I was delighted to be invited to be patron of this Joint Conference, but the challenging task you have set yourselves, and your speakers' depth of expertise, deny anyone, even the patron, the opportunity to be patronizing. Australia's history has been inextricably link- ed with the fortunes of our great mining industry. That link will remain. Just as the gold rushes of the last century, and the discoveries at Kalgoorlie and Broken Hill changed the lives of generations, so the more recent development activity in iron ore, bauxite, nickel, coal, and uranium are having a significant impact on the lives of Australians today. The minerals industry has contributed to Aust- ralia's jobs and prosperity. Mining is not free of problems, but so long as safeguards are strong and appropriate the net benefits the mining in- dustry brings Australia will continue to be enor- mous. We rely on our mining industry to find, prove, develop and sell our minerals profitably, and my Government is committed to maintaining a healthy mining industry.

As a cheap, renewable and non-toxic material, starch can contribute to the sustainability of the flotation process, albeit in a minor way as one type of reagent in systems involving materials with far greater impact. But the physical and chemical versatility of starch can help address another issue, namely, that of processing complex ores with decreasing grades of valuable minerals and increasing mixtures of gangue. This paper compares the results of two lab scale flotation studies where starches (native wheat starch (NWS), dextrin and two oxidised wheat starches) were used to depress two common gangue minerals, copper-activated pyrite and carbon (graphite), over a range of dosages. The oxidised starch with the larger molecular weight structures depressed copper-activated pyrite best, and the oxidised starch with lower molecular weight structures was better at depressing graphite. In both cases, the oxidised starches allowed greater recovery of chalcopyrite, pointing to selectivity potential. The extent to which the carbonyl and carboxyl moieties of the oxidised starches contribute to depressant performance is difficult to quantify, but it should not be discounted. Importantly, the results demonstrate relatively simple modifications of native starch by oxidation can yield structures suitable for depressing gangue minerals with diverse surface properties. The challenge remaining for greater application of modified starch depressants is being able to replicate the desired structures at scale in cold-water-soluble form.

This investigation of low-grade bauxites as potential sources of aluminum by caustic desilication and alumina extraction was undertaken by the Bureau of Mines to develop extractive methods for winning alumina from domestic deposits of low-grade bauxites. This report is the second of a series covering the work by the Bureau of Mines' Rolla, Mo., and Bauxite, Ark., laboratories. The first report published in the Journal of Metals, December 1951,3/ and dealt with kaolin and halloysite. The present investigation is concerned with low-grade bauxites only. The purpose of these investigations is to increase the domestic supply of aluminum ores. With eventual depletion of high-grade deposits, aluminous materials, such as low-grade bauxite, clays, shales, and high-iron laterites, will become our principal domestic sources of aluminum. The development of extractive processes for winning alumina from these low-grade materials is one of the many national security measures undertaken by the Bureau of Mines. A method has-been developed in the laboratory for successfully treating high-silica bauxites from domestic deposits. In this process the bauxite was calcined at 980° C. to form amorphous silica and alumina. The calcine was then leached by percolation with 15-percent sodium hydroxide solution at 940 to 96° C., removing 67 to 77 percent of the silica with a loss of 4.1 to 5.0 percent of the alumina. The sodium hydroxide in the spent liquor used in desilication was 95 percent recoverable, and comparable desilication results were obtained with 100-percent reclaimed liquor, The indicated cost of reagents, for sodium hydroxide and lime used in the desilication and regenera¬tion of spent liquor, was about $4.00 per ton of calcine treated.

Nether or not many of these proposed projects have merit can be determined only by an actual operating demonstration.Generally speaking, the potash industry of the United States has been hardly more than marking time since the armistice. This is, largely due to the fact that the consumers of potash have been expecting that heavy shipments of foreign potash to the United States would be resumed soon at somewhere near the pre-war prices, and they have not seen owing domestic potash at present prices for many months. The result has been that domestic producers have been unable to sell their product at even cost and many producers of potash have been obliged to close down. Thu Nebraska lake plants were closed down in February. The California saline plants were operating at below capacity, and the only large alunite plant is closed down. Even the cement plants have little or no inducements to recover the potash being lost in their waste gases and the production is very small at present.This condition will doubtless continue until a definite policy is decided upon as to the future importation of potash salts from Germany and. France. If unrestricted importation is allowed at prices even 50% greater than in 1913, only a very few, if any, of the domestic projects will be in position to compete with the foreign potash immediately, and the present industry will probably greatly decline with little or no prospect for a future resumption of the industry."

