Since 1998, environmental extremists have waged war with the central Appalachian coal industry in West Virginia and Kentucky. In particular, they have filed three lawsuits challenging the legality of excess spoil ‘valley fills’ under CWA, NEPA and SMCRA: 1) Bragg v. Robertson, 72 F.Supp. 2d 642 (S.D.W.Va. 1999), rev’d. 248 F.3d 275 (4th Cir. 2001); 2) Kentuckians for the Commonwealth v. Rivenburgh, 204 F.Supp. 2d 927 and 206 F. Phase-Doppler-anemometry (PDA)-measurements have to be taken from representative measuring positions from inside the spray cone, helping - with the support of simulated data of improved process models - to describe the multiphase flow situations within the spray cone - and accordingly to that - the heat transfer conditions for the rapid cooling and (partly) solidifying melt droplets before their impact onto the substratddeposit. Simulations and PDA-measurements thus give the base to confirm the hypothesis of the existence of a semisolid mixed-layer and it's influence on the resulting material structure during compaction. The dispersed particles in the spray cone exhibit a cooling and solidification process within a split of a second, which leads - as far as the particles solidify - to a dendritic structure with very short dendritic arm spacings. This causes within the particles extremely short distances for the following equalizing diffision processes taking place on a high temperature level (between liquidus and solidus) in the semisolid mixed-layer of the deposit and explaining the short residence times within this zone of only seconds up to a few minutes. This and the fact that the globular structure of the mushy zone (in the semisolid mixed-layer) leads to an unidirectional crystallization process over very short distances also explains the chemical and morphological ,homogeneity of the sprayed material. The dynamics of these process steps, the very special buffer function of the mixing layer during parameter variations as well as the controlled cooling process of the preform in order to avoid hot cracks influence the quality of the material. Due to the necessity of measuring and controlling the particle bound mass-, momentum- and enthalpy- fluxes to the deposit the PDA-technique has been adapted and modified in order to receive in-line and (in the future) also on-line data from the dynamics of the multiphase flow conditions within the spray chamber.

"Those of us who have been concerned with the problem of geophysical exploration in southwestern Ontario have followed the development of the Poulter method with much interest. I have much appreciated the opportunity of reading an advance copy of Dr. Poulter's clear exposition and of preparing the following brief remarks on the probable applicability of the method to the Palaeozoic area of southwestern Ontario.During the years 1944 to 1946, the Ontario Department of Mines, in co-operation with the Union Gas Company and the Dominion Natural Gas Company, operated an experimental party in the hope of establishing a seismic technique appropriate to the •area. The results were completely negative. During two summers' field work, no reflections whatever were obtained except in one area near Windsor. It is the •purpose of these remarks to inquire whether Dr. Poulter's techniques might yield favourable results.It was the conclusion of the report on our work that two principal causes contributed to the failure of the method. In the first place, the geological column possesses few elastic discontinuities and those that exist appear to have low reflection coefficients. In the second place, the area is drift-covered in general. This drift complicates the situation by absorbing seismic energy and by giving rise to groups of complicating refracted phases which obscure the entire interesting section of the record. The situation is further complicated by the high reflection velocities and the relative shortness of the Palaeozoic section, these factors combining to bring in a reflection from the basement in about half a second."

This paper is the second of a series that is to appear on smelting in the lead blast furnace. The objects of this investigation are to determine the conditions obtaining within the blast furnace by direct experimentation, and to correlate the behavior of the furnace at various times with the main factors governing the operation of the blast furnace, and metallurgical losses. The ventilation conditions at the underground coal mines are influenced; first: by the disturbances of the natural nature (barometric pressure, methane liberation, etc.), and second: by the disturbances caused by the production process. The major goal of this study was to determine the changes of the ventilation parameters, such as the flow, pressure and methane concentration around the longwall panel, particularly, along the longwall face due to the shearer operation (motion). It is well known from the practice, that the movement of the shearer influences the ventilation parameters around the longwall panel, including the gob area. Until now, these data were gathered in a single or multiple locations at the different time. However, only the simultaneous measurements of all of these values allow seeing the time dependent interrelationships between measured parameters. To be able to show these interrelationships, special experiments, described in this paper, were carried out by the author. These experiments were prepared and executed at the BUDRYK Coal Mine in Poland. During each experiment a simultaneous measurements and monitoring of the barometric pressure, air velocity and methane concentration at the different locations along the longwall face, were performed. The investigation was possible by using a special setup of instruments with a short sampling time, i.e., within 2 seconds. The monitoring of the absolute pressure was conducted by using the digital barometer µBar, developed by EMAG, based on the SETRA pressure transducer, model 470. The velocity of air was measured using the electronic vane-anemometers, developed by IMG-PAN. The methane concentrations were measured using methanometers as the part of the EMAG automatic gas monitoring system. The investigation data confirmed that disturbances due to the operation (motion) of the shearer at the longwall face have a local character. It could be also seen that a large diameter shearer (compared to the total cross-section area available for the air flow) is acting as the piston compressing the air (the overpressure) ahead of the shearer. This fact affects the methane mixing process and flow patterns in the vicinity.

