President Reagan may be "a nice guy," but he is "misinformed, misdirected, and misadvised," when the subject is the state of the US copper industry, according to Sen. Dennis DeConcini (D-AZ). DeConcini took the opportunity as keynote speaker at the Arizona Conference AIME in Tucson to fire a few salvos at the Reagan Administration's industrial policies. "American copper used to stand above the rest of the world," he said. Now 21,000 copper workers, about half of the total, are out of work due to less expensive foreign imports. "Those 21,000 are real people, not statistics," he said. US production has been cut to one-third of its capacity, he said. And the Administration shows no signs of changing its position to favor US copper protection. "Third world copper towns are booming," he continued, "while ours are dying." Regardless of profits and despite oversupply, Chile continues to produce, he said. And, while US mines continue to close, "the International Monetary Fund (IMF) is handing more than $1 billion to six copper producing countries." President Reagan wanted $8.6 billion from the IMF. "I'm damn mad about it," DeConcini said. "For the life of me, I can't understand how this Administration can stand by while this industry is brought to its knees." Last year, the International Trade Commission ruled that imports were injuring domestic copper and recommended relief. The President, DeConcini said, vetoed those recommendations. DeConcini softened his tough talk a bit saying the President's image makes it difficult for people to not like him or stand up to him. "How can anyone stand up to President Reagan?" he asked. "He's such a nice guy. But it's time someone did. He's just misinformed, misdirected, and misadvised. We must take real action and we must have a president who understands this." DeConcini said he has introduced legislation aimed at helping domestic copper. It would limit copper imports to 385 kt/a (425,000 stpy). Imports now stand at about 635 kt/a (700,000 stpy). The bill would also impose a $0.33/kg ($0.15-per lb) duty on foreign copper. DeConcini called the duty a sort of "environmental equalizer" because that is the amount domestic producers must spend on pollution control devices. Foreign competitors do not have such controls, he said. "I face people who are damn mad that this country is being pushed around," he concluded. "It's time we stand up and say we can be competitive. If they (foreign countries) put an import duty on our stuff, we will do the same. It's time this country stopped being the nice guy." As if to underscore domestic copper's desperate situation described by the Senator, Duval Corp. announced about the same time as the meeting that it has nearly closed its eastside office in Tucson. Staff has been reduced from 120 to four. Spokesman Dean Lynch said the four will consist of President A. Everett Smith, a secretary, a person in environmental affairs, and another in purchasing. Duval is also selling an office and a laboratory in Tucson. Pennzoil Co., Duval's parent, has been trying to sell the company for more than a year. It began dismantling Duval in November 1984. Pennzoil took over its subsidiary's profitable sulfur operation in Texas, sold the New Mexico potash facility, and spun off gold interests in Nevada, forming Battle Mountain Gold. Northwest Mining Association - Spokane Rock Jenkins, Associate Editor The true role of minerals needs to be realized by both the policy makers and the people of the US, according to Robert Dale Wilson, director of the Office of Strategic Resources, US Commerce Department. In addition, a re-thinking of the theory of free trade and competitive advantage is necessary. Wilson made his remarks in December at the opening luncheon of the 91st Annual Convention of the Northwest Mining, Association in Spokane, WA. At a later press conference, Wilson said one of the mining industry's main problems is that its presence in Washington has been reduced in the past few years. Part of this can be seen by events within the American Mining Congress (AMC), he said. "The problem with AMC," Wilson said, "is that in 1981, when Reagan came in, no problems were seen for mining and a lot of their (AMC's) lobbyists were let go." He

In the early explorations of the Northwest, the search for minerals played a not inconsiderable part. The first episode had its disillusioning sequel. Sir Martin Frobisher, in 1576, sailed up that bay in Baffin land now known as Frobisher bay, thinking that he had the coast of Asia on his right hand. He brought back from this expedition a piece of 'black earth' from Hall island, from which an alchemist by coaxing nature, or his own conscience, obtained gold. A second expedition of three ships was fitted out in 1577, and a third of fifteen ships in 1578. The ships were loaded with this 'black earth', which on subsequent investigation was found to be worthless, and interest in minerals for the time being ceased. In 1612 Hall and Baffin went in search of a gold mine near the Arctic circle on the west coast of Greenland, reported to be worked by the Danes. They found old workings, but no ore. To come nearer the Hudson Bay area, it is noteworthy that the charter granted by Charles II to the Hudson Bay Company in 1670, as a result of the explorations of Radisson and Groseillers, was given "-in consideration for their having at their own cost and charges undertaken an expedition to Hudson bay in the northeast parts of America, for the discovery of a new passage to the South sea, and for the finding of some trade for furs, minerals and other considerable commodities, and of their already having made by their undertakings such discoveries as did encourage them to proceed farther in pursuance of the said design, by means whereof there might probably arise great advantage to the King and his Kingdom - ".

