The Black Hills Mineral Atlas briefly summarizes all pertinent date available on the mines and mineral deposits in the Black Hills that have been explored, developed, mined, or located. The purpose of the atlas is threefold: First, from available date the general potentialities of the Black Hills region can be determined, although it is not possible to calculate actual ore reserves; second, it will provide the necessary basic information regarding a given property or commodity for further detailed study; and third, the compilation is a comprehensive directory of Black Hills deposits.

This report describes the design and implementation of UHF radio and closed-circuit television systems in the Black River room and pillar limestone mine near Butler, Pendleton County, Kentucky. Prior to designing the radio system, measurements of signal attenuation on 812 and 466 mHz were made in the slope tunnel and in the straight and level crosscuts in the mine. Two distributed antenna systems fed by two sets of base stations provide approximately 75o coverage of the mine. Passive reflectors are used for extending signals into intersecting crosscuts and two-way signal boosters will be used to extend signals to the perimeter and obstructed areas of the mine. Fourteen mine vehicles were equipped with mobile radios equipped with digital identification, alarm and status encoders. Fifteen portable transceivers also were used. Six closed-circuit television cameras provide surveillance of critical transfer points of the belt conveyor system, and the loading dock at the base of the slope and an ash disposal area in the mine. Two-way radio communication and closed-circuit television have saved considerable man. hours, increased production, reduced maintenance costs and enhanced safety. Innovative developments were the use of passive reflectors and two-way signal boosters for extending signals into intersecting crosscuts, development of lightweight signal margin measuring equipment, modifications of mobile digital encoders to automatically send status information from mine vehicles such as numbers of loads of ore delivered, hot engine, etc., and the use of CATV technology for multiplexing audio, digital and video signals onto coaxial cables from the surface to the mine.

The U.S. Bureau of Mines has been conducting a series of rock mechanics investigations at the Lucky Friday Mine in the Coeur d'Alene Mining District of northern Idaho. The present study uses rock deformation measurements to validate and calibrate a geomechanical model of the experimental Lucky Friday underhand longwall (LFUL) stope on the 5,100-ft level of the Lucky Friday Mine, Mullan, ID. The calibrated three-dimensional, finite-element model and measurements of rock mass displacement show a correlation of 0.795. The calibration reduces rock mass modulus to 14 to 17 pet of laboratory values and rock mass strength (with an energy rule) to 37 to 41 pet of laboratory values. This model suggested that stress-related ground control problems would be encountered west of the stope where the vein makes a right-angle turn and then splits. Rock burst activity was concentrated in this area during mining of the LFUL stope.

Mining and metallurgical processing companies that have adopted the principles of good environmental management often find it difficult to carry out an environmental assessment that yields meaningful opportunities for improved performance. This topic was investigated by means of a case study of a South African Base Metal Refinery (BMR) producing primarily nickel. A process-based Life Cycle Assessment (LCA) was carried out on the refining process, with the environmental impacts related to the production of reagents and utilities forming part of the assessment. The lifecycle inventory (LCI) was based on plant operating data spanning 31 months of production, from which a baseline environmental profile could be generated and interpreted to indicate the main sources of potential environmental impacts. Consequently, opportunities for improved environmental performance could be identified from the LCA model, which expressly related potential environ-mental liability to specific sub-processes in the assessed industrial operation. The on-site steam plant was found to be the primary source of potential environmental impacts in most of the impact categories considered. In closing, the paper discusses some of the limitations encountered in use of the LCA method. Constraints on the mineral industry are best treated as issues that have to be understood and managed in partnership rather than in conflict with communities. TheZapopan development at Mt Todd in Australia and the Martha Hill development at Waihi in New Zealand are but two of many recent successful examples at the local level.   However, at the national level, the issues are more complex and more difficult to resolve because the most influential stakeholders are now the urban electorates and governments defer to their perceptions when making decisions and policy. In the developed countries, government policies for the development of mineral resources have been progressively eroded since the early 1970s. At the same time policies for the environment and for native land rights have generally been carried out in a way that has reduced access to minerals and increased the cost and risks for prospectors and developers (Hancock, 1995). Since the end of the Cold War, the lesser developed countries (LDCs) have introduced policies to attract investment in their mineral resources that remained undeveloped under previous unstable or hostile regimes. The increased attraction of these LDCs and the decreased attraction of the developed countries has caused many Australian and North American companies to outlay increasing proportions of their budgets and capital investment in the LDCs.   Significantly, LDC policies for environment protection do not discourage exploration and mine development, Surveys of the relative appeal of the LDCs and the traditional mining countries of the developed world, rate Chile, Argentina and Indonesia ahead of Australia and Canada in terms of risk, delays and ease of doing business (Australian Mining Monthly, February 1994).

