The Intec Copper Process uses a strong chloride electrolyte at atmospheric pressure and 80 - 85¦C to produce high purity, 99.99 per cent copper granules and elemental sulphur. A recent, exhaustive study by an independent, major Australian corporation has shown the capital cost of an Inter plant to be approximately half that of a copper smelter at the 200 000 tpa capacity level and approximately half the operating and capital cost at the 50 000 tpa level. The Inter process costs were also shown to be greatly superior to the best available leach/SX/electrowin technology. The process utilises a multi-stage counter current leach at 80 - 85¦C with the addition of air at atmospheric pressure to precipitate iron as a goethite type compound, followed by a two-stage purification process separating impurities in metallic- and other forms. Purified cuprous chloride/sodium chloride solution is fed to an electrolytic diaphragm cell where high purity copper granules are produced at current densities of 1000 - 1500 A/m2 withoutthe need for conventional electrode stripping. Power consumption is approximately half that of the cupric route. The product is suitable for the direct powder metallurgical conversion of the granules to products such as wire or strip. All the steps in the 'furnace free' conversion of copper mineral to product have been demonstrated The process can treat low grade and contaminated concentrates without penalty, thereby offering greater returns to the miner. Lead, zinc and silver may be recovered as metals, with the high oxidation potential of the electrolyte allowing extraction of gold at high efficiency. The gold is selectively precipitated on activated carbon with negligible copper and silver contamination.

LEASING the Teapot dome to the Mammoth Oil Co. is the culminating anticlimax of the "conserva-tion movement." It is just the touch required to make a full fiasco of the whole affair. If the revered wielder of the "Big Stick" were still with us, we could hear it fall harder than it did on Ballinger. Of all the oil reserves set aside by presidential decree, there was only one which certainly could con-serve much oil for the future. This was Naval Reserve No. 3, on the Teapot dome, Wyoming. After secret negotiations, carefully guarded from the press and from the knowledge of other oil men, we are suddenly informed that this last and only known chance to save much oil for future naval needs has been given away for early development.

The Amacan Copper Project was constructed in the Philippines by a Finnish-Filipino Consortium during the years 1979 - 1982. The project involved a turnkey contract for a mine and a concentrator to process 25 000 tonne per day of porphy- ritic copper ore at a grade of 0.45% Cu. The orebody is located on Mindanao, the southernmost island of the Philippines, in rugged, mountainous terrain approximately 1 000 m above sea level. The adopted design principle was based on an efficient, straightforward installation utilising a minimum number of items of equipment each with high unit capacities. The consortium faced many problems which resulted in lengthy delays in construction and finally led to the client taking over responsibility for the completion of the project. The concentrator was successfully commissioned in July 1982.

This paper highlights the strong safety and progressive engineering cultures th at existed and continues within the company. A long-term view of the business coupled with proven professionalism is amply developed. Quite dearly, to revert to private ownership is not a return to Victorian values but ‘back to the future’.

MY treatment of the subject of "Metals of the Future" is imaginative rather than statistical or scientific, because reliable information concerning useful concentrations in the form of ore deposits of by far the majority of the elements does not exist and the chemical, physical, and mechanical properties of the unfamiliar metals are recorded only in fragmentary and uncertain form or not at all.

Having thus created us members of the same family-for the metaphorical meaning of house and kinship is identical-Mr. Carnegie expresses more emphatically than even he could in words, that, by affording facilities for closest intercourse, he in¬vites the mechanical, electrical and mining engineers to par¬ticipate in the freest interchange of idea and experience, and to correlate and combine the results of their studies and activi¬ties; and, being members of the same household, to banish re¬serve and secrecy. And now we, the members of the - American Institute of Mining Engineers, meet as though we were at home in a neighboring country. For whether we meet in Canada, in England, or elsewhere, the Institute is always received as though no political or geographical divisions separated its members from those of congenial associations in the land of its host. In truth, the title which we have assumed claims for the sphere of our activities the whole American continent, regardless of such trifling details as boundary-lines. The fact that we meet to communicate each other's experience, to discuss our difficulties, and to seek each other's aid in solving the intricate problems that so often present themselves in the course of our profes¬sional life, is an acknowledgment of our individual helpless¬ness; and therefore an argument for united effort. In mineral processing, the last century of the current millenium has been the century of froth flotation. The process did not result from fundamental research, but was developed over the years by empirical methods. In more recent years, our understanding of the fundamental principles of the flotation process have made significant strides. This paper reviews some of the historical perspectives of developments in flotation reagents, the development and application of experimental tools for delineating flotability and interfactial phenomena, advances in flotation fundamentals, and the development of flotation kinetics, both macroscopic and microscopic subprocesses. Through the application of surface chemistry, the flotation process has permitted economic utilization of a vast array of complex ores.

