GENERALTHE coal deposit, where it is being worked, consists of a bed of brown coal varying in thickness from 120 ft. to 200 ft., covered by an overburden of clay, drift, loam, etc., of a thickness of 22 ft. to 40 ft., and averaging 28 ft.The overburden is first entirely removed from the coal, and then the coal is excavated by. large revolving shovels which work at the bottom of the hole or open cut in the coal and deliver it in shovel bucketfuls to the transport system. The shovels owned by the Commission and available for this coal excavation are two Bucyrus steam revolving shovels, one being type 150B, weighing 150 tons, having a 21-cub. yd. bucket, and capable of digging a 47-ft. face; and the other being type 175B, weighing200 tons, having a 31-cub. yd. bucket, and capable of digging a 61-ft. face.In addition to these two steam shovels, the Commission has recently obtained a No. 250 Ruston electric revolving shovel weighing 340 tons, and having a bucket of 10 cub. yd. capacity, and capable of digging a 75-ft. face. When this electric shovel has been erected it will replace the steam shovels on the coal excavation, and the permanent transport system has been designed to take delivery of the coal from its bucket.The duty to be performed by the transport system is to take the coal from the shovels, elevate it out of the open cut, transport it to the screening house, deliver it iuto the hoppers at the top of this building, then to take the coal after it has passed over the screens and distribute the required grades to the power house and to the briquetting plant.

AT the present time we hear a great deal about organization of labour, collective bargaining, workmen's councils, and company unions; about C.1.0. with its principle of vertical unions and A.F.L., largely based on craft unions; and about provincial and federal laws for protection of labour's right to collective bargaining. What we perhaps hear too little about is corresponding organization of the employers, although it recently is mentioned more frequently. I will only mention W. H. Davis, Chairman of the United States War Labour Board, who has had and is having plenty of experience in this field and has also studied labour conditions in Europe-in Sweden for instance. He has repeatedly expressed the opinion that where employer-employee problems are involved, a thing badly needed in America is organization of employers as well as employees to get some order in the present chaos. With this I agree. I believe a strong organization on one side necessitates a correspondingly strong organization on the other side; that has at least been the experience in the industrialized countries in Europe. I happen to be fairly familiar with conditions in Norway, where they have struggled with these problems for fifty years, and a talk on the history, development, and present state of employer-employee relations in that country might perhaps be of interest as giving a general picture of the development of such relations in the northwestern European countries as a whole. The talk was originally given to the Fourth Year students in Mining and Metallurgy at the University of Toronto. I have changed it somewhat to fit a different audience, but I hope you will make allowances if you now and then are reminded of the school auditorium. I will try to be as objective and factual as possible, but it is probably unavoidable that some of what is said is coloured by personal opinion.

The study of ultrasonic-wave propagation in substances has been remarkably advanced in recent years in most engineering and science fields. The main object in studying the velocity of ultrasonic-wave propagation in solids, is to determine dynamic properties of these materials. The present paper, however, presents some other possible applications of ultrasonic-wave propagation in the study of rock mechanics as follows: Investigation of the mechanism of microseismic activites of geologic materials, (a) at initial or low stress level, (b) at final or fracture stress level, and (c) under fatigue loading condition. Also, correlations among stress level, density, and the velocity of ultrasonic-wave propagation in rocks are discussed in this paper.

This Bureau of Mines report outlines the atomic absorption analysis of oilfield brines for barium, calcium, copper, iron, lead lithium, magnesium, manganese, potassium, sodium, strontium, and zinc, using the method of additions. The advantages of using atomic absorption are discussed. The method of additions was chosen to overcome large matrix interferences usually found in brines; techniques of overcoming chemical, ionization, and background interferences are also described. The method was used to analyze several hundred oilfield brines and found to be rapid and reasonably accurate. A solvent extraction method was used to concentrate lead, copper, zinc, and iron in low-level samples.

