The New Mexico Department of Transportation (NMDOT) and the Federal Highway Administration (FHWA) have let a contract to Sierra Blanca Constructors for a design / build contract along 38 miles US 70 in Lincoln County, New Mexico. The project will improve safety of travel along the corridor and facilitate the adopted economic development goals of the state. Proposed improvements include widening the existing highway from two lanes to four lanes, providing left turn lane options at selected locations, improving access for businesses and residences, aesthetically enhancing retaining walls, improving storm drainage and replacing the existing pavement with a 30 year mechanistic imperialistic perpetual pavement design. The US 70 Hondo Valley highway project is situated in a narrow valley with steep limestone walls, passes along a Scenic Byway and numerous historic ranching communities with structures that date back three centuries. The scope of work included requirements to monitor and mitigate blasting, noise, and vibrations. The contract was very presumptive with regard to blasting design and procedures. These included visual impact mitigation to treat and stabilize slope cuts, the Migratory Bird Treaty Act protecting roosting and nesting birds from airblast, and the protection of historic and cultural features such as acequias, wells, and structures. Public involvement affecting the rock blasting design has come from citizen task forces and committees concerned with highwall aesthetics and preserving the scenic byway and cultural resources. Constraints placed on the blasting program from agencies and the communities are often at odds. For instance, blasting must produce stable yet natural-looking walls to preserve aesthetics. Restrictions have been placed on pre-splitting and smooth-wall blasting yet safe slope are of the highest priority. This paper presents details of the design/build process undertaken by the contractors to conduct blast rock in an environmentally sensitive region. Blast designs consistent with good construction practices and used to comply with the many federal and state highway stipulations are described.

SINCE 1934 there has been a marked revival of interest in the Porcupine district, especially in the eastern portion of the area, where exploration on the property of Pamour Gold Mines has indicated the presence of extensive gold-bearing deposits. Owing to the prevalence of overburden and the limited amount of exploratory work that has been done, little information is available as yet concerning the distribution and structural relationships of the rocks in the area to the east of Porcupine lake. In order to throw some light on the structural conditions in this section, a brief discussion of the sequence and character of the formations in the better known, producing section of the camp has been included. It should be emphasized that this paper is a preliminary study and that, consequently, the conclusions expressed should not be regarded as final. The writer wishes to acknowledge his indebtedness to P. C. Benedict, whose study of the geological relationships on the Foley-O'Brien property has made possible a fuller understanding of the structure in the central portion of the area. Scrap electrical and electronic appliances, so called "E-waste", are not a present target to be collected and recycled under Japanese regulations. This material, however, contains considerable amounts of base, precious, and rare metals and it is necessary to recover these elements for maintaining stable supply and establishing "the society of environmentally-sound material-cycle". This paper describes recent trends of rare metals recycling in Japan and technological approaches to achieve the above objective. Also a research work to concentrate rare metals from the printed wiring boards by combining brand new comminution and physical separation methods is discussed.

The object of this paper is to present for your consideration some of the present-day trends of safety practice in the coal mines in the United States and Canada. Coal mining at its best is a hazardous occupation. Men must be experienced miners in order to appreciate the existing hazards and must remain ever conscious of them if they are to work safely. The question is often asked whether our efforts for increased safety are showing results. So often it appears that strides are made for a period of a few years in the reduction of fatalities and lost-time accidents only to have all ground lost by an unfortunate year, after which progress is commenced again only to have a repetition of the same thing. Table No. 1 is an answer to this question. It shows the fatality rates over the last two decades in the coal mines of the United States and Canada. These are given in divisions of five years. The general trend is noticeably downward, exceptions being due to explosions or disasters which claimed an unusually heavy toll of life. These last are certainly not as common today as they have been in the past. It is only reasonable to suppose that this trend towards a lower fatality rate is the result of well directed safety effort. Reliable statistical organizations have offered figures to the effect that only 15 per cent of all accidents can be eliminated by the use of mechanical safeguards. The state of mind of the man involved, or his attitude towards safety, commonly called 'safety-consciousness,' is the controlling factor in the prevention of 85 per cent of our accidents.

