This paper reviews some of the traditional methods of reserves estimation based on lognormal distribution with or without an additive constant. In the rush to computerize mine planning and grade control generaly, proven estimation methods, such as Sichel's t, seem to have been overlooked. By use of a personal microcomputer, the traditional methods were investigated thoroughly, the results being tested against existing tables and figures. The fitting of a lognormal distribution, including estimation of the additive constant, is discussed, and the calculation of Sichel's t estimator and its associated confidence limits is described in detail. Payability calculations for a lognormal distribution are also covered briefly. The advantages of personal computers, particularly speed and ease of use, are emphasized. This low-cost approach permits detailed investigation of some of the assumptions and approximations inherent in the established methods of calculation. Several disturbing discrepancies are revealed in various factors, and some generalized statements made by previous authors are found to be over-simplistic. Full details are given of acceptable approximations and computer algorithms, and concern is expressed over the possible loss of proven methods under the welter of new, sophisticated computer software.

This paper describes a separation coefficient Ks useful as a "measure of goodness" to be used in factorial and response surface methodology. The use and limitations of the separation coefficient is discussed, and a computer program for calculating the coefficient is presented (in Fortran). The application of the coefficient is illustrated in terms of electro-dynamic separation of Mesabi semitaconites. Present Mesabi wash ores and gravity concentrates with an iron to silica ratio of only 5 or 6 to 1 are no longer readily salable, for the steel industry now demands concentrates with an iron to silica ratio of at least 10 to 1 and a structure comparable to pellets. THE ELECTRODYNAMIC-FLOTATION PROCESS Wash ores and gravity concentrates consist largely of hematite, goethite, and quartz. Several methods of beneficiation are being tested at the University of Minnesota Mines Experiment Station with a view to improving the salability of these materials. A process that looks particularly promising from an economic view is the combination electrodynamic-flotation process shown in Fig. 1. This process is designed to upgrade gravity concentrates to a 5% silica content and to provide fines — from the flotation circuit —to permit agglomeration. Although electrodynamic concentration of specularite is an established and well-understood process, the electrodynamic concentration of Mesabi goethite-hematite gravity concentrates presents interesting and enigmatic problems. The gravity concentrates are by no means assemblages of clean, free mineral particles. Instead, the concentrates to be retreated consist of a great variety of middlings. More or less complete liberation would require grinding to minus 325 mesh, at which size only flotation could be expected to function, and even then grades and especially recoveries would not be satisfactory. A close examination of the gravity concentrates shows that grinding to 100% minus 48 mesh will produce a product which is approximately 70 weight % plus 325 mesh (see Fig. 1). The origins of instrument application in the Mineral Industry are discussed. Development of measurement techniques pertinent to the industry is described as is the early application of mini-computers. The current application of microprocessor based equipment and the benefits obtained from this range of equipment are discussed. A speculative opinion as to what future instrument development may offer the industry is outlined.

"Electrodeposited nanomaterials are increasingly implemented in advanced industrial applications in the aerospace, automotive, defence, electronic and energy sectors due to their outstanding physical, chemical and mechanical properties, including increased strength and wear resistance, and superb magnetic properties. As with the development of any class of new materials, the corrosion behaviour of these electrodeposits requires considerable attention. This presentation reviews major developments in the understanding of the corrosion behaviour of nanocrystalline metals, alloys and metal-matrix composites over the last 20 years, with emphasis on how their intrinsically high density of intercrystalline defects does not compromise their corrosion resistance as initially expected.INTRODUCTIONOver the past 20 years there have been considerable advances in the understanding of the corrosion behaviour of nanocrystalline metals, alloys and metal-matrix composites. In this paper, the corrosion properties of nanocrystalline nickel, cobalt, zinc, and copper and some of their alloys are reviewed with emphasis on how a reduction in grain size affects their corrosion behaviour in different environments.It is possible to synthesize nanocrystalline material with microstructural refinement down to the range of 1 to 100 nm using a large number of processing methods. There are five basic synthesis methods that can be used to classify the different techniques: vapor-phase processing, liquid-phase processing, solid-phase processing, chemical synthesis, and electrochemical synthesis. Depending on the synthesis method, different microstructures (equiaxed, textured), shapes, and forms (films, particles, bulk material) may be produced. In addition, other factors may be introduced (eg. residual porosity or amorphous phases), aside from microstructural refinement, which can contribute to the observed properties (Erb, 2010). In order to interpret and categorize the resulting microstructures, a dimensional structure modulation scheme was introduced by Siegel (1996) in which zero-dimensional nanomaterials refer to individual particles, clusters, etc. One-dimensionality results from a layered (less than 100 nm thick) structure. Two-dimensional nanomaterials are thin, layered structures containing grains (less than 100 nm) within each layer. Finally, three-dimensional nanomaterials are bulk structures with an average grain size less than 100 nm."

