Natural chromite mineral is a solid solution of spinet end members namely: chromite (FeCr2O4), hercynite (FeA1204), magnetite (Fe3O4), magnesio-chromite (MgCr2O4), (MgA12O4), and magnesio-ferrite (MgFe2O4). A phase transformation in chromite minerals occurs in oxidising conditions during the soda-ash roasting reaction. This phase transformation plays an important role in improving the extraction efficiency of Cr3+ from mineral phase. The extraction efficiency of chromium (Cr3+) from chromite to a water¬soluble sodium chromate (Cr6+) salt depends upon the decomposition kinetics of the spinet phase. An investigation of the phase changes in chromite ores in the absence of sodium carbonate was carried out in air, argon, and in argon +5 % hydrogen gas mixture. The thermodynamics of phase transformation reaction in chromite solid solution phase is discussed using the solution model proposed by Sack and Ghiorso [1]. The microstructural changes and the changes in elemental compositions of different phases were examined by SEM and electron probe microanalysis (EPMA) respectively. The experimental results indicate that the solid solution spinet phase in chromite mineral undergoes spinodal decomposition under the influence of oxygen partial pressure and temperatures. The structure of phases formed and their morphologies suggest that the phase decomposition may be similar to those observed by Burkert et. a]. 121, although the scale of phase separation in chromite appears to be strongly dependent on oxygen partial pressure.

THIS P APER has been pre-pared as a progress report on Mines Branch investigations into problems of ground stress in certain co al mines of Western Canada. As such, it should be considered as a companion report to the one ( 1) presented to the Mining Society of Nova Scotia in 1956 and which dealt with similar investigations in the coal mines of Eastern Canada. For the past 50 years, dynamic incidents in the form of 'bumps' and 'outbursts' have been occurring in the coal mines of the Inner Foot-hills belt of tl1e Canadian Cordillera. As these phenomena generally become more frequent with in-creased thickness of overburden, a limiting depth of mining of 2,500 feet has been set (2) for estimating recoverable reserves of coal. If such a view were accepted, from a long-term viewpoint very large resources of coking-grade ?coal -in a part of the continent deficient in such coals -would not be available to the nation. The terrain in which these in-6dents take place may be described in geological terms as being dominated by pronounced structure in strata ?consisting of a large proportion of highly indurated rocks. The Geological Survey of Canada has co-operated by carrying out structural studies (3) at the mines, supplemented lithological by stratigraphic observations.

"The mining environment presents challenging and complex situations for the application of medical care. The combination of remote locations, difficult access and longer response times may create an increase in morbidity and mortality in the event of serious accidents. The U.S Mine Safety and Health Administration (MSHA) has only minimal requirements of first aid training for mine workers. For mine rescue team members, MSHA requires medical training at the Emergency Medical Responder (EMR) level, as only prescribed by mine rescue contest rules. This paper examines, based on mine accident statistical information, whether a higher level of medical training, for example at the Emergency Medical Technician (EMT) or at the Advanced Life Support (ALS) level can better address injuries most commonly disabling or leading to the death of miners in the United States. BACKGROUND Prehospital emergency medical care for the sick and injured has evolved considerably from first inception. Ambulances used to be staffed by persons with little training and equipment and prehospital care was focused largely on the rapid transport of the injured person to a hospital and. The modern prehospital care model was initially developed in military applications, where medics were responsible for some treatment on the battlefield and rapid transport to the care of a physician. In 1965, the National Academy of Sciences and National Research Council Committees on Trauma and Shock published Accidental Death and Disability: The Neglected Disease of Modern Society (National Research Council Committees on Trauma and Shock, 1966). This white paper laid out the consequences of the insufficiency of the Emergency Medical System (EMS) in the United States at that time. According to this paper, in 1965, 107,000 people were killed from accidental injury, with another 400,000 injured with permanent disability. The authors estimated that approximately 50% of ambulance services were provided by local morticians that were not capable of rendering advanced life support. The paper states that, based on experiences in the Vietnam war, seriously wounded soldiers had a better chance of survival in the battle field compared to traffic accident victims with similar traumatic injuries because the military was capable of providing first aid and efficient transportation to emergency care facilities. The white paper states that death rates from battle injuries declined significantly from 8% in World War I to 2% in Vietnam. The publication of this white paper is credited for the broad evolution and rapid advance of the civilian EMS system after 1965. It eventually lead to the creation of the National Highway Transportation Safety Administration (NHTSA) National Standard Curricula (NSC) for emergency medical care in 1985. Training, and therefore required skill and knowledge for prehospital emergency care has continued to grow to reach the current standard."

