The formation of a monovacancy in a metal is simulated in an elastic model by the displacement of the surface of a small spherical cavity in a large elastic continuum. The application of linear elasticity to this distortion results in a well- known formula for the energy and an expression for the concomitant entropy change due both to the shear strain in the continuum and also to the dilation of the solid resulting from the boundary conditions at the surface of the solid. Elastic data (the sliear modulus and its temperature coelficient) are used to calculate the entropy and energy of formation for many metals. Despite the simplicity of the assumptions involved, the agreement between the calculated entropies and energies and experimental values is remarkably good. In recent years there has been a large increase in measurements of the absolute concentration of mono-vacancies in metals as a function of temperature. Hence new data for both the energy and the noncon-figurational entropy of formation of monovacancies has become available. Recent measurements&apos; of the anomalous (non-Arrhenius) self-diffusion in many bcc metals has also focused interest on the prediction of the thermodynamic parameters of mono- and multi-vacancies in those metals for which no data are available. Damask and Dienes&apos; have discussed the various theoretical calculations of the energy of formation EL, of a monovacancy. These include simple models involving the breaking of atomic bonds on moving atoms from the interior of a crystal to the surface, models combining elastic calculations with surface-energy terms and detailed quantum mechanical calculations. The simler models give the correct order of magnitude of &, but tend to overestimate it by a factor of about two. The quantum mechanical calculations4"7 have been carried out for the noble and alkali metals with generally reasonably good agreement with the available Ef data. The calculation of entropy of formation Sfv14 lnvolves a fundamental calculation of the perturbation of the phonon spectrum caused by the creation of a vacancy. Huntington, Shirn. and wajda8 have given an approximate evaluation of sJV by considering an Einstein model for the localized vibrations in the immediate neighborhood of the defect and then using elastic theory to calculate the entropy associated with the shear stress field in the distorted crystal (as originally proposed by Zenerg). They also included a term due to the dilation of the crystal. They obtained a value of 1.47k for copper, in good agreement with the experimental value (1.50k). However, Nardelli and Tetta- manzi1° have recently shown that neglecting the coupling between atoms (Einstein Model) may lead to a serious error so the agreement may be somewhat fortuitous. In this work simple linear elastic theory is used to calculate the entropy and energy of formation of mono-vacancies. Despite the simplicity of some of the assumptions involved, the agreement with the available experimental data is remarkable. However. the reasonable degree of success in the application of linear elastic calculations to the excess entropy of a solute atom in a dilute solid solution1&apos; indicates that the application of elastic theory to vacancies. where the interaction of different atomic species is not involved, may not be inappropriate. THE ELASTIC MODEL The metal is assumed to be a spherical elastic continuum. In many engineering structures, the mechanical properties of large volumes of rock must be considered. Typically, such properties are assumed to be the same as those of small laboratory samples, although it is clear that the laboratory samples do not contain the joints, faults, and other natural planes of weakness of the rock mass. A cheap, convenient testing procedure is needed with which the engineer can more accurately assess the strength and elastic properties of natural jointed rock. As a first step in this direction, a test has been developed capable of determining mechanical properties of large samples in their natural undisturbed state. In the present paper, some preliminary experiments on relatively unjointed material are described. Numerous attempts have been made to measure the deformation modulus of rock masses with varying degrees of success. Rocha (1), Grimm (2), and Alexander (3) have placed flat jacks in a slot in the rock and measured the pressure required to deform the slot. Bonnechere (4) has grouted large flat jacks in granite masses and performed similar experiments using a variety of strain measuring techniques. The U. S. Bureau of Mines has conducted radial jacking tests in which a uniform radial stress is applied to the inside of a tunnel of circular cross section and radial deformation is measured by extensometers located at various depths in the tunnel fall. Plate jack tests (Rocha (5), Shannon and Wilson (6)), pressure chamber tests, and cable jacking tests (Zienkiewicz and Stagg (7)) have all been used to determine in-situ deformation modulus. Several bore hole techniques have also been used to measure rock deformation. These include bore hole jacks (Goodman (8)), bore hole dilatometers using expandable membranes (Menard (9)) and bore hole penetrometers. Most of the above tests except the radial jacking test have an unknown stress distribution and require considerable approximation to calculate a deformation modulus. "Installation of permanent soil nails through distressed mechanically stabilized earth retaining walls is a cost effective and aesthetically pleasing solution when using the appropriate equipment and drilling methods for installation. A forensic investigation was performed on an existing mechanically stabilized earth retaining wall to determine the possible causes for the excessive horizontal displacements and visual structural flaws found along a portion of the wall. Reports concluded that the visual shifting was due to a number of factors including improper drainage in the vicinity of the wall and unsuitable compaction of the backfill material. Conceptual designs were proposed to the owner and the installation of permanent soil nails through the existing precast panels was determined to be the most practical solution. A total of ninety-three permanent soil nails were installed to lengths of up to 40 feet (12 m) through sand backfill and silty day fill using a hydraulic rotary percussion drill attached to a tract mounted excavator.IntroductionThe Illinois State Toll Highway Authority awarded Contract RR-03-5144 in the summer of 2004. Construction work for the project consisted of the rehabilitation of two existing concrete culverts and approximately 100 linear feet (31 m) of mechanically stabilized earth (MSE) retaining wall. The retaining wall is located below the southbound lanes of the Tri-State Tollway near the intersection of Federal Highway 41 in Wadsworth, Illinois as shown in Figure 1.Reports were prepared by Applied Technologies in cooperation with Giles Engineering Associates to determine the condition of the MSE wall and recommended conceptual designs to extend the service life of the wall.Nicholson Construction Company (Nicholson) wasselected as the design-build geotechnical subcontractor to install the recommended permanent soil nails through the existing precast concrete panels of the MSE wall. Rehabilitation of the wall involved the installation of ninety-three permanent soil nails through the existing wall, along with soil nail verification tests and proof tests on production nails."