Thin seam mining presents unique challenges when management or economic conditions require significant productivity increases. These challenges are increased depending upon the presence of various external factors such as labor unions, Federal and state regulations, and market characteristics. This paper explores the turn-around situation occurring at Tanoma Mining Company (TMC), a medium-sized underground coal mining company in central Pennsylvania, USA. Using a systematic approach of improving management controls and direction, labor relations, and communications, coupled with an intensive upgrade/rebuild/replacement program for equipment and systems used at the mine, TMC has begun reversing its' cashflow position from negative to positive within two years.

THE heavy shrinkage in the production of bituminous coal has reflected adversely in the matter of tonnage produced by stripping arid mechanical loading machinery. The purchase of stripping and underground loading equipment has likewise been circumscribed. How- .ever a growing percentage of bituminous coal is being loaded by stripping and mechanical loading machinery. This situation is due to the fact that numerous strip pits were able to operate in Illinois and Indiana when under- cover mines were subjected to labor interference, a further advantage gained by their ability to produce and market coal at a price below that of the undercover mines. The mines equipped with mechanical loading. apparatus have enjoyed more continued operation for the double reason that the companies using coal-loading machinery are, generally speaking, more substantial and in better financial condition than many of the smaller properties who maintain hand-loading methods, and the market advantage due to lower production costs also reflects to the advantage of the undercover mines using mechanical loading equipment. Where a number of mines are con- trolled by one company, those not equipped with loading machinery and suffering from higher producing costs have often been closed, with the available tonnage concentrated in the more modernly equipped mines.

A stronger U.S. economy stimulated the domestic mineral sector in 1994. Metals demand was spurred by robust U.S. motor vehicle sales, while demand for major industrial minerals rose in response to highway and building construction. Domestic mineral and material demand is expected to increase in 1995, particularly if interest rates do not restrain the building industry and international monetary exchange rates remain advantageous to U.S. automobile manufacturers. Additional information on events, trends, and issues in the mineral and material sector is presented below and in the commodity sections that follow. Overall Performance Processed materials of mineral origin produced in the United States during 1994 increased to an estimated value of $360 billion. Domestic output of raw nonfuel minerals in 1994 was estimated at $34 billion, about 6% more than that of 1993. The value of U.S. minerals production has increased in 29 of the last 34 years.