This paper is intended to be a hands on experience account about ground control in a Southern Illinois coal mine. Its aim is to show how a combination of real world mining practices and constraints along with practical engineering theory mesh together to formulate a ground control program in adverse conditions. These conditions - your typical localized slips, splits, rolls, clay intrusions, water, changing types and thicknesses of materials, etc. - being amplified by a very strong horizontal stress field. A review will be made about the formation of the overall ground control plan and to what degree it has been successful. A presentation of the various roof control systems and their component parts, how these systems were developed, and the theory behind them will be made. The pointing out of some of the flaws that we found in the components, installations, and/or theory will be part of this presentation. A brief look at some of the efforts in the following items will be made: quality control of the roof control products; using the computer to help keep track of roof control information and soliciting help from various universities, governmental agencies and consultants to give different perspectives to the problem.

There have been significant changes in the Australian mineral sands industry in recent years due to changing supply and demand conditions, new product opportunities and opportunities for rationalisation of operations. Earnings within the industry have typically been volatile and this has been reflected in the share prices of listed mineral sands companies. Apart from the effects of variations in the state of the economy on the industry, share prices have also reflected the extent to which a company's earnings volatility is due to capital structure, the relative proportion of fixed costs to total costs and the nature of th'- sales mechanism. At the time of writing, the high prevailing share prices for industry participants and the current outlook for the industry would suggest that the time is opportune for raising equity capital. The immediate outlook for the industry and its various product segments appears favourable but beyond this the usual uncertainties remain. The new tax environment will cause most companies in the industry to have to rethink their dividend and capital structure policies. Most shareholders will now be concerned to maximize dividend receipts and minimise exposure to capital gains tax. Companies in the industry that have relied fairly strongly on earnings retention to help finance growth in the past will- need to look to increased equity raisings in the Future.

In the quest of studying the assigned blocks of seafloor for deep water mining, each member country of the ISA is thirsty for accurate information as to the level of resources available. Manganese nodules represent a large portion of the resources and are as precious as they are hard to locate and harvest. Resolving such challenges is what drives the technology development and yields instruments and products capable of serving this field of research. This presentation will study how manufactures of oceanographic instruments have pushed the technology envelop to in order to transform a collection of sensors and instruments into a seamless and adapted assembly working to serve the researcher and prospector in the challenging field they operate. Deep water data collection is characterized by the following challenges: ? Deployment, recovery and handling of the vehicle ? Producing high resolution at great distances ? Positioning that data with accuracy to relocate Teledyne Marine will present the work performed in its engineering laboratories to produce sub systems and systems now capable of delivering key information necessary to the proper cataloguing and exploitation of deep water mineral mining. Understanding and controlling the alternative resources available to each country will allow better management of current traditional land based minerals.

Homestake Mining Company's Open Cut Mine is located in Lead, South Dakota, in the northern Black Hills. The mine is within 300 feet of occupied residences on the south end, and within 1200 feet on the north end. Mining began at the north end of the open pit in October, 1983, and blasting related complaints began almost immediately. Noise and ground movement comprised the majority of the structural damage claims. As a result of these complaints, Homestake purchased a recording seismograph and began monitoring nearly every blast. In addition, the company hired a consultant to review Homestake's blasting and monitoring practices. He was also asked to do a single, one-time study of the cracks in six homes. This initial work led to Homestake monitoring all blasts with three seismographs and having South Dakota School of Mines and Technology do a year-long study of crack development and propagation in five homes in Lead.

There are many methods for determining the meridian, but all of those in common use involve at least two separate observations, one for latitude and one for azimuth. Such observations made upon a south star at any hour are open to the objection of possible inaccuracy due to ignorance of the absolute refraction, and also to slow change in the altitude of the star when near the meridian. The method of observing a circum-polar star at elongation. besides requiring a separate observation for latitude, is open to the serious objection that clouds may obscure the star at the critical moment. Moreover, a tedious wait for the star to come to elongation is sometimes necessary. Many of us can recall 'long, cold, weary vigils, waiting for Polaris to reach elongation. For observing a circumpolar star at any hour, not only the latitude, but also the true time, must be known. This it is practically impossible to obtain, except in regions reached by the telegraph, and usually then one has to know the longitude also, in order to reduce " standard time" to " local time." The results obtained by this method, when the star is at culmination, are not very good, unless the true local time is absolutely known. The methods of obtaining the nleridian from the sun, by means of a solar attachment, or by direct observation, while good, are not absolute, by reason of refraction, change in declination of the sun, and small change in vertical angle, when the sun is near the meridian. For these two methods, latitude, time, and approximate longitude have to be known. In the method here described, only one observation is needed, and from it are computed azimuth, latitude, aud sidereal time. In other words, one call observe a circumpolar star—Polaris

