Philippine laterite and serpentine ores can be utilized in an electric furnace operation to produce both a steel ingot and a ferronickel product. Figure 1 is a schematic interpretation of a plant in which laterite and serpentine ores are processed separately to obtain both ferronickel and steel as products. A relationship of estimated capital requirements and probable returns has been established in this study for a plant of this type. No attempt has been made to evaluate the risks involved in commercial operations. At such time that the project might be constructed and placed in operation, changes in the costs of material, labor, and power may materially affect the profitability aspects of this study. One of the uncertainties involved in the economic evaluation is the cost of mining, handling, and shipping the ores. It is on this basis that the cost of ore delivered at the plant is assumed to be variable at $3, $5, and $7 per net ton (dry basis). For all other costs a plant site at Iligan City, Philip-pine Islands, has been assumed in preparing the economic characteristics for a plant that will process 2,000 tons4/ of ore per day. Results of the study, for the 2,000-ton plant, with all monetary values expressed in terms of United States currency (Philippine peso valued at $0.50), are summarized as follows:

The Mt Lyell copper mine in western Tasmania has discharged acid drainage (AD) into the Queen and King Rivers and Macquarie Harbour for over a century. Presently, dissolved copper loads of about 1000 tonnes per annum and dissolved aluminium loads of >2000 tonnes per annum are contained in the AD, which is derived from underground workings (~60 per cent) and historic waste rock dumps (~40 per cent). Flows vary from about 100 L/s during dry periods, to >400 L/s during the wet winter. The site is presently operated by Copper Mines of Tasmania (CMT) who are not responsible for the acid drainage generated from the mine site. Although western Tasmania is famous for its mining history, tourism and aquaculture have emerged as the new industries on the West Coast, with a major tourism railway (the Abt) recently opened along the banks of the Queen and King Rivers. The emergence of these industries in a æclean greenÆ Tasmania has resulted in a strong community and government push to remediate the acid drainage. Remediation investigations and efforts at Mt Lyell were initiated by the Department of Primary Industries, Water and Environment (DPIWE), previously known as DELM, in 1995, and have included the quantification of environmental impacts arising from the AD, and the investigation and costing of potential remediation options. A primary focus of the work has been to identify cost-neutral options which recover metals from the AD in a saleable form to help defray on going treatment costs. This paper summarises these activities in generally a chronological order, highlighting findings of the program that are potentially applicable to other acid drainage sites.

The Galore Creek Mine project is one of the newest major mining projects underdevelopment in Canada. The project is located in a very remote area of northwester British Columbia and is being developed by Nova Gold Resources of Vancouver. The mine project comprises one of the largest and highest grade undeveloped porphyry-related gold-silver-copper deposits in North America. In order to access the mine site anew 120 km road is planned to be constructed including a 4.4 km mine access road tunnel. Glaciers with heavy snow pack cover approximately two-thirds of the tunnel alignment with a maximum cover of 1,200 m. The size of the access road tunnel is about 50 m2 and has been designed as a large single lane road tunnel to accommodate the transport of large size mining equipment for mine start up and ongoing operations. The rock conditions along the tunnel alignment comprise very strong volcanic rocks. Key services for mining operations will be incorporated into the tunnel comprising diesel and power as well as the concentrate pipeline. Structural portal canopies have been incorporated into the tunnel design due to the risk of rockfalls and avalanches in the portal areas. The mine access road tunnel is a significant and critical-path component to the overall project to provide vehicular access to allow construction of the mine site. In order to meet the expected mine start up date the construction of the tunnel works are to commence prior to any other works at the mine site and will be constructed entirely by helicopter support. Geotechnical investigations commenced in the summer of 2006 with the removal of the overburden materials at the portals to assess bedrock conditions. Tunnel construction from both portals is expected to commence in the spring of 2007. The construction of the mine project is subject to and awaiting environmental approval in the spring of 2007. The mine access road tunnel will be the longest private road tunnel in North America. The key design and constructability issues for the mine access road tunnel project are presented and discussed.

