The problems confronting the development of Latin America's mineral resources have hinged largely on the political and economic climates-in short, the investment climate--existing and often changing in each nation. .The attractions and risks confronting today's investors in such mineral developments have been described and debated to considerable length during the past two decades, the arguments pro and con colored by the previous experiences incurred by the would-be investor, whether company or individual. In an effort to shed light on the investment climates existing today throughout Central and South America, the Council of Economics brought four experts together at the AIME Annual Meeting last March to give their views on this subject.

In 2015, more than 1.2 million deaths annually were estimated to be caused by occupational risks (WHO, 2018). In 2021, this estimate increased with the publishing of the World Health Organization (WHO) and the International Labour Office (ILO) Joint Estimates of the Work-related Burden of Disease and Injury based on data from 2000 to 2016 (WHO/ILO, 2021). These global estimates reported that each year 1.9 million people die from exposure to occupational risk factors, 81% of these fatalities resulting from non-communicable, occupational diseases. WHO/ILO notes that the health-related risk factors with the largest number of attributable deaths were exposures to long working hours followed by workplace exposures to particulate matter, gases, and fumes. The health outcome with the greatest work-related burden of deaths was chronic obstructive pulmonary disease, followed by stroke and ischaemic heart disease. In considering the 2021 data published by WHO/ILO, it is likely that the estimates are low and underestimate the true burden of occupational disease and injury. In support of that position, more recently the ILO estimated that “2.3 million women and men around the world succumb to work-related accidents or diseases every year; this corresponds to over 6000 deaths every single day” (ILO, 2022).

Severe service ball valve performance has a direct impact on the mechanical availability of high pressure oxidation and leach plants. The primary function of these valves is to isolate the autoclave for maintenance. Valve failure has historically contributed significantly to the maintenance downtime of these process plants. An understanding of the root causes of valve failures is the first step in increasing the reliability of the severe service ball valves. A rigorous failure analysis practice has been developed by Hatch for investigating refractory failures in furnaces and kilns based on Kepner-Tregoe methodology. The method has also been modified for valve failure analysis. From a root-cause failure tree analysis of each of the valve components, a list of all potential valve failure mechanisms was developed for ranking and evaluation, along with recommendations for further valve development. The purpose of this paper is to present the reader with the modified Kepner-Tregoe method and examples of this analysis.

The Cadia mine is shifting from the open pit operation to the Cadia East underground block cave. The resulting increase in milled tonnes and the decrease in fines production through shifting to block caving require an increase of over 25% in installed power. This expansion is being accomplished via the installation of up-front crushing and HPGR milling of the ore, with the SAG mill receiving a secondary crushed feed. This design, criteria and rationale for selection is presented. Over the coming years, the mine will further expand capacity. The target is to accomplish this with minimal addition of installed power or use of fresh water. This presents a challenge that epitomizes the future constraints on our resource dependent and intensive industry. The approach and proposed options to this longer-term expansion are also presented.

The rapidly growing demand for titanium pigments has aroused new interest in actual and potential sources of supply of titanium- bearing ores , which only a comparatively few years ago were almost unmarketable . This paper , which supplements a general circular entitled " Titanium" ( Information Circular 6365 ) , represents a summary of current trade literature and Government reports , together with some hitherto unpublished material that has accumulated in the files of the Bureau of Mines . The purpose of this pamphlet is simply to indicate the commercial possibilities of the deposits , and the discussion is confined almost entirely to the three commercial ores , ilmenite , rutile , and magnetite ( titaniferous iron ore ) .

The stockpiling and reclaiming of bulk materials can be a challenging task for engineers seeking the optimum solution for plant needs, reliability, and at lowest unit cost. The objective of this paper will be to expose advantages, disadvantages and limitations of many storage and reclaiming systems to the responsible engineer and management. The paper will emphasize the practical aspect of stockpiling and reclaiming methods. Many valuable and interesting papers are available dealing with the theoretical viewpoint and application of a particular manufacturer's machine. Several of these are mentioned in the bibliography. As many practical parameters as possible will be given. After twenty years in the field of designing and selling bulk materials handling systems, the needs of the user and the plant are recognized and reasonably understood. This paper cannot give solutions to all problems In this vast field but will stress practical applications and examples of various installations. The evolution of advancements in materials handling is based upon not only technological innovations, but learning from many experiences of others and utilizing them as stepping stones to improved installations.