Development of a new hydrometallurgical flowsheet requires quantitative description and optimisation of all chemical processes in each step in the process, as well as mass and energy balances across a fully integrated circuit incorporating all the unit operations. This paper covers steps leading to early modelling of a gold processing plant based on a bromine/bromide lixiviant. Research conducted at SGS Lakefield in collaboration with Albemarle provided the data that were used in the development of this model. A previous investigation in this series described the leaching behaviour of various mineral types in Stabilized Bromine reagent. This paper is concerned with the gold recovery operations associated with a conceptual bromine leaching process. The recovery of gold by different types of resin and activated carbon was studied, along with various methods of stripping the gold from the extractant. The circuit is closed by electrolysing the spent leach liquor to oxidize some of the contained bromide back to bromine that would allow recycling the regenerated leach solution back to the leach step in the process.

The paper point out the economics importance of the Torco process as lubricant and fuels of the motor in the mining. It is possible to envisage an arrangement in which TORCO would be used to treat a sulphide ore, the acid used to dissolve the metallic ccoper in the concentrate and the copper produced in cathode form by electrowinning. However, there are studies point out that it would be as profitable as conventional flotation, smelting and refining. To carry out full testing of the TORCO process on anyore would be expensive, involving sending several hundred tons to one of the pilot plants located in Johann esburg or Milan. Such pilot plant testing should & be considered as confirmatory rather than exploratory, and a good economic case for using theTORCO process would have to be made out based of mallet scale testing before in curring the larger expense.

In order to utilize the lean ore resources from XinJiang rationally and optimize mixture, laborarory measurements have been carried out under different basicity, various mixed carbon content as well as the properties (ratio) of fuel particle size by the sintering pot for further microstructure analyses. The results show that sinter strength falls by 5.0%, low temperature reduction disintegration index (RDI) drops off to the lowest in certain ranges. The natural degradation index of sinter is much higher when sinter basicity is between 1.65 and 1.75. The sinter strength increases when sinter basicity is between 1.75 and 2.0. Meanwhile, the sinter strength and RDI +3.15 improve with increasing carbon content. And the sinter strength and RDI+3.15 both decrease with the decrease of the distribution ratio of small fuel particle, thereby decreases the yield of sinter. Microstructural analyses have been investigated to figure out the mechanism of the influence of the three factors on sinter.

