Inauguration of the new political dispensation in South Africa in 1994 initiated a dynamic shift in the ownership, management and development of the country’s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system, started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress’ Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since 1955 there have been important changes affecting the rules of mineral development. These are: •Firstly, a drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully •Secondly, the globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists; and •Thirdly, the introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its Regulations, the much-publicised Broad-Based Socio-Economic Empowerment Charter and its associated Scorecard.

The 2003-2004 expansion of a Duluth medical center required rock blasting adjacent to the existing structures, a Mn/DOT retaining wall and other urban structures. This case history describes the methods of a blast damage assessment, based on blast parameters, excavation locations, and critical vibration receptors (including surgical suites, a linear accelerator and a major retaining wall). The assessment concluded that blast vibrations could be controlled, by limiting charge weight, to eliminate impact at the critical receptors. Prior to construction, we conducted preconstruction surveys on structures susceptible to vibration damage. During construction, we reviewed submittals, observed test blasts, reviewed blasting logs and monitored blasting vibrations. Up to 13 seismographs were used simultaneously. Close coordination with medical center operations personnel was necessary to prevent impacts to critical medical procedures. Measured vibrations were clustered around the predicted values, and attenuated at the predicted rate. High-frequency blast induced ground vibrations induced low-frequency vibration of an adjacent MnDOT retaining wall. Medical center structures were observed to significantly attenuate the ground-borne vibrations. This paper was first published in the Proceedings of the 56th Annual Geotechnical Engineering Conference, 2008, at the University of Minnesota.

A Mineral Processing facility in Montreal has recently implemented a leading-edge intranet solution for monitoring the performance of plant operations, and providing condition-based maintenance. This innovative multi-faceted software implementation incorporates: web-delivered plant information systems; area-wide control loop performance assessment (using sophisticated algorithms to evaluate poorly performing controllers); and integrated alarm management functions. The system has enabled a project to improve plant operations through better process control. Maintenance technicians, engineers, supervisors and managers all can see the performance of the controllers, and the performance of the plant itself, through webdelivered graphics and reports. Information is combined from many sources, real-time, historical, relational and analytical, to provide a complete picture of plant operation. The web-based solution centralizes the administration of user access, and simplifies the deployment of several different kinds of information to many desktops. It is an extensible system that allows users to create and share their own web pages and data views. The paper will discuss the solution architecture and the improvements the I.T., operations, maintenance, and engineering groups have experienced, and overall benefits to the facility.

Information regarding the occurrence and severity of the accidents, the type of equipment involved, the primary and contributing causes, and preventive measures is included. The goal of this report is to provide information that will aid mine operators and safety managers in the recognition of hazards associated with operating mobile mining equipment in an underground mining environment.

"Comparison studies of different technologies are performed when selecting optimum option for gold ore and concentrate processing. Methods of ultrafine grinding, oxidizing roasting, bacterial leaching and pressure oxidation are used to extract gold from refractory ores and concentrates. Refractory gold flotation concentrate produced from pyrite-arsenopyrite ores of Bestobe deposit is a case study in this paper. The results of the experimental tests of the direct leaching of flotation concentrate and pre-oxidation products using different methods (oxidizing roasting cinder, pressure oxidation and bacterial leaching cakes) are the following: - cyanidation of original flotation concentrate provides recovery of Au at 46.6 %; - oxidizing roasting increases gold recovery from 46.6 % to 85 %; - BIOX increases gold recovery up to 86 %; - preliminary pressure oxidation of flotation concentrate ensures steadily high Au extraction in the follow-up cyanidation at 94.9-96.5 %. Pressure oxidation and bio-oxidation has changed dramatically the strategy of refractory gold ore processing. These solutions provided for development of ore deposits that considered earlier non-commercial. However, refractory ore processing has a complex character in terms of developing process flowsheet and requires large amount of studies to be performed for each new project. Gold extraction is the basic but not the only criteria to technology selection for gold ore and concentrate processing. Opex and capex, ore reserves, regional geography, developed infrastructure and skill personnel should be considered. Process studies and feasibility study of the developed technology shall be provided for each specific gold ore deposit. INTRODUCTION Due to changes in available feedstock and depletion of easy-to-process ores, refractory ores containing finely disseminated gold and silver in sulphides (primarily, in pyrites and arsenopyrites) are more and more involved into processing. Experts say that such ores amount above 40 % of the world’s gold reserves. Conventional technologies of gold extraction from refractory ores include flotation, roasting and cinder cyanidation (Fraser etal., 1991). However, today’s best available practice for refractory gold ore processing are bacterial (BIOX) and pressure (POX) oxidation."