"An experimental study has been carried out in order to study the deformation of porous brittle materials under plane strain indentation. Gypsum, which is well known model system for understanding the behaviour of soft rocks, is used in this study. The effect of wedge angle is investigated in this research through this series of experiments, using wedges of 3 different apical angles. High-speed, high-resolution images are captured using a CMOS camera during the experiment. The images obtained are analyzed using a Particle Image Velocimetry (PIV) algorithm in order to obtain the evolving velocity, strain-rate and strain fields.INTRODUCTIONThe problem of indentation, which is usually referred to in the context of hardness testing is ubiquitous as a material characterization technique for a large class of solids. Mechanical properties of materials such as yield stress, flow stress, fracture toughness, elastic moduli etc. can be related to the hardness of a given solid. The indentation problem involves a given material or solid (whose properties are to be determined) indented by a relatively harder material (indenter) allowing the solid to undergo plastic deformation, which is then related to the yield stress of the material. The problem of indentation and its variants see many applications ranging from mining and petroleum industry, infrastructure industry, manufacturing, and biomedical sectors. Indentation has been extensively studied in metals, with accurate measurement of deformation parameters, stresses and comparison with analytical solutions. On the other hand, understanding of indentation in other class of solids such as cellular solids, porous solids, rocks, and soft solids is still nascent. In case of rocks, a comprehensive understanding of the indentation problem is very crucial because of the obvious applications in mining, petroleum and infrastructure sectors. The inherent porosity, the brittle nature of the rocks, adds to the complexity of indentation in these porous brittle solids. Various theoretical models with degrees of simplifying assumptions have been proposed to study the indentation in rocks. The most common model used in the study of indentation in rocks is a cavity expansion model, wherein a blunt indenter indenting into a rock is approximated with the expansion of cylindrical or spherical cavity in an elastic-plastic material. Complementary studies in understanding fracture initiation and propagation due to indentation has been largely based on the studies of traditional brittle materials such as glass."

An understanding of the way that solutes are transported in mining or natural environments is essential to the development of sound strategies for managing waste disposal. Research on miscible pollutant movement in unsaturated porous media is carried out both experimentally and numerically. Results of numerical modelling are obtained by solving the groundwater flow equation and the solute transport equation. The finite element method is employed and comparisons between simulation results and experimental data are found in remarkable agreement.

The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

The study comprised of the investigation into the sensitization characteristics of AISI 409 titanium stabilized ferritic stainless steel during low heat input welding. AISI 409 is a fully ferritic stainless steel used in catalytic converters and tubing for automotive exhaust systems due to the supposition that sensitization does not occur during low heat input welding. Two plates of 2 and 4 mm were tested for sensitization during low heat input welding. The study confirmed that chromium carbide (M23C6) precipitation occurs on the grain boundaries in the heat-affected zone with consequent depletion of Cr adjacent to the grain boundaries during welding. In the 2 mm plate sensitization occurred in the heat input range of 0.1 kJ/mm to above 0.25 kJ/mm and in the 4 mm plate sensitization occurred in the heat input range of 0.2 to 0.9 kJ/mm. Ti stabilization is ineffective at the heat inputs used in this investigation due to the rapid cooling rate through the temperature region where TiC precipitates. The presence of N was found to be detrimental since it consumes Ti on cooling, forming TiN, effectively lowering the amount of Ti available for TiC formation during rapid cooling after welding. Annealing for 5 minutes at 725°C does not improve the sensitization characteristics of the welded plate. There is a linear increase in grain size as heat input increases. The resistance to pitting corrosion decreases in the sensitized, welded plate in theheat-affected zone adjacent to the fusion line of welding. A SERIES of papers on the study of austenite grain A size in cast steels has been published recently.&apos;" These studies show that in the as-cast state, the austenite grains are quite large, for they form as the steel freezes at a very high temperature, but a simple reheating above the critical range produces a new set of austenite grains which, in many instances, is finer than ASTM grain sire No. 8. Furthermore, there is no apparent relationship between as-cast austenite grain size and subsequent grain size produced by heat treatment. The as-cast austenite grain size can be determined easily in plain carbon and low alloy steels which produce a continuous grain boundary f errite envelope in the as-cast structure. Estimates for South Africa?s coal recoverable reserves made in 1999range from nine to 59 billion tons; latest estimates by the Minerals Bureau suggest that 33 billion tons is a more likely figure. As much as 70% of that coal is located in the Waterberg, Witbank, and Highveld coalfields, as well as lesser amounts in the Ermelo, Free State and Springbok Flats coalfields. However, the Witbank and Highveld coalfields are approaching exhaustion (estimated 9 billion tons of recoverable coal remaining in each), while the coal quality or mining conditions in the Waterberg, Free State and Springbok Flats coalfields are significant barriers to immediate, conventional exploitation. New extraction technologies, technologies exploiting the energy content of the coal in situ, as well as suitable uses and markets for low-grade, high-ash coal are required before the country can utilize its admittedly vast coal resources. Major challenges for exploiting some Limpopo province coalfields are severe water shortages, insufficiently developed infrastructure, fragile environments and poor roof conditions due to the depth and complex geology. In the Central Basin (Witbank, Highveld and Ermelo coalfields) technical innovations for thin seam extraction, economic mining of both pillar coal and intrusion-fragmented resource blocks and the utilization of lower-grade coals are required. The success of the fluidized bed combustion technology is necessary to utilize the low-grade coals of the Free State and Molteno coalfields, while environmental exemption for past problems, together with strategies for mining small, disjointed thin-seam resource blocks, is required in KwaZulu-Natal. Clean coal technologies, coal cost and quality, environmental considerations, sustainable development, the growth of the South African economy and Government?s regulation of the electricity industry are the main challenges to the continued use of coal as South Africa?s primary energy source.