The growing popularity in the United States of the vertical-flue even was emphasized when in 1905 the United States Steel Corp. chose the Koppers oven as the type which best suited their requirements. Heinrich Koppers was born on November 23. 1872. at a small farm in Walbeck near Geldern on the lower Rhine. When young Koppers was eight years old, however the family moved away from the farm to the industrial city of Bochum in the Ruhr. Here Koppers attended public school and subsequently served an apprenticeship to a tinsmith before taking a job as a lathe operator with a local steel company. He had ambitions to be much more than a machinist, however, and used his week-ends and evenings to improve his theoretical background by taking courses at a vocational-training school in Bochum. After winning the highest honor the school could bestow (the silver Staats-medaille), Koppers went on to continue his education at the Rheinisch-Westfalische Hüttenschule in Duisberg. One of his teachers there, Fritz Wüst who later became a professor at the Technische Hochschule at Aachen, recognizing Koppers' unusual abilities, predicted for him a great future. In 1894 Heinrich Koppers joined the firm of Dr. C. Otto and Co. in Dahlhausen, and in 1899 while superintendent of the Mathias Stinnes mine he built his first battery of ovens for Hugo Stinnes, the German industrialist. Two years later he started his own organization, and in 1902 he made Essen his headquarters. It was to Essen that a group of engineers from the United States Steel Corp. went in 1906 with an invitation to Koppers to design and supervise the construction of four batteries of ovens at the Joliet works of the Illinois Steel Co. Each battery was to consist of 70 ovens. Arriving in the United States in 1907, Koppers established a branch of his firm in Joliet, and construction began. The first battery was fired on July 27, 1908. Rugged and simple, these ovens incorporated basic design features which were to make the Koppers oven and its future modifications the choice of a very large segment of the by-product coking industry of America. The 280 ovens at Joliet were 35 ft long, 8 ¾ ft in height, and tapered from 21 to 17 in. The total daily capacity of the four batteries was 2240 tons of coke. The ovens were of the new cross-regenerative type; that is, instead of longitudinal regenerators serving an entire battery, as in the older Koppers ovens, cross regenerators for each separate oven were employed. Fuel gas was supplied from the side of the battery through ducts in the brickwork known as gun flues, which reached to the center of the battery under the vertical heating-flues. Removable, ceramic gas-nozzles fitted at the top of each gun flue helped to insure good control over the distribution of the fuel gas, and uniform heating conditions were also promoted by regulating the air supply to, and the suction in, each heating flue. A different refractory w& used for each battery. One was built of American silica brick, one of American quartzite, and two of imported German quartzite. The installation at Joliet proved to be very successful, and in 1911, 490 additional' Koppers ovens were built for the Illinois Steel Co. at the great new steelworks at Gary, Ind. By 1912 the H. Koppers Co. had established its headquarters in Chicago and was rapidly extending its business to include construction for such iron and steel companies as the Woodward Iron Co. at Woodward, Ma. (80 ovens in 1912); the Tennessee Coal, Iron and Rail- road Co. at Fairfield, Ala. (280 ovens in 1912); the Inland Steel Co. at Indiana Harbor, Ind. (86 ovens during 1913 and 1914) ; and the Republic Iron and Steel Co. at Youngstown, Ohio (68 ovens in 1913). In 1914 a group of men in Pittsburgh bought a major shareholding in the H. Koppers Co., and moved the headquarters of the organization from Chicago to their own city. Under its new management the company was highly successful in obtaining a large share of the contracts for by-product installations built during World War I. Online surface quenching technology has been developed for the hot charging process to prevent the surface cracks in high strength low-alloy steel slabs. In this paper, a two-dimensional heat transfer model of surface quenching process was presented. This finite element model includes nonlinear thermodynamic properties, by which the slab temperature distributions were computed. The model predicted temperatures show reasonable agreement with the measurements. The effects of the water flow rate and slab movement velocity on temperature variation during the quenching and subsequent tempering process were investigated. The result shows that the temperature drop increases but the tempering temperature changes slightly with increasing water flow rate and decreasing slab velocity. Keeping the slab movement velocity at 1.2-2.1m/min and the water flow rate at 55-70m3/h, the slab surface experiences a temperature drop of 400-600 firstly, then recovers above 650, the quenching and energy-saving effect are remarkable.

This paper will first give a short overview of the Copper Mountain project in British Columbia, which just has started commercial operation earlier this year. The grinding process with one 34' x 20' SAG mill and two 24' x 39.5' ball mills will be briefly discussed. All three mills are gear driven by a ring gear, dual pinion and two low speed synchronous motors. Copper Mountain has installed on all three mills, the new state-of-the art dual pinion mill drives. All the inherent operation and maintenance features of this drive technology will be discussed, as well as the advantage of having variable speed control also on the ball mills. The installation and commissioning of the mills and drives at Copper Mountain will be briefly reviewed. Finally the first field measurements on these low speed mill drives will be presented, with the main focus on the low mechanical stress impact of these mill drives on the pinion and ring gear, as well as the accuracy of the load sharing between the two motors.

The Southern 'B' lode orebody at the New Broken Hill Consolidated Limited (NBHC) mine, Broken Hill, is a continuation of the zinc-rich orebody that was first mined in NBHC in the 1940's. Preliminary diamond drilling in the early 1960's resulted in sufficient information to delineate the southern extension of the presently mined 'B' lode orebody, In 1966 the sinking of a 7.3 metre diameter circular shaft (No. 3 Airway) was commenced to improve the ventilation of the southern extremities of existing workings and to provide a base to further explore and develop the orebody extension. Development on four levels was started in the early 1970'.s to link the existing workings with the new shaft. Three possible mining methods - sublevel open stoping, loader cut and fill with ramp access and sublevel caving - were investigated and the decision was made to mine the orebody by transverse sublevel longhole stopes and pillars with trackless equipment and ramp access between the major working levels.

