I work for the State of Washington as an Explosives inspector. My paper will describe the mission of the Wa. State Dept. of Labor pertaining to explosives and the regulation of explosives in the State.Blasting safety is high on the public safety list and the regulation of explosive use and storage has been mandated through legislature. The Dept. considers pro-active partnering forexplosive safety preferable to after-the-fact citations for non-compliance.In some cases, the Dept. will issue civil citations with monetary penalties, meant to be a deterrant, of course, to blasters who choose not to comply with the explosive regulations of the State.The Dept. has also revoked and suspended blasting licenses. In some instances, the Dept. has allowed recipients of citations with monetary penalties to reduce the amount paid by attending technical training classes. The idea here, is to reduce the chance of reoccurence of unsafe blasting practices. The State of Washington partners with MSHA in the regulation of explosives use and storage in mines, pits and quarries in the Stateas well as working closely with law enforcement, State and local fire marshals, ATF,and is active in ISEE in part of it’s ongoing effort to promote explosive safety and establish communications in a nonadversarial way with explosives users. My paper will include some statistics on licensing in the State, pounds of explosives used, inspection numbers, numbers and types of complaints with information from the inspections resulting of these complaints. My paper will include examples of storage, both good and bad, examples and pictures of fly rock incidents, accidents, near-miss close calls, break-ins, thefts, and abandoned explosives. This paper may also include a brief summary of my opinion of explosive regulation and my job as a regulator, including examples of high and low points of the job, joys and frustrations.

It is difficult to evaluate exploration properties in a manner that is transparent, repeatable and easily re-calculated to cater for different geological interpretations, but the risk-based assessment methodology, the Geological Risk Method, developed and described by Lord et al (2001) attempts to satisfy all these criteria. This paper examines a case study example based on valuations of exploration projects conducted by SRK Consulting using this methodology, and describes some of the advantages and limitations of the method.

Mineral discoveries and subsequent extraction have led to the establishment of many small communities, some major towns and a few cities . In Canada, such developments have essentially occurred without benefit of long-range regional or local planning. In the past, this was not a cause for concern. Now, however, rising expectations and reorientation of social values have placed increasing responsibility on government and industry to ensure the long-term viability of communities and regions. Such responsibility means large investments by government in infrastructure and by industry in extractive and processing plants. Uncertainty in the interpretation of ore reserve estimates becomes a critical factor. The traditional methods of reporting reserves - "proven", "probable" , "possible" - may be useful in individual mine production planning, but they are inadequate for planning industrial and public infrastructure, The need for a better information base is critical, with clear and precise definitions of what is being reported, but we are a long way from achieving it. The challenge is therefore to develop a closer professional relationship between government and industry and to tie mineral development to long-range regional strategies.

In 2006, McNally International Inc., in a joint venture partner-ship with Aecon Constructors, was the successful bidder on two York Region Tunnel Projects: the Bathurst Collector/Langstaff Trunk Sewers and the York Durham Sewer System (YDSS) Interceptor Sewer 19th Avenue, both in the Toronto area. These projects comprised a total of 13 km (8 miles) of 2.74 m (9 ft) finished diameter tunnels and are both part of the YDSS. Both contracts required the use of earth pressure balance (EPB) tunnel boring machines (TBM) with a precast concrete segmental liner.

The preparation of a paper read before this Society in 1927 on Undersea Mining led to representations to the Deputy Minister of Mines at Ottawa, Dr. Chas. Camsell, and to the Director of the Geological Survey and the Director of the Mines Branch, which resulted in the undertaking by these bodies of a geological, physical, and chemical survey of the Sydney coalfield, combined with revision of the geological maps, on all of which much progress has been made. Preliminary studies revealed the necessity for a new base-map on a scale that would permit the representation of the whole coalfield from cape Dauphin to Mira bay on one sheet, and in the making of this map the Geodetic and Topographical Surveys have collaborated, with the assistance of airplane surveys for filling-in of detail. The new map will show all the data accumulated by 50 years of active mining and will show also the extent of mine workings, with level-contours under the sea. Dr. W. A. Bell, of the Geological Survey, has, over a number of seasons, studied in the field the historical geology with the purpose of elucidating the sequence of earth movements that have determined the structure of the coalfields, especially those that have governed the course and extent of the complementary folds that traverse the Sydney coalfield. Dr. B. R. MacKay, of the Survey, and the officers of the Fuel Testing Laboratories at Ottawa have made exhaustive studies of the Phalen seam, chemical and microscopic, intended to elucidate the conditions under which this seam was deposited, and some very interesting conclusions have been reached.

