A quality assurance program consists of all those activities aimed at providing confidence to the purchaser that the suppliers quality system will provide a product that will satisfy the purchaser's stated quality requirement. An organizing principle is necessary for prioritizing the quality control activities of quality personnel in the face of a myriad of technical possibilities, data-analytic applications, and an overwhelming number of possible activities promoted in the literature and by quality "gurus". The organizing principle I like is that quality assurance exists when those involved in the quality process: (1) know what they are supposed to do, (2) can tell if they are doing it and are set up to continue doing it and, (3) if they are not, they can remedy the situation in a timely fashion. Any incremental activity which facilitates this organizing principle is a continuous improvement activity. That activity which has the chance to facilitate this principle to the greatest extent is the next one to work on. In these days of lean corporate and regional staffs it is as important to know what not to work on as it is to know what to work on. In this paper I shall discuss in general terms the implications of this organizing principle for the design of Quality Assurance (QA) Programs for coal mines and also provide some comments about the application of Statistical Process Control (SPC) methodologies in the coal industry.

"The meaning of the term ""process control"" has evolved significantly since its widespread use began in the manufacturing industries in the 1940s. Further, the scope of process control applications has drastically increased both in terms of the breadth of industries using process automation technologies and the vertical integration of these technologies within a single industry. This evolution and integration of process control technologies within the manufacturing industries has proceeded to such an extent that process automation is an integral part of modern business practices.This paper will examine the current status of process control technology from simple process regulation through process performance optimization to business planning. Each layer of the operations automation hierarchy will be discussed both in. terms of the current state-of-the-art and the directions in which these technologies are evolving. The key tools and tasks necessary for success at every level of the automation hierarchy will be introduced. Finally, the critical challenges that must be faced in accomplishing the goal of complete Computer Integrated Manufacturing (CIM) will be described.Finally, although this paper addresses issues of practical importance to any manufacturing company, the discussions will be framed in terms of the particular challenges facing and the opportunities available within the materials manufacturing industries."

This publication contains routine analyses and related source data for 547 natural gas samples from 22 States and three foreign countries. Of this total, 340 samples were collected during calendar year 1967. The remaining 207 analyses are of samples collected during previous years, but releases granting, permission to publish the results were not received until 1967. All samples were collected as a part of a continuous survey of the free world for occurrences of helium in natural gas. The Bureau of Mines has conducted this survey in the United States since 1917, and in 1965 it was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 516.4 Nine previous publications have been made to present results of 7,618 gas analyses made by the Bureau of Mines Helium Activity prior to 1967. The first three, Bulletins 486,5 576,6 and 6177 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960. The other six

Metallurgists operating Knelson Concentrators (KC) often rely on manufacturerÆs recommendations for selecting operating parameters, such as fluidising water flow rate and cycle time. Recent studies have shown that these parameters are not only dependent on the machine parameters but also on the feed characteristics, such as size distribution of the gold and gangue particles and the composition of its constituent minerals. It is known that a particle entering a KC initially traverses a circular path within the bowl. For a particle to maintain a given orbit, the required centripetal force must be supplied by external means. It has been argued that this centripetal force, which is dependent on the mass of the particle, its radial position and the rotational speed of the bowl, is provided by the fluid drag force created by inwardly moving fluidising water and the BagnoldÆs force created by the particle/particle collisions. Depending on the fluidising water flow rate, one of two situations can occur where the porosity of the bed increases or decreases, which influences the amount of material retained within the bowl. The amount of material of a given size and density retained in the bowl is thus dependent on the extent of the centripetal force provided. Based on the above concept, a criterion that can be used to predict the amount of material recovered in the bowl has been derived and validated by experimental data. It may also be construed that this criterion demarcates the transition of the bed from a packed-bed state to a fluidised state. By identifying the transition values for the different constituent mineral particles in the feed, it is possible to estimate the optimal fluidising water flow rate that would maximise gold recovery while minimising gangue recovery. In addition, the kinetics of gangue displacement by incoming heavy mineral particles were also studied using synthetic mineral mixtures. The experimental data suggests that this process follows first order kinetics and that the build-up of heavy mineral reaches a maximum. A model has been proposed to predict the optimal batch cycle time for a KC in terms of the feed characteristics and machine operating parameters.

