The concept of initiating a large action-oriented contract, directed toward inherently safe mining systems, was conceived by the U. S. Bureau of Mines in January 1970. At that time we were in the process of establishing research contracts and grants, about 100 of which were let in FY 71 to deal individually with fairly specific technological areas. These projects in the aggregate covered a wide spectrum of health and safety problems. What appeared to be necessary was the creation of a project or program that would provide a focal point for the demonstration of many of the results of this research and also in the action sense culminate with working hardware and systems that could be tested and demonstrated over a fairly long teen. The concept of working demonstrable systems, rather than just a conceptual study, was, felt to be necessary for two significant reasons. In the development of any new system, the translation from concept to working hardware is usually a costly and time consuming process which acts as a deterrent to implementation. Secondly, many decisions in the mining community to change equipment or systems ,are based on first hand observation of the new system, in operational practice, an attitude which is certainly understandable in view of the high capital costs of equipment. The purpose of this investigation was to assess the environmental impact of the surface mining methods currently used in the steep-sloped areas of Central Appalachia: southern West Virginia, eastern Kentucky, southwestern Virginia and northeastern Tennessee. Comparisons are made between mountaintop/cross ridge mining, contour strip, augering and an innovative method surface shortwall mining which was attempted at Julian, West Virginia. Included in this final report are a discussion and analysis of current Appalachian production, reserves, and the extent of land affected on a county- by-county basis. Additionally, the seams within the steep sloped region have been assessed according to minimal standards of thickness, surrounding lithology, and areal extent to determine their amenability to surface shortwall mining. These seams have been tabulated with their ash, sulfur, and BTU content on a county-by county basis. Only minimal statements are made concerning quantity because of the narrow set of conditions required by the shortwall method. Other sections deal with the possible technical failings of an operational surface shortwall system based on field studies at shortwall operations, discussions with people experienced with shortwalls and research into ground control problems at sites where short- and longwall operations have been monitored. A final section details proposed additional research directions which the Bureau might take in the future.

Researchers, medical organizations, statisticians, and others often use data on the nature and rate of occurrence of occupational diseases in directing their efforts and plans. Very often this information is developed from the reports of the States which describe the nature of work¬men's compensation claims and awards and the frequency with which they are made. To be meaningful, the statis¬tical information must be viewed in the context of the State laws involved. There is considerable variation among the laws of the different States. The Bureau of Mines has responsibilities for protecting the health of persons employed in the mineral industries and for the development of useful mineral products. To assist the Bureau in the accomplishment of its objectives, this compilation has been undertaken. For the benefit of the mineral industries, and any others who may have a similar interest, this volume is made available. An earlier compilation of the Bureau of Mines on this subject was published in 1952.4 However, during the intervening years, sufficient changes have been made in State laws to warrant completely recompiling the information. This publication includes the laws of the States, the District of Columbia, Puerto Rico, and the Virgin Is¬lands through 1964. Only those portions of the workmen's compensation laws which apply to or as ' related to occupational diseases are presented, and in each case enacted additions to and deletions from the basic law have been incorporated into the text of the law, thus snak¬ing it unnecessary to search out the various amendments made each year.

The current emphasis on environmental problems has focused attention on the massive nationwide accumulations of mine, mill, and smelter wastes that represent potential air and water pollution hazards. The pollution hazards can be reduced or eliminated by utilization or stabilization of these wastes. The U.S. Bureau of Mines, since the inception of the Solid Waste Disposal Act of 1965, has been conducting research to determine the practicality of various utilization and stabilization procedures. Investigations include partial extractions of desirable waste components and full utilization of the wastes as simulated soils or in ceramic or other structural products. Chemical, vegetative, and combined chemical-vegetative methods of stabilization have been actively studied. This report updates information previously developed by the Salt Lake City Metallurgy Research Center and presents the current status of antipollution solid waste work 1/,2/.

