The Kanowna Belle deposit was discovered in 1990 following encouraging assays from soil sampling and RAB drilling. At the end of September 1993, diamond drilling had been completed to a vertical depth of 1,000 metres and a resource of 22 million tonnes grading 5.73 grams of gold per tonne containing a million ounces of gold had been defined. The deposit remains open at depth. Pre-production mining for the open pit began in November 1992, construction of the oxide treatment plant began in January 1993 and the first gold was poured in September 1993. Sulphide ore roasting commenced in December 1994 and the underground mine development commenced in July 1995. The Kanowna Belle project is owned by the Golden Valley Joint Venture (GVJV), an unincorporated joint venture with equal shareholdings between North Gold (W.A.) Ltd and Delta Gold N.L. North Gold are the managers of the development and operations and Delta Gold are the managers of exploration throughout the GVJV tenements.

Discussion of the paper of Dorsey A. Lyon and Robert M. Keeney, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 2117 to 2149. C. D. WOODWARD, Butte, Mont.:-We constructed a small blast furnace, and used first carbon electrodes and an alternating current of about 50 to 75 volts. We were able to smelt the material which was fed to the furnace, but we did not carry on experiments far enough to see just exactly what the power consumption was and compare it with the amount of material treated. We found that the blast seemed to help materially in reducing our charge and cutting down our power consumption. There were several other experiments tried at the time, and I do not call to mind now just what they were. We were trying to do away with the carbon electrode and replace it with an iron one, and it also seems to me we tried to use the ore for an electrode; but I believe that the electric furnace in the reducing end is simply a question of British thermal units per kilowatt-hour compared with British thermal units in a pound of coke. Now, if a pound of coke costs us 0.5 c. and a kilowatt-hour costs us in the neighborhood of 1.5 c., I think there is a big advantage in using coke instead of the electrical current for copper reducing. We tried steam, and a number of other methods, to throw copper down, but it has been some time ago and I am not very familiar with them now. The outlook of the experiments did not seem to be very promising, and we took it more as a thermal problem than an electrical one. PROF. JOSEPH W. RICHARDS, South Bethlehem, Pa.:-Mr. Woodward has spoken of the question as a thermal problem. I would call attention to the fact that electric furnaces usually utilize the heat of the electric current at from four to ten times the efficiency with which the heat generated by fuel is utilized; so it will not do simply to compare by thermal units generated. Your total thermal units may cost much less from coke than from electricity, yet you will find the electrically generated thermal units utilized in a properly designed furnace from three to ten times more efficiently than in the combustion furnace. You must make that allowance is comparing the cost of thermal units generated electrically and thermal units from coke.

"This paper had its origin in a panel discussion organized by the Canadian Uranium Producers Metallurgical Committee (CUPMC) at their Annual Meeting in Blind River in May, 1964. The reason for the panel was the formation of the National Uranium Tailings Research Program funded in the amount of ten million dollars by the Federal government. According to the bureaucrats in charge the program would seek to solve the perceived problems as well as any actual problems they believed existed with uranium tailings. Dr. Allan Ashbrook of Eldorado Nuclear chaired this panel and his summation of the panel's purpose was set out as ""Regulation and the Regulatory Process in the Nuclear Industry, Where Have We Been, Where Are We Now and Where Are We Going""?"" This paper will try to relate these questions to the whole mineral industry.The Canadian Mining Association has been telling us our natural resources are today required only if they are competitively priced with those produced in so called ""third world"" countries where labour rates are lower, environmental restrictions may be less and every effort is made by the local government to sell their product. It is in this hostile economic climate that the Canadian mining industry now finds itself. Before going further I want to stress these comments apply only to: a) Mines financed by private capital in a free enterprise society.b) Mining companies want to operate in an environmentally safe manner. However, they must earn a profit because no company financed with private capital can borrow money ad infinitum.WHERE HAVE WE BEENNone of us today would want to return to the days when the mill waste management system consisted of pumping the tailing to the nearest slope and letting nature's law of gravity do the rest. This was the way it was in early gold mines in Nova Scotia, tin mines in Cornwall, England or silver mines in Cobalt, Ontario and survives today in countries where climate, customs and methods of doing business are far different from Canada. As mill tonnage rates increased, more sophisticated systems evolved often designed for mining areas with different climates. Systems imported from arid climates such as south-west United States retained the solids but allowed bacterial oxidation of the sulphides promoting acid drainage. Environmental regulations were introduced and Canadian mines learned to handle tailings in our climates."

Speech advocating a new law of the sea-the "common heritage of mankind." The 3rd Law of the Sea (L0S) Conference was held in Caracas in mid-1974, and a fourth UN conference, scheduled for mid-March in Geneva, will once again attempt to produce a cohesive LOS Convention to take up where the 1958 Geneva Convention left off. The 1958 Convention specified coastal state resource rights on a continental shelf out to a water depth of 200 m-a supposed technological limitation at the time. But the surge of offshore petroleum drilling and the advent of the nodule resource have long since exploded beyond the 200-m limit.

