As soon as the likelihood of American participation in the war was established, and in spite of the fact that we can produce almost as much as all other countries combined, the demand for prompt deliveries of iron and steel products from American factories began to exceed their utmost capacity, and, after fifteen months of practically full operation, has continued to do so. Therefore, it would seem worth while to review some of the aspects of the supply and demand for steel as well as the efforts that are being made to bring them into balance. It is still being debated as to whether the situation should be defined as a real shortage that will persist through the emergency period or as a temporary one than can be relieved by less drastic measures than a Government-sponsored program of expanding existing plants and building new ones.

THE Buchans ore bodies are located in central Newfoundland, three miles north of Red Indian lake. The townsite of Buchans was named after a Royal Navy Captain who, while attempting to make contact with the Beothuck Indians, camped in the area in 1820. Ore was first found at Buchans by a Mic Mac Indian, Matty Mitchell, who discovered one of the three small orebodies in the bed of the Buchans river. The Anglo-Newfoundland Development Company, which holds mineral rights in the area, developed the orebody, but was forced to give up the venture because of difficulties encountered in separating the various sulphides. The American Smelting and Re-fining Company developed a flotation process which was capable of economically separating and concentrating the various sulphides, and, in 1926, they took a long-term lease on the property.

"South Africa is a water-scarce country, rated as one of the 30 driest countries in the world. Worryingly, government expects water demand to outstrip supply as early as 2025. The South African government believes that substantial volumes of water can be made available through the reuse of treated mining-impacted water. Currently, however, large volumes of treated mining-impacted water are produced, often with no end use in mind other than discharge or disposal, when these treated effluents may have further uses in applications which are currently and unnecessarily using high-quality water. Treating the wastewaters to levels that meet ’fitness-for-use’ guidelines for alternative applications such as agriculture, sanitation, or industrial processes will reduce the treatment cost burden compared to potable water production. The primary conclusion of this review is that the most suitable option for re-using treated mine-impacted water is in agriculture, for irrigation of crops (food, forage, or energy crops), which currently and unnecessarily makes use of the majority of South Africa’s high-quality resources or potable water. Other findings include the realization that although guidelines and legislation for water re-use in South Africa exist and are readily available, they tend to be contradictory and confusing in many cases. It is imperative that these ambiguities and incongruities in the available guidelines and legislation for water re-use be clarified and updated swiftly IntroductionSouth Africa is a water-scarce country and is currently rated as one of the 30 driest countries in the world, with an average rainfall of 490 mm/a, approximately half of the global average. As an indicator of the degree of regional variability in South Africa’s water supply, it has been shown that 70% of all runoff is from approximately 20% of the land area. Regardless of the water scarcity faced in South Africa, our water conservation track record is poor, with an average consumption of 280 L/d per person, almost 60% more than the global average of 175 L/d per person. Around 40% of this allocation is utilized in watering lawns and gardens (Zhuwakinyu, 2017).The South African government predicts water demand to outstrip supply as early as 2025. On an international scale, the situation appears just as dire, with the United Nations High Level Panel on Water (HLPW) expecting a 40% water shortfall by 2030, which may affect up to 1.8 billion people based on current water demand trajectories (Zhuwakinyu, 2017)."

Intelligent systems (IS) technologies have received much attention in a wide range of process engineering applications including process operations. With the revolutionary progress in information and computer technologies applying the latest technologies in metallurgical complexes has become a serious challenge to both management and technical teams. Objects and components are changing the way everyone relates to their computer and networks. Goals of real time performance monitoring includes maximizing the profitability by maximizing production, improving efficiency, attending product quality, costs, maintenance, environmental and safety regulations. Designers must consider the greatly expanded desktop computing, Microsoft object technology, Internet and how to build these systems. This paper discusses some opportunities and challenges using objects, components in designing applications and integrating intelligent systems tools. Two examples using performance equations and IS technologies applied to mineral processing are presented.