The U.S. Bureau of Mines has developed a process for the selective recovery of Pb metal from a mixed Pb-Zn concentrate. The concentrate was leached in recycled H2SiF6 at atmospheric pressure and 95° C with a redox potential of 570 mV (Eh). Eighty-five pct of the Pb was selectively leached from the concentrate while 87 pct of the Zn remained in the residue. Pressure leaching of the concentrate was slightly less successful, with 78 pct of the Pb leaching from the concentrate and 80 pct of the Zn remaining in the residue. Pure Pb metal was successfully electrowon from a purified PbSiF6-H2SiF6 solution with 96 pct current efficiency and 0.69-kW.h/kg energy consumption.

The objective of the research in this project is to develop a knowledge based expert system for aiding the planning of mine ventilation systems. This system focuses on mine ventilation system design from a coal mine dust control standpoint. It is recognized that mine ventilation system design is an engineering problem involving not only rote numerical calculations to solve the pressure quantity problem but also substantial judgement and expertise to analyze a problem situation and Interpret the results of an algorithmic program. The thrust of this project is to i) extract this knowledge from public domain sources and recognized experts in industry, government and academia, 11) represent this knowledge in the form of IF ... TI-IEN rules in an expert system (ES) and 111) interface the developed expert system with a mine ventilation network analysis program vis. PSUMVS (Pensylvania State University Mine Ventilation Simulator). By providing the numerical computing and qualitative reasoning aspects of mine ventilation system design in a single Integrated system, better quality decision support will be made available to apprentice users.

Simulation techniques have offered significant boosts toward a cost-and-time-optimized planning of construction projects by enabling project managers to effectively comprehend the behavior of projects. Using historic data from projects of like nature, simulation considers uncertainties involved in a project through accommodating the stochastic modeling parameters. However, the heavy reliance on the statistical data and not taking into account the context-specific features of the project cause the degradation in the realism and accuracy of the simulation models. Similarly, the extent to which a historic pattern could be retrofitted to new projects will decrease in line with the growing uniqueness of the projects and the novelty of construction methods. Furthermore, the existing real-time simulation frameworks are not capable of distinguishing the transient environmental changes, with minimal long-term impacts on the productivity, from the influential changes that will greatly impact an operation. In addition, existing simulation tools are devoid of location awareness, resulting in the inability to consider safety threats in their representation of the project. To address these issues, this research proposes a framework based on the integration of new tracking technologies used in Automated Machine Guidance (AMG) with simulation-driven 4D modeling methods. The proposed framework automates the adjustment of the simulation model based on the updated data from the site, and thus transforms simulation from a predictive tool used at the planning phase to a proactive monitoring platform usable throughout the planning and construction phases. A prototype is developed to test and demonstrate the effectiveness of the proposed approach.

In this paper, some applications of carbon extraction replicas, as samples for transmission electron microscopy (TEM), are discussed. Modern high strength microalloyed (HSMA) steels, used as structural or pipeline materials, have very small grains with substructures. Replicas used in TEM can resolve the grain boundaries and can be used for grain size measurements in cases where the small size of the grains pushes the resolution of conventional optical microscopes. The grain size variations obtained from replicas correlated very well with mechanical property variations, indicated by hardness, in the fine-grained heat-affected zone and base metal of some welded HSMA steels. Replicas are also very suitable samples for precipitate examination with analytical TEM. Advantages and limitations of the application of replicas, as well as some corrections for the estimation of the volume fraction of fine precipitates, are discussed.

A major part of the European Union’s (EU) project Sustainable Intelligent Mining System (SIMS) is investigating the development of diesel-free/carbon–neutral underground mines in order to ensure sustainable underground mining in the future. Replacing diesel machines with electric vehicles in underground hard rock mines has been widely acknowledged by the mining industry worldwide as a critical step to improve working conditions by reducing diesel exhaust–related contaminants, to reduce mine ventilation electrical power cost by reducing mine airflow quantity, and to reduce mine greenhouse gas emissions. All of these are major requirements to achieve sustainable future underground mining practices. A field trial of Epiroc’s 2nd generation of Battery Electric Vehicles (BEVs) at Agnico Eagle Finland’s Kittilä mine was conducted during 2019–2020. Vehicles tested were MT42 mine truck, ST14 Load-Haul-Dump (LHD), and Boomer E2 jumbo drill rig. This paper outlines the improvement of the working conditions observed in the field trial, and the opinions of the mine personnel at Kittilä mine on using BEVs instead of diesel machines. Measurements of atmospheric contaminants and air temperatures taken during the field trial clearly demonstrated a significant improvement of working conditions when BEVs were operating as opposed to diesel machines. This field observation was supported by the opinion of the majority of the Kittilä mine workers. However, some remaining concerns must be addressed before BEVs can replace diesel machines.

