The obligations of the European Directive 96/82/EC on the control of major accident hazards, the so-called Seveso II Directive, became mandatory within the E u ropean Member States February 3, 1999. Explosive products have been included within the Seveso II Directive, in the categories of substances capable of generating a major accident. In addition to taking “all measures necessary to prevent major accidents,” explosive manufacturers are also obliged “to limit their consequences for man and the environment.” However, for explosives in particular, no pro c e d u res, nor specific re f e rence values for damage calculation, are given either in the Directive or in the corresponding Italian Legislation, “Ministry of the Environment decree of 20 Oct. 1998.” This article presents a simplified but scientifically rigorous approach for the first approximation calculation of the effects on the surrounding area following an accidental explosion. As an example of the method of calculation, the damage areas in a hypothetical explosives manufacturing facility, as shown in F i g u re 1, will be anal y z e d . In past years the exploration of the oil possibilities of Colombia has been confined to parts of three distinct physiographic provinces; namely, the coastal plains area near the Caribbean Sea, the Magdalena Valley and the upper reaches of the Maracaibo Basin near the Venezuelan border. During 1935, little exploratory work and no drilling was carried on on the coast, but there was considerable activity in the other two areas. In the Magdalena Valley, the Tropical Oil Co. continued its producing and development operations on the De Mares Concession. The Socony-Vacuum exercised the option it acquired in 1934 on Sr. Luciano Restrepo's concession adjacent to the Tropical property and north of the Sogamoso River. No wells have been started on the Socony's lands although, according to the terms of the lease, drilling must be started within the next two years. West of the Carare River and adjacent to the Tropical's southwestern boundary, the Sociedad Nacional del Carare denounced the lands formerly held by the Union Colombiana, whose lease automatically lapsed during the year owing to the company's failure to comply with its drilling obligations. In the same area, the concessions held by Callejas et al. and the Société Européene des Pétroles are also understood to have lapsed for the same reason. Holdings of other interests in the Magdalena Valley were inactive during the year. Near the upper part of the Maracaibo Basin, the Gulf, through its subsidiary the Colombian Petroleum Co., continued active exploration and development on its Barco concession. Colombian Petroleum Co.—The following information and that presented in the accompanying tables relating to the activities of the Colombian Petroleum Co. was supplied through the courtesy of Mr. E. S. Bleecker, chief geologist of that company. Four wells were completed during the year on the north Petrolea dome, where an attempt is being made to define the limits of the field. On the south end of the Petrolea anticline, one well, Petrolea No. 3, which might be classed as a wildcat, encountered a heavy flow of salt water immediately below the oil zone and had to be abandoned. Molten salt electrolysis is a proven technology for the extraction of metals -- all the world's primary aluminum is produced in this manner. The unique properties of molten salts, also make them excellent media in which to treat a variety of forms of waste. Of special .note in this regard is electrolysis in molten oxides, a .concept put forward by. the author, initially as a ."clean technology" for producing primary metal. However, in the context of waste treatment, electroly-sis in molten oxides is a process offering the prospect of changing the. valence of dissolved heavy metals while making pure oxygen gas as the main by-product .Laboratory tests conducted at a temperature of 1550°C on chromate sludge dissolved in an melt composed of Al2O3 and MgO have confirmed electrochemical production of oxygen on a carbon-free anode.

