BURYING DEAD MINERS. BURYING BODIES OF DEAD MINERS. REVISED STATUTES (HURD) 1874, P. 263. SEC. 22. LIABILITY OF RAILROADS, ETC., FOR BURIAL EXPENSES.-When any railroad company, stage or any steamboat, propeller, or other vessel engaged in whole or in part in carrying passengers for hire, brings the dead body of any person into this State, or any person dies upon any railroad car or in such stage, steamboat, propeller or other vessel in this State, or any person is killed by cars, or machinery of any railroad company or by accident thereto or by accident to or upon any such stage, steamboat, propeller, or other vessel, or by accident to or in or about any mine, mill or manufactory,* the company or person owning or operating such cars, inachinery, stage, steamboat, propeller, or other vessel, mine, mill or manufactory shall be liable to pay the expenses of the coroner's inquest upon and burial of the deceased and the same may be recovered in the name of the County in any court of competent Jurisdiction. NOTE--The original Act of February 15, 1855 (Laws 1855, p. 170), makes no reference to the dead bodies of persons killed" by accident to, in or about any mine."

Gas handling at Magma Copper company's, San Manuel smelter receives process gas from a flash .smelting furnace and four copper converters. The major gas handling equip11lent consists of four electrostatic precipitators and a sulfuric acid plant. Process ,vessels in gas handling are, typically confined, spaces. Lethal gases, mechanical and chemical hazards, and the difficulty of rescue, should an accident occur, makes this area a must in the safety plan. The presence': of hazardous chemicals and explosive gases in process' vessels and piping are of major concern when repairs' are required. Proper job procedures are critical to prevent injury during repairs. This includes plant employees and contractors who are likely to be unfamiliar with the hazards ,involved. The safe operation of a gas handling operation must include the functions of operations employees on a daily basis. This includes a safe working environment and involvement of all employees in the safety program. If an injury does occur quick medical response is critical to prevent serious injury. Medical responders must be adequately trained and prepared to treat the injured person without becoming victims' themselves. The methods used at Magma Copper Company to deal with these safety problems are the focus of this presentation.

Underground mining is a dynamic art and science with a diverse set of design, production, and economic criteria that must be considered before selecting an optimal method to extract the ore. While all methods can be technically classified as either self-supported, supported, or caving, the multitude of subsystems and existing variations bear witness to the fact that each orebody is unique and, as such, justifies an individual approach to optimize mineral extraction. In this sense, underground mining is an art. The ability to evaluate the unique characteristics of each ore body and utilize sound engineering principles to design the optimal system constitutes effective method selection. The task by no means ends at this juncture, however. Subsequent implementation requires an ability for modification. Very rarely are all the facts available to make a concrete decision prior to development of the resource. As a result, the risk of a wrong decision can never be eliminated. This requires a significant degree of flexibility with each method. Each unit of exploration, development, or exploitation work contributed to a deposit enhances knowledge of the ore body. The best mining methods are those that correctly account for the known parameters but provide an allowance for change at minimal cost and adapt to unanticipated conditions.

"This is a reprise of the paper ‘Back to the Future – Why Change Doesn’t Necessarily Mean Progress’ presented to the Tenth Mill Operators’ Conference in 2009. It was observed that the ‘boom and bust’ cycles of the industry, together with trends in tertiary education and the effects of fly-in fly-out (FIFO) operations raised serious questions about the sustainability of human capital in the mineral processing sector.In 2016 we find ourselves in a ‘bust’ after enjoying a decade of the longest commodity price ‘boom’ in a century. In the ‘boom’ did we:make any technological breakthroughs?put measures in place to improve our human capital, especially in the area of ‘professional formation’?The paper makes observations on the current performance of mineral processing engineers and the organisational milieu in which they operate. It questions whether mineral processing engineers are actually ‘adding value’ at some sites given their organisational and operational practices.Some technical trends are examined and what it might mean for mineral processing engineers.Given the above and demographic trends for mineral industry professionals, changes to the seemingly current laissez-faire model of professional development are proposed.Citation:Munro, P D, 2016. Throughout Australia and the world, there have been in recent years a number of incidents involving the reaction of ammonium nitrate based explosives with ground containing certain types of sulphides. This paper presents a comprehensive strategy designed to identify, assess and mitigate the risks involved with blasting in areas of reactive ground. Undertaking blasting in reactive or potentially reactive ground involves a degree of risk, the level of which is dependent upon the controls in place for specific sites; this in turn depends upon the degree of sound reasoning and judgement behind the implementation of these controls. Implementation of controls to minimise the risk of incidents also involves a measurable increase in production and blasting costs. To achieve a balanced solution to this matter, decision-makers need to understand how the risks eventuate, how they should be evaluated, and how control measures reduce the risk. Also required is an understanding of how the problem affects the economics of the operation, and the magnitude of this effect. It is the aim of this paper to provide a structured approach to gaining this knowledge, so that mine management, the workforce and explosive suppliers may jointly develop more effective economic and safe blasting systems for potentially reactive ground. Using a combination of fault/event tree risk assessment and semi-quantitative analysis, a structured approach to dealing with the issue will be illustrated.