The basic objectives of current EU waste policy are to prevent waste and promote re-use, recycling and recovery to reduce negative environmental impact (2008/98/EC). In this paper, we focus on drivers and barriers for sustainable development by decreasing amount of waste and increasing material efficiency. Main target is to understand what are the most efficient drivers for environmental friendly decision making for reasonable consumption and use of raw materials. Environmental control instruments usually mean those actions the regulatory authority uses to control and limit environmentally harmful behavior of companies. A major change in the environmental control system took place in the 1980s with the focus moving from specific environmental issues to the environment as a whole. The environmental control system i.e. the legal (administrative), economic and informative instruments focuses on prevention. Before and still, the legislation is one of the main drivers in improving material efficiency. In this paper, we focus on drivers and barriers for effective industrial material use, and mainly on drivers. The objective of this study is to analyze how the drivers are working and are there any possibilities to influence on those. Our aim is also to introduce few examples of the existing supply chains and the drivers for better environmental performance and material efficiency. These examples are also compared with ideal reference scenarios. Our main research question in this article is: ?Are the financial issues the most important driver for environmental friendly strategic decisions?? In addition, retell the story from another perspective: ?The most important barrier for environmental friendly innovations seem to be the investment cost, the high risk involved in committing capital to unproven technology.? Other drivers, like the corporate social responsibility, stakeholder pressure, and general public pressure, will also affect the final decision. Open pit mining commenced at Lihir Island in 1997 and is undertaken using a conventional drill, blast, load, haul methodology. Unique challenges at the operation include an active geothermal system, a well-developed advanced argillic blanket in the upper portions of the orebody and high rainfall. Grade control is effective utilising routine blast cone sampling. While this provides ‘just in time’ grade information for mill blending, there are opportunities to improve scheduling of mill feed, based on material classification of clay types and sulfur grades. The nature of the clay can impact on the handling properties while the sulfur grade is an important guide for autoclave blending, required for refractory gold. Drilling below the pit floor introduces hazards from the identified geothermal field. A trial Reverse Circulation (RC) program was implemented with the aim of defining four benches below the active mining bench. A comprehensive risk analysis, including the geothermal environment, was undertaken to design a drill collaring procedure with pressure diversion equipment. Operator exposure was minimised through ‘nil on foot’ principles with the driller located in an onboard cab, utilising remote rod handling. Sampling personnel operate in an elevated platform with access to protective covering. Samples from blastholes and the RC holes are processed at two site laboratories. One provides conventional Au fire assays with additional Infrared Combustion (Leco style) S analysis. The second laboratory collects material classification details from portable XRF (pXRF), near infra-red spectrometry (ASD) and Hardness Indicator Testing (HIT). An existing workflow was updated by the site to deal with the additional samples and ensure production ‘turn around times’ were retained for short-term planning. This required some changes to drying temperatures, compositing and screen sizing for the material classification. All results from the two laboratories are loaded into a centralised acQuire database for estimation into a single block model that informs the 13 week medium term planning (MTP) schedule. This paper describes some of the logistical issues faced when drilling in a geothermal area. It also discusses the selection and commissioning Quality Assurance of the sampling equipment and drill rig. Integration of the resulting assay data with existing resource models is also explained.