When a major mineral find has been announced the general perception is that a battle between Aborigines and the mining company involved will inevitably occur.It is a fact that many miners in the past have not had a good relationship with Aborigines because of their indifferent attitudes towards them. They saw no common future and went their particular way. However, attitudes have changed significantly since Noonkanbah and both miners and Aborigines are seeking common ground in order to achieve mutual benefits from the establishment of a mine on or near Aboriginal land. There are many obstacles that both miners and Aborigines need to overcome inordertofindthiscommongroundtoachieveawin/win situation. The obstacles can be found in entrenched ideas and practices which need overhauling, not the least of which emanate from government policy and requirements.Without going into specifics, the Noonkanbah incident during the 1970's where Aborigines and their supporters confronted miners who were ordered by the Western Australian governmentto drill on Aboriginal land, polarized Aborigines and miners. Since this incident, many Aborigines, particularly those in the cities, have had the attitude that mining and Aboriginal culture are in direct conflict. Aboriginal opinion is generally shaped in the larger cities through mass media coverage of the opinions of urban Aborigines and their supporters. Through no fault of their own, these Aborigines were removedfromthe land of their ancestors and have notlived atraditional Aboriginal life-style for a number of generations and most have little knowledge of, nor have had involvement in, traditional Aboriginal lore and culture. For the most part these people live in awestern life-style and few still know their language. They generally have high profiles, often giving viewpoints that are wrongly considered "Aboriginal" and supposedly representing all Aborigines. This group is very different with their thought processes and values from those Aborigines who live on their own traditional lands with a traditional life-style, and practise their age old ceremonies. Their tribal values are based in their relationship with the land, expressed through complex religious ceremonial rites of song, dance and legend. Today this group is very much diminished in numbers but nevertheless in the region of the Gulf of Carpentaria there is a high proportion ofpeople who practise their lore, speak their own languages and pass on traditions to their children. It is well documented in the history of Australia that Aborigines have been decimated in numbers and whole tribes have been wiped out. Certainly in this region the experience has been no different.

This paper describes the development and implementation of the control system in the flotation plants of China. The control system can be categorized as: Control in the crushing circuits: Automatic control of the flow rate of the crusher. Control in the grinding circuits: Control of the feed rate of the grinding mill and circulating load. PSM-200, an indigenous particle size monitor, and gamma-ray density gauges are utilized. Control in the flotation circuits: pH control, flotation reagent dosage estimation and control, pulp level control, aeration control, etc. Complete grinding-flotation circuits control is based on minicomputer operations. Some typical control systems which have been applied in copper flotation plants are summarized and specific problems discussed.

Burr, Parral, Chihuahua, Mexico (communication to the Secretaryt): I regret that Mr. Norris did not give more attention to the hoisting of water in inclined shafts or slopes: the only slope mentioned being Hickory Ridge Slope, No. 4, of the Union Coal Co. The surface arrangement, illustrated in Fig. 12 of his paper, if not unpractical, is at least unscientific and cumbersome. It is my opinion that the back- and sideguides shown in Fig. 12 are not only unnecessary where rails are used as a track, but are unsafe, excepting in the case of a very firm hanging-wall, or roof, and sides of vein-matter, having absolutely no tendency, either to settle from the back, or to squeeze from the sides, an effect which would inevitably force the guides out of alignment. The accompanying illustration, Fig. 1, shows what I consider a better method of hoisting water than that described by Mr. Norris. This method is based on the general practice in metalliferous mines of the West, where skips are used in slopes; and, while it is not original with me, I have frequently used it with very satisfactory results for dumping both ore and water.

Lattice parameter measurements of the hcp phase in the system Ag-A1 near the stoichiometric composition Ag2Al were carried out for specimens quenched from 825°K, annealed for 10 days at 453°K, and annealed for 100 days at 413°K. The three heat treatments resulted in the same lattice parameters at room temperature. None of the specimens showed any superlattice lines. The lattice parameters of this alloy were also measured at temperature from 77° to 750°K. An anomaly in the temperature variation of the lattice paramete.rs occurs in the region near 400°k, which may be associated with local ordering. FROM measurements of the diffuse scattering of X-rays, it is known that the [ phase in the system Ag-A1 near the stoichiometric composition Ag2A1 ex- hibits a considerable degree of short-range order at room temperature.' Moreover, based on the position of the short-range order peaks a superlattice model had been proposed in the same study and it was suggested that lowering the annealing temperature to 420°K might result in long-range order. In the present study, the diffraction patterns and the lattice parameters of three differently heat-treated specimens, i.e., quenched from 825°K, annealed for 10 days at 453°K, and annealed for 100 days at 413°K, were determined from 77" to 750°K. Two major Inco matte constituents, chalcocite and heazlewoodite, are separated by differential flotation with diphenylguanidine as collector. A new reagent system involving the use of dextrin as a modifying agent which provides better selectivity has been studied for the last three years. Adsorption tests reveal that while dextrin exhibits high affinity towards heazlewoodite, the adsorption isotherm for dextrin on chalcocite shows only weak interactions. Our electrokinetic measurements confirm such conclusions. Since dextrin interaction with solid surfaces seems to be especially strong when such surfaces are covered by hydroxide layer, our electrokinetic measurements are in line with other researchers' findings who postulated that copper hydroxide is not a stable product on the surface of copper sulphides.

