The Surface Mining Control and Reclamation Act (SMCRA, or the Act) was enacted on August 3, 1977. The Act was written, in part, to put an end to uneven environmental standards and to establish minimum national standards. Certainly, one of the motivating factors for passage of the Act was the success of the Federal Coal Mining Health and Safety Act of 1969 in reducing deaths and injuries in the coal industry nationwide. Section 516 (b) (1) of the Act requires *that subsidence be prevented from causing material damage to the extent technologically and economically feasible except in those instances where the mining technology requires planned subsidence in a predictable and controlled manner. Section 516 (c) of the Act authorizes the regulatory authority to suspend underground mining if there is imminent danger to inhabitants of urbanized areas, cities, towns, and communities. On December 13, 1977, the interim program, which applies a portion of the performance standards of the Act, was promulgated. Then on September 18, 1978, the proposed permanent program was published for public comment. Finally, on March 13, 1979, the final permanent program was promulgated and the States were given a period of time to submit their programs for approval.

Regions with extensive reserves of brown coal but with inadequate deposits of hard coal provide a particularly suitable field for the application of brown coal petrology.In fact, this discipline is indispensable where brown coal is to form the basis for high-quality products of upgrading. Both chemical and physical analyses are required in addition to the techniques employed in coal petrology, but it is the macropetrographic and the microscopic investigations that are of decisive and specific importance.Foremost among the methods of upgrading brown coal is briquetting. From the raw materials aspect the biochemical rank of coal (i.e. the type of deposit) and the coal variety (i.e. the lithotype) exert a marked influence on briquette strength. These are also the significant factors in the suitability of a brown coal for high temperature carbonization; here the demands on coal quality are even more exacting if adequately sintered and therefore high-strength lump chars are to be obtained. The principle applies also to the char from low temperature carbonization. There are close relationships between the tar yield and the remission of the coal.The reflectivity measurement therefore provides a rapid method for evaluating the suitability of a brown coal for low temperature carbonization. Similar correlations have been established between the content of extraction bitumen (raw montan wax) and the remission. Petrological investigations show that the quality of the coal bitumen is a function of the type of deposit and of the lithotype.

Residues from titanium smelting tend to contain scandium. The scandiumis discarded because no suitable process exists for its recovery from the residue. Valuable-metal recovery from discharged residue is critical for environmental conservation and to achieve a sustainable society. Since 2015, JXNippon Mining&Metals has been developing a process for scandium recovery from the residue of a titaniumsmelting process. The process consists of the following steps: scandium concentrating by classification or neutralization, selective scandium leaching, impurity removal by neutralization, solvent extraction of scandium by using D2EHPA, purification, and roasting. We optimized the above steps to achieve an effective process to obtain scandium oxide (Sc2O3). In this paper, we introduce results from the bench-scale test of the scandium recovery flowsheet developed by JX Nippon Mining & Metals.

In view of present interest in a revival of gold mining enterprises, papers dealing with the development of small gold properties are apropos. The present paper deals with the operation of a small gold property in the exploration and development stage, mining and milling 25 tons of ore daily, and indicates what may he expected in the way of mining costs under northern climatic conditions, by practicing rigid economy, at a property where disproportionate overhead costs are unavoidable bacause of the small rate of production. The output of this prospect is treated in a small amalgamation plant which has been described in a previous circular.. HISTORY Prospecting in the district was begun in 1909, and by 1911 the adjoining mines, Hollinger and McIntyre, were in operation. Actual work was begun on the Rochester claim in July, 1922, and carried on through 1924. The property was closed until 1928 when the present company took it over, together with the other holdings of the Canadel Mining Co. A small mill was started as a pilot plant on March 24, 1929, and is still in operation.

Gross calorific value (GCV) of coals was estimated using artificial neural networks, linear and non-linear regression techniques. Proximate and ultimate analysis results were collected for 187 different coal samples. Different input data sets were compared, such as both proximate and ultimate analysis data, and only proximate analysis data and only ultimate analysis data. It was observed that the best results were obtained when both proximate analysis and ultimate analysis results were used for estimating the gross calorific value. When the performance of artificial neural networks and regression analysis techniques were compared, it was observed that both artificial neural networks and regression techniques were promisingly accurate in estimating gross calorific values. In general, most of the models estimated the gross calorific value within ±3% of the expected value.