Advocate Mines Limited came into initial production on June 30, 1963, with an annual capacity in excess of 60,000 tons of high-quality chrysotile asbestos fihres, thus strengthening Canada's position in world production. The history of this development is traced from discovery through initial exploration, financing, orebody delineation and evaluation, pilot-plant production and product evaluation, construction of the plant, construction of deep?-sea shipping facilities, provision for a closed shipping season, and provision for the remoteness and for the lack of services, through to realization of full production capacity. The science and technology of roan temperature rechargeable metal hydrides began about 1969 with the discoveries that the intermetallic Compounds LaNi5 and TiFe could be, conveniently hydrided and dehydrided at roan temperature and modest H2 pressures. Subsequently, this lead to the development of a broad family of REE-containing AB5 hydrides and numerous applications that make use of the extraordinary H2-absorption and reaction-heat properties of these materials. Some of the applications include H2 storage, compression and separation, as well as heat pumping, heat to mechanical energy conversion and electric energy storage. This paper briefly reviews the fundamental phenomenology of metal hydrides, the history of the use of REE's in rechargeable metal hydrides, the practical engineering properties of these materials and the applications that have evolved around them. The rechargeable nickel metal hydride battery, a new vial alternative to NiCd cells, stands at the forefront of the applications.

This paper illustrates the use of variography and moving average plots as an aid to analysing variations in the process that can be used to direct the improvement efforts. The hydrometallurgical processes used in manganese metal production consist of sequential unit operations that include milling and reduction of manganese ores. Leaching of the reduced ore, is followed by solid-liquid separation, residue disposal, solution purification and electrowinning of manganese metal completes the process. The nearly 250 integrated process control loops rely on reports of pH, flow pressure, level, temperature and chemical analyses. Metallurgical accounting, reconciliation and process control is achieved through monitoring of the chemical and mass balances within the manganese reduction plant, requiring approximately 50 000 analyses of solids, powders and liquids each month. The largest numbers of samples are taken in the cell house. Changes and variations monitored by sample statistics ensure that the manganese products comply with predetermined specification limits. Optimising the information-value of the approximately 50 000 samples in the manganese plant is carried out in tandem with ongoing process optimisation. Variographic analysis of daily sampling data suggests that the cyclical behaviour evident in the moving average plots is only a reflection of random residual variability and not a reflection of true underlying variability related to cyclical phenomena. Low resolution in the variogram of daily sampling data masks the short-range variability that emerges when hourly data are analysed. Hourly samples collected over a 39-day period (giving 941 sample data), helped identify short-range cycles in the process. The relative distribution of variability for daily sample intervals, indicate that 57 per cent arises from V[0], 18 per cent from V[process] and 16 per cent from random residual variation. V[0] includes all the uncontrolled sampling error arising from a poor sampling protocol, the fundamental error (FE), the grouping and segregation errors (GSE), the delimitation error (DE), the extraction error (EE), etc. This confirms the suspicions regarding the suboptimality of the sampling protocol and the way it is implemented. The absence of long-term trends in the leach suggests that short-term variation (less than one day) dominates the process. While the control charts indicate that the overall processes are maintained above the lower specification limits and the target values, there is nevertheless a considerable amount of variability in the system that overhangs the processes and threatens to impact them negatively. Although the variability in the leach is above the prescribed limits, the volatility is a matter of concern because it seems to be uncontrolled. The comparison of the various sources of variability in data collected on an hourly basis suggests that the short-term random variability (V[0]) accounts for almost 50 per cent of the variability in the process. The main source of this variability is due to errors in the sampling protocol and is probably related to the size of the fundamental error (FE), the grouping and segregation errors (GSE), the delimitation error (DE), the extraction error (EE), etc. Remediation of FE and GSE will probably lead to a reduction in V[0], whereas V[process] could be mitigated by reducing the biases associated with DE and EE in particular.