"This paper is focused on the effect of modifying the SAG mill/ball mill transfer size on the energy efficiency of SABC circuits. The transfer size is considered to be a parameter which provides operators with the opportunity to improve comminution circuit performance. In this study, the Moly-Cop tools package was employed to predict the energy consumption of SAG mill and ball mill circuits under different operating conditions. An Energy Benchmarking model was adopted to calculate grinding energy efficiency. The SABC circuit at the Huckleberry mine was selected for this case study. It was observed that after increasing circuit transfer size (T80) from the existing 3.3 mm to 4.8 mm, the Benchmark Energy Factor (BEF) of the SABC circuit decreased from 4.30 to 4.05. In terms of energy consumption of the SABC circuit, 1.17 kWh/t of specific energy saving was achieved through the transfer size optimization.It was also observed that when a transfer size was selected such that both SAG mill and ball mill circuits operated at their highest energy efficient states, the entire SABC circuit was the most energy efficient. The maximum energy efficiencies of these three circuits were all approximately 25% when compared to the minimum practical energy required to carry out an equivalent comminution duty. Single-particle compression breakage testing was used to determine the minimum practical energy associated with the Huckleberry mill feed. In combination with geo-metallurgical data, this study also provides an opportunity to perform dynamic optimization of SABC circuits."

Mining being a site specific activity, land becomes the prime requirement for starting, successful execution and closure of any mining project. Many important mining projects are not progressing satisfactorily just because land is not easily available or environmental/social issues are not addressed properly. This is especially true in the case of open-pit mining, which requires large areas for mining, dumping of waste and additional land for other mine facilities. Mine closure & post mining land use exercises, though funded generously, may not achieve their objectives owing to uneven land profile after mineral extraction is over. One of the prominent solutions to these issues is application of steep angle conveyors in large open pit mines that will result in more space for internal waste dumping and enhanced slope stability of the dump. Additionally, such applications will result in economic extraction of mineral in deep open pits. Land reclamation exercise may start concurrently during early years of mine development as mineral evacuation is limited to a specific part of the mine. Surface mining facilities can also be advanced along with the pit by using modular/portable structures. The paper presented here attempts to address specific land related issues by developing suitable schemes and plans that can be practically implemented in open pit mines using advanced technology i.e. steep angle conveyors.

"Canada&apos;s largest known chromite deposit occurs in a layered intrusion in the Bird River area of Manitoba. However, numerically most of the chromite occurrences are in the Appalachians. Few, apparently minor, occurrences are also known in the Cordillera.In the Appalachians, chromite occurs as lenses and pods in dunite; they are of ""podiform"" type. The individual concentrations vary in size from a few pounds to tens of thousands of tons. Locally, chromite concentrations form discontinuous zones extending several hundred feet along strike and presumably down dip, therefore resembling boudinaged layers. Chromite layering and lineation are commonly concordant to those of the host rocks.The Appalachian chromite occurrences are thought to have been formed by fractional crystallization and perhaps also by liquid immiscibility. Their present shape and distribution are largely the result of deformation mostly prior to complete solidification of their host rocks. Therefore, the attitude of layering, foliation, lineation and other features related to deformation provide valuable guides in predicting the probable distribution of chromite, and hence are helpful in exploration.Chromites fulfilling the requirements for metallurgical, refractory and chemical grades occur in the Appalachians. Although the Appalachian deposits are similar in size and grade to some of the chromite deposits being mined elsewhere, they are unlikely to be economic, at present, in the higher wage Canadian environment. However, in case of shortages in chromite ore supply which may result, among other reasons, from increasing tendency to further processing in the producing countries, the Appalachian occurrences may become sources of ore. Such eventual shortages combined with relative abundance of electricity in Canada and recent innovations in oxide ore reduction technology may hasten the time when ferrochrome manufacture based on local chromite sources becomes economically viable."