Exploration for gold .deposits on Hispaniola has taken place sporadically over the years but has expanded in the past decade. There are veintype, disseminated, alluvial and elluvial deposits. Investigations were previously undertaken in Haiti by combined Haitian, Bureau of Mines, and UN geological teams at Grand Bois Limbe(Milot) and Cap Coq areas. Later studies were conducted at the Miches and Moncion districts. Gold occurrences were reported in quartz, silicic-barite veins and gossans. An important deposit ?at Pueblo Viejo is? a disseminated type where extraction is taking place in the oxidized zone. Exploration by Japanese and West German firms with local geologists are described in this paper together with Pueblo Viejo, Miches, Restauracion, Milot, and Meme ?areas where occurrences are known. Copper deposits with associated gold va1ues are also described. These include vein deposits in Central Cordillera and disseminated deposits at Terrier Rouge and Blondin.

BASED upon an instrumental improvement, a new development has taken place in the art of electrical prospecting, and some remarkable results have already been obtained with regard to potential exploration. In order to visualize the importance of this development, it is deemed advisable to review briefly the fundamental facts about potential surveys. Potential exploration may be carried out qualitatively or quantitatively. Qualitative investigations are made by determining and plotting on a map points of equal potential, whereby any anomalies are revealed, without, however, much clue to their magnitude. Quantitative investigations determine the variations of potential or potential drop, and thus show not only the location of the anomalies, but also their magnitude. Figs. 1 to 6 illustrate the influence of simple types of ground inhomo-geneities, assuming one effective exciter potential only. Such a condition can be closely realized by connecting an electric current source to two electrodes, one of which, is located at a great distance. Assuming uniform ground resistivity, the resultant potential distribution may be represented by concentric spheres. Any change from the normal condition causes a characteristic distortion of the spheres, which becomes different for different types of resistivity variation. The series of Figs. la to 6a illustrates schematically results of qualitative investigations and series 1b to 6b results of quantitative investigations. Figs. 1 and 2 picture the well-known case of local resistivity variations normally encountered in ore prospecting. Figs. 3 and 4 show the reactions caused by more or less vertical resistivity contacts and Figs. 5 and. 6 refer to the problem of ground-water and bedrock investigations where the resistivity contact is horizontal or nearly so. It is evident from Figs. 5a and 6a that qualitative measurements do not permit an identification of such general geological features as widespread horizontal strata, because the resultant contraction or expansion of the equipotential circles at the surface cannot be recognized without quantitative determinations. On the other hand, qualitative measurements are well suited for the exploration of local or lateral resistivity