"When it comes to new mines being developed, there is a general industry consensus that most low-hanging fruit has been picked. Many projects currently in the mine development pipeline have been around for decades, but were held back because of technical challenges. Future development of these deposits will likely require access to the public capital markets, and in Canada that means providing scientific and technical disclosure on these deposits in compliance with NI 43-101. As many of these “challenged” projects have metallurgical issues, the companies that own the projects need to ensure their metallurgical Qualified Persons provide transparent disclosure regarding proposed solutions to those issues.This paper provides an overview of the disclosure requirements under NI 43-101 that are pertinent to metallurgists, and other Qualified Persons who prepare technical disclosure regarding the metallurgical characteristics of a mineral project. It lists the triggers for a technical report under NI 43-101 and Canadian stock exchange policies, and identifies the sections of the report that should involve input from a metallurgist or process engineer. For many years , it has been the common practice at most copper mines to recover copper in solution in effluent mine water by precipitating the copper with scrap iron.4/ The technique employed varies from simply throwing scrap iron or tin cans into the waste ditches to passing the water through elaborate launder systems containing detinned scrap and baled cans . In general , a considerable amount of low - cost copper has been recovered that otherwise would have been lost . Iron consumption usually varies from 1 to 1-1/2 pounds of iron for each pound of copper recovered . The grade of the precipitate may be as much as 90 percent copper.4/ ,5/ Where the consumption of iron is materially greater , its cost is likely to be the determining factor of profit . In times of emergency, when the demand for scrap iron for remelting increases the cost of the iron sharply, and the supply of tin cans is not large enough to meet requirements , recovery of the copper might not be economical . The three principal reactions that take place when an acid mine water containing iron and copper salts in solution is brought into contact with metallic iron are : (1 ) Copper is precipitated and an equivalent amount of iron is dissolved , CuSO4 + Fe Cu + FeSO4 ; ( 2) ferric salts are reduced to ferrous salts , Fe2 (SO4 ) 3 + Fe = 3FeSO4 ; and (3) the free acid in the solution reacts. with metallic iron to produce ferrous sulfate , H2SO4 + Fe = H2 + FeSO4 . = Because of the reported high.consumption of iron (5 to 6 pounds per pound of copper precipitated ), when copper in water from the Hornet mine of the Mountain Copper Co. ( California ) was precipitated upon scrap iron , a series of tests was made to determine . the . optimum treatment, time , and consumption of iron .

A new approach of recovering platinum and palladium from electronic wastes by hydrochloric acid leaching followed by selective adsorption on low-cost and environmentally benign biomass sorbent prepared from easily available agriculture waste is suggested. The obtained adsorbents were prepared by a combination of chemical modification and hydrothermal carbonization process with (NH4)2C2O4. It was found that the maximum adsorption capacity of hydrothermal carbonized garlic peel for Pt( ) and Pd( ) was 1.64 and 0.42 mol/kg respectively. The Langmuir adsorption isotherm was applied to describe the adsorption process. Kinetics of the Pt( ) and Pd( ) ions adsorption was found to follow pseudo-second-order rate equation. The adsorbents were examined by scanning electron microscope (SEM), and Fourier transform infrared spectroscopy (FT-IR). Based on the characterization results, a possible mechanism of Pt( ) and Pd( ) ions adsorption with the hydrothermal carbonized garlic peel was proposed. This study provides a promising adsorbent with efficient adsorption property for platinum and palladium recovery from the leach solution of electronic wastes.

