Theoretically, the main driver behind a mining operations? sourcing decision should differ from company to company, and within a company from project to project, but in reality it often relates to cost. Research confirms that there are a number of factors, including cost, to consider when choosing between in-house and outsourced mining. While the literature is rife with factors to consider, little information exists on how to apply these in practice and the relative importance of the different factors to be considered. A study was conducted to determine whether mining is truly a core competency for a mid-tier commodity specialist mining company. Furthermore, a decision-making framework for mining operations sourcing was developed, and the critical success factors that should be adhered to if outsourced mining is chosen were determined. The research showed that owner mining is not a core competency for the mining company investigated. A decision-making framework was developed using the order winner/order qualifier structure, which can be used to facilitate the mining sourcing decision. The most important tools at the disposal of a mine owner?s team to manage a contractor miner are the social and output control mechanisms, according to the critical success factors study.

This proceedings volume contains papers presented at technology transfer seminars sponsored by the National Institute for Occupational Safety and Health (NIOSH) on New Technology for Ground Control in Retreat Mining. The seminars were conducted at five locations: Uniontown, PA (March 26, 1997), Norton, VA (April 8, 1997), Pikeville, KY (April 10, 1997), Charleston, WV (April 17, 1997), and Evansville, IN (April 22, 1997). The papers presented here describe several new, highly practical technologies developed by the NIOSH Pittsburgh and Spokane Research Centers3 to improve safety during pillar retreat operations. Two central issues are addressed: pillar design and mobile roof supports (MRS's). Proper pillar sizing is essential for safe pillar extraction. The Analysis of Retreat Mining Pillar Stability (ARMPS) program and its large data base of actual mining case histories are presented. LAMODEL, a second computer program, can be used for analysis of multiple-seam and other complex mining situations. Other papers address pillar design to avoid massive pillar collapses and the proper role of coal strength testing. MRS's have greatly improved safety where they are used for pillar line support. We studied the application of MRS's at 20 mines throughout the Eastern United States. Conclusions regarding the most effective section layouts, cut sequences, and support placements are reported. Field and laboratory tests of MRS's are also described.

Cyprus Sierrita produces copper and molybdenum from its Sierrita and Twin Buttes open pit mines south of Tucson, AZ. Both pits were started in the late 1960s and are more than 460 m (1500 ft) deep. Sierrita has used a Caterpillar 992C Remote Controlled Loader since January 1993. The loader was justified to increase safety and profits at Sierrita. It has exceeded all expectations. As of June 1993, the 992C had produced additional profits of more than $1.5 million. Safety and Geotechnical The safety of Cyprus personnel and equipment is always of prime concern. The remote controlled loader removes personnel from the active raveling area. But it requires prudent operation. The economy continued to expand during the third quarter, as real GNP rose at a seasonally adjusted annual rate of 3.8%, up from 2.5% in the second quarter (table 1). Continued job gains (see below), higher incomes, and an increase in installment debt, resulted in a nearly 20% increase in consumer spending on durable goods. Consumer expenditure on nondurables fell slightly, while spending on services continued at a moderate pace. Nonresidential fixed investment climbed nearly 24%, as producers purchased more durable equipment. Residential fixed investment was adversely affected by rising interest rates, which slowed new home construction from January to August, 1987 to a rate 11.2% below a comparable period in 1986. Net exports of goods and services deteriorated slightly, after three consecutive quarters of improvement. The volume of net exports has risen 15% for the year, contributing to economic and employment growth, but large price increases on imports have slowed the improvement in the nominal trade balance. Although U.S. goods have declined in price relative to foreign goods because of the devaluation of the dollar, faster growth in exports is hampered by austerity programs in developing countries, and emphasis in Germany and Japan on curtailing inflation and fiscal deficits.

