"Risk management in tunneling is more important today than it was a few years ago, considering increasing demands for safety and environmental and socio-economic sustainability, which are now required by citizens, owners, lenders, and insurers. Moreover, our current risk management philosophy should not only address risk avoidance and mitigation, but should also be used as a means of value creation, benefiting the overall project. Given the strategic implications of risk management, the authors intend to present, in this paper, a comprehensive overview of references and experiences from current practice—e.g., what is missing or weak, as well as possible or necessary developments that can have a key role in implementing effective risk management, particularly for a project’s design and construction phases. Therefore, as God has set some things in broad daylight; as he has given us some certain knowledge, though limited to a few things so, in the greatest part of our concernments, he has afforded us only the twilight, as I may so say, of probability (John Locke) PREFACE Many large-scale engineering and construction projects suffer millions of dollars in cost overruns, delays in design and construction, and operability troubles once finally completed (Edward W. Merrow, 2011). The undesired effects of these problems can become disastrous for large-scale megaprojects (those that typically cost US$1 billion or more), particularly considering that these are increasingly used as the preferred delivery model for infrastructure (Bent Flyvbjerg, 2014), often in public-private partnerships (PPPs). McKinsey G.I. (2015) has estimated that bridges and tunnels average 35% in cost overruns, and roads 20%. Some of the values published by Flyvbjerg (ibidem, 2014) for projects with relevant underground elements are the highest, with cost overruns from 60% to 300%. The analysis of 32 other case histories (from 1994 to 2010) given by Hartmut, R. (2011, IMIA Annual Conference, Amsterdam) indicates an average increase of costs around $55 million, with a 20-month average delay."

