It has a wide range of contacts with other government agencies, local government and community groups.The paper is in three parts; firstly, an overview of the nature and contribution of the mining and extractive industries in Victoria; secondly, the industries' regulatory framework; and thirdly, the environmental issues facing the industries and the management of these issues.

Two counties in Illinois, Ope and Hardin, and three counties in Kentucky, Crittenden, Livingston and Caldwell comprise the entire Kentucky-Illinois fluorspar district. The output from these five counties, however, makes up over 60 percent of our domestic fluorspar production, amounting to some 175,000 tons of finished product in 1956, The area is rough and hilly. It is bisected by the Ohio River, and has numerous smaller rivers and creeks. Add to this a generous average annual rainfall, in excess of forty inches, and it is understandable that the-area-can boast of an ample water supply. An abundance of water, however, is unfortunately not always conducive to ideal mining conditions. The faulted structure of the area and the soluble Mississippian limestones make the subsurface sediments' willing hosts to the surface water. Limestone cavers and sinkhole topography also compound the occurrence of underground water. It is little wonder, then, that water frequently presents an economic problem in the area, particularly in vein-type mining.

FEW people realize the tremendously important part that Saline and Pulaski Counties in central Arkansas have played in the winning of the war. The present favorable war situation might have been very different if we had not had the bauxite produced during the past two years from these two small areas, a total of about 15 square miles. As a general statement, it can be said that the Arkansas bauxite deposits are, individually, relatively small, irregular in thickness, somewhat scattered and, therefore, compared with coal or iron-ore or open-pit copper deposits, relatively ill adapted to a rapid and drastic expansion in output. A few years ago it would have seemed an impossibility for these two counties to produce over six million long dry tons of bauxite in one year. However, with the cooperation of the operators, that is what happened in 1943, when the state of Arkansas achieved the seemingly impossible with a production of 6,020,684 1 long tons (dried equivalent) of bauxite ore during the calendar year, compared with an average annual production of 323,725 2 tons in the period 1931 to 1941. It became apparent early in the year 1941 that the United States soon might be drawn into the war, and, therefore, that an immediate study of the domestic metal situation was necessary. Aluminum is by far the most important metal used in the manufacture of aircraft and many other implements of war and it was evident that there would have to be a tremendous increase in the domestic production of bauxite, which is practically the only present source of this metal. As more than 95 per cent of the known bauxite reserves of the United States was in Arkansas, careful preliminary studies were made in that state by representatives of the United States Bureau of Mines, the United States Geological Survey and the War Production Board in the summer of 1941. Reserves in other states also Were studied. The result of these studies was a recommendation by the War Production Board that mining in the bauxite-producing areas of Arkansas be geared for maximum production, in order to supply sufficient ore for this country's war requirements and, if necessary, to supply the war needs of Canada as well. The annual goal of eight million long tons (dry Weight) set for Arkansas by the War Production Board Was exceeded in 1943, when in August the output reached a rate equivalent to more than 8,300,000 long tons, dry basis. Because of the comparatively small tonnage of bauxite reserves, Congress appropriated funds for an extensive drilling program to be carried out by the Bureau of Mines in cooperation with the Geological Survey. Drilling began in May 1942 but owing to delay in delivery of drills, and trucks upon which the drills were mounted, the program did not get into peak operation until early in 1943. By the end of July 1944, the Bureau of Mines records indicated an addition to the Arkansas reserves of 10,000,000 long tons (wet basis) in place

Laterization of syenite and other rocks in north Alabama produced material which was picked up and carried by streams to southeast Alabama. These streams deposited the aluminum rich material in the sinkholes of a karst topography developed on the Clayton Limestone. Measurement of the bearing of the long axis of each deposit in the Screamer area, along with plotting the location of these deposits on a map, indicate a depositional pattern controlled by local fractures or solution zones in the Clayton Limestone. The sinkholes and channels dictated the original structure of the deposits. Additional structure changes have resulted since compaction of the deposits by continued solution of the underlying limestone. The original material in these deposits was enriched by the removal of silica to form bausite and bauxitic kaolin during deposition and compaction. Subsequent ground water action has reintroduced silica into the deposit leaving a core of bauxite.

