Few factors have had more influence in maintaining the strength and stability of the United States than our persistent habit of providing .checks and balances to the dynamic powers of free enterprise on the one hand and to the controls and guidance exercised by the State on the other. .Indeed, it is this same concern for matching forces against each other that has given our republic its ability -to preserve a democratic basis of life for its citizens, and yet maintain a ,government that is able to protect the rights of all and to resist and minimize the danger of excessive concentration of authority. Our current efforts to clarify the nation's mineral policies and to define more clearly the role that the governmental agencies should play in conjunction with the functions of private -enterprise again reveal the desirability and advantages of maintaining our traditional controls. At times, the equilibrium has been temporarily disturbed by too great enthusiasm for one or the other of these basic concepts. Sooner or later, however, the balance has been restored by the healthy opposition that is always created by excesses of one sort. At the current stage in our history, the swing toward undue enlargement of the powers of the State seems to have gone dangerously far and we would be untrue 'to our traditional behavior if the group that must demonstrate the virtues of free enterprise did not rally to its support with the utmost earnestness.

The Resource Management Act 1991 provides for activities to be classified as permitted, controlled, restricted discretionary, discretionary, non-complying or prohibited in district and regional plans. This paper looks at the use of the prohibited activity status to restrict, in particular, mining. Often the use of prohibited activity status for mining appears to have no basis other than the negative perceptions that the local community and/or the planner drafting the plan has toward mining and quarrying.   The paper will address the current appeal regarding the use of prohibited activity status now before the Court of Appeal, and the history to the litigation. The relevance of the outcome of the appeal to the minerals sector will also be explained.

Gold recovered on the strikes at the Central Norseman mill, Norseman, Western Australia, has an approximate assay fineness of 850. Bullion recovered from the cyanide plant at the mine is of much lower value, and occasionally its assay fineness has been as low as 250. This indicates either that the fine gold particles in the ore consist of an alloy richer in silver than the coarse particles or else that a silver mineral, as well as the gold, is dissolved by the cyanide solutions.It had been observed at the mine that the amount of silver in the bullion appeared to increase when galena appeared to be more abundant in the stoped ore. Interest was, therefore, attached to the possible occurrence of a silver mineral associated with galena and, at the same time, soluble in cyanide.Four specimens of ore from different horizons in the mine were collected by the mine staff for examination as to whether any marked difference in the fineness of gold was apparent on a polished surface and for determination of the silver minerals. As the Norseman ore-body is a quartz reef containing a very small percentage of sulphide, the specimens were selected either because they cont;:lined free gold or because they were, relatively rich in sulphides. They were obtained from the following localities at the Phoenix shaft.1. Level 16, section 28.2. Level 16, section 31.3. Level 8, section 31.4. Level 14, section 38.Specimens Nos. 1 and 2 were thus obtained from different positions at the same mining horizon, while specimens Nos 2 and 3 were obtained from different levels in the same vertical section of the mine.All the specimens consist of quartz characterized by thin, discontinuous seams of sericite and the presence of a little ankerite. Gold and sulphides tend to be localized along these seams, but particles of gold and sulphides are also scattered throughout areas of white quartz. This scattered distribution of the sulphides in relatively wide areas of quartz has involved the preparation of two or more polished sections from each specimen.The outcome of the microscopical examination of these specimens has been to determine that there is no appreciable variation in the colour of the polished particles of gold and, therefore, no marked difference in the amount of silver alloyed with the coarse and fine particles. The presence of small quantities of the tellurides sylvanite, hessite and altaite has been revealed, and found to vary in abundance with the abundance of galena.

