Buoyed primarily by growing consumer spending, the economy rebounded from a weak second quarter. According to preliminary estimates released by the Department of Commerce, real gross national product (GNP) grew $2 1.9 billion during the third quarter, producing a seasonally adjusted annual growth rate of 2.4%, compared with a rate of 0.6% in the second quarter of 1986 and 4.1% for the third quarter of 1985 (table 1). Third-quarter real personal consumption expenditures and Government purchases of goods and services rose $42 billion and $7 billion, respectively, but those gains were partially offset by the continuing decline of gross private domestic investment, off $16 billion, and the growing trade deficit, up $11 billion. Three quarters of the growth in consumer spending occurred in the durable goods sector as consumers responded to discounted financing offered by automobile manufacturers attempting to lower inventories of 1986 vehicles, Increased purchases of other durable goods, such as furniture and home furnishings, also contributed to the strength of the durable goods sector. The success of the automobile inventory reduction program as well as weak factory output led to a $20 billion decline in inventory growth. Investment for housing and producers' durable equipment expanded, however, and mitigated some of the impact of slower inventory depending on gross private domestic investment, Capital spending for nonresidential structures declined for the third consecutive quarter. The declining capital spending and the growing trade deficit continued to be significant and interrelated problems for the economy. Real capital spending for new plants and equipment during 1986 is expected to decline 2.5% after rising 8.7% in 1985 and 15.8% in 1984 (table 2). It is likely that capital expenditures bottomed out in the second quarter and that they will expand in the third and fourth quarters. The first-half decline was partially attributed to uncertainty arising from the pending tax- overhaul bill. Furthermore, there is little impetus for corporations to invest in new capacity since factories are operating at less than 80% of capacity (table 3) largely because of the continuing growth of imports. The growth rate of the trade deficit dropped sharply in the third quarter to less than half that of the previous quarter. Low oil prices, declining auto- mobile and steel imports, and increased exports of agricultural goods contributed to this decline. The continued low growth of the economy caused the Federal Reserve System to reduce the discount rate for the fourth time this year (in late August), drop ping it to 5,596, the lowest level in about 9 years. Inflation, as measured by the fixed- weighted GNP price Index, continues to remain low, but rose from the revised second-quarter level of 1.7% to 2.596, mostly because of rising food costs.

Underground contractors in the mining industry must be prepared to take a position at the forefront of innovation of equipment and work methods in order to maintain a competitive advantage over in-house operations and remain relevant. Innovative concepts such as split-feed development jumbos, high capacity trucks and loader guidance systems were implemented by contractors to stay ahead of ‘the pack’. All of these are now common across the industry.The demands of regular participation in competitive tendering coupled with aggressive fleet depreciation, means contractors tend to have more communication and opportunities to work with equipment suppliers than mine owners. Therefore, they are more likely to influence equipment design and product directions. They also have a unique opportunity to assist in trialling new concepts and technologies across a wide variety of operating conditions rather than being restricted to one mine.In addition, as a ‘guest’ on a mine site, mining contractors do not have the luxury of creating the environment for their preferred systems, rather they must have the capacity to adapt their technology to suit the offered environment at a particular mine. This leads to a pursuit of adaptive technologies that can be implemented selectively and seamlessly without excessive disturbance rather than ‘all-of-mine’ systems. These incremental innovations then become available for use across the mining industry where they can add value as ‘bolt-on systems’ to existing operations.Mining contractors, therefore, act as the bellwether for industry practices and equipment. However, in order to maintain their position they must engage industry stakeholders to deliver practical, innovative and cost-effective technologies that add value and result in an improved bottom line for all. During the fiscal year 1935-36, the Ore-Testing Section has been active in carrying out a program designed to attain the objectives that have been set up for it. For the Purpose of standardizing important testing methods, an attempt has been made to develop a rationalized scheme for ore testing, starting with preliminary investigations to determine the physical and chemical properties of the ore, following this with a logical selection and trial of processing tests to find out how the ore may be most effectively treated, and concluding with a discussion of what interpretation may be placed on the results in terms of plant design and operation. A selection of Procedures that appear well-suited to the ore-dressing problems under investigation is included in the following paper of this report so that other experimenters may be enabled to verify our findings and to offer criticisms and suggestions for improving our practice. A tentative scheme for the evaluation of flotation reagents is being investigated, and some progress has been made in a study to determine the significance of small-scale testing. These projects have required 899 analyses. Papers on these and others on ore testing, such as testing for amalgamation and for cyanidation, will be included in future annual reports.