Oil production in north Louisiana in 1938 was 28,442,910 bbl., a decrease of 225,160 bbl., or less than 1 per cent, from 1937. The principal increases were at Cotton Valley, Lisbon and Zwolle. The greatest decrease was at Rodessa, with small normal declines in production of the old settled fields. Natural gas production from gas wells declined 15.9 per cent from 1937, but casinghead gas increased, so the decline in total production was only 6.9 per cent. Decline in completions was due to lack of proven areas for drilling, as well as price and marketing difficulties; and wildcat activity mas also less than in 1937. The increase in number of dry holes was due chiefly to shallow drilling in the old Caddo and Zwolle fields. Most important events in 1938 were the discovery of the Shreveport deep oil and gas field, extension of the Logansport gas-distillate field into Louisiana, development of oil production in the Bodeaw zone on the flanks of Cotton Valley, opening of deep gas-distillate production at Shongaloo, and completion of one well in a deeper horizon at Bluc Lake (Zwolle field). Geological Notes The deep drilling done in 1938 did not cause any important changes in geological correlation and nomenclature of the formations below the Upper or Gulf Cretaceous. SYNOPSIS The paper gives a detailed overview of the history of subsidence engineering on South African collieries. Surface displacements resulting from total-seam extraction are discussed, and the important role of local geology is highlighted. It is shown that the differences in subsidence behaviour between South African and European collieries can be attributed to the presence of competent strata in the overburden of South African coal seams. Criteria are given for the prediction of the most important subsidence parameters, and a new model for the simulation of surface subsidence above total-extraction panels is introduced. The final section of the paper deals with the damage to surface structures caused by total-seam extraction. A brief summary of the most important undermining experiments on South African collieries is given, and it is concluded that local experiences of damage compare with those in Europe.

Coal briquetting traditionally makes use of high-dosage, nonpolymeric binders (such as coal tar pitch or molasses) or polyvinyl alcohol (PVA) at low dosages for the binding of fine and ultrafine coal. Due to constraints associated with the manufacturing and cost of PVA-bound briquettes, a novel polyacrylic binder was developed that could possibly be added in low dosages at room temperature. A set of formulations of two polyacrylic components (components A and B) was developed, from which an optimal binder mixture was determined. This formulation comprises 40wt.% component A and 10wt.% component B with a 0.04wt.% cross-linking additive, and the balance water. The uniaxial briquette compressive strength was used to obtain the optimal binder mixture. The binder mixture was added to the coal powder in dosages from 0.1 to 1.2wt.%. Mechanical tests and thermogravimetric analysis in an oxidized environment at a maximum temperature of 930°C were conducted. Binder-bound briquettes were compared to binderless briquettes and PVA-bound briquettes. Briquettes made from the polyacrylic formulation had uniaxial compressive strengths double that of the binderless briquette yield strength, as well as the minimum recommended compressive strength of 0.375 MPa. The organic binders did not affect the combustion of the briquettes, since the results compared well with the binderless briquettes. The polyacrylic formulation is considered to be a possible substitute for PVA in terms of mechanical and thermal properties and raw material cost.