In this case study we compare the sampling quality of diamond drilling (DD) and reverse circulation (RC) drilling at the high sulfidation Purnama gold–silver (Au-Ag) deposit located in northern Sumatra, Indonesia.There was a systematic bias of 23 per cent gold metal under-call in the diamond drilling based Ore Reserve estimate compared to the mill reconciliation over three years of production. The RC based Grade Control data and mill production data were in much closer accord. Investigation led to quantification of the significantly reduced sampling imprecision (or improved precision) of RC drilling samples relative to diamond drilling samples and the determination of a grade bias between the drill types caused by sample volume and metal distribution in the mineralisation. An infill RC drilling program was undertaken to improve data density across the pit for inclusion in the Mineral Resource estimate. This subsequently increased Au metal in the estimate by 16 per cent.The sampling imprecision of primary diamond drill sampling is rarely tested. Duplicate sampling can be used to quantify sampling imprecision at each stage of subsampling. In diamond drilling it is tested at the primary sampling stage via second half core sampling, while RC sampling is tested with field duplicate sampling at the rig. Duplicate data can be compared in a number of ways to determine imprecision including Thompson-Howarth plots which quantify imprecision to allow comparison between different methods and protocols. Comparing sampling imprecision between data sets and data types allows determination of optimum drilling and sampling protocols and can reflect upon the underlying validity of Mineral Resource input data and estimation outputs.CITATION:Sims, D A, Pocoe, J, Kasnanto, A N and Pulungan, B, 2017. In all, 127 producing oil wells, 8 producing gas wells and 212 dry holes were drilled during 1936 in the Central Texas area; 76 wells in Bexar County, 62 in Caldwell County, 44 in Guadalupe County, 22 in Williamson County, 20 in Navarro County and 20 in Frio County. Less than 20 were drilled in each of the other counties and none at all in Ellis, Hill, Bosque, Coryell, Lampasas, Burnet, Llano, Kennedy, Mason, Real, Kinney and Uvalde Counties. The Pearsall-Austin chalk field in Frio County and the Zoboroski field in Guadalupe County were the only new discoveries and there were no important extensions to old fields. In this report Corsicana, Mildred (Elm Ridge), Angus-Edens-Hodge, Burke, and Rice-Oil Ridge, all shallow Navarro County stripper fields, are grouped together under the name of Corsicana. This grouping follows that of the Railroad Commission of Texas, thus facilitating the gathering of production data. A map showing the location of the oil and gas fields in the Central Texas Area was published in Volume 114 of the A.I.M.E. TranBactions, page 380. New Fields Pearsall-Austin Chalk.—The Amerada Petroleum Corporation completed 13 Austin chalk wells during 1936 on the large Amerada-Rycade block in Frio County. Other companies drilled two dry holes to the Austin chalk in this vicinity. Not enough wells were drilled to give control of the structure but it appears to be a nose plunging in a west-southwest direction. A second deep test is being drilled in the Pearsall area and at this writing has cemented off a show of oil and gas in the Edwards limestone. The Humble Oil and Refining Co. is building a 6-in. pipe line from Lytle, Tex., to serve the Pearsall field. Zoboroski.—Actual discovery of the Zoboroski field was made by W. J. Walton et al. in 1931. The discovery well, Anton Zoboroski No. 1, was a small producer making but from 3 to 5 bbl. per day, which was used locally for fuel oil. A fluidized countercurrent ion-exchange system was developed, operated, and evaluated by the U.S. Department of the Interior, Bureau of Mines. The system consisted of integrated multiple-compartment absorption and elution columns in which the solution flows were continuous except for short periods when resin increments were withdrawn. The exchange of uranyl carbonate between a simulated in situ uranium leach liquor and a strong-base ion-exchange resin together with the subsequent elution with an ammonium chloride solution was studied. The effects of the number of sections, section height, amount of resin withdrawal, solution flow rate, and column diameter were investigated. The kinetic and equilibrium relationships for the absorption and elution steps were also examined. The experimental data indicate a strong interdependence between variables. Solution retention time appears to be a major limiting variable in the absorption process, while resin residence time is the determining factor in the elution process. The column was efficient over a range of conditions, but close control was needed for optimum operation.

This paper presents the outcome of the contest on the prediction of the static axial load capacity of diameter 1.20m bored pile founded at 46m below existing ground. The test pile was constructed by wet-processed method and instrumented with vibrating wire strain gauges. Different methods used by the contestants in prediction of load-settlement characteristics are described and compared with actual load test results. Load-displacement behavior of test pile is found to be better than expected. Major difference between prediction and actual test is the higher frictional resistance of Second Sand Layer achieved in the actual load test. The hyperbolic load transfer method used by one of the contestants was applied to back-analyze the load-displacement characteristics of the test pile at different conditions.

Whilst all public mineral reporting codes require classification of mineral resource and reserves according to the level of geological knowledge and confidence of the estimates, companies are not required to disclose how mineral estimates and associated cashflow projections respond probabilistically to the incorporation of different types of risk events. As the level of expectations and scrutiny of investors and stakeholders continue to increase over the years, it will be essential for companies to adopt an integrated framework for sensitivity analysis to increase corporate value through better capital allocation and reduce potential losses associated with poor investment decisions. Failure in fully capturing the impact of unexpected incidents in mineral estimates and financial modeling could be extremely harmful to the business, affecting the company’s reputation, and negatively impacting the relationship with stakeholders.