The KOV, Kananga and Tilwezembe copper-cobalt deposits in the Democratic Republic of the Congo have lain dormant for over ten years due to lack of funding by the State-owned mining company, Gecamines. Nikanor Pic through its operating company DCP has secured the mining titles from the DRC government and has commenced redevelopment of these large copper deposits. DCP plans to produce 250,000 tonnes per annum of LME Grade "A" copper cathode and up to 30,000 tonnes per annum of cobalt salts. This paper describes the geology, re-development of the KOV mine and the two smaller mines, Kananga and Tilwezembe, the design of a new copper-cobalt processing facility and the challenges in refurbishing the associated infrastructure.

Theoretical and experimental investigations of the process of self-heating the coal accumulation with use of geological and mining conditions of development of the seams, as well of mass recoil parameters, factors of oxygen diffusion in coals, critical temperatures of self-ignition, incubation times received under laboratory conditions allowed working out the method of the local prognosis of the hazard of coal self-ignition in the course of carrying out the mining operations. New relationships of calculation of critical dimensions of the coal accumulation and of the incubation time are proposed.

The mineralogy of the platinum group metals is fairly complex, and it is therefore not surprising that the different minerals have variable responses to metallurgical processes, in particular, flotation and leaching. The PLATSOL® leach process was developed to extract simultaneously base metals, gold and platinum group metals from various materials. Extensive research has indicated that most PGM?s were amenable to the PLATSOL process, with the notable exception of cooperite PtS. Further work showed that a thermal pretreatment at 500-700ºC transformed the structure of the cooperite and similar refractory minerals (Pt,Pd)S into Pt metal and Pt-Pd alloys that responded well to the PLATSOL® process. Examples are presented of the mineralogy of PGM concentrates as produced, in the residue from the PLATSOL® leach and after thermal pretreatment.

Were the legislators and politicians responsible for the closing of the U.S. Department of the Interior?s Bureau of Mines (Bureau) in March 1996 fully aware of what they were doing? Throughout the United States? history, the domestic mining and minerals industry has been largely responsible for the nation?s growth and prosperity that had made it a world leader. The mining and minerals industry made it possible for the young nation to catch up with Europe during the Industrial Revolution, played an essential role leading to victories in World Wars I and II and was a core ingredient for continued economic growth. For a number of decades, America?s import dependency on non-fuel mineral materials has continued to increase. (USGS Mineral Commodity Summaries). Developing domestic resources to meet current and future demands ? particularly those resources considered to be of strategic and critical value to national security ? is necessary. Federal involvement is required since many of these resources are located on public lands. Another reason for federal involvement is that the success of the industry depends on long-range research programs and advances that may take up to 25 years to become commercially available. This situation requires federal partnership to coordinate the programs necessary to collectively involve the industry, individual mining companies and colleges and universities. So, how was it possible to close a federal agency that had contributed so much to the nation?s welfare in a mandated 90-day period, with more than 1,200 employees losing their jobs?

Copper from Central Africa was well known to the Arab slave traders who depredated the country in the nineteenth century. By the 1870's slave raiding was so intense that the habits of the tribes were disrupted, and they no longer worked the copper deposits or made the crosses and bars of copper which had been their custom. In fact, the country had been greatly depopulated by the slave raiders. News of this horror was spread to the civilized world by missionaries and, in particular, by David Livingstone's writings. Whether to extend geographic knowledge, to suppress slavery or for national aggrandizement, the rush for African territory was on at the end of the nineteenth century. Cecil Rhodes at this time was established by his successes in diamonds and gold. He obtained the blessing of Lord Salisbury in 1889 to form the British South Africa Company under crown charter. His objectives were to occupy the lands north of the Zambezi for England and pay for development out of the country's mineral deposits. He planned to occupy the territory and close the gap to form an all-British route from the Cape to Cairo, one of his great dreams. With this master plan in mind he sent his agents into the field to make treaties with the tribes.

