The essential foundation upon which to build an effective marketing program in industrial minerals is the ability to produce competitively mineral products meeting precise customer specifications and to ship them promptly and on schedule. Without this prerequisite, all the other factors in a second marketing program-creative sales management, energetic solicitation, advertising, technical service, new products, etc.are without meaning. The primary image to be created in the mind of customers is that of the reliable and prompt supplier of mineral products at competitive prices and of standard, uniform quality. With this favorable image implanted, it becomes possible to integrate the other essential factors into a strong marketing program; and without this image, little can be accomplished. After having .made provision for the basic product ion position outlined, there are then two fundamental considerations in the design of a successful marketing program for industrial minerals. The first of these is that the number of potential customers for the typical industrial mineral product is, relatively small, and indeed compared to the number of customers for consumer products, the number is actually minute. The second consideration is that the customers for industrial minerals are manufacturers and producers rather than consumers. These two factors lead to a necessity that the marketing program be specifically and uniquely tailored to fit the individual mineral product to be sold and to conform to an existing pattern of distribution.

Controlling a wide range of minerals processes with single control system is an ordinary way to operate in mines all over the world these days. However the potential of these systems is not yet fully recognized nor utilized. The key issue is to manage the information in a way that enables automating the day-to-day tasks, quality control and safety functions. At the same time it provides means for optimization and constant improvement of processes creating a working environment where the system helps employees to do their key tasks instead of searching, modifying, and transmitting the huge number of information arising every day. The distribution of control system nodes enables the other processes to run heedless of a problem occurring in one of the sub-processes. Also the control room can be in remote location such as in large city removing the need to travel substantially long distances to plant sites every day. When all essential information is brought to the same place there is less risk for a mishap to happen due to information breaks that are often the cause of them. One of the biggest single reasons that result in production losses are break downs of machinery usually caused by normal wear, misuse, incorrect utilization rate etc. For this reason it is important to measure the condition of machines using vibration measurement and diagnostics. By moving from failure or time-based maintenance towards predictive or performance maintenance generates eventually a steady and predictable process but also results in significant long term savings. The mineral process at Talvivaara mine is based on bioheapleaching, whereby metals are leached from ore as a result of bacterial action. Bioleaching is a fairly new technology used in metals recovery. Therefore it is important for the mine to collect and analyze data from different stages of the minerals process. Talvivaara mine?s Metso DNA system has integrated machine condition monitoring and information management. These are not only necessary but also crucial in environmental conditions where the outside temperature can drop below -35°C, where ice and snow dominate the landscape and impact the equipment for four months a year and where distances between equipment can be up to 7.5 kilometers. "HistoryThe Nanisivik mine began operation in October 1976 as the world's most northerly metal mine and the first permanent industrial project in the Canadian High Arctic. Located 700 km north of the Arctic Circle on Baffin Island's Strathcona Sound, exploration by Texasgulf Inc. between 1957 and 1970 had outlined the ore deposit. In 1974, Nanisivik Mines Ltd. was formed with Mineral Resources International, the Government of Canada, Metallgesellschaft and Billiton being shareholders, and Strathcona Mineral Services Ltd. providing project management. In 1996, Breakwater Resources purchased the mine from Alberta Energy Corporation Limited which had recently acquired the assets of then owners Conwest Exploration Ltd.Ore DepositThe main ore deposit is very flat, approximately 80 m in width and varying in thickness from 3 m to 16 m. The length of the deposit is approximately 3000 m with satellite zones located on the perimeter of the main zone. The economic mineralization is sphalerite with minor galena and silver. The sphalerite and galena are coarse grained and associated with pyrite as the main gangue component with minor inclusions pf dolomite and calcite within the deposit. The deposit being hosted in a permafi·ost environment creates a number of challenges. Dry drilling is employed in room and pillar production drilling. The permafrost aids in the stability of both the pillars and the back."