In this study, mineralogical and microanalysis characterization, as well as diagnostic leaching and cyanidation tests, were performed to gain a better understanding of the refractory nature of the arsenical zone of a Carlin-type gold deposit and also to evaluate possible treatment routes to maximize gold recovery. The results obtained showed that only 56% of the ore’s gold content is amenable to direct cyanidation. The majority of the remaining gold was found as submicroscopic gold and in association with sulfide minerals, such as orpiment, pyrite, and sphalerite. It was also found that despite the abundance of silicate and carbonate minerals in the arsenical zone, they do not play a key role in the refractory nature of the ore, and gold can be liberated from such minerals by appropriate grinding. The analyses further revealed that orpiment dissolves readily during cyanidation, and this dissolution retards the kinetics of gold extraction. Pyrite and sphalerite were generally found to occur in fine network texture and in association with quartz. Flotation of such auriferous sulfides may be difficult due to their oxidized surface. Fine grinding (−20 μm) was found to be partially effective in improving gold extraction.

En ese sentido, el presente trabajo aborda la investigación realizada a la cuenca del río Huaura, Lima, donde se efectuó un muestreo de sedimentos activos de corriente en 393 estaciones representativamente distribuidas. Dichas muestras han sido tamizadas con la malla 200 y analizadas por el método ICP-MS, previa digestión con agua regia, con el objetivo de determinar elementos traza distintivos en sedimentos activos, de acuerdo al ambiente geológico del cual provienen, mediante su comportamiento multivariante, dispersión y distribución geoquímica secundaria y así identificar elementos traza de interés minero, relacionados a los elementos traza distintivos previamente definidos.

In the present work it was observed the nucleation and growth of grains in the equiaxed zone of metal matrix composites (MMCs) samples directionally solidified wit the presence of columnarto- equiaxed transition (CET) in the samples. In order to do so, first, it was defined the difference between the real temperature at a given instant, which it is used in the analysis, its variation and furthermore, the variation in the solid fraction with time between the beginning and the end of solidification. It was determined a growth law assuming a lineal variation of equiaxed grain radius as a function of time, and also, it was expressed a law of grain density as a function of time, considering the presence of SiC and Al2O3 particles in the matrix. Finally, the results obtained were validated with measured values of grain density at each position of the thermocouples in the equiaxed zone of the solidified samples.