Productivity achievements in underground coal mining over the past ten years highlight the improvement of management practices as well as the adoption of new technology. Research findings and results from operational studies characterize the aspects of good management that translate into high productivity. In concert with these findings, the Mine Management Support System (MMSS) is being developed, under co-sponsorship of the U.S. Bureau of Mines and the West Virginia University Energy and Water Research Center, as a knowledge-based system to enhance more efficient management of underground coal mines. Concentrating on capturing the intricate knowledge needed to manage a mine effectively, MMSS will encompass information and rules on work scheduling, desired work practices, regulations impinging on operations and planning, responses to operating problems, and the labor-management work agreement.

A kinetic investigation of copper cementation in a revolving drum was undertaken by the Bureau of Mines to explore the effects of a porous copper deposit attached to the iron surface and a fluidized slurry of copper particles surrounding the iron precipitant. The rate of cementation was found to be significantly enhanced by the increased cathodic areas provided by a porous copper deposit or the presence of a fluidized bed of copper particles contacting the iron precipitant. The cementation rate was found to be retarded by increased ionic strength, low pH, and the presence of oxygen. The cementation reaction was first order with respect to precipitant surface area. Copper cementation on iron is visualized to occur by two basic mechanisms. Precipitation may occur through a series of shorted electrochemical cells, whereby cupric ion precipitates on a growing cathodic copper deposit, or, deposition may occur via a fluidized cathode of copper particles contacting the ion precipitant.

