This paper introduces and outlines the implementation of Reliability Centered Maintenance (RCM) at Phelps Dodge Hidalgo Inc. By using a disciplined approach to the everyday maintenance functions, a proactive strategy is being developed which "raises the bar" for plant maintenance. The main objectives are: integration of Operations and Maintenance partnerships, transformation of maintenance practices from a reactive to proactive mode through the introduction of a progressive Predictive/Preventive Maintenance program (PDM/PM) paradigm changes, increased management support of maintenance functions, introduction of new indices and root cause analysis, updated; training, and definition of RCM components. RCM is the vehicle being utilized to reach the higher level of equipment availability and utilization. However, the ultimate goal is to venture beyond RCM and into the new frontier of Total Maintenance Management (TMM).

AS is well known, there are large and valuable deposits of coal in British Columbia, both on the mainland and on Vancouver island. These deposits are widely distributed over the Province. The chief sources of supply on the mainland are found in the Fernie and Princeton-Nicola districts and on Vancouver island in the Comox and Nanaimo districts. The coals range from a very high quality bituminous coal to lignite. On the Upper Skeena river there is said to be a very large deposit of anthracite or semi-anthracite, but this field has not been developed. Coal was first discovered in British Columbia on the north end of Vancouver island in the year 1835, but it was not until 1852 that coal mining was seriously undertaken by the Hudson's Bay Company at Nanaimo, where mining has been carried on continuously ever since that date. The production of coal in the Province continued to increase until the year 1910, when the annual output reached its peak at 3,100,000 tons and a total of 7,800 men were employed in the industry. Since 1910, the production has dropped steadily until, in 1934, only 1,347,000 tons of coal were produced and less than 3,000 men were employed. This continued decrease in production has in no way been caused by lack of coal reserves. It has been due entirely to curtailment of markets. I do not propose to discuss coal mining practice in British Columbia, where we have all sorts of mining conditions, including submarine mining. There is no lack of coal supplies for either industrial or domestic purposes, nor is there likely to be any shortage of coal in the Province for many generations. We have our mining troubles, which increase the cost of production, but there are no insuperable difficulties to prevent the extraction of a large and increasing supply of coal. Our main difficulty-in fact our only serious difficulty-is to find a market for our output, and we must consider means which can be evolved not only to conserve our existing markets but also to expand them, at any rate within the boundaries of Canada. I will therefore confine my remarks chiefly to the all-important factor of Markets for our coal.

The results of a field-scale study involving in situ leaching of copper ore tailings using sulphuric acid as the leaching agent, injection wells to introduce the leaching solution and extraction wells to recover the copper-enriched pregnant leaching solution are presented. The study was performed at an abandoned tailings disposal site using a battery of injection and extraction wells. The medium was characterized through the determinations of physical, chemical, mineralogical, and hydro-dispersive properties based on laboratory and field tests, including a tritium tracer test, a pumping test, particle size analyses, and hydraulic conductivity tests. Numerous horizontal strata with different hydraulic conductivities were identified. A previously developed model was used to simulate the leaching of copper ore tailings. Although the study confirms the feasibility of using in situ leaching for recovery of residual copper from tailings deposits, the efficiency of the technology depends significantly on the medium stratigraphy and hydraulic conductivity.

Acidic mine waters containing solubilized uranium have been observed in many uranium and some copper mines. In every case, the sulphide and iron oxidizing bacterium, Thiobacillus ferrooxidans, was also present. This bacterium provides the ferric iron required to oxidize u+4, both by oxidizing available ferrous iron and by oxidizing pyrite or other available sulphide minerals. This latter oxidation also provides sulphuric acid and may increase extraction by exposing more uranium. The enhancement of bacterial activity and the results of some field tests are discussed.

The mining ordinance of Costa Rica dates from 1830. In spite of the numerous attempts to enact a new ordinance , it has been so much amended and reamended during the hundred years of its existence either expressly or , more often , by implication , and sometimes by Executive Decrees of which the validity has been called in question - that in most cases no one but a lawyer thoroughly conversant with Costa Rican mining practice could properly advise with reference to it . The present attempt at a digest of these laws is based on the 1929 edition of Bolandi and Johanning - the only source available in Washington . Apparently this edition has no official character , and the editors themselves often made surmises although one would think that definite facts would be available in Costa Rica where it was published .