A summary of the results of a limited subsidence monitoring program at Cyprus Amax Coal Company's Shoshone Mine No. 1 in the Hanna Basin of south central Wyoming is presented. The monitoring program was designed to meet regulatory requirements for confirmation of subsidence predictions made in the mining permit. The longwall panels were 380 ft to 600-ft wide. Mining heights varied from 11 ft to 13.5 ft. Gate road development included three-entry and two-entry head and tail gates. Overburden depth varied from 150 to 945 ft. The coal seam and overburden dip at approximately 11 degrees. The overburden is very low to low strength mudstone and carbonaceous shale with low to moderate strength, silty sandstone interbeds. Panel W/h ratios varied from subcritical to supercritical. Smax was 0.9 of the mining height. The subsidence ratio was about 0.6 for subcritical width. The draw angle on the up-dip side averaged 20 deg. The draw angle on the down-dip side averaged 12 deg.

THE work of Merica1 and other investigators indicates that the phenomenon of age-hardening in. alloys of the duralumin type is primarily dependent upon the variation in the solubility of copper with temperature. In addition to copper, however, these alloys contain small amounts of magnesium, silicon, manganese and iron, which may affect the age-hardening either directly or indirectly. The effect of these elements on the solubility of copper and on the manner in which this solubility varies with the temperature is of considerable interest, therefore. Hanumantha Rao (Minerals & Metallurgical Processing, 2013, Vol. 30,No. 4, pp. 212-219)The formation of hydrogen peroxide from water during the grinding of chalcopyrite in a nitrogen-sparged environment, as reported by Javadi Nooshabadi and Rao (Minerals & Metallurgical Processing, 2013, Vol. 30, No. 4, pp. 212-219), is questioned on the grounds that oxidation of water by the mineral is unlikely to be thermodynamically feasible. It is argued that it is more likely that any peroxide that had been formed would have been generated from residual oxygen in the nitrogen-flushed system than from the oxidation of water.The formation of hydrogen peroxide by finely divided pyrite had been reported by a number of authors (Borda et al., 2001; Borda et al., 2003; Cohn et al., 2006; Schoonen et al., 2006; Schoonen et al., 2010; Jones et al., 2011; Javadi Nooshabadi et al., 2013). That hydrogen peroxide is formed in the presence of oxygen in solution can be comprehended from wellestablished mechanisms. Pyrite in aerated solution is known to oxidize by an anodic process that is coupled with the cathodic reduction of oxygen (Holmes and Crundwell, 2000). The latter process has been shown to occur through the formation of hydrogen peroxide (Biegler et al., 1975; Ahlberg and Broo, 1996). The pH dependence of cathodic oxygen reduction at other sulfide minerals, including chalcopyrite (Biegler et al., 1977; Rand, 1977), implies a similar mechanism at these surfaces."