Such a module would be applicable to surface mines and road construction sites, both of which require personnel to work under and on top of steep and often unstable slopes.

The work presented includes a case study of a UK colliery. Areas explained are the equipment installation at the mine; the development of the demand reduction strategy including the load profile database and prediction optimisation model. Some live production data from the power meter installation at the mine is also presented.

"The tailings disposal system at Les Mines Selbaie includes dewatering of tailings in a high-capacity thickener, followed by point discharge of the thickened solids to form a stable conical pile. Tailings water drains to ponds formed behind engineered dams, prior to either recycling f or process use or discharge to the environment. Design and economic considerations of the system are discussed. Construction, start-up and operating experiences are also presented.Introduction Les Mines Selbaie is located in the Abitibi region of northwestern Quebec, approximately 700 km north of Toronto and 150km south of James Bay. More locally, the Detour gold mine is 60 km to the west while the Noranda smelter is 220 km to the south.The deposit was discovered as a result of a Questor INPUT Mark VI geophysical survey in 1973, followed by diamond drill programs from 1974 to 1976. Three mineralized zones were delineated and underground exploration was carried out on all three. A production decision for the 'B-zone' copper-gold-silver orebody was made in July 1979. The underground operation started in July 1981, with full production of 1500 t/d being achieved in May 1982.During the planning phase, every effort was made to ensure that the operation would be environmentally sound . The design included the provisions of the then newly proposed provincial environmental guidelines. The tailings disposal system formed the most significant part of the environmental program due to the large volumes of solids and water effluent. In addition, the design allowed for future expansion of the system to accommodate mining of the other zones, thus minimizing future costs and disruptions."

Phase II of President Nixon's economic game plan will incorporate many top flight metals mining companies. The large corporations must receive approval from the Cost of Living Council before increasing prices and or wages. The theory here is that, with large companies complying with advance approval, smaller firms will be examined more closely by government, and thus will be forced also to comply. Rep. Paul McCloskey (R.-Calif.) called for a moratorium on strip mining for "the few years involved before we adopt a national energy policy and a national land use policy." McCloskey, who is a cosponsor of Congressional legislation that would outlaw strip mining, told a hearing that a "moratorium can scarcely hurt us until national energy and land use policies are adopted."

In the middle of 2000, BHP Billiton implemented a Six Sigma Plus business improvement program known as Operating Excellence. It was developed based on a business bottom line initiative to deliver 35 - 40c/share and was one of the BHP Billiton strategies to deliver $2 earnings per share and a longer term $40 share price (BHP share price). Cannington is a silver, lead and zinc mine owned and operated by BHP Billiton. Through implementing Six Sigma Plus Cannington wanted to:have in-house capabilities to change and improve; tailor for the needs of each business unit and department; have æSharing of its KnowledgeÆ as a tool for improvement and have a competitive edge across Cannington û to be better than our competitors; learn from and leverage off the successes of improved safety and prior business improvement efforts; and ensure networking and sharing of information have common measurement systems across all assets. As with most business improvement programs û Six Sigma Plus was met with some degree of skepticism, especially given the amount of resources involved. After 18 months, much of this skepticism has been replaced with enthusiasm as peopleÆs understanding and acceptance of its fundamental concepts are being realised. The idea behind Six Sigma Plus is that it combines sound technical solutions with high acceptance by those who need to work with or implement the change. The future vision for Six Sigma Plus is that it become part of what we do at Cannington û just like safety and environment û so that Six Sigma tools and methodologies are used in our every day work.