The Bureau of Mines (Bureau) and the U.S. Geological Survey (USGS) conducted a 4-year (1979-1982) mineral assessment study of the Chugach National Forest (CNF), Ak, as part of the Roadless Area Review and Evaluation (RARE II) Program. The USGS remapped the geology and distribution of mineral resources. The Bureau investigated mines, prospects, and mineral occurrences. This report describes the results of Bureau work in the central 790,880 acres of the Forest. Copper, with by-product zinc, silver, and gold, has been the major metal produced from the study area as well as from the entire Chugach National Forest. The majority of the copper deposits are concentrated within basaltic rocks on Knight Island but the major producers are hosted by sedimentary rocks on Latouche Island. Approximately 182.6 million lb of copper, 1.5 million oz of silver, and an unknown but substantial amount of gold were produced during a 30 year period. Currently no mines in the area are producing. Inferred, indicated and measured reserves having mineral development potential total 4.6 million tons, with weighted average grades of 1.6% copper, 0.30 oz silver/ton, and 0.04 oz gold/ton.

Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Current policy is borrowing will be approved where the loan is for a specified fixed term of one year or more.

FOR the use of workmen and employees, the company should establish a dispensary and a -hospital where workmen who suffer accidents or professional diseases may be taken care of; and at suitable places in the mine or metallurgical plant it should install first-aid stations. Workmen have a right to receive 75 per cent of their wages while they are unable to perform their work as result of a professional disease; but some companies pay full wages and in the case of natural disease, with the exception of venereal, alcoholism, injuries from fights, and chronic illnesses, 50 per cent of their wages up to a period of two months. The number of diseases the Law considers as professional is large and increases almost daily. Among the professional diseases, the one which has caused greatest harm to the miners and expense to the companies is silicosis. To avoid its propagation, companies should take every possible precaution that the working atmosphere is free from dust, abating this by frequent sprinkling of the workings using, wet drills and furnishing the workmen adequate protective apparatus such as respirators.

Surprisingly, real gross national product (GNP) surged at a seasonally adjusted annual rate of 4.3% for the first quarter of 1987 according to preliminary estimates made by the Department of Commerce, the highest rate in 3 yr and significantly above the revised fourth quarter 1986 rate of 1.1% (table 1). The spurt, however, was caused by an unusual $59.5 billion rise in inventories, mostly cars and trucks, and there was little support from other sectors of the economy. Motor vehicle inventories rose as consumers continued to tighten their purse strings--consumer spending declined 0.4% for the second quarter in a row. Nonresidential and residential fixed investment and government purchases of goods and services were also down from the previous quarter. The increasing cost of energy was the major factor in the jump to 3.696 in the rate of inflation, as measured by the fixed-weighted price index for GNP, and rising inflation also helped put a damper on consumer spending. The underlying good news was that the trade deficit shrank for the second quarter in a row as imports declined at an annual rate of 11.1%. Also, profits in the manufacturing sector rose strongly in the fourth quarter, and for the first time in 9 quarters, the primary metal industries became profitable (table 1). If one discounts the anomalous inventory growth, the bottom line is that the economy continues to grow at close to the expected 2.5% level experienced over the past 2 yr. Of concern over the next several quarters, though, is the impact of the large over- hang of motor vehicles inventories on the economy. EMPLOYMENT The civilian unemployment rate declined to 6.636 in March after remaining at 6.7% for the previous 3 months. Employment continued to expand in February and March, although growth was significantly slower in March than in previous months. The manufacturing sector, however, lost 24,000 jobs in March after gaining 46,000 in February. Three-quarters of that gain came when striking workers at USX Corp. and Deere & CO. returned to their jobs. Employment in the manufacturing sectors of direct interest to the mineral industries has generally been increasing for at least the last quarter, while worker hours for these sectors have been on the upswing since April 1986 (figures 1 and 2).

