Since its enactment in 1991, the Resource Management Act (RMA) has generated both praise and criticism. The major criticism is in relation to the costs the Act poses to industry and the time it takes to work through the process. In response to such criticisms the Minister for the Environment has initiated a review of the implementation of the RMA. The Minister's proposals for reform have not yet been released and the discussion that follows is based upon the report by the Minister's Review Group which was released in September.

The MODSIM mineral processing plant simultor is used to find optimal combinations of target separation specific gravities in a typical modem coal washing plant. A plant that is set up with these optimal targets can deliver up to 10% more yield at the same ash content as the same plant set up with separation targets chosen by conventional methods. MODSIM is the only simulator currently available that can simulate the liberation of pyrite and other mineral matter during open- and closed-circuit grinding operations. The simulator can therefore be used to assess the benefits of grinding operations in the flowsheet.

The mines and the mill of the Nevada-Massachusetts Co. are on the east slope of the Eugene Mountains, in Pershing County, Nevada, 8 miles northwest of Mill City, a station on the Southern Pacific R.R. and on the Victory Highway. Fig. 1. Supplies and, concentrate are transported by truck over an automobile road of easy grade. The property is at an average elevation of 5500 ft. and climatic conditions are generally favorable for continuous operation throughout the year. The ore treated is supplied by two adjoining mines, the Stank and the Humboldt. Physical and mineral characteristics of the ores produced by these two mines are substantially similar, although variations occur in hardness and mineral distribution.' The economic mineral is scheelite (CaWO4), composed, when pure, of 80.6 per cent tungstic trioxide (WO3) and 19.4 per cent lime (CaO).

The Namibian Copper Joint Venture has been formed to undertake development of the Haib copper deposit, one of the largest undeveloped copper resources in Africa. The development programme includes extensive hydrometallurgical testwork that is being managed by Kvaerner Metals (formerly Davy International).Various parts of the programme have been contracted to four third-party laboratories. The testwork involves sample selection and characterization, amenability tests, and a parametric study on the leaching variables. All portions of the programme are described and the results a represented. The ores selected for testing are quartz feldspar porphyries. The amenability tests include ?mapping? studies to assess optimum leach conditions, tests at high oxidation potentials, oxidation with various bacterial strains, and heap leach modelling. The parametric programme includes such variables as ore grade, leach temperature, crush size, pH, and ferric iron content of the lixiviant. Testing was done on both whole ore and concentrate. Results show that bacterial leaching is effective and that ore grade and temperature are key variables. Crush size and pH have less impact on copper extraction. For mid-grade ore, about 0.25 per cent copper, extraction is projected to reach 50 per cent after two years when heap leaching tertiary crushed ore at 60°C and pH 1.5. The heap leach operation would fit well with the proposed roast-leach operation used to treat higher grade ores. The latter could supply the low cost heat and acid needed in the heap leach.

Rittinger's and Bond's descriptions of rock crushing relate the energy input required to fracture rock and the surface energy required to form new fractures to the change in specific surface area of feed and product during comminution. The potential applicability of this approach to blasting is illustrated, using the results of data from bench blasting tests on Pinal schists and production blasting of Carboniferous limestones. The approach contributes to understanding of the mechanisms involved in blasting and to the design of test blasts. A modified form is presented of the relationship between blasting energy, specific surface area of the muckpile and a rock energy constant related to the discontinuity structure of the rock. The modified equation fits observed data and offers a simple basis for further experiments

Analyses of statistical data indicate that haulage accidents are one of the largest sources of injuries and fatalities in underground coal mines, and that the rate of accidents in transportation has been increasing during the past few years. These previous analyses were performed by correlating accident or fatality data at a rather high level of miner activity. In this present investigation, underground surveys were made by observing conditions and activities in some detail at a rather low level of activity in an attempt to understand factors contributing to hazards in the specific situations observed. The aim of the current study was to derive preventive measures that might obviate the hazardous conditions and unsafe acts observed; and, following this, to provide recommendations for additional research and development to reduce accident potential in underground transportation. The major project tasks are diagrammed together with the task outputs in figure 1-1. Initially, a preliminary study of ell underground haulage operations was performed in order to establish the kinds of data needed and to provide the rationale leading to the data requirement. At the same time, the various types of haulage equipment used for each operation were defined. A preliminary analysis of each type of haulage operation was performed in order to establish the sequence of tasks required to operate haulage equipment. These tasks were transferred directly onto observation forms, and were used in developing interview forms. In parallel with the task analysis, a review was made of accidents and hazards that might occur during each type of operation.

Knowledge of the orientation and relative magnitude of in-situ stresses at the mine scale is important for safe and efficient production from an underground mine. With this knowledge, stope location and scheduling can be optimized. Passive seismic tomography was used for imaging horizontal stress distribution at the mine scale. Microseismic measurements from the Creighton mine were used as input for the tomography calculations. The double-difference tomography algorithm was used, which provides the most precise results. The results clearly show a low velocity zone in the previously mined areas bounded by two high-velocity lobes located adjacent to the mined openings at locations consistent with those expected due to the horizontal stresses at the mine. The overarching goal of the research is to provide a tool that can augment both numerical modeling results and underground geotechnical measurements to allow the mine operator to produce in the safest and most efficient manner possible.