A novel agglomeration process has been developed, utilising a concentrated water in oil emulsion as a binder. The binder is typically 95 wt% water, the remainder being an organic phase containing kerosene and the emulsifier— sorbitan mono oleate (SMO) in equal mass portions. The binder can selectively agglomerate hydrophobic particles in less than 7 seconds. The agglomeration has proven to be highly effective in recovering any particle of virtually any size, provided the particle is hydrophobic. The approach has previously been applied to coal, magnetite and silica. In the paper, sodium isobutyl xanthate (SIBX) and its much longer chain version, potassium tetradecyl xanthate (C14X), were used separately as collectors to selectively agglomerate chalcopyrite from the ore. Xanthates attach to metal sulphides, thus hydrophobising sulphide mineral particles. Chalcopyrite is a sulphide mineral; however, it hydrolyses quickly in the presence of water. Ethylenediaminetetraacetic acid (EDTA) was used to remove the oxide layer formed at the surface of the mineral particles after wet grinding, leaving behind a freshly generated metal sulphide surface. After the EDTA treatment, the ore particles were quickly conditioned at an optimised pH as well as collector concentration and agglomerated. The agglomeration achieved a copper recovery of 75% within 7 seconds, consistent with the recovery achieved by flotation over much longer time scales. INTRODUCTION Our company has made persistent efforts to utilize the very latest cost-saving technology in tunnel design and construction. However, we were relatively late in joining the clan of slurry shield tunnelers. The challenge came in 1973, when our company was low bidder on a major sewer tunnel in Hamburg, West Germany. The tunnel was to be driven under the harbor region through coarse and fine sands with up to 60 ft hydrostatic head of water. Outer diameter was 15 ft, and length was 2.9 miles. This contract appeared right to enter the new field of slurry face tunneling. We gathered a design-engineering team to develop the machine, called it "Hydroshield", and used it on the project. The good performance of the prototype machine encouraged us to improve and modify the equipment design. The very latest model is now in use on a subway tunnel in Antwerp, Belgium. This tunnel is 21 ft outer diameter and 2.4 miles in total length. In terms of excavated volume it is the world's largest slurry shield contract. While the drive is still in full swing, we are currently preparing for 3 further Hydroshield applications, with diameters ranging from 12 to 32 ft. This paper describes the Hydroshield's salient design features, operational characteristics, construction reliability and performance levels, as experienced in West Germany and Belgium.

In mid 1970, Park City Ventures, a Utah partnership of ASARCO and TAC, initiated a six phase exploration and development program in the Park City District, Utah. Geologic studies had delineated a number of exploration tar¬gets in several areas of the district. Discovery of ore in any of the target areas and continued favorable down dip development below then productive ore bodies would allow for reserve expansion and mill construction. The targets were: Mississippian Humbug Formation replacement mineralization below productive ore bodies on the east flank of the Park City Anticline; Humbug replacement mineralization in an unexplored fault block in the footwall of the Hawkeye structure on the east flank of the anticline; vein and replacement mineralization along the Silver Fissure; potentially higher grade Humbug replacement mineralization in a theorized structural block on the west flank of the anticline beneath the Ontario Vein; Permian Park City Formation replacement mineralization in the West End Shaft Area of the Silver King mine; vein mineralization along the Back Vein in the Judge Mine. Chilean Nationalization in 1971 resulted in a 30% budget cutback. The Judge and Silver King Projects were suspended. In spite of the cutback additional reserves were developed below the Humbug East Flank ore bodies; a major zone of ore grade mineralization was discovered along the Silver Fissure; five new ore bodies were found in the Humbug, and Doughnut Formations on the west flank of the anticline beneath the Ontario Vein. First concentrates were shipped from a new mill in May 1975.