If the past is the key to the future, we will have ?tough? times maintaining Industrial Mineral reserves we have and proving new reserves around our plants and in new locations. The tough times will come from resources being more difficult to find, more hoops to go thru to make them Proven or Probable reserves. As always, Industrial Minerals require competitive quality, location, and costs. Since in most cases the market has suppliers, you will have to take away customers from their present supplier. This may take years or not happen even with lower cost higher quality raw materials. To determine the finished cost for a new deposit you need to design, determine capital costs, and operating costs for a new plant . Stripping, mining, hauling, processing, and transportation costs are part of the equation. After satisfying that your costs are in line you will need to do production tests to make sure the process works on the ore. You may want to complete permitting before purchasing the property. If you are new in the business you will have to prove you can deliver the right quality, the right quantity, on time consistently year after year at lower cost to take away a customer. Without being in the market this will be hard. The cut off grades to enter a market may be much lower than sale indicates because a competitor often lowers the price to keep you out of the market. We have many more items to check before the new deposits can be put on reserves. Our old reserves will require drilling to check for new products and prove that they do not contain items that would make them unusable for our product line or cause permitting problems. Archeological checks, wetlands, more water discharge testing, county zoning, and endangered species are among many items that have been added to mine permits. There will be more. A 4-6 page mining permit becomes 30-300 pages and consists of 5-15 permits, any of which might be a fatal stumbling block. It is not guaranteed that we can mine what we have on reserves. We may fight and lose. Oil-Dri?s loss in Reno and LaPort?s in England are examples where permitting failed. The NOx, sulfur, and carbon problems are just starting. Dioxin is in the background requiring monitoring on food products to Europe. What other anions, cations, endangered species, and land types are going to be problems in the future are guesses now. What new products are we going to have to test for and cause out of balance reserves? If there are none we probably won?t be here. We are competing for land use with ?Endangered Species?, wetlands, farming, forestry, cities, roads, and hunting. We?ve mined the best quality, low overburden, easiest to mine and process raw materials. The price of land and taxes are increasing. Old royalties are 2-3 times the present acre value instead of 8-10 times the property value when leased. Land taxes are up. It was and is best that we get the land in Fee Simple Title. This isn?t always possible. However, plants are closing and people have overlooked, made mistakes in drilling or interpretation of deposits. These may be opportunities. China is eating up high quality ?Industrial Minerals ?which have caused prices to rise. We may need to change our cutoffs? in terms of smaller pit sizes and higher overburden ratios. This is money in the bank. Overburden ratios and other items increasing cutoff costs need to be rethought. Suddenly doubling cutoff ratios for overburden and decreasing pit sizes are good alternatives to looking elsewhere where we might not be able to mine for a number of reasons. The higher prices make them competitive, especially when a competitor goes out of business. However, our low overburden ratios and short hauls around our plants are not safe from new roads, condemnation by county or city governments (N. J.), zoning changes (Reno, FL., CA, and environmental regulation changes (Buffers GA, MS). New roads ?Interstates? can take reserves, increase hauling distances and reduce tons per load. Let?s combine the Refractories, fullers earth, and bentonite industries and use the last 40 years as a guide to the future looking for problems and opportunities. Some or most of the following will apply to other minerals. WHERE DO WE LOOK? First, on our own properties, those next to our properties and on properties near our competitor?s plants. Where the profit margin has increased, the distance from the plant and thickness of overburden we can use is increased. The thickness of clay is decreased. For new locations we pick the ideal location and look at deposits and closed or open operations in ever increasing distances away from that location. We need to be aware of: 1. Increased transportation costs a. Access to Roads -Backhauls b. Haul with doubles and triples c. Railroads - Loading on sidings - Ability to get switches - Cars/backhauls versus rates 2. Cost of building a new plant 3. Cost of infrastructure 4. Cost of repair or new equipment when purchasing an operating or shutdown plant. 5. Local, state, and federal mine and environmental permitting. When exploring around an established operation expect that property acquisition, drilling, mining, stripping, and hauling costs will be greater due to them having second, third, or even fourth the pick of the deposits. I found this in New Jersey looking for refractories and around Quincy, Florida looking for attapulgite. You may be able to get some better properties because the operating company has angered some land owners, their drillers missed the clay, or the property wasn?t available when they were actively exploring for reserves. The Azores islands are located on a triple junction where the American, African (AFR), and Euroasian (EUR) plates meet. The Mid-Atlantic Ridge (MAR), oriented N-S, represents two branches of the T; an E-W branch defines the EUR/AFR boundary called the Terceira Rift. The nature and structure of this plate boundary, as well as the dynamics of the interaction of tectonics and volcanism remain unconstrained. The Azores plateau is seated on a mantle domain of anomalously low seismic S-wave velocities, and gravity and geoid anomalies, where the apparent thick crust is thought to relate to larger degrees of melting initiated at greater depths [1]. The cause of these anomalies is controversial but many authors consider the presence of an anomalously hot/wet enriched mantle probably supplied by a plume [2]. The geochemistry of the subaerial and most submarine lavas from the plateau reinforces the plume model beneath the Azores [3-4]. The origin, size and present location of the plume is under debate but an area near Terceira is the favoured plume centre [5]. [ ] SEAFLOOR HYDROTHERMAL SYSTEMS IN THE AZORES AREA (36ºN ? 40ºN) More than 150 active and fossil hydrothermal systems are known in the oceanic seafloor [6]. This paper describing the mining practices at a 100 per cent mechanized mine working the Pittsburgh or No. 8 coal bed in eastern Ohio is one of a series being prepared by the U. S. Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The purpose of assembling this data is to place before those interested in the mining industry the methods employed and the cost data on the items involved in the winning of the coal and its removal to the railroad car at the tipple. Mining costs are governed by the mining method used, which is selected for its adaptability to local natural physical conditions such as the nature and thickness of the coal, its dip, the character of the roof and floor, and the thickness of the overlying strata.