THE PROBLEMS AND POSSIBLE SOLUTIONS Toward the end of the 19th century, American industry began a drastic reorganization. The many, small, often-regional firms were supplanted by large national corporations-often produced by mergers among the existing firms. Giant companies appeared throughout American industry and many of them were engaged in the mineral industries.a The largest combines, by far, to emerge during the period were United States Steel and Standard Oil. Long before the restructuring had run its course, widespread concern arose over the process of concentration. Efforts were made to control, if not stop, the transformation. The concern produced the Sherman Antitrust Act of 1890 and the first of many federal regulatory agencies-the Interstate Commerce Commission (see Refs. 24, 31, 42). The basic objectives of these policies remain unclear to this day. The crucial issue is whether the goal is primarily to insure development of a more competitive economy or to preserve a social structure leaving more scope for small businesses. Complications arise from difficulties in agreeing upon the meaning of these terms. Studies of the early years of the antitrust movement suggest that it involved no particular concern over the mineral industries. Objections were directed at big companies in general. To be sure, the conservation movement arose in roughly the same period and did stress the evils of monopoly control of minerals. However, direct, continuing influence of conservation policy on antitrust is not apparent. Many of the most important antitrust cases, nevertheless, involved minerals. This, of course, may be sheer coincidence; the choice of cases has never followed any obvious pattern. Certainly, no simple hypothesis can explain the interest consistently. Once it may have been true that mineral industries were more likely than other sectors to be dominated by a few large companies. Yet, often sharp reversals of such tendencies -e.g., in oil and aluminum-have not removed antitrust interest. This paper describes the use of the magnetometer, under geological direction, in exploration of the Sudbury nickel district. The writer's experience at Falconbridge has led him to the belief that only through detailed work, and by careful correlation of both geological and geophysical results, can geophysical prospecting methods be applied successfully to mining exploration problems. It is hoped that the basic technique described in the paper will be found to have general application. Introduction Within the past 20 years, geophysical methods of prospecting have become solidly established in the field of petroleum exploration. They have not, however, been similarly adopted by the mining industry, although mining is a far older craft and should be the more advanced in its technique. While, therefore, it is almost a routine matter to have geophysical surveys performed in a new area being tested for oil, a new metal-mining district is usually teeming with prospectors and promoters long before the technical man appears on the scene. Even then, only the more primitive engineering methods are customary in the early stages of exploration. Three factors are chiefly responsible for this situation, The first is the difference between oil pools and ore deposits in their geological modes of occurrence. While most of the known metallic ore bodies have been found outcropping at the surface, petroleum deposits are characteristically buried. This does not mean that all ore deposits outcrop, but neither does it mean that we should rely on "wildcatting" to discover blind ore bodies. The second factor is the relative scale of metallic lodes and accumulations of petroleum. In areal extent, a metal-bearing vein deposit is typically a much smaller geological feature than an oil pool. Presenting a narrower target, it requires closer shooting to score a direct hit. And finally, there is the need, in mining work, for close correlation of the known local geology with geophysical observations. This becomes of increasing importance as the size of the objective diminishes. A geophysical disturbance on a large enough scale will be detected under almost any circumstances and by almost any technique; without benefit of geology, however, the significance of a local anomaly may easily be misread. Campaign at Sudbury In the Sudbury nickel district of Canada, new deposits of nickel and copper have been discovered recently by magnetic methods, under geological supervision. A campaign of exploration, designed to encompass the district eventually, was set in motion in the spring of 1935. After six years, a new and important Ore body has been discovered and its continuity established to 1000 ft. in depth; several areas have been eliminated; and a number of possibilities remain to be tested. This has been accomplished with the expenditure of less than $$I50,000-—including the cost of all diamond drilling. Available literature published or abstracted in 1953 and 1954 relating to dust prevention and suppression has been summarized and reviewed in this report, and un-published information also is included to outline current practice for those interested in dust control in and around mines, tunnels, and quarries. More and more companies are realizing the value of controlling dust by incorporating suitable methods and devices in the planning stage. In preparation and crushing plants preliminary tests have been made of the fine materials to determine the best type of dust-control equipment to use, and the details of the quantities of air, the number of sprays, the dust-allaying fluids, and the location of hoods or enclosures have been determined in advance. Such planning has paid for itself in more effective control. Similar planning in a tunnel resulted in healthful conditions and low dust concentrations.

"Following passage of the Coal Mine Health and Safety Act of 1969 (Public Law 911173), the Bureau of Mines initiated a research program aimed at controlling respirable dust exposures of coal mine workers. Respirable dust is the dust that gets into, and interacts with, the lungs of those who inhale it. It has long been recognized as a severe health hazard to mine workers. This program has been implemented by a team effort consisting of the Bureau's in-house capabilities, the Generic Center for Respirable Dust, and contractors, as necessary. Over the years, Bureau research has addressed principally three areas:o Compliance with the Federal 2.0 mg/m3 dust standard (1970-76).o Dust control for longwall mining (1976-1983).o More stringent respirable dust standards due to quartz dust (1983-1987).In addition, fundamental studies have been conducted by the Generic Center for Respirable Dust, with emphasis on penetration of dust into the lung. Accomplishments have been significant, but problems remain, as noted later.The Coal Mine Health and Safety Act of 1969, established a 2.0 mg/m3 dust standard for all coal mining operations, underground as well as surface. At the time of enactment of this legislation, the industry was averaging approximately 4.0 mg/m3. The Bureau of Mines respirable dust research program played a significant role in identifying and developing effective technology to allow better compliance with this new standard, thanks to industry implementation and Federal enforcement."