The Bureau of Mines has investigated the availability of copper from 272 deposits in market economy countries. The deposits studied have demonstrated resources totaling 413 million metric tons of contained copper and account for more than 90 pct of the reserve base for market economy countries. Using data gathered as part of its Minerals Availability Program, the Bureau performed geologic, engineering, and economic evaluations in order to determine the copper production potential of each deposit. At the 1981 copper market price of $0.85/lb, the deposits studied could economically produce an estimated 88 million metric tons of copper (allowing for profit computed at a 15-pct rate of return), primarily from mines operating at the time of the study (1981). At this price, producing mines in market economy countries could economically produce only 2.1 million metric tons of refined copper per year. However, actual 1981 production was 6.2 million metric tons, indicating that many mines continued to operate even though they were unable to cover all production costs. For U.S. producing mines, the estimated average cost of production per pound (including profit at a 15-pct rate of return) was $0.15 higher than the average cost in other market economy countries.

Conversion to trolley assist is a means of minimizing diesel fuel consumption, which in many mining situations offers a rapid payback of capital investment plus the inherent flexibility and maneuverability of truck shovel operation. When diesel electric truck shovel mining operation with trolley assist is compared to alternative mining methods such as conveyor systems, the trolley assist system can be easily justified in terms of return on investment, payback and increased productivity. A review of present technology, performance requirements and past experience in the mining industry has led to the development of a trolley assist system for diesel electric haulage trucks which, is proven in the mining environment, offers significant reduction in fuel consumption and increased productivity.

Standard smoldering and flaming combustion tests using smaIl coal samples have been developed by the U.S. Bureau of Mines as a method to evaluate the response of a smoke detector. The tests are con-ducted using a standard smoke box designed and constructed according to Underwriters Laboratories. The tests provide a standard, easily reproducible smoke characteristic for smoldering and flaming coal combustion, based upon a comparison of the smoke optical density and the response of a standard ionization chamber to the smoke. With these standard tests, the range of threshold limits for the response of a smoke detector and the detector's reliability can be evaluated for nearly identical smoke visibility and smoke physical characteristics. The detector's threshold response limits and reliability need to be well defined prior to the instrument's use as part of a mine fire warning system for improved mine safety.

"Although the Operations Research technique of Reliability Theory has been applied with marked success in many fields, including the Apollo spaceship programs, the concept of reliability has not been generally adopted in mining and other heavy industries. Of course, reliability, or the probability that a system will be able to operate without a failure for a given interval of time, does not require the same emphasis in mining as in the aerospace industries. Nevertheless, certain aspects of Reliability Theory can be followed advantageously. For example, reliability calculations can determine the best time to overhaul and whether to retain stand-by units.The usefulness of the pseudo-operations research technique known as Replacement Theory is more readily re-cognized by the maintenance engineers in mining and other heavy industries. One of the least complex models enables the optimum Lifetime of an asset to be determined."

Consumption of plastics has been growing in both the U.S. and world markets since the mid-1930s. This growth is due to plastics being used to make new products and as a replacement material for existing products. This paper develops an understanding of the replacement process by looking at the use of plastic, specifically PVC, in the construction pipe industry. History details the growth of the plastics industry and a discussion of the material selection process indicates the advantages and disadvantages of plastic pipe. Analysis shows that the use of plastic, as an alternative material for pipe, is having a significant effect on the cast iron, copper, clay, and steel industries. For the purpose of understanding the replacement process, three example residential systems were examined with a lifecycle cost analysis being performed. PVC was the material of choice in 1988 for all systems. Even though disposal cost was the one area where PVC was not the most cost effective, disposal costs were not sufficient to offset the overall advantage of using PVC on an economic basis. That plastic competes effectively with other materials, in terms of material properties and cost, indicates that further work should be performed to understand the impact plastics have on other material markets.