"This paper presents a computer-aided heat transfer simulation method to predict the thermal characteristics of an alloy sample in a special furnace for directional solidification. A two-dimensional transient heat transfer by conduction combined with radiation is developed to calculate the energy exchange between a directional solidification furnace and the sample. Finite difference equations with control volumes are used to calculate the transient heat transfer. A special boundary control volume is used to combine heat conduction and radiation in the transient heat transfer. Heat radiation effects on the surfaces of the special control volumes with a changeable view factor during directional solidification processing are also represented. The simulation results are verified by measurable experimental data. Using the computer simulation model, many thermal properties of the directional solidified castings can be obtained, such as temperature distribution, solidification velocity, the shapes and positions of the liquid/solid interface and thermal gradient at the interfaces. These are very important to analyze microstructure of casting alloys, avoid casting defects and control casting quality. 1 IntroductionIn directional solidification (DS) processing of castings, the temperature distribution, the interface between liquid and solid zone, thermal gradient in the mushy (pasty) zone and solidification rates are very important factors to analyze the microstructure and the casting quality. These variables affect the orientation and size of dendrites, shapes of grains, solute segregation and deleterious casting defects, such as microporosity, freckles and segregation channels. In order to avoid the casting defects, the temperature distribution and thermal gradients of castings during directional solidification must be strictly controlled. However, the structure of furnaces used for directional solidification is often complex. Heat transfer and temperature distribution within a casting not only depend on furnace temperature but also on the thermal properties of the casting alloy, crucibles, retorts etc. A more accurate heat transfer analysis."

Owing to their complexity, many metallurgical processes are difficult to model fundamentally, and as a result more attention has been focused on the use of artificial intelligence techniques to simulate these processes. In this paper recent advances in the use of neural nets to model processes not amenable to conventional methods are discussed. These include the application of a new modelling methodology based on the use of neural nets for the dynamic simulation of metallurgical processes, the use of conventional techniques in conjunction with neural nets to simulate gravity separation circuits, as well as the detection of gross errors in variable measurements by means of a neural net representation of the relation between measurement and constraint residuals.

Over the last years, the importance of the assessment of environmental and social aspects as well as of issues of good governance has increased significantly in mining finance. For this, international standards as well as internal guidelines of the banks and other involved institutions have been established and continuously improved. Considering these standards and regulations, the banks can influence the sustainability of mining projects - and they have done so in the past -, mainly by implementing certain provisions and covenants in the loan documentation, binding the financing to the mining company’s adherence to the agreed sustainability standards. However, there are limits to the banks’ influence due to the competitive environment with other available means of financing. Nevertheless, the experience of the last years has shown that the standards and regulations bound to the financing by the banks help to lead the mining industry towards more sustainable projects.

"Tieback anchors are now used routinely for landslide stabilization in the USA and abroad. It is generally understood by design engineers that friction loss over the unbonded length of a tieback anchor is inherent to the system, and such loss is permitted as long as it does not exceed a certain threshold, typically 20 percent of the post-tensioning load. However, recent experience from projects utilizing tieback anchors with unbonded lengths in excess of 150 feet has demonstrated that this criterion may be difficult to achieve, particularly in certain ground conditions. Furthermore, anchor friction loss, even if below the 20-percent threshold, has important implications for the stability of the slope that are often ignored in practice. This paper presents the results of a study in which friction loss is quantified from load test data for projects in a variety of ground conditions by means of a “wobble coefficient.” Factors that may influence the wobble coefficient are examined, and recommendations for addressing this issue in practice are presented. A recent instrumented load-test program for a landslide stabilization project in Southern California is examined, demonstrating that with appropriate monitoring controls, uncertainty with regard to friction loss can be minimized. IntroductionSteel-strand tieback anchors have been used by the geotechnical community to support shoring systems for many decades, and more recently as a means to stabilize landslides. For strand encased in grease-filled plastic sheathing, which is intended to allow the strand to elongate freely, some load can still be transferred by friction between the strand and the grease and between the grease and sheathing. The sheathing then transfers load to the surrounding grout and, in the case of ground anchors, to the surrounding soil or rock. The resulting decrease in load over the length of the unbonded zone is known as “friction loss.”A widely used criterion for ground anchor acceptance based on load testing is that the measured anchor elongation must achieve a minimum value of 80 percent of the theoretical elastic elongation, or in other words the actual elongation can be up to 20 percent less than the theoretical value. This ensures that the majority of the load applied at the anchor head is reaching the bond zone behind the assumed failure surface, since load shed within the failure mass does not contribute to stability. This criterion acknowledges that friction loss is an inherent feature of the anchor system which cannot be eliminated completely, only minimized."