In a future world of 8.5 billion people in 2035, the Energy Information Administration&apos;s (EIA) projected 50% increase in energy consumption will require true "all of the above" energy resource use from oil, gas, renewables, nuclear, and coal. In particular, coal will continue to be the world&apos;s energy cornerstone, providing more incremental energy over that same time period than any other single fuel. Coal has long been a centerpiece of a low-cost, high-reliability electricity grid. Today there are 1.3 billion people across the globe without access to electricity and 2.7 billion people who do not have clean cooking facilities. The problem is spread across the developing world, but it is particularly severe in sub-Saharan Africa and developing Asia, which together account for 95% of people in energy poverty. Without a commitment to achieve universal energy access it has been estimated that by 2030, there will be an additional 1.5 million premature deaths per year caused by household pollution from burning wood and dung and through a lack of access to clean water, basic sanitation and healthcare. Modern energy sources are essential to meeting these challenges.

Optimum selection of explosives by means of monitoring explosive performance can lead to increased profitability through the control of fragmentation, a reduction in hangingwall and footwall damage and overall drill and blast costs. Studies conducted at the Mount Lyell Mining and Railway Company underground copper mine evaluated in situ the performance of four explosive types. Measurements included monitoring the levels of induced shock energy and the attenuation thereof with distance. The velocity of detonation (VOD) of these explosives was also measured using in-hole techniques. Assessment of these results, together with a knowledge of the rock mass strength, facilitated the selection of an explosive that was best suited to the given rock mass conditions.

Polymorphic transformations taking place in grinding processes, of massicot to litharge in PbO system, and of y to a in Fe203 system, were re-investigated. Grinding was carried-on in a steeel rotation mill charged with WC balls, under inert atmosphere. The kinetics of transformation in PbO was established by means of quantitative X-ray diffraction analysis. The resulting data fit a modified logistic growth function up to about 75% of transformed volume fraction, when a mixture at steady-state equilibrium is formed. The reasoning for the use of a modified logistic function is discussed. A sigmoidal growth function can be used if resulting data fit also an empirical power relationship between transformed volume fraction and time. However, it lacks the significance expressed by a modified logistic function. Assuming, the loss in magnetism is directly related to the amount of transformation in Fe 203, a quantitative analysis was performed using a magnetic balance method. The results fit only the modified logistic growth function, and transformation proceeds almost to completion. A wide literature survey of the subject is given. Available data from literature is compared with the results of the present study, and is shown also to fit a modified logistic grown function, with surprisingly similar slpes in a linear plot, independently of the material. The instrumentation effect on kinetics parameters, and the establishment of equilibrium mixture values, are discussed.

Discussion is presented by Prof. King and Dr. Schneider of the paper by Lin, Gomez and Finch published in Trans.IMM C, vol.104, 1995, p.C155-C161. They conclude that the correction procedures used for simulated observations of simulated capped spheres are not reliable when applied to mineralogical data and that their relative ranking should not be extrapolated to other situations. Properly regularised solutions obtained with the use of appropriate kernels can be safely used for routine mineral liberation work and can be calibrated accurately against real mineralogical samples in the laboratory