The general manager was C. S. Batterman, and the mines- Mountain View, Pennsylvania, Leonard, East Colusa, and one or two others-were part of Boston & Montana.

Dozer operators are frequently exposed to whole-body vibration (WBV) during the execution of their work. Occupational exposure to WBV in Indian surface coal mines was evaluated by measuring vibration intensity and duration of exposure. A triaxial accelerometer was placed on the operator seat surface for taking the readings. Based on frequency-weighted root mean square acceleration equivalent to 8-hr shift duration, i.e., (A(8)) all dozer operators have exceeded an Exposure Action Value (EAV) of 0.5 m/s2 , and 90% of dozers did not exceed Exposure Limit Value (ELV) of 1.15 m/s2 . Based on Vibration Dose Value (VDV (8)), all dozer operators have exceeded Exposure Limit Value (EAV) of 9.1 m/s1.75, but no dozer operators have exceeded Exposure Limit Value (ELV) of 21 m/s1.75. Further, an epidemiological study was performed for identifying the extent of musculoskeletal disorders (MSDs) among dozer operators. For the detailed study, 42 dozer operators and 22 controls were selected from 2 surface coal mines. The control group was not exposed to WBV. It was seen from the cross-sectional study that pain in the lower back was predominantly higher (83.33%) in the exposed group when compared with the control group (31.81%). Likewise, pain in the neck (47.61%), shoulder (42.85%), knees (42.85%), and ankle (11.90%) was higher in the exposed group than that of the control group (22.71%, 0%, 45.45%, and 4.54%). A significant observation among the exposed group was that there was degradation in the quality of life. The outcome of the study would assist in monitoring and mitigation of machinery-induced vibration diseases (MIVD) in India and generally applicable to most of the mechanized mines as well. However, comprehensive studies are still needed to enunciate the magnitude extent.

The Denali Prospect (147° 08' 20" W, 63° 08' 50" N) is located on the south flank of the Alaska Range in the Clearwater Mountains in south central Alaska. (See Figure 1). The mineralization was discovered in 1963 and surface explora¬tion began the following summer. Surface trenching and diamond drilling were used to locate and sample the mineralized zones. In 1969, an adit totalling approximately 1400 feet was completed. In 1970, a -15% grade decline approximately 1800 feet long was completed. Further diamond drilling was done along with both underground programs. Although much work remains to be done to properly evaluate the prospect, results from all the work to date are quite encouraging. This paper will consider the geology of the prospect and the surrounding area, some- aspects of the geochemistry of the sulfides, and the origin of the sulfide deposits. This paper includes data from this writer's Ph. D. dissertation, "Geology and Geochemistry of the Denali Prospect, Clearwater Mountains Alaska" from the University of Alaska and subsequent work.