New "clean technologies" to treat mining and metallurgical effluents containing dissolved metals have been successfully applied at mine sites in North America and Asia, treating water flows up to 24,000 m3/day. These clean technologies offer significant benefits compared to conventional alternatives and provide a sustainable solution that eliminates residual waste sludge, improves water conservation, generates revenues from wastewater, and delivers overall improvements to the environment. This paper will profile these technologies, and provide best practice case study examples of their application at mining operations, including data for water chemistry, flows, water quality, capital and operating costs, and life cycle costs of treatment.

Since 1922 when the Bureau of Mines issued a report2 covering the slate industry in detail, changes in technology have taken place which have an important bearing on the industry. The present paper comprises a record of these changes. Though the value of slate, for roofing, structural, blackboard, sanitary, and electrical uses is generally recognized, it has many competitors. To meet this constantly increasing competition producers are promoting economies in manufacture, and improving processes, thereby lessening costs of production, and are placing on the market products of the highest possible quality, thus creating satisfaction and confidence on the part of the user. This endeavor to place the industry on a better basis, both as regards processes and products, is shown in the recent developments in technology which are presented herein. The observed progress in technology of non-ferrous ores enrichment and condition of machines and equipment in the ores concentrators on the one hand have brought a possibility and on the other resulted in necessity for introduction of modernization actions. Positive results of investigations into influence of chemical modification of selected products of enrichment process on copper ores enrichment results gave possibility for implementation of chemical-flotation technologies of ores enrichment. The substantial development in flotation machines structure has contributed to modernization of flotation process resulting in increase of enrichment efficiency. The paper presents the idea and results of chemical modification of difficult in enrichment semi-products in the technology of copper ores enrichment and the results obtained after application of the modernised technology. The structure of large-volume flotation machines used in various stages of flotation and current situation in modernization of flotation process in copper ores concentrators are also described. The paper presents industrial-scale results of flotation after application of modified flotation reagents of collector group. Introduction of modifiers into the widely used xanthates resulted in increase of copper recovery in concentrate.

"This paper describes the development and the implementation of process control in a variety of instruments used in metallurgical laboratories. These instruments are used for different research projects in extractive metallurgy. Hardware and software aspects for this implementation are described and analyzed. Extractive metallurgy applications where process control was .used are presented. IntroductionMicroprocessors are invading almost every area of our lives and are turning up in unexpected applications. A great deal of new equipment which is coming into the market have built- in microprocessor systems. Nevertheless, the area of upgrading existing processes has been slow to develop. There are a variety of reasons for this, and many of these are economic. One of the principal reasons, however, is the general reluctance on the part of many organizations to commit a strong effort to put this new technology into their existing processes.Microprocessor systems developed ""in lab"" are capable of not only measuring thermophysical events which are taking place in metallurgical furnaces, but simultaneously controlling these furnaces. In this paper software and hardware aspects in the implementation of microprocessor control for resistance and for induction furnaces are presented. In addition to this, metallurgical results are given from experiments where this furnace control was applied."

Today Hudson Bay Mining and SmeltingÆs 777 Project is the largest mining construction project under way in Canada. The project comprises six components: construction of the new 777 zinc-copper mine; construction of the new Chisel North zinc mine that will truck ore out from 600 metres below surface; expansion of the Flin Flon ore concentrator; expansion of the zinc plant to increase throughput by 15 per cent; a spill gas project that will reduce fugitive gas emissions by some 90 per cent; and infrastructure improvements including construction of a new electrical substation. Total investment in The 777 Project is over $US 260 million. Seven years ago, the Flin Flon, Manitoba-based company was fighting for its very existence. How does a company go from down-for-the-count to robust contender in just seven years? Contributing reasons are many, but all have their root in a process HBMS calls æTransformationÆ. It is transformation that has taken HBMS, a very traditional company, through a very non-traditional turnaround (Figure 1).