The purpose of this paper is to present the results of theoretical and experimental studies of water imbibition. The imbibition processes are involved in recovery of oil from stratified and fractured-matrix formations in natural water drives and water flooding. An understanding of the role of inhibition in implementing the recovery of oil from such formations is deemed essential to proper control of these reservoirs to achieve maximum recovery. The theoretical studies involved development of the differential equations which describe the spontaneous imbibition of water by an oil-saturated rock. The dependence of the rate of water intake by the rock on the permeability, interfacial tension, contact angles, fluid viscosities and fluid saturatiorls is discussed. A few experiments were performed using core samples to determine the effects of core length and presence of a free gas suturation. The role of water imbibition in recovery of oil from a fractured-matrix reservoir by water flooding was investigated by use of a laboratory model. This model was scaled to represent one element of a frac-tured-matrix formation. Water floods were made at various rates with several fracture widths. Interpretations were made of the behavior expected in a system containing many matrix blocks. The presence of a free gas sntu.ration was found to reduce the rate of water imbibition. In the reservoir prototype of the fractured-matrix model, water imbibition rather than direct displacement by water was the dominant mechanism in the recovery of oil at low rates. INTRODUCTION Imbibition may be defined as the spontaneous taking up of a liquid by a porous solid. The spontaneous process of imbibition occurs when the fuid-filled solid is immersed or brought in contact with another fluid which preferentially wets the solid. In the process of wetting and flowing into the solid, the imbibing fluid displaces the non-wetting resident fluid. Common examples of this phenomenon are dry bricks soaking up water and expelling air, a blotter soaking up ink and expelling air and reservoir rock soaking up water and expelling oil. As increasingly better lithological descriptions have been made of the characteristics of petroleum-bearing formations, it has become obvious that imbibition phenomena which were once considered laboratory curiosities are of practical importance. For instance, in reservoirs composed of water-wet sand strata of different permeability in intimate contact, the tendency of water to channel through the more permeable stratum is offset by the tendency for water to imbibe into the tight sand and expel oil into the coarse sand. Also, in fractured-matrix formations the tendency of water to channel through the fractures is offset by water-wet matrix blocks. As some imbibition of the water into the of the largest fields in the world are fractured-matrix reservoirs, it has become increasingly important to understand all the factors involved in the imbibition process. Examples of fractured-matrix reservoirs are the Spraberry field in West Texas which produces from a fractured sandstone&apos;, the giant Kirkuk field in Iran&apos;, the Dukhan field in Qatar, Persian Gulf2, and the Masjid-I-Sula-main and the Haft-Kel fields in Southwestern Iran, which produce from fissured limestone3. Research into recovery of oil from fractured-matrix formations was stimulated by the rapid decline of oil productivity of wells in the Spraberry formation. One result of this research was the water imbibition process developed by the Atlantic Refining Co.4 Another idea was that much of the Spraberry oil could be recovered by conventional water-flooding procedures5. Subsequently, pilot floods were conducted in this field to test the feasibility of these ideas. It was felt that an understanding of the role played by imbibition processes in displacement of oil from a fractured-matrix reservoir could not be obtained from field data alone because of the many complicating factors and uncertainties involved. Therefore, theoretical and laboratory studies were undertaken to provide this understanding. Study of the equations which describe the linear, countercurrent imbibition process provided an insight into the role of various factors in the process, such as the permeability of rock and inter-facial tension. In addition to the theoretical studies, imbibition experiments were conducted with core samples to determine the effect on the rate of imbibition of such variables as core length and free gas saturation. The SLAC National Accelerator Laboratory’s two-mile-long particle accelerator generates the world’s brightest X-rays from its Linac Coherent Light Source (LCLS) freeelectron laser. This facility has driven groundbreaking discoveries in medicine and industry. The LCLS-II-HE project will provide a significant increase in laser energy, allowing cutting-edge research in fields including biology and environmental science. A key project component is the Low Emittance Injector Tunnel (LEIT), a 240-foot-long tunnel to be built alongside the existing accelerator and connected to it via a 30-footlong Transfer Tunnel. This paper discusses site and scientific constraints that led to the selection of the LEIT configuration: tunnels to be constructed using the sequential excavation method in mixed-face conditions comprising native rock and placed backfill, and critical design considerations including protection of overlying and adjacent historic structures and structural accommodation of near-fault seismic loading.

The use of CCD (counter current decantat.io;1) thickeners, or; clarifiers, in the gold mining industry is quite common. Although there are a number of technologies in the industry which utilize these types of tanks, the fundamental requirement is to settle leach tailings and eventually separate gold and silver "values" from the "barren" (no values) solution. The thickener separation process varies depending upon the raw ores found in any specific mine. In mines where rudimentary, rocky ores are most common the settling process is fairly straight-forward and uncomplicated. But, for those mines with complex carbonaceous ores, usually identified by high silting, clay components, the ability to monitor and control the settled materials is quite laborious and costly. The task of monitoring and maintaining control of settled residue in clarifiers and thickeners, of any design, is difficult in any industry, but due to the added desire in the gold mining industry of leaching the values from the liquid slurry, the problem is multiplied. Other common activities taking place in the thickeners are exaggerated internal flow rates, settleable solids activity due to rake movement, and the settling activity generated by flocculents being added to the liquid medium. All of this action within the liquid column causes the continual monitoring of the interfaces within the tank close to impossible.