INTRODUCTION The first references in the literature to the so-called C.S.I.R. 'doorstopper' strain cell were made in 1964 1,2,3,4. These were the climax of nearly two years of experimental and developmental work with the instruments and the operating techniques involved. Since that time numerous field measurements have been made with 'doorstoppers' and they have been developed to a stage where they are in commercial production and are being supplied to users throughout the world. No detailed description of the latest 'doorstopper' equipment has, however, appeared in print and this paper is written to bring the literature up to date in this respect. The triaxial strain cell was developed three years ago 5, 6, 7 and was first described at the First Congress of the International Society for Rock Mechanics in Lisbon in 1966 8. Since that date laboratory tests and-particularly important-field tests 7' 9 have demonstrated the validity and practicality of the instruments and techniques. These instruments have also been developed to a stage where they have been released for commercial production. In this form they are very different from those described two years ago and a full description of them at this stage seems to be justified. THE INFORMATION SUPPLIED BY 'DOORSTOPPER' AND TRIAXIAL STRAIN CELLS Both the 'doorstopper' and triaxial strain cells were designed specifically to determine the absolute stress in rock using an overcoring stress relieving technique. They were not designed to measure changes in stress. They may, however, be used for the latter purpose provided the glue which is used to stick the strain gauges to the rock is known to possess sufficiently stable strain-time characteristics as not to affect the accuracy of the results during the time the measurements are made. The 'doorstopper' was designed primarily to measure the major principal stress in situations where its direction and those of the two other principal stresses were either known or could be assumed. For example, at great depth in undisturbed virgin ground, it is reasonable to assume that the maximum principal stress is vertical and that the other two lie in a horizontal plane. The borehole in which the 'doorstopper' is installed would thus be drilled in the horizontal plane parallel to one of the minor principal stresses, the direction of which would either have to be assumed or determined as described later. The stresses measured would be the vertical major principal stress and the principal stress acting in a horizontal plane normal to the borehole axis. It is possible, as will be shown later, to obtained the complete state of stress using 'doorstoppers'. In this event, it is necessary to make measurements in three boreholes drilled in any three known directions to each other and relative to a system of three orthogonal axes. The triaxial strain cell was designed to determine the complete state of stress in a single borehole drilled in any direction in any stress field. I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. P UBLZCLTY and engineers do not mix. In the very words of my subject, there is an apparent contradiction. In the past, publicity has been abhorrent to the engineer. It seems to be true that the engineer, because of his training or his background, has developed a state of mind which omits publicity. At any rate he has done a poor publicity job for himself. The average engineer is self-conscious; he ought to be class-conscious. If T should ask the men in this hall to get up one by one and tell who they are and what they have done, there would be an instinctive reaction in the mind of each man-a feeling that this was out of place. If I should ask each man to get up and tell something about his neighbor, I should find that each neighbor, once he got acquainted with the man next to him and understood what he was doing, would be as human and as generous-hearted in telling about his brother engineer as is any professional man.

When I wrote the Railroad portion of "Mining Engineering" magazines 94 Powder River Basin (PRB) Coal Article I described to you some definite destinations the Railroads had in mind. As with many destinations, the ones I wrote of turned out to be merely stops on the way to places that we have yet to reach. Somewhere along the way we discovered that making it better is a continuous process not just something that you can do in phases I, II, III, & IV. We always knew this I suspect, but perhaps not at the awareness level that exists in RR environments in 1997. The purpose of this article is to update the 94 article, which I could do very quickly. Everything I told you we were going to do in 94 is done, end of story! But in addition to making it a very short article it would not be telling you the things RR has done beyond what we were planning in 94 and for the future.

"The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), commonly known as Superfund, mandates evaluation of remediation alternative using nine criteria: (1) overall protection of human health and the environment, (2) compliance with ARARs (applicable or relevant and appropriate standards), (3) long-term effectiveness and permanence, (4) reduction of toxicity, mobility or volume, (5) short-term effectiveness, (6) implementability, (7) cost, (8) state acceptance, and (9) community acceptance. Many states have adopted these or similar criteria for remedy selection under state laws. Although not explicitly addressed in the CERCLA criteria, consideration of sustainability can be incorporated into these criteria. This paper explores how sustainability can be evaluated for remedy selection using the CERCLA criteria. INTRODUCTION Sustainability considerations can be incorporated into all phases of site remediation: • Site investigation (remedial investigation). • Remedy selection. • Remedial design. • Remediation construction. • Operations, maintenance, and monitoring. This paper focuses on remedy selection. Many have looked at remedy selection using sustainability criteria. However, CERCLA and corresponding State programs require remedy selection using mandatory criteria. This paper shows how sustainability can be explicitly considered using the mandatory criteria. REVIEW OF CERCLA CRITERIA First, we review the definitions of the CERCLA criteria. We then explore how sustainability criteria can be fit into the CERCLA criteria. Overall Protection of Human Health and the Environment This criterion addresses the degree to which each alternative is protective of human health and the environment, considering both long-term and short-term risks. Overall protectiveness is a ""threshold"" criterion, in that alternatives that do not achieve adequate protection of human health or the environment are eliminated from further consideration. Evaluation of this criterion is derived from the evaluation of the other criteria (e.g., long-term effectiveness and permanence, and short-term effectiveness). It is not an independent criterion, but more a summary of the overall evaluation."

