This paper is one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining laws of British Honduras has been prepared from the best available information in Washington and is released subject to amplification or correction, if necessary, by United States foreign-service officers. INTRODUCTION The mining law governing all mineral substances other than oil is ordinance No. 7 of 1927 (Minerals Ordinance, 1927), passed by the Legislative Council on March 25, 1927. The accompanying regulations, No. 3 of 1932 (General Minerals Regulations, 1932), made under the authority of section 66 of the minerals ordinance, were made by the Governor in Council on December 23, 1931.

Potash production from natural brines of the Bonneville Salt Flats has a comparatively long history dating back to the start of World War I. However, it vas sot until the late 1930's that a successful commercial potash operation was achieved by a firm known as Bonneville Ltd. While improvements in operating techniques, pond design and equipment have been incorporated as they became available it should he understood that the basic technology developed in the late 30's and early 1940's by Bonneville Ltd, for potash production has not been changed significantly. The purpose of this paper is to present a brief review of the history, geology and hydrology of the Bonneville Potash operations and discuss the cur¬rent methods employed for brine collection, solar evaporation and the recovery of potash and other brine chemicals. A detailed study of the hydrogeology of the Bonneville Salt Flats wan made by L. J. Turk,1 Ph.D. thesis for Stanford University in 1969, under the auspices, of Kaiser Chemicals the Industrial Chemicals Division of Kaiser Aluminum & Chemical Corporation. Turk's thesis furnished much of the information presented in this paper.

Reconciliation is a powerful tool used by mining operations to compare the mass and grade of ore produced with what was estimated before mining. The primary objective of reconciliation is to verify that the estimated planned metal production is achieved during processing, allowing issues to be identified for which adjustments can be made throughout the mining value chain to improve recovery and maximise efficiency. Traditionally, the mine plan is based on estimated mine grades using sampled exploration drill hole or blasthole grades. Reconciliation discrepancies between the mine plan and mill are common due to such factors as insufficient or non-representative sampling, poorly conceived models, or unrecognised blast movement. MineSense Technologies Limited® (MTL) has developed an X-ray fluorescence (XRF) sensor-based ore classification system that is installed on mining equipment to provide real-time grade estimates of run-of-mine material at bucket, truck, or belt-scale. Bucket level grade estimates provide insights into grade variations at the mine face that were never before available. This data set eliminates some of the leading causes of reconciliation discrepancies and enables tracking of tonnages and grades from the mine face to the processing plant at bucket resolution with confidence. Bucket-by-bucket grades at the mine face enable dynamic optimisation of the mine plan to stabilise the mill feed grade through blending of mine and stockpile loads. Beyond stabilising feed grade, Mine to Mill reconciliation combined with the full XRF spectrum response can generate proxy relationships to ore characteristics like hardness and recovery. These properties can then be predicted at the mine face, enabling further optimisation of the downstream mill feed, not only for grade, but also for power and water consumption, reagent addition, and recovery. This paper presents the benefits of MTL technology for grade reconciliation and mill performance optimisation at a Cu Mine in BC (Canada).

Repeated noise exposure and occupational hearing loss are common health problems across industries and especially within the mining industry. Large mechanized processes, blasting, grinding, drilling, and work that is often in close quarters put many miners at an increased risk of noise overexposure. In stone, sand, and gravel mining, noise is generated from a variety of sources, depending on the type of ore being mined as well as the final consumer product provided by that mine. Depending on the source of noise generation, different strategies to reduce and avoid that noise should be implemented. The National Institute for Occupational Safety and Health (NIOSH) has evaluated the noise profile at three operational surface stone, sand, and gravel mines. A-weighted sound level meter data as well as phase array beamforming data were collected throughout the mines in areas with high noise exposure or high personnel foot or vehicle traffic. Sound level meter data collected on a grid pattern was used to develop sound profiles of the working areas. These sound contour maps as well as phase array beamforming plots were provided to the mines as well as guidance to modify work areas or personnel traffic to reduce noise exposure.