The procedure suggested in this report is intended for the use of engineers, esters, accountants, etc., in estimating the cost of chemical-type operations. It is intended to over operating costs, not investment costs, as the latter have been covered numerous other publications. However, as capital investment costs are reflected to a high degree in operating costs, it is important to point out that accuracy of investment costs is highly essential. Therefore, all factors that might be included under plant -capital costs should be considered, such as requirements of shops, employees' housing, etc. The procedure is designed primarily for use in types of chemical oper¬ations, such as the production of synthetic liquid fuels, anhydrous ammonia, and others of like or similar nature. Yet, no attempt has been made to cover the entire chemical industry.

Sohio Petroleum Company's new L-Bar uranium mill near Grants, New Mexico. refines 2722 kilograms of yellowcake daily from 1360 metric tons of ore produced at Sohio 's J.J. No. 1 mine and other nearby mines. This paper follows the ore from the mine through the various processing steps - semi-autogenous grinding, acid leaching , countercurrent decantation, solvent extraction , ammonium diuranate precipitation, washing and drying, and tailings disposal.

In its unending search for the raw materials that the affluent society of today requires the mining industry has found it necessary to go to great depths, in many cases, to produce these materials. Inherent with this problem is the insufficient technology relating to improving extreme environments that the mine personnel are exposed to. In this dissertation, the sources of heat flow into a mine along with the various effects that this heat has on the mine personnel are investigated. The object of dissertation is to compile all the available published information pertaining to these underground heat and their effects into one paper. This will provide the mining industry with an available easy-to-use to aid in the determination of mine ventilation requirements as the mines are in the phases of original planning or being extended to depth. Areas of significant, deficiencies it knowledge have been disclosed during this overall appraisal. Recommendations on important basic research needs are out lined for future consideration by Federal or industries sponsorship. This thesis should serve as a stimulus lo, future well-organized research efforts in the area of underground heat sources and their control.

This report was written in an effort to provide better control measures for low back pain (LBP) and low back disability in the mining industry. There are numerous factors associated with development of LBP, many of which can be effectively controlled while some cannot. Better job design is promoted as the best method of reducing cases of LBP and can also reduce the disability (i.e., lost time from work) associated with LBP when it happens. The report draws attention to what is currently known about LBP, what the causes are thought to be, and discusses recent back injury trends in the mining industry. Research describing unique physical demands in mining, such as the capabilities and limitations of working in awkward postures, is also presented. Methods that can be used to prevent initial LBP episodes are provided, including facilities design and layout for materials and supplies, use of mechanical-assist devices, improved design of lifting tasks, and better seat design. Methods of reducing the disability associated with LBP (including workplace design, proactive return-to-work efforts, communication, and management commitment) are also discussed. The report concludes that control of LBP and disability in mining requires a comprehensive approach to limit the repetitive loading that can occur on the low back due to manual materials-handling tasks and exposure to whole-body vibration (WBV). Specific recommendations include the following: ? Successful LBP prevention efforts require a proactive program that has strong management commitment and incorporates employee involvement. ? More efficient supply handling systems and use of mechanical-assist devices can greatly reduce exposure to hazardous lifting tasks. ? Lifting tasks should be designed to minimize low back stress. Tools to evaluate and redesign lifting tasks are presented. ? Improved seat design can reduce exposure to WBV and improve posture, leading to reduced LBP risk. ? The disability associated with LBP can be reduced. Getting the worker back on the job as quickly as possible is in the interest of everyone involved.