Over five decades ago Kitchener et al. in England and La Mer and Healy in the US were advancing our understanding and application of flocculants, primarily related to water treatment and filtration of sludge. This paper identifies the beneficial uses of flocculants in the mining industry and revisits some less common applications. Flocculants are used in unique ways in the mining industry: (a) to increase the effectiveness of sediment ponds to achieve discharge compliance; (b) to eliminate air emissions and costs associated with concentrate drying; (c) to reduce soil loss by applying a flocculant to erodible soils, and reducing wind and water erosion; (d) to remove/thicken metal precipitates in acid rock drainage treatment; and (e) to enhance clarification and thickening in mineral processing. The mechanism of how flocculants, coagulations and potentially-determining ions function is described and how their use can be controlled and optimized. The potential toxic effects of flocculants and coagulants when used to achieve effluent permit discharge compliance for suspended solids is discussed. A review of numerous best management practice (BMP) guidelines for the design and operation of sediment ponds treating mine site runoff to remove total suspended solids (TSS) and turbidity revealed an absence of a predictive methodology to address regulatory discharge compliance for TSS concentration, turbidity and flocculant-induced toxicity. An essential component of pond design is the need to determine whether flocculants and/or other settling aids are required based on the site-specific soil particle size distributions upslope of the pond. Procedures are provided to predict the need for settling aids and estimate pond discharge quality and downstream impact for TSS, turbidity, toxicity and sub-lethal toxicity. The need to develop BMP guidelines are discussed for (a) the application of flocculant to surface soils to reduce erosion, (b) the application of flocblocks to increase the ?sediment control? aspects of erosion and sediment control, as part of the mine site erosion control plan strategy and (c) the application of flocculant to silt socks to treat mine site runoff.

The economics of the producer-consumer interface - the route from mine to market - impact much more severely on specialty industrial minerals, extender/fillers that have to be sold, than on commodity industrial minerals that are basically supplied. Working capital costs for inventories and accounts receivable, fixed capital costs for storage/ warehousing/distribution, and sales and marketing costs all make the extender/filler producer much more of a marketer than a miner. The future survival of an extender/filler producer will primarily depend on the skill he has in the economics of the interface.

(Pittsburg Meeting, March, 1910.) I HAVE long been aware that ferruginous copper furnace slags if fused in the electric arc will yield metallic iron containing copper, and in order to confirm this knowledge, and to obtain further information of the behavior of such slags in the high temperature and reducing conditions of the electric furnace, a number of samples of slag were fused in an experimental electric furnace. The results obtained, given in Table I., show that a very large amount of metallic iron was produced, and that this iron carried with it practically all the copper, gold, and silver, and more than 50 per cent. of the sulphur, of the original slag. The metallic buttons formed in the electric furnace were clean, hard, but not brittle.

"The mining and processing of mineral ores is a very old industry which is steeped in tradition. Rising demand for metals has recently forced the exploitation of lower-grade orebodies which require extensive beneficiation. The high capital expenditures involved, together with market pressures for high-quality concentrates and pellets, have forced the development of new process technologies which are heavily dependent on automatic process control. Development of suitable instrumentation has been rapid and it is being applied to mining processes today with a high degree of sophistication. The drive for higher efficiency and profitability goes on and has reached a level at which modern digital computers appear to be the only answer. However, the efficient application of a digital process computer is extremely complicated and is therefore approached by the mining industry with considerable hesitation.Some of the benefits promised by the digital computer can be obtained today by other means, which are more manageable and can provide immediate payoff. The result would be a building-block system which would utilize the digital process computer as its final component, to perform true plant optimization, free from routine chores."

Buoyant levels of world economic growth and recovery in intensity of metals usage suggest that demand for minerals will remain relatively strong into the 1990's. Supply constraints, low stock to use ratios, financial and political factors imply lower elasticities of supply for minerals in the future. The outlook for minerals and metals prices from a pro-ducers viewpoint is, accordingly, promising.The recent recovery in world minerals prices, following strong growth in the world economy over the last few years, makes it appropriate to consider the structural forces at work in the formation of world demand and supply of minerals. This paper will review past trends and consider some of the main economic issues facing the mining industry in the 1990's.

