UNDER war conditions coal immediately assumes a position of highest importance for coal must carry the basic load for industry. The upward trend in production continued through 1941. Bituminous coal production alone about equaled the total output of bituminous and anthracite in 1940. The figures for 1941 approximated 500,000,000 tons for bituminous, and 54,000,000 tons for anthracite, and production of by-product and beehive coke exceeded that of the previous year. The coal industry, under the National Bituminous Coal Act, is going through a period of readjustment, and is beginning to stabilize itself under the statute. The Federal Mine Inspection Nill became law during the year.

It is with great pleasure that we announce the availability of this fifth issue of the IPMI Journal, a publication of the International Precious Metals Educational and Scientific Foundation. This digital peer reviewed publication has been created as a vehicle for the sharing of technical information related to the science and technology of precious metals. Since 1976, the International Precious Metals Institute has championed the exchange of information of critical importance to the precious metals scientific and commercial communities through its various communications vehicles. This has included instructional videos, annual conference symposia, special topic committee meetings, regional seminars, and professional and student achievement awards. Due to the breadth of important topics related to all aspects of precious metals, it has been the vision of the IPMI to provide a publication available to the general public that would become a key source of pertinent topics containing high quality publications by experts in their fields of study. Historically, the IPMI has attracted world renowned experts in many fields (including Nobel Laureates Henry Taube, Ei-ishi Negishi, Robert Grubs, Professor Ben Feringa, and David MacMillan) in the dissemination of discoveries, inventions, and industry proven practices. Such information has a total value greater than the sum of its parts as seemingly unrelated innovations from distinct focus areas can be adapted to solve problems. Because of this important characteristic of information exchange, we have decided to create a digital journal, available to the general public, that will not only communicate state of the art discoveries and sound practices, but will also review historical communications from the IPMI’s archives that have value and use even in today’s environment.

WE have already devoted two previous memoirs to this question. In the first we collated and discussed the existing literature on the subject; in the second, we described the crystalline forms obtained by the reduction, at different temperatures, of ferrous chloride by hydrogen or by zinc-vapor. The conclusion from these researches was that the three allotropic states of iron-a, stable below A2; 19, stable between A2 and A3; and 7, stable above A3-all crystallize in the cubic system. The differences observed were such as are customarily encountered in the crystallographic records of many minerals of which allotropic varieties or isomerides are not known, but did not conform to the ordinary definition of polymorphism. It is, however, improbable that allotropic transformations, which are placed beyond doubt by a series of positive facts, do not involve some changes in the intimate structure. As a matter of fact, the crystals we did obtain were too small to allow of a precise examination, and this might introduce an element of uncertainty in the firm establishment of our conclusions. Professor H. Le Chatelier was even led to think from some of our results that iron could very well be a rhombohedron simulating a cube, and not a true cube, and it will be remembered that the crystalline form of bismuth was for a long time incorrectly regarded as cubic. Metallurgists are making use of the stereographic projection to a steadily increasing extent. In the last five years no less than 20 papers in American metallurgical journals alone have employed the stereographic projection; recent books on physical metallurgy, plastic deformation, X-rays and their applications, and crystal structure use it. Mineralogists have used the stereographic projection for many years in the description of symmetry classes and crystal planes, for it presents an accurate, easily understood plot of any angular relations in crystals with all unessential features eliminated (such as the accidentally determined size and shape of crystal faces). In metallography and physical metallurgy the projection is much used for the analysis of markings appearing on polished grains: slip lines, twins, cracks, structures formed by precipitation, magnetic-powder patterns, etch pits, etc. Data from certain types of X-ray photograms are most conveniently analyzed by its use, particularly those for determining the orientation of single crystals or the preferred orientation of grains in an aggregate. Calculations of how to tilt or cut a crystal parallel to a certain crystallographic plane or to reflect X-rays from a certain plane are rapidly carried out. It has been adopted almost universally to the exclusion of other methods by those studying the deformation of metallic crystals, save where the accuracy required is greater than a few tenths of a degree. Any directional property in a crystal or polycrystalline material can be shown on a stereographic projection; for example, the modulus of elasticity, yield point, etc. It has been repeatedly called to our attention that there is need of an elementary explanation of the principles and methods of stereographic projection, covering all the common applications in the field of metallography and physical metallurgy. The following contribution is an attempt to fill this need. The description of each method is supplemented with references to publications in which the method has been used. THE H.B. MINE and concentrator are located in the Nelson Mining Division of British Columbia, on the north side of the Sheep Creek valley about seven miles southeast of the town of Salmo. It is an operation of The Consolidated Mining and Smelting Company of Canada, Limited (Cominco), which has its metallurgical plants at Trail, about 25 miles west. The property was originally staked about 1907 by Horton and Benson, whose names are commemorated in the designation "H. B." Up until 1927, a considerable amount of development work was done in the upper levels by various companies. Cominco purchased the ?property in 1927 and carried out intermittent work until 1946. Following this, an extensive surface diamond drilling programme and a subsequent underground exploration were undertaken. Sufficient ore was outlined 'to warrant the construction of a 1,000: ton concentrator. This was started in April, 1952, and completed by the spring of 1953. However, because of adverse base metal market conditions, operation was deferred until May, 1955.