The material presented in this paper is an abstract of a thesis submitted by the writer to the faculty of the Massachusetts Institute of Technology, as part requirement for the degree of Master of Science. The investigation was undertaken at the suggestion of Prof. H. 0. Hofman, and it was conducted, under his direction, in the laboratories of the Mining Department of the Institute. The purpose of the work was, first, to study some of the reactions that have been considered as a part of the mechanism of the chloridiz-ing roast, and second, to study the conditions under which nickel oxide and copper oxide may be chloridized. While the production of chlorine gas by various reactions during the chloridizing roast may not be primarily useful in the chloridation of metal oxides and compounds, it nevertheless serves a useful purpose in preventing the dissociation and decomposition of chlorides once they have been formed; for example, the dissociation of cupric chloride into cuprous chloride and chlorine. Therefore it was thought that a study of some chlorine-producing reactions would prove of interest, and the first series of experiments dealt with this phase of the subject. he object of the latter part of the work was to show the possibility of treating heavy sulphide ores, such as those of Sudbury, Ontario, containing much iron and small amounts of copper and nickel, by chloridizing and removing the copper, leaving an iron-nickel oxide product suitable for smelting in the blast furnace for nickel-bearing pig iron. The chloridizing of the copper would, of course, be preceded by a roast for the removal of sulphur, the sulphur oxides being available for the manufacture of sulphuric acid, if under the local conditions this product would be of commercial value. Recrystallization and grain growth in thoria dispersed nickel and nichrome were recently studied by Webster as a function of temperature and deformation. The unexpected part of these results was that specimens which had received heavier deformation developed greater resistance to recrystallization. Retardation of recrystallization was accompanied by the formation of voids around thoria dispersion. To explain these results, Webster suggested that the formation of void around the particles increased the effective size of thoria particles. This resulted in greater impediment to the grain-boundary migration and as a consequence the recrystallization of the matrix is retarded. In the present note an alternative and more probable explanation for the effect of voids on recrystallization is presented. The exact mechanism of void formation in thoria dispersed nickel or nichrome is not known. However, it is reasonably certain that it must be preceded by the stress concentration in the matrix around thoria dispersion during the deformation.'' The resulting stress concentration must be sufficient enough to supply the surface energy for the new surfaces created. Further, the decrease in the strain energy of the matrix surrounding the potential void nucleus must be larger than the surface energy of the newly created surface. The release of strain energy due to formation of crack results in a strain free cylinder of the material around the voids.13 If the void formation is not localized, at few points only (as is the case here), this process may lead to considerable amount of release of strain energy of the matrix. The pattern of recrystallization behavior of single phase homogeneous matrix as well as the matrix having a second phase dispersion is same except for the fact recovery and recrystallization are more clearly delineated.14 In general, the recrystallization temperature is lowered (i.e., recrystallization is easier) with increase in the amount of cold work. This is due to the increase in stored energy in the matrix with increasing amount of deformation. If somehow there is a relaxation of strain energy in the matrix, the recrystallization should become difficult because of the decrease in the amount of stored energy available for recrystallization. Since the formation of voids leads to a decrease in the strain energy of matrix, the recrystallization of the matrix would be inhibited due to the formation of voids during deformation prior to recrystallization. It has been observed by earlier workers15'16 that the presence of preexisting voids in a matrix retards the recrystallization. The essential issue here is how do the voids act to produce this effect. If the voids influence recrystallization only by blocking the grain boundary migration, then the effect should be maximum when they are present almost exclusively along grain boundary. These conditions are obtained during high temperature deformation. However, the voids produced due to creep along grain boundary are not able to prevent recrystallization17 suggesting that they are not effective in blocking grain boundary movement. Recently it was shown by Davies and Williams that the voids can act as sinks for vacancies." As a result the processes dependent on vacancy diffusion like recovery, recrystallization, dislocation climb, and so forth, will be hindered. This fact may be responsible for inhibition of recrystallization during subsequent deformation and annealing cycles. It is to be noted here that there is a large difference between the density of voids in creep experiments and the other experiments where retarding effect of voids on recrystallization is seen. The voids in former may number up to l04 to l05 per sq cm whereas in latter cases the voids density is typically around 1010 to 1013 per sq cm. It appears that the decrease in supply of vacancies in creep is insufficient to adversely affect the recrystallization due to low void population. The author is grateful to P. Das Gupta and S. P. Ray for helpful discussions. Author's Reply D. Webster Tiwari appears to have misunderstood the nature of grain boundary-particle interactions. Tiwari (quoting Cahn) states that second phase particles become more effective as they become smaller, therefore as the voids in TDNiC make the thoria particles effectively bigger their ability to resist grain boundary movement is impaired. This particle size argument was originally proposed in the form of an equation by Zener 20 years agol9 and is not necessarily valid as is discussed below. However, assuming it is valid, it predicts a greater boundary restraining effect by smaller particles simply because their combined cross sectional area is greater at a constant volume. The United States continues to be the world’s leading producer and consumer of diatomite. Production of diatomite in the United States during 2005 was estimated to be 653 kt (720,000 st). This was a 5-percent increase compared with 2004. The value of processed diatomite in the U.S. was about $179 million in 2005. Production was from six companies with 12 processing facilities in four states. California and Nevada were the principal producing states. They accounted for about 70 percent of U.S. production in 2005. U.S. diatomite exports were about 144 kt (159,000 st). Imports were negligible. The internal structure and chemical inertness make diatomite an excellent raw material for filtration, absorbent and filler applications. Filtration, especially the purification of beer, liquors and wine and the cleansing of greases and oils, continued to be the largest end use for diatomite. Other applications include the removal of microbial contaminants, such as bacteria, protozoa and viruses in public water systems, and the filtration of human blood plasma. The use of diatomite as fillers and in pharmaceutical applications, including the filtration of human blood plasma, continues to increase as has its use as an insecticide base and as pozzolan. The relative rank of end uses of diatomite were filter aids, 75 percent; fillers, 11 percent; absorbents, 7 percent and other (mostly cement manufacture), 7 percent.