Sherritt Gordon and Cominco, with financial assistance from the Canadian Government through PAIT, have developed a hydrometallurgical process for refining copper from sulphide concentrates. The main objective of the project was to develop a process applicable to a wide range of concentrates with respect to copper content, other metals content and impurities, within the economic parameters set by present smelting and refining practice. Other important objectives were to recover sulphur in its elemental form and not as sulphur dioxide to assure improved hygienic conditions and a negligible impact on the environment. For the most abundant and relatively refractory chalcopyrite concentrates, the first step of the process is thermal activation with hydrogen to decompose chalcopyrite and pyrite, commonly associated with it, into more reactive sulphides more amenable to leaching. The iron is then selectively extracted by sulphuric acid leaching and subsequently rejected as jarosite. High-bornite concentrates do not require thermal activation and acid leaching; they are subjected to another hydrometallurgical iron removal step. The high-grade copper sulphide resulting from iron removal, and containing all of the initial precious metals, is then leached under oxygen pressure to produce elemental sulphur and copper sulphate solution . After suitable solution purification, the copper is recovered by high-current-density electrowinning as wire-grade product. Precious metals remain in the leach residue and are recovered after separation of the gangue materials and elemental sulphur. The laboratory and pre-piloting test work had indicated copper and precious metals recoveries comparable to those achieved in current practice. The process was shown to be suitable for handling relatively low-grade concentrates and, in addition, it was capable of high recoveries of associated zinc, molybdenum, nickel and cobalt in saleable form.

"AbstractThe paper identifies the major components of price change which affect the determination of the internal rate of return of a mining project. It illustrates several price indexes which may be used to measure general price increases, identifying techniques which might incorporate them into mine valuation procedures. The ""hurdle rate"" for new investment is discussed.IntroductionDECISIONS regarding the value of an orebody and whether or when to mine an orebody are based on an estimate of the cash flows which would be associated with its exploitation. These pro-forma cash flows represent cash in or out of a possible mineable deposit and include exploration and construction costs, sales revenues, operating expenses, taxes, debt borrowings, interest and debt repayment. It has long been recognized that when combining the cash flows occurring over the life of the mine, dollars received or paid out early have greater value than those received or paid out later. This time value of money has been incorporated into mine evaluation calculations through the use of present-value or discounting techniques. Another factor affecting mine valuation, inflation, is not accounted for by valuation techniques now in use. In recent years, price changes have become more volatile. In the past, price change could easily be ignored when evaluating potential mines. Today, the combination of larger investments and greater price volatility leads to great concern about the effects of price change on mine valuation."

WHEN, in April, 1892, the writer began experimenting with the cyanide-process, it had already proved a success in the treatment of tailings, but had not become an important factor as a primary method of ore-treatment. The Livingston, Colorado, mill was running a few small agitators; the Mercur mill, in Utah, was said to be a success, but was " closed down to increase capacity; " and Mr. A. B. Paul, in Shasta county, California, was running ore'through a stamp-mill into leachingvats, using a weak cyanide solution in the battery. Mills had been, or were being, erected in Arizona; on the Comstock lode; and in South Dakota. Some of these never started, and several were shut down or remodelled for other processes. Altogether, the outlook was anything but favorable. Many of these mills were planned to make use of agits tion, and a cyanide solution containing at least 1 per cent. of potassium cyanide was employed. Since then the improvement of the process, both chemically and mechanically, has placed it among the recognized successful methods of oretreatment. Within the past year I have visited a large number of cyanide-mills, and have collected considerable data, of which I publish enough herewith to give an idea of the development of the process and of the methods followed in the principal mills. The paper briefly outlines the history of the successful development of vegetating techniques for mine-residue deposits. It seeks to place on record the major roles played by M.J. Mrost, who initiated and systematically developed the concept, and W.H. Cook, who continued the trials and successfully directed a stupendous large-scale project. The vegetating techniques currently practised are outlined, and it is concluded that vegetating is still the only surface-stabilizing technique of any significance that is employed throughout the world.

Consumable materials used in mines are often transported to the working areas down shallow angle decline shafts, typically at anywhere between 10¦ and 30¦ to the horizontal. The winding equipment is usually a relatively small single-drum winder and the material is transported in one or more cars, running on rails in the decline. The winding rope is attached directly to the cars, which are mechanically coupled together. For small rock hoisting declines, the cars are replaced with hoppers or skips. The winder is normally of basic design, fitted with only the minimum required safety devices and very elementary brake control. Since these winders are not ælicensedÆ and are usually located in remote areas, the standard of maintenance on the installations is often poor, leading to frequent accidents, resulting in runaways, derailments and broken ropes. These problems can be overcome easily with the application of the rope haulage principle. When large volumes of ore have to be transported to surface, belt conveyors are used on shallow angle inclines, or high-capacity friction winders are used in vertical shafts. Conveyors are limited to inclines no steeper than 14¦ and vertical shafts with large friction or drum type winders are extremely capital-intensive. Rope haulage systems can be used on decline shafts where the inclination is too steep for belt conveyors and too shallow for conventional drum winders. Rope haulage systems also offer a variety of safety, technical and cost advantages over other winding and transport systems. This paper describes the adaptation of the rope haulage principle to modern requirements and, combined with 21st century electronic technology, explains how the principle can be used as an efficient, safe and practical solution to some problems associated with the transport of materials, personnel and ore in mines. The authors describe the designs, methods of operation, safety aspects, automated control, loading and unloading facilities of modern rope haulage systems used for transporting personnel, material and ore. This paper considers a variety of systems already designed for different applications, from small material-only installations to multi-purpose and large rock-hoisting systems with payloads as much as 180 t. It also describes in more detail, a material transporting system recently commissioned in South Africa.