I. HISTORY OF OIL DEVELOPMENT IN MEXICO THE occurrence of oil or "tar" in Mexico was mentioned as early as the seventeenth century by Friar Sagahun, who gives the Indian name "chapopote," by which these asphalt seepages are still called. This asphalt was apparently used, as it has been used by primitive people in many parts of the world, in religious ceremonies and for medicinal purposes. Travellers also report that the ruins in Yucatan and the pyramids in southern Mexico show traces of the use of "chapopote" as a building cement.1 DeGolyer says that the first attempt to exploit oil or gas in Mexico in a commercial way is shown by the records of the Memoria de Fomento of 1865, when permission was granted to a Senor Ildefonso Lopez to exploit the deposits of petroliferous substances in the San Jose de Ias Rusias area in the State of Tamaulipas. Other concessions follow, and probably refer to surface seepages which occur in that district. This was several years after the discovery of oil in Pennsylvania. In 1868, a well 125 ft. deep was drilled by a company organized in Mexico City, in what is now known as the Furbero district, and a little oil was refined there. In 1873, residents of Tampico denounced seepages along the Tamesi River, and asphalt was mined near Tempoal in the Canton of Tantoyuca. No drilling was attempted. But between 1880 and 1883 several shallow wells were drilled for oil in Mexico, two of them being near the present Potrero de Llano field west of Tuxpam. The wells were drilled by a Boston company with Canadian rigs, and are said too have reached a depth of about 400 ft., while one is reported to have flowed. Several other abortive attempts were made to drill for oil between 1885 and the beginning of the present century, about which time the Mexican, Petroleum & Liquid Fuel Co., Ltd., in which Cecil Rhodes was interested drilled 24 wells unsuccessfully, several of them as deep as 1,500 ft., in the State -

During the last fifteen years there has been a marked change in the demand and supply patterns of coking coal. The world demand, predominantly Japan, has increased from 23 million tonnes of world export/import coal in 1960 to an expected total of at least 100 million tonnes by 1975. In the last ten years Australia has been the main beneficiary in the growth of the export coal trade. This has been brought about by its proximity to Japan and its large econ- omically mineable reserves of coking coal. A feature of the recent coal development in Australia has been the requirement of companies in new areas to provide massive capital for infrastructure costs. The ability of the Australian coal industry to retain a large share of the world export market depends to a large extent on reasonable costs to transport coal from mine to the market place. In some areas of Australia this means that railway lines, loading and unloading facilities, and ports will have to be up-dated at substantial costs. On the long haul to Europe the recent increases in the prices of bunker fuel have made the price of coal less competitive when compared with sources

Industrial minerals are just other rocks, except for the unique characteristics that make them useful in an industrial process. There is not a ready market for this type mineral and one or more uses must be developed to sustain production. The name "olivine" is a generic term used to indicate a group of orthosilicate minerals in a solid solution series, with forsterite (Mg2SiO4) and fayalite (Fe2SiO4) as endpoints. Since neither is found alone in nature, the mineral is always a combination of the two. The commercial deposits are high in magnesium and on the high end of the melting scale in the series. The name comes from the olive-green color.