Both primary and secondary ventilation is important in underground mining. Secondary ventilation refers to the provision of ventilation to development ends, stopes and services facilities, which constitute secondary circuits tapped off the primary circuit or main through flow of air.An unbalanced primary and secondary combination can cause re-circulation, which is inefficient and potentially hazardous. These inefficiencies extend into operational and other considerations, such as power.Most cost justification analysis covers capital and physical consumables. These analyses are often not comprehensive or holistic. Movement of the fragmented rock mass is an inevitable consequence of open cut blasting. Uncontrolled, unaccounted movement from blasting commonly causes ore loss and dilution from waste mixing. Therefore, the prediction of the post-blast location of both ore and waste is vital in grade control and of direct interest to mining geologists. Direct measurement techniques have matured significantly over the past decade, but their use remains expensive and labour intensive. Access and safety issues are further disincentives to regular movement monitoring. What is needed is a combination of direct measurement to establish baselines and reliable predictive modelling.The W H Bryan Mining and Geology Centre of the University of Queensland has pioneered 3D blast movement modelling using ‘physics engines’ to handle in-flight collisions and predict the final resting place of blasted material. Open cut metalliferous mines are a demanding environment for this style of modelling as they can involve complex geometries and variable buffering, which leads to inconsistent confinement. A version of the model designed to deal with these complexities is under development. A well-controlled field trial was needed to validate this new version.A validation trial was completed at a gold mine in South-East Asia. The aim was to increase throughput by increasing the blast powder factor without losing grade through dilution and mixing with waste. Four blocks were blasted to identify the effect of bench height and face confinement on ore movement, fragmentation and process throughput. The powder factor and blast timing were kept constant. Movement of the broken rock was measured by placing blast movement monitors at known positions in the block and then locating them after the blast. The majority of sensors were recovered, providing a unique insight into blast movement dynamics and generating a substantial data set for model validation.The model (called ‘MetaMove ‘) was calibrated for one blast and applied to investigate the extent of grade loss and possible mitigation strategies. Conventional mining techniques that involved firing across the strike of the orebody, and no post-blast boundary adjustment of the ore/waste boundaries prior to digging, were found to cause up to 44 per cent loss of high-grade ore, depending on the grade distributions. Post-blast adjustment of the ore/waste boundaries can negate this loss. The model indicates that altering timing and ensuring that the block boundaries are well confined can further constrain the movement of ore/waste boundaries. Thus, the model can be successfully applied to minimise grade dilution and limit misclassification of ore as waste whilst using higher powder factors to increase mill throughput. Application of a calibrated model to move ore/waste boundaries prior to digging will enable the production geology team to add significant value to the mining operation.CITATION:Cocker, A and Sellers, E J, 2014. The Vancouver Stock Exchange (VSE) has been providing venture capital for start-up companies since 1907. Ninety years' experience in the junior mining industry has enabled the VSE to develop policies and procedures tailored to the unique needs of start-up companies. Policies and procedures applicable to listed companies are documented in the Corporate Finance Services Department "Policy and Procedures Manual." Approximately 50% of the companies listed on the VSE are in the mineral exploration and development business. The largest number are exploring base metal, precious metal or diamond properties. A recent count shows that about 20 companies are exploring industrial mineral or non-metallic deposits. The minerals sought by these companies include limestone, decorative stone, building stone, lava rock, wollastonite, zeolite, garnet and graphite. There are two basic routes to obtaining VSE financing for an industrial mineral property. The owner can either sell an interest in the property to a listed company or form a company and have it listed on the VSE. In each instance, the listed company is responsible for raising funds to develop the property. A typical financing consists of the sale of company securities byway ofeitherprivate placement or prospectus offering.

This work presents the fundamental properties of CITIC magnetite concentrate and its performance in pelletising and sintering. CITIC concentrate has been widely used in pelletising to produce pellets for blast furnaces. It is also used in sintering to benefit from its sintering performance. CITIC concentrate has excellent balling properties owing to its size distribution, particle surface properties, large specific surface area and balling index, leading to strong green pellets and product pellets. When used in sintering at appropriate levels, sinter bed permeability improves, productivity is increased while coke consumption reduces, and sinter strength improves.