A thermo-osmosis technique has been used to measure the heat of transport, Q* , of hydrogen and of deuterium dissolved in a iron and in nickel, and of hydrogen in Feo.6Nio.4 in the tempevature range 400° to 600°C. For all these systems, Q* is negative and has a large temperature coefficient; an isotope effect can be established for the solutes only in nickel. The magnitude of Q* is considerably larger than the activation energy, E , for migration in the case of these isotopes in a iron, so that all variants of the Wirtz model must be rejected. The phenomenological definition of Q* is developed to show that Q* is related to the mechanisms by which the activation energy is dissipated back into the lattice, and that Q*/E is a function of the ratios of the mean free paths of electrons and of phonons to the distance of jump of the diffusing atom. A correlation is shown to exist between the sign of Q* in thermal diffusion and that of the effective charge in electro migration, and may be understood as due to the large ratio of the mean free path of electrons to that of phonons. THE study of nonisothermal diffusion in the solid state is of interest because certain aspects of the mechanism of diffusion are made manifest which remain concealed though still present in the isothermal case. The thermodynamics of irreversible processes characterizes nonisothermal diffusion, known as thermal diffusion or as the Ludwig-Soret effect, by a quantity, Q*, called the heat of transport, which essentially measures the sign and the magnitude of the steady-state concentration gradient produced by the imposed temperature gradient. The problem then is to understand the quantity Q* at the atomistic level. There does not exist a theory for the atomistic interpretation of the heat of transport. There are, however, two classes of simple models which seem to afford some physical insight into Q*. Wirtz's model1, z and its subsequent generalizations partition the activation energy, E, for the migration of the atom spatially about the region of the migrating atom, so that Q* is the difference between the portion of the activation energy centered about the original site of the jumping atom and that portion about the arrival site. Clearly, the magnitude of Q* cannot on this model be larger than the activation energy for migration. The model of Oriani3 also considers the spatial distribution of E not only before but also after the atomic jump, and Q* is related to the variation of the spatial distribution of E that is produced by the jump. The simplest kind of system with which to compare the consequences of these ideas is the interstitial solid solution, since one may easily choose a temperature at which only the interstitial component moves, the solvent lattice serving as a completely satisfactory frame of reference. Thus, one avoids complications arising when both species in a binary system move. In addition, one avoids the necessity of knowing the energy for the formation of a vacancy, something which is needed for the analysis of thermal-diffusion data on metals which diffuse by the vacancy-exchange mechanism. However, the number of well-measured interstitial systems is extremely small, and, in particular, there are almost no data in the published literature for the temperature dependence of the heat of transport. If one works with solutes which are gases in the pure state at ordinary temperatures, one may use the technique of thermo-osmosis4 which permits thermal diffusion to be measured over a small temperature difference so that the temperature dependence of Q* can be more easily determined. MOIL Limited (formerly Manganese Ore India Limited), a Government Enterprise, under the Ministry of Steel, Government of India, produces about 1.1 million tonnes (T) of manganese ore annually from three opencast and seven underground mines. The underground operations are mining using an overhand cut and fill method. The orebody is too narrow for the use of larger equipment and the poor to fair rock mass quality limits the size of stable excavations. Prior to the 1990s underground support consisted primarily of timber square sets in tandem with timber chocks and props. As mine production requirements increased throughout the 1990s led to larger opening sizes and more modern support practices. Research was conducted on ground support design based on rock classification and empirical techniques for designing ground support. Based on the findings and field trials, the Company adopted full column cement grouted cable bolts for back support. Instrumented field trials, using extensometers and load cells on the cable support confirmed the support effectiveness. Stope design was based on two and three dimensional stress modeling which resulted in a significant increase in stope dimensions. The rock mechanics studies for safe stope design were carried out using numerical modeling tool in two and three dimensions for the analysis of stresses. Based on the findings, the safe stope geometry with new stoping parameters was introduced. The earlier stope length of 30 mtrs were changed to 60 mtrs with in situ rib pillar at the cross cuts and in situ post pillars to be left-out in the stope. This leads the formation of of panel comprising of three stopes, for production, supporting and filling. For mechanical handling of ROM in stopes Side Discharge Loaders (SDL) were introduced. The above changes have improved the face productivity from 2?3.5 T with manual operation and 9 T with SDL. The above rapid mining operations has improved the stope productivity but reduced the stope life from 6 to 3 years. For the improvement of the stope availability, further studies were conducted by numerical modeling of stress analysis. The related studies confirmed that with the existing supporting system and proper instrumentation, level interval could be increased up to 45 mtrs from the existing 30 mtrs at deeper levels. At present below 12th Level interval is 45 m at Balaghat Mine. For future mechanization program for introduction of Single Boomers, LPDT, Cutting Machines etc for the development headings rock mechanics studies are underway. The paper provides details of rock mechanics studies that were carried out to study efficacy of the cable bolt support, safe stoping parameters and increased level interval for the improvements in safety, production and productivity at Balaghat Mine.

This paper focuses on the separation and extraction of lead and zinc from Egyptian ore at the Eastern Desert close to Red Sea. The ore sample contains cerussite, galena, hemimorphite and other impurities. Experimental program includes flotationof galena using xanthate collector and cerussite using oleic acid as collector and sodium silicate to depress hemimorphite tailing. Galena, and hemi-morphite are converted to carbonate with sodium carbonate prior to metal extraction. Lead and zinc are extracted pyrometallurgically at 1050°C and750°C or electrochemically respectively. The overall performance of the applied method amounts to 99.2%. Extraction efficiency of lead and zinc amounts to 98% and 94.5 % respectively. A model assumed that galena and cerussite in the ore are partially oxidized and can be liberated by grinding. Oleic acid selectively reacts with cerussite in a multistep sequence. Preliminary cost estimate shows that the price of the products is competitive to their local market prices.