Treatment of industrial wastewaters generally advances with specific chemical concentration and mass-flow targets, established by National Pollutant Discharge Elimination System (NPDES) permits. Treated discharges must also address toxicity to test and receiving water organisms. Various parameters might need consideration during treatment design and planning, such as the known toxicants, hardness, alkalinity, solids, nutrients, metals in both the dissolved and particulate state, and even flow. Since toxicity is used as a "catch all" regulatory monitoring tool, design of treatment systems should focus on the various factors contributing to toxicity.

The pegmatite investigations at the Rapid City, S. Dak., Experiment Station during; the pact 3 years have been primarily a study of recovering beryl from nonlithium-bearing pegmatite rock by continuous-testing methods. Beryl concentrates containing 25 to 88 percent beryl were produced from rock that ranged in beryl content from 0.1 to 2.5 percent. The beryl recovery ranged upward from 70 percent but averaged better than 80 percent. Although promising results have been obtained with flotation methods for upgrading these concentrates to standard specifications, additional work is needed to improve and simplify the procedure. In addition, it was demonstrated that several potentially useful coproducts could also be recovered from pegmatite rock. The principal coproducts were mica, feldspar, and quartz. A heavy-mineral product also was made from pegmatites containing tin, tantalum, and columbium. The recovery if these minerals in products meeting the specifications of the commercial users has been reserved for future study. The investigations also included studies on extraction of beryllium from both high-grade beryl and flotation concentrates of medium beryllium content. The procedure investigated consisted of sintering beryl or beryl flotation concentrates with limestone, acid curing the resulting sinter with sulfuric acid to dissolve the beryllium, and water leaching to extract the beryllium. Over 90 percent of the beryllium was extracted by this procedure. Most of the optimum conditions and quantities of reagents were determined for dissolving the beryllium. As aluminum and iron also were taken into solution by the acid, further research is needed on methods of recovering high-grade beryllium salts from the solutions containing these elements.

Alaskan villages typically store a one-year supply of fuel to reduce significant delivery costs. Alaska Village Electric Cooperative (AVEC), an electric utility cooperative providing power to 51 Alaska villages, has made a concerted effort to upgrade and improve their undersized and aging facilities. The Village of Stebbins, located south of Nome on Norton Sound is receiving upgrades to its AVEC bulk fuel facilities. Stebbins offered unique challenges from a foundations perspective due to the nature of the soil. The geotechnical investigation found the soil below roughly a third of the footprint of the bulk fuel facility to be thawed with seasonal freezing and the remainder was found to be warm permafrost with ground temperatures of between 30°F and 32°F. This is a unique and challenging arctic engineering design issue because foundations are designed differently for frozen ground conditions. Driven piles were selected because of site constraints, such as the design flood elevation and the change from thawed to frozen ground conditions. The pile design specified that the pile embedment depths would be selected based on the results of pile driving analyzer (PDA) testing during construction in the thawed ground and maintained within the frozen ground portion of the footprint. Difficulties during pile driving in the frozen ground resulted in several piles becoming severely damaged, requiring subsequent removal. This resulted in a reevaluation of the means and methods for pile installation. Additional fieldwork was performed to further characterize the subsurface soils and their frozen nature. Options for installation of piles in difficult areas were evaluated including ground thawing, predrilling, and reducing embedment depths. Presented within this paper are the findings from the initial and subsequent field explorations, discussion of the design methodology, and the decisions that led to successful installation of piles at this challenging remote village.