Long before recorded history, man began to dig into the earth's crust in a never ending search for useful materials. It is well known that more than half of the earth's crust is composed of silicon dioxide (SiO2), also known as silica. Silica and silica-containing material have a great many uses in modern society. This material, however, is potentially an extreme health hazard. Silicosis: Not a New Disease Centuries before the Christian Era, Hippocrates wrote of a lung disease common to those who mined in hard rock. He was obviously describing silicosis. It is also apparent from ancient writings that the Egyptians were aware of this malady. Dioscorides also wrote on this subject in the fifth century B.C. It is undoubtedly the oldest and best studied of the occupational lung diseases. Silicosis was certainly described by Agricola in his De Re Metallica published in 1556. Here he described lung disease among hard-rock miners. The original document was written in Latin and then translated in 1912 by Hoover and Hoover. One of these translators was Herbert L. Hoover, a former US president who once made his living as a mining engineer. More recently, there are numerous references in medical literature in the 19th and 20th centuries relating silica exposure to silicosis. There are specific references to mining in hard rock, as well as to sandblasting and a host of other industrial exposures. In 1919, Winslow described standards for measuring the efficiency of exhaust systems in polishing shops using sandblasting. These standards were equally applicable in the mining industry. As early as 1920, Winslow explored the efficiency of certain devices used to protect sand-blasters against the dust hazard. These devices were equally applicable in the hard-rock mining industry. The medical community recognized the silica health hazard in the early 1900s. Middleton described the illness in the British Medical Journal in 1929. He noted the danger to health at that time. D. Hunter mentions in his book, The Diseases of Occupations (1969), the monumental work of Merryweather in 1936, in which he surveyed the silicosis risk in Great Britain. He showed statistically that the average employment length of sandblasters who ultimately died of silicosis was 10.3 years, compared to 40.1 years for all fatal cases, irrespective of occupation. Sandblasting and hard-rock mining and drilling, obviously, are very hazardous occupations. Weil and Zisking of Tulane University wrote in 1975 that "it was known as early as 1935 that the course of silicosis is much more rapid in sandblasters than in miners or foundry workers. This can be explained by the fact that sandblasters are exposed to an almost pure siliceous dust containing high concentrations of respirable particles within the range of 1 to 3 micron size." Protecting the Worker The medical community recognized in the early 1900s the need for proper protective equipment for all of those who worked with siliceous materials. Middleton, writing in 1929, said: "The worker is then protected by a close fitting helmet with an air feed, much as in the case of an underwater diver. In spite of these precautions, cases of silicosis among sandblasters are being met with today. It is a matter for serious consideration whether a substitute, such as steel or iron grit, could not be used to replace the siliceous grit as the abrading material." C. E. A. To design a blast, one must give consideration to safety, economics, geometry, geology, production needs, and a variety of other requirements. To compare designs requires the time to develop alternatives, analyze, and then improve on them. A number of tools are available to assist with the first set of requirements, however they are poorly integrated. SHOTPlus is a program to improve the efficiency of blasting operations, by combining measurement and blast design tools, and offers the user the time and means to modify designs and explore alternatives.

Newmont Gold Company's Mill No. 4 is located along the Carlin trend, about 25 miles North of Carlin, Nevada. The plant consists of a primary grinding circuit using a 7.2 m (22 ft) diameter by 2.6 m (8 ft) long semi-autogenous mill along with a 2.3 m (7 ft) diameter cone crusher. Secondary grinding is performed in a 4.8 m (14.5 ft) diameter by 9.2 m (28 ft) long overflow ball mill in closed circuit with a set of 66 cm (26 in) diameter cyclones. The ground product is fed to a typical carbon-in-leach gold leach circuit. The grinding/crushing circuit operation and control scheme are the topics of this paper.

Minera Escondida, located in the Antofagasta Region of northern Chile, is the world’s largest producer of copper as concentrate and SX-EW cathode. Projects to increase mill and flotation capacity began soon after start-up in 1990 to off-set decreasing copper grade. Subsequent projects had the objective to increase copper production through heap leach and SX-EW production and a second concentrator. The mine footprint concurrently expanded peripherally from the central high-grade enriched core of Escondida and then into the separate Escondida Norte deposit. Early in the mine life, metallurgical forecasting that was based on metallurgical composites of presumed ore types and historical plant production was adequate for operational planning, plant design, and project valuation. This approach became unreliable, however, as the increase in mine footprint was accompanied by an increased variability in key ore body characteristics such as hardness, copper-iron sulfide mineralogy, and sulfide liberation textures that were not reflected in the geological criteria used for ore type designation. The project study teams turned to small-scale physical and chemical tests to better characterize the spatial distribution of these key ore characteristics. Programs associated with capital growth projects were carried out through the mid-2000s to sample and construct a three-dimensional spatial model of hardness, copper sulfide mineralogy, and rougher flotation recovery from tests on 15-m drill core composites. Mathematical models were developed from the respective ore characteristic data to calculate throughput, flotation recovery, and concentrate copper grade. The spatial models were integrated with the concurrent mineral resource block model using standard geostatistical methods and the metallurgical process calculations were applied to the block estimates. The geometallurgical model, originally constructed on a project basis, is now managed by a dedicated team reporting to the manager of Geosciences & Resources Definition in the Escondida organization. The model has evolved with increasing complexity of the mine and processing plants and currently includes seven forecasting areas for three concentrators and four areas for two leach plants. Metallurgical forecasts of mill throughput, final flotation recovery, and concentrate copper grade still have the highest relevance to mine planning and optimization. Sample preparation, test procedures, and quality control methods are summarized for the ore characteristic tests important to these forecasts. Analytical results from recent annual sampling programs are presented for the hardness indices, rougher flotation recovery, and partial extraction copper analyses. Geostatistical analysis of the SAG mill hardness index is summarized as an example for the spatial estimation process. Mathematic models are presented for throughput (based on hardness indices), final flotation recovery (based on rougher recovery and plant calibration studies), and concentrate copper grade (based on sulfide mineralogy and empirical pyrite rejection studies).