Hargraves (1983) has reviewed the phenomenon of instantaneous outbursts of coal and gas with special attention to Australian occurrences. The purpose of this discussion is to highlight some problems and omissions in his review that reflect particularly on the authors' structural geological investigations of outburst-prone coal seams.It is surprising to find that much of the authors' reported work has either been glossed over or the results distorted by Hargraves (1983) and it is, therefore, important to clarify the contribution that structural analysis of coal seams can make.For many years it has been known that faults provided preferred loci for gas outbursts (for example, Briggs 1920-21) but the roie that faults played in outburstprone seams was unclear. The present authors reviewed the association of faults and outbursts drawing upon local investigations and the world-wide literature (Shepherd et aI., 1981), and discussed some wideranging aspects that result from the high coincidence of faults and outburst sites. Without repeating large segments of this article the authors will discuss four aspects of coal seam faulting and fracturing.

In today’s world, production is the name of the game. We are all in business to make money. In the Quarrying and Mining industry the same holds true. The primary goal is to develop the best drilling and blasting program available to maintain uniform fragmentation to maximize production. Also we want to maintain drilling and blasting costs and minimize escalators. This paper is intended to discuss ways for all parties (quarry’s, blast service and drill companies) to attain this through understanding what can be done to help blasthole drilling and production. Blast designs and seminar’s emphasize the accuracy of drilling to produce better fragmentation. Blast design must also include basic concepts in the drilling process. The type of drill to be used for example whether it is a crawler or truck mount, top hammer or down the hole is important. Quarry operators have a role to play as well. They hold the key to the production of drilling. What the customer does or does not do has a direct effect financially to the drilling. The phrase of pay me now or pay me latter comes to mind. This paper will explore the detail of planning that is required by the quarry and/or blast service companies before a single hole is drilled. The drill must be able to meet the production need of the operation. The type of drill available and what can and cannot be done. The drill cost must be competitive. This paper will touch on comparison drill costs from 1967 to 1999.

Introduction This paper attempts to describe the characteristics of the industrial minerals segment of the minerals industry that make it different from the other segments. Also described are the trends, strengths, and shortcomings in the industrial minerals segment. This may help professionals in the minerals industry determine if there is a place for them in industrial minerals. Industry Overview It is difficult to generalize when describing the industrial minerals industry. Some products, such as cement and potash, are produced exclusively by large, well capitalized and technically sophisticated companies. Others, such as sand and gravel, are generally produced by small, family-owned companies operating on a shoestring budget. Still other products, such as feldspar, are produced by both types of companies. Not only are the companies vastly different, the products and marketing of their products are also different. Industrial mineral products are sold based on their physical characteristics (abrasives), or their chemical characteristics (trona), or both (glass sand). Marketing can be direct by the producing plant, a corporate office handling products form several plants, or through distributors. The geologic, mining, and processing skills needed can be minimal or sophisticated. There can even be large differences in the technical skills needed in two plants producing the same product. One feldspar producer may only need to mine and grind his ore, while another may use a delicate flotation process. One easy generalization is that there are industrial mineral operations in all geographic locations. A second is that industrial minerals offers more opportunities to entrepreneurs than the metals field because of the variety in the sizes and types of operations. Industry Growth Industrial minerals must be considered a mature industry. Consequently, little exciting growth can be expected. Over the past 30 years, industry sales have grown at a rate of 6.2%, compared to a 6.7% growth rate of the GNP (Kliff, 1978). A 3.8% growth rate has been forecast for the remainder of this century. The fortunes of those plants producing a product for local consumption will depend on the prosperity of the local economy. The fortunes of those plants that sell into the national market will depend on their competitiveness in their industry. Major industrial mineral products are shown in Table 1. The first three commodities account for 66% of the industrial minerals market. Typically, deposits of stone, sand and gravel, and the limestone, silica, and clay needed for cement are easy to find and mine. Role of Mining Engineers and Geologists Because a sophisticated techcical knowledge of geology or mining is not required, very few geologists and mining engineers are employed in industrial minerals. Geologists working for these companies function less as geologists than managers and executives dealing with permitting and land acquisition. Likewise, mining is done mostly by open-pit methods. It is generally supervised by an individual experienced in the operation and maintenance of heavy equipment, not a mining engineer trained in rock mechanics or computer methods of mine planning. What of the geologists and mining engineers employed by the industrial minerals industry? Many gained their positions as a result of their experience dealing with the regulatory agencies that control the operations of all mines and mills. Their technical expertise in geology or mining becomes only a side benefit. The paper presents a brief overview of the mineral industry in Norway, followed by a description of the mineral policy and relevant legislation including the roles of the Norwegian Directorate of Mining and Geological Survey of Norway in this context. The discussion then proceeds to describe the land use planning framework on a national, regional and local level, the interaction between land use planning and the Directorate of Mining and the Geological Survey respectively, and how this impacts on the mineral industry and the exploitation of mineral resources. Some recent Norwegian examples of land use planning conflicts are also presented.