During 1983, the U.S. Bureau of Mines conducted a mineral survey of 19,700 acres that included the Fish Creek Mountains WSA (Wilderness Study Area), 15 miles southwest of the Salton Sea. Two United States Gypsum Co. claim groups in the WSA have more than .20 million tons of inferred gypsum reserves. These high-grade, surface and near-surface gypsum deposits are an extension of a gypsum bed that has been mined continuously since 1922. The Waters prospect in the central part of the WSA has large quantities of limestone suitable for many commercial uses. Sand and gravel is plentiful in the WSA in alluvial fan and ancient shore-line deposits. Limestone and alluvial deposits are not economic because similar material is closer to potential markets. No evidence of energy minerals or geothermal resources was identified in the WSA. A portion of the eastern Fish Creek Mountains WSA is leased for oil and gas exploration. United States Gypsum Co. holds eighteen unpatented placer claims in the northwestern part of the WSA. No other mining claims or mineral leases were identified in the study area. No mineral production is known from within the WSA.

A LOW-TEMPERATURE carbonization assay test is described, and factual data derived from this test are presented. The test procedure outlined in this report incorporates a mild-steel retort of improved design, an accurately controlled method of heating, and a complete collection and condensation system for the solid, liquid, and gaseous products of carbonization. The test described establishes, under closely controlled conditions, the relationship of temperature to yields of products on carbonization. Noncoking or weakly coking coals and other carbonaceous material are particularly amenable to testing by the assay. Mass balances of 100 percent± 0.3 are obtainable by this test. It is believed that the efficiency of the test and the accuracy of the type data obtained have been materially increased.

During the late 1940's and early 1950?s, the Westinghouse Combustion Turbine Division built and demonstrated a residual oil-burning locomotive on six eastern railroads. Plans were made to convert to burning pulverized coal, and a single combustor was operated at a full-pressure condition in the laboratory for about two years. During the mid-1960's to mid-1970's, there was considerable interest in coal-burning MHD and a combustor was developed which would also be applicable to combustion turbines. In the early 19801s, the BCR National Laboratory (BCRNL) became affiliated with the University of Pittsburgh, and a program was begun, supported by the Stare of Pennsylvania, to develop an all-purpose combustor for use with industrial and utility boilers and eventually with combustion turbines. In this paper, we review the work of almost 40 years, indicate our present position, and propose steps to be taken leading to efficient and environmentally acceptable power generation from coal, and specifically to coal-burning locomotives.

A high purity electrolysis solution is essential for hydrometallurgical zinc winning processes. For this reason ferric iron containing compounds such as jarosite are precipitated as iron and impurity collector during the calcine leaching. Jarosite thus forms a chemical waste and creates environmental problems. This research contributes to the development of a wet jarosite treatment process, where less contaminated jarosite is produced which can act as an iron source. The present work studies jarosite precipitation kinetics and the uptake of zinc cations in batch and continuous experiments. The distribution coefficient for zinc in continuous experiments is constant for a wide ratio of zinc over ferric ions in the solution. Addition of NH, + ions in batch experiments accelerates the conversion rate equivalent to the driving force increment. Addition of 50,2-ions above the stoichiometric ratio increases the conversion rate less then could be expected from the increase in the estimated driving force. Zinc ions tend to retard the conversion rate. An increasing reaction temperature increases the conversion rate. Below 75 ?C the conversion rate approximates zero.

In sulfide mineral flotation, the efficiency of separation is severely affected by the presence of non-sulfide gangue minerals, such as altered silicates and serpentines. Although this is an acknowledged fact, most studies in mineral processing have focused on value minerals, and studies on gangue minerals affecting flotation performance are quite rare, and even those that do are limited in scope. This paper is an attempt to highlight the use of grade-recovery curves in studying the effects of gangue minerals. Specifically, we present the flotation response of problematic Ni and Cu ores which show highly uncharacteristic but similar grade-recovery characteristics despite the very different mineralogy and try to understand this behavior and the underlying mechanism. Finally, we propose chemical modifiers as solutions to overcome the detrimental effects of these gangue minerals and improve efficiency of flotation performance. "Haulage costs, in most operations, represent a large portion of total cost. Quebec Cartier Mining Company came to the conclusion t hat an electric trolley assist providing more horsepower than available from dieselgenerator sets presented the best oppor tunity for improvement. Accordingly, a testing and development program was carried out which resulted in the design, installat ion and application of a practical system. This paper describes the development of the system, the equipment used as well as the actual operation. A projection is also made to indicate further improvement in productivity. A comparison is made of truck operating data before and after activation of the trolley assist system in order to determine its economic impact."