"The coal reserves of the Crow's Nest Basin in British Columbia have been known since the late 1860's. The 51.0-million-long-ton (over 15 years) sale of low-volatile coking coal to Japanese steel mills, as finalized in 1968, establishes the importance of these coal reserves in the world markets.In the early stages of the exploration program, which began in January, 1967, emphasis was placed on deter-mining the reserve of underground low-pitch coal within the No. 10 or Balmer seam of the Kootenay coal forma-tion. The finding of low-cover reserves in excess of 100,000,000 tons altered the initially planned underground program. Extensive tests were performed, establishing the excellent coking characteristics of the open-cast Balmer coal. Due recognition was given to the ultimate reclamation costs of mined lands and associated spoil areas.t was determined that, to achieve the costs desired, a high productivity was necessary, requiring large mining equipment. Operating criteria were set out, based on producing 4.2 million tons of clean coal per year. To optimize recovery, the preparation plant feed size was fixed at Yi in. x 0. The initial basic design capacity of the plant was 1,000 tph. The washing plant is composed essentially of four separate cleaning sections: a dedusting section; a multi-stage heavy media cyclone section; water cyclones; and flotation cells. Subsequent to the basic program, additional sales were made of 6.0 million long tons over the initial three-year period and the plant capacity was raised to 1,400 tph through the addition of a 400-tph coarse-coal treatment section. All wet coal products from the fine coal plant will be dried in a 70-tph (water) heat dryer. A unit-train concept of coal transportation between the mine site and the Westward Terminals at Roberts Bank has been negotiated with the Canadian Pacific Railroad. Facilities at the port will include a 4,000-tph rotary car bumper, 400,000-ton clean-coal stockpiles, and a bucket reclaiming system having a total ship-loading capacity of 6,000 tph."

The property of the Cupric Mines Co. is situated in the San Francisco mining district, Beaver County, Utah, 21 miles westerly from Milford (fig. 1), the rail and supply center for the area. Scheelite mineralization was not discovered until 1941, although the occurrence of lead and copper minerals had been known previously. S. VI. Hobbs, of the Federal Geological Survey, examined the Cupric property in November 1941 and prepared topographic and geologic maps of the area. This work was supplemented by additional investigations in January 1943 and March 1944 (fig. 2).

Keywords: Recycling, Consumer Battery, Fee rates On November 11, 1999, all types of spent consumer batteries are proclaimed to be collected in Taiwan. Under current recycling system, all producers and importers of consumer batteries have to pay a collection/recycling fee to the Recycling Management Fund (RMF) of EPA based upon the rate approved by EPA. Collectors and recycling plants receive subsidies from RMF according to the collected and treated amounts audited by an independent auditing organization. Collected spent consumer batteries only reached 923 tons in 2002 equivalent to 10% of the total quantity sold at the same year. How to increase the collection efficiency of used batteries becomes an important issue for EPA in Taiwan. The objective of this study is to explore current recycling system of spent consumer battery in increasing collection efficiency. Results provide some suggestions to Taiwan EPA regarding recycling route, recycling system, recycling rates, and recycling subsidies.

THE old mill erected by the .Irvinebank Company consisted of 10 heads of stamps (850 lb.), rock-breaker, Hartz jig, two Krupp tables, two Luhrig vanners, three sand-pumps, one mixer; six flotation vessels, and the necessary settlers. Power was supplied by a small colonial-type boiler, and 10-in. x 15-in Tangye engines. The ore was darted from the mines to the mill and hand-fed, into the rock-breaker, and the broken product elevated into the batter bins and fed into the stamps, the pulp from the stamps passing to a classifier, the spigot to jig, tables, and vanners, the overflow from the classifier passing to settlers. After the removal of bismuth-wolfram concentrates, the pulp was pumped to the molybdenite flotation plant and the olybdenite recovered by flotation.A commencement was made with the erection of the first unit (20 heads) of the new mill in August, 1917, and milling and concentrating commenced in February, 1919.

"A graphical method to assess the size reduction by grinding is presented and illustrated with data collected from laboratory grinding tests and industrial grinding circuits. The method lies between the graphical comparison of size distributions and the population balance model. The method is easy to apply and provides a quick way to compare grinding mill performances under various operating conditions and processed ores. The application of the method to industrial mills shows that a grinding mill operation could present an invariant behaviour that can be exploited for simulation purposes.INTRODUCTIONThe size reduction of particles by grinding has been studied for decades and several books were published on the subject. Most of the recent studies focus on the modelling of the ball, semiautogenous and autogenous grinding mills operation (Napier-Munn et al., 1996) because accurate simulators can be used for design, optimization and control. Although the development of realistic simulators is progressing, the trial and error method is still used by many operators to identify optimum operating conditions for a grinding machine.Laboratory tests allow the characterization of the material submitted to grinding and the analysis of various operating conditions, such as ball size or shape, mill speed and slurry concentration of solids, on particle size reduction. Similar tests can be conducted in a plant, but results are often difficult to analyze due to errors associated with sampling and sensor accuracy. This paper presents a graphical method to assess the degree of size reduction carried out by a grinding machine. The paper consists of three sections. The first section describes the method and the following sections illustrate the method with data taken from laboratory and industrial grinding machines."