Cell rooms of aluminium smelters have large openings in the sidewalls and in the roof. These openings provide a high ventilation rate, which removes heat and contaminants emitted by the reduction cells and thereby ensures acceptable working conditions inside the cell room. However the large openings make the airflows through the smelter building sensitive to the wind. In this study equations for the airflow through the openings of a smelter building exposed to crosswinds were developed and verified against plant measurements. The equations were then used to estimate the airflows through a two-storeyed smelter building containing VS Soderberg cells. Wind protection by wind-covers over the sidewall openings and by upwind buildings made the airflows through the building less sensitive to the wind. Physical and mathematical modelling showed that working conditions inside the wind-protected cell room would be acceptable for crosswinds at speeds up to 16 km/h. These predictions were confirmed by measurements taken in a VS Soderberg smelter.

INTRODUCTION CRA Limited is the largest mining group in Australia by value of sales and the second largest company in Australia in terms of share market capitalisation. In the past 25 years, CRA, its predecessors and affiliates have been involved in a number of mining and further processing developments in Australia and elsewhere. Many of these have been financed using project financing techniques. These include Comalco's development of the Weipa bauxite deposits in Northern Queensland in the late 1950's, the Hamersley iron ore developments in the Pilbara region of Western Australia in the mid 1960's, the Queensland Alumina Limited alumina refinery in Gladstone, Queensland, at about the same time, and the Bougainville copper project in 1969/70. In the past three years CRA has again utilised project financing techniques to fund its Tarong steaming coal project in Queensland, the Blair Athol steaming coal project also in that State and CRA's interest in the Argyle diamond project in the Kimberley region of Western Austrlia. PROJECT FINANCE DEFINED Nevitt Definition Nevitt's is the most frequently quoted definition - "A financing of a particular economic unit in which a lender is satisfied to look initially to the cash flows and earnings of the economic unit as the source of funds from which a loan will be repaid and to the assets of the economic unit as collateral for the loan." Risk and Balance Sheet Treatment It is important to focus in more detail on two aspects of project financing, risk and balance sheet treatment. The assessment of the various elements of risk in a project and the sharing of that risk between sponsors and lenders is the most critical feature. At one end of the spectrum is full absorption of risk by the sponsor(s). This can be described as "on risk" or "on credit" or "full recourse" to the sponsor(s) and is effectively a corporate financing. At the other end of the spectrum the lenders absorb the whole risk in a non-recourse financing which is "off risk" or "off credit" for the sponsor. The other aspect is the sponsor's balance sheet treatment. If the balance sheet of the economic unit undertaking the project and the financing need not be consolidated into the balance sheet of the sponsor (because ownership does not exceed 50%) then the financing may be described as off-¬balance sheet. If consolidation is required then the financing is described as on-balance sheet. Most project financings involve some recourse to the sponsor, i.e. they are limited recourse. Very few are non-recourse or off credit to the sponsor. Limited recourse financings may be on-balance sheet although many may also be off-balance sheet insofar as consolidation is concerned. However, sponsor support may very well be a contingent liability to the sponsor and require disclosure by way of note to the balance sheet should consolidation not be required. CORPORATE FINANCE CONTRASTED A financing which is on credit or full recourse to the sponsor, whether it is directly borrowed or guaranteed by that sponsor, is a corporate financing. Lenders will tend to base their credit assessment on a historical assessment of the sponsor's activities and its financial results rather than an assessment of the project or a detailed assessment of the future activities and prospects of the sponsor. PROJECT FINANCE - A BORROWER'S PERCEPTION Although CRA could choose to arrange all finance on a corporate basis (except perhaps for the very largest projects or acquisitions), project financing techniques provide a number of specific advantages which CRA has noted and which should be carefully considered by a project sponsor. Richter magnitudes for seismic events were calibrated for use as a Local magnitude scale in the West Rand (WR), Far West Rand (FWR), and Klerksdorp–Orkney–Stilfontein–Hartebeesfontein (KOSH) gold mining areas. Richter magnitudes are currently calculated from seismograms recorded by local surface cluster networks using tabulated calibration values for Southern California, published in 1958. The Richter (1958) model is incorrect for distances of less than 30 km and should be applied only to crustal earthquakes in regions with similar attenuation properties to those of Southern California. When compared to the South African National Seismograph Network (SANSN), the cluster networks, on average, overestimate seismic event magnitudes by approximately 0.1 of a magnitude unit. A calibrated Local magnitude scale was derived by means of a multiple regression analysis between the Local magnitudes reported by the SANSN and the largest zero-to-peak trace amplitudes measured on the cluster network horizontal seismograms, after modelling the attenuation of the seismic waves as these progress from the epicentre to the station position. Magnitudes reported by individual stations for the same event show a significant scatter around the average magnitude owing to the near-surface amplifications of the seismic waves at the recordings sites. Average magnitude should be estimated using as many magnitudes of individual stations as possible to ensure an accurate estimate. Larger event magnitudes should be compared with those recorded by the SANSN.