Analytical expressions are developed for the kinetics of dissolution or growth of a spheroidized, solute rich stoichiometric Precipitate in the surrounding matrix. There are two limiting cases; in one the rate of dissolution or growth is limited by long range solute diffusion through the matrix and in the other by the transfer of atoms across the mrdrix-precipitate interface. In the former case local interfacial equilibrium exists while in the latter it does not and the rate of dissolution or growth is controlled by an interfacial reaction. The analysis treats both limiting cases as well as mixed control in a single development, where it is found that the thermodynamic state of the interface is completely specified by a single parameter, o, defined by where K is the reaction rate constant, D is the matrix solute diffusivity, and R, is the precipitate radiz~s. If K is infinite then a is zero and local equilibrium prevails; if K deviates infinitesimally from zero, then a is very near unity and an interfacial reaction is rate controlling. Mixed control occurs for intermediate values of o. From the analytical results, numbers are computed which are useful in determining the duration of interfacial reaction or mixed control; following this time period, long range diffusion is rate controlling. THE rate controlling process or processes governing phase boundary migration has been the subject of much speculation and investigation. Traditionally, the most widely assumed boundary condition in quantitative treatments of this problem has been that of local interfacial equilibrium. This condition implies that long range diffusion of one or more elements controls the migration and is referred to as "diffusion controlled migration" (herein DCM). In contrast to the above view is the proposition that local interfacial equilibrium does not exist and that transport of atoms across the interface is rate controlling. Consequently, this mechanism is referred to as "interface controlled migration" (herein ICM). It was with humility that I accepted the invitation of the Board of Directors of our Institute to deliver the Twentieth Howe Memorial Lecture. Many previous lecturers could speak from personal experience of the great work done by Professor Howe. It was not my privilege to be one of his students but, indirectly, I came under the influence of his work many years ago. My mentor in Metallurgy at Carnegie Institute of Technology, Prof. Fred Crab tree, was an ardent admirer of Professor Howe and his work. Professor Crabtree taught me early to appreciate Professor Howe's love of truth and keen desire to find a scientific reason for every metallurgical phenomenon. In this early search, Professor Howe encountered many unexplainable facts. Nevertheless, in the classic text, "The Metallurgy of Steel," published in 1891, he indicated that he believed Research could light the way. Under the heading of "The Treachery of Steel" he said: "In the early use of Bessemer and Open Hearth Steel, many then unexplained and hence mysterious failures occurred. With our present knowledge, an easy explanation of most of them would probably have been seen. But even today certain unexplained and apparently inexpli- cable failures occur in steel; inexplicable in spite of full and intelligent investigation." Then Professor Howe continued to talk about "the trustworthiness of steel" in the following manner: First, the steel-maker has learned by experience. He knows today far better the effects of a high percentage of carbon or of phosphorus; of cracks, pipes and blow-holes; of segregation and imperfect mixing; of over-heating; of finishing too hot or too cold. Knowing, he guards against them more effectually, and keeps at home much steel that he would formerly have sent into the market. Those who would not, or could not learn and do, have been driven out of the business; the conditions necessary for producing good sound steel by the acid Bessemer and the acid Open Hearth processes have been mastered. By and by, the basic process came along with new conditions, new liabilities to unsoundness, a great hue and cry about mysterious fractures followed, and Lloyd's register provisionally forbade the use of basic steel. Much basic steel was irregular and brittle throughout; too much carbon, too much phosphorus, too cold teemings—imperfect mixing. Still there was little doubt that, with further experience, these difficulties of the basic process would be mastered as those of the acid process had been. This shows that Professor Howe could not take anything for granted. Believing that careful research would find the answer to all mysterious phenomena, he was several generations ahead of the practical acceptance and adoption of this principle.

This paper presents a succinct overview of the Canadian coal situation. The topics treated specifically are: the rates of growth of coal supply and demand; the relationship between the coal and electricity generation industries which form its dominant market; the unique impact of nuclear generation on coal demand in Canada; and finally, a view of the developing technologies which will create opportunities for growth in the coal industry of the future. Resources The most important element of coal supply is the resource. The disposition of Canada's coal resources has a marked effect on their utilization, since industry in Canada has not generally developed around coal-fields. The distance from the major industrial centres of Ontario and Quebec to the major region of coal supply in Alberta and British Columbia has crested an economic barrier to the expansion of the use of domestic coal.

Wettability measurements and laboratory waterflood tests were compared under a wide variety of conditions. Experiments were conducted with synthetic and natural crude oils, treated and untreated outcrop and oilfield sandstone cores, and synthetic brines with and without caustic, detergent, or phosphate additives. Measurements were made on equilibrated and unequilibrated systems at 77° and 150° F. Wettability was evaluated by the Bureau of Mines method from capillary pressure curves determined with a centrifuge. The waterflood data were fitted by empirical curves; the parameters of the curves characterize primary and subordinate production and also give the ultimate oil recovery. Results showed that wettability measurements at 77° F were useful predictors of recovery efficiency in waterflood tests run at both temperatures. Oil recovery in the early stages of waterflooding increased with increasing water wettability; however, the ultimate recovery was highest at a slightly oil-wet condition. The oil displaced at highest speed in the centrifuge was correlated with ultimate recovery in waterflood tests. Chemical additives to the brine sometimes lowered wettability and also sometimes improved waterflood recovery, but wettability and recovery were not correlated with additives present. The effect of additives on recovery in waterflooding was best seen in water-oil ratio curves.