This paper examines the potential for controlling longwall-induced subsidence by pneumatically backstowing the void created by mining with waste rock, and having the process scheduled as a unit operation of the mining activity. Based on a review of background literature, interviews with representatives of various mining companies, public-interest groups, and state and federal regulatory agencies, a hypothetical case-study evaluation of pneumatic stowing in a southwestern Pennsylvania mine site was conducted. The study indicated that current stowing technology cannot keep pace with the production potential of U.S. longwall systems. Further, at the case-study mine site, concomitant stowing would reduce subsidence by only 50% of that incurred during full longwall caving, the longwall coal production rate would decrease from 4000 tons per shift in the non-stowing case to 1500 tons in the stowing case, and a preliminary cost analysis reveals that pneumatic stowing would add $5.25 to $10.50 to the operating cost of producing a ton of coal at the case-study site.

"The Niagara Tunnel Project (NTP) is a 10.1 km long water-diversion tunnel in Niagara Falls, Ontario, which was excavated by a 14.4 m diameter tunnel boring machine. The excavated rock types included limestone, sandstone, siltstone, shale and mudstone. Based on observations and measurements the overbreak was divided into four zones. Approximately half the tunnel length was excavated through the Queenston Formation, which locally is a shale to mudstone. Three of the four overbreak zones were within the Queenston. Zone 1 includes the formations above the Queenston Formation, Zones 2 and 4 are border regimes with little or no influence from St. Davids Buried Gorge and Zone 3 is the area influenced by the gorge. Zones 2 through 4 can be generally summarized as having overbreak as the result of stress induced spalling. Zone 2 marks the transition from slabbing at the Whirlpool contact in the stress shadow to spalling towards Zone 3. The behaviour of Zone 3 is interrupted from the typical high stress behaviour due to the presence of St. Davids Buried Gorge. As the tunnel passed from the gorge the high regional stresses induce spalling, which creates the typical notch shaped overbreak geometry of Zone 4.Three modelling approaches were used to back analyze the brittle failure process at the NTP: damage initiation and spalling limit, laminated anisotropy modelling, and ubiquitous joint approaches. Analyses were conducted for three tunnel chainages: 3+000, 3+250, and 3+500 m because the overbreak depth increased from 2 to 4 m. All approaches produced similar overbreak geometries to those measured. The laminated anisotropy modelling approach was able to produce overbreak depths and chord closures closest to those measured, using a joint normal to shear stiffness ratio between 1 and 2. The back analysis results were able to produce sets of stress and strength inputs for different sections of the tunnel at the transition from overbreak Zone 3 to 4. The back analysis procedure demonstrates the importance of including the anisotropic stiffness in the numerical modelling approach to correctly capture the overbreak geometry and deformations around underground excavations."

Environmental monitoring requires major effort and expense but management of data receives less attention. A modem database system can manage hydrochemistry, water levels, meteorology, geology and downhole geophysics data and is flexible to allow the storage of ad hoc data. Reports can be customized by the user and derived data generated from input values. The production of high quality maps with contours and hydrochemical diagrams is an essential part of the reporting process. These maps integrate directly with the current site survey information. These facilities are best provided by storing the data in an industry standard database such as Oracle or Access to which customized AutoCAD and Microsoft Office routines make direct SQL calls.
