INTRODUCTION The development of nuclear industry in Taiwan requires an increasing supply of uranium. Uranium recovery from phosphate ores, becomes an important item of the R & D programs. Many countries have already started such a program. USA has set up an industrial-scale production plant; South Africa, Israel, Morocco and other countries have also engaged in the development of extraction technology of uranium from phosphate ores and started setting up the production plant. In Taiwan, a feasibility study of establishing the production plant was started in 1977. A pilot plant was completed, tested, and operated in 1979. The main source material. - phosphate ores is obtained from China Phosphate Company. The annual yield of the pilot plant has been planned to be one ton of ammonium diuranate (ADU). The Health Physics Division of Institute of Nuclear Energy Research (INER), Atomic Energy Council of Republic of China (ROC AEC), is responsible for the radiation safety control of the plant. The purpose of the radiation safety control is to collect radiation safety information of the plant of this type, to evaluate possible radiation hazards to the personnel, and to analyze the radiation safety of the immediate environment adjacent to the plant. Furthermore, the information and experience obtained are used as the basis for applying radiation safety control to the production plant. The main emphases of the radiation safety control are therefore the arrangement of radiation safety control areas and the collection and evaluation of the health physics data. This report includes the past one and half years' experiences of the radiation safety control of the pilot plant, the planning of the production plant with an annual yield of 10 ton ADU, and considerations given in improving the radiation safety control of the production plant. PILOT PLANT AND ITS OPERATION PROCESS The pilot plant occupies an area of 350 m2 and is a two-story rectangular building. Exits are provided by a front and a rear door. An additional small door at the central right side of the building is connected to the maintenance area located outside the main building. The interior of the building is divided into interconnected offices, laboratories and process area (Figs. 1 and 2). A stairway to the process area of the second floor is located in the central part of the first floor. The second floor offices are accessible by the additional front and rear stairways. The main process area of the first floor is furnished with plastic floor, and the second floor with poriferous iron-grid floor. The building is not furnished with centralized air-conditioning system. Individual air conditioners are, however, available to some laboratories. Because the back door of the building is frequently open, the product storage room is provided with a blower to maintain good ventilation. Natural uranium contents of phosphoric acid solution vary in the range from 0.07 to 0.11 kg/m3. The process consists mainly of the uranium concentration cycle and the purification cycle. A flow diagram of the process is shown in Fig. 3. CONSIDERATIONS GIVEN FOR RADIATION SAFETY CONTROL AND THE ESTABLISHMENT OF RADIATION CONTROLLED AREAS The radiation safety control of the pilot plant is carried out on the basis of the considerations listed below:1,2 1) Since the wet process is adopted, and the flow of the radioactive material is confined to closed pipes and containers, air contamination is therefore not too much of concern. 2) The concentrations of radioactive material of the whole process are mostly less than 10 ppm. An exception is the final ADU product after precipitation and centrifugal separation, which contains up to 50% natural uranium. Airborne coal mine dust is an unintended and unavoidable result of coal extraction operations that raises notable health and safety concerns. Modern mining techniques utilize several dust mitigation strategies, and the flooded-bed dust scrubber (FBS) is one such technology used extensively on continuous miners. The conventional static panel filter, instrumental in most scrubber designs, is fundamentally limited in collection efficiencies due to a high clogging rate and a tradeoff between mesh density and airflow rate. To overcome these deficiencies, a novel vibrating mesh panel is proposed. In this study, a laboratory-scale dust scrubber unit was used to investigate the efficacy of concept as compared to that of a static mesh. A statistical design of experiments study was first used to determine the effective vibrational parameters and scrubber operational parameters on dust collection and clogging mitigation. Optimized results from this study were then evaluated against those of a static mesh to determine performance improvement while investigating the mechanisms controlling dust collection and particle department through the scrubber system. Results show that the vibrating mesh conditions and higher water flow rates led to an improvement in the collection efficiency of the scrubber system. Compares to a static-mesh, the vibrating mesh FBS showed a significant reduction in pressure drop across the mesh screen indicating lower air loss through the test duration. Overall, the findings confirm that vibrating filter mesh reduces filter clogging while maintaining high collection efficiencies. This research supports further technological advancement in mine dust mitigation technologies.