Added value is a term loosely used in the industry, but what exactly does it mean? What does it take to make a value-added product and more importantly how does a company maintain the value added to its products? Most people agree that value-added means the value of a mineral minus the cost to produce it. But what is misleading is that producing value added products does not necessarily guarantee the profitability of the products. In some cases firms that make "value-added" products are not very profitable. It is not only important to understand how to make a value-added product but also how competitive forces in the market can erode the value added. Therefore, when we look at value-added opportunities, we must understand how to obtain the value added and more importantly how to maintain the value. There are four major factors that limit a company's ability to add value to its products. This paper will examine these factors and will use the ground calcium carbonate and mica industries as examples.

Deliberative mapping is a method of public engagement designed to bring citizens and specialists together to inform policy decisions in conflict-laden areas of science and technology (Stirling and Davies 2004a). Citizens and specialists participate in the process both separately and together. A deliberative mapping study was held in Regina, Saskatchewan in October and November of 2019. Participants in the study assessed options for reducing greenhouse gas emissions in small, remote or off-grid communities, including assessing the role of small modular nuclear reactors (SMRs) in climate change mitigation. Deliberative mapping is designed to facilitate direct, two-way conversations between citizens and specialists through both formal and informal discussions. The relationship building component of this process may increase trust. Public consultation processes that lack two-way dialogue or are seen as obligatory rather than meaningful can worsen public opposition or lead to negative public perceptions. Public education alone is not enough to change public opinion. Providing people with more information on topics they already hold opinions on can work to reaffirm previously held biases, but building relationships can provide new pathways to overcome divisions and turn close-mindedness into open-mindedness.

"Since the year 2000, 59 miners have lost their lives to explosions occurring in underground coal mines in the US. More accurately, those explosions were methane ignitions that propagated through the mines due to coal dust involvement; despite current explosion prevention standards. There are 4 basic strategies employed to manage the risk of coal dust explosions in many other coal mining countries around the world: removal of the coal dust, wetting of the coal dust to prevent it from becoming airborne, mixing of the coal dust with stone dust to increase the total incombustible content, and explosion activated barriers which make the entire roadway inert. However, American standards only mandate the first 3 of these 4 methods. It is possible that US coal mine safety measures could benefit from the implementation of the 4th method, the use of explosion barriers. This paper will discuss differences/similarities in barrier regulations used in other countries, as well as some potential difficulties with adapting a stone dust bag barrier system to US underground coal mines. Also, details and feedback gathered from two operating mine site trial barrier installations will be shared.INTRODUCTION Since the year 2000, 59 miners have lost their lives to explosions occurring in underground coal mines in the United States (US); 29 miners were killed at the Upper Big Branch mine in 2010, 5 at the Darby Mine No. 1 in 2006, 12 at the Sago Mine also in 2006, and 13 at the Jim Walter No. 5 Mine in 2001.[14] To be more accurate, the explosions that killed those miners were methane ignitions that propagated through the mines due to coal dust involvement.[18, 19, 20, 21] These deaths occurred despite current explosion prevention strategies, standards, and regulatory oversight. This poses the question, can more be done in the US to prevent coal dust explosions and their widespread damage. In review of current practices and regulations from several large coal mining countries, a disparity in prevention strategies arose. The main difference between the US and other countries was that the US does not encourage, mandate, or regulate the use of explosion barrier systems as an additional coal dust explosion mitigation measure. This raised many questions. First and foremost was whether or not the US coal mining industry and its miners could benefit, in terms of safety and fatality prevention, from the implementation of the explosion barrier systems that are used in other countries. Furthermore, are there significant differences between the coal mines in countries where explosion barriers are used and US coal mines, which would preclude the system from being adapted and implemented in the US? Also, what are the similarities and differences in explosion barrier systems, use, and regulations between other countries that use them?"

Jetbelt is the trade name for the air supported belt conveyor. It does not use troughing rollers. Jetbelt conveyors support the conveyor belt on a thin film of air. The belt rides in a steel trough which has small holes equally spaced along the bottom of the trough. Air comes through the holes under the belt, thereby supporting the belt. The air pressure is provided by a single centrifugal blower that creates very low pressure, between 249 Pa and747 Pa [10" and 30" water column], depending upon the tonnage being conveyed. The volume of air required ranges between .001415 m3/S and .00283 m3/S [3 and 6 CFM] per lineal foot of conveyor. Therefore, depending on tonnage being conveyed, a 304.8m[1000'] conveyor might require as little as 1.415m3/S [3000 CFM] or as much as 2.83m3/S [6000 CFM.]. (See Figure 1) Horsepower requirements can be less than troughing idler conveyors and considerably less than some other forms of bulk conveying. Savings are most significant in horizontal and down hill (regenerative) conveyor designs. Horsepower to lift material, of course, does not change.