A description is given of an investigation into the feasibility of using controlled recirculation of warm exhaust air into the cold intake air of underground mines during winter. Canadian mines can experience inlet air temperatures of minus 30 ¦C and less, requiring them to pre-heat their intake air. The use of controlled recirculation would reduce the inlet air quantity and thus reduce heating costs which exceed $1M on some mines.

Nickel and cobalt production relies heavily on the processing of nickel laterite ores; these ores contain the majority of known Ni and Co reserves, 80% and 90% ~ 95%, respectively. The Caron process is used to extract Ni and Co metals from low-grade nickel laterite ores (1% Ni and 0.1% Co). It involves selective reduction of NiO and CoO minerals followed by ammoniacal leaching. Despite low metal recoveries, this process continues to be technically and economically reliable and thus commercially important globally. However, keeping the Caron process cost-effective has been a challenge for industries because of increasing economic and environmental pressures. Although studies of the Caron process have been extensive, significant improvements in recoveries of industrial processes have not been forthcoming. Reported industrial metal recovery from high iron content ore is only 80% ~ 85% for Ni and only 40% ~ 45% for Co; recovery is even lower for ores rich in magnesium. The real difficulty here is that there is no complete understanding of and control over the complex series of reactions in the ore and in the leaching solution during processing. Achieving effective metal recoveries from the Caron will require control of the mineral transformations, which affect the activation of minerals by reduction. In this study, the effect of over-reduction was investigated, which superseded the effect of activation by lowering the activity of the minerals and thus metal dissolution. Reduction was carried out in a batch reduction apparatus with 1:1 and 1:2.5 CO/CO2 gas mixtures from temperatures of 500 ~ 700°C and residence times up to 60 minutes. The pre-reduced ores were leached using a standard ammoniacal leaching test. Thermodynamic analysis and possible effects of stable phase field on leaching was examined. The results suggest that control of over reduction effects are directly related to the mineral transformation and reduction conditions.

The location and production potential of a large block of strippable reserves in North Dakota were determined by using published data as a base and adding new drill hole data or other data contributed by companies that presently own or lease coal lands. Only beds exceeding 5 feet in thickness, under less than 120 feet of overburden, and in large blocks of 5 million tons or more were included in the estimates. All such reserves are in the Fort Union Formation of western North Dakota and are lignite in rank. Sixteen large blocks of reserves evaluated in this study are estimated to contain a total of 4.1 billion tons of strippable lignite.

"A three-dimensional finite difference model has been developed to study the liquid steel-argon bubble two-phase turbulent flow in continuous casting tundish nozzles. Experiments have been performed on a 0.4-scale water model to verify the computational model by comparing its prediction with velocity measurements using PIV (Particle Image Velocimetry) technology. The computational model was developed using CFX and then employed to investigate the effects of various casting process variables. A fast, simple inverse model to quantify relationships between those process variables was developed, based on interpolation of the numerical model results, using Bernoulli's Equation and advanced multivariable curve fitting methods. Predictions using this model compare well with plant measurements. The model has been applied to present trends and observations on the relationship between casting speed, tundish depth, slide gate opening, and argon gas injection rate. The results can also be used to predict .the theoretical steel flow rate through the nozzle, so that clogging conditions can be identified in the plant.IntroductionTundish nozzle geometry is one of the few variables that are both very influential on the casting process and relatively inexpensive to change. Designing an effective nozzle requires quantitative knowledge of the relationship between nozzle geometry and other process variables on the influential characteristics of the flow exiting the nozzle. This relationship depends on the flow pattern within the nozzle components. Most previous modeling studies of flow in the nozzle have focused on single-phase flow [1-4]. Argon injection into nozzle is an efficient and widely employed method to reduce nozzle clogging, even though the real working mechanism(s) are still not fully understood [5]. Argon injection may greatly affect the flow pattern in the nozzle, and subsequently in the mold. Therefore, two-phase flow modeling is needed to improve understanding of fluid flow in the nozzle."