On-site evaluation of strength using hardness is common for different materials. The lack of such relation for aluminum alloys has always been felt. In this work, a finite element analysis of plastic deformation and its distribution in Brinell hardness testing is presented. The analysis has been performed for different strength levels of aluminum alloys. By utilizing the Von Mises equivalent strain in hardness, it is tried to derive a correlation between hardness and strength values for the alloys under consideration. The derived correlation is verified using the experimental values available in literature.

T. W. ROBINSON, Pueblo, Colo.: Mr. Potter's review is a striking testimony to the important part played by science in this branch of practice. But, the question arises, In which department has science effected most ? The available raw material, the size of furnaces, the general design and equipment of the plant, and the daily management, are particulars, each of which contributes to the general result, while the effect of each merges into that of the others. The following notes concerning the operations of the furnace-plant of the Colorado Fuel and Iron Company (formerly the Colorado Coal and Iron Company), at Pueblo, may throw some light upon the question of their relative importance. This company operates three stacks, and when the plant first came under my observation, about nine months ago, the furnaces were constructed, equipped,and run as stated below: Raw Materials.—The main sources of ore-supply were, as they still are, the Orient and Calumet mines of the company. The Brecce and Morning Glory ores, mentioned below, were formerly brought from Leadville, but are practically now no longer used. The Orient ore is a porous brown hematite, easily reducible in the furnace. The Calumet is a magnetite, very refractory in character, requiring preliminary roasting. Both are fairly uniform in composition. The Breece and Morning Glory are red hematites, resembling in appearance the soft ores of the Vermilion range, Lake Superior. The coke here used is made of coal from the company's mines in southern Colorado, and is distinct from that produced by the company in the western part of the State. The structure is similar to that of Alabama coke. The limestone employed is a calcite. The analyses are given in Table I. The Biological Oxidation (BlOX®) Process for the treatment of refractory gold ores was commercialized in 1988. During the last decade, the technology has developed into a mature, commercially viable process, with five additional operations commissioned, including operations at Sao Bento in Brazil, Harbour Lights and Wiluna in Australia, Ashanti in Ghana and Tamboraque in Peru. With ongoing development, the efficiency and cost effectiveness of the process have both improved, making it an attractive alternative to conventional refractory treatment processes such as roasting and pressure oxidation. The bacterial culture is robust and can withstand the normal fluctuations experienced on an operating plant. The plants are simple to operate, making it ideal for remote areas. The scale-up potential of the process has been proven, and it can be applied to large refractory ore bodies. The process is environmentally friendly. Neutralization of plant effluents produces precipitates that comply with the most stringent environmental regulations.

Prospecting in arid terrain can produce substantial environmental impacts, comparable to or greater in magnitude than the impacts associated with actual mining or petroleum production. Impacts are likely to be particularly severe where prospecting involves intensive geophysical exploration, especially in areas which have escaped degradation by other land uses such as pastoralism. With appropriate environmental planning and management, however, the environmental impacts of prospecting in arid terrain can be greatly reduced and mitigated, at low cost. In many countries, prospecting licences, exploration leases and associated tenements now carry a range of conditions relating to environmental protection. The assessment, avoidance and mitigation of environmental impacts is therefore an important component of and-zone exploration. My aim here is to give an overview of some of the main aspects of an environmental planning and management (EPM) programme for prospecting in arid terrain (PAT). Detailed operational prescriptions for environmental protection procedures are necessarily specific to particular areas and types of prospecting: see. e.g., Buckley (1982a, 1984, 1985a, 1986a), Klepacki et al. (1985) and Stone (1986). The intention here is to provide a checklist rather than a recipe book: as an aid in incorporating environmental aspects into the overall planning and management of an exploration programme, and in liaison with company environmental staff, consultants and regulatory bodies. I also hope to show that whilst some of the techniques used in particular environmental disciplines certainly require specialist expertise, the overall design of an EPM programme is not in the least esoteric, but simply an exercise in straightforward common sense. Perhaps this paper could be subtitled: "Demystifying environmental Planning".