Alluvial gold was found in the Terawhiti area, West of Wellington, in the 1850s. This led to the discovery of reef gold. Periods of minor 'gold fever', company flotations, and mining activity occured between 1869 - 1973, 1881 - 1986, and in the late 1880s, with one final company active in 1911 - 1914. 1n the early 1980s, further field work was carried out. No viable mining operations resulted from any of this activity.

Two types of low-sulphidation epithermal mineralisation may be recognised in volcanic terranes. Chalcedonic Silica- Adularia-Illite type mineralisation is most common in rhyolitic terranes, whereas Crystalline Quartz-Illite-(Adularia- Kaolinite) type mineralisation is more typically formed in andesitic terranes. A third type of epithermal mineralisation, the high sulphidation or Vuggy Silica-Alunite- Kaolinite-Illite type, is also common in andesitic terranes. Episodic violent boiling, accompanying hydraulic fracturing and hydrothermal eruptions, characteristic of geothermal systems in rhyolitic terranes, is stressed for the formation of Chalcedonic Silica mineralisation. Such boiling of deeply circulating meteoric groundwater, with some magmatic fluid contribution, provides chalcedonic veining, episodic banding and brecciation textures, adularia stability, bladed calcite, and extreme loss of H2S from the fluid to cause major gold deposition. Crystalline Quartz mineralisation is probably caused by the mixing of shallow acidic groundwater with ascending deep geothermal fluids beneath andesitic strato- volcanoes. The cooling effect, oxidation, and increased acidity, overcomes the dilution effect, and results in quartz deposition, illite (and locally kaolinite) alteration, and precipitation of metals. Extensive formation of base-metal sulphides further enhances gold deposition. Violent boiling is restricted to local structural dilation sites, potentially producing high grade "bonanza" gold mineralisation.

In April 2005, Umicore Copper de-merged from Umicore Group and created a new independent Copper company called Cumerio. As a separate company, Cumerio is a major European copper smelter and refinery and a leading producer of copper products such as wire rod, billets, cakes and specialty rod with a total production capacity of copper products in excess of 500,000 tpy with production plants in Belgium, Italy and Bulgaria. The Pirdop Smelter is the only state-of the-art smelter in South East Europe and it makes Pirdop the natural hub for the copper industry in the region. In order to be competitive in the international market the main challenges facing Cumerio are to maintain its low cost structure and to achieve higher production volumes while reducing its impact to the environment and striving for continuous improvement of the production process. Cumerio's state-of-the-art smelting facility in Pirdop has recently increased the anode production capacity to 250,000 tpy by the installation of the third evaporative cooler on the converters section that allows operating with three-hot converters. In April 2007 a general shut-down for repair and modification on the Flash Smelting Furnace and Waste Heat Boiler is envisaged. At this time a revamp of one of the existing Sulphuric Acid Plants is planned, resulting in a further copper capacity increase to 275,000 tpy with modest Capex. In 2005 Cumerio received from the Bulgarian Ministry of Environment and Water the Complex Permit under the EU IPPC criteria. Accordingly an Environmental Compliance Program was defined targeting a large reduction in the secondary emissions. The system will be commissioned in May 2007. In order to better integrate the smelter and refinery in Pirdop and to respond to the growing demand for cathodes in the region, a new state-of-the-art Electrolytic Refinery with an installed capacity of 180,000 tpy will replace the existing refinery. The new refinery is expected to be fully operational as from early 2008. This paper describes the challenges and the projects.