IT is well known that the so-called pure aluminum contains noticeable amounts of impurities, chiefly iron and silicon, and many investigators have studied the forms in which these impurities exist. Hanson and Archbutt1 state that iron exists in aluminum as FeAl3 and silicon as elementary Si. The solubility of FeAl3 in solid aluminum is practically zero, or at, least so small that the smallest trace of this compound is always visible as a separate constituent. Under the microscope an untrained eye can hardly distinguish, without etching, the two constituents FeAl3 and Si, but they can be differentiated by suitable etching reagents. Anderson2 also found the same results. At the same time, Merica, Waltenberg, and Freeman3 found a constituent of unknown composition. They found a small thermal effect, at 610° C., on the cooling curves of aluminum with small amounts of iron and silicon. The intensity of this effect increased with increasing silicon content, until an effect occured at 576° C. due to the eutectic between aluminum and silicon. The authors ascribed the effect at 610° C. to a compound, which they call "X constituent." It was thought to be a ternary compound containing iron and silicon and could be observed under the microscope as dark particles. Dix4 has published unetched photomicrographs of an aluminum with 0.51 per cent. iron, 0.99 per cent. silicon, and 0.32 per cent. copper that shows three constituents: the dark Si (black in the figure), the lighter FeAl3, which appears in half tone and crystallizes in needles, and a constituent of the same color as FeAl3 but of different crystal form, often resembling Chinese script. This last constituent, Dix thought, is a compound of Fe and Si; not the compound FeSi but a compound containing a relatively small amount of silicon. Therefore an alloy of aluminum, iron, and silicon (the copper should not be regarded in the following considerations) must contain the following four constituents: Al, FeAl3,

"THE FIRST COMMENTATOR that I will call on is Mr. W. G. (Bill) Brissenden, Vice-President, Mines, Noranda Mines Ltd. Bill, would you care to comment.W. G. BRISSENDEN ...Mr. Chairman, Ladies and Gentlemen, I spent some time reading the four papers that were presented here, yesterday evening, and decided that the four to six minutes that I had been allotted for this afternoon were going to be pretty tough to meet. It's a very big subject and I just hope that I will be able to stay within my time limit. As has been so aptly demonstrated by the members of our panel here this afternoon young men in growing numbers continue to be attracted to careers in the mineral industry, especially to careers in mining engineering. Now from 80 the point of view that the profession may have regained its status this is indeed welcome news. However, perhaps all of the members seem to have the suspicion that the number of mining engineers that the industry can absorb is a much lower figure than previously forecast. It is said that technical school graduates are now occupying some of the jobs once considered the private preserve of the mining engineer and also that mining engineering undergraduates are having trouble locating summer employment. If these interpretations of mine are correct then we are now confronted not only with our old dilemma - whither the mining engineer - but also with an urgent need to solve it. We cannot allow our profession to become once again an undesirable one in the eyes of our youth because if we permit such a thing to happen a second time the profession may never recover."

