles. CMA has done its part to keep mining going in the state with a broad marketing campaign that was outlined by Sanderson.

A test section of the upper most lift and underlying lifts of a large scale copper heap leach operation was instrumented and monitored with advanced wireline geophysics, fiber optics and resistivity electrode arrays. Elemental Capture Spectroscopy (ESC) copper measurements, resistivity measurements from an Array Induction Tool (AIT), electrical resistivity tomography (ERT) and distributed temperature sensing (DTS) with fiber optics provided integrated near real time data about the performance of the heap. During the leaching cycle, ECS provided continuous vertical measurements of copper in the upper most and underlying lifts in the test section of the heap and was used to generate a copper recovery curve. ERT inversion modeling provided high resolution 3D resistivity measurements, which were used to evaluate moisture distribution. DTS measurements of temperature were used to track the PLS front and calculate velocity. AIT induction provided highly precise bulk resistivity measurements. In-situ samplers provided PLS chemistry at multiple points. Properly integrated monitoring data can provide the heap leach operator with information that can be used to evaluate the hydrodynamics and metallurgy of the leaching process in near real time. Problems in the heap, such as pooling, channeling, longer lag and breakthrough times, excess acid consumption, increased solution in inventory, toe saturation and slope stability can be detected in near real time with the in-situ measurements evaluated.

Numerous data in the literature confirm that the chemical composition and consumption of grinding media influence electrochemical properties of flotation suspension as well as effectiveness and selectivity of upgrading processes. During a milling process, attrition of grinding media is observed. Depending on the susceptibility to abrasion, the grinding media influence, to a different extent, the redox potential, pH as well as flotation efficiency. As a result, different upgradeability of sulfide minerals is observed. The paper presents laboratory scale flotation results, obtained for the copper sulfide ore from Polkowice Region of KGHM Polska Miedz S.A. in Poland ground in the presence of forged steel, highchrome iron and stainless steel as the grinding media. The investigated flotation feed contained 36 g/t (ppm) of silver and 1.86 % of copper. Several flotation tests were conducted using fixed amount of frother and a mixture of sodium ethyl and isobutyl xanthates as the collector at three different doses of 75, 100 and 125 g/t. A comparison of the obtained results confirmed that the application of grinding media with different chemical compositions influenced the electrochemical properties of the suspension and recovery of silver and copper in the final concentrate. The highest values of redox potential were observed for the stainless steel as the grinding medium. Moreover, in the presence of this type of grinding media, regardless of the collector dosage, the best silver upgrading was observed. For the forged and high-chrome iron media, the recovery of silver depended on the collector dosage. It is indicated that higher levels of the redox potential, together with smaller amount of iron released from the grinding medium, improve the flotation of the silver-bearing mineral compounds from the copper sulfide ore.

Gold Fields Operating Co.-Chimney Creek has conducted numerous ore reserve modeling studies In order to optimize the estimates of the gold grades and tonnage distributions. Improved models continue to be produced for the major pits which Increase confidence levels required by Gold Fields management and provide the basis for more accurate long and intermediate term mine planning. Various kriging and non-kriging estimation techniques are used at Gold Fields -Chimney Creek Mine. This paper reviews the modeling histories and, current procedures used to construct these models with particular emphasis on the North Pit deposit.

Lake Dufault Mines, Limited, is located ten miles north of Noranda, Quebec, Canada. Following discovery of a copper-zinc orebody late in 1961, metallurgical investigations of diamond drill core were conducted by Lakefield Research Limited during 1962 and 1963. These were followed by pilot-plant tests in May and June of 1964, utilizing underground development ore. Milling operations commenced on August 16, 1964, and reached rated capacity of 1300 tpd by October 1, 1964. Since that time, tonnage was gradually increased to a maximum of 1400 tpd and since January 1, 1968, gradually decreased to the present rate of 1100 tpd due to an increase in the hardness of the ore. The ore milled from start-up until January 1968, was mainly massive sulfides, consisting of a complex mixture of iron, Copper, zinc, and minor amounts of lead sulfides with important associated values in gold, silver and cadmium (average specific gravity of 3-8). From January 1968 until the present, the ore being processed is described geologically as a boxwork of sulfide stringers of chalcopyrite, pyrite, and pyrrhotite with some local dissemination in siliceous rhyolite (average specific gravity 2.9) supplemented by the massive copper-zinc ore. The main platinum-group metal (PGM) deposit in the Stillwater Complex is associated with a stratiform zone formed by magma mixing. In general, the intrusion is a large, layered body of Archean age which formed by repeated magmatic injections in- to a single, large, hypabyssal magma chamber. The Complex is broadly divided into the lower Ultramafic series of olivine ± orthopyroxene rocks (1000-2000 m thick) and the upper Banded series of predominantly plagioclase-rich rocks (24500 m thick). The latter is further divided into Lower, Middle, and Up- per Banded zones. The Ultramafic series, plus most of the Lower and Upper Banded zones formed from repeated injections of an olivine-saturated magma, the rocks accumulating from the floor upward with a crystallization order of olivine, or- thopyroxene, plagioclase, clinopyroxene. The olivine-bearing subzones of the Middle Banded zone formed predominantly from a magma which crystallized in the sequence plagioclase, olivine, clinopyroxene. Olivine-bearing subzone I, with which the PGM mineralization is associated, occurs generally -400 m above the Ultramafic series-Banded series contact. Ore grade mineralization is usually found in plagioclase or plagioclase-olivine cumulates. The platinum-group elements are associated with disseminated base-metal sulfides dominated by the assemblage, pyrrhotite-chalcopyrite-pentlandite. Olivine-bearing subzone I marks an interruption in the crystallization sequence of the Lower Banded zone, with the reappearance of cumulus olivine and an associated change of the crystallization sequence. These changes indicate the addition and mixing of a secondary magma of the same composition as that which later dominated in the formation of the Middle Banded zone. Characteristics associated with mixing include laterally discontinuous but well-developed layers, xenoliths of ultramafic rocks, and sedimentary-type structures such as slum- ping and graded layering. The influx of new magma caused sulfide saturation by one or more of several chemical changes including addition of sulfur, decrease in oxygen fugacity, decrease in FeO, or increase in SiO2. Once an immiscible sulfide liquid was formed, platinum-group elements were scavenged from the magma by the sulfide liquid and segregated.