A series of measurements of induced stress by the Compact Conical-ended Borehole Overcoring (CCBO) technique was performed within rock mass around a tunnel excavated in a region that an underground powerhouse is constructed under high initial rock stress. In the measurements, a phenomenon of core disking was observed during overcoring. The selecting method of strain data uninfluenced by the core disking was proposed, using X-ray CT scanner. Then, the state of induced stress determined from the selected strain data was discussed, comparing with the state of initial stress. Eine Serie von Messungen von induzierter Belastung mit kompaktem konisch-beendetem Überbohrverfahren (CCBO) wurde in Felsmassen um einen Tunnel ausgeführt, der in einer Region gebohrt wurde wo ein unterirdisches Kraftwert unter hoher anfänglicher Felsbelastung gebaut wird. Bei den Messungen wurde beim Überbohrverfahren ein Phänomen des Core Disking beobachtet. Die gewählte Methode der Belastungsdaten, unbeeinflusst durch Core Disking wurde vorgeschlagen, unter Verwendung von Röntgen-CT-Scanner. Dann wurde der Zustand der induzierten Belastung aus den gewählten Belastungsdaten diskutiert, unter Vergleich mit der ursprünglichen Belastung. Une série de mesures de contrainte induite effectuée avec la technique de forage de sur-carottage compacte à embout conique a été exécutée dans la masse rocheuse autour d'un tunnel excavé dans une région de construction d'une centrale électrique souterraine sous haute contrainte de roche initiale. Au cours des mesures, un phénomène de discage de carotte a été observé pendant le sur-carottage. La méthode de sélection des données de contrainte non influencée par le discage de carotte a été proposée, en utilisant un scanneur de tomographie calculée aux rayons X. Il s'ensuit que l'état de contrainte induite provoquée et déterminé à partir des données de la contrainte sélectionnées a été traitée, en effectuant une comparaison avec l'état de contrainte initiale.

The precipitation of Fe(III) to form ferrihydrite in the presence of arsenic is the United States EPA's Best Demonstrated Available Technology for treating arsenic-containing hydrometallurgical solutions and waste streams. This technology has been widely adopted throughout the world and developments have been well reviewed. The adsorption and long-term stability of ferrihydrite can be improved by co-precipitating Fe(III) and Al(III) together to form an aluminum-modified ferrihydrite. Arsenate adsorption into ferrihydrite and modified ferrihydrite as a function of pH, Fe/As or (Al+Fe)/As mole ratio, and the initial As(V) concentration is presented and compared. The results of long-term aging of both adsorbents at 70°C for over a year are also summarized.

At the Seventy-sixth meeting of the Institute, held in New York, N. Y., February, 1899,I presented a paper on this subject entitled, Coal-Cutting Machinery,' which has become somewhat out of date, in view of the decade's development in this feature of the coal-mining industry. It should be explained that the present paper is limited to the use of mining-machines in bituminous mines. Practically all of the anthracite mined is "shot from the solid," no undercutting being done. Anthracite-mining is therefore not considered in the statistics or other references. The statistical record as compiled by the U. S. Geological Survey shows that in 1898, the year preceding the presentation of my former paper, there were 32,413,144 short tons of coal undercut by the use of machines. In 1907 the machine-mined coal-product amounted to 138,547,823 short tons. In sympathy with the general decrease in coal-production during 1908, the output of machine-mined coal decreased to 123,183,334 short tons, but the proportion of machine-mined coal to the total output, nevertheless, showed an increase, from 35.1 per cent. in 1907 to 37 per cent. in 1908. In 1898 only 19.5 per cent. of the total product was unclercut.by the use of machines. The number of in use in the bituminous mines of the United States has increased from 2,622 in 1898 to 11,144 in 1907, and to 11,569 in 1908. Models of photoelastic material were made to simulate a mine roof that had cracked over the edge of the pillars and at the center of the span. Models were restrained from moving laterally outward so they acted as flat arches. Uniform loading was approximated by loading the models along the bottom at eight points spaced equally along the span. It was found that for models with depth to span ratios of 1:3 to 1:6, the maximum stress at the top of the center crack could be calculated directly by the following formula: Elastic stresses in mine roofs composed of sedimentary beds are usually computed by assuming that the immediate roof bed acts as a fully restrained beam uniformly loaded by its own weight and by overlying strata. Very little work has been done to analyze stresses in roof beds or beams which contain vertical (normal to the span) or nearly vertical cracks. Yet every mining engineer has walked safely under roofs that show such cracks. As far back as 1933, Bucky' made model studies of the effect of vertical cracks on the behavior of horizontal strata. He did not make any analysis of the stresses but did show that a cracked beam will stand safely under certain conditions, and also showed that a beam restrained at the ends can crack over the supports and in the middle without collapsing as long as the ends of the beam are not free to move laterally outward. The beam, or rather, part of the beam, acts like a flat arch and supports itself by pushing outward at its supports. In 1941 Evans2 treated analytically the problem of a beam cracked along so many planes perpendicular to the axis of the beam that no tensile stress can operate. He named this type of beam a "voussoir-beam" by analogy to the voussoir-arch. In 1962 ~a~cocks~ modified Evans's solution by including the effect of the shear stress component of the resultant force at the abutment. In order to seek an effective extraction process for vanadium, the recovery of vanadium from a high Ca/V ratio vanadium slag was studied by sodium roasting and ammonia leaching. In the present paper, the oxidation and leaching process of vanadium slag was investigated by X-ray diffraction (XRD), scanning electron microscopy and energy dispersive X-ray spectrometry (SEM/EDS) techniques. The effects of ammonium carbonate concentration, leaching temperature and leaching time on the leaching ratio of vanadium were discussed. As indicated in the experimental result, the optimal (NH4)2CO3 concentration was 120g/L, leaching temperature was 60°C and leaching time was 20 min. Approximately 92% of the vanadium was recovered under the optimal conditions. Furthermore, by means of X-ray diffraction analysis, the phase transformations of the vanadium slag during roasting and leaching processes were analyzed and discussed.