INTRODUCTION CLEAR recognition by Lindgren1 of the important control exerted by physical conditions on the formation of ores laid the foundation for that long-sought attainment, a classification? of mineral deposits based consistently on origin. In probably no other portion of the realm of mineral deposition has the importance of physical influences been so manifest or the validity of Lindgren's genetic classification been so well proved as in that extremely important family of ore deposits which are now universally classed as hydrothermal and generally regarded as of magmatic derivation. While many varieties of deposits, some of them possessing great scientific interest and economic importance, fall outside the limits of this hydrothermal group, inclusion within it of most of the veins and a vast number of the replacement deposits of the world gives to this grand genetic class at once a dominating importance and a powerful scientific appeal. Nowhere are these vein and replacement deposits of hydro- thermal lineage more generously distributed, more extensively exploited or more thoroughly known than in the Cordilleran province of the United States. One of the respects in which these hydrothermal deposits command the interest of both geologists and mine operators is in their relation to depth: the great vertical range through which many of them have already been developed, the disappointing failure of others at relatively shallow levels, and the noteworthy downward changes in character and tenor exhibited by still others. In this hydrothermal category (if the Rand be granted place here) are included the ores of all the very deep mines of the world, ranging from 5,000 to nearly 8,000 ft., as well as of many other mines undoubtedly destined in time to attain corresponding depths.

Startup of the 9000 tpd Sacaton concentrator is expected to increase Asarco's domestic copper concentrate capacity by 21%. The plant site is located due west of the mining operations, consisting of both crushing and concentrating facilities. Arthur G. McKee & Co. served as the prime contractor for the project. The Sacaton mineralization contains both sulfide and oxide ores. Primary mineral constituents are chalcocite, azurite, malachite, chrysocolla, and minor amounts of silver and occasional gold. Sulfides are distinguished from oxides when more than half the total copper content is in the form of a sulfide copper mineral. While non-sulfide copper minerals are considerably less prevalent throughout the orebody, they tend to occur quite intimately with the sulfide minerals, particularly in the upper zones of the mineralization. For this reason the decision was made to treat all the ore in a flotation circuit using existing sulfidizing methods.

[NOTE.-This paper was presented at the Pittsburgh meeting in a partially completed form, and I fully expected to obtain, before the period of its publication, both the data and the leisure required for its completion. The hygiene of collieries was to have been separately considered, and the sanitary conditions of various metallurgical industries connected with mining were to receive an extended discussion, while at the same time the points treated in the paper as presented at Pittsburgh were to have more ample illustration from American and European sources. Delay in obtaining expected information, and the continuous pressure of professional work, have prevented hitherto the execution of this plan ; and I can now publish only a portion of what I had designed to contribute to the subject. In the meantime this portion, but slightly changed, has been included as a chapter on the Hygiene of Metal Mines in a work entitled Hygiene and Public Health, edited by Dr. A. H. Buck, of New York. An excellent chapter on the Hygiene of Coal Mines, contributed to the same work by Mr. Henry C. Sheafer, of Pottsville, affords me an opportunity to supply one of the deficiencies above alluded to. Mr. Sheafer's chapter contains much material in the way of explanations not required by professional readers; and he moreover devotes a considerable space to the explosive gases, falls of roof, and other causes of accidents to life or limb-a branch of the subject not belonging strictly to hygiene. History ILLINOIS has so recently attained the third place in the oil production of the United States that few realize its great importance, or are aware of its highly profitable character. Since 1907 Illinois has furnished about 15 per cent. of the United States output and about 10 per cent. of the world's production. The value of the output in 1913 is estimated at $30,000,000, of which about $20,000,000 is profit. The present prosperity dates from 1905, but efforts have been made since 1865 to develop production and geologists have been very sanguine as to its future for over 25 years. Had the oil operators been as confident as the geologists, the field would have been opened at least 30 years earlier. ALTHOUGH nickel was discovered and isolated as early as 1750 and its valuable properties recognized, many years passed before it was used commercially for wire, sheet, rods, etc., in the pure form. This was due partly to its high cost at that time and partly to the fact that it was not possible to refine and cast nickel into ingots sufficiently malleable to be amenable to the usual forging, rolling, or drawing processes. So remarkable was this fact, and so different from the experience at that time with metals such as copper and iron, that it has left its impress on the no-menclature within the nickel industry. To this day, furnace-cast nickel produced in such a manner as to be suitable for rolling and forging is called malleable nickel to distinguish it from the ordinary pig and shot nickel of commerce. In 1878, the firm of Jos. Wharton, of Philadelphia (which later became The American Nickel Works, a constituent of The International Nickel Co.) exhibited at the Paris Exhibition specimens of rolled pure nickel strip and of drawn nickel wire. About this time, there was considerable activity in the study of the refining of nickel and several methods were described, some of which were patented, for the production of furnace-cast malleable nickel including the use of manganese (Boed-dicker,1 Selve and Lotter2), the use of potassium permanganate (Bernsdorfer Metallwarenfabrik3) and the use of phosphorus (Garnier4). By far the most efficient method was discovered by Th. Fleitmann in 1879;5 it consisted in adding to the molten nickel, just before pouring the castings, from 0.05 to 0.125 per cent. of metallic magnesium. This soon became the recognized final malleableizing treatment for furnace-cast nickel.

