THE phenomena of concentric arrangement of minerals in rock-masses, generally known as "orbicular structure," have of late received much attention from investigators. Lawson, of the University of California, has described the orbicular gabbro at Dehesa, San Diego county, Cal. Kessler and Hamilton, of Stanford University, working independently upon the same subject, published their descriptions,2 giving also a list of many other localities in Europe and America where orbicular rocks are found, adding copious references to the literature of the subject. The orbicular diorite of the type locality in Corsica., familiar to mineralogists and petrologists under the name "Napoleonite," was described by Vogelslang in 1862.3 Chrustschoff, of St. Petersburg, has also given much atten¬tion to the subject, and is the author of a classification of the various known forms of orbicular structure.4 No complete and satisfactory explanation of the origin of or¬bicular aggregations in rocks has yet been offered. The patent fact is generally recognized that the constituent minerals have crystallized from a more or less molten or plastic magma, but why these minerals should be arranged in concentric spheres or crusts has not been clearly shown. "INTRODUCTION The existing Baltimore and Potomac (B&P) Tunnel accommodates Amtrak (National Railroad Passenger Corporation) and MARC (Maryland Rail Corporation) service between Baltimore, MD and Washington, DC and occasional local freight service. The Baltimore and Potomac Tunnel Replacement Project proposes new tunnel construction through Baltimore, Maryland along the Northeast Corridor (NEC) that maintains connections to Baltimore Pennsylvania Station. After the Replacement Project is constructed and operational, the disposition of the existing tunnel must be determined. The tunnel could be abandoned; however, considering its location in a congested downtown, alternative uses have been considered to take advantage of this unique piece of infrastructure by repurposing it. Alternative uses for the existing 140-year-old B&P Tunnel may end up being cost effective and should be considered, as the tunnel can be made accessible to construction crews for extended periods of time that will allow for efficient work activities unlike when it is fully operational. Possible alternatives include conversion for non-rail use, rehabilitation, or complete modernization for continued rail traffic. The following paper describes the four potential fates of the conceptual designs for the existing B&P Tunnel. The four concepts include: • No Build – rehabilitate to keep the tunnel operational. • Abandonment – complete or partial sealing of the tunnel. • Adaptive Re-Use –repurpose the tunnel with sustainable building practice. • Full Rehabilitation and Modernization – bring to current fire-life safety aspects. Of the four concepts, only the no build addresses maintaining the tunnel while it is under traffic. The remaining fates address the existing tunnel after the new tunnel is operational and railroad traffic has been diverted to it. Development of these conceptual designs were provided in a concept design study (Parsons Brinckerhoff/Parsons, 2015) that supports the National Environmental Policy Act (NEPA) review process for the Project, which includes evaluation of possible alternative uses of the existing B&P Tunnel."

Before the various States began to enact workman's compensation laws accidents were considered inherent in many industries, and little or no effort was made to prevent or reduce them. The hazard was accepted by the employee with the job, and the avoidance of accidents by mental alertness or physical agility was largely his responsibility. After the employee had given evidence of enough skill inn performing his allotted task efficiently the responsibility of the employer apparently ceased with respect to the personal safety of the employee. However, following the enactment of workmen's compensation laws, at least two facts that had not before been fully appreciated soon became apparent: (1) The majority of accidents can be prevented if the management firmly determines to prevent them; (2) frog a monetary point of view alone accidents are decidedly expensive, both to employer and to employee. It is now evident that savings effected by conscientious safety effort add substantially to net profits of operation.

THE non-ferrous alloys have been placed in the same class with steel by metallurgical research on hardening, and hardenable alloys of all metals except zinc are now manufactured. The hardening of the non-ferrous alloys is accomplished by a process of heating, quenching and ageing. R. S. Dean, head of the research department of the Western Electric Co., told of the results of this research in 'a lecture on "Recent Advances in the Art and Science of Fabricating Metals," given before the Missouri Mining and Metallurgical Association on Jan. 24, 1929.