A thermistor probe has been developed to measure in situ temperature profiles underground. A full description of the probe is given. Data collected from the probe has been used to compare the actual profiles with those predicted from a finite element analysis using laboratory measured thermal properties of the different rock types. This comparison indicates the applicability of laboratory measured parameters in modeling the real conditions. Factors such as applied pressure, moisture content and anisotropy on laboratory measurements is discussed.

Change and its relationship with the introduction of new technology is a constant of human history. The mining industry has many examples of this relationship. This record contrasts with its present day struggles to move beyond a public perception of being just ‘dirty, dumb and dangerous’. The drivers for the introduction of new technology are frequently listed as the occupational health and safety of people working in the mines, reductions in direct operating costs, and increases in productivity.This paper discusses the issues that a mining business needs to deal with to implement new technology with the best possible conditions for success. It comments on how the strategic and tactical components of technology planning relate to and interact with change management. The central discussion is directed at the role that people play in the successful implementation of new technology. The introduction of autonomous underground haulage equipment provides a background for the discussion of this topic.The paper uses case study references, equipment supplier information and research findings. To solve the problem of time-consuming and low precision in updating the open-pit vehicle transportation network, a high precision road network model construction method for unmanned vehicles in open-pit mines is proposed. This method can be divided into two steps. In the first step, an improved deep learning image processing model named DeepLabv3 + C (DeepLabv3 + Concat) is presented. Then, the road information extracted by the DeepLabv3 + C network is used to construct a three-dimensional model of the open-pit mine road network. In the second step, aiming at the time-consuming problem of unmanned vehicle meeting in open-pit mines, a vehicle meeting strategy was proposed. This strategy is used to guide the navigation of unmanned vehicles in open-pit mines. Besides, the DeepLabv3 + C network is verified by comparing the mIOU (means Intersection Over Union), accuracy, and continuity of road image extraction with the mainstream networks. The road network model constructed in the first step is quantitatively analyzed, and its performance is compared with GPS trajectory clustering methods. At the end of the paper, vehicle running simulation is carried out on the road network model by using Unity (a 3D visualization simulation software). The results show that the road network model constructed by this method can meet the navigation requirements of unmanned vehicles in open-pit mines, and the feasibility of the vehicle meeting strategy is proved.

"Large quantities of slag are produced every year and dumped on slag heaps around the world, posing a potential environmental threat due to contained heavy metals content. Slags are waste minerals produced during furnace smelting of minerals. The contained values of base metals may be released into the environment under natural weathering conditions polluting ground and underground water. Copper losses into slag are a continuous problem in pyrometallurgical smelting operations. Due to shortage of ore concentrate, various mining operations have initiated the recovery of copper from dumped slag. The typical process uses crushing, milling and flotation. These operations create excessive liner wear rates during crushing and milling because the bond work index of copper slag is 22 kWh/t and this is considered a very hard slag. The process also has reduced flotation recoveries and requires high flotation reagent consumption. The present work shows that digestion of the milled copper slag slurry with concentrated sulphuric acid at a temperature of 250oC forms a solid cake and leaching of the solid cake with water is a possible option. However, the consumption of sulphuric acid can have a considerable cost on the recovery process. This can be limited by producing a leach residue containing gypsum and silicate materials as amorphous silica which are suitable for use as an additive for Portland cement. Laboratory results show that 90% copper recoveries can be achieved. The leaching is conducted to prevent silica gel formation and iron co-extraction. Leaching is optimum if silica gel-free solutions and good filterable residue are obtained. INTRODUCTION Slag is a waste by-product of smelting and converting operations in metallurgical plants. Both smelting and converting operations are aimed at iron separation from base metal sulphides in non-ferrous metallurgy. The iron sulphide component of the ore or concentrate is oxidized to iron oxide at higher temperatures in the molten form, and then fluxed with silica and other oxide rock minerals to produce fayalite (2FeO•SiO2) slag (Schlesinger et al., 2011). Slags are generally deposited on dumps and considered to be unreactive materials. Smelter copper slag contains significant concentrations of several potentially toxic elements, including arsenic, lead, cadmium, barium, zinc and copper. These elements can be released into the environment under natural weathering conditions and cause pollution of soils, surface waters and groundwater (David, 1998)."