Human progress has a visible material phase, easily discernible, that is expressed in the standard of living. This material phase, however, is only the outward expression of a spiritual or mental phase that acts as a driving force in making humanity improve both its outlook and its mode of living. The instrument of progress is the human brain. Under the urge of spiritual drive, the brain acts as a focal point to utilize the forces of nature and put them to work for the benefit of mankind. Besides intelligence, which is an innate quality, the tools of the human brain are knowledge, experience, training, initiative, and skill. Given sufficient intelligence, the human brain can make an amazing amount of progress, provided it is supplied with an adequate spiritual and moral urge and a good technical background. It is the role of education to sup- ply such a background. The material phase of human progress proceeds on a series of parallel fronts, all of them interdependent to some extent (Fig. 7). The rise of the standard of living, dependent as it is upon the manufacture and mass distribution of goods, is based essentially upon the development and utilization of the material resources of a country or land area. The smoker, Monday evening, was an unusual success. It was held in the beautiful gold room of the Congress hotel, which was very elabo-rately decorated with American flags. More than 500 were present. The gallery was filled with ladies, who responded to the request of the song leader and helped in many ways to grace the occasion. The enter-tainment, was a varied one and was original with the Chicago Committee, which deserves great credit for the unusual success of the event. Al-though it was mostly funmaking, Dr. F. B. Cottrell and George S. Rice of the Bureau of Mines gave some very interesting talks, illustrated by flags and moving pictures, of their trip through Europe since the armis-tice. Mr. Rice's talk dealt particularly with the demonstrative coal and iron regions and Doctor Cottrell's was devoted almost solely to that part of his trip in Northern Italy where he was investigating the application of volcanic steam to power purposes. This steam is derived from boracic-acid springs and helium is secured as a byproduct.

The matter is too important to be pushed aside. It is inevitable that in the aftermath of World War II, conscientious Americans the country over should want to take stock of national resources. Attention is now centered, as never before, on our mineral potentialities. Opportunities and responsibilities are unparalleled and a condition exists which will not occur for another generation. Mineral industries educators cannot pro- vide the answer without taking stock of its component parts, organizing, planning, and taking action in a real dynamic sense. The services encompassed by the various fields of mineral industries must be utilized to help in the solution of problems provided by the international emergency, the country's needs, the people's needs. Mineral industries colleges have a vital role in technical aid to backward countries through foreign student programs, especially in the Latin Americas.1 By helping them to help themselves develop and utilize their resources to the fullest, we will be helping ourselves. The fate of generations yet unborn lies in man's hands. Shall it be prosperity, a high standard of living, and the development of spiritual values; or ruin, misery, and a reversion to jungle law? World affairs move in high gear, at high tension, in many directions. Each nation fears the other fellow- races, crosses the white line on curves, skids, takes its half in the center; and the devil take the hindmost. For one, the United States is on the horns of dilemma; it must insure a flow of raw materials of industry and world-wide markets in order that the American people may maintain high standards of living, but the commitments of the United States cannot be fulfilled without trimming present standards of comfort and convenience back to the level of perhaps a quarter of a century ago. A way must be found to retreat without anarchy at home as well as abroad. Everything is relative and all things change, and change is the essence of civilization. It is now clear that man has not kept pace with changes of all kinds, some of them overnight, during the past 50 years. Conventionality has led to stagnation; man now seeks learning of all kinds at an accelerated pace, but men should not be educated beyond their native intelligence for they must be able to apply their education. Underground mining is relatively safe today, but no technique or equipment is completely fool proof and 100% reliable. The only sure way to prevent accidental death or injury to underground workers is to remove them completely from the hazardous environment. This alternate approach to underground work is now feasible. Tunnelling and mining systems can be built that could be remotely controlled by men operating consoles in a surface control room. This concept, called a teleminer, would use recently developed remote control technology to remove man from underground work but still give him the capability to remotely operate mining and excavating equipment as if he were actually in the working area. It is appropriate to present this concept in the session "Environmental Controls" because the rationale for environmental control in underground areas can be significantly modified if man is excluded from the underground operation. The development of teleminers cannot only reduce or eliminate most of the requirements for conventional environmental control, but it can also create new and powerful techniques for rapid tunnelling and excavation. TELEMINER CONCEPT The concept of remotely controlled mining machines is neither new nor untried.(1)(2) Conventional remotely controlled mining equipment employs the standard techniques of extending the controls of the equipment to a remote console. For example, the rotary cutters on a remotely controlled tunnelling machine are started or stopped by a human operator turning a switch on the remote control console.