Although the Bureau of Mines has thus far made no large-scale experiments with oil shales, and the feasibility of the commercial manufacture of shale-oil products suited to present market requirements has not been demonstrated, there is ample reason to believe that these products will eventually supplement the more commonly used petroleum products and give equally good service. In 1919 the bureau, in cooperation with the Department of Metallurgical Research, University of Utah, began investigating the oil shales of the United States to obtain detailed information on their value. The States of Colorado and Indiana also cooperated through their State universities, in which research laboratories were organized to assist in carrying on the oil-shale studies planned and directed by the bureau. As a result of these studies much information is now available concerning laboratory methods of producing the greatest yields of the best products from oil shale. In order to study the principles that govern the retorting of oil shales and to test the oils produced, it has been necessary to develop and standardize reliable apparatus and methods for distilling shale, and to adapt to the testing of shale oils some of the methods the Bureau of Mines uses for testing petroleum. The methods employed by the Scottish shale-oil manufacturers were also studied, but most of them have been superseded by those described in this bulletin, which give more comprehensive and accurate results and employ more convenient apparatus. This paper is presented, therefore, as a manual of apparatus and methods that the bureau has developed for work on oil shale and found satisfactory for routine tests and for research. Explanation and discussion of the principles underlying the methods of testing are included wherever necessary for a clearer understanding.

"Large deposits of sodium sulphate exist in southern Saskatchewan in the brines or muddy crystal beds of alkali Jakes. Currently, more than 300,000 tons per year of sodium sulphate are produced from these lakes and sold as salt cake to the paper industry. Most of the production is obtained from the brines of a limited number of Jakes.The Saskatchewan Research Council was requested to develop a process for recovering sodium sulphate from the muddy crystal beds so that this type of deposit could be exploited in the future. A flowsheet was developed with the aid of phase diagram data and the process was studied on a pilot-plant scale using raw material from three different lakes. Satisfactory yields and product purities were obtained in all cases, and an economic analysis indicated that a 100,000-ton-per-year sodium sulphate plant could produce salt cake at a cost of $12.26 per ton for a rate of return upon investment of 16 per cent at current market prices."

Sintering as applied to agglomeration of ferrous fines has shown little growth in the United States in recent years. The general concensus was that most of the existing facilities would remain in production at a reduced tonnage to dispose of and recover solid waste from steel plants. Further growth for ferrous sintering technology was not in sight in the United States and in the early sixties expansion came to a virtual standstill, however, we witnessed a rapid emergence of a tremendous pelletizing industry. On other continents, due to different raw materials supply and capital structure, sintering technology continued to grow, with a more cautious development of pelletizing installations. In the U.S. the diminishing supply of good quality, high grade coarse ore resulted in eventual disappearance of high grade ore fines for sintering. The finely divided concentrates produced from lower grade ores were not amenable to this type of agglomeration, but were more suitable for pelletizing. Furthermore, pellets seemed to possess all the features of an ideal blast furnace feed; namely pellets are free flowing, uniform in size, strong, with extremely uniform chemical composition and good reducibility. Importance and demand for such well stabilized furnace feed further increased as size of newly installed blast furnaces continued to grow. The in- creasing demand for a uniform, stabilized burden coincided with the effort to produce a fully beneficiated burden for smelting, thus reverting the blast furnace to its primary function of smelting.

GRATIFYING progress continues towards the elimination of the hazards confronting health and safety in and about mines. Employers and employees are diligently co-operating. One of the outstanding movements towards this end is the National Safety Competition conducted by the U. S. Bureau of Mines. William W.