A mathematical model has been developed to predict the interface dynamics and droplet generation of the buoyant phase in a two-fluid system. The model employs the well-known SIMPLE algorithm for obtaining flow fields and the Volume of Fluid (VOF) method, for interface tracking. The implementation of the model in water-oil systems, where the oil layer is placed above a recirculating water bath, is discussed. The evolution of the water-oil interface leading to the formation of oil droplets is computed realistically.

The recycling of steel mill dusts is getting more and more important. The costs and requirements of land filling are rising and companies are interested in new recycling strategies. The rising of sustaina¬bility hand in hand with the high rate of valuable metals in these residues supports new research activities on the recycling sector. Especially zinc but also iron and lead are economical factors due to the treatment of steel mill dusts. This paper gives a small overview of fundamental studies concerning the chemical and physical composition of these dusts. Furthermore aggregates for the reduction of these dusts in the liquid phase are introduced and compared. The Flash-Reactor, the TBRC-Technology (Top Blown Rotary Converter) and submerged arc furnaces and there use for melting and treatment of these dusts are in the center of interest of this paper. The final conclusion gives an overview of possibilities for reduction of filter dusts in the liquid phase.

The topic for my address is Sharemarket Floats - Issues for Expert Valuers. I've decided to focus on three areas where current practice in the preparation of prospectus valuation reports for resource companies might be improved. My central theme is that the valuer for a float should augment the usual assessments of the value of the company or its assets, with some input on the way the share market might value the company's shares when they are listed. I will then look at the valuer's role in relation to vendor consideration, last I will look at his role in providing investors with some input on the risk dimensions of the new company.

Epitaxial growth of GaAs 1-xPx on germanium substrates was achieved using an open tube vapor transport system. The compositional range of 0.3 < x < 0.4 was examined. The best results were obtained with (311) orientation of the germanium substrate. The physical and chemical properties of the resulting layers were investigated using several techniques. Spectrographic analyses of the layers indicate substantial incorporation of germanium into the GaAs t-X Px layer. Evidence is presented which indicates that this incorporation occurs via a vapor phase transport process rather than by solid phase dijfu-sion. Electrical measurements suggest that the germanium thus incorporated behaves predominantly as a deep donor in the compositional range of 0.33 < x * 0.40 and has a deleterious effect upon the luminescent properties of GaAs1-x Px. The increasing technological importance of GaAs1-xPx for use in light-emitting devices has led to an evaluation of several aspects of existing growth processes. The method most commonly used to prepare GaAs1-xPx for electroluminescent device applications is vapor phase epitaxial growth on GaAs substrates.&apos;-4 In a typical electroluminescent diode structure the active region of the diode is entirely within the epitaxial layer and thus the electrical properties of the substrate are relatively unimportant since it is effectively a simple series resistance (assuming hetero-junction effects to be negligible). The use of germanium rather than GaAs as the substrate material is of interest for several reasons. First, GaAs of reasonable structural quality has been epitaxially grown on germanium4-2 and it is reasonable to expect that GaAs1-xPx could subsequently be deposited on the GaAs layer. Second, germanium substrates are readily available with both lower dislocation densities and larger areas than GaAs. Finally, single crystals of germanium are more economical than GaAs single crystals. The principal objective of the present investigation was to test the feasibility of growing GaAs1-xPx epi-taxially on germanium substrates, and to evaluate the properties of such layers with regard to electroluminescent device requirements. The approach used was to a) demonstrate epitaxial growth of GaAs1-xPx on germanium, and b) characterize the relevant structural, electrical, and optical properties of the GaAs1-xPx layers. The possibility of germanium incorporation into the grown layers was of special interest since there was some indication of this in previous studies of GaAs growth on germanium.5&apos;11,12 Although a study of the electrical properties of germanium in GaAs1-xPx was not an intent of this investigation, several features of the electrical properties of the layers grown in the present study which appear to be due to germanium are described. EXPERIMENTAL PROCEDURE The open-tube vapor transport system used for the epitaxial growth of GaAs1-xPx is illustrated in Fig. 1. This system utilizes the GaC1-GaC13 transport reaction and is similar in most respects to the larger system described elsewhere.&apos; The germanium substrates were n-type, with a resistivity of 40 ohm-cm (Eagle-Picher Co.). These were cut to the orientations of {100), {111), and (3111, and were mechanically polished and chemically etched in CP-4 (5 min at 0°C) prior to growth. In some cases, a GaAs substrate was employed in addition to the germanium. The orientation of the latter was {loo}, and they were also mechanically polished and chemically etched prior to growth. The initial composition of the deposited layer was pure GaAs. After approximately 10 microns of GaAs was deposited on the germanium substrate, the phosphorus content of the layer was gradually increased over a distance of approximately 15 microns to the desired concentration and maintained at this value throughout the remainder of the growth. Typical operating parameters used during growth are given in Table I. Selenium was used as a n-type dopant in several runs to facilitate comparison of the electrical properties of the layers grown on germanium with those of layers grown on GaAs substrates, which are usually doped with selenium. The concentration of H2Se in the gas phase was adjusted to a value which would normally yield a carrier density of 1 to 5 x 101 7 at room temperature in layers grown on GaAs substrates. The terminal surfaces of the epitaxial layers were examined by optical microscopy for structural characteristics. Laue back-reflection photographs (Cu radi-ation) were also made on the terminal surface to verify the epitaxial nature of the deposit. After these steps