A spectrophotometric study of xanthate solutions alone and their mixtures with equimolar amounts of alkyl trimethyl ammonium bromide (CnTAB) has established the additivity of ultraviolet spectra (190 - 400 my) for potassium ethyl xanthate (KEtX) and C12TAB. No obvious effect of C12TAB addition on the decomposition rate of KEtX was observed. The kinetics of collector abstraction by copper, nickel and sphalerite powders were studied in 10-5 - 10-3M solutions of KEtX alone and in equimolar mixtures of KEtX and C12TAB. Presence of C12TAB caused a 2 - 3 fold increase in the amounts of xanthate (equivalent to many monolayers) abstracted by copper and, nickel powders but had no effect on the abstraction of xanthate by unactivated sphalerite. The adsorption of C12TAB itself from the mixed solutions was very low, at most ore monolayer only, and was not influenced by the nature of the solid powder used. The results are interpreted in terms of molecular associations and synergistic action of xanthates and quaternary amines.

"INTRODUCTIONThe Inca process for continuous cyanide removal from industrial wastewaters was patented in 1984 by G.J. Borbely, et.al. (1). The process requires SO2, air, lime and a copper catalyst. Both free and complexed cyanide are oxidized to cyanate in the pH range 8 to 10. Cyanide bound to iron is removed by precipitation as a ferrocyanide insoluble salt and other base metals are removed as hydroxides.The process was piloted in 1982 on barren bleed solution at Campbell Red Lake Mines Ltd., Ontario (2). Since 1982, the Inca SO2-air cyanide removal technology has been applied in twelve commercial installations. The process has significant advantages over other commercial processes in the completeness of cyanide removal and lower reagent requirements and costs.COMMERCIAL INSTALLATIONSBy the end of 1988 Inca will have applied its patented cyanide removal technology to twelve commercial operations. Three of these, namely Scottie Gold Mines, Dupont of Canada Expl. Baker mill and Carolin, all in British Columbia, Canada, have ceased cyanidation operations but SO2-air cyanide destruction results were good for all mills, particularly so for over two years for the Scottie mill.Removal of cyanide from CIL slurry tailings is applied at Equity Silver (9,500 tpd) and Inca's new 1,200 tpd mill at Inca/Golden Knight. Detoxification of CIP tailings is carried out by Colosseum California (3,600 tpd) and Canamax's Ketza River operation (360 tpd). Repulped tailings from Merril-Crowe flowsheets are treated at Total Erickson's Mount Skukum mill (300 tpd) and Skyline's Johnny Mountain mill (200 tpd) and barren bleed at Inco/Queenston's McBean mill (500 tpd). Lynngold's MacLellan mill (1,800 tpd) treats pond supernatant water. Plating shop cyanide effluents are decyanized at Kuntz Electroplating in Kitchener, Ontario. Many of the above commercial operations were described in some detail in previous publications (3,4). Typical installations are described in this paper. A summary of operating results is given in Table 1."

"Stoppings in coal mines serve, important and. vital functions, such as coursing the ventilating current, sealing off abandoned or dangerous workings, sealing fire areas, and separating mines at boundaries. Stoppings may hold back water, but normally that is not their function; their design is, or should be very different from that of a hydraulic dap which is designed to a definite load, often a very heavy one, from one direction over an indefinitely long period. Hence, a dam usually requires an arched structure to resist hydraulic pressure, and it must be massive to meet vertical stresses due to heavy ground pressure.Stoppings are designed primarily to resist a pressure applied laterally through air or gases. Their strength cannot be stated without specifying the direction of applied load. A stopping may be placed in stress by proof pressure subsequent to erection, through extraction of pillars in the vicinity which may act direct, or by squeezing the ribs or heaving the floor. These forces act more or less parallel to the faces of the stopping and may be very great but measures must be taken suitable to each case, and it is impossible to allow for these in general specifications other than to call for normally good construction. A stopping is principally designed to resist the action of forces at right angles to its face, such as the shocks of blasting, the pressure of gas from instantaneous violent out bursts such as have occurred in certain British Columbia coal mines, sudden compression of the air by great falls of roof in closed spaces, and at time pressures that accompany an explosion of either fire damp or coal dust or both. This paper deals with the tests of pressures of explosions only."