New Mexico produced 38,882,342 bbl. of oil in 1943, and regained seventh place among the oil-producing states. This production was an increase of 6,968,526 bbl., or 21.8 per cent, over the figure for 1942. The maximum per-well allowable on Jan. I, 1943, was 38 bbl. daily and at the end of the year this figure had been increased to 48 bbl. Allocations as set by the New Mexico Oil Conservation Commission closely followed recommendations by the Petroleum Administrator for War and the average daily pipe-line runs were 106,476 bbl., being within 2.2 per cent of these allocations. Production for Lea County was 33,043,925 bbl.; Eddy County, 5,405,-967 bbl.; northwestern New Mexico, 432,070 bbl., and Chaves County, 380 barrels. Drilling activity for New Mexico in 1943 was only 75 per cent of that in 1942, with 255 completions. Of these completions 180 were oil wells, 10 gas wells and 65 dry holes. The ratio of dry holes to producers, more than I to 3, was the greatest in recent years. Of these dry holes, 46 were drilled within the boundaries of proven . areas while 19 were wildcats. Wildcat drilling during 1943 was responsible for the discovery of four new oil fields and one new gas field, as well as three extensions to existing proration areas. At the close of the year the New Mexico Oil Conservation Commission had designated 64 areas as proven for oil and/or gas. The Monument area was again New Mexico's largest producing oil field, with an annual production of 7,228,855 bbl. Next was Eunice, with 6,461,044 bbl., followed by Vacuum with 4,946,110 bbl. IIobbs, ranking fourth, with 3,799,114 bbl., was the leader in total recovery with an accumulated production of 104,180,53I bbl., or more than 10,000 bbl. per acre to date. Drilling activity in Lea County accounted for completion of 67 oil wells, 2 gas wells and 24 dry holes. One of these oil wells was the discovery well of a new area and three extended proven areas. The most active drilling campaign in the county was again in the Maljamar area, where 18 oil wells were completed. The Maljamar Cooperative Repressuring Agreement affected 141 producing wells, and operations were a decided success, more than 85 per cent of the gas produced being returned to formation. The new oil field for Lea County was designated as the San Simon area although boundaries have not been established to date. Discovery well for this area was the Skelly Oil Company's State U. No. I, in theNE. NE. K of sec. 5, T.22 S.,R.ssE. This well was drilled to a total depth of 4183 ft. and plugged back to 4138 ft. after encountering bottom-hole water. Initial production was 124 bbl. per day on the pump. This oil is 37.4' gravity and has a sulphur content of I per cent. Productian is from Yates sand of Permian age. Improving food security by increasing crop output is a primary objective for most countries in the sub- Saharan region. Most soils in the region are deficient in phosphorus an important nutrient after nitrogen in plant growth. Phosphates are therefore used together with nitrogen and potassium based fertilizers in improving crop production. Zambia like many other countries in the sub-Saharan region imports phosphate fertilizers for use by its farmers. However, indigenous phosphate deposits of igneous origin exist in Zambia of which the main ones are Chilembwe in Petauke district, Mumbwa sugarloaf in Mumbwa district, and Nkombwa Hill in Isoka district. If commercially exploited, these deposits could become a ready source of inexpensive phosphate for the local farming communities in the country. Previous research has shown that partially acidulated phosphate rock (PAPR) produced using Chilembwe phosphate rock is just as agronomically effective as the imported superphosphate fertilizers on food crops in most of the Zambian soils. PAPR is produced by reacting finely ground phosphate rock with only a fraction (usually 50%) of the stoichiometric quantity of the sulphuric acid required to fully convert the apatite in the rock to monocalcium phosphate thus making the process cheaper in terms of acid consumption than the poduction of single superphosphate where the apatite in the rock has to be fully converted to monocalcium phophate. The factors that affect the percentage of available P2O5 in the PAPR produced include particle size of phosphate rock, degree of acidulation, concentration of acid, process temperature profile, residence time and drying temperature. These factors were studied in a 25kg/hr PAPR pilot-plant in the School of Mines at the University of Zambia using Chilembwe phosphate rock. The PAPR pilot-plant consisted of a rotary drum granulator as the main reactor, a rotary drum dryer and a triple deck vibrating screen. Ground phosphate rock was reacted with sulphuric acid and water in the granulator to form a granular product which entered the drier. The dry product was screened into three size fractions. The 1 – 4 mm size fraction was the final product whilst the –1mm size fraction was recycled. The +4mm size fraction was sent to a crusher while the crushed PAPR was sent back to the screens.