THERE are said to be about 150 operating companies in Kotchiu, most of these being small, corresponding in degree to lessees in western mines in the United States. Of the total number there are probably forty large companies having their own smelting plants equipped with one or two furnaces, slag crushing plant and other accessory equipment. A few plants, not more than ten, do custom smelting. There are in all about fifty smelting plants in Kotchiu. With little variation, the equipment and methods are the same. The plant usually consists of two furnaces, one being in operation while the other is being relined 01- re- paired. An adjoining house contains one or more of the large buffalo-drawn Chilean mills for crushing slag. A few houses for the working coolies, with more pretentious ones for the owners, complete the establishment, the whole being surrounded by a compound wall 8 ft. high.

From the Saranac Laboratory for the Study of Tuberculosis of the Edward L., Trudeau Foundation, Saranac Lake, New York:We are assembled to honor the memory of our friend and colleague, Donald Cummings, one of the founders and a past president of the American Industrial Hygiene Association. I deem it an Unusual privilege to have been asked to give this first memorial lecture and hope that what shall have to say may be worthy of the occasion. It is fitting that we should discuss here the subject of Silicosis to which he devoted such a large part of his life and it is doubly fitting, I think, that I should report to you an extended series of investigations carried on by his associates at the Saranac Laboratory.The subject of silicosis may seem hackneyed to this audience which is so familiar with the tried and accepted methods of prevention and control.But in spite of our efforts, the condition is still with us and unfortunately is still being produced in many places. In industries that now maintain good control of dust, fresh cases are appearing on annual re-examination, whose major exposure date back to the days before the hazard was recognized.A few new employees, with apparently ineffective upper respiratory protection against inhaled dust, develop silicosis precociously in environments that are comparatively harmless to their fellows. In plants that have relaxed their vigilance under the urgency of war production schedules, conditions again prevail that will produce, disease in the future.Silicosis acquired new interest with the announcement by Denny, Robson and Irwin(1) in 1937 that it could be prevented by the inhalation of powdered metallic aluminium. It so happened that without knowledge of their work, we at the Saranac Laboratory had for some months been conducting similar experiments with one of the hydroxides of aluminium.Quite independently we discovered that hydrated alumina would also protect animals against quartz. Our approach to the problem had been empirical; we were trying to neutralize quartz particles by coating their surfaces with an insoluble material following the lead of Kettle who in 1932 had shown that this could be accomplished with iron. For the last four years, the Kilborn Group of Companies has been involved in several major projects in the Confederation of Independent States (CIS). These include the Kumtor project, the Kubaka gold project, the Kazgold project, the Aginskoe project and the Jerooy project. These projects are all in various stages of detailed engineering and construction. Western mining companies are pursuing mining opportunities throughout the world in search of ore bodies for development. The quest for profitable mining ventures has led mining companies to South America and Asia and, more recently, to the former Soviet Union. When considering the CIS, several factors should be considered. The most notable are geography, mining culture and previous mining production.

This paper reviews the past 18 months of geostatistical work in a coal deposit performed jointly by the University of Arizona and the Homer City Owners. The objective of the study was to better predict the in-seam sulfur values of the deposit for the purpose of future emission control. Based on initially available 112 DDH information, variogram models were developed for Sulfur, Ash and Thickness for the entire deposit. The deposit was then kriged using 333 m x 333 m (1000 ft x 1000 ft) panel size. The estimation variance information obtainable from geostatistics was next utilized to improve the development drilling activities that were underway. The results of this effort are presented in this paper. In addition, this paper describes (1) the reasons for preferring kriging over the conventional isopachs, (2) the results of empirical validation of the kriged estimates using 19 additional DDH information, and (3) up-to-date experience on the use of conditional simulation of the same deposit for the future emission control strategy development.

Approximately two-thirds of the annual 210,000 tons at copper refined by AMAX Inc. at the United States Metals Refining Company in Carteret, New Jersey, comes from a wide variety of copper scrap ranging from low-grade smelter scrap to wirebar-grade material. The equipment and methods used to effect such large-scale metal recycling in an urban area and the measures taken to collect and recover metal values from smelter and refinery byproducts while protecting the environment from pollution are described and discussed.

The influence of rich oxygen atmosphere on the properties and structure of castables used in the hot wind pipe of blast furnaces was analyzed. Results show that the cold compressive strength of castables is affected by the change of rich oxygen volume in the wind pipe, the bulk density decreases and apparent porosity of castables increases with the addition of rich oxygen in wind pipe. With the addition of rich oxygen, the velocity of heat transfer increase and result of the steel shell become over hot out of safe limit at the thin lining in hot wind pipe.