Blasting induced rock fragmentation is an art that has been developed and refined for hundred’s of years through blasting and recording the results. Good blasting fragmentation practices were thus developed through experience. However, this method requires a history that is typically developed in a mine over a number of years and sometimes at considerable expense. Quantification of fragmentation as a function of rock-mass characteristics and blast design is attractive. Developments towards this end have included semi-empirical methods as well as computer codes that explicitly treat shock wave transmission and the subsequent rock breakage. This paper will present predictions of fragmentation resulting from rock blasting using the computer code AUTODYN and a new state-of-the-art material model for brittle rock and concrete.

By observing different coal char’s microstructures and microscopic morphologies during the coking process, the characteristics of COREX coal char’s microstructure and properties were analyzed. MCRI and MCSR were used to respectively describe the reactivity and the strength after reaction of coal char, with those of BF’s coke for reference, and then the physical meaning of MCRI and MCSR were given. MCRI and MCSR were determined by the composition of coal char. For the two kinds of COREX coal, the formula to forecast the hot performance of coal char was set up by making a multiple linear regression between the hot performance and microstructure of the coal char at 1100℃, and the predictive values of coal char’s hot performance at 600℃, 800℃ and 1000℃ coincided well with the measured values.

Mine fires and/or explosions continue to occur. While these are unusual events, they comprise emergency situations. Whenever one of these events occurs, the Mine Safety and Health Administration (MSHA) responds with specially trained teams, mine fire experts, sophisticated scientific instrumentation, and trained instrument operators. In order to analyze mine air samples on-site, because time is of the essence, MSHA has a Mobile Gas Laboratory. The laboratory, which is stored near Pittsburgh, is totally self-contained. Sending air samples to a laboratory would take too long. Mine fire experts need the results of the latest analyses as soon as they are finished. The mobile laboratory is housed in the box of a diesel truck. Benches line both sides of the laboratory. Gas chromatographs are mounted on the benches. There is sufficient bench space for multiple bench top gas chromatographs. These instruments and their controllers are shock and vibration isolated to protect them during transit. The mobile laboratory can operate using on board diesel generators or line power. An uninterrupted power supply (UPS) supplies power to the instruments while switching from generator to line power or visa versa. Therefore, analysis of samples can proceed without interruption if a power failure would occur. In the rear of the mobile laboratory are racks that hold compressed gas cylinders. These cylinders contain carrier gas and compressed air. An air compressor is housed under the laboratory to operate the gas chromatograph actuators. Within several hours after arriving at a mine the instruments have stabilized and have been calibrated. The mobile laboratory is ready to begin analyzing air samples. The mobile laboratory has proved itself at many mine fires and explosions since its purchase.

Extensive investigation has been conducted to determine the causes of a series of roof falls occurring in a room-and-pillar working located in southern West Virginia. Underground observation, along with laboratory testings and finite element analyses were conducted to search for possible mechanisms for the roof falls. Results of the investigation have led to a better understanding of the mechanisms involved in the roof falls. Necessary modifications of mine layout and roof support plan are proposed for improving safety and profitability at the mine.

Professor R.P. King holds a Ph.D. degree in chemical engineering, which he obtained at the University of Manchester in 1963. After that he lectured in the Departments of Chemical Engineering at the Universities of the Witwatersrand and Natal. From 1968 to 1973, he was Leader of the Chemical Engineering Research Group of the National Institute for Metallurgy at the latter University. Mr C.E. Fivaz, Pr. Eng., is Chief Consulting Metallurgist of Rand Mines (Mining & Services) Limited, and is responsible for the metallurgical activities of the Gold and Uranium Division and the Coal and Base Minerals Division of the Group.

Let’s start off with your assessment of the mining industry. Today, the status of the mining industry is stronger than it has been over the previous few years. While mining continues to be a major part of the world’s economic foundation, the industry is gaining strength due to rebounding metals and minerals prices. And now, with these rising prices and the changes the industry instituted during the years when mining-related commodities were selling at low prices, our stronger, more productive and internationally competitive industry should flourish. Mining remains an essential business and the industry is far ahead of the game when it comes to the trend of globalization as a key to sustained growth. Also, the industry continues to realize increased productivity through technological innovations. And an increasing number of countries are moving towards capitalism, which opens doors for exploration and mining within their borders. After looking at all of these factors, I believe that the mining industry will only continue to gain momentum in the future.