"The mechanical behaviour of AA6082 is a function of the extrusion conditions and in particular, the quench rate after extrusion. It is well known that precipitation of Mg-Si phases on grain boundaries during quenching can negatively affect the ductility of the alloy. In this study, AA6082 alloys containing 0.5 wt. % Mn and 0.15 wt. % Cr were direct chill (DC) cast, homogenized and then extruded to produce 3 mm x 42 mm strips. The microstructure in the as-extruded strips was unrecrystallized due to the Zener-Smith drag from the Mn/Cr dispersoids. It was shown that a solution treatment of 5 minutes at 560°C did not significantly affecting the as-extruded microstructure but if the as-extruded strip was cold rolled prior to heating, recrystallization occurred concurrently with the solution treatment. As such, 3 initial microstructures were produced, i.e. unrecrystallized and recrystallized with a grain size of 9 and 40 µm. After the solution treatment, controlled cooling experiments were conducted using the Gleeble 3500 thermomechanical simulator with cooling rates of 10, 25, 80°C/s as well as water quenched. The mechanical properties (e.g. yield stress, fracture stress and fracture strain) were determined from tensile tests for the different combinations of initial microstructure and cooling rate. The relationship between the quench rate and precipitation of Mg-Si phases on grain boundaries was examined by FEG-SEM. It was found that the yield stress decreased as the cooling rate decreased and that there was complex relationship between the fracture properties and the microstructure.INTRODUCTION As the automotive industry strives to reduce fuel consumption and CO2 emissions with the goal of reducing the environmental impact, there is a need for lighter vehicles. As a result, aluminum alloys are gaining popularity to replace steel parts as structural components. An exemplar of this is the Ford F-150 pickup truck which has an aluminum body and is ˜750 pounds lighter than the previous steel version of the vehicle. The structure includes a mix of aluminum sheet, extrusions and cast alloys. The current research is concerned with the performance of aluminum extrusions in applications such as side rails, crash tubes and other structural parts. These components experience a combination of bending, stretching and folding both during the forming of the part and in service, e.g. crash of a vehicle. There is a need to have detailed information on the influence of processing on final material performance, in particular the cooling rate after extrusion."

A simple model for metal solution behaviour may be derived, on the basis of dilute solution solubilities (where? log concentration of solute varies linearly with reciprocal temperature) and not-so-dilute region solubilities (where the log of the alpha-function at saturation frequently varies linearly with reciprocal temperature) and assuming activity to vary according to the quadratic formalism in between. Matte binary systems usually exhibit regular .solution behaviour when the constituent species are chosen appropriately. In many recent papers, metal solubilities in .slags are expressed as the sum of several different and supposedly independant molecular species (e.g. oxides, sulfides, chlorides), Such a view is untenable because of the now proven ionic nature of slags. Some possible reasons for the great effect of sulfur on copper solubilities in slags are discussed.

This paper describes the geophysical Jogging of coal that is being carried out for the National Coal Board in the United Kingdom. An explanation of the technique is given and results are presented showing estimations of seam thickness to within ±0.5 in. and ash content to accuracies of ±2.5 per cent. The basic method of interpretation is outlined and some conclusions regarding the conditions of roof and floor material which may be deduced from the logs are explained. An indication of future developments in this field, including the identification of coal type and moisture content, is given.

Magnesium International Limited (MIL) has broken new ground in their desire to integrate their mineral development activities in the Southern Flinders Ranges of South Australia in to the communities of the region, despite there being no statutory requirement to do so. In their efforts to define a magnesite resource adjacent to the proposed site for a magnesium metal processing facility, MIL opened their exploration program up for public consultation. In conjunction with the Port Pirie Regional Development Board (PPRDB), a community group was formed to review the impact of exploration and mining on the ecologically sensitive Southern Flinders region. This voluntary move towards full community consultation for mineral exploration was a first in South Australia and probably in Australia. The Community Focus Group (CFG) worked closely with MIL, Primary Industries and Resources of South Australia (PIRSA) and the Department for Environment and Heritage (DEH) in the development of an exploration program and Declaration of Environmental Factors (DEF) acceptable to all stakeholders. Collaboratively, the community concerns were discussed and addressed, with the community gaining a very comprehensive understanding of the exploration process and possible future mine development. A balance of social, environmental and economic factors was developed that was accepted by all parties and encapsulated in the final DEF for approval by the regulatory authority. The consultation process was a new experience for all of the stakeholders, each of them effectively exploring new ground in addressing information dissemination, risk management and the social versus economic equation. MIL developed not only a viable and acceptable exploration program but also substantially reinforced its position as a responsible corporate citizen with the Southern Flinders communities.