"The financial model is an integral component of any project evaluation based on mineral resources, ore reserves and (at least internally) exploration targets. Given the unity of purpose for preparing financial models for project evaluation purposes, the diversity of both format and content of the finalised models is surprising. Many models are prepared by staff or consultants who are comfortable with a particular format that may be used for other purposes, such as budget preparation or financial reporting. It is natural in these situations that the practitioner will take these models and adapt them to the purpose. The end result may or may not succeed in providing a clear, accurate and sufficiently detailed view of the project’s economic viability.When preparing a model, the practitioner should be cognisant of the interpretation and review, or audit, process. The auditor may be a consultant or employee of a bank, potential equity provider or of the project sponsor itself. Depending upon the scale of the project and the level of participation of the entity that the auditor represents, the financial model will be interrogated more or less rigorously. In any event, the end user will require the model to permit easy change of inputs and will wish to confirm that such change is appropriately and thoroughly transmitted throughout.Accordingly, there are some ‘dos and don’ts’ that can be readily applied in the creation of the financial model that will greatly assist the end user, not just in the change of inputs, but also in reviewing the model’s integrity. At the concentration plant of the Gol-E-Gohar Iron Ore Company (Iran) three 9m × 2.05m AG (Autogenous) mills (fixed speed) are used in parallel in a dry operation. The test works conducted in a scale down mill with a diameter of 1m indicated that conventionally used "deflector" type liners did not provide efficient environment for grinding. In this research, to improve the grinding efficiency, a new design using low profile end liners incorporating radial ribs of proper height was investigated. In order to determine an appropriate liner design at different operating conditions, a 100cm×10.8cm model mill was used for experimentation. The special design of model mill made it possible to increase the radial ribs height in steps of 6mm up to 18.5mm. The transparent end of the mill enabled accurate trajectory determination by image analysis. The results indicated that the new lower height profile deflectors and 15.5mm-height (14.5cm in industrial scale) radial ribs improved the mill performance while avoiding excessive pressure drop across the mill and wear on the liner. The image analysis showed that the use of new liners increased the distribution of coarse particles across the mill cross section from 28% to 35%. A new liner design was proposed by decreasing the number of liners in each slice from 5 to 4 pieces. The thickness of the inner head liners reduced from 45cm to 30cm and the outer deflector liners replaced by radial ribs. The distance between the feed and discharge inner head liners increased from the original 115cm to 145cm which increased the effective length of the mill by 26%. The new design reduced the weight and volume of end liners by 9% and 23%, respectively. It was predicted that the new liners design increases the mill throughput by 10% and reduces the metal consumption by 20%.

Flotation variables were investigated for the re-clamation of phosphate from a Florida washer slime. Under optimum conditions, 92% of the phosphate was recovered. Further cleaning of the rougher flotation concentrate resulted in a product containing about 30% P2O5 with a phosphate recovery of 65%. The enormous amount of slimes rejected in the Florida pebble phosphate fields, containing roughly one-third of the phosphate in the pebble matrix,1 has long been considered as a serious problem to the industry. The mere disposal of these slimes has posed an almost insurmountable task for several investigators.2-5 Some companies still resort to huge surface dams, some covering 1800 acres, for slime disposal.6 Information on the recovery of fine phosphate from these slimes is scanty. Dry separation8 and electrostatic beneficiation8 were suggested, but would necessitate radical changes in the present mining and concentration methods. Haseman10 proposed the selective flocculation of colloidal phosphate with starch, while Ralston11 suggested the removal of clay from the matrix by amine flotation. Leaching of the slimes for recovering the small amount of uranium was attempted by the Battelle Memorial Institute12,13 but proved to be economically unfeasible. The purpose of the present investigation was to determine the optimum fatty-acid flotation conditions for reclaiming the phosphate discarded with the Bartow washer slime. Prior to the flotation experimerits, however, the size distribution and the minera-logical composition of the employed slime had to be determined.