"With falling rare earth metal prices, low cost beneficiation of rare earth minerals is essential. The “Flotation-Agglomeration-Magnetic” (FAM) separation process is a newly developed technology by IMUMR to economically recover rare earth elements from different types of deposits. The theory of FAM process is to selectively agglomerate rare earth particles and separate from gangue minerals by bubble flotation process. The flotation product is further upgraded by magnetic separation. The FAM process has been successfully applied in industrial production on the Dalucao rare earth ore, Sichuan, China. The average REO grade of rare earth concentrate is 65% in the latest 12 month production run, with an average recovery of 55%.INTRODUCTIONRare earth elements (REEs) include fifteen lanthanide elements coupled with two chemically similar elements (yttrium and scandium). These elements are split into two sub-groups, La to Sm are classified as light rare earth elements (LREEs) and the remaining elements including yttrium are heavy rare earth elements (HREEs) (Kumari & Panda, 2015). The demand of rare earth elements surged in recent years due to their increasing usage in diverse industrial aspects including high strength magnets, phosphors, clean energy, polishing compounds and catalysts (Goley &Scott, 2014).More than 250 REE-bearing minerals have been discovered, but many minerals are with very low concentrations of REEs, varying from 10-300 ppm (Adam &Ping, 2013). The most common rare earth minerals mined are bastnaesite, monazite, xenotime and ion-adoption REE (Chelgani & Rudolph, 2015; Kanazawa & Kamitani, 2006). Before the 1960s, most rare earth resources were extracted from monazite in the beach placer, with the exploiting of Mountain Pass in the United States and Bayan Obo mine in China, bastnaesite became the chief mineral source of rare earth resources (Klinger, 2015). These minerals are commonly separated with gangue minerals by froth flotation, gravity concentration, magnetic separation, or any combination thereof based on their specific physical characteristics (Zhou & Wang, 2014; Adam & Richard, 2014; Yang & Satur, 2015; Xia & Brian, 2015a,b)."

The problem of ventilating an advancing drive which finally reached 5,550 ft from the fresh air base in rock with virgin temperature of 83°F was solved economically by the use of two 15 h.p. electric fans forcing ventilating air through 281/2 in. dia. fiexible polythene tubing of wall thickness 0·010 in. The saving in cost over conventional metal duct was estimated to be £3· 24 per ft of drive.INTRODUCTIONAs described by Dutton (1965) and Newton (1965) the existing 1,480' ft level drive at the South Mine, Broken Hill, was extended in two stages. The first extension was 3,790 ft, the face then being 4,790 ft from the fresh air inlet. Later, after a vertical ventilation connection was made 1,000 ft back from the face, the drive was extended a further 4,550 ft. The rate of face advance in both stages was about 15 ft per day (3 shifts of 5 ft), 5 days per week. Drive size was 8 ft by 9 ft 6 in. high.The Mines Inspection Act of New South Wales requires 6 hr shifts (instead of the normal 7 in Broken Hill) to be worked if the wet bulb temperature exceeds 80°F. Virgin rock temperature on the 1,480 ft level was 83°F. Inlet air temperature varied with seasons from 58 to 72,oF wet bulb.To adequately ventilate the face, a flow of air of about 11,000 c.f.m. was thought to be necessary.Re-entry time was about 75 min, being governed by the 7 hr length of shift (3 shifts per day) and travelling time.Blasting was permitted only at the end of the shift, in accordance with local industrial restrictions.