In recent years, there have been many articles and papers written on the use of specially designed belt conveyor systems in mining operations, either economic studies or actual experience. These papers generally conclude that the use of these systems can reduce overall costs from 10% to 40% over conventional methods using general purpose equipment (truck/shovel, scrapers, etc.). However, they also generally conclude that conveyor systems are inflexible and capital intensive. With the increasing cost of mobile equipment, the capital cost conclusion is losing steam, particularly when the costs of maintenance shops, road and ramp construction and other related start-up costs are thrown in. Attention here will be focused on answers to flexibility related questions, but first, a look at costs in general. Basic production economics tell us that when we have a small job to do, it is cost effective to use simple, low cost, general purpose tools which will have a minimum impact on total cost. It also tells us that when we have a large project, we can employ methods using special, relatively expensive production tools. Figure 1 illustrates what occurs on projects, of different sizes, with various quantities of production. With small quantities of work, the cost per unit of work starts out much lower using general purpose equipment, rather than using special purpose methods and equipment. However, at a relatively low quantity of work, the cost hits a lower limit and, regardless of how great the quantity of work, the unit cost can never go any lower.

Riparian communities are those related to, or near a natural watercourse (or sometimes of a lake, impoundment, or tidewater). Generally, riparian communities contrast sharply with the dominant vegetation type in an area, for example, the willow-birch-aspen- dominated watercourse in the Black Hills with its associated beaver- muskrat-trout habitat as compared to the dominant monotype ponderosa pine forest on either side of the drainage. Riparian ecosystems are valuable for the aesthetics, namely, varied landscape; photography and art; human awareness; diversity of plant and animal life, some of which may be unique to that habitat; cover, food, and water for associated wildlife and domestic animals; for recreation; for domestic water supply; and as natural outdoor laboratories. One major negative impact on riparian communities is hazardous chemicals from effluents from agricultural, industrial, and mining- metallurgical processes. One such chemical is cyanide, long used in the processing of gold and silver, and discharged previously directly into some of our natural ecosystems. With present environmental awareness, industry and government are attempting to minimize or eliminate this contamination. Homestake Mining Company began processing gold ore in the Lead- Deadwood area of South Dakota in 1878 and has remained in production at variable activity levels to the present time. The amount of cyanide (and heavy metals) entering the ecosystem during this time can only be crudely estimated, in part because of the variability in activity and the lack of understanding and concern about environmental pollution until the 1960&apos;s. The Tennessee Capitol Corridor connects the Cordell Hull Building (CHB) to the State Capitol, which isa 232-foot-by-124-foot (71 x 38 m) structure in Nashville that includes porticoes built from local massive limestone. This connection was affected by the Capitol Connector Pedestrian Tunnel (CCPT) project, which is part of the overall Cordell Hull State Office Building and Central Services Demolition, New Construction and Renovation Project (Cordell Hull Renovation Project). To construct this connection, the two existing elevator shafts and a new emergency stairwell in the State Capitol were extended down to anew lobby area—the elevators by about 50 feet (15.2 m) and the stairwell by about 60 feet (18.3 m). This lobby was connected to the CHB by a 435-foot-long (133 m) pedestrian tunnel. It was predicted that most of the tunnel would be excavated in a relatively strong limestone; therefore, considering the project features and constraints, drill-and-blast techniques were selected as the primary excavation method. Because of restrictions on blasting in urban areas and, more importantly, the proximity of this construction to national historic landmarks, blasting operations were extensively monitored to measure and correlate ground vibrations as peak particle velocity (PPV), frequency, and strain—these being the major factors that would impact the surrounding buildings. As a result, copious amounts of data were gathered and interpreted within a short time to estimate blasting parameters and optimize the subsequent blast rounds. To calculate the ground response factor, the scaled distance of each shot was compared to the ground vibration as PPV, generating a subsequent regression curve with an R2value of about 0.7. Using the best fit curve equation, the estimated ground response factor was about 150 for the best fit line. Other than some cases with relatively high (> 2 in./sec [51 mm/sec]) recorded PPV values, the blasting operation was successfully conducted as planned and the observed strain on the monitored buildings was very low, mainly within ±2 με (0.0002% elongation). (In general, the recorded PPV was lower than 2 in./sec at frequencies of more than 50 Hz.). The strain gauges at key locations (cold joints and old fractures) in the Capitol and on other critical structures demonstrated strain was insignificant in relationship to ground vibrations from the blasting operations. The apparently small vibration-induced strains were related to the massive limestone construction of the Capitol and ancillary buildings, as the induced strain plus the existing strain did not exceed the critical strain of the massive structures.