The Mining Foundation of the Southwest (MFSW), located in Tucson, AZ, will hold its 16th annual American Mining Hall of Fame Awards Banquet Saturday, Dec. 5,1998. The Hall of Fame recognizes outstanding contributions to the mining industry by selected individuals and industry partners. Each year, one living award recipient and up to two mining history honorees are chosen by the , Hall of Fame Committee and the Board of Governors of the Mining Foundation. In 1989, the Mining Foundation initiated a Medal of Merit to recognize outstanding individual, technical and professional contributions to the mineral industry. In 1995, an award was created to recognize contributions made by companies and organizations in partnership with the mining industry. This year's inductee, guest of honor and featured speaker will be Charles G. Preble, president and chief executive officer of Southern Peru Copper Corp. He is being recognized for outstanding performance as an executive of an American company operating under difficult circumstances in a foreign country. The Hall of Fame will induct H. Myles Jacob, former chairman and CEO of Inspiration Copper Co., for innovation and farsightedness in matters pivotal to the cop- per industry of his time. In addition, John Cromwell Lincoln, former president and chairman of Bagdad Mining Co., will be inducted for his outstanding contributions to the American mining industry. These contributions include metallurgical research and development of the Bagdad Mine as well as pioneering innovation in the electrical industry. Medals of Merit will be awarded to David N. Skillings, editor and publisher of Skillings Mining Re- view, for his dedication and support of mining interests. J. Ruben Velasco Rodriguez will also receive a Medal of Merit. He is economic geologist, professor and former secretary of the board of directors and secretary general of Compania Minera de Cananea. His medal is for fostering excellent relations between Mexico and the , United States in mining geology and management and for advancing the professional development of others in the field of earth science. An Industry Partnership Award will be presented to Stephen Bechtel and the Bechtel Corp. in recognition of Bechtel's 100th anniversary and the company's outstanding service to the mining industry. Let me open my remarks this morning by stating how we as legislators and as natives of the western coal-producing states feel about our role in becoming one of the major producers of coal-related energy and chemical products is similar to the groom at his shotgun wedding. We are apprehensive, to say the least, as to the ultimate outcome. We do not have complete freedom of choice. It will certainly change our quality of life. We are concerned about the increase in population, but are realistic enough to recognize that we are forced to go through with the marriage. Other alternatives could be worse than the bride. Also, we were aware that this could occur, but we did not plan on it being this sudden. Or, put another way, we have two groups advising us that our choices are cattle or coal, food or fuel, pollution and people or pure air, wheat or gas, clean water or prosperity, noise or solitude.

Abstract The degree of cathodic protection of steel and the anode corrosion rate were determined when anodes and waters of different compositions were used at temperatures similar to those in domestic hot water tanks. Twenty different anode materials, sixteen of them magnesium-zinc-aluminium alloys, were immersed in six different synthetic waters resembling those to be found in various parts of Canada. The results showed that (1) both the degree of cathode protection and the average anode corrosion rate are affected materially by the composition of the anode material and of the water; (2) poor cathode protection is associated with low anode corrosion rate; (3) when the cathode is fully protected, the anode corrosion rate may be comparatively low or comparatively high, depending upon the composttion of the water; (4) an important relationship exists between the magnesium content of the preferred anode and the composition of the water; (5) the degree of protection is increased as the SO4 + Cl concentration of the water is increased and thus as its specific resistance is decreased. Introduction Fairly recently, the use of the active metal magnesium for the cathodic protection of less active metals has received a considerable amount of attention. This interest has been stimulated by the fact that the wartime demand for magnesium was greatly in excess of the present peacetime demand and there is a natural desire to continue operating the large magnesium plants which were built during the war. Information regarding the use of zinc and aluminium for this purpose also has been published. There is a great demand for domestic hot-water tanks which will resist corrosion satisfactorily. This problem is rather complex in view of the fact that the composition of the water used in such tanks varies greatly and depends upon the locality. The present investigation deals with the effect of water composition and anode composition on the cathodic protection of steel under conditions approaching those which exist in hot water tanks.

Cyanide leaching of two West African gold ores was studied in multiple laboratories to provide process-engineering data for plant design purposes. Unusually slow leach extraction kinetics were observed using routine cyanide leach test procedures with pregnant solution monitoring. Carbon-in-leach testing, however, showed normal rapid kinetic behavior, with the same ultimate gold extractions being reached in much shorter elapsed times. Kinetic curves based on washed solids assays also exhibited more typical leaching characteristics. The results bore all the hallmarks of some equilibrium inhibition of the leaching. It was surmised that ore gangue components were responsible for weakly adsorbing gold-cyanide complex reaction product, thereby holding up soluble gold in the solid phase. The term ?preg-borrowing? was coined to describe the reversible phenomenon and distinguish it from irreversible preg-robbing. The two ores investigated may represent an extreme form of a more general effect that in most instances might pass unnoticed. The effect can lead to misinterpretation of kinetic leach curve data and underestimation of calculated ore head grades.