This report summarizes the principles of safely working steep coal seam using longwall mining methods. It presents the state-of-the-art and identifies the problems which result from seam inclination. Details are given on foreign longwall faces achieving good records of safety and productivity when mining on 30 degree and 50 degree inclined seams. Recommendations for further research are suggested.

"The critical importance of tap-hole design and management for furnace performance and longevity is explored through examining some of the specific matte, metal, and slag tapping requirements of non-ferrous copper blister and matte converting and smelting, ferroalloy smelting, and ironmaking systems. Process conditions and productivity requirements and their influence on tapping are reviewed for these different pyrometallurgical systems. Some critical aspects of the evolution of tap-hole design to meet the diverging process and tapping duties are examined. Differences and similarities in tapping practices and tap-hole management are reviewed. Finally, core aspects of tap-hole equipment and maintenance are identified – aspects that are considered important for securing improved tap-hole performance and life, so pivotal to superior furnace smelting performance. IntroductionThe sheer diversity of tapping configurations used on industrial pyrometallurgical operations is at first bewildering. They range from historical tilting furnaces without tapholes to modern eccentric bottom tapping (EBT) tilting and/or bottom slide-gate electric arc furnaces; to classical single tap-hole multiphase tapping (e.g. metal/matte and slag); to dedicated phase tap-holes (e.g. dedicated metal/matte-only and slag-only); to dedicated phase multiple tap-hole configurations (up to eight metal/matte-only tap-holes and six slag-only tap-holes); to more esoteric metal/matte-only siphons and slag overflow skimming, e.g. Mitsubishi Continuous Process (Matsutani, n.d.). This can be further complicated by periodic batch tapping; consecutive tapping on a given taphole; alternating tap-hole tapping practice; near-continuous slag-only tapping, with discrete batch matte/metal tapping on higher productivity, but low metal/matte fall (<20% by mass feed) Co and Ni ferroalloy and platinum group metal (PGM) matte furnaces; near-continuous tapping through batch tapping of individual tap-holes that are opened consecutively (Tanzil et al., 2001; Post et al., 2003); to fully continuous tapping on coupled multi-furnace cascades (Matsutani, n.d.)."

In recent years, coal mining safety has attained national attention due to several highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with 42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year (National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture,? and can be defined as the characteristics of the work environment (such as the norms, rules, and common understandings) that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to present the aggregated results from those five safety culture assessments conducted at underground coal mines. Additionally, some general recommendations for areas where coal mines might focus their attention as part of their attempts to improve safety culture are offered.

The Bureau of Mines, following passage of the Solid Waste Disposal Act of 1965, was authorized to conduct research on methods for utilizing, stabilizing, or reclaiming mineral wastes. This report summarizes laboratory research conducted by the Bureau and cooperative field studies made with the mineral industry to reduce the environmental impacts of air and water pollution deriving from mineral wastes. Utilization research showed that both dry-press and steam-cured building bricks and ceramic tile could be made from copper mill tailings and other discarded mineral wastes. Sponge iron was produced from steel mill and amination industry wastes, and valuable mineral products were extracted from such diverse sources as flue dusts and uranium tailings. Mineral wastes were combined with agricultural and/or sewage wastes to make artificial soils that have the potential of resolving several disposal problems by production of a useful commodity. Physical, chemical, and vegetative stabilization methods were evaluated, singly and in combination, for reclamation potential on copper, uranium, lead-zinc, and asbestos tailings. Suitable methods were developed in the laboratory for overcoming major adverse conditions of these wastes such as salinity, heavy metal toxicity, acidity, basicity, lack of nutrients and organics, and unstable surfaces. Field testing of these methods was performed on a variety of mineral wastes. Costs for the various stabilization and utilization-procedures developed were also determined.