WHAT is written here features some of the things that I would say if I were to de- liver a Presidential address during the Annual Meeting to be held this month in New York. I am aware that custom favors written rather than vocal delivery of such a discourse; and, as this accords exactly with my own preference, I assure readers that they will never be called upon to hear these remarks spoken- anyhow, not by me. My year as President is drawing to a close. As I look back I like to classify and analyze the impressions that have been left with me. It has been a delightful and fascinating experience to me personally; I have appreciated the courtesies and aids, and have been deeply gratified at the honors accorded me. Perhaps the source of greatest satisfaction is the opportunity I have had to sense more about the provinces of this Institute and about the useful functions of the profession that it represents. For 38 years I have been a member. I served two terms as Director-one in 1914-'16 and again in 1927-'29. I have been honored by selection as a Saunders Medalist. I thought I was reasonably familiar with the functions, the ideals, and the activities of the Institute. But the things that I have discerned during the past year have dispelled that conceit. I still think that, a year ago, I was as well informed as most members; but since then I have had the rare privilege of executive service and insight. That has given me a perspective that I feel can be obtained in no other way-as I think the illustrious engineers who have preceded me in office will agree. I wish that I had the power to translate to every member somewhat of the feelings of pride in our organization that a year as President cannot help but instill.

OUTSTANDING FACTORS that have largely induced the current great interest in the reopening of old mines and the search for new deposits are the increased relative value of gold, the certainty of a market for it, and the decreased activity and poor profits in other lines of endeavor. It is easy to understand why a miner out of a job and unable to find any other means of livelihood would naturally take to the hills with his pan, pick, and shovel; but never before have inexperienced, would-be prospectors and placer miners materialized from the factories and farms, the haberdasheries, and the oil and gasoline supply stations, in such numbers as the last couple of years have witnessed, except when rich strikes of the proportions of a Klondike have been made. What, may one ask, has occasioned this condition? Unemployment has put these men in a receptive frame of mind, and newspaper and magazine articles have done the rest-- The Gold Miner of Los Angeles (a new weekly), The Mid- Week Pictorial (New York) for Sept. 3, 1932, and Popular Science Monthly for August, 1932, for instance. Even the Saturday Evening Post had an article on a promising part of Colorado. Stories that good wages may be had for the panning in nearly every western state have been featured by daily papers, popular "scientific" magazines, and quasi- technical journals. These tales have been eagerly grasped by thousands of people whose ignorance of mining has only served to increase their enthusiasm.