The 1996 Arizona Conference was held in Tucson on Dec. 8 and 9. Attendance was 648, a 12% increase from the 1995 conference. The annual conference is organized by the Arizona Conference Board of Directors, representing SME sections from throughout Arizona and adjacent areas. In addition to those representing mining and processing operations in the Arizona region, the meeting was well attended by interested parties from throughout North America. These included vendors, consultants, academia, research organizations and corporate management. The technical program highlighted the meeting. It consisted of a keynote address and morning and afternoon technical sessions. In the technical sessions, 23 papers were presented by the mining, hydrometallurgical, smelting, geology and mineral-processing divisions. The conference was then capped by a banquet that included a talk by a noted economist. Keynote address The program was kicked off by a keynote address titled "Forecasting for the 105th Congress," by Rep. John Shadegg (R-AZ). He was elected to Arizona's Fourth Congressional District in 1994. Shadegg serves on the House Budget Committee, the Resources Committee and the watchdog Government Reform Committee. He stressed the familiar conservative positions of reducing government spending, balancing the budget and states rights. As a member of the House Resources Committee, Shadegg stated his support for the mining industry. Technical sessions Mining division. Two of the five presentations described developments at two Arizona mining operations. T.J. Swendseid of Phelps Dodge presented a paper titled "New developments at Morenci" and P. Garretson of BHP presented a paper titled "Startup of the Robinson Project." Morenci continues to expand its operation and recently broke records for production. Other developments at Morenci included the completion of a 600-m (2,000-ft) drainage tunnel and stockpile rehandling. In addition, Phelps Dodge moved Morenci's crusher plant. It was completely disassembled and reassembled in just eight days. Another interesting presentation was "Predictive maintenance techniques for large electric shovels at Cyprus Sierrita," presented by T. Ritzel of Cyprus Amax. The presentation described high-technology methods for predicting maintenance problems. These methods included vibration analysis, ultrasonic detection, infrared thermography, electrical measurements and tribology (the science of lubricant evaluation). The benefits of these techniques are reduced downtime of the equipment, as was demonstrated in case studies at the mine. The other presentations were "Introduction to NOSA 5-star safety program," by R. McKinnon, BHP Copper North America, and "A new design guideline for mine sealing," by K. Fuenkajorn, Rock Engineering International. Hydrometallurgical division. The hydrometallurgical session consisted of five papers. These included a presentation titled "Recovery of gold and silver using guanidine-based extractants," by M. Vining of Henkel Corp., Tucson, AZ. In this presentation, guanidine-based extractants LIX-79 and AURIX resin were introduced. LIX-79 was shown to have applications in copper-gold and high silver ores. In ammonia-cyanide leaching, AURIX was shown to be more selective in CIL vs. RIL comparisons. Other papers in the hydrometallurgical division included "Application of cobalt in the copper industry," by J. Hawke, OMG Apex Inc.; "Series parallel conversions and production gains at Cyprus Miami Mining's dump leach and solvent extraction operation," by E. Bilson of Cyprus Amax; "Lead alloy anode corrosion at the San Manuel SXEW tankhouse," by W .M. Gort of BHP Copper and "Hydrometallurgical treatment of copper refinery slimes," by B.C. Wesstrom of Phelps Dodge. Smelting division. Three papers were presented in the smelting division session. These included updates and reports on improvements at the Hayden, Hidalgo and BHP San Manuel smelters. For example, W.A. Dutton of Phelps Dodge presented "Recent improvements at the Hidalgo Smelter." These changes were aimed at reducing environmental emissions and increasing production. They included modifications to the fugitive-gas collection system to reduce particulate emissions, rubber lining the acid plant scrubbers to reduce corrosion and the installation of a cold lime softening system for water treatment. Equally interesting papers were presented by D. Norton of Asarco, Hayden, AZ, in a paper titled "Update of the Hayden smelter process," and by D. Jones of BHP Copper, San Manuel, AZ, in a paper titled "Update on first campaign of the BHP San Manuel Copper." Geology division. The session began with a paper that outlined the progress of an exploration project in South America. "The Pierina exploration project, Ancash Province, Peru" was presented by J.D. Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation. "The 1980sfor the mining industry can be characterized as the survival of the fittest. High interest rates, low commodity prices, foreign subsidized competition and decreasing ore grades have contributed to a streamlining of the domestic mining industry in the United States, leading to the shutdown of operations or large cutback of work forces. The purpose of this paper is to look at the impact of a layoff on the employees of what was once a major uranium producer in south central Wyoming, twenty months after the final layoff and mine shutdown. INTRODUCTIONDecember 19, 1985, was the date of the final of three successive layoffs over a two-month period, leading to the complete shutdown of Petrotomics Company, a subsidiary of Getty Minerals Company. The final shutdown was due to a combination of depressed U3O8 prices and the takeover of Getty Oil Company by Texaco in January 1984.The layoffs affected 104 employees and included mine personnel, mill personnel and staff. Both hourly and salary workers were involved. The operation was considered non-union, however, a few mill hourly employees were unionized. At the completion of the layoffs. only a handful of employees remained for administrative and miscellaneous functions.For Getty employees, the terms of the merger agreement provided a generous level of separation benefits. The terms that were insisted upon by Mr. Petersen, Chairman of the Board for Getty Oil, stipulated that employees receive one month of severance pay, for each full calendar year of employment up to a maximum of two year's pay. This was the forerunner of what is now commonly known as the ""tin parachute”. All but the union employees of Petrotomics received these separation benefits. Union employees were covered by their separate, less generous, contract.Much of the literature that has been published in recent months has centred around the effects of layoffs on remaining employees, or the psychological effects on the severed employee. This study will emphasize the economic impact and ramifications due to a layoff, using the Petrotomics employees as a case example."