"IntroductionAir sampling for airborne contaminants requires a system for moving air, a collection method, and a procedure to determine the quantity of contaminant collected. Because occupational exposure limits and air quality standards frequently are expressed in terms of concentrations, a method of determining the volume of air sampled is also needed. The four principal components in a sampling train are shown in Figure 12-1. The inlet admits the air sample into the train; the collector(s) separates the gas, vapor, or particles from the air; the flowmeter measures the rate or total quantity of air sampled; and the pump (air mover) provides the suction required to draw an air sample through the train. Inlet sampling considerations are discussed in Chapter 21. Various types of collectors are described in subsequent chapters. Flowmeters are discussed in Chapter 7.This chapter will describe the air mover portion of the sampling train and air sampling systems that contain three or four components in a convenient package. The chapter consists of two parts. The first part contains a brief description of the different types of air movers and air sampling systems. The second part consists of tables and figures showing detailed information on a wide variety of commercially available air movers and sampling systems. ient size is filled with a liquid in which the suspected contaminant is insoluble. When the liquid is allowed to escape from the vessel, it is replaced by air from the atmosphere to be sampled. Such an air sample is an integrated sample rather than an instantaneous sample because the mass of fluid requires a finite time to empty. In fact, by employing a large vessel with controlled drainage, this method can be used to move air at low flow rates through a sample collector for extended intervals. The Haile Gold Mine in South Carolina is increasing the automation level of their processing plant in order to improve operational stability. One step towards this goal is the application of a Digital Twin concept to provide Virtual Instruments. Haile has engaged ANDRITZ to implement Virtual Instruments at their grinding area hydrocyclones and at their tailing thickener underflow pump. These virtual instruments provide density values in a traditionally difficult location for reliable slurry density measurement. The Digital Twin is a first principles IDEAS1 ™ simulation model, connected in real time to the control system. Results have been promising, with the virtual instrument values matching the physical instrument under normal operating conditions, and showing better prediction under upset conditions. Haile plans to use the virtual instruments as optional process control parameters. INTRODUCTION OceanaGold’s Haile Gold Mine is located near Kershaw, South Carolina, about 50 miles southeast of Charlotte, North Carolina. This location was first mined in 1827, and has produced gold through several operating periods since then, including a heap leaching operation from 1985 through 1992. In October, 2015, OceanaGold acquired Romarco Minerals, the previous owner of the Haile Operation. The current operation began in 2017 as an open pit mine with additional underground resources. The nameplate throughput is 6,350 tpd ore, and 2017 production was 118k oz gold, with 140 to 155k oz gold expected in 2018. Proven and Probable reserves exceed 3 Moz. The process, as shown in Figure 1, includes a primary jaw crusher, comminution with a Semi-Autonomous Grinding (SAG) mill and ball mill circuit, flash flotation, rougher flotation, regrinding, pre-aeration, carbon in leach (CIL) leaching, carbon elution and regeneration, cyanide recovery, electrowinning and refining. The Haile Operation’s inaugural gold pour took place January 20, 2017. Mine life is expected through at least the year 2030. Based partially on prior experience of some key OceanaGold personnel with automation services from ANDRITZ on other projects, OceanaGold decided to include ANDRITZ on the Haile project. The scope of these services for Haile included design and supply of the process control application software, an ANDRITZ dynamic process simulator for operator training, and ANDRITZ Advanced Control Expert (ACE) ®2 systems for the SAG mill, ball mill, and rougher flotation areas. Since startup, ANDRITZ has continued to provide services for the site, particularly related to PLC and HMI equipment, programming and support, ACE system expansion, and the implementation of Virtual Instrumentation. The implementation of this new Virtual Instrumentation technology at Haile is consistent with Haile goals: increased automation, a change in the role of the operator from interactor to monitor, and improved stability by removing human error.

The reactivity of a porous solid is a strong function of its pore structure (porosity, pore surface area and pore size distribution). It follows that reactivity could be altered by altering pore structure; one way to achieve this is by chemical vapor infiltration whereby a gaseous species is reacted in the porous solid to produce a solid. Experiments were carried out in which the pore structures of various carbons were modified by cracking methane within the pores; oxidation rates of the carbons were then measured for both infiltrated and original samples. For coke it was found that two indices of coke performance used in the steel industry (CRI and CSR) can be greatly improved following a small amount of infiltration. Infiltration/oxidation results are interpreted in terms of measured pore structure changes.