In late October 1996, an acid plant at a major U.S. copper smelter was faced with unexpected and rapidly increasing pressure drop across the gas cooling tower in the acid plant, indicating a build-up on the packing. This threatened to halt operations if not resolved. Earlier that month, a smaller vessel in the acid plant was found to be completely plugged with lead sulfate. It was feared that a similar fate awaited the gas cooling tower unless the scale build-up was stopped. Although lead sulfate is present in most copper smelter acid plants, this accumulation was unusually severe. An investigation was launched to find the source of the lead, determine how lead is transported to the gas cooling tower, recommend operating practices to prevent such severe scaling, and seek ways to recycle the lead value in the scale covered polypropylene packing. Late in the investigation it was learned that the lead originated from an improperly executed recycling program.

Foundation underpinning is a common component of remediation schemes for distressed foundations on expansive soils. For many applications in expansive soil, micropiles have distinct advantages over other techniques. This paper will concentrate on the design and construction of micropiles in expansive soil. It discusses the nature of building distress and the relationship between foundation movement and soil heave. It presents methods for determining the factors that are required for the design of micropiles. Such factors include calculation of expected free-field heave, depth of soil wetting, and prediction of pier movement. A finite element program developed by the authors and others to determine pier heave and internal forces is presented. The input parameters that are required for pier analysis are discussed, and the nature of the output and the sensitivity of the results to the output are described. A case example illustrates the advantages of micropiles over other methods.

Control of overbreak in tunnel blasting is one of the key factors affecting the construction expenses as well as safety. Overbreak causes an increase in the cost of construction by requiring an additional amount of shotcrete. In addition, blast damage to the final rock face may cause instability and rock fall hazards. For these reasons, controlled blasting is an indispensable routine in tunnel excavation in order to get a smooth face and to reduce damage to the final wall. We have experienced a very poor quality of excavation depending on the tunneling sites although a similar design of controlled blasting technique was applied. Field experiments over 40 rounds were carried out to investigate the cause of the poor results in tunnel blasting. In this paper, discussed are the parameters affecting the overbreak and some findings from the field experiments. Overbreak could be controlled considerably by adjusting some parameters before the efforts of developing a new blasting method.

This test is based upon the fact that metallic copper will precipitate gold and silver upoil its surface from acid solutions. Of course, the fact is not new, but its application is probably so. I have used the method with success; it recommends itself by the rapidity and ease with which it may be carried on. An auriferous cyanide solution, if made acid with sulphuric acid and boiled with finely divided, pulverulent, metallic copper, will, within a short time, deposit its gold-content on the copper. Any silver in the solution is also precipitated. If this mixture is now filtered, the filter and contents may at once be subjected to a crucible assay treatment, and its lead buttons cupelled and determined. If, instead of taking cement-copper, or any metallic copperpowder, a solution of bluestone is used after acidification, and a few small pieces of sheet aluminum are added, and the solution boiled until all the copper has come down, the result as to the precipitation of gold and silver is the same. The modelling process described in this paper was developed in order to assess the feasibility of various investments options for the exploitation of a lignite deposit located in the Prefecture of Florina, Greece. The model uses as evaluation criterion the net present value. It is based on the characteristics of the reserves and relates the decision making with numerous technical, economic and environmental factors. The examined alternatives include the construction of a new thermal power plant at the mine-mouth, the fuel supply of already existing power plants located at relatively long distances and the fuel exports in neighboring countries. Moreover, the feasibility of post-poning the exploitation of the lignite deposit and preserving its reserves for exploitation in the future is also assessed. The paper also includes a short discussion about the environmental constraints related to the supply of lignite produced from Florina mines to power plants that were designed and constructed for burning fuel mixtures with different quality characteristics.