"This summary of international mineral exploration activities for the year 2016 draws upon information from industry sources, published literature, SNL Metals & Mining (SNL), an offering of S&P Global Market Intelligence (New York, NY), and specialists in the U.S. Geological Survey (USGS) National Minerals Information Center. Three types of information are reported and analyzed in this annual review of international exploration: 1) budgetary statistics expressed in U.S. dollars provided by SNL; 2) regional and site-specific exploration activities that took place in 2016 as compiled by the USGS and 3) regional events and legislation that affected exploration activities including economic, social and political conditions, which were derived from published sources and discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources were used to develop commodity and regional compilations, statistics may vary depending on the source and type of data that are being reported. The SNL data summarize budget estimates for worldwide exploration activities in 2016 for 30 nonfuel mineral commodities and metal alloys, based on company surveys. Surveys focused on precious metals (gold, platinumgroup platinumgroup metals (PGMs) and silver), base metals, (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (bauxite, chromite, iron ore, manganese, phosphate and potash) and other commodities (aluminum, antimony, diamond, graphite, heavy-mineral sands, lithium, niobium, rare-earth elements (REEs), scandium, tantalum, tungsten, uranium, vanadium and yttrium). Information on uranium exploration activities was included in SNL’s survey for the first time in 2007. Data on lithium, niobium, phosphate, potash, REE and tungsten were compiled for the first time in 2010, and scandium, vanadium and yttrium were added in 2014 because of their increased topical significance. Since 1999, companies with exploration budgets of $100,000 and greater were included in the SNL surveys. SNL budget estimates exclude coal, and oil and gas. The 2016 SNL mining company survey compilation was reported by SNL to include an estimated 95 percent of the world’s nonfuel mineral exploration budgets. The 5 percent that was not covered was accounted for by companies that chose not to participate in the SNL survey, private companies that do not publish their budget data and government-funded exploration activities."

ANNUAL meeting of the Woman's Auxiliary of the American Institute of Mining and Metal-lurgical Engineers convened on Tuesday morn-ing, Feb. 20, the president, Mrs. H. W. Hardinge, presiding. President Hardinge, in opening the meet-ing, said: "I have the honor and great pleasure to welcome you to our seventh annual meeting. It has been a happy year, though I started in fear and trembling. My fear is partly gone and my trembling becomes less as time goes on. Never has a chairman had such splendid cooperation and harmony in her work; no. matter how much was asked nor what the task, I have always received the same answer, `We are with you, of course we can do it.' Often the road has been untried and the way full of snares, but we have all pulled together. Is it any wonder we have had a prosperous year? I cannot thank the governing -board and officers enough for their help." Mrs. Hardinge described her trip through the West last summer, during which she visited many of the local sections of the Auxiliary. She also spoke of the work of the Rossiter Raymond memorial library which has been started as an activity of the Woman's Auxiliary. Mrs. Reynders read the minutes of the last annual meeting, and Mrs. Kemp read the treasurer's report. The latter showed that on Feb. 1, 1922, there was a bank balance of $683.61 and on Feb. 10, 1923, the bal-ance was $947.93. Mrs. Westervelt expressed the sorrow of the Auxiliary for the death -of Mrs. Florence Howe Hall and of Mrs. Levi P. Holbrook.