A commercial 18Cr-8Ni iron alloy (AISI 304L) was examined in tension at 300°, 76°, 20°, and 4°K. Continuous stress-strain recordings were made, X-ray analyses at periodic stress (strain) intervals were obtained, and the magnetic measurements were taken. From this data the percentage of martensitic products [bcc(a) and hcp (E)] was computed as a function of stress (strain). It was found thatup to 15 pct E phase forms at low temperntures. The amount of E formed increases to a maximum at about 5 pct strain, then decreases. This decrease indicates the additional transformation of E to a&apos;. The total amount of E and a&apos; was suppressed at constant stress (strain) at 4°K as compared to 76°K. It is proposed that the suppression of E and a&apos; is associated with the decreased mobility of extended dislocations at very low temperatures. The yield strength decreased as the temperature was depressed below room temperature and then increased rapidly near 4°K. SOME ferrous alloys which are austenitic (fcc ?) at room temperature appear to be unique in that two martensitic products (hcp e and bcc a&apos;) may form on cooling to lower temperatures or on application of mechanical stress. The most common room-temperature austenitic ferrous alloys are 18Cr, 8Ni stainless steels. Most aspects of the spontaneous transformations have been previously described for these steels.&apos; Several previous papers have described special aspects of the stress-induced transformations at low temperatures for the stainless steels, such as the existence of the hcp phase (c) after straining at 76oK,2-7 the morphology after straining using electron microscopy,7 and the decrease in E at higher strains at 76oK.4 However, for a complete representation, one must know the stress-strain characteristics and the dependence of both martensitic products on applied stress and temperature. It is the intention of this paper to provide that documentation. To accomplish this, continuous stress vs strain recordings were made at four temperatures: 300°, 76", 20°, and 4°K for annealed AISI 304L (a commercial 18Cr-8Ni alloy). At periodic stress intervals at each temperature the integrated X-ray line intensity of a selected peak for each phase (y, E, and a&apos;) was measured. In addition, photomicrographs of the strained surfaces were taken and magnetic measurements were made. The magnetic readings can be directly converted into percent a&apos;.&apos;,e With these measurements the percentage of each phase may be plotted as a function of stress (or strain) and test temperature. It was found that up to 15 pct E phase forms upon stressing the AISI 304L alloy at low temperatures. The E percentage increases abruptly after the alloy yields, but then decreases gradually at higher stresses. The rapid increase in e at 76°K is associated with an "easy-glide" portion of the stress-strain curve. The total amount of a&apos; + .G is suppressed below 76°K at a constant stress or strain. The yield strength decreases down to 76°K but increases rapidly below 20°K. EXPERIMENTAL PROCEDURE Tensile test specimens were cut parallel to the rolling direction from 0.1-in.-thick sheet. Continuous stress vs strain recordings were obtained at each test temperature (300°, 76o, 20°, and 4°K) using equipment and methods described elsewhere.&apos; The specimens which were used in the X-ray analysis were stressed to successive increments of strain at each temperature, analyzed at room temperature, then restressed at the test temperature. This procedure was repeated until approximately ten X-ray analyses had been performed with approximately 1.0 pct strain increments. The specimens had a reduced section 1 in. long, 1.2 in. wide, and 0.1 in. thick. They were electro polished prior to testing and after each strain increment. Table I lists the chemical composition, grain size, and hardness for the alloy which was used. This is the same alloy for which extensive mechanical-property tests3 and morphological studies of the spontaneous transformations&apos; have previously been made. For the low-temperature tests (76o and 4°K) below the Ms temperature the specimens were initially cooled to the test temperature, held for 1/2 hr, then warmed and X-rayed at room temperature. Explosives have been fired electrically for several decades. Mountains have been tunneled, deep shafts sunk, extensive coal and metal mine workings excavated and, in times of war, railroads, buildings, bridges, and fortifications have been destroyed by means of electrically fired explosives. Modern engineering depends so much on explosives that their safe and efficient handling and especially their detonation are of prime importance to all those connected with the use of explosive agents. Electric shot-firing is only one method of igniting explosives, but it is rapidly spreading and because of certain inherent safety features should be encouraged. Data collected by the Bureau of Mines indicate that in the United States a large percentage of the blasting in quarries, shafts, and tunnels, and from 15 to 25 per cent of the blasts in mining operations, are set off electrically. The Bureau of Mines is interested in electric shot-firing because of its use in mining, and especially because electric methods, when properly applied, are undoubtedly safer than other methods commonly used.