Cordilleran metamorphic core complexes in the southwestern United States are areas where middle to late Tertiary low-angle normal faulting has uncovered rocks that were at temperatures sufficient for mylonitization during the early part of Tertiary extensional faulting. Large-displacement low-angle normal faults that separate upper-and lower-plate rocks in metamorphic core complexes are termed detachment faults. The significance of Tertiary detachment faulting in the Basin and Range Province has only become apparent in the past 6-8 years, and the association of mineral deposits with detachment faults has only been recognized in the past few years as well. Crystalline rocks below detachment faults have typically undergone chloritic alteration and brecciation over a distance of a few to a few hundred meters below the fault surface (Fig. 1). Chloritic alteration and brecciation overprinted mylonitic fabrics formed during earlier ductile shearing along the down-dip projection of detachment faults. Rocks that underwent pre-Tertiary ductile deformation and prograde metamorphism were subjected, in rapid succession, to middle to late Tertiary mylonitization, brecciation and chloritic alteration, microbrecciation immediately adjacent to the fault, and subaerial exposure. Lower-plate rocks thus experienced rapid decompression and cooling as a result of tectonic denudation and isostatic uplift (Wernicke, 1981; Davis, 1983; Davis et al., 1986).

"INTRODUCTION This report is the first of four to be presented on the microseismic method 4/ of predicting rock failure in underground mining. The application of the microseismic method to one specific case, namely, that of predicting rock bursts in deep mining, has been described in two previous reports. 5/ 6/ Since the publication of these reports 5/ 6/ the method has been extended to other fields of mining, end it is the purpose of this report (Part I) to describe the general microseismic method, giving the empirical facts upon it is based, the different testing procedures, the method of recording and analzing the data, and the interpretations that can be obtained there-from. Part II will describe a series of laboratory experiments that were performed to give information on the origin of microceismims and the microseismic properties of various rocks. Part III will cover application of the method to specific mining problems together with a brief description of a number of investigations performed during, the last three years. Part IV will describe in detail the microseicmic equipment used in the various phases of these investigations."

"The National Institute for Occupational Safety and Health (NIOSH) has been researching refuge alternatives (RAs) since 2007. Refuge alternatives typically have built-in pressure relief valves (PRVs) to prevent the unit from reaching unsafe pressures. The Mine Safety and Health Administration (MSHA) requires that the PRVs vent the chamber at a maximum pressure of 1.25 kPa (0.18 psi, 5.0 in. H2O), or as specified by the manufacturer. To facilitate PRV testing, an instrumented benchtop test fixture was developed using an off-the-shelf centrifugal blower and ductwork. Relief pressures and flow characteristics were measured for three units: a modified PVC check valve, an off-the-shelf brass/cast iron butterfly check valve, and a commercially available valve that was designed specifically for one manufacturer’s steel pre-fabricated RA and has been adapted for use in built-in-place (BIP) RAs located at one mine. PRVs used in tent style RAs were not investigated. The units were tested with different modifications and configurations in order to check compliance with 30 CFR regulations. BACKGROUND The Mine Improvement and New Emergency Response Act of 2006 (Miner Act) (1) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement. Section 13 of the MINER Act specifically directed the National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines, and the Department of Labor to act on the results of such research as appropriate. These mandates culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for the Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (specified as 0.18 psi, or approximately 5.0 in H2O), or at a pressure as specified by the RA manufacturer, above mine atmospheric pressure in the RA (2)."