Middelburg mine is an opencast export mine operating in the Eastern Transvaal Coalfields of the Republic of South Africa (Figure 1). The mine was commissioned in 1983, to its original design capacity of 4.25 million sales tonnes which was subsequently raised to 5.5 million sales tonnes in 1989. This increase in export tonnage was brought about through an increase in the mines export allocation and the revision of management strategies. The maintenance of this increased tonnage with minimal additional capital has been achieved through improved operational efficiencies and the upgrading of planning operations through the purchase of an Enhanced Mine Scheduling Software Package (EMSSP/MINESTAR). Simultaneously with this requirement were additional factors that contributed to the implementation of the EMSSP. The mine was owned by a joint venture of two partners and is operated by Middelburg Mine services (Rand Mines Pty. Ltd) (Figure 2). This structure of ownership required the evaluation of numerous planning options to be under-taken concurrently and hence the need for an efficient streamlined scheduling pack-age that could fulfill this requirement. Compounding the EMSSP needs further, were the problems experienced in the export market, these being the external pressure from current and new suppliers in the market place which obliged management to provide solutions to rapidly changing market conditions. These fluctuating market conditions have had a direct effect upon the mine's planning strategies because of the large percentage of the mine?s sales sold on the international spot market. The sanction factor for all South African exporters has had a negative effect upon price and this was compounded further through internal competition in 1987 via suppliers attempting to maintain the market position.

"An existing landslide located at the southeast corner of the Telluride Regional Airport has been in an active state of failure for several years. The presence of the landslide has represented an on-going liability for the Airport, the Federal Aviation Administration and the Colorado Department of Transportation. A catastrophic failure of this landslide occurring in a manner similar to that which occurred at the Airport in 1987 has posed an on-going threat to closing Colorado State Highway 145 south and below the slide area. The existing landslide has been characterized as a series of multiple failed block areas located downhill of the airport runway that have occurred in severely weathered Mancos Shale.A total of 12 alternatives were evaluated to mitigate the landslide, including the preferred alternatives of either partial or total landslide removal. However, prior development has left essentially no place on the airport property that would allow for the disposal of the landslide debris for either the total or partial removal alternatives, and the closest off-site disposal area was approximately 40 miles from the site. As a result, in-situ stabilization of the landslide, including a primary system of isolated tie-back anchor plates with strand anchors, and a secondary system of high strength steel mesh and intermediate anchors was selected for the ultimate design of the project to stabilize the landslide in place.For design purposes, geotechnical characterization of the slide area was accomplished through geological mapping, conventional borehole exploration and geophysics using multiple electrical resistivity. The paper discusses the design process utilized and the unique challenges faced one-third of the way through construction when discovery of a survey error required redesign of the entire landslide mass stabilization system using the prefabricated anchors that had already been delivered to the project.INTRODUCTIONTelluride Colorado is located at the toe of the Colorado Rocky Mountains on the western slope. The Telluride Regional Airport is located on Deep Creek Mesa about 5 miles west of the town of Telluride.The landslide is located at the southeast corner of the airport just below an abandoned portion of the quarry access road on a south facing slope. The quarry access road is located below the elevation of the runway and outside the elk fence that surrounds the air traffic area of the airport property. Since the reconstruction of the runway, the access road to the quarry and the construction access road for the reconstruction of the airport runway and safety area were rerouted to stable ground north of the previous access road location and off of the head scarp of the landslide."

Achieving occupational health and environmental noise objectives is a major consideration in the planning or operational phase of resource development and industrial projects to meet the needs of the workforce and community and comply with legislative requirements. For material handling systems, ventilation plants, mobile equipment, process plants and fixed infrastructure, noise emissions need to be considered at the design phase. The preferred approach is to provide noise emission technical specifications, but in many cases this is not stipulated. An occupational noise requirement, such as ‘not to exceed 85 dBA at 1 m’, is often provided, but this will not achieve the required occupational or environmental noise objectives and may cause overly stringent requirements when they may not be needed. It should be noted that when developing the technical specification, measuring compliance needs to be taken into account as, in some cases, measuring may be very difficult or even not possible.This paper will discuss the requirements for providing an effective noise specification that ensures the environmental and occupational noise objectives are able to be achieved and that, once installed, compliance can be measured. It discusses planning such as when to set the objective, correlating the appropriate objectives for the environmental and occupational noise requirements, allowing for measurement tolerance, providing a suitable criteria and data format for the suppliers to respond to and methodology to measure compliance. Different phases of a project require different approaches to planning for noise management and these will be discussed in the paper. WHEN an Alaskan prospector makes a new mineral discovery he stakes out his claims and then starts prospecting for a near-by landing field. This may be a convenient lake but more often it is a gravel bar along a river, where, by cutting off some brush and throwing the larger rocks to one side and then tying a flour sack to a pole, he may decoy some intrepid aviator into testing it gingerly with the wheels of his plane. It was only a few years ago that .the fence around the baseball park at Fairbanks, Alaska, was taken down so that planes could get in and out of the ball park without ripping off boards. Today the grandstand is lost among the modern hangars which line one side of a modern and busy airport. Planes come and go all during the day, and in summer, when there is no darkness, the night stillness is frequently broken by the hum of a motor overhead. Fairbanks is the hub of interior Alaska and from that hub airplanes radiate in all directions to mining camps large and small. An air industry of comparable size is based at the town of Anchorage, and in fact there are but few towns of more than 200 population in the Territory that do not have one or more planes based there.