Nowadays, stakeholders have a strong say to the enforcement of best practices by mining and quarrying companies. In most cases there is a direct relationship between sustainable development principles and best practices. Mining companies try to apply best practices in order to sustain their operation without lost time and effort to litigation, and other obstacles. However, when and where there is a lack of state or regional mineral policy, or when the mineral policy is fragmented and touching on conflicting laws, mining operations may be subject to additional administrative hassles, and, thus, operators feel threatened and tend to apply best practices loosely. This paper argues that the only way that mining and minerals operations can be a source of development is to ensure that they are working within the framework of sustainable development. Furthermore, in order to follow the paradigm of sustainable development they would need to be guided by a regional, national or even transnational (i.e. European) minerals policy.

During the summer of 1994, a new PID-based control strategy was installed on line B of the grinding circuit at the Kidd Creek Division of Falconbridge Ltd. Part I of this paper described the methodology used to select the appropriate control strategy using a phenomenological dynamic simulator. Part II presents the implementation of the control strategy. Prior to the controller installation, it was necessary to solve various problems related to the process, such as a cyclic behaviour of the rod mill feed tonnage, a problem related to the mill water source and the calibration of the flowmeters. Once these problems were solved, the control strategy was accomplished in two steps. Step 1 corresponds to the installation of control loops to regulate the pump box level and the cyclone overflow density. Step 2 describes the implementation of a loop to control the cyclone feed density. According to Part I, a loop to control the circulating load is also part of the original design. However, reasons are given to explain the rejection of this loop. For both steps, technical procedures such as filtering, process identification and controller tuning are detailed. Finally, the operator’s interface is briefly described.

Despite the current downturn, coal remains an important commodity in the Australian economy. Increasing coal resource development has resulted in increasing competition for land use in coal mining regions across the country with communities and other stakeholders becoming more adept at articulating their concerns regarding this competition in a range of traditional and social forms of media. In this environment, obtaining and maintaining a social licence to operate (SLO) is problematic and has been identified as the fourth greatest risk facing the international mining industry.This research presents the findings from a longitudinal study on how Australian newspapers frame the views of coal mining stakeholders across each stage of the coal mining life cycle. News stories from national, state and regional newspapers in 2000, 2006 and 2013 were analysed.Over the study period, there have been significant changes in the coal mining themes being covered by Australian newspapers, the number of stories being published, the number of newspapers covering coal mining stories, and the diversity of stakeholders being quoted. How do the dominant themes in media communication change over time? How do these changes impact mining across the life-of-mine?The research confirmed that Australian journalists use framing, priming, labels and bias to conceptualise and understand the events that they report, and that this behaviour has a profound effect on public opinion.CITATION:Worden, S, Kirsch, A and Kirsch, P A, ?2014. "Freeport-McMoRan’s Sierrita operations has two natural gas-fired molybdenum roasters for converting molybdenum disulfide into molybdenum trioxide. When these roasters were compared to other similar units within the company during a benchmarking exercise, it showed that increased throughput from the roaster units at Sierrita was possible. A team of site metallurgists, technical experts from other sites, and engineers from the Climax Technology Center was formed to study the potential in more detail. The team investigated many parameters in the roaster, including temperature profiles, roaster chemistry profiles, rabble and drop hole patterns, and operational strategies. The results of these studies and the associated throughput improvements are described in this paper. INTRODUCTION Molybdenum, a vital component for the steel industry, is typically found in nature as molybdenum disulfide (MoS2). MoS2 is typically recovered via flotation processes and is purified through leaching processes. While molybdenum disulfide is a commercial product, it is not the form of molybdenum that the steel industry requires. They require molybdenum in the form of molybdenum trioxide, MoO3. There are multiple ways to refine molybdenum disulfide into molybdenum trioxide. The primary method is the oxidation of molybdenum disulfide in a multiple hearth roaster. The chemistry of converting molybdenum disulfide to molybdenum trioxide is very favorable at increased temperatures, oxidizing the molybdenum through a range of exothermic reactions to ultimately produce MoO3. The chemical reactions that occur in molydenum roasting occur in three zones. These three zones correspond with four different reactions."