The Special Bar Quality family comprises a wide range of steel grades, mainly requested by the automotive, energy and engineering sectors, for applications where significant performances are required (eg. stresses, temperatures, working cycles, etc.). To meet these requirements it is necessary to reach a precise control of both the mechanical characteristics and metallurgy structures along the whole production chain. For semi-product with large dimensions, such as equivalent diameters around 300 mm, this is traditionally obtained through a manufacturing route which comprises the casting in ingots followed by reheating, forging and rolling. After 2010, new processes were investigated and technologies developed to replace the ingot route with a continuous casting followed by controlled high-reduction rolling. In these processes a seamless integration of CCM with rolling is implemented so to obtain the precise control of material flow, applied deformation and working temperatures. By using the proper combination of rolling diameter, speed and applied reduction, a very good control of the metallurgy structure across the whole section can be obtained, so to also remove the internal discontinuities ("voids") generated during the continuous casting. These processes, which can be defined "forging-like", are applicable to several grades also with large semi-product dimensions (300 mm and more). Besides, removing the ingot route means increased yield and productivity, which is very beneficial to the economical management of the plant. An example of this "forging-like" process is represented by the high-reduction blooming stand installed by Acciaierie Venete in the Padova-Camin mill. This article describes its main concepts as well as its technology and process features.

THIS paper is submitted primarily to put on record the results of a number of experiments carried out at the Wingdam mine of Consolidated Gold Alluvials of B.C., Ltd., with the object of establishing a reliable method of concentration of 'wash' and a maximum recovery of gold from the concentrate. It will be generally admitted that, during the last two decades, a tremendous amount of research work has been carried out, both by private companies and Government departments, with a view to improving the technique of the recovery of gold .from quartz veins or lodes. So thorough have been these investigations that milling practice at a modern quartz gold mine is almost an exact science, carried out with meticulous accuracy. In placer mining, on the other hand, very little departure from old traditional methods can be noted, with the exception perhaps of the more modern gold dredges. This may be due to the fact that the concentration of placer gravels, up to a certain point, is comparatively easy. Only a simple equipment of sluice box and riffies seems necessary where the gold is coarse and the gravel free from clay. In the early days of placer mining, when claims were rich and fairly 5hallow, nobody worried very much about fine gold; and, if clay was present, an enlarged dump box was constructed in which the gravel was subjected to a rather desultory puddling. That large quantities of gold are lost in normal placer practice is generally admitted. Some 26 years ago, I had inspectorial charge of many bucket dredges on the Ovens river, in Australia. Occasionally it was necessary for a dredge to work through its own tailing to reach a new section, and almost without exception enough gold was recovered from these tailings to defray the total cost of moving the dredge. Since those days, the technique of gold recovery in dredging has been considerably improved and it is still receiving close attention. Outside of dredge mining, most placer operations, deep or otherwise, are as they were-notorious gold losers, paying little attention to the recovery of fine gold and taking an absurd amount of time over each clean-up. In the Cariboo district of British Columbia, the alluvial gold is usual y associated with varying quantities of black sand (magnetic) and grey sand (non-magnetic); and it can be taken as axiomatic that, if you save all the black sand and grey sand, you save practically all the gold. It is on this hypothesis that we have carried out our research work and brought our recovery system up to its present highly satisfactory standard.