We have lived through a period of strong metal pricing during the past eight to 10 years. Copper has been hovering in the range of $3-$4/lb during much of the past eight years, averaging close to $3.30/lb. Gold increased steadily from less than $300/oz levels in the early 2000s, reaching almost $1,890/oz in the third quarter of 2011, before tempering back down to the $1,200-1,400/oz range in 2013. Iron ore prices started to rise in 2005 before the staggering increases experienced in 2008- 2010, reaching almost $190/metric ton in early 2011. During the past four years, iron ore prices have ranged from $100-180/t, averaging approximately $140/t. In the aftermath of such a run, it is perhaps too easy to forget where we have come from: The copper price averaged just 77 cents/lb during the six-year period from 1998 to 2003, and averaged just over $1/lb from 1989 to 1997. The gold price averaged $350/oz during the 10-year period from 1994 to 2003. Even more dramatically, iron ore traded in the range of $10-$15/t between 1985 and 2004. So, we have seen sustained, three- to four-fold increases in copper and gold prices, and 8 to 10-fold increases in iron ore prices.

"INTRODUCTION Silica and kaolin (a layer aluminosilicate) are among the major constituents of most coal mine dusts.' Whereas kaolin is cytotoxic in vitro but nonfibrogenic in vivo in humans and experimental animals,2-4 the cytotoxic and fibrogenic potential of silica is rather well established.5 Wallace and co-workers 6-8 have studied the cytotoxic potentials of both native and surface-modified silica and kaolin and inferred that retoxification is slow in the case of occluded silica vis-à-vis native silica. Recent epide¬miological studies indicate that silica concentration alone in a mine dust, as determined by transmission IR spec¬troscopy (TIRS), does not correlate well with the pro¬gression of coal workers' pneumoconiosis. 9 This obser¬vation has led to the suggestions that silica particles occluded by clays such as kaolin may not be fibrogenic. This proposal requires accurate estimations of kaolin, silica, and occluded silica. The current method of silica analysis in a mine dust sample employs TIRS of the 797- cm -1 band of silica, although its accuracy, as well as that of x-ray diffraction studies, is no better than 25 % , even in a laboratory-generated dust.° In this paper we have employed the techniques of diffuse reflectance spectros¬copy (DRS) and photoacoustic spectroscopy (PAS), in conjunction with an FT-IR spectrometer, for the quan¬titative determination of silica in laboratory-generated silica-kaolin mixtures.One of the main advantages of DRS and PAS is that, in these techniques, problems arising from sample prep¬aration of the KBr-based disks used in TIRS are avoided. There are, however, several other considerations (e.g., particle size effects and saturation phenomenon) which complicate the use of DRS and PAS for quantitative work. 10-25 In this paper, we have carried out a systematic comparison of the quantitative abilities of the two tech¬niques, as applied to the silica-kaolin mixtures, with par¬ticular attention to the saturation behavior of several bands with different absorption coefficients. In particular, we show that a weaker band for silica at 1875 cm-1 is suitable for quantitative purposes, and that quantitative accuracy is higher in DRS than in PAS. Over the course of Dr. Robertson’s career, the ferrous and non-ferrous plants have seen enormous changes in technology and increases in plant capacity, essentially amounting to a “technological revolution”. In iron and steel, the “mega” blast furnace of some 6,000 m3 working volume is now standard (~10,000 tonnes (mt) of pig iron/day). Similar huge changes in process technology and plant size have occurred in the non-ferrous industry. As an example, the fuelfired reverberatory furnace, once the mainstay of the copper industry, has disappeared - replaced by large capacity flash and bath smelting technologies. The energy consumption per unit mass of metal produced has also been reduced considerably. Our understanding of the thermodynamics and mechanisms of metallurgical reactions, a field to which Dr. Robertson has significantly contributed, has made great strides. This paper reviews these changes with particular reference to the copper smelting industry, providing also comments on expected future trends.

The SDSU tunnel and underground station are the first of these type facilities to be constructed by the Metropolitan Transit Development Board. Because there is no previous experience, and because tunneling activities are associated with some risk, he MTDB has undertaken a very proactive and wide reaching program to identify and control risks during construction. Finally, because the tunneling activity and underground station is on the San Diego State University, MTDB is working closely with their staff to identify construction impacts and mitigation’s, and thus ensure a quality project for both agencies.