Grade control systems within Rio Tinto Iron Ore have proven to be robust, when mining full benches. The Hope Downs 1 operation hosting two Marra Mamba Iron Formation deposits (North and South Deposits) presents a new challenge, where increased mining selectivity due to moderately plunging N-verging folds has made flitch mining necessary in the South Deposit. Poor flitch blasthole sample duplicate results in South Deposit over a 12 month period, compared to North Deposit, have highlighted concerns with grade predictions. In contrast a new grade control methodology (grade splitting) was proposed to alleviate blasthole sampling bias, utilising geological mapping and mineralogical logging, currently practised throughout Rio Tinto Iron Ore Pilbara operations, to estimate theoretical grades for each flitch from a single blast cone assay. To assess this method, reverse circulation holes (RC) were twinned to blastholes establishing an ‘actual’ grade. These blastholes were assayed using current flitch sampling techniques where: flitch positions were estimated, flitch positions were marked with paint, and a full cone sample was taken for ‘grade splitting’. Using these data sets multiple grade predictions were produced, then analysed using Half Absolute Relative Difference (HARD) statistical analysis. In addition to testing these grade control methodologies two other findings were ascertained: an inherent bias in blasthole assays exists particularly in the top flitch, where an average absolute difference of 0.6 per cent in SiO2 and 0.42 per cent Al2O3 was measured; and assays derived where kaolin rich soft shales are intersected were less representative. This is likely to be due to these materials not being properly represented in blast cones. Grade splitting accurately estimated block chemistry, except for a slight under-prediction in Al2O3 and P compared to current grade control methodologies. This method is a viable alternative where grade distribution is stratigraphically controlled.

The magnetocaloric effect has been known for 120 years and has been utilized for cooling about 70 years. But in the last four years significant advances have been made to show that magnetic refrigeration is a viable and competitive cooling technology. Most of the work has focused on reciprocating devices, but rotary apparati are being developed. To date the magnetocaloric properties have been characterized for more than 200 materials. The magnetocaloric effect behaviors have been classified into three types of behaviors. The most common one is found in magnetic materials which exhibit a second order magnetic phase transition. Magnetic materials which exhibit a first order magnetic phase transition account for the second group of materials. Materials which exhibit multi-magnetic phase transitions make up the third group.