Open pit mine enterprises are complex systems that depend on multiple parameters such as mineral grade distribution, geotechnical characteristics, economic conditions and engineering requirements, all of which vary in time and space with a different degree of uncertainty. The unpredictable nature of these inputs imposes a risk to mine owners and shareholders which in the worst case can lead to highly undesirable financial outcomes.Desktop studies commonly examine a set of scenarios based on adjusting variables such as commodity prices, mining costs, processing costs, and metal recoveries to understand their relative impact on the economics of a project. It is less common to systematically explore and simulate hundreds of alternative physical designs to understand and compare the financial risk associated with one or more mining projects.This paper presents a risk assessment tool set and methodology that uses web based cloud computing to enable multiple simulations of mine designs to be rapidly and efficiently executed. The methodology includes generating random sets of prices and costs values within their respective probability distributions. Pit designs are then created to maximise the profit for each set of input variables. Various approaches to analysing the results are discussed. Use of the same high performance computing environment for understanding the financial risk associated with the variability of the underlying geological resource model is also discussed, with provided examples using case studies from two of the major mineral producers.CITATION:Lima, E, Gregory, D, Lapworth, A and Faria, C, 2014. "THE LORNEX MINING PROJECT is one of several large-tonnage, low-grade operations recently placed in operation in British Columbia. It is located in the Highland Valley in the south central portion of the province. This area is described as a divide valley at an elevation range of 4,000 to 6,000 feet and is situated on the divide between two drainage systems. The major drainage to the west flows into the Thompson River and to the east and south the drainage enters the Nicola River system. This open-ended valley lies between low, rounded mountains in fairly heavily-wooded country. Prior to the commencement of copper mining activities, the first by Bethlehem Copper Corporation Ltd. over ten years ago, the valley was only sparsely settled. A few small ranches were in existence on the several Indian Reserves located along the valley bottomland. There has also been a small amount of logging activity in the valley, although much of the area is covered by dense lodgepole pine which has little or no value to the loggers. As the mining interest mounted with further discoveries of the disseminated copper ore typical of the district, much of the valley was covered with mineral claims and exploration drilling was carried on by several companies at various times. At the time Lornex was preparing to commence major construction work in early 1970, there was very little activity of any kind in the Highland Valley outside of the Bethlehem operation and a small amount of ranching."

ARTHUR JARMAN, Sydney, New South Wales, Australia (communication to the Secretary*) : All designs for modern metal¬lurgical and chemical laboratories should provide each student's desk with a hood or cupboard for the removal of fumes, but I doubt the advisability of placing air-baths and similar apparatus close to the hot plate. It seems to me that unless the draft be exceptionally strong the fumes from ordinary wet assay work will corrode the iron-work of the fittings, in which case the baths would have to be removed to a general desk in order to lighten the work of the laboratory attendant. Since the laboratory described by Mr. White has been in use for two years, I should like to ask if any inconvenience has resulted from this corrosion. If not, it is certainly an important improvement to have the air-baths and similar apparatus placed -on the student's desk. The hoods described by Mr. White are supplied with a good draft by means of a fan, which gives them a great advantage over those at the metallurgical laboratory at the University, Sydney, in that no doors to the hood are needed. Each hood in the laboratory at Sydney is connected by a glazed earthenware drain-pipe with a vertical flue, 20 ft. high, having a lighted gas jet at the bottom to assist the draft. Although the draft is good, fumes of sulphuric acid cannot be drawn o$ unless the doors of the hood are lowered more than half-way. In my opinion, a fan should be used for the purpose of creating the draft, and glazed drain-tile should invariably be used for the flues because no other material possesses the same advantages. Conventional detonators and blasting caps make use, as igniters, of flame-shock-, andfriction-sensitive primary explosives, such as lead azide, lead styphnate, mercury fulminate, etc, most of them severe toxic and environmental contaminants. Sensitivity of primary explosives is one of the main causes of injuries and fatalities in explosives industry and in field applications. Intense research for a reliable, safe, and environmental-friendly non-primary-explosives detonator was conducted by the industry in the last years. A new detonator is presented, containing no primary explosive, employing only environmental-friendly substances while keeping reliability of performance. A series of performance tests is executed in prototypes of different output energies, including initiation by flame, shock tube, thermo tube (IBQ’s proprietary spark-generating tube, presented at 2005 ISEE Conference), energy transfer reliability, and extreme environmental conditions (according to MIL-STD 331B, test C1 standards). Results are compared, when pertinent, with standard blasting caps of different energy outputs, and with standard primary explosives.