(communication to the Secretary *).-It has long been known that sulphur and oxygen react upon crude oils, removing hydrogen and thereby creating unsaturated hydrocarbons which unite with each other, producing heavier forms. Dr. Rogers now finds that the percentage of sulphur in the oils of several fields in California is roughly proportional to the specific gravity of the oil. This additional proof is most welcome. It is rather surprising, , in that the impression had prevailed that practically all the reacting sulphur escaped from the oil as hydrogen sulphide, and did not remain in combination with the oil. It would be interesting to know what part of the sulphur-plotted by Dr. Rogers is in solution as free sulphur and hydrogen sulphide, and what part is, in more complex compounds, such as thiophanes, etc.

The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance. In fiscal 1996, the US Congress directed that the US Bureau of Mines (USBM) be closed. Certain functions were reassigned to other agencies. The remaining employees were separated and the unoccupied sites were decommissioned. As a result, 12 locations were closed and about 1,200 employees were terminated in March 1996. About 600 employees at five locations were reassigned to other federal agencies. This article provides a summary of the continuing functions, the agencies involved and the points of contact for each continuing function. The functions that were discontinued are also identified.

The validity of a steady state assumption made by Adams and Nicol (1986) in the modelling of the elution of gold from activated carbon was investigated. It is shown that the accuracy of the steady state approximation is dependent, not only on the magnitudes of the solution flow rate and reactor volume, but also on the lumped elution rate constant. Under the experimental conditions used by Adams and Nicol (1986) the steady state assumption was inaccurate. This could be circumvented in this instance by applying a rigorous general model which accounts for unsteady state behaviour in the solution and in the activated carbon to the experimental data.

Recent investigations of mine roof falls have demonstrated that roof failures are generally associated with geologic conditions. The roof falls can be predicted by using the techniques of depositional modeling for the coal bed and roof rocks, and by lineament analysis. The ability to predict potential roof failure areas will allow the engineer and mine planner to develop a mine plan to avoid the roof failure areas and thus reduce overall mining costs. The ability to avoid roof failure areas also will permit maximum recovery of the coal resources.

The past decade has brought significant changes in the use of risk-based criteria for safety within the U.S. Department of Defense. The Range Commanders Council (RCC) chartered a working group to develop and define risk acceptance criteria for protecting the general public and mission essential personnel from debris from launch ranges. This working group has continued to develop and update RCC Standard 321 as the needs of the ranges and range users have evolved. A revision to RCC Standard 321 is near finalization and will include casualty criteria, guidelines for assessing risks due to other flight hazards in addition to inert debris, and an overall risk management process for range safety. This paper reports on work in progress and includes several precedents which may prove important to the explosives safety community.