PNEUFLOT® technology has been applied for the past 20 years in coal, ore and other minerals processing plants. During the last two years this technology has achieved a breakthrough with some 42 units being sold signifying a rising trend. »Humboldt Wedag Coal & Minerals Technology« has performed extensive research and development work over the last five years. The results of which were used to design a new fourth generation aerator. Humboldt Wedag, through its association with EKOF, can offer a holistic solution encompassing both flotation equipment and reagents. It is the only company in the world able to offer such a package. The association with EKOF strengthens the Humboldt Wedag product offering, especially as the company in-troduced pneumatic flotation cells to the South African market in the form of the PNEUFLOT®. Before starting pilot scale test work, a mineralogical analysis has to be carried out to determine the mineral com-position as well as the liberation grade. HW-CMT works together with independent institutes. Different reagent regimes can be tested in laboratory scale. Pilot machines, each packed in a 20? container, are available to carry out extensive test work at customers? processing plants. A group of engineers from HW-CMT is involved in the pilot test work. The flexible pilot machines are designed to cater for coal, ores and other minerals. The small feed rates of 7 ? 12 m³/h only means the pilot machines do not disturb the operation of process plants. Batch tests have to be carried out to determine the numbers of PNEU-FLOT® stages. New applications in iron ore, copper ore, platinum group minerals, rock phosphate and potash were suc-cessfully tested in the last three years. In applications where the feed material is very fine, PNEUFLOT® technology is able to achieve high recoveries with particle sizes where conventional technology failed.

Subsurface injection of liquid and slurry-type industrial waste is being used as a means of waste disposal. This survey conducted by the Bureau of Mines shows that the method can be economically and environmentally attractive if the proper precautions are taken, especially when the alternative is cursory treatment and discharge at the surface. Attention is called to petroleum technology and experience that can be applied to subsurface waste injection. Part 1 of this report is a discussion of the general aspects of subsurface waste-injection systems. Part 2 is a general discussion and review of the literature concerning the geologic formations available for injection in the United States. Part 3 is a discussion if 15 case histories including information on the source and nature of the waste and the geology, surface equipment, well completion, and operation of the systems.

A STUDY of subsidence and ground movement in the copper and iron mines of the upper peninsula of Michigan has been made by W. R. Crane of the United States Bureau of Mines and published as Bulletin 295 of 66 pages and 49 illustrations. As a result of subsidence, the country adjacent to the mines and over- lying the mine workings in this district is often broken to such an extent as to affect its value; mine shafts and development openings are occasionally so damaged as to be rendered useless, and water can enter the workings through fractures and cave-ins. The problem is more serious in the iron-mining districts, where villages and towns not owned by the operating companies have grown up around mining operations.