"The third phase of the Bagram Drainage System project at Bagram Air Force Base in Afghanistan included construction of a shallow, 540-m long, 1.8-m inside diameter drainage tunnel. The tunnel penetrated mostly stiff to hard clayey and silty soils. The contractor’s Value Engineering Change Proposal (VECP) to use pipe-jacking with a microtunnel boring machine (MTBM) instead of the specified two-pass Earth Pressure Balance method was evaluated and supported using hand calculations. Contractor support was provided throughout the project by providing design reviews and instrumentation monitoring during construction. This paper compares the value-engineering proposal to the specified method and describes the construction conditions encountered. INTRODUCTION As part of a larger improvement project at the Bagram Air Force Base in Afghanistan, a shallow, 540-m long, 1.8-m inside diameter drainage tunnel was constructed to provide additional capacity for Coyote Creek to pass below several critical structures, including taxiways and the main runway, for mitigation of recurring flooding (see Figures 1 and 2). Overburden over the tunnel crown ranged from about 3 m to 5.5 m. An existing cast-in-place twin barrel concrete culvert runs approximately parallel to the new tunnel and is within about 8 m at its closest point. The contractor’s Value Engineering Change Proposal (VECP) to the specified two-pass Earth Pressure Balance (EPB) method (steel ribs and lagging or steel liner plate with a carrier pipe later grouted in-place) called for installation of the required drainage pipe by pipe-jacking (one-pass installation) using a slurry microtunnel boring machine (MTBM). The critical nature of the operations at the air base resulted in significant construction coordination challenges and a greater than usual need to avoid excessive settlements. Substantial restrictions were placed on drilling of investigative borings and installing instrumentation near runways and taxiways due to drill mast height. The prime contractor was SERKA TAAHHUT INSAAT A. S. (SERKA), the microtunneling subcontractor was Ludwig Pfeiffer Microtunnel GmbH & Co.KG (Pfeiffer), the jacking pipe designer was Gollwitzer Pipe and Shaft Technology GmbH (Gollwitzer), and the contractor’s tunnel engineer was Lachel & Associates, Inc. (Lachel). Lachel provided contractor support throughout the project including preparation of a VECP/Design Summary (including interpretation of existing and new geotechnical information), design reviews for jacking pipe, estimating settlement of an existing drainage structure above the new tunnel, and instrumentation planning, monitoring, and analysis during construction."

Telvis Limited, manufacturer of an emergency communication dispatcher's broadcasting system, now introduces the possibility of a remote software upgrade to its devices. The paper presents methods, features and ways to accomplish this task. It describes the mechanisms used and the opportunities that arise from the use of this type of functionality. The mechanism software update presented applies to devices on the surface and in underground areas of mines. The electronics used currently allow the use of remote software updates, but the mining equipment makes little use of these methods. This paper aims to start the discussion on this topic and tries to lay the path of development by showing one of the first examples of the application.

Over 1500 literature citations related to diesel exhaust sampling and analysis were obtained as a result of both computer and manual searches of nine data bases. Abstracts and hard copies of relevant citations were reviewed and those considered appropriate for evaluation were included in a bibliography. Based on the literature collected, available sampling and analysis methods for the following diesel exhaust contaminants were evaluated: CO, CO2, NO, NO2, Hydrocarbons, Particulates, PNA, S04, Oxygenates Emphasis was given to both laboratory and field methods for these species. Methods were evaluated on the basis of sensitivity, selectivity, accuracy and reliability and a selected list of preferred methods was developed for each compound/ class. The selected methods were additionally evaluated through communication with current investigators. Sampling and analysis methods for all compounds except CO and CO2 were observed to have some unreliability. Recommendations were made for future research to develop, improve, and validate methods.