Equity investments and loans are made in oil and gas and mining projects by the World Bank Group (WBG) as one piece of a multi-faceted quest to reduce poverty. The Bank mandate to reduce poverty through private sector investments has been contested by civil society organizations, so the Bank has established an independent review, entitled the Extractive Industries Review (EIR) www.eireview.org. The EIR is reviewing, from the perspective of affected stakeholders, the impacts and benefits of WBG development policy. In this paper, we review the indicators used by the WBG, academics and others to measure the effectiveness of investments. We argue that currently used frameworks and indicators do not capture local or regional data sets, and instead focus on available and easily aggregated information at the national level. A case review of the WBG?s International Finance Corporation (IFC) and Multilateral Insurance Guarantee Agency (MIGA) investments and loans in Sub-Saharan Africa provide material data buttressing the argument. Poverty studies in the extractive industries have a long way to go toward measuring and accounting for dollars spent and invested. The paper concludes with a call for project level and regional indicators to track poverty alleviation. Data gathered for this research was funded in part by the Extractive Industries Review.

"New Brunswick Finance Minister John Baxter pulled something out of a hat for the mining industry in April, but there is a general concensus in the industry that he should put II back where it came from.The industry has never been in the mood f or progressive rate structures, but that is exactly what New Brunswick 's 1984 budget offers to this depressed sector of the economy.IntroductionThe Province of New Brunswick stunned the Canadian mining community in April with the announcement that the province' s 16% mining tax rate would be replaced with a progressive rate structure effective January 1, 1984 (Table I). The proposed change, contained in the bud get papers tabled by Finance Minister John Baxter on April 17, caught the industry totally by surprise. The move to a progressive rate structure was completely unexpected for a variety of reasons:• Generally speaking, relations between the province and the industry have been relatively good, yet the industry was apparently not consulted with respect to the proposed measure and had no indication that a change of th is nature was coming. This is in stark contrast to the mood which prevailed during the major revamping of the province' s mining tax regime in 1977: at that time, the industry was invited to contribute in advance to the province's plan for a new tax structure.• The new structure would appear to make th e province less competitive in terms of mining tax rates with Ontario , Quebec, and other provinces, despite indications in the past that New Brunswick is very cognizant of this competitive factor in formulating mineral policy.• A joint report in November 1978 by federal and provincial officials to federal and provincial finance and resource ministers, which was careful not to directly criticize Ontario and Quebec's progressive mining tax rate structures, recommended that provincial "" tax regimes be examined to ensure the inclusion of appropriate mechanisms to avoid the excessive taxation of cyclical type profit "" , and that ""the federal and provincial governments consider the concern over progressive tax regimes expressed by the industry and examine mining and royalty tax regimes and the income tax regime with a view to alleviating the effect of such regime on the aggregate marginal tax rate"". In this context, any move to a progressive rate structure would be viewed by many observers as retrograde."

"Historically, performance at Vale’s Clarabelle Mill was measured by Mill throughput and Mill recovery. After the economic collapse in 2008, a series of reviews were performed to drive improvements in business efficiency. These identified that product quality (e.g., concentrate grade, variability in concentrate grade) had a profound impact on downstream processes and suggested that improved control of these parameters would generate the greatest value for the customer (the Copper Cliff Smelter) and the company (Vale). Consequently, a movement was initiated to transform the Mill operating philosophy to consider customer needs as paramount. Systems and strategies used to drive the transformation are described. In 2011, an unexpected furnace failure resulted in decreased capacity at the Copper Cliff Smelter. In response, a two-stage change in production strategy was developed at Clarabelle. The first stage was to modify the ore blend feeding Clarabelle so that the concentrate grade could be significantly increased with minimal impact on recovery. The second stage was a circuit modification to ensure the elevated concentrate grade could be sustained. Execution of the first stage was complete five days after the failure and the second stage was complete within 10 weeks. Steps involved in each stage are outlined and the overall benefits are presented.INTRODUCTION Clarabelle Mill is located in Copper Cliff, Ontario, Canada (approximately 350 km north of Toronto). The Mill treats copper (Cu) and nickel (Ni) sulphide ores. The primary diluents are pyrrhotite (Po) and non sulphide gangue rock (Rk). The process description of the circuits at Clarabelle is documented in the paper by Taylor, Doucet, Blanchette, Barrette & Lawson (2012) in this Proceedings and will not be repeated. The Mill treats ore containing Cu, Ni and platinum group elements (PGE’s) and produces two concentrates; a Cu concentrate and a bulk Cu/ Ni Concentrate (referred to as nickel concentrate). The Cu concentrate is sold to market while the Ni concentrate is thickened at the Mill and pumped to Vale’s smelter complex in Copper Cliff Ontario for further processing. Since commissioning in 1971, Clarabelle Mill has undergone many circuit changes to suit the changing needs and wants of our customers, both internal and external. The Mill processes ores of varying quality, based on mineralogy and size and until 2009 the Mill daily performance was primarily based on throughput. The second key performance indicator (KPI) of “good” or “bad” performance was quality of the concentrate and third; Mill metal recoveries. There were other plant level KPIs such as flotation feed grind size, slurry densities and mass flows to the separation circuit, but for the most part each day was good or bad depending on how many tons were processed through the Mill."