The McArthur River (HYC) deposit, located in the Northern Territory of Australia, was discovered by Mt Isa Mines Limited geologists in 1955. It is one of the largest sedimentary stratiform zinc-lead-silver deposits known. Previous attempts to exploit the deposit have been thwarted by its geographical location, the capital expenditure required to establish an operation and the fine-grained nature of the mineralisation. The steeply dipping western margin of the deposit is covered by up to 25 m of overburden, and lies beneath the McArthur River and its flood plain. Dips are eastward, with the eastern edge of the deposit at a depth of about 400 m below the surface. The average thickness of the deposit is 55 m, and it covers an area of about 1.8 by 1.3 km. Seven stratiform orebodies are interbedded with sedimentary breccia, tuff and poorly mineralised siltstone. Mineralisation consists of finely intergrown sphalerite and galena, hosted by pyritic siltstone of the middle Proterozoic McArthur Group. Selective underground mining of the lower orebodies will extract more than one million tonnes of ore per annum. The dip of the mineralisation demands that mining will be by way of apparent dip room and pillar. Declines will provide access and haulage, and wherever possible development will be in ore. Initially, haulage will be by trackless diesel powered trucks, but these will be replaced by a conveyer system. A single zinc-lead-silver concentrate will be produced from a simple flowsheet. This flowsheet has been developed in the laboratory and demonstrated during an extensive pilot plant campaign. A single stage SAG mill will be utilised to grind the ore down to a P80 = 45 ltm (80 per cent of particles passing 45 ¦rn. Calumet Div. of Calumet & Hecla Inc. is engaged primarily in mining, milling, and smelting the native copper ores of northern Michigan. The copper occurs in fragmental tops of lava flows and in certain interbedded felsitic conglomerates of Pre- Cambrian age. The most famous native copper ore- body in world history is the Calumet conglomerate, which outcrops between the villages of Calumet and Laurium for a distance of about 2 miles. The Osceola lode parallels the conglomerate lode and is mineralized for about 3 miles. Horizontal distance between the two is 750 ft. In 1932 the price of copper dropped to 54 per lb. Coupled with the high cost of obtaining copper from extreme depths, this low price made the venture un- profitable, and the mining unit was abandoned. After the shaft pillar copper was removed from several of the conglomerate shafts in a retreating operation, the mine was allowed to fill with water. In post-depression years, when the price of copper stabilized at about 12¢, Calumet Div. found it profitable to operate its remaining mines on other lodes, as well as its tailings reclamation plants.

In recent years society has become increasingly concerned with maintaining and improving the quality of environment. Thus, public interest and concern with pollution problems is now high. This is reflected in recent federal and state efforts to formulate new legislation to prevent pollution and strengthen existing pollution laws. In reviewing literature pertaining to pollution problems, it is possible to distinguish many common elements. The most outstanding of these is the failure of the market to guarantee that private firms responding to price signals generated in the marketplace will make decisions leading to optimal resource use. Cases of market failure in allocating natural resources according to the wants of society frequently are due to the presence of technical externalities, or side-use effects.59 These roughly and generally can be defined as interdependencies among production and consumption units, the impacts of which are exerted other than through the market. They are, in other words, extra-market relationships. The economic unit generating external effects does not take them into account in decision-making. Thus, the tendency is for the unit to produce either more than society desires or not enough. In such cases society often has intervened in the decision-making process. This intervention frequently has taken the form of legislation to regulate production and consumption activities. Thus, a body of institutions, which acts as a constraint in decision-making processes, has materialized. These institutions are often far more influential in their effect upon resource use than are the forces of supply and demand acting in the marketplace. The problem of environmental pollution is essentially the problem of handling residuals which are the byproduct of all production and consumption activities which take place in the economy.2 These residuals are emitted into the air and water and disposed of on the land. They are interrelated, in that efforts to control emissions into the air or water can result in the production of solid wastes, which then present disposal problems. It is convenient to separate residuals by the type of pollution they cause-air, water, and land while remembering that these problems are related and that solutions may require coordinated effort.1 Residuals may be produced in both production processes and consumption. Residuals produced in production by the mineral industry, or firms utilizing its products, range from emission of sulfur dioxide by steam generating plants to radioactive mill tailings produced in the course of mining uranium.. Residuals associated with consumption are generated mainly through transportation of members of the household, space heating, and in the disposal of solid wastes, including refuse and junk autos. Residuals associated with both production and consumption receive attention in ensuing sections of this chapter.