"THE YEAR 1959 appeared to be a good one in which to attempt a summary of progress in the location and study of sulphide deposits in Canada because a temporary surplus of metals caused prices to fall and many geologists who had been working like beavers were suddenly not so hard pressed. So it was •decided to arrange a Symposium. The response to the call for contributions was excellent and the result is the interesting collection of papers that follow.Activity in the search for massive sulphide deposits has never been as intense as in Canada since 1954. That was the year when the airborne electro-magnetometer first became generally available on a contract basis. These instruments work best on massive sulphide bodies, as do most of the ground electrical survey devices, so much of the new information relates to these. It was decided, therefore, to focus attention in the preparation of symposium papers on such masses. This served also to keep the survey within reasonable limits."

The essence of the method consists in creation of drop of opposite sign at the isolating stoppings, by which air losses through the accident district change direction of their motion. The period of reversal is selected in that way so that air may not find itself in the zone of burning. The method of fighting the fire considered was repeatedly used in the coal mines of the Ukraine. The theoretical basis of efficiency and two examples of use of this method by fighting the underground fires are adduced in the paper.

Introduction Coal extraction by continuous miners (CM) is currently the most common underground method in the US industry and accounts for slightly more than two-thirds of the nation's deep mining production (National Coal Association, 1987). Even if longwall mining should become more commonplace, it can proceed only after ventilation and access entries have been driven by CMs. Since an area of concern continues to be the effects of the dust generated on the health of mineworkers, this paper discusses the relationship between the elemental compositon of mining-generated airborne dust sampled from the immediate ventilation return of a CM and laboratory-generated dust derived from channel samples taken from the mines. There are several potential contributions of this type of study to the coal mining industry. First, after more fundamental knowledge of the causes of Coal Worker's Pneumoconiosis (CWP) is learned, the laboratory-generated respirable dust could be used to identify a potentially hazardous coal seam. Also, this study could possibly aid in understanding the fundamental causes of CWP by producing mining-simulated samples of coal dust that could be used in epidemiological studies. Further, assuming that there is no difference in the elemental composition of a drill-core sample and a channel sample from the same location, a mining company could predict a new mine's respirable dust elemental composition in the immediate ventilation return by using exploratory drill core samples of the roof, coal, and floor rock to prepare the laboratory dust. Ventilation engineers could then use engineering design and control measures during premine planning to reduce the incidence and severity of CWP by better ventilating the potentially hazardous coal seam. If this proper planning prevented any future changes to the ventilation equipment and mine design, much time and money could be saved. Scope of work To investigate the variability of the chemical characteris tics of respirable dust, airborne dust samples from eight underground coal mines located in the eastern and midwestern United States were collected with eight-stage Sierra Model 298 Marple cascade impactors, as well as 25 channel samples of mined material. Each channel sample was removed from the middle of the coal face before mining occurred. Sampling of the mining-generated dust was conducted by Lee (1986) by sampling the entire working sections, primarily for characterization purposes, to obtain information on the locational variability of dust characteristics. Research performed for this study used the elemental analyses of the mining-generated dusts he sampled in the immediate ventilation returns of CMs. The procedure that was used to produce the laboratory-generated respirable dust was based on the Hardgrove grindability test since it reflects the pulverizing characteristics of coal. This test was chosen for several additional reasons. First, it is repeatable and reproducible. A consistent amount of input energy is used as well as a specified size range of feed material to be crushed (the channel samples). Second, it is thought to generate secondary dust in a way similar to that of the crushing and grinding of the coal and rock as they pass through the arc-shaped cutting path of the CM's cutter head. The potential effect on dust generation by this secondary grinding mechanism may be at least as much as that produced by primary fragmentation, which is dust produced by the cutting action of the bit against the coal or rock (Roepke, 1984). Finally, the Hardgrove grindability test is well known and is used in the coal industry to guide mineral processing engineers in estimating the capacity of mills used to grind coal. One hypothesis of dust researchers in the Generic Technology Center for Respirable Dust is that the elemental as well as the physical characteristics of coal mine dust will make a difference in the incidence and severity of CWP. Coal mine dust is generated not only from coal, but also from any rock partings contained within the seam or any roof or floor material mined with the coal. Thus, coal mine dust may not have the same elemental characteristics as the coal being mined. Given that hypothesis, mixtures proportional to each thickness mined of roof, coal, and floor rock derived from the channel samples of the face areas from which the respirable dusts were generated by the CMs were used to produce the feed material that was pulverized in the Hardgrove machine.