A simplified system of flotation testing has been developed recently at the Bureau of Mineral Research of Rutgers University. The technique involves the known principle of skin flotation and can be used with minute quantities of sample and reagents in a beaker. A vessel containing the conditioned sample with added water and flotation reagents is held inclined and rotated slowly. Water-repellent particles come in contact with air and float on the surface of the liquid, while wettable particles are submerged. The float is poured off and filtered whereas the nonfloat remains in the beaker. The filtrate may be returned to repeat the process.

The quarrying and related industries of the United States made a large gain in employment (man-hours of work) in 1942 with a somewhat smaller number of men employed than in 1941. This was accomplished chiefly by increasing the number of workdays per man and also by increasing the length of the workday. In spite of the greater volume of work performed, the industry had a more favorable accident-frequency rate in 1942 than in the previous year. Accident and employment reports from operating companies showed that the industry employed 84,270 men for an average of 271 days per man in 1942, with a volume of work of almost 181 million man-hours. The average workshift comprised 7.93 hours, and the number of man-shifts worked totaled nearly 23 million. Injuries from accidents in and about the quarries and plants caused disability to 6,461 employees, 112 of whom died as a result of their injuries, including 28 employees whose lives were lost in a single disaster. The accident-frequency rate in the industry was 35.73 per million man-hours worked, comparing favorably with a rate of 40.11 for the previous year. However, the figure for 1942 included a death rate of 0.62 per million man-hours which, because of the disaster referred to, was considerably higher than the fatality rate of 0.44 for 1941. Had the disaster not occurred, the fatality rate for the industry for 1942 would have been 0.46. The major disaster in which 28 lives were lost occurred on March 26 at the Sandts Eddy quarry of the Lehigh Portland Cement Co. near Easton Pa.

The object of this paper is to give to mining companies and to all others who are interested some idea of the possibilities in the treatment, by differential flotation, of lead-zinc ores of the Coeur d'Alene region and other districts. The purpose of these investiga.. tions is not to evolve a differential flotation process that would replace present methods of gravity concentration but rather one that could be applied to the relatively fine material and slime produced in the mills and treated unsuc_pessfully by gravity methods or by flotation. It is expected, of course, that the products to be obtained by differential flotation would be of much better grade than those now produced by flotation in the Coeur d'Alene mills. In view of the fact that it has been difficult to obtain representative samples of flotation feed from the mills, owing to the necessity of shipping the material wet and free from oil or other foreign matter that might be deleterious to the differential separation of the sulphides, the writers have felt justified in running flotation tests with the mill feeds in order to ascertain whether a differential separation of the sulphides could be effected. However, two different lots of flotation feed were tested for differential flotation, and the results of tests of one of these are given in this report. It is hoped that it will be possible later to test out the flotation feed for differential flotation on a large scale in some of the mills. This paper covers part of the investigations carried on by the United States Bureau of Mines in cooperation with the Idaho Bureau of Mines, the University of Idaho, and certain mining companies of the Coeur d'Alene region. Although the results of the tests included in this report are not to be considered final, they indicate possibilities and may suggest others leading to a solution of the problem of separating lead and zinc sulphides by differential flotation in the treatment of certain ores.