ENGINEERS in the past have been largely associated with private enterprise and there has been a considerable tendency on the part of some members of our profession to depreciate government service for engineers. We engineers must change our mental attitude about employment in government service, particularly in view of the present most friendly attitude of the U. S. Civil Service Commission toward engineers for major posts in our Government. We must also take a much more active interest in public affairs. It must be realized that the national-defense program, which we are now organizing, will require for its effectiveness large numbers of engineers skilled in a wide range of technical and administrative services. In fact, the success of this undertaking will depend largely upon the extent to which our Government can command expert engineering talent to serve during the emergency. There is an acute shortage of technical and supervisory engineering personnel not only in the industries concerned with national defense but also in the Army, Navy, and other defense agencies of the Government. FOLLOWING the presentation of the papers by Messrs. Mahan and Butler, the discussion printed below ensued. A. C. LANE* With particular reference to the New England con-sumer, I entirely agree with Mr. Mahan that intelli-gent marketing methods will do a good deal, but there is more than one way of improving them. For instance, coal can be shipped best to New England about this time of year-after the storms of the winter and before the movement of crops in the summer. For that reason there ought to be seasonal freight rates. This will be agreed to by most coal men if you will ask them, especially those who are connected with large concerns like the Metropolitan Coal Co., and yet they do not get seasonal freight rates partly because the railroads are afraid if they once reduce them they will never have a chance to get them back again. But it would be an improvement to have seasonal freight rates. Another thing: When we are buying in New England we want really a certain amount of heat value in our coal. There is no great advantage in our buying ash, nor is there any particular advantage in the railroad shipping ash and clogging the circulatory system of the body politic any more than clogging the circulatory system of the physical body. It would be desirable if the wholesaler, and to some extent the retailer, could guarantee the amount of ash or sell their coal on heating value. If you are interested in that you will find some interesting charts, in "Anthracite Coal Costs Analyzed," a pamphlet issued by the Anthracite Coal Consumers Association, Inc., New York City, as to rates from various and sundry points for bituminous and anthra-cite coal from the field to New York, Buffalo and Chi-cago. Here in New England they are both up against the competition of oil. About 3 or 3 1/2 bbl. oil will do the work of a ton of coal. One of my millionaire friends who is well posted on the situation is putting oil in his Commonwealth Avenue house because it is the most economical. Moreover, we can get Welsh coal from across the water (and help equalize this matter of exchange with Europe) in close competition with Penn-sylvania coal.

Demand for metals will continue to grow as global population numbers and prosperity levels steadily increase. Consequently, there will continue to be a need to design and construct new metallurgical plants. Business success in general requires projects to be financially successful and return appropriate value to their owners. However, in the metals industry, private and public sector financing sources have become very sensitive to the perceived inability of projects to contain costs and meet other business objectives. Thus, the capital for projects has become more difficult and expensive to obtain. It is instructive to note that Ernst and Young (2011) identified that: “Delivery of predictable project results bestows competitive advantage and market confidence to those corporations who successfully instill this discipline”. The implication for future projects is that they must be systematically developed to minimize perceived risks—and more importantly—to demonstrate that the risks are managed to achieve the business case. Then, provided that the project has been developed in a well-structured way, project success can again be defined as a project with: a final cost within 10% of the budget approved at the end of FEL3, when the project is properly defined and the permit conditions are agreed upon; a start-up date within three months of the definitive, scheduled startup date; production levels at 85% of design capacity within a year of starting commercial operation; production meeting the target environmental restrictions; and with zero lost time accidents during construction and startup. The plant design is one of many integrated activities required to achieve these objectives. This book represents a valuable link between the existing engineering literature that encompasses a wide range of engineering fundamental textbooks and design manuals and the project management literature such as the Project Management Body of Knowledge, or PMBOK® (Project Management Institute, 2014). It is evident throughout this book, that the design team is a small but essential part of a much larger project team comprising the project management, construction management, and construction contractor staff. Provide ear protection which allows normal, unaltered hearing at low noise levels, yet protects the wearer from excessive noise. The Approach: A commercial earmuff with integral speakers has been adapted with a special amplifier so that low sound levels are not affected, but higher noise levels automatically reduced. How It Works: The discriminating earmuff developed by the Bureau of Mines has two modes of operation. In the first mode, where input sound levels are less than or equal to 83 decibels, the wearer will perceive noise at its actual level. For inputs in excess of 83 decibels, the second mode of operation begins and the sound perceived by the wearer is progressively attenuated, or reduced, as the input level is increased. A recognizable difference still exists between two adjacent sound levels enabling the wearer to differentiate between them.

It is often said that the military organization is built around the noncommissioned officer and it is similarly true that the mining organization depends for its production on the skilled miner-the NCO of the mining industry.