A laboratory bench scale unit is described whereby finely divided chlorinatable residues are held for a short period by a restraining bed of a coarse-grained ore of comparable composition to permit 'flash' chlorination of the high surface area powder. Results on chlorinating a finely divicled titania residue using rutile sand as the restraining bed showed that 92 pct utilization of chlorine and equivalent conversion of TiO2 in the fine residue to Ticl4 were attained with a dust loss of about 3 to 4 pct and an equivalent amount of ch1om'nation of the titanium values in the restraining bed. THE chlorination of coarse grain titaniferous ores; i.e., 20 to 150 mesh sizes in fluidized beds is practiced commercially.' One effective method found for the chlorination of a very fine material in a fluidized bed is the "flash" chlorination technique.' By charging the finely divided charge material into the bottom of an established bed of optimum sized rutile, ilmenite, titanium beneficiate, or even an inert material such as sand, chlorination occurs before the dust can pass through the bed. The major requirement is that the bed be less chlorinatable than the charge. In this process, the charge consists of a finely divided (between one and 50 µ) titania residue obtained from a titaniferous ore beneficiation process. The charge is blended with a 20 pct wt basis addition of 20 to 60 .mesh size low volatile coke (to minimize hydrogen chloride formation) and fed to the bottom of the bed with the chlorine gas stream. A ball check device is used to permit entry of the charge and prevent the bed from discharging when the gas flow is cut off. The coarse pieces of coke serve to reduce compaction in the charge mixture and permit sat]sfactory feeding without plugging or jamming. Feed and gas rates are adjusted to provide for complete reaction of the charge material, with 90 to 95 pct chlorine efficiency, and maintain a gas flow in the range of 0.4 to 0.6 ft per sec. The equipment consisted of a 3-in. diam mullite tube enclosed in an electric furnace. A bow-shaped 3/4 in. Saran tube fed the charge from an air lock type of feed hopper (to prevent the escape of the chlorine gas into feed bin) to the bottom of the bed. The charge rate was set by providing a small awiliary hopper below the feed hopper where a weighed portion of the charge could be discharged in a specified time interval into the main chlorine stream. The chlorine rate was measured by a flowmeter. The reaction tube was filled with a bed of Australian rutile ore, this restraining bed serving two purposes; i.e., it rapidly heated the fresh charge to the reaction temperature and retained the particles in the bed for a sufficient time for selective chlorination to proceed. Due to the fine particle size and open, porous structure of the charge, this reaction was almost instantaneous, and, with proper adjustment of feed and gas rates, very little fine material passed through the bed without reacting and only a very small fraction of the restraining bed was chlorinated. A typical reaction procedure was to fill the bench scale fluidized bed unit with a 1 kg charge of Australian rutile ore analyzing 95.5 pct TiO2, 0.6 pct FeO, a beach sand deposit 40 to 150 mesh size. When fluidized, the bed was approximately 2 ft in depth. The ore was fluidized with a 1:l mixture of chlorine and nitrogen at a rate of 0.40 ft per sec. This gas mixture was necessitated by the comparatively short bed depth; a larger unit, with a deeper bed, could be fluidized with chlorine alone without significant free chlorine loss. Since the early 1970s research has been ongoing to develop a cost-effective way of continuously mining the narrow reef, hard rock, typical of South African gold and platinum mines. In the late1980s it was shown that impact ripping was a practical solution for the deep gold mines. In March2001 Lonmin and Sandvik agreed to co-operate in an endeavour to design and manufacture a prototype narrow reef mining machine with the ultimate aim of producing such a machine on a commercial basis that would enable Lonmin to create a safer and more productive environment within its mines and for Sandvik to enhance its leading position as a supplier of a new generation hard rock cutting machine. This paper describes the developed technology, the current progress of the delivery of the required objectives and the optimum mining layout for the roll-out of the mining method.

The Colorado School of Mines Research Institute (CSMRI) was founded in 1949 to fill mining industry and government needs for minerals research and development. The operations of scores of mines, mills, and plants around the world are based on the results of work done by the Research Institute. Among other things, the Research Institute conducts studies in geology, mine planning, mineralogy, size reduction, minerals processing, and hydrometallurgical techniques in extractive metallurgy. Many CSMRI projects also involve energy and environmental considerations. What follows is a summary of some of the studies in which the Research Institute has been and is currently involved, as well as some comments on trends and developments in the industry.