Keywords: Furnace, decommissioning, care and maintenance, re-start, funding, nickel Bindura Nickel Corporation (BNC) operates two nickel mines, and treats concentrates from these mines as well as toll concentrates from the region around its Bindura Smelter and Refinery (BSR) complex. At the smelter, concentrates of at least 5% nickel content are blended and dried to 4% moisture in a coal-fired rotary kiln. Matte smelting of concentrate is carried out in a six-in-line electric arc furnace, where the furnace slag is granulated and discarded. Furnace matte is transferred via ladles into Peirce-Smith converters, where, after granulation, a leach alloy containing 68%Ni, 20%Cu, and 6%S is produced. Converter slag is recycled via the matte-smelting furnace. The onset of the global economic recession towards the end of 2008 resulted in a collapse of metal prices, worsening the local situation that was already marred by unfavourable macro-economic conditions in Zimbabwe. As a result, BNC mines were put on care and maintenance in November 2008, followed by Bindura Smelter and Refinery in February and March 2009 respectively. The business environment has since changed, and BNC is getting ready to re-start the plant. This paper describes the decommissioning of the Bindura furnace, asset preservation during the care and maintenance programme in the past two years, and preparation for starting up of the Bindura smelter in the near future.

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2 ) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs' estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

Powell Bend Mine, located in Bastrop County, Texas, is owned by the Lower Colorado River Authority (LCRA). The mine is operated under contract by the Powell Bend Mining Company (PBHC), an affiliate of Pittsburg and Midway Coal Mining Co., and produces 210,000 tons of 6500 BTU/LB lignite per year for LCRA's Fayette Power Project near La Grange, Texas. PBHC operates the surface strip mine one shift per day, five days per week with a total of nine employees; six operations/maintenance and three office/supervision. The mine's productivity in 1988 averaged 100.3 tons per manshift using an l8-cubic yard dragline to uncover the lignite. Delivered cost to LCRA, F.O.B. mine, is $6.11 per ton, which includes water control and final reclamation.