This is the fifth of a series of annual reports4/ of technologic investigations conducted by the Bureau of Mines on the occurrence, properties, mining, preparation, and uses of coal. The research of the Bureau is carefully coordinated with the requirements of the producing and consuming industries, with a view to conservation of resources of coal in mining and use, and conservation of the health and lives of workmen employed in these industries. Such coordination is facilitated by the wide range of specialization of the several groups on engaged in studies concerning coal. Here are reported correlated studies ranging from paleobotanic analysis of the formation of coal as it occurred some millions of years ago to the effect of mechanical methods of mining on present-day employment in mines. As this is a summary of the current work of the Bureau of Mines, so the Bureau likewise has provided a condensed review of the outstanding current work of others on research and technology of coal 5/.

An investigation of coal deposits near Cerrillos Santa Fe County, N. Mex., was undertaken 14 the Bureau of Mines in 1943 as part of a general program to determine sources of metallurgical coal for western steel plants. Almost all of the coal used for metallurgical purposes west of the Continental Divide Is mined from the Lower Sunnyside bed in, Carbon County,, Utah. Coke used in western steel plants that is produced from Lower Sunnyside a coal is weaker, structurally, than coke used elsewhere in this country. For this reason, western coal operators and steel manufacturers are anxious to develop new areas of coking coal of better quality then the coal produced from the Sunnyside bed. The objective of investigations of western coals was to (a) develop additional reserves of coking coal to supplement proved reserves in the Sunnyside bed. and (b) develop; if possible, reserves of coal with coking quantities superior to those of Lower Sunnyside

As production of ground limestone increased our Company found it had an enviromental problem with limestone dust from our hammer mills. With the quarry and processing plant situated within 1 klm of a small township of 5000 people dust collection became essential. Regulations under the Clean Air Act 1972 also had to be complied with. Prior to this any demand for lime flour had been met by the use of a small drier and ball mill. Both expensive to operate. Dust emitting from the mills would amount to over 4000 tonnes per year. The cost savings were obvious. We had a better product which was essentially a by-product. Faced with a surplus of a very useful, but difficult product to handle we considered the possibility of disposing of it on the agricultural market.

Fur a secure mineral supply position to be maintained in the Fiuropean Community there must be a supply of qualified people in the minerals industries. The education of the people required to run and develop these industries should be a priority in the community. This means that there should be a strong capability in mining engineering education. The mining engineering professors decided in 1990 to get together in a new Society to discuss the problems. The Society of Mining Professors/Societat der Berg-baukunde was formed at a meeting in Austria in October 1990. It is basically a F.uropean Society with a few member professors from outside Europe to keep the Society conversant with trends elsewhere. The objectives of the Society are to see that the mining universities in Fiurope maintain standards and produce enough mining engineers. The present membership of the Society and the work of developing a database of current courses is described. Working from the knowledge base developed, it will be possible to design a 'European' mining degree course. The problems which will have to be addressed have been identified and are described in detail.The paper finally goes on to discuss the other problems that universities are facing, the economic problems and above all the lack of students applying for mining courses across Europe. The help and active participation of the mining industry, if that industry still wishes to employ mining engineers, is identified as the only possible solution to those problems.

This paper investigates fragmentation in an aggregate quarry using the fragmentation-energy fan concept. Six blasts were monitored, located one behind the other in the same quarry area. The rock structure was blocky, the water level and the usage of explosives were variable within and between the blasts. The powder factor above grade was between 0.28 and 0.44 kg/m3 (0.47 and 0.74 lb/yd3). Fragmentation of the plant feed was measured using an online digital image analysis system and three belt scales. The oversize material that was not directly fed to the plant after the blast corresponds to 3‒9.3 % of the total. Data from image analysis was used to build the size distribution in the coarse range (fragments above 120 mm), and the passing fractions at 120 and 25 mm (4.72 and 0.98 in) obtained from belt scales data were used in the range 120‒25 mm (4.72 ‒ 0.98 in) . The non-dimensional percentile sizes between 10 and 90 % for each blast are described through power functions of the powder factor above grade; the model coefficients are statistically significant. From them, using the principles of the fragmentation-energy fan and the Swebrec distribution properties, the fragmentation can be expressed in terms of the powder factor by means of five parameters: the fan focus coordinates and the three parameters of a function of the exponents vs. the percentage passing. The model shows a good capability to describe fragmentation.