In an effort to improve returns to shareholders, the Australian Mining Industry has consolidated considerably over the past decade or so. Technical services at mines have been re-structured, whilst those at corporate offices have been all but eliminated. A recent study of the role of the geologist in BM Alliance Coal Operations Pty Ltd (BMA), showed the adverse impact on the companyÆs performance due to a lack of geologists. With an education campaign, to demonstrate the contribution of geologists to the æbottom lineÆ and in increasing the options available to the company, the value of the geology role became better understood. The implications of the loss of invaluable corporate knowledge, when long serving geologists left the company, also became clear. Steps have since been taken to increase the numbers of company geologists, particularly on mine sites. In common with other sectors of the mining industry, the Australian coal industry is experiencing a critical shortage of experienced coal geologists, as companies have found in recent recruitment efforts. This is further evidence that the recommendations from the recent study by World Competitive Practices, commissioned by The Australasian Institute of Mining and Metallurgy, æRising to the ChallengeÆ have not been adopted. People, and the mineral resource base, are the assets from which mining companies gain a sustainable competitive advantage. Geologists, as the nexus between the resource base and people, are in a unique position to enhance the profitability of their companies. To maximise their contribution to the industry, and ensure that they receive due recognition, geologists must adopt a more commercial approach in their work and take a front foot stance in promoting their value to management. Geology is a core competency for all mining companies. The tendency for companies to outsource this function, to the detriment of the company geologist role, is not sustainable in the longer term. TodayÆs geologists need to work closely with management, technical and human resource professionals, universities and schools to ensure their significant value is well understood, and that the industry can attract, train and retain new recruits through the implementation of graduate programs and company career paths.

The key to successful mine production plan and subsequent operation is efficient mine layout design and optimization. Pit layout design and optimization allow the delineation and extraction of mineable reserves and the minimum waste subject to slope stability, economic, quality and quantity constraints. Many design and optimization software packages have been developed to aid this intensive and challenging process. These packages include VULCAN, SURPAC, DATAMINE, GEMCOM, MICROLYNX, MEDSYSTEM and MINESIGHT. These software packages are developed as integrated computer-aided systems used for database creation, survey, geological and geostatistical modeling, mine planning and production optimization and environmental modeling. In Turkey, many mining companies still plan and design mine layouts with traditional hand methods. In this study, VULCAN has been used to design and optimize the Eti-Bor A.S. Kestelek Boran Open Pit Mine in Western Turkey. The main objective is to show the company the superior advantages of mine planning software for designing and optimizing mine layouts over the traditional hand methods. Drill hole data used by the company to estimate the reserves for planning are used in this study. The ore grade varies between %1,04 B2O3 to %47,33 B2O3. The pit toe and crest strings are projected using variable batter angles and berm distances. On the north side, batter angle is 180 and berm distance is 25 meters, on the south side, batter angle is 320 and berm distance is 15 meters. In addition to that open pit bench height is 10 meter. The concepts of block modeling are applied to the Kestelek open pit mine with detailed ore grade modeling for each block. The Lerchs-Grossmann?s algorithm is used to optimize this mine based on the block model, the economic block values for each block and the underlying field constraints. The results from VULCAN were similar to the estimates by hand. The reserve estimates from VULCAN is 13,192,870 tons compared with the hand estimate of 13,200,000 tons, overburden estimates of 15,622,889 m3 compared with 15,000,000m3 obtained by hand with a stripping ratio 1.18:1 (m3:ton) from VULCAN versus 1.14:1 (m3:ton) from hand estimate. Vulcan improves the efficiency, speed and reproducibility of the planning results. It provides mining engineers, geologists and surveyors with a cost-effective modular system for assessing and planning the mine layouts. Furthermore, Vulcan?s specific modules allow efficient access and manipulation of databases, open pit mine design, block models, optimized 3D mine layouts, and more. However, for competitive business in Eastern Europe, VULCAN should improve its software support. Effective training, help desk support systems and nearby distributors with just-in-time solutions to company problems will generate competitive business for VULCAN.

This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

This study provides valuable insights into the leadership behaviors of younger and older managers within a large Swedish mining company, highlighting the importance of managerial experience and targeted training programs to foster effective leadership, particularly in the context of change management. The findings emphasize the need to create work environments that support managers to develop their leadership, contributing to improved employee well-being, operational efficiency, and adaptation to the changing demands of the modern mining sector.