Flow field design is critical to determining fuel cell performance with respect to operating conditions. Flow fields are normally designed around their maximum power operating point with the goals of maximizing performance and minimizing pressure drop between the inlet and outlet of the flow field. At lower power pressure drop is reduced, and water management and reactant distribution issues can occur over the active area as well as issues with cell to cell reactant distribution in the fuel cell stack. Flow fields have fixed flow channel geometries and fixed active areas which determine the reactant flow characteristics over the operational range of the fuel cell. In this paper we discuss some of the benefits of a new approach of changing the flow field active area with changing operating conditions. Such benefits for future fuel cell designs could include improved cell performance and stability, improved cell to cell reactant distribution, reduced low current density failure modes, and overall system advantages.

Graham Macfarlane, Louisville, Ky. (communication to the Secretary*):—In the paper by S. Whinery under the above caption mention is made of the occurrence of Clinton iron-ore in Kentucky and Tennessee. I believe that this is really a ferruginous limestone in what the Tennessee Geological Survey calls the Fernvale formation. In Davidson and Sumner counties, Tennessee, this occurs at about the horizon stated by Mr. Whinery. The maximum thickness of the deposit is from 10 to 12 ft., but it averages between 6 and 8 ft., lying practically horizontal. The Red River Furnace Co., under my direction, opened a mine in the Fernvale " red rock" near Goodlettsville, Tenn., several years ago. When it was first found we assumed it to be Clinton ore, but the absence of the characteristic Clinton fossiliferous structure and other evidence satisfied us that it is really limestone saturated with iron oxide. I think the very low ratio of SiO2 and Al2o3 to iron content as compared with the usual ratio in the Clinton ore is also evidence in favor of its being the Fernvale. The Tennessee Geological Survey states that at outcrops where this ore has been leached it carries about 44 per cent. of iron; under cover, from 20 to 25 per cent. of iron and from 3 to 6 per cent. of silica, the remainder being chiefly calcium carbonate. Its phosphorus content is irregular and generally rather high for a foundry-iron mixture. Since it is more than self-fluxing, we have at times operated with a mixture of brown hematite and red ore with no limestone.

Outotec has performed numerous research and development projects and various surveys in the study of reverse iron ore flotation. Over the past four years their TankCell-70 and TankCell-160 flotation cells at the Germano concentrator of Samarco in Brazil were extensively surveyed. These surveys have revealed some extreme operating conditions in reverse iron ore flotation and are the subject of this paper. Some of the findings include large variations in the content of solids in the various flotation stages. At the bottom of the cleaner cells, the content of solids by weight reached over 60 per cent, whereas at the bottom of the scavenger cell this was less than 50 per cent. Froth carry rates were also significantly different in the various flotation stages. In the case of coarse material, the scavenger cells operated at a froth carry rate of over 40 t/h.m2. With fine material, however, froth carry rates of less than 10 t/h.m2 were measured. High froth carry rates caused significant changes in the residence times at Samarco. In the rougher cells, the fifth cell had more than double the residence time of the first cell. This was even more pronounced with the scavenger cells, where the second cell had more than triple the residence time of the first cell. High froth carry rates also caused losses in iron recovery. As a consequence of such findings, it appears that different rules apply in the sizing of reverse flotation circuits compared to direct flotation circuits. Different operating parameters (mixing intensities and air flow rates) must also be used in the rougher, cleaner and scavenger cells in order to optimise the metallurgical performance. The present discussion focuses on the developmental directions of eco-restoration of acid mine waste rock dump, by using acid mine waste rock of Shuilong Mountain as an example. Based on the analysis of site factors, the current slope ecological restoration technologies of domestic and international and local practices have been integrated into the eco-restoration of acid mine waste rock in Shuilong Mountain. A set of suitable slope Eco-restoration technologies have been formulated locally for acid mine waste rock of Shuilong Mountain, which include establishing green barrier, implementing ecology buffer zones, selecting suitable plant species and combined seeding and tube-stock planting.