The sulfur dioxide emitted in low concentrations in flue gases from the combustion of sulfur-containing coals and fuel oils is a significant factor in contamination of the atmosphere with sulfur dioxide. A review of methods for treating gases containing high concentrations of sulfur dioxide shows that they are seldom satisfactory for purifying flue gases. Processes developed specifically for treating flue gases using liquid absorbents are costly and may cause localized pollution, because the cooled flue gases can settle in the vicinity of the stack. Bench-scale research is being conducted to investigate the use of dry absorbents for sulfur dioxide removal at temperature levels of about 250°- 300° F. and 600°-650° F. Alkalized alumina has been found effective for treating simulated flue gas and Is regenerable by hydrogen, carbon monoxide, or producer gas. Other metallic oxides have been tested as absorbents also. Chemically impregnated activated carbons removed sulfur dioxide from the gas at 265° F. Vanadium pentoxide is effective as a catalyst for oxidizing of sulfur dioxide in the simulated flue gas at temperatures lower than have been used commercially for gases with higher concentrations of sulfur dioxide. Conversions of sulfur dioxide to trioxide wore studied as a function of temp- erature over a range of about 570° to 750° F.

Variations of the EVOP technique are accepted as the foun- dation in the development of Erie Mining Company's mining, concentrating and pelletizing complex at Hoyt Lakes, Minnesota. The basic one-variable- at-a-time technique served its purpose through the laboratory pilot plant as well as the full-scale production sized pilot plant. However, recognition by Erie Mining Company management of the potential of computer application and statistical experimentation in plant operation and testing led to acquisition of an IBM 1620 computer in 1961. Adaptation of established techniques in statistically designed experimentation and analysis of results is presented in actual case form including the following: 1. Determination and use of variance, standard deviation, standard errors; application of t-test in determining true differences between daily aver ages of product assays; formulation of quality control limits; determining sample size; and application of normality tests will be discussed. 2. Use of mathematical modeling and regression analysis for establishing mill storage conditions based on bin level indicator lights. 3. Polyvariable random balance design of a balling circuit test and resultant identification of primary control variables.

The top-down extraction sequence in the sublevel open stope method relies on rib pillars to support excavations, making pillar and stope stability crucial for controlling dilution. This study introduces an integrated methodology using a genetic algorithm to optimize the layout of open stopes and rib pillars while considering both economic and geomechanical performance. The methodology incorporates user-defined parameters such as the minimum size of stopes and pillars, maximum accepted dilution and acceptable percentage of pillar failure. A profit function that attributes economic value to the geometric configurations, including geomechanical performance, is employed. The geomechanical performance, assessed using numerical models in FLAC3D, includes the average percentage of pillar failure and potential dilution. The study was tested on a mining panel from an underground gold mine using a top-down mining sequence. The optimization achieved an 8 percent increase in net profit compared to the traditional engineer’s design when 70 percent hangingwall support efficiency was assumed, and a threefold reduction in pillar failure percentage. When no hangingwall support was considered, the net profit increase reached 22 percent. These results demonstrate that the proposed methodology enables integrated optimization, balancing mining costs with geomechanical performance and reducing the need for secondary support compared to traditional methods