"As part of the Metropolitan Transportation Authority’s $10.5bn East Side Access Project in New York, 3,200 m of tunnel had to be constructed in rock, mix face and soft ground conditions beneath one of the largest passenger railroad junctions in North America, handling over 780 trains per day. The use of risk based decision making tools was essential in developing the bespoke contract framework that was adopted as well as making informed decisions once excavation commenced. This paper will outline the risk management process adopted, discuss the risks and mitigation strategies adopted and comment on the impacts of this approach on the as built Project cost and schedule. In particular, the paper will outline the unique approach used to establish the baseline against which the Contractors performance would be measured as the selection of a Slurry TBM to excavate the tunnels was considered to compromise the effective use of a Geotechnical Baseline Report. BACKGROUND AND CHALLENGES Contract CQ031, Queens bored Tunnels and Structures was awarded in September 2009 to a joint venture of Granite Northeast/Traylor Brothers/Frontier Kemper (GTF JV) for $717.6m following a negotiated procurement process. A robust approach was taken with regard to the management and payment for risks associated with the construction of these tunnels. Risk assessments were carried out during the design phase and a risk register was developed prior to procurement. During the procurement phase close attention was paid to ensuring that the allocation and pricing of known risks, together with mechanisms for managing future risks were clearly defined between the MTA and GTF JV.In comparison to the excavation work in Manhattan, which was performed in competent hard Manhattan schist, the tunnels in Queens were excavated predominantly through soft ground with a high water table and complex environmental conditions. Not only did this require the use of pressurized face TBM technology, a first in New York, but also a re-evaluation of the contractual mechanisms used to manage the hard rock excavation contracts for their appropriateness to the soft ground tunnel work."

Este artigo analisa as diferenças apresentadas nas microestruturas de pontos de solda produzidos através do controle da refrigeração do eletrodo. Para garantir a qualidade de uma junta soldada e aumentar a vida útil do eletrodo é importante que os parâmetros empregados na soldagem sejam bem ajustados, para que o ponto de solda também apresente características que irão garantir uma boa performance do produto final. O objetivo deste trabalho é fazer a comparação da qualidade dos pontos de solda produzidos, além de avaliar a estrutura formada em diferentes temperaturas do eletrodo no momento da soldagem.

The largest TBM (Tunnel Boring Machine) tunnels are typically along modest slopes, but not always. Occasionally high slope angles are required beyond the capabilities of conventional open trough trailing conveyors. A 2019 project required a large TBM to ascend to an incline angle of 25°. A Sandwich Belt high angle conveyor could easily solve the high angle conveying problem but such a system must include all of the features of the conventional trailing conveyor, particularly the ability to extend with the TBM advance. The writer responded to the challenge and developed a TBM trailing Sandwich Belt high angle conveyor with all of the needed features. The invention (U.S.A. patents awarded October, 2021 and November, 2022) however goes beyond the 2019 project requirements and extends to any high angle incline. This writing first presents the broad Sandwich Belt high angle conveyor development, then its use in various construction and tunneling projects prior to this TBM Sandwich Belt trailing conveyor invention. Finally we present the new TBM Trailing Sandwich Belt high angle conveyor with all of its features and implications.