To evaluate intelligently and to market a source of rare earth raw material, it is necessary that the producer understand the requirements of the processor and the manner in which these requirements effect the value and salability of his product. This paper will be an attempt to aid in such an understanding. The majority of rare earth processors are primarily chemical companies, not mining or metallurgical companies, as the complexities of the processing procedures are&apos; much more chemical in nature than metallurgical. The rare earths and the rare earth industry are normally divided into two groups - the ?light? or cerium group and the ?heavy? or yttrium group. They are so named because cerium and yttrium are the most common elements in &apos;heir respective groups and are so divided on the basis of mineralogical and chemical characteristics. The dividing line of the two groups is not rigidly fixed but usually is considered as being between samarium (atomic number 62) and europium (atomic number 63). Although the two groups are quite similar, processing procedures differ significantly, hence most processors tend to specialize in one group or the other. There is, however, a growing tendency toward participation in both groups.

Objective To develop safety training tools for mine health and safety trainers that fill gaps in currently available materials and help capture the wisdom and knowledge of “expert miners.” Background NIOSH began a series of stakeholder meetings in 1998 to determine what research was needed to improve miner health and safety. One of the more common concerns among stakeholders was a critical lack of appropriate training materials applicable to metal/nonmetal mining. Participants provided many insights into what effective training materials should include and how materials could best reach both new and experienced miners. The most important factors were that any materials be realistic and interesting and that some way must be found to capture the wisdom of expert miners before they retired. Approach NIOSH researchers chose videos as the best means of achieving these training goals. Over the past 3 years, NIOSH has produced three training videos that present information on safe work practices in underground mines: handling explosives, recognizing roof hazards and using proper scaling techniques, and installing ground supports. The last two videos, “Rock Falls—Preventing Rock Fall Injuries in Underground Mines” and “Miner Mike Saves the Day—or—Ground Support…It’s Important,” have won Alice Hamilton awards, NIOSH’s highest recognition of Excellence in Occupational Safety and Health, in the Educational Materials category. Two new videos are now being released. Both of these videos were shot completely in operating underground hard-rock mines and used expert miners to tell the story. Hazards In Motion The first, “Hazards in Motion,” deals with the dangers of working around mobile equipment in an underground mine. Ben, a new trainee, refuses to pay attention in his 40-hour New Miner Training class, and when the class takes its first trip underground, he wanders off and finds himself in many dangerous situations. He encounters many experienced miners who both chew him out for his unsafe attitude and give him advice and information on how to survive around mobile equipment. Many common pieces of equipment are shown, including haulage trucks, LHD=s, tracks and trains, slushers, skips and hoists, and air doors. The dangers of ignoring signals and of horseplay are also included. After nearly losing his life numerous times, Ben learns his lesson with the help of the Safety Angel, an experienced miner who looks suspiciously like his safety trainer. Ben’s Safety Angel saves his life repeatedly, teaches him how to work safely around these common conveyances, and introduces him to experts who have specific safety tips. Ben learns the error of his ways and vows to be the safest miner in the mine. “Hazards in Motion” is approximately 30 minutes long. Hidden Scars The second video is the first in the NIOSH “Expert Miner” series. “Hidden Scars” is a narrative interview with Don Capparelli, a miner and supervisor at the Sunshine Mine in north Idaho. This video captures the story of a fatal rock burst in May 1994, when Don was seriously injured and his long-time partner, Jimmy Findley, was killed. “Hidden Scars” is a very powerful story. Don Capparelli shares the physical and emotional pain he lives with daily as he relates the events leading up to the rock burst that took the life of his best friend and partner. This video is an excellent reminder of the human cost of uncontrolled accidents and the hidden scars that survivors must deal with for the rest of their lives. It runs approximately 25 minutes.

A variety of cement raw materials occur within the Cenozoic sequence in Northland. These form the basis of Golden Bay Cement&apos;s cement manufacturing operation at Portland, Whangarei. High grade limestone is taken from the Whangarei Limestone formation, which has been shown to have been sub-aerially weathered and developed mature karst features prior to deposition of the overlying allochthon sediments. In this instance, remobilisation of allochthon sediments following uplift and erosion is inferred. At Portland Quarry, argillaceous limestone is extracted from deformed thrust sheets in the allochthon sequence. Quarry operations have been designed to handle the steep asymmetric folds, thrust faults and fracture zones that affect the resource.