THE loading of bituminous coal mechan¬ically was recognized about the year 1900, but during the following 28 years less than 5 per cent of the bituminous pro¬duction in the United States was loaded by mechanical means. During the past i6 years, however, the usage of some form of mechanical loader has had a very rapid and accelerated growth, until at present production of bituminous coal by mechanical means has reached an all¬time high of approximately 46 per cent, and is still increasing. This rapid growth in the use of the mechanical loader has been supplemented by an increase in mechanical cleaning. The importance of mechanical cleaning of coal was recognized many years before the mechanical loader was introduced, because of the impossibility of cleaning manually the sizes below 2 in., and the increasing competition from other fuels. Utilization of mechanical loaders without mechanical cleaning on the surface for at least one or more sizes is the exception, rather than the rule. One exception is a mine that employs caterpillar-mounted mobile loaders exclusively, and mines the entire seam without any selectivity, and yet loads and ships six grades of coal of the very highest quality without mechanical cleaning. Such a fortunate situation can exist only where mining conditions are ideal, where top and bottom are exceptional and there are no impurity partings, and where there is loader height. The conversion from hand loading to mechanical loading has definitely intro¬duced many problems in the preparation plant of yesterday and in the modern streamline plant as well. Many of these problems have been solved by good, sound, conscientious initiative on the part of the plant personnel, with minor expendi¬tures; the solution taking the pattern of rearranging and improving the equipment at hand. Other problems have caused, and are causing, considerable concern and difficulty. LARGE IMPURITIES The removal of large quantities of large impurities from the lump coal, and their handling and disposal, is definitely a troublesome and costly problem. The cost of manually removing the impurities from the picking table alone, based on the actual recovered lump coal, can reach a cost of 42 cents per ton or more. In the design of future plants it would be wise to give this phase of preparation considerably more time and thought, particularly if the seam of coal contains one or more heavy partings and the mining procedure is all seam. This same caution applies to seams that may not contain heavy partings but have poor and heavy draw-slate top, which falls with the coal during the mining cycle. One of the more recent of the modern preparation plants has answered this problem by installing a rock crusher under the picking table in such a manner that the impurities can be diverted by gravity directly to the crusher. The plastics industry runs into the billions, both in the dollar value of its finished, products and in the pounds of plastic raw material produced. It is, too, one of the fastest growing industries with a 300 percent increase in production in the past ten years. Informed estimates set 5.9 billions pounds as the plastic volume for 1959. Statistically, this is equivalent to a per capita consumption of 25 pounds in the United States. Plastics are man-made materials in contrast to natural materials like wood and are a family of materials -- not a single material - each member having special advantages. A generally accepted definition; for plastics is; a large and varied group of materials which consist, wholly or in part, of combinations of carbon with oxygen, hydrogen, nitrogen, and other organic and inorganic elements. This, while solid in the finished state, at some stage in its manufacture is soft enough to be formed into various shapes, most usually through the application either singly or together of heat and pressure. Many combinations and many different materials are thus possible. Therefore, for purposes of simplification, most plastics can be classified under one of 14 recognized basic family groups. These groups in turn generally can be further classified into one of two major subdivisions - thermosetting or thermoplastics. A few plastics are in between and they can be formulated to be either thermosetting or thermoplastic.

"As mines utilize more automation in mining operations to improve efficiency and safety, a corresponding increasing demand is placed on the transport of information. Some of the recent technological advances in underground telecommunications are described for various data, voice and video applications. In particular, two new innovative underground communication systems are described, one with highspeed data at 30 Mbps and the other for minewide evacuation and safety applications.The high-speed data system incorporates state-of-the-art data networking technologies and the existing leaky-cable, narrow-band radio channels. The new system provides over the same basic infrastructure — the highspeed data network at 30 Mbps TCP/IP Ethernet with 100 Base-T interconnection, plus 32 narrow-band radio channels.The second system is a system for minewide evacuation with “through-the-earth” communication infrastructure. Emergency situations can be communicated to and from all the miners within seconds through a central control location. The technology involved does not require leaky cable or any other similar transmission media installation. Many applications are possible, including warning miners of emergency situations, mine rescue operation to communicate with trapped miners, and regular reporting from miners working alone."