ABSTRACT This paper details the work of RISKGATE, the largest Australian Coal Association Research Program (ACARP) occupational health and safety initiative to date. The program is an interactive online risk management system developed to maximize health and safety performance in the coal mining industry by implementing continuous improvement in managing major unwanted events. The comprehensive knowledge base covers tires, collisions, fires, isolation, strata control underground, ground control open cut, explosions, explosives, manual tasks, and slips/trips/falls. All major Australian coal mining companies contributed topic experts to this broad industry initiative: nine coal mining companies, more than 80 experts, and more than 400 days of individual time for knowledge-capture workshops.

This paper, which describes mining methods and practices at the Hurricane Creek bauxite mine of Reynolds Mining Corp. in central Arkansas, is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. The Hurricane Creek mine is in sec. 12, T. 2 S., R. 14 W., and sees. 7 and 18, T. 2 S., R. 13 W., Saline County, Ark., about 4 miles east of Bauxite. (See fig. 1.) Bauxite has been mined underground at the Hurricane Creek property since 1942. The operation is notable for relatively high recovery of bauxite under the adverse conditions of unconsolidated water-bearing overburden and unstable clay floor. Controlled caving, timbered stope walls, and efficient drainage systems on the surface and underground have minimized the problems and raised ore recovery about 25 percent above that formerly obtained.

The Bureau of Mines Helium Field Operations has developed a method for determining the helium-3 CHe) content of natural gas and mixtures eontaining 0.5% to 100% helium. The helium is preconcentrated by passing samples through anhydrone, a liquid-nitrogen-cooled chareoal trap, and a titanium absorption trap. The mass spectrometer used to analyze the samples is tuned to 3He at mle ::=; 3.016. Hydrogen deuteride (HD+) interference is minimized by the titanium absorption trap and high instrument resolution. Sample measurements are compared with identically made measurements of a gravimetrically prepared primary standard. The method has a limit of detection of 0.15 ppb with a relative deviation of 13% below the 1~ppb level. The relative deviation is less than 7% for gases eontaining over 100 ppb 3He. The helium isotope ratios of natural gases from the Bureau's Tuck-Trigg Dome Red Cave, the Bush Dome Red Cave, and the Bush Dome Brown Dolomite Formations are distinguishable from one another and from the isotope ratio of crude helium produced from the Panhandle-Hugoton Gasfield.

Hydraulic cutting tests made on samples of Pennsylvania anthracite (3,700 psi and 260 gpm) were promising enough for the Bureau to establish a full scale experiment in an anthracite mine. Water pressure and quantity for mining anthracite were arbitrarily established at 5,000 psi and 300 gpm (1,000 hp). For full-volume flow, hydraulic pressure is controlled by orifice size with the displacement pump. The hydraulic jumbo was designed for maneuvering on pitches from 0° to 20° in any direction and for a coalbed ranging in thickness from 10 feet 6 inches to 15 feet. All motions of the jumbo are by oil hydraulics. Jet flow is controlled (start-stop) at the face, through an interlocked pushbutton system. One button is in the operator's cab; one, at the pump station; and one (a safety shutoff), near the mining face. To December 1962, 7,400 tons of bed material had been mined at an average rate of 0.800 ton per minute, with an average power requirement of 14.125 kilowatt-hours per ton. In January 1963, the objective was changed from an engineering-development basis to a research basis--to determine, ultimately, the most efficient level of operating characteristics for maximum response, as measured by mining-out rate. This research phase of the project is not yet complete, but conclusions, and the method of arriving at them, will be made the subject of another Bureau publication. It should be noted that as of December 1963 nearly 13,000 tons of bed material had been mined, at rates as high as 1. 3 tons per minute for a complete face advance.