A full-length paper was not prepared for this presentation.Low-sulfidation epithermal gold mineralisation at Ridge Mountain occurs within the Oligocene to Miocene volcanic rocks comprising andesite, porphyritic dacite and diatreme breccia. A diatreme breccia complex with a NE–SW elongated orientation covers an area of 3.0 × 1.7 km. Four main stages of mineralisation were identified, comprising: E–W- to NW–SE-trending quartz-chalcedony veins with disseminated pyrite, chalcopyrite and gold. N–S- to NNE–SSW-trending breccia veins with quartz matrix and disseminated pyrite and accessory sphalerite, galena, chalcopyrite and gold. NE–SW-trending quartz and calcite veins with disseminated pyrite and accessory sphalerite, galena, chalcopyrite and gold. ESE–WNW- to ENE–WSW-trending quartz veins with disseminated pyrite. This stage is only mineralisation that is hosted by diatreme breccia and clearly postdates.Quartz veins of the first, third and fourth stage are less than 2 m wide. Only breccia veins of the second stage are up to 10 m wide. Gold is present in all stages as microscopic inclusions in quartz and sporadically in pyrite. Macroscopic gold can be seen in the first and second mineralisation stages. Gold commonly occurs in association with sphalerite, galena and chalcopyrite in the second and third mineralisation stages.CITATION:Kucera, J, 2015. INTRODUCTION The state-of-the art in the area of soil-structure interaction is not sufficiently developed that one can accurately predict the earth load distribution on buried structures. This lack of knowledge has led to the use of high factors of safety in their design and conservative assumptions for the loading diagrams. As a step towards the improvement of the design methodology for buried structures, it is important to be able to apply new analytical techniques and monitor the performance data obtained on full-size buried structures. The performance data should preferably include: 1) the actual stress distribution on the buried structure, 2) stress distribution in the buried structure and surrounding soil media, 3) vertical and lateral movements in the soil adjacent to the buried structure, and 4) deflection of the buried structure. Brown (1967), Davis (1972), Krizek, et al (1974), Krizek and MacQuade (1978), and some few others have compared the performance of full-size culverts with finite element results. Despite all these efforts, a complete understanding of the soil-structure interaction problem has not yet been fully achieved. In an effort to make improvements in the existing design procedures for buried structures constructed in an open-cut, the Department of Environmental Services (DES), Washington, D.C., in conjunction with Howard University, undertook a detailed study of Section II of the Capitol Hill Relief Sewer (CHRS). Inclinometers were used to measure lateral movements of the excavation wall and the total normal interface stresses acting on the concrete sewer were obtained using glotzl total pressure cells. This paper describes the results of the field instrumentation program for acquisition of data, their comparison with the design assumptions, and the results of a series of post-construction finite element analyses of the CHRS project.

Three legacy coalbed methane production wells have been converted to injection wells for a one-year carbon dioxide (CO2) injection test to evaluate the potential for CO2 storage in the coal reservoir and the potential for enhanced gas production at offset wells. The injection reservoir is composed of 15–20 individual coal seams with an average thickness of 30 cm (1.0 ft), spanning a depth range of approximately 240 (800 ft) to 670 m (2200 ft).The monitoring program for this test includes gas and water sampling of the three injection wells, three dedicated monitoring wells and approximately 20 offset production wells. Key technologies used for monitoring the study area include time-lapse GPS and interferometric synthetic aperture radar (InSAR) acquisitions for surface deformation measurement, a 28-station buried passive microseismic monitoring array, real-time downhole pressure and temperature sensing and perfluorocarbon tracer fluids, which will be injected with the CO2 stream. The schedule for the monitoring program includes pre- (baseline), during- and post-injection data collection. This schedule will allow data to be analysed for time-lapse changes and trends, which are important for understanding the migration of gas and fluid phases in the reservoir – including CO2, methane, other hydrocarbons and water – and for observing the changing distributions of reservoir pressures and stresses.The results of the monitoring efforts for this study have implications for monitoring mining operations. The combined use of GPS and InSAR geospatial data to evaluate elevation changes across and beyond the study area may prove to be an accurate option for measuring surface deformation, including mining-induced subsidence, in unstable terrain. Long-term microseismic monitoring using high-sensitivity instruments has several applications in mining operations, including rock stability monitoring, production monitoring and miner location detection during emergencies. The solvent extraction systems devoted to uranium purification from crude ore to spent fuel involve concentrated solutions in which deviation from ideality can not be neglected. The Simple Solution Concept based on the behaviour of isopiestic solutions has been applied to quantify activity coefficients of metals and acids in the aqueous phase in equilibrium with the solvent. This approach has been validated on various solvent extraction systems such as trialkylphosphates, malonamides or acidic extracting agents both on batch experiments and counter-current flowsheets. Moreover, this concept has been successfully used to estimate the aqueous density which is useful to quantify the variation of volume and to assess criticality parameters such as number density of nuclides.

The strength measured by the uniaxial compression test is a parameter that is widely used for the engineering classification of rocks. Sedimentary rocks such as shales, however, are difficult to evaluate by uniaxial compression tatting because the rocks slake during the preparation of the standard samples required for the tests. Indirect methods such as the point load test have been proposed to determine the unconfined compressive strength of shales and other soft rocks. It is current practice to use 24 as the conversion factor between the point load strength, Is, and the unconfined compressive strength, sf (sf = 24 Is). The present study investigated index-to-strength conversion factors for shales and sandstones obtained from surface coal mining sites in the Appalachian region. Regression analyses indicate that a conversion factor of 12.5 best correlated the strengths obtained from the point load and unconfined compression tarts in the case of shales. For the sandstones, a value of 17.4 best correlated the strengths.