IN my opinion, the concentration of minerals by flotation is the most interesting problem in ore-dressing, and will command eventually far more consideration than it has at present. For many ores it furnishes a complete method of concentration absolutely independent of specific gravity, and thus simplifies the milling of many difficult combinations. Not having to recognize the influence of specific gravity, we are also able to dispense with some of the complications resulting from classifying-conditions. Where flotation cannot be used for a complete separation of the minerals from the gangue, it will be found, in nearly all cases, to save those portions which are generally lost by reason of their fine state of division. For this reason, it should be looked upon mainly as an aid to general concentration, although there are many ores so well adapted to flotation that more than 90 per cent. of the valuable metals can be recovered from them in one operation by this process. In presenting the results of my investigations in. flotation, I have endeavored to theorize as little as possible. That side of the subject has been extensively discussed by others. My earliest work with flotation was done in 1895, when I used various oils, grease, soap, etc., with results that were remarkable. I did not realize then that with water alone equally good separations could be made. Up to 1906, my endeavors were confined to attempts to keep the concentrates on the tables well wetted and away from exposure to the air. In common with others, I observed that when there was any obstruction in. the wash-water on the table of sufficient size to divert the water to either side, the concentrates collected, and, on exposure to the air, would promptly float away. This convinced me that the sulphides were all good " swimmers," and that if,

Rustenburg Platinum Mines, Ltd. is the largest producer of platinum metals in the western world. It is also the only major platinum producer this side of the Iron Curtain. One of its mines is situated at Rustenburg, 80 miles northwest of Johannesburg. It also has a smaller operation, the Union Section, 60 miles north of the Rustenburg property. Both mines exploit the Merensky Reef, which forms a part of the Transvaal's remarkable Bushveld Igneous Complex, an irregular oval area covering some 15,000 square miles. In order to cope with an increasing world demand for platinum and such platinum-group metals as palladium, rhodium, ruthenium, iridium and osmium, Rustenburg Platinum Mines embarked on a major expansion program some time ago. It is expected that production will reach an annual rate of 850,000 oz of platinum by the middle of 1969 and increase to 1 million oz by the middle of 1970. Capital expenditures at Rustenburg during the next few years will be about $60 million. It is believed that the ore at Rustenburg averages about 4.5 oz of precious metals per ton. About 70% of the metal is platinum, some 15% is palladium, and the rest is made up of the other metals in the platinum group.

As the Seminole area, Seminole and Pottawatomie Counties, Okla., appears to be the chief danger zone of overproduction in the United States, it may be of interest to review the production records of the various pools which make up this area; also to dis-cuss the future prospects of these pools, together with the structurally "high" points which may develop into new pools. It is also of interest to appraise the effect of the curtailment program in this general area, which was agreed to in principle by the various Seminole op-erators at a meeting held on May 23 at the offices of W. C. Teagle in New York. There are four large pools in the greater Seminole area. They are, in the order of their importance Seminole City, Bowlegs, Earlsboro, and Searight pools. A glance at the accompanying general map of the area will show their relative situation. The detail maps show the extent and area of these prolific spots. Seminole production comes from the Wilcox sand of Ordovician age, found at a depth of 3900 to 4300 feet. Semninole City Pool:-This pool was discovered in Wilcox sand in July, 1926. By Jan., 1927, there were 123 wells completed, making 146,000 bbl. per day. The field reached its peak of 253,000 bbl. per day the last week of Feb., 1927, with 211 completions and a per well average of 1200 bbl. On July 4 there were 304 wells completed, producing 102,000 bbl., with a per well aver-age of 336 bbl. per day. This pool will cover an area of approximately 3500 acres. It has produced approxi-mately 38,000,000 bbl. to. July 1. Estimates of total ultimate production are around 55,000,000 bbl. or somewhat better than 15,000 bbl. per acre. Some of the individual leases have already yielded 30,000 and 40,000 bbl. to the acre. Bowlegs Pool:-This pool shows 175 drilling wells and 131 completions making 180,000 bbl. per day, with an average per well production of 1380 bbl. It appears that this pool will develop into nearly as large an area as Seminole City. The wells, however, do not give up

This paper outlines the type of water-bearing formations encountered in the Prairie Sediments and describes a method for effectively sealing these zones in order that shaft-sinking operations may be carried out with safety. Details are given of the procedure for carrying probe holes ahead of the shaft bottom. These probe or grout holes are employed for establishing a series of overlapping grout covers around the proposed shaft excavation to safeguard against large inflows of water during sinking. The pattern and length of grout covers cannot be standardized, and each cover needs to be specially designed to suit the varying ground conditions. In order to provide effective protection through the Prairie Sediments, the number of holes in any one cover would not be less than 8, and possibly as many as 64 would be required in certain zones. The length of covers would vary from 100 ft. to 250 ft. Emphasis is placed on the need for obtaining accurate geological and water information from exploratory holes, drilled in the shaft vicinity, in order to effectively plan all grout covers.