"The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

The World Trade Center (WTC) is located on the west side of Manhattan in New York City, approximately 0.5 miles north of Wall Street, and is owned and operated by the Port Authority of New York and New Jersey (PA). As part of the WTC site redevelopment the New York City Transit Authority?s No. 1 subway line which runs through the site below grade, was underpinned so that the soil beneath it could be removed along with the rest of the new east basement excavation. Consequently a scheme comprising micropile installation through and around the existing subway box was designed. The subway had to remain in use throughout save for planned weekend outages to allow a portion of the underpinning to be fitted through or on to the existing structure. At times this involved accessing and drilling from within the subway tunnel under short General Order (GO) Subway shutdown periods. At either end of the subway passage through the WTC site jet grout underpinning was designed to provide support and to complete the excavation and construction of the east basement wall in the areas beneath the subway where it was impossible to install a slurry wall. The jet grout blocks thus formed had to be largely installed around the clock during 53 hour long GO weekend outages and had to overcome severe logistical constraints in and over the tunnel. The jet grout blocks had to provide strengths of at least 500 psi at 3 days and 700 psi at 28 days. The jet grouted soil mass also had to have a level of permeability less than 0.03 feet/day (1 x 10-7 m/s). After an extensive trial program and then production testing it was concluded that the glacial till above the rock proved to be a particularly difficult soil strata to collect test data from and hence the level of observational monitoring was increased to progress the excavation works. Throughout the installation of micropiles and jet grout columns extensive monitoring was in place and prompted a variety of working method changes. AVING started to tell you of working potter's clay for making crucibles and shells, the wish came to me to tell you of the practice of this art also. Although it may seem at first glance to be outside the order and purpose of my writing, he who considers well will see that it is not unrelated to it but proper, since it is wholly dependent on the agency and power of fire if it is to be brought to its perfection. Moreover, the potter's glazes and colors are all substances of various metals or impure minerals and therefore belong to fire. Since it is my intention to treat of fire, minerals, and metals for you, I surely should not have omitted this, particularly because it is a necessary art which enriches and is greatly praised both for its ingenuity and its beauty. The art of the potter has two sources as its principal basis. One comes from the art of design, the other from various alchemical secrets and elemental mixtures. In regard to these, I find that, in my opinion, all this art depends in the last analysis on four things: on good judgment in general, and on the art of design so as to be able to make the vessels beautiful and of good shape, as well as to ornament them with painting; after baking them well the first and second times, the next thing is to know how to make and apply the glaze well and to paint them with varied and appropriate colors. The fourth is to see that you have good, fine clay without small stones or lumps-indeed this is to be considered as the first thing. Now this that I have called clay is what many call cretaceous earth and some call argil. It is found and dug up when the masters wish to make use of it and is put in a container to be moistened. When it is moistened, it is beaten on a bench with an iron rod and very well prepared. Mixing it carefully, every small stone, lump, or other hardness that it contains is removed and cleaned away. Then a shaft [145V] of iron is fitted as the journal in a large wheel. On the other end of the journal a small wheel is made which forms an instrument for working that is called a lathe. Having put some clay on this, it is made to rotate by pushing with one foot, and, by rotating it, vessels are worked into a pleasing shape and size. Then they are taken off and put on a board to dry. The effects of electric shocks on man are an important factor in the design of power systems and protective devices. The current levels just below let-go and just prior to the onset of ventricular fibrillation must be known and taken into consideration in the design of power systems and protective devices. Isolated (ungrounded) electrical distribution systems are compared with resistance and solidly grounded systems. The advantages and disadvantages of each are discussed and recommendations are made. Transients on coal mine power systems are a problem that, until recently, have been ignored. Transient voltage levels that can be expected on both the high and low side of the load center and the effects of transients on electronic equipment and personnel are covered.

In taking up this subject it is first necessary to define our terms. Efficiency, in its engineering usage, means the ratio between actual and theoretical results, and efficiency-records thus involve the use of scientifically determined standards with which all results are compared. Scientific management is the methods used in increasing efficiency, and includes the use of efficiency-records. Efficiencj-records do not alone constitute scientific management, but they are necessary to it, and any so-called system of management which is not based upon standards and standardization is fundamentally wrong. An efficient management and efficiency-methods in management are not the same thing. There are some people who have an instinctive genius for management and accomplish results without exactly knowing how they do it. Such a manager may obtain a very high efficiency without the aid of scientifically determined standards. On the other hand, it sometimes happens that poor results will accompany the use of efficiency-recorcis, due to a weak or indifferent management, which fails to make use of the information acquired. Efficiency-records are only a tool, and like other tools are worthless unless used. The ordinary cost-sheet and production-statement do not go far enough. They tell what has been done, but give no information as to how well it has been done. It is true that the man who is familiar with the industry and the plant in question may draw inferences and form a general idea of good work or bad work, but it can only be a very general and hazy idea. Comparisons with previous records or records of other plants are unsatisfactory, since there is nothing to show the cause of the differences. Efficiency-records supply this need. They compare actual