Currently, at Caltrans, the Office of Structure Design is carrying out an extensive seismic retrofit program involving transportation structures throughout California. The goal of the retrofit program has been to upgrade existing transportation structures to meet the present seismic codes and anticipated loads that are generated during a seismic event Part of the retrofit program involves retrofitting existing structure foundations when required. To determine if the foundations of a specific structure need to be retrofitted, an engineering analysis of the existing foundations has to be done. If the engineering analysis of the structure foundations determines that the foundations will not meet the load carrying demands required by the structural engineer, the existing foundations are then retrofitted. The retrofit projects that require foundation modifications can be separated into two general cases. The first case comprises structures where the original designs will not meet the demands of the present seismic design code. In this case, the existing foundations are not capable of providing the load capacities the current seismic code requires. The second case consists of structures where the retrofitting of the superstructure will increase the required load carrying capacity of the existing foundations during a seismic event In this case, the anticipated load demands on the existing foundations are greater than the foundations are capable of providing. For either of the cases listed above, the present strategy for increasing the capacity of the existing structure foundation consists of installing tiedown anchors or large capacity piles to provide the required resistance to seisraically induced loads.

Location and History The Sherritt Gordon property is located in northwestern Manitoba, about 100 miles north of The Pas and 40 miles northeast of Flin Flon. It is connected with the Manitoba Northern railway, which runs from The Pas to Flin Flon by a branch line, 42 miles in length. The location of the property is shown on the sketch-map, Figure 2. The ore deposit was first discovered by Philip Sherlett, a Cree Indian, in 1922. In 1924 Sherlett's claims lapsed and the ground was re-staked by Carl Sherritt and Dick Madole, and was optioned by them to J. P. Gordon in the summer of 1925. Gordon re-optioned the property successively to three well-known mining groups, one of which did some surface trenching .and put down 28 shallow diamond-drill holes before dropping their option. In the latter part of 1927, a Company known as Sherritt Gordon Mines, Limited, was formed to take over the property, and preparations were made for systematic development work. Preliminary Development In order to fill-in gaps left by the original drilling, a light diamond-drill outfit was flown-in to the property from the Hudson Bay railway in the early fall of 1927. Ten shallow holes were put down before freeze-up .and a considerable amount of surface trenching was completed. Based on the results of the surface trenching and the shallow diamond-drilling, an extensive development campaign was outlined. A winter road, 90 miles in length, was cut from mileage 55 on the Hudson Bay railway, and during the winter of 1927-28 a total of 2,600 tons of freight was hauled-in to the property. This freight included four complete diamond-drill outfits, two complete mining plants, building material for two sets of camps, and supplies for one year's operations, including 105,000 gallons of fuel-oil for Diesel engines.

As the global mining industry continues to grapple with ‘black swans’ (high consequence / low frequency events) for health, safety and environmental losses, the focus is shifting from risk assessment of these events to risk management using selected purposeful controls that reduce the risk.Fundamental to critical control management (CCM) is a soundly based rationale for selecting the right controls for each and every risk. The approach should be based on a thorough understanding of the dynamics of the event: What causes it? How frequently will it occur? How likely is the consequence to be realised? This is typically done through a bowtie and methodical numerical risk analysis. Core to this step, then, is the structure and content of the bowtie; specifically, the analytic architecture that is used to construct the bowtie. Different architectures yield different constructions, and bowties are no different.Although bowties for operational health and safety (OHS) hazards appear to have a common architecture, they are not generic. It is important to stress that they contain site specific information, are prepared by site based operational teams, and vary from site to site to reflect each site’s operational conditions. They are often a product of the knowledge and understanding of the operational teams involved, may be prone to human error, and potentially miss latent hazards that may have been embedded early in the planning, design or construction phase of a mine or facility, or within the mining equipment. Overcoming these deficiencies through constant re-evaluation of the risks, and challenging the content on the bowtie will help to minimise the chance that something will be missed.This paper will cover key themes in bowtie architecture, introduce the concept of barrier models for high consequence event (HCE) bowties and present a relevant case study to illustrate the issues that determine quality in bowtie construction and critical control (barrier) selection and management.CITATION:Mills, R, Andrew, M and Reynolds, H, 2016. Arizona: The San Xavier Indian Reservation mine is located approximately 2 ½ miles northwest of Asarco's Mission Mine southwest of Tucson. The company plans to produce oxide and copper-bearing siliceous ore at this operation, construction of which is scheduled for completion in 12 months. Asarco also plans a copper leaching and iron precipitation plant at its mine. The plant will leach 4000 tpd of oxide ore using sulfuric acid produced at the company's acid plant now under construction at Hayden. Copper precipitates will go to the smelter at Hayden. A drilling program at the Sacaton copper prospect in Pinal County, has disclosed two porphyry copper deposits. One deposit, mineable by surface mining, has approximately 17 million tons of material averaging 0.80% Cu. A deeper deposit suitable for under- ground mining has approximately 12 million tons averaging 1.5% Cu. Although Asarco intends to place this property in production, no startup date has been determined.