From the initial planning phases to the closing of a mine, mining is an industry where high attention, care, and sensitivity are needed in every step of the mine life. Since mining projects have a long-life span, exceeding a decade sometimes, managing a whole mine project is challenging, especially when challenges faced due to generational differences are considered, such as tracking and logging data, or the usage of different engineering solutions change over time. Along with the overall hardship caused by the time put into a mining project, the present-time operations are very costly where each minute counts. In present-time operations, every decision made, and every minute used during planning and operations has an impact on the efficiency, safety, and economics of the project. Having extremely harsh conditions in both the excavation and mineral processing operations not only slows down the processes but creates very dangerous environments that need to be handled with precise safety measurements. To support the already established processes, we could implement new technologies and use them to our advantage. Virtual reality (VR) is one of these technologies that we could implement in the mining industry. VR is a technology that emerged in the 1960s creating virtual environments and platforms. The user experiences these virtual environments from head- mounted headsets to rooms with 360 screens, all with different levels of immersion. These higher levels of immersion, create a higher level of presencemaking the users more engaged in the activity they are trying to accomplish. These two factors of immersion and presence are what make VR unique and beneficial. VR has some applications and case studies in the industry along with some research being conducted in universities. Unfortunately, there has not been a comprehensive literature review or analysis regarding only VR and its implementations for the mining industry in the last 5 years. This paper aims to describe what VR is and its relation to the mining industry, in the most recent years. The paper first gives a brief background on what VR is and its key concepts. Secondly, it will give information on how the initial stages of the literature review were conducted and the findings along with discussions. The paper will finish with the conclusion drawn from the discussion and potential future work.

Desde el punto de vista social, el Empleo Local es uno de los temas más sensibles que hay manejar durante la vida de un proyecto minero. Su abordaje conllevará necesariamente a implementar estrategias que a la vez garanticen “la preferencia en la contratación de mano de obra local” y “candidatos que cumplan los perfiles de puesto requeridos por la operación”. Ambos aspectos, pueden contraponerse en algún momento debido a las presiones comunales o a las urgencias operativas.

After completing a feasibility study in 1987, Niugini Mining Limited (NML) obtained five Gold Mining Leases within PA 632, covering the Mount Victor and Clarkes Ridge gold deposits. Reserves prior to mining were 260 000t at 3.63g/t Au for Mount Victor and 40 000t at 2.8g/t Au for Clarkes Ridge. Ore was mined from the two deposits by NML from November 1987 to January 1990. A total of 645kg of gold and 346kg of silver were produced from 198 000 tonnes of ore pro- cessed. Mining and milling operations ceased in February 1990. Since then, there has been significant progress in rehabilitating and revegetating the site. Plant and workshop facilities have been dismantled and removed from site, exposed parts of the pit have been landscaped and replanted, tailings water has been neutralised and discharged, and the dam filled. All remaining personnel and equipment left the site in November 1990. It is envisaged that the replanted areas will be rapidly revegetated, leaving little evidence of mining. Niugini Mining did not recoup the initial investment for Mount Victor, but the mine produced a positive cash flow and made a significant' financial contribution to the local communities and Papua New Guinea as a Whole.

Mineral commodity prices are subject to volatility over both the short and longer run – driving fluctuating operating margins for mining companies over time. Such market dynamics influence mine operating decisions depending on the interplay of company-specific and mineral market factors. The company factors include corporate financial strength and price-risk management strategy, as well as mining practices and methods at the operation level. The critical mineral market factor is the price of the ex-mine product. This results from underlying microeconomic and macroeconomic root-causes pertaining to mineral supply and demand, in addition to the activities of financial participants within commodity markets.Significant changes in commodity prices of an extended duration, either up or down, remain the principal influence upon mine economics – and therefore on mining practices too. Accurate and precise forecasting of commodity prices (and of relevant exchange rates) continues to prove elusive both to mineral economists and market analysts. Thus, at any given point in time, there are often widely differing price forecasts available for both the relevant commodity and currency. Companies as a result are unclear how to respond in practical operating terms to such price-side uncertainty – other than to manage incremental capital and operating expenditure. Typical company – and industry financier – responses to the difficulty in predicting future mineral commodity prices are to take measures to manage uncertainties in mining project revenues and costs. These operating practices are prudent – yet come at an economic cost: that is, lost revenue and margin opportunity is inevitable in any such system not easily capable of responding to price volatility in the market. The mine of the future will seek to capture this lost economic opportunity.