BACKGROUND Foreign investment has been a major factor in bringing about the substantial mining industries of Chile, Peru, Bolivia, Venezuela, Brasil and Guyana. But economic nationalism and sentiment against foreiqn domination of vital national industries grew in the 1960s and most major mining projects were transferred into state owner ship. Among the state mining enterprises formed were CODELCO - Chile, MINERO-PERU/ CENTRCMIN - Peru, CCMIBOL - Bolivia (in 1952), Hierro-PERU, GUY-BAU/BIDCO - Guyana, etc. New investment during that time was discouraged because it was subject to the restrictive conditions of the investment regulations of the Andean-Pact, a grouping of Chile, Bolivia, Peru, Ecuador, Venezuela and Colombia. The philisophy was that mineral resources were to be developed exclusively by national enterprises. Essential foreign inputs had to be acquired "depackaged" as separate purchases of equipment and technical assistance services. As a result of the worldwide economic recession which hit the mining industries in 1980-1982, many projects that were viable in 1970 were not developed by the new state enterprises due to lack of capital, managerial and technical abilities and due to problems with marketing. As a consequence of the long-term decline of metal prices, governments experienced difficulty in getting investment organized through national or foreign enterprises and have had to face up to the trade-offs between national control and active mineral development. A change has since taken place in governmental policies. The 1981 Peruvian mining law, the 1982 mining law of Uruguay, the 1979/1980 mineral promotion laws of Argentina, all witness the gradual shifting of emphasis from restriction to promotion. The investment rules of the Andean Pact have been progressively softened through national regulation and today are more or less irrelevant. Nationalizations and forced renegotiations have not occurred in the last few years. Countries have gone to great lengths (without much success) to re-attract foreign investment on terms that accommodate the political sensitivities of the South American countries and the practical requirements of investors and financiers. For this analysis, three contracts have been selected which reflect this accommodation in three South American countries, where miner a1 production plays a major role in the national economy. These con tracts reflect both the attitudes and traditions of the individual countries, but also mark the shift in mineral investment policies that has taken place. EL INDIO AGREEMENT The 1977 investment agreement between Chile and St. Joe Minerals marked a dramatic relationship between Chile and foreign mining investor s. In Chile, mining of copper has played a major role in the country&apos;s history. Large scale copper mining was initiated and developed by Kennecott and Anaconda. The nationalization of these two companies under the Allende government in July 1971 started a wave of nationalizations of foreign-held mining and petroleum operations since then in many parts of the world. The military government supported the new Chilean state mining companies ((30DELCO and ENMI) , but it also attempted to accelerate mineral development by prom ting foreign private investment, thus reversing the nationalistic policies followed by the Allende and the preceding Frei government. IN a year of sober reflection and stocktaking after the mineral-squandering spree of World War II, the role that beneficiation of low-grade must henceforth play in American mineral industry has become unmistakable. From the volume of research and development progress in mineral engineering during 1946, mineral dressers evidently have ample resoluteness to meet the challenge. Perhaps ,the most conspicuous trend of the year was the renascence of interest in gravity concentrating methods and more serious effort than ever before to make them effective in finer size ranges down to 200 mesh. This has been forced by the problem in iron ores where the low value of the product will not support a high flotation reagent cost, however good flotation pilot plant results may have been and however well the acute problem of variable feed may be met. The race is on between rabbit flotation and tortoise gravity methods and a surprising amount of betting money is being laid on the tortoise which already is showing previously unsuspected talent for speed. Mostly, however, a wait-and-see attitude prevails during the present preliminary heats. As evidence of the latter, two magnetic plants are now on the boards for magnetic taconites on the eastern Mesabi to establish a reprieve against the time when nonmagnetic taconites must be addressed. Incidentally, these operations will force the blast-furnace issue on preparation of fine material since a minus-100-mesh grind is contemplated.