The issues facing graduate training in the mineral processing industry are not too different today from those that prompted the initiation of the Anglo American Platinum Graduate Development Programme (AGDP) in 2002. Graduate metallurgists in South Africa enter the industry from different undergraduate programmes at various tertiary institutions, and so the knowledge and skills of the young graduates varies. Further, the geographical expansion of the industry combined with the downsizing of business units means that there are fewer opportunities for young graduates to be mentored through their first few years on site. Anglo American Platinum chose to address these issues by implementing an intensive, structured graduate training programme for all their new metallurgical graduates, known as the AGDP. The first two years of experience of the AGDP, from the viewpoints of both graduates and lecturers, were presented to the mineral processing community at the IMPC in Turkey in 2006 (Sweet et al, 2006). From the beginning, the programme was structured in a modular fashion to include a basic technical ?toolbox? including statistics, the scientific method and sampling protocols, while the mineral processing content comprised advanced learning in comminution, classification and flotation (later extended to include hydrometallurgy). Technical communication ? both written and verbal ? was included from the start. The programme was focussed very strongly on site work (?learning by doing?), with a major integrated site campaign conducted and analysed by each cohort. In 2012 the AGDP will accept its ninth cohort into the programme. This paper describes how Anglo American Platinum and the University of Cape Town have developed and adapted the programme over the last few years, in response to the challenges of the global recession, skills retention, and the changing operational needs of the company. The programme, which was drawn up to accommodate around 15 concentrator-only graduates, now accommodates 35-40 concentrator, smelter and refinery graduates annually. The programme has also been modified to facilitate new graduates spending most of their first year on the operations. THE Pacific Northwest's joint meeting of the Industrial Minerals and Metals Branch in Spokane, Wash., drew 260 members, 72 students, and 30 ladies. Theme of the meeting was to acquaint men in the industry with students and younger men. The special appeal to the students was coupled with an attempt to attract young technical men from the companies located in the northwestern area. The activities of the meeting were available without charge to students. Contributions were made by the industries in the area to assist student attendance. Following the special student and faculty trip to the Trentwood rolling mills and research laboratory on Friday afternoon everyone enjoyed a complimentary dinner. A. Y. Bethune of the Sullivan Mining Co., spoke to the group on the operations of Kellogg, Idaho electrolytic zinc plant. The Industrial Minerals Div. session was opened on Saturday morning by R. G. Vervaeke, Conference Chairman who introduced A. O. Bartell of the Raw Materials Survey, Portland, Ore. Mr. Bartell in turn introduced C. W. Sweetwood who discussed Open-Pit Phosphate Mining.

"Whitehorse Copper is a 2600-ton-per-day underground copper mine located within the city limits of Whitehorse, Yukon . In early 1978, due to increasingly difficult ground conditions. it was decided to investigate the conversion from longhole open stoping to vertical crater retreat mining. On-site crater testing by C-I-L demonstrated the feasibility of V.C.R. mining at Whitehorse Copper.After some investigation. a down-the-hole drilling rig was chosen and drilling began in November /978. Blasting began in June /979. and to September 1980 approximately one million tons of ore had been blasted. In-field changes to both drilling and blasting techniques have been implemented. Some of these changes were dictated by problems encountered; others were made to improve efficiencies.To date. V.C.R. mining has proven successful from a drilling and blasting aspect.IntroductionWhitehorse Copper Mines Ltd ., a division of Hudson Bay Mining and Smelting Co., Limited , is a 2600-Lp.d. underground copper mine. The plant site is located I mile west of the Alaska Highway, and approximately 7 miles south of Whitehorse city center. Production is from the Little Chief orebody, and total output is from vertical crater retreat stopes.The Little Chief and Middle Chief orebodies at Whitehorse Copper had original reserves in excess of 6 million tons, most of which graded 2.00/0 copper or higher . The orebodies are typical skarn deposits that have developed along the contact between an intrusive diorite and a limestone-quartzite flank pendant. The limestone has been metasomatized to form a calcium-magnesium skarn which, along the limestone / quartzite contact, has locally further developed into a mineralized magnetite-serpentine skarn. The principal copper minerals are bornite and chalcopyrite, with minor chalcocite and valleriite. Skarn gangue minerals are serpentine, diopside, garnet, epidote, calcite and wollastonite. Appreciable values in gold with some silver are present and recovered as well."