SAGD (Steam Assisted Gravity Drainage) is an in-situ oil recovery technique for heavy oil reservoirs. The technique has been successfully applied to many projects in the past 25 years and the process has been, now, well understood. It is now believed that geomechanics plays an important role in SAGD and should be considered in numerical or analytical modeling. Currently, geomechanics is numerically modeled through combining a multi-phase flow and a geomechanical simulator. Numerical modeling is, however, time consuming, need lots of input data, and could not be used for quick decision-making purposes. To decrease the modeling time, this study based on a new version of the Reis drainage model, proposes coupled mathematical model and reserves the effect of geomechanics in the process. Results showed a perfect match with the past experimental and numerical data.

A sample of tailings from a local, low grade (less than 2g/t) tailings dump was investigated for gold recovery. The tailings were very fine, with 90 per cent passing 30¦m and almost 60 per cent passing 10¦m. Tabling the coarse product from classification using a cyclone proved unsuccessful, with low recoveries being obtained due to high gold losses in the slime streams. Gold recovery by cyanide leaching was quite rapid, with recoveries of 85-90% being obtained in five hours. Lime and cyanide consumptions were 3 g/t and 0.1 kg/t respectively. Gold loading onto carbon was inhbited by the presence of the large amount of fines, so heap and vat leaching should be considered where the gold is recovered from a clear pregnant solution. Settling tests were conducted on tailings. It was observed that the addition of at least 3 kg/t lime or 0.4 kgh nonionic flocculant was necessary to promote settling of the tailings to generate a clear supernatant for gold and water recovery.

The introduction of computer technology to the mining industry has produced many benefits for the mining engineer. The most significant is the dramatic increase in productivity realized by the individual user. This is important during times of competitive market conditions. Software for the minerals and energy industries has evolved substantially over the past decade. But even today it remains difficult to find a system that features the flexibility and integration capabilities to effectively (and cost-effectively) handle the needs of professionals in each phase of the mining industry - from exploration to reclamation. Several national software developers are now addressing this challenge. One Denver-based company, MINEsoft Ltd., offers a software package that is currently being used in each phase of the mining industry. The basic technology used in MINEsoft's database management system was developed in the 1960s. But during these early years of the computer industry, most of the technology was available only on mainframe computers, and then only as separate entities. MINEsoft's system unifies these various systems in one package that can be used on most computers manufactured today. Database Management System TECHBASE is a flexible, integrated database management system designed specifically for technical applications. The system features a database manager with no practical limit to the amount of data it can store, retrieve, and manipulate, according to the company. TECHBASE in¬cludes Applications Packages (TAPs) designed to meet the needs of professionals in a host of industries. Clients use the TECH BASE system to prepare many reports, including important EPA information. The package reduces data to a manageable level and enables users to increase productivity with a smaller staff. Mining engineers no longer need to do things by hand. What used to be a day's work can be accomplished in an hour or two. Exploration "Using the TECHBASE system to generate maps has probably saved us the expense of three or four draftsmen," says Ralph Fitch, regional manager and senior staff geologist with Chevron Resources in Portland, ME. "The system has great flexibility. You can treat it much like a spreadsheet. If you are halfway through with a particular project, the system allows you to add fields and calculations with ease but without starting over." Fitch uses TECHBASE for the "straightforward" plotting of results and generation of geochemical and geophysical profiles. "In exploration," he says, "these are the two key elements ... the generation of maps and data profiles. The system allows you to plot as many elements and variables in these areas that you like." Other aspects are important, too, says Fitch, including drill hole sections. "We use all the basic capabilities the system provides in the complete package," he explains. IT IS most appropriate that this first Memorial Lecture should be given in the Province of Quebec, near the site of the first metallurgical industry in Canada. At La Forge, about seven miles north of Three Rivers, iron was produced in 1783. We are told that the early settlers obtained most of their iron-ware -stoves, kettles, axes and ploughshares -from this smelter, with its foundry and forge. The Canadian copper industry also had its beginnings in Quebec when, nearly 100 years later, in the 1880's, several small copper smelters were erected in the Eastern Townships. Later, in 1899, Canada's first aluminum smelter was built at Shawinigan. From these small beginnings has grown a vast metals industry, the export value of its products being only exceeded by that of our forest products -newsprint, pulp-wood and lumber. As we are not a large country in terms of population, our domestic capacity to consume is often small in relation to our developed capacity to produce.