"INTRODUCTION AND SUMMARYThe tungsten properties of Lincoln Mines, Inc., and North Tem Flute Mining and Development Co. were first explored by the Bureau of Mines in 1942. Work on the project comprised trenching, sampling, a small amount of road and trail construction, and a small amount of core drilling. From April 13 to December 10, 1944, additional diamond drilling was done by the Bureau of Mines to test the lateral and downward extensions of the various tactite zones along the contact south of the Lincoln mine, including the property of the North Tem Piute Mining & Development Co.Claims leased by the Lincoln Mines, Inc., are in secs. 25 and 36, T. 3 S., R. 56 E.; secs. 30 and 31, T. 3 S., R. 57 E.: and sec. 1, T. 4 S., R 56 E., M. P. R. Bradley is president of the Atolia Mining Co., whose offices are in the Crocker Building, San Francisco, Calif. This company surrendered the lease on the property on September 30, 1948. The property owners are continuing operations and are now engaged in building a 20-ton mill.The claims of the North Tern Flute Mining & Development Cc. are in sec. 1, T. 4 S., R. 56 E., M. D. B. & M. Merle F. Schofield is president of the company and maintains an office at Hike, Nev. These claims were leased by H. P. Laslett, of the Utah Nevada Mining Co., in 1945 and by the Atolia Mining Co. in 1946. The owners are now doing some exploratory work."

The Bureau of Mines investigated fumes generated by selected welding materials used in mines in order to help determine their relative hazard potential. The initial phases of the study have been completed. A welding-fume generation and collection apparatus was designed, assembled, and calibrated. Five brands of coated, AWS-type E308-16 stainless steel electrodes were tested. Total fume generation rates of 0.39 to 0.51 g/min were measured. Quantitative chemical analyses were conducted for all of the principal firms constituents. Two analytical schemes were used to determine levels of the Cr6+ and Cr3+ species contained in the welding fumes; comparable results were obtained. The Cr6+ was found to be the most hazardous constituent, leading to a maximum allowable total fume exposure of 1 mg/m3. Fume generation rates and fume constituent analyses will be derived for other groups of welding electrodes using similar procedures.

"When a metal-mining company takes out a workmen's compensation insurance policy, it does so to relieve itself of its uncertain and variable financial liability under laps requiring payment to employees for lost-time accidents, there-by passing the liability or to the insuring agency. For this service, or rather for the assumption of the risk, the insuring agency charges the mining company a price, or in insurance parlance, ""a premium"".The insuring agency depends upon a volume and variety of business to average the losses incurred by its individual policy holders, and determines its price to cover losses that are suffered and its cost of doing business.It is generally known that all types of insurance are founded on the theory of probability applied to large groups of risks, Workmen's compensation insurance is no exception, and the average price paid therefor must be based on the frequency and severity of accidents in the particular industry or branch of industry under consideration. The frequency and severity rates are determined by statistics, which, of course, unless standardized, kept carefully and consistently, and analyzed properly, are liable to be inaccurate and misleadingThe importance of large groups in arriving at an average price for insurance service can not be overestimated, For example the writer knows of one small group of some twenty metal-mining companies whose losses during the past two years exceeded their premium charge by 54%. Not a single individual company during the two years kept its losses below the premium rate. For several years the group as a whole has persistently exceeded its premium rate, Such risks are not profitable to the insuring agencies and can only be carried where a large volume of good risks will balance the poor risks, but in order to conform to good insurance ethics the premium rate must be based on averages for the industry as a whole, and kept sufficiently low to induce operators to sell their risks."