PART I. § 1. Introduction. After giving certain definitions, this paper gives the reasons which led to Roozeboom's form of the diagram of the freezing-point curves and general equilibrium of the iron-carbon compounds, steel and cast-iron ; and then those which led to replacing it with the present or double diagram, in which graphite is at all temperatures held to be the more stable and cementite the less stable (metastable) form of carbon. Next in § 10 the evidence supporting this greater stability of graphite is examined, then in § 17 that which seems to oppose it, and in § 22 a summary of the evidence is presented. The second part of the paper considers the topography of the graphite-iron diagram, rejecting summarily the solubility-lines based on the data of Charpy and Grenet and of Mannes-mann, on the ground that the data even on their face do not really point toward these lines, and that they are wholly incompetent to determine any solubility-lines whatsoever, because they report together with the dissolved carbon also an indeterminate quantity of cement-carbon, and because even such carbon as is actually dissolved, only in part represents the solubility of graphite, and in another and indeterminate part represents the solubility of cementite, or at least of carbon in presence of cementite as distinguished from graphite. It might be thought that graphite is but slightly soluble in iron, because of the absence of any suggestions of eutectoid graphite, corresponding to the eutectoid cementite of pearlite in very many cases in which the cast-iron seems to consist of ferrite and massive graphite only, and because of the micrographs of Goerens and Gutowsky. In these the primary austenite of cast-iron quenched but little below the eutectic freezing-

American Electric Power Company (AEP operates 31 coal mines in three states, and some 26 electric generating stations (19 coal-fired) located in the Ohio River Basin. Normally the system burns over 36,071,600 tonnes (40,000,000 tons) of coal and generates in excess of 3.6 X 1018 J (100 billion kwh) of electricity per year. In 1975, AEP, in response to the progressively more stringent air quality requirements of the clean air act, acquired large low-sulfur reserves in Carbon County, Utah (Figure 1. Location Map). Price River Coal Company (PRCC) is the operator OF this multi-seam complex, which is part of the Book Cliffs coalfield at an elevation exceeding 1,829 m (6,000 ft.). The topography is mountainous and divided by numerous canyons. Flat areas are at a premium (Figure 2. Castle Gate Area). Modern high production longwall mining takes in some top and bottom waste, and in this particular operation, it amounts to about 14% of the ROM tonnage.

IN approaching the problems of sampling coal, a brief statement of certain facts that are more or less taken for granted may be helpful: 1. The coal-mine operator needs reliable data as to the physical and chemical characteristics of his coal in order to plan and control intelligently its mining, preparation, and marketing. The consumer needs such data in order to select the equipment and the coal best suited to meet his requirements, to check the quality of fuel delivered, and the efficiency of its use. Various government control agencies require such data as a basis for classifications and establishment of limits, for use in carrying out the requirements of federal, state or municipal laws. 91. All such data must be obtained by analyses, measurements, or tests made on samples, which are taken to represent the coal tested. It is now becoming generally recognized that, in accordance with statistical laws, test results from samples are not expected to represent the exact qualities of the lot or lots from which they are taken, except within statistical, or "expected limits. Such limits are definitely specified by some present standards of the American Society for Testing Materials and the British Standards Institution. 3. Samples that give ash within satisfactory limits are usually assumed to be sufficiently accurate for other analyses, except under special condi¬tions such as meeting close specifications for coals showing wide variability in sulphur, fusibility of ash, or other quality. 4. In modern coal sampling the increment is recognized as the basis for taking samples. For a given accuracy the number and weight of increments specified are increased with: (a) the expected ash, and (b) the top size designation of the lot to be sampled. 5. It is extremely important that every sampler recognize that: the specified number and weight of increments are minimums, and that the precautions to be used in order to take them properly are also minimums; that in the reduction of the gross sample the sizes specified for the coal after each stage of the crushing are maximum; that the quantities specified to be taken after each crushing stage are minimum; that any short cuts or failures to meet the requirements specified will reduce the statistical accuracy of the results, although it is possible that one or two checks on a few results may seem to show otherwise.