Introduction In 1969, the US devalued the dollar. This action, over the ensuing four years, resulted in the deregulation of the price of gold. It also resulted in the rebirth of the US gold mining industry. The extreme inflation of the 1970s led to a dramatic increase in the price of precious metals. Consequently an increased interest in the exploration for and mining of gold has occurred. The enthusiasm began among the few existing producers who had survived on marginal profits during a prolonged period of fixed prices and constantly rising costs. Then came the newcomers. They saw the opportunity to enter an industry that historically had been characterized by small operations with low capital costs. It was not until the late 1970s that large mining companies recognized that investment in gold projects could generate cash flows that previously were associated only with world class deposits. Today, gold mining has tremendous appeal for the entire mining community, despite the dramatic price drop from 1980-81 levels. There are even major firms with no mining experience attempting to gain a foothold. But how easy is it to enter the US gold mining industry? What are the basic factors that influence the economics, and what are they likely to be for the remainder of the decade? How has the industry changed, and what is the composition of the active companies? An examination of the industry will help to answer these questions. US Gold Mining History The current gold rush is actually the fifth in the 208-year history of the US. The first recorded commercial mining of gold occurred in the Southeast in 1799. It produced from small, yet relatively rich placer deposits. The famous California gold rush of 1848 placed the US as a major producer with 62.2 t (2 million oz) of output by 1850. More than 93.3 t (3 million oz) was mined by 1853, equivalent to 63% of world production. But the richest placers were soon depleted. By the end of the Civil War, annual production had declined to well below 62.2 t (2 million oz). The government then relaxed prices and the industry again began to recover. The 1870-80s saw the great mines of the California Mother Lode and Grass Valley brought into production. This was followed by development of Nevada's Comstock, which later became one of the world's largest producers. Discovery of gold at Cripple Creek in 1892, coupled with technological advances in the use of large dredges in the California placers, resulted in significant production increases. And, with the expansion of the Homestake mine at Lead, SD, in 1898, US output again surpassed the 93.3-t (3 million-oz) level. By 1905, produc¬tion climbed to 124.4 t (4 million oz) with the addition of the Alaskan deposits, new output at Goldfields, NV, and the introduction of the cyanidation process. During World War I, the government forced the shutdown of gold mines. By 1920, total production had dropped to little more than 62.2 t (2 million oz). Many mines remained closed until the Great Depression. This, combined with the devaluation of the US dollar in 1934, resulted in a gold price increase to about $1.13/g ($35 per oz). Then began the fourth gold rush. By 1937, output had again surpassed 124.4 t (4 million oz). This was due to an increase in primary production and new byproduct production from base metal operations. In this paper, the problem of sedimentation and consolidation of poly-disperse suspensions is considered. The solid particles are assumed to be of different densities. If the sediment solids stresses are dropped out of the system equations and using the Richardson and Zaki hindered settling model, it has been found that in the limit, i.e., as time approaches infinity, the fluid is completely displaced to the top of the sediment zone. Furthermore, the species segregate completely with the heavier and coarser particles at the bottom of the sediment and the lighter and finer particles at the top of the sediment. Practical observations do not support these behaviors and physical-ly such behaviors do not exist; consequently, results of this kind in the literature are unrealistic. Here, a mathematical structure of the poly-disperse sedimentation and consolidation problem has been proposed. In this case the compaction zone species solids stresses are introduced in the momentum balance equations of the system. The species solid stresses in the sediment are constrained so that the system equations are consistent, i.e., sedimentation and consolidation of two or more identical species should behave as a mono-disperse system. Such a condition has not been recognized and imposed in some of the studies in the literature, which has led to unreliable results. Two practical forms of species stresses that satisfy the system consistency condition are here proposed. It should be noted that the study of sedimentation and consolidation of poly-disperse suspensions could result in more realistic suspension interfaces compared to mono-disperse suspensions, and could lead to more reliable engineering designs of tailings ponds. Predictions of sedimentation and consolidation in models of poly-disperse suspensions are demonstrated using published data.

Lamco Joint Venture is operating a Dravo Pelletizing machine to produce pellets from the natural slimes of an earthy hematite ore. The grate area of the machine 3.3 x 106 m equal to 350 m2 (3800 sq. ft.) and the installed fan capacity is 8200 HP. The limiting factor for production is normally fan capacity. This means that the processing fans can not pull the additional air (i.e the additional calories or BTUs) through the bed which would be required for increased production. A way to increase production without major modifications is to supply the additional calories needed for increase production by adding coal to the pellet feed. After successful laboratory tests following method of coal addition has been chosen and the following results have been obtained. 1. The ground coal is added to the slurry prior to the filters and the rotary dryer. 2. By adding 0.6% coal, an increase of about 15% in production rate has been obtained. 3. No significant changes of metallurgical properties have been observed (i.e. tumbler index, compressive strength, ferrous iron content, reducibility, Linder degradation and swelling). 4. No unexpected operation problems have been experienced. The pellet discharge temperature increases and is the limit for how much production can be increased by coal addition without making plant modifications.