Brooklyn Basin Project is a multi-billion-dollar development of the former Port of Oakland 9th Avenue Terminal located along the Oakland Estuary of California. A centerpiece of the development is the 10-acre shoreline park which will be built on a 1,200 ft long by 225 ft wide historic wharf. The wharf was built in the 1930’s on concrete and timber piles with a flat concrete slab. Prior to constructing the wharf, a rock dike was placed to protect the shoreline. The presence of the rock dike increased the hazards from lateral spreading of the underlying bay mud and non-ductile shear failure of piles driven through the dike. To open the park to the public, the wharf required a seismic retrofit in compliance with the California Building Code. The paper presents the results and conclusions of the following topics: • Structural condition assessment and repair strategies for the existing wharf deck, piles and jackets • Application of the California Building Code (CBC Ch31F) for the performance-based seismic evaluation of existing piers and wharves • Nonlinear pushover analysis of the wharf including the combination of inertial and kinematic effects • Impact of rock dike on lateral spreading and kinematic effects and the significance of existing piles in stabilizing the lateral spreading of the rock dike • Retrofit strategies for the wharf to meet the required seismic performance requirements per the California Building Code and reduce the demands on existing piles which were driven through the rock dike INTRODUCTION The 65-acre Brooklyn Basin Development project is located in Oakland, California. The project consists of 3,100 housing units, 200,000 sq. ft of retail and commercial space, along with various parks and public access improvements along the Oakland Estuary. A centerpiece of the development is the 10-acre Shoreline Park which will be built on a 1,200 ft long by 225 ft wide historic wharf. The wharf was built in the 1930’s on concrete and timber piles with a flat concrete slab. As shown in Figure 1, the wharf deck and piles support the 9th Avenue Terminal Building.

A thermodynamic model has been developed for calculating phase equilibria and other properties of multicomponent electrolyte systems. The model has been designed to reproduce the properties of both aqueous and mixed-solvent electrolyte systems ranging from infinite dilution to solid saturation or pure solute limit. The model incorporates formulations for the excess Gibbs energy and standard-state properties coupled with an algorithm for detailed speciation calculations. The excess Gibbs energy model consists of a long-range interaction contribution represented by the Pitzer-Debye-Hiickel expression, a second virial coefficient-type term for specific ionic interactions and a short-range interaction term expressed by the UNIQUAC equation. The accuracy of the model has been demonstrated for common acids and bases and for multicomponent systems containing aluminum species in various environments.

IT is generally assumed that in most metals and alloys a given tensile stress produces a given deformation irrespective of the length of time during which the stress is applied. This assumption is justified in most of the important engineering applications of metallic materials; however, in the case of some metals and alloys used or tested at temperatures over or slightly under that at which recrystallization can occur the assumption is not warranted.1 This paper deals with the variations of deformation produced by a constant tensile stress acting for varied lengths of time in the special case of thin aluminum alloy sheet of the duralumin type, which had been subjected to different thermal and mechanical treatments. The material investigated was in the form of a sheet approximately 0.002 in. thick, which had been cold-rolled from a thickness of 0.020 in. It has been found that at a sufficiently high constant tension such material deforms continuously with the elapse of time and that the rate at which this deformation occurs is greatly influenced by the previous thermal and mechanical treatments.

This investigation is concerned with the optimization of ultrafine grinding of solids. It is focused on a dynamic classifier for recovering the fine fraction, for automatic recycling of the oversize particles and for reducing power consumption. Power consumption plays a major role in these energy intensive processes and depends on several parameters such as nature of the solid, degree of fineness of the finished product and, above all, grain size of the feed. This study indicates the optimal conditions for a dynamic classifier, that is, geometric characteristics of the apparatus and its capacity, inlet air flow rate and dimensions of the classification circuit. It is also shown that a mean grain diameter (dm) of about 2.00 µm with top size (dmax) of 50 µm can be achieved with an imperfection value of below 0.40 and energy consumption of 215 kWht-1. The Bureau of Mines has developed an effective hydrometallurgical method to recover high-purity Pb metal and elemental S from concentrates. This low-temperature process eliminates S gases and Pb emissions, in contrast to the current high-temperature smelting technology. The method consists of (1) oxidative leaching with H202, Pb02, and waste fluosilicic acid at 95° C to produce a solution of PbSiF6 and a residue containing elemental S, (2) electrowinning the PbSiF6 solution at 35° C to produce 99.99 pct Pb metal and H2SiF6, and (3) solvent extraction to recover S, leaving a residue containing Cu, Ag, and other metal values. Spent electrolyte was recycled repeatedly, with impurity buildup controlled by controlling the leach parameters.