Synthetic minerals were made from pure starting materials and galena samples were doped with the title metals. Microscopic, microprobe and X-ray examination confirmed that the dopeants were in solid solution. Paired flotations in a Hallimond-tube apparatus were performed to determine relative flotation response using Aerofloat 238 promoter. Results of these tests show that silver-doped galena floats more readily than pure galena and that galena doped with bismuth floats less readily than pure mineral to a 95% confidence level. Galena doped with both silver and antimony as AgSbS2 shows no detectable effect. Antimony-doped galena followed the expected trend, but not to 95% confidence. The results are consistent with the theory that flotation by thiol-type anionic collectors is enhanced by p-type semiconduction.

The impact generated by old abandoned mines in Peru have produced mining environmental liabilities, which can generate an impact on the environment. In the search for long-term sustainable solutions, Phytoremediation is presented as an interesting alternative, since it allows the use of Peruvian native plant species for the accumulation of heavy metals. In this paper, we present the results of native high Andean species: Stipa Ichu and Cortaderia Nitida. The final metal concentration in the aerial parts and in the roots of each plant show that Stipa Ichu is more efficient to recover Fe, reaching almost 278 times its initial value. In the same way, this plant is efficient to remove Zn, Cu and Cd, reaching maximum values of 64, 39 and 12 times its initial concentration respectively. Cortaderia Nitida turned out to be more efficient to recover Fe, Zn, Cu and Cr, with highest recovery of 250, 117, 39 and 13 times its initial value respectively. Finally, based on translocation factor, Stipa Ichu has better capacities of hyperaccumulation of Fe, Cu, Zn, Pb and Cr. Cortaderia Nitida only shows hyperaccumulation of Cr.

"The development and commercial operation of the Falconbridge chlorine leach process have been described in papers in 1985 and 1987. Since this time, various process improvements have been implemented and the capacity of the Kristiansand refinery has been increased to 85 000 t/y Ni, 40 0000 t/y Cu and 4500 t/y Co. The focus has been on continuous improvements in productivity, the use of energy and other costs. Several environmental issues have also been eliminated or reduced since 1987. IntroductionThe first nickel refining operation in Kristiansand, Norway, started in 1910 based upon raw materials from Norwegian mines. In 1929, Falconbridge Nickel mines purchased the refinery to acquire information and the patent rights to the Hybinette refining process that was practised at the small Kristiansand refinery. Falconbridge ownership has now, for more than 70 years, provided a strong base regarding raw material supply, financial resources and technical support for further expansions and major technical improvements at the refinery.The main concepts of the new chlorine leach process were developed in the laboratories from 1966 to 1969 and the process was piloted from 1970 to 1972. The main stages in the commercial plant were started in the 1975 to 1981 period. After 1981, there have been a number of process modifications, plant expansions and improvements to operating practices. The developments up to 1988 have been described in previous publications (Stensholt et al., 1986, 1988).This paper presents an overview of the process and how it is practised at Falconbridge Nikkelverk AS (FNA) today and describes some of the main changes that have been implemented since 1988. During this time, the nickel capacity has been expanded from 54 000 t/y to 85 000 t/y and the cobalt capacity from 2000 t/y to 4500 t/y. The paper describes how these expansions were achieved together with continuous improvements in operating efficiency and also gives an overview of the main environmental concerns at the refinery."