The Bureau of Mines is engaged in a research program on the characterization of tars produced by low-temperature carbonization of coal and their economical upgrading to more valuable materials, Throughout the years, hydrogenation has played an important role in the treatment of these tars, mainly as a means of converting the whole crude tar or selected fractions to motor fuels; diesel oil, lubricating oil, or various solvents. In some instances, production of specialty chemicals has been the objective. The purpose of this report is to summarize, without critical review, the information of the past 25 years on the hydrogenation of low-temperature tars and related substances as presented in the literature or its English translation. Published articles and patents not abstracted in the main body of this report are included in a bibliography at the end. "The composition, properties and structure of taphole clay with high strength and friendly surrounding used in a new blast furnace with 3800 M3 volume was studied. The developed taphole clay had been applied in the blast furnace for four months, pouring times were 11-13 every day, flowing rate of hot iron was 7.5 t/min and the consumption of taphole clay was 0.49Kg per ton iron, which can make the new blast furnace attach the designed production quickly and decrease the cost of hot iron. The taphole clay is easy to be opened in the channel of hot iron which can be remained in stable shape under the corrosion of slag or hot iron, and it dose not produce poisonous smoke in yellow or dark color in the use process. The development of new taphole clay is useful to improve the work surrounding of the blast furnace.IntroductionIn the iron-making process, the taphole clay's function is filling up the taphole and protecting the formation as well as the growth of the clay in the blast furnace, maintaining the enough taphole depth; simultaneously it is easily to open a hole and knock out the clay. The taphole clay has a good performance of molten slag and hot iron resistance. The traditional taphole clay uses coal tar or carbolineum as a binder, and the performance of taphole clay is good, but it has the black and yellow poisonous smoke, which is harmful for work condition. Through the investigation on the binder's composition and poisonous performance of taphole clay, the environmental taphole clay is developed by some foreign companies, which is named the third generation product with benzene is less than 300ppm, and it has been used in European steel companies. This application of the taphole clay with high strength and environment-friendly using in 3800m3 blast furnace is introduced and the performance is discussed and analyzed in this paper."

"Single-roll strip casting process is studied using computational fluid dynamics which takes into account fluid flow, heat transfer and solidification. The computational model is based on the conservation Jaws of momentum, energy and continuity. Correlation of strip thickness, solidification zone length, and puddle shape on single-roll strip casting of Al-1 %Mn is explored. Feeding pressure and roll speed are investigated. The results show that the··strip thickness slightly increases with pressure, similarly the length of solidification zone. The variations of strip thickness and solidification zone length with roll speed show a sharp decline for strip thickness and slight decline for the length of solidification zone with increasing roll speed. The constraint and free-jet flow have different feature in term of flow field. Severe turbulence is observed on the free-jet flow.IntroductionThe near-net shape casting of strip metals is a demand nowadays. The demand is particularly stimulated by the challenge to become more competitive through enhanced performance. The microstructure will result in the improvement of mechanical properties compared to conventional material, or alternatively the opportunity of using grades of metal outside the normal range for continuous casting.The concept of single-roll strip casting has been difficult to commercialize, because of the complex interactions between fluid flow, solidification, shrinkage, and stress, which lead to serious quality problems. Besides that, the quality and the thickness of the strip are affected by the thermal properties of the strip, roll cooling conditions, roll geometry, and other process parameters. To understand how these parameters affect the strip formation, some researchers have modeled the process [4]."

Between 1927 and 1957, sodium borate minerals were mined by underground methods in the Kramer District, Kern County, Calif. In 1957, surface mining methods were initiated, and during the next two or more decades it is probable that most of the production from the district will be obtained from open pits. However, part of this borate deposit is sufficiently deep that surface mining may not be economical and, hence, at some future date underground methods may again be employed. This report was prepared to document the underground mining methods employed in the district before 1957. The general geology of the district and the detailed geology of each of four mine sites are presented, together with a mineral and mechanical description of the ore and enveloping rock. The report also describes the stoping, extraction, pillar support, methods of artificial support, and other factors that affect the structural characteristics of these mines.