The U.S. Bureau of Mines inventoried Federal mineral lands in Idaho and classified them in detail, section by section, according to their availability for mineral exploration and development as affected by legal restrictions and agencies' management practices. The Bureau also identified known mineral deposit areas (KMDAs) and areas conducive to oil, gas, and geothermal resources. This information is shown on maps (developed in part by geographic information system technology) that spatially compare the availability for mineral entry of Federal land with these KMDAs to demonstrate the extent and severity of restrictions on mineral entry. Idaho contains 53.1 million acres, 35.7 million (67%) of which is Federal mineral land. About 7 million acres of this land is within KMDAs that host medium-to high-value locatable mineral deposits; 36% of this land is available, 27% is slightly to moderately restricted, and 37% is severely restricted or unavailable. For the leasable minerals, about 1.8 million acres are within KMDAs that host medium-to high-value phosphate deposits, about 5.4 million acres are favorable for oil and gas resources, and 3.9 million acres for geothermal resources. The percentages of land availability are 30%, 45%, and 25% for the phosphate acreage, 38%, 34%, and 28% for the oil and gas acreage, and 43%, 30%, and 27% for the geothermal acreage.

"The diverting of men from industry to combat in the world's war focused the attention of the operators in this country upon mechanical means of doing things. The demand for man-power -was so insistent that every available agency for multiplying it had to be employed. It was during the 1period of the war and immediately thereafter that development of the use of underground loading devices made most rapi4 progress. In all parts of the United States, mining engineers and mine managers were diligent in their efforts to develop mechanical loaders. The mining engineers of the U. S. Bureau of Mines in every section of the country have secured, with the cooperation of the mine operators, data on the actual performance of the mechanical shovels in their districts, and have made them available to the author of this paper.No effort has been made to discuss exhaustively the subject of underground loading devices. It has been the object to collect together in one paper, records of the performance of all machines now in actual use. Improvements in the design of machines are constantly being made the performance records given in this paper relate to operation prior to March 1 1 1921. The records prior to 1920 cay not fully represent the work that could be accomplished with the present models of the same machine.The data secured are given exactly as reported by the mine operators. Since this data were collected there have been two underground loaders, of a different design, put into operation in the iron mines of the Lake Superior District. One is the John Mayne Sub-level loader, being tried by the Cleveland-Cliffs Iron Co., Ishpeming, Mich., and the other is the Cole-Goudie shovel, being tried by the Oliver Mining Company, at Ironwood, Mich. No information has been secured regarding the performance of either of these machines."

"ADVANCE planning of mining methods, from the first development openings to stope layout and pillar recovery, has long been accepted as a normal method of operating a mine. Recently, mine managers have become increasingly aware that advance planning of cost and accounting controls can also be considered a normal method of operation. The use of such controls is wide-spread in manufacturing industries. In mining, the gold mines of South Africa have pioneered, with marked success, in this field and have been closely associated with most of the research and field work in accounting control. Canadian mine managers are also beginning to realize the advantages of using planned costs. The control procedures which subsequently have been introduced at various mines have come to be known by such names as ""Responsibility Costing"" or Budgetary Control"".Budgetary control, the term used in this paper, is based on the concept of decentralized authority with centralized control. ;The control is achieved by measuring results against yardsticks which are in the form of budgets or standards. Bud-gets are made for the future activities of each possible operation as planned by the department head, and attention is directed to variations from this plan. Furthermore, the control process charges to each operation only those costs which are incurred directly for that operation, and which can be controlled by the person in charge. Thus, budgetary control relates results to the officials responsible for those results. Expenditures are analyzed according to the organizational structure of the mine and the people who run it, and not according to production processes."