"CRACKS CONCERN CORPORATION" Was the headline on the front page of the Terre Haute Tribune Star, March 1994. Having spent several years following up on blast-induced damage allegations made this article especially interesting. Knowing that there were no operating mines within 30 miles of this newly built, yet to be occupied building, also made the reading more enjoyable. The article went on to read, "Vigo County school officials have asked architects to find out whether some cracks in walls at the new school are due to NORMAL settling or if they indicate serious structural problems." It is obvious that if there were a mine within "Feeling" distance, blasting and the operator would have immediately become suspect as at least one of the potential causes. More alarming is that the investigation may have stopped there.

Mining is an activity which has, in the past, been regarded as often leaving land in a condition unfit for further use. As the need for development that is both economic and ecologically sustainable has grown, so the issue of re-use of land after mining has become significant. During operation it is usual that mine environmental conditions which minimise unnecessary or avoidable environmental impact are agreed with the regulatory authorities . These conditions are usually set down in such a way that they can be interpreted reasonably well by both miners and regulators. However, the conditions to be met by a mining company before it can be absolved of responsibility of a site are often less clear. The close-out criteria by which the success of rehabilitation programs will be judged have received little attention in the past. These conditions are now growing in importance as the costs of rehabilitation of a mine site to an agreed post-mining land use assume greater significance in the economics of mining. This paper briefly describes the status of close-out criteria presently being applied across Australia. A comparison is made with similar guidelines from other countries.

This paper will examine the challenges involved in ventilating and cooling South African mines, with particular emphasis on solutions to the issues of heat (generally associated with depth), mechanization and energy efficiency. Comparisons will be made with other international mining areas. Some of the deepest mines in the world are to be found in the South African goldfields. The Mponeng mine is approaching 4,000 m below surface, with virgin rock temperatures (VRT) of between 60°C and 70°C. Mining at these depths has only been possible with the use of large refrigeration plants supplying cold air, water and ice to the workings. In the Bushveld Igneous Complex, where most of South Africa?s platinum mines are located, similar VRTs are being experienced at significantly shallower depths. This is due to the different geothermal properties of the host rock between the two areas. Existing mines are being forced to go deeper and new underground mines are being planned and constructed in other areas with widely differing thermal conditions. South African metal mining has traditionally been labour intensive for historical reasons as well as for the narrow tabular nature of many ore bodies. Due to cost pressures and labour problems, some mines have been investigating the possibility of using mechanized equipment, both diesel and electric, to increase production and to improve efficiency. Studies have been carried out to determine the effect of the additional equipment on the overall ventilation system and some of the conclusions are discussed. The use of diesel equipment adds heat and pollutants to the ventilation air but, although electrical equipment has a lesser effect on the ventilation systems, it is generally less favoured due to claims of lower flexibility/manoeuvrability. Mechanization holds the promise of more concentrated mining activities but, with higher localized ventilation and cooling needs. Systems which will control the provision of air and cooling more effectively are required and are being implemented. In the 1990s and early 2000s, the South African economy experienced significant growth which was not matched by the growth in infrastructure. Consequently, at present there is a shortage of electricity generation capacity which affects large industrial consumers, including mines. Increasing levels of heat and mechanization will require more electrical energy for ventilation and cooling. There are many initiatives underway to save power or to shift consumption to periods of national low demand and these will be described.