The geologist is often called upon to give judgment on the possibilities of reviving a former mining field presumably worked out as far as the evidence then available indicated. From time to time, scarcity and consequent high prices of metals has led to there-examination of many old fields. The possibility of resuming investigation on them where the practical miner ceased work, even where he had the aid of the trained geologist, has long since disappeared.Means of access to mines have been removed and water fills the workings. Hence an indirect mode of attack becomes essential.This method depends mainly on past history, and may be described as a reaching out by faith supported by shrewd guessing from the known to the unknown. Apart from whatever general intelligent observations may be made in situ of the evidence of former mining activity, the method depends largely on the examination of the past history of the field as revealed in the official records, company reports, plans of underground workings, local newspaper accounts, and the testimony of practical miners formerly employedon the field, the' reliability of which has to be carefully sifted. The matter derived from the examination of these sources must next be rigorously collated and correlated where possible. When the review of all individu!1l features and aspects has been completed, tentative and speculative conclusions may be drawn which, though not verifiable before the event, will usually prove to be more serviceable guides in exploratory operations than mere "blind stabbing."As an actual illustration of what is involved in the mode of procedure outlined above, the following is the description of an investigation in which the writer took part.In 1937, during the course of the Commonwealth Aerial, Geological and Geophysical Survey of Northern Australia, a detailed geological investigation was undertaken of the Croydon gold field, situated near the south-eastern. extremity of the Gulf of Carpentaria in North Queensland.The history of the field briefly is as follows: It was discovered in 1885, reached its peak of production 1896, declining thereafter till 1906, when operations ceased. The total production was about 1,000,000 ounces of gold bullion, containing approximately 40 per cent. of silver. The gold bullion was won from flat-dipping quartz reefs, which yielded an average of 2.oz. to the ton, and the maximum depth to which production occurred was 500 feet. Subsequent prospecting below this depth failed to locate further ore.In consequence of the inaccessibility of the mines and the almost total masking of the' surface by alluvium, the investigation of future possibilities became largely an. office ,study, which was conducted under the following headings:-1. The Lime Creek study area lies 100 air km east of Boise, and 70 air km northeast of Mountain Home, Idaho. The eastern boundary of the 28,000-hectare, east-west-elongate study area lies 0.2 km west of the 3,077-m-high Smoky Dome. The area is mainly underlain by Cretaceous granitoid rocks of the Idaho batholith. No mineral resources were identified, but two mines and one prospect were found in the study area. At the President and the Last Chance mines, in the southwest corner of the study area, gold mineralization occurs along steeply dipping east-northeast-trending faults and associated quartz veins, and within adjacent Cretaceous granitic rock. The mineralized material is not rich enough to mine underground, and near surface, open-pit-mineable deposit areas could not be identified. The third prospect, the Ventura, is within altered pink granite of probable Tertiary age, but metal concentrations are very low. Geothermal activity was not observed within the study area, but hot springs do occur in the Vicinity. Bedrock observed is only suitable for the most basic high bulk and low end value applications, such as crushed aggregate. Numerous sources for crushed stone occur closer to markets. Alluvial concentrate (placer) samples did not contain free gold, and no substantial alluvial bars were seen; deposits were too small to contain resources.

Land access and tenure certainty for exploration and mine development is absolutely critical to the foundation of a healthy, sustainable and environmentally-sound mineral exploration and mining sector. Without certainty, mineral exploration will be severely eroded, resulting in reduced possibility of discovering and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by First Nations and the mineral sector can provide this increased business certainty and social and economic benefits for local First Nations. As a sector, we face many challenges in regard to building relationships with First Nations. The root solution to addressing these challenges lies in recognizing and understanding the unique cultural differences that exist between indigenous people and the business community. From the Canadian perspective, the First Nations culture differs vastly from non-Aboriginal culture. It is equally as imperative that cultural differences be acknowledged and respected at home as they are when seeking business opportunities in other countries. The traditional “business” approaches and relationships that one understands and incorporates with one’s contractors, legal counsel, investors and Board are generally not be the best approach for the introductory and subsequent meetings with indigenous peoples. This paper is written from the perspective of my experiences accumulated over the past ten years, first as Manager of Aboriginal Affairs for one of the largest forest companies in British Columbia and now, as President and CEO of the Association for Mineral Exploration BC (AME BC). My opinions are not necessarily endorsed by AME BC. Before the gritty issues of consultation and benefit sharing are dealt with, it is worthwhile to clear up the confusion surrounding terminology. “Indigenous Peoples” is used in a global context; “Aboriginal Peoples” is used in the Canadian context therefore includes Métis, Inuit and First Nations Peoples. The term “First Nations”, in the context of British Columbia, perhaps has its roots in the fact that treaties have largely not been settled. Therefore it is important to reaffirm that British Columbia was not discovered. First Nations have resided in British Columbia since time immemorial.

The mining industry is constantly in a state of flux -boom or bust; mine openings and closings. Part of the reason is the nature of ore deposits -they are there or they are not. Once they are mined, they are reclaimed and the move is on to the next deposit. Risks are usually high, and payoffs can be great or not so great. Many factors go into making a property payoff, and mining companies are continually searching for ways to remain profitable as long as possible. Computers and the people who can make them work are one of the ways available to improve productivity and ensure this happens. Computers have been used in the mining industry for the last 30 years (and more in a few cases). During the past 10 years, the explosion of micro-computing has changed how many mining companies do their work.