This report was prepared by the U.S. Bureau of Mines to present a brief history of the listing of Iron Mountain Mine as a Superfund site on the National Priorities List (NPL) and subsequent remedial actions. The mine area is located on 4,400 acres near Redding, CA, and includes underground workings, an open-pit area, waste rock dumps, and tailings piles. This property involves multiple sources of acid mine drainage (AMD) that are high in copper, zinc, and cadmium. The selected remedial actions, based on the Record of Decision of 1986, would partially cap the Richmond mineralized zone to reduce infiltration of clean water, divert clean surface waters away from contaminated areas, fill surface subsidence areas, and enlarge the Spring Creek debris dam to provide increased surge capacity. Site remediation efforts at Iron Mountain are well into the remedial design-remedial action phase. Costs to date for remedial action are $7.5 million. Details of activities and designs of remedial elements are presented and future activities discussed.

This report describes a field-test program to determine the effectiveness of a polymeric wall sealant to reduce the excape of naturally occurring radio-active gas radon from the walls of an underground uranium mine into the ventilation air. A 75-foot-long, dead-end drift with a surface area of about 6,000 ft2 was used as the test site in which the average natural radon flux from the normally dry rock was 16 fCi/cm2-s. The effect on radon emanation of wetting the walls with water to a depth of 3 inches was tested, after which the rock was completely covered with a coating of dry-mix concrete to provide a base for the sealant, an acrylic latex. Sealant was applied in two coats to about 0.25 mm thick. An overall reduction of average radon flux of about 75 pct was achieved. Radon production and other environmental values were measured continuously and automatically by a Bureau of Mines data acquisition system. A commercial microcomputer was programed to convert raw data to engineering units and to perform other useful operations while recording all data on magnetic diskettes. Direct measurements of radon flux from the rock surface were made by a charcoal adsorption technique.

"SynopsisThe process of joining materials by friction is based on generating the heat necessary to create a solid-state mechanical bond between two faying surfaces to be joined. In simple terms, the components to be joined are subjected to frictional heating between rubbing surfaces, causing an increase in interface temperature and leading to localized softening of interface material, creating what is described as a ’third body’ plasticized layer. This plasticized zone reduces the energy input rate from frictional heating and hence prevents macroscopic melting. The plasticized layer can no longer transmit sufficient stress as it effectively behaves as a lubricant (Boldyrev and Voinov, 1980; Godet, 1984; Singer, 1998; Suery, Blandin, and Dendievel, 1994). The potential for this solid-state frictional joining process to create high-performance joints between, for example, dissimilar materials with limited detrimental metallurgical impact, and reduced defect population and residual stress level, has had a very significant impact on fabrication and repair in industrial sectors such as transport. This paper presents a brief overview of the advances made within the family of friction processing technologies that could potentially be exploited in the nuclear industry as alternative joining and repair techniques to fusion welding.Modern friction processing technologies can be placed into two main categories: those that make use of a consumable tool to achieve the intended repair or joint (friction stud and friction hydro-pillar processing) and those making use of a non-consumable tool (friction stir welding). The most mature friction joining technology is friction rotary welding, where a joint is formed between original parent materials only. A new addition in this category is linear friction welding, which opens the potential for joining complex near-net-shape geometries by friction heating. The continuous innovation in friction processing over the last 25 years has led to the development of a number of unique processes and applications, highlighting the adaptability of friction processes for specialized applications for high-value engineering components.IntroductionAssessing the potential for using alternative joining and repair techniques for specific applications in a given industrial sector is informed by an appreciation of the current size and potential growth in that sector. Power generation by nuclear fission has been out of favour over the past few years, due to several high-profile nuclear incidents, e.g. the Fukushima Daiichi nuclear disaster, as well as concerns over disposal of nuclear waste and spent fuel rods. However, due to rapid increases in the demand for electricity, coupled with many fossil-fuel fired plants reaching end-of-life, there is renewed interest in installing additional nuclear capacity."