The United States Department of the Interior's Office of Surface Mining (OSM) is responsible for regulating active coal mining and reclaiming abandoned coal mines in the United States. In working with the State government agencies that implement these programs, OSM is building a new approach that moves away from traditional "command and control" regulation and towards an approach that focuses on providing long-term environmental and economic sustainability on lands disturbed by coal mining. This initiative called "Reclaim the Future!" looks to enhance opportunities for economic development, wildlife preservation and enhancement, reforestation, and other beneficial and productive uses of lands disturbed by coal mining. The initiative is also focused on ensuring that the landowners and the local public have significant involvement in determining how best to reclaim mine sites and what post-mining land uses are most appropriate for each individual abandoned mine reclamation project or active mine reclamation. Through the use of the best scientific input in an open, participatory process, OSM hopes to further sustainable development principles for coal mining within the framework of existing United States law.

It is therefore necessary to change or convert this A.C. power to D.C. power so that the D.C. motors can be used."

THIS paper is not the result of recent research with regard to any particular feature of iron metallurgy, blast-furnace practice or mechanical engineering. It is rather a series of notes with regard to contemporaneous progress in blast-furnace construction and operation, together with some suggestions as to changes and improvements that seem to be desirable. On April 1, 1930, a committee of the Chicago District Blast Furnace and Coke Association presented to that association a rather ambitious study of blast-furnace equipment, together with recommendations for the design of construction of a complete blast-furnace unit for the production of 1000 tons of pig iron per day. This report represented the result of months of study by members of the committee, all of whom were actively engaged in operation or design of blast-furnace plants. It is natural, therefore, that comments on the present state of the art should take this 1000-tons furnace, as recommended by the Association, as a basis for comparison with corresponding features of construction or design. See Table 1. In looking through this report at the present time, the significant difference is in the nature of the gas-washing equipment that today would be specified. In other respects, the installation would remain generally very much as it was outlined in 1930. The change in furnace dimensions would be very slight and of no especial significance, except with respect to changes in stock-line diameter, of which more will be said hereafter. The high-efficiency stove as developed by various designers is thoroughly described within this report, and few changes have taken place since. Blowing equipment shows refinement and reflects the improvement in steam engineering. The New Zealand Minerals Industry Association was incorporated as the NZ Mineral Exploration Association in 1982, with a membership that consisted of the gold exploration companies then active in New Zealand . As its membership broadened, it changed its name to the Mining and Exploration Association in 1994, and more recently the Minerals Industry Association. It is a non-profit-making incorporated society relying on voluntary membership, and is not funded by industry levies.   It has employed a full time executive director since 1988 when Robyn Ross was appointed, followed by John Pfahlert (1991 - 1996) and now with Doug Gordon managing the Association.   The Association is one of a number of organisations that represent the mining industry in New Zealand. Others include the Coal Association of NZ (CANZ), the Aggregate and Quarry Association (AQA), The West Coast Commercial Gold Miners Association and Minerals West Coast.   NZMIA membership comprises the main exploration and mining companies that account for over 80 per cent of New Zealand Æs mine output, and nearly all of its exploration investment. Its membership has expanded from gold exploration to encompass exploration and mining companies active in coal, gold, aggregates and industrial minerals.   The Association has developed a National Minerals Strategy that determines its priorities, implemented via a Minerals Industry Advisory Committee. This group was established six years ago to advise the Associate Minister of Energy on issues relating to the long term development of the minerals sector in New Zealand.

I AM APPRECIATIVE of the honor you have done me in electing me to membership in your Society. I value the contacts with men of imagination and ideals which this implies. I am grateful for the recognition of such small contributions as I may have made, or helped to make, to the vast fund of scientific and engineering knowledge. We like to think, as we grow older, that our lives have not been purely parasitical, and that through our efforts some forward step, however small, has been taken toward improving conditions under which we live and do our work. In these days of industrial depression, we hear much criticism of our "machine age." Modern engineering, mass production, the complexity of our lives, all come in for some share of blame. The farmer is said to have been spoiled by the tractor and the gang plow, the factory worker has become a slave of the assembly conveyor, the scientific worker is no longer free but has sacrificed much of his individuality to the research organization of which he is a part. We wonder whether our work as engineers has been worth while and whether our striving after more efficient ways of doing things has been a curse to mankind rather than the boon we thought we were conferring.