Laboratory tests on three commercial methane detectors, two combustion- type detectors and one interferometer-type detector, were made by the Bureau of Mines to determine their response to certain single and multiple flammable gases mixed with normal and abnormal air atmospheres. Although both types of detectors responded accurately to methane-normal air mixtures, they did not show correct concentrations for other single flammable gases in air. Uniquely, the response of the interferometer-type detector to hydrogen was in a negative direction. The effects of individual gases in multiple flammable gas mixtures were approximately additive. In oxygen-deficient atmospheres the methane response of the interferometer-type detector erred on the high side, but only in very low oxygen concentrations were the combustion-type detectors affected-- showing low, erratic methane readings.

Prior to the merger of BHP and Billiton, both companies had a keenfocus on improving their performance in health, safety, environment and community (HSEC) matters. This shared intent, albeit executed insomewhat different ways, provided an excellent foundation for the newCompany. During the integration planning phase, a team was formed toconsider the organisational design for consistently achieving world class HSEC performance. The design included the policy platform, resources, structures, standards and procedures to be implemented in the merged entity. A key aspect of the design was the fully integrated HSECManagement Standards. These Standards create the framework for theconsistent application of BHP BillitonÆs HSEC Policy at all of ourmanaged operations across the world. The Standards have their origin in similar frameworks adopted by BHP during the 1990s, as well as thewell-known quality related standards (eg ISO 14001). However, they areunique in that they combine all aspects of HSEC management into asingle integrated set of auditable standards. By combining these areas and integrating our HSEC Management Standards with other aspects of the æBHP Billiton WayÆ, we are establishing a holistic, line management driven improvement approach. Over time, the BHP Billiton Way will embed a systematic improvement philosophy that we expect will become a key source of competitive advantage. The HSEC Management Standards are consistent with ISO 14001,OHSAS 18001, the Australian Minerals Industry Code for EnvironmentalManagement and generally aligned with SA8000. While compliance withthese external standards ensures that a systematic approach andimprovement plans are in place, BHP BillitonÆs HSEC Standards gofurther to include minimum performance requirements that reflect theintent of our HSEC Policy. Therefore, implementation at site levelensures that robust systems are in place to implement our Policy and that accreditation can be achieved to external standards if required.To assess implementation of the HSEC Management Standards anaudit system has been designed which incorporates both self-assessmentand peer review. Each site is required to undertake an annualself-assessment of compliance with the Standards using a commonassessment protocol. Every three years a peer review is conducted at each site to confirm the results of self-assessment and to provide a means of sharing knowledge throughout the Company. The review teams are composed of line managers and HSEC professionals from around theCompany, representatives of our joint venture partners and independentspecialists as required. The Company has committed to public reportingof the audit results through our annual HSEC report and this is reflected in our published targets. From a wider perspective, as we in the resources industry strive tocollectively raise our HSEC performance and reputation, there may be arole for industry based HSEC Management Standards complemented bya level of independent review.

Many miners are exposed to dangerously high levels of noise on a daily basis. Over the past 15 years, a continually increasing number of occupational hearing loss has been reported from the mining community in the United States, of which, more than 95% is attributed to prolonged noise exposure. Although the noise exposure levels may differ between coal miners and metal and non-metal miners, in the absence of noise control at the source, the solution is the same: use of personal hearing protection devices (HPD). While protecting the miners? hearing it is also essential to no longer hinder their ability to communicate. With access to an advanced HPD that is customized to the miners? ears we are able to combine these two requirements. Using an intra-aural instantly custom molded HPD miners are protected from high levels of noise. The HPD is equipped with wireless capabilities, and contains both a speaker and an In-Ear Microphone (IEM). Therefore, the miners? speech may be captured from inside the ear and transmitted to the remote listener. This IEM signal is relatively noise-free since it is isolated from the background noise. The IEM speech signal, however, is ?boomy? and is missing some high frequency content, making fricative consonants hard to understand. Nonetheless, the IEM speech signal is correlated with the natural speech signal and may be manipulated through statistical techniques to more closely resemble natural speech. By improving the intelligibility and quality of the IEM signal, numerous applications may be enabled. One use of the enhanced IEM signal will be for radio communication. Using wireless radio communication in a noisy mining environment is sometimes the only practical and affordable solution to allow communication between miners equipped with personal hearing protection devices. Traditionally, one of the weaknesses of such wireless radio communication lies in the lack of designating receivers: whether they are the intended receiver or not, all those carrying a radio receiver are subjected to the broadcasted signal. The current work will detail a new concept of a "radio-acoustical virtual environment" where the radio signal will only be received by miners within a given spatial range, such range depending on the user?s vocal effort as well as the ambient and perceived background noise levels.