The chairman of this committee is the Secretary of the Interior or his delegated representative, and in all meetings held during 1960 and 1961, the Director of the Bureau of Mines, Marling J. Most mine ventilation engineers are involved in ventilation planning and design in some capacity. Ventilation modelling software used by a competent experienced ventilation engineer is extremely useful in developing good ventilation designs by allowing assessment of a wide range of potential options. Unfortunately, ventilation modelling undertaken by persons who do not have sufficient experience or knowledge usually results in a façade that covers up a fundamentally unsatisfactory design. Ventilation models are produced for a wide variety of purposes including: fault-finding of a problem area in a mine and options analysis for resolution of such problems; a complete review or optimisation exercise of an entire mine’s ventilation system; or a much longer life-of-mine type of study. Models can be intended as the basis for studies with diverse purposes such as primary shaft or airway sizing, primary fan specification, examining re-entry times after blasting, resolving leakage or recirculation, or investigating the impact of fires or underground climate or cooling requirements. The concepts of ‘materiality’ and ‘fitness for purpose’ are essential to developing or using a ventilation model and serious mistakes have been made in wrongly using a ventilation model for purposes for which it was never intended, often because it is simply the most recent model on the mine site. Mistakes at this level often translate into faulty ventilation strategies and inefficient or ineffective use of scarce capital for ventilation projects. Validating a ventilation model is a time-consuming and expensive process and not every model must (or even should) be fully validated to meet the objectives at that time. This paper discusses the application of quality assurance in ventilation planning with particular respect to the ‘basis of design’ (BOD) as well as the standards for validating a ventilation model. It also provides a recommended way of dealing with non-conformances in measured versus modelled values of critical parameters in the model.CITATION:Brake, D J, 2015. In connection with a Bureau of Mines research program on utilization of Cuban lateritic ores, a comprehensive review was made of the chemical literature on nickel and cobalt. Initially, the review had as its objective the selection, from the voluminous literature dealing with the chemistry of these two metals, of only those references to reactions that were especially pertinent, or at least closely related, to the field of extractive metallurgy. Later, the coverage was extended to include references to the techniques and plant applications of extractive metallurgical procedures for the recovery of nickel and cobalt. In this report, the period from January 1929 to July 1955 has been covered, as it seemed logical that recent literature should be of greatest value. This cutoff date was established in order that the bibiliography could be issued at an early date, inasmuch as currently much work is in progress on the lateritic ores. Later, a supplement will be prepared extending the coverage to about 1900.

An ongoing research program at the Spokane Research Center of the U.S. Bureau of Mines is directed toward investigating drilling parameters (thrust, torque, penetration rate, and drill revolutions) during the drilling of roof bolt holes. A system that measures these drilling parameters calculates the specific energy of drilling, and determines drill bit position has been developed by the Bureau and mounted on a roof bolting/drilling machine, through the use of a microcomputer, critical drilling parameters can be immediately interpreted and analyzed. This makes it possible to inform the operator of hazardous roof conditions. Initial results of this program are presented here.

The turbulence characteristics and measurement techniques for agitated tanks are well established for liquid and liquid-gas systems. However, the literature shows that the overall energy dissipation rate (related to turbulence) is affected not only by air addition, but also by the concentration of solids. Unfortunately, there are no reliable measurement techniques for characterizing turbulence in a three phase (liquid-solids-gas) environmental system, which is the case in a flotation cell. Therefore, the effect of turbulence on flotation kinetics is very much one of conjecture. The aim of this work was to develop a sensor to characterize the degree of velocity fluctuation, which is related to turbulence, in a flotation cell operating with slurry and air. This sensor comprises a piezoelectric film transducer that converts mechanical to electrical energy. Hence, when the sensor deflects backwards and forwards an AC voltage is created. Flotation studies carried out using this sensor in a 3m3 Metso RCS cell processing a copper sulphide ore showed a highly turbulent impeller zone with transition to a significantly less turbulent zone in the upper portion of the cell. The transition region moves as the cell operating variables are changed, for instance the impeller speed, impeller size, air rate and feed solids concentration.