This paper is in the nature of a rough preliminary report on the progress that has been made in the application of the mass spectrometer to various problems arising in the petroleum industry. A few years ago the authors considered a number of the problems that were arising in the qualitative and quantitative measurement of small amounts of hydrocarbons. The methods available of making analyses by chemical techniques appeared to leave much room for improvement. Without going into the reasons at this point, attention was turned to the possibility of employing physical instead of chemical methods of accomplish-ing the desired results. A preliminary investigation disclosed that the mass spectrometer presented a possibility of solving many problems which could not easily be accomplished by other methods. Work was begun in developing the necessary apparatus and technique. A great deal of encouragement and many valuable suggestions were received from Dr. Robert A. Millikan, Dr. W. R. Smythe, and Dr. W. N. Lacey, of the California Institute of Technology, and from Dr. E. 0. Lawrence, who recently received the Nobel Prize, of the University of California. The authors particularly wish to acknowl-edge the very great willingness of these out-standing scientists to be helpful in solving many of the problems that were involved. So far as the authors are aware, this was the first application of the mass spectrometer to commercial work. The results were considerably better than had at first been anticipated. Briefly, it is pos-sible to run a qualitative and quantitative analysis of an unknown mixture of hydro-carbon gases, with an accuracy of better than plus or minus 5 per cent of each of the various constituents. An exceedingly high degree of sensitivity has been obtained, and a relatively short time is required to com-plete an analysis. Furthermore, it is un-necessary to separate a mixture of gases into its various components in order to complete the analysis.

All tunnels have unique characteristics that result in different fire and life safety risk. The fire safety systems for each tunnel also give different benefits at different costs. It is therefore neither pragmatic nor cost-effective to prescribe specific fire standards requirements for all tunnels. Each tunnel needs to be assessed individually but using a common process.The owner/client is normally the risk owner and needs to make the decision on what fire and life safety provisions will be provided within the tunnel. To make this decision they need to be appropriately informed. The low probability and high consequence nature of fire events creates a challenge such that traditional analysis processes, which tend to focus on a major event after it has happened, are not easily applied and do not give the best value for money. Therefore a process is required that provides the relevant information to the owner for decision-making.A quantitative risk assessment (QRA) provides a process and framework for the consideration of fire life safety risk when applied properly. This involves a risk assessment of the ‘do nothing’ option together with assessments of improvement options and their costs. It also involves consideration of benchmark safety levels for other tunnels and the open road.This paper will outline a QRA process for assessing fire and life safety risk in tunnels and how this has been used for three existing tunnels, Homer Tunnel, Lyttelton Tunnel and Mt Victoria Tunnel. Usually different methods for designing a single pile submitted to a lateral loading are available. They are based on theory of elasticity with the parameters E,v or subgrade reaction method using the p-y curves. The subgrade reaction methods are commonly used. They allow determining the efforts exerted along the piles and their corresponding displacements. Before any design the reaction curves P-y must be well defined for each foundation soil layer. These curves link the pile horizontal displacement y to the subgrade reaction of soil P. Different in situ tests such as the static penetrometer or the pressuremeter give a possibility to get the P-y curves in the case of a single pile installed in sand with an horizontal surface and statically laterally loaded. These ideal conditions are not always respected on the site around the pile if appear slopes, embankments, or buildings... The behaviour of such configurations of piles is more sophisticated due to the proximity ( slope, embankment, earthworks, buildings,..). A research program has been conducted to determine the influence of a slope on the P-y curves by centrifuge modelling. The centrifuge tests constitutes an experimental approach allowing parametric studies in respect with similitude laws in geotechnique. Before all, repeatable tests have demonstrated that the test conditions, the instrumentation equipment and the installation method for piles are well controlled. By this way, the obtained results from centrifuge tests can be transferred to the prototype i.e. the in situ piles. Many tests have been performed on piles in sand to determine the influence of a pile on the p-y curves. The main objective is to give for practice some coefficients to apply to p-y single pile curve to take into account the proximity slope effect. Here the experimental set up is described and in particular the proximity slope effect is discussed. Deduced subgrade reaction reduction factors are proposed for piles in sand under lateral loading.