The first, profitable, marine placer mining started with tin 100 years ago but no major industry developed until the mid-20th. Century. Dredging at sea yielded cassiterite in both South Thailand and Indonesia, and remains an important state-run industry in the latter country. Malaysia and Russia have also contributed production, and the coastal waters of Tasmania and England have been explored. Marine placer deposits of gold have been examined in New Zealand, Chile, Argentina, Russia and West Africa. Philippino deposits were dredged during the 1930s. Fifty years later, at Nome in Alaska, gold was recovered by dredging from the offshore, and the technical/economic benefits of a seabed-deployed crawler were first demonstrated. Off the coast of Namibia placer diamonds were recovered by airlift mining during the 1960’s, but De Beers effectively started the existing marine diamond industry in 1989. The Wirth drill and a crawler continue to be used by the company, and plans recently have been announced for operations in South African waters. Other commodities such as mineral sands, platinum group minerals, and chromite have been investigated offshore in several worldwide localities.

Real gross national produce (GNP) grew at a seasonally adjusted annual rate of 2.0% in the fourth quarter (table 1). The restrained quarterly growth rate was the slowest in 2 years, and was substantially slower than the 2.5 % rate of the previous quarter. According to the U.S. Department of Commerce, the summer drought reduced the fourth-quarter growth rate by 1.1 percentage points. A growing trade deficit and a reduction in business investment were the key economic factors curtailing growth. The trade deficit widened by $6.8 billion, reflecting both a surge of imports and a slowing of exports. Business investment declined 3.7%, mainly as a result of a slowdown in computer sales. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 3.8% for 1988, the fastest in 4 years, despite the drought. However, on a fourth-quarter-to-fourth-quarter basis, real growth measured 2.7%. Increased exports and business spending for plant and equipment accounted for much of the 1988 GNP growth. Employment continued to grow as the manufacturing sector added 414,000 new workers (table 2). Of these, the primary metals industry added 26,000 workers, and the clay, glass, and stone industry added 10,000. The civilian unemployment rate remained low throughout 1988, fluctuating between 5.3% and 5.4% during the last quarter.

The mill is situated on a hillside overlooking Tucson and the Santa Cruz Valley, the ground generally sloping northeast at a 2.5 percent grade. "Up to the last 10 or 15 years, responsibility for accidents in mines was generally, though not universally, placed upon the person or persons immediately involved. Present-day thought is rapidly veering toward holding the industry responsible for accidents, with ultimate payment of the bill by the consumer, if financial expenditure should be necessary. While it is undoubtedly correct in principle that responsibility for accidents in and around mines should be shouldered by the employer and while it is probable that as time passes the burden will become even more definitely than now that of the mining companies, on the other hand it is an undeniable fact that large numbers of accidents occur through acts of omission or of commission of some person, very frequently the victim of the accident being the offender.Out of about 3,000 persons killed every rear in our -mines and quarries, nearly half or approximately 1,500 of the fatalities are due to falls of overlying material or of persons, about 500 to haulage, about 350 to fires and explosions, about 125 to explosives, approximately the same number to electricity, and about 300 to various miscellaneous accidents.Generally the accidents from falls involve but one or two persons at a time, and the tendency is now as it always has been to charge the victim or possibly a coworker with the responsibility. Usually this sort of accident occurs at or near a working face (statistics indicate that about 80 per cent of fatalities from falls of roof or rib occur near the face), and as it is Generally agreed that it is the duty of the worker to keep his working place safe, the worker and especially the face worker is given the blame in case of accident."