It&apos;s my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you&apos;ve ended a 74 year history of meeting outside our borders, I hope you&apos;ll be back more often. Even if I can&apos;t convince you to come back before 2060, when another 74 years will be up, I&apos;m confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I&apos;ve made a number of speeches around the state pointing out just how wrong the revenue projections in Montana&apos;s state government made in April of &apos;85 were when we came to April of &apos;86. Since the middle of this month, Montana&apos;s legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year &apos;87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn&apos;t have been opened at a more difficult time. What was envisioned as an incentive to expand Montana&apos;s coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we&apos;re not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana&apos;s "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we&apos;re prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry&apos;s credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today&apos;s coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM&apos;s oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. For the last decade, we have read about the great technical innovation that is coming to the mining industry that will increase safety and productivity. There is consensus that it will be a technical innovation that will produce a step change in mining costs and outputs (as opposed to bigger machines or less people); however, this innovation (while freely available) has not taken hold in the industry. While there are a few mines that have embraced technology, the majority of underground mines simply do not have the expertise or technical capability to implement innovation and automation.With unexploited mineral deposits becoming deeper and more remote, and thus more hazardous to mine, telepresence offers the ability to remotely execute production tasks while separating personnel from hazards. As the technologies required to deliver telepresence mature, the potential for there to be no personnel underground during production activities is becoming a reality (the ‘dark factory’). So significant is the capacity of telepresence to mitigate risk, it is proposed that it be included as a separate entry in the hierarchy of hazard mitigation controls.Technical innovation such as the optimised short-term interval control of the production process and the automation of underground mobile fleets offer significant increases in production along with lower operating costs. This paper explores the most critical components for the successful implementation of technology in underground mining; redundant, robust and high-bandwidth communications networks to carry data from distributed networks of smart sensors and to convey teleoperation commands; and high-definition video to provide operators with detailed, real-time data. The days of analogue ‘leaky feeder’ as a base case for communications are over. The human resources required to support the expected wave of innovation are significant and will be difficult to maintain in remote areas as the same skills and expertise are in demand in other industries.The paper highlights barriers to innovation in the mining industry, and a lack of technical and scientific expertise within the industry to be able to identify, implement and manage technologies that can increase safety and productivity. As well, an over-reliance on basic net present value (NPV) financial analysis that is used in the industry punishes investment in technology (capital expenditure; CAPEX) and accepts higher operating expenditure (OPEX) due to the discounting of future savings in operating costs.CITATION:Cronin, J, 2017. A study of the hydrometallurgy and electrowinning of cobalt from various domestic ores has been in progress at the Boulder City, Nevada, Experiment Station since February 1940. Previous reports covering certain phases of this investigation have been published. This report covers the research and pilot-plant work on the production of cobalt metal from cobalt-copper ores from the initial experimental work on crude ore through continuous operation. The ore types were from the Blackbird District, Lemhi County, Idaho. The initial tests were made with concentrated ore which was received by air mail and these experiments were expanded both in size and scope. After the laboratory was continued, improved, and extended tests were reported. Sufficiently advanced, a continuously operated plant producing 250 pounds of electrolytic cobalt per day was operated from June 15 through July 15, 1944.

All flyrock incidents have the potential to result in injuries or fatalities that can result in loss of company reputation, license to operate with clients, and bear the exposure to high cost liability. From 2007 to 2009,one NA Quarry and Construction Business experienced a series of flyrock incidents. In the spring of 2009, this business declared that the frequency and severity of Flyrock Incidents had reached an unacceptable level. A Flyrock Elimination Program was launched.

The complex organic chemicals in coal differ from those in petroleum mainly by the ratio of carbon atoms to hydrogen atoms; this ratio is about 2 for coal and 1 for petroleum. By changing the ratio, coal can be converted into compounds similar to those found in petroleum. In. very simplified form, omitting here the special conditions required, the paths by which this can be done are: [ ] Part or all of the coal is first gasified by reaction with steam and oxygen, either in a gasifier or while the coal is still in place underground. The resulting gas is mainly hydrogen and carbon monoxide, with impurities that .must be removed before further processing by one of the following routes.