"Three major challenges for the mining industry are the minimization of energy use, water consumption and environmental impact. Therefore, any technique that reduces milling waste, decreases water usage and shrinks impact during mine life must be considered a major innovation in mining.To these ends, one of the most impactful developments in mining within the last 10 years has been the expanded use of high technology sensors to create preconcentrations of mine ore (Jönsson, 2014). The most common sensors used are charge-coupled device (CCD) cameras, that allow through a red, green and blue (RGB) coloring system, the separation of minerals with different colors, tones and, in many cases, with differences in brightness.More recently, the development and use of dual energy X-ray transmission (DE-XRT) to enable the separation by atomic density of the constituent minerals within a given rock has become a reality. Within this work, a rapid bibliographical review of the CCD and DE-XRT methods and examples of their usage within mining and the industrial minerals sector are presented.Sensor-based sorting in miningAutomation within mining is one of the industry’s current goals. Sensors of various kinds have been used as steps toward automation in recent years, from improving the safety and productivity of haul trucks through the use of cameras and global positioning satellites (GPS), to the divination of slope failures. Just as with other mining areas, sorting has improved dramatically and made great steps toward automation in recent years (Wotruba et al., 2014).Sensor-based sorting (SBS) uses spectromatic sensors to identify intrinsic characteristics of particles and separates them by either mechanical or pneumatic means into different product streams (Wotruba et al., 2014). SBS can be used with great effectiveness to improve gravimetric beneficiation through the selective separation or preconcentration of run of mine ores (ROM)."

"A new chemical synthesis process for the preparation of intermetallic compounds has been developed. It involves the vapor-phase reduction of mixtures of constituent metal chlorides by magnesium vapor to produce intermetallic compounds in the form of fine powder. The advantages of the process include (a) the use of inexpensive raw materials, (b) low reaction temperatures, and (c) products in the form of fine particles. Titanium and nickel aluminides were prepared by this method. The effect of AlCl/TiCl3 partial pressure ratio on the formation of different titanium aluminides was studied. A two-phase mixture containing 80 mol % of TiAl and 20 mol % of TiA13 formed at an AlC13/TiC13 ratio of 10. The amount of TiA13 was maximized to 72 mol% at an AlC13/TiC13 ratio of 16. The maximum conversion of the limiting chloride TiCl3 was 94 % . In the case of nickel aluminides, NiAI, NiAl3, and Ni2Al3 were formed by reducing mixtures of NiC12 and A1Cl3 vapors. The effect of the partial pressure ratios AlCl3/NiC12 and Mg/NiC12 on the formation of nickel aluminides was studied. The maximum content of NiAl obtained was 98 mol % . At the AlC13/NiC12 ratio of 19, a two-phase mixture of 17 mol% of NiAl and 83 mol% of NiA13 was produced. The product particles were very fine in the size range of 0.05 to 0.2 µm.A. IntroductionIntermetallic compounds are attracting much attention [1]. Titanium and nickel aluminides have attracted a great deal of attention from the aerospace as well as automobile industries because of their potential for high-temperature application (e.g., low density, good oxidation resistance, and high-temperature strength retention [2, 3]). Gamma TiAl and two-phase (TiAl and Ti3Al) alloys [4] are used for gas turbine engine rotational components as well as automobile exhaust valves. TiAl3 is one of the most extensively investigated aluminum-rich intermetallics. Nickel aluminides are attractive because of their low densities, relatively high melting point and good high-temperature strength properties. For example, Ni3Al shows increasing rather than decreasing yield strength with increasing temperature [5]."

The reversal of smoke products-of-combustion (POC) from a mine fire was determined in a mine section with the airway connectivity of an electrical Wheatstone bridge. Four diesel-fuel fire experiments with fire heat-release rates between 504 and 771 kW were conducted in the Safety Research Coal Mine (SRCM) located at the National Institute for Occupational Safety and Health’s (NIOSH) Pittsburgh Research Laboratory (PRL). Smoke reversal propagated upwind from the fire with significant leakage into the upwind diagonal airway and without causing a complete reversal of airflow in the diagonal airway. A control measure consisting of a brattice suspended half entry height from the entry roof was determined to abate the smoke rollback. Computational fluid dynamics (CFD) analysis of the smoke movement agreed with the measurements.

"The Clarabelle Mill rock tailings have the potential to generate sulphuric acid through chemical and biological oxidation of sulphide minerals. Current rock tailings assay between 0.80 -1.40 %S, with sulphur occurring principally as coarse pyrrhotite. Acid generation within the tailings area can be substantially reduced by segregating pyrrhotite rich tailings in a submerged storage area and by depositing only low sulphur rock tailings in exposed areas. Laboratory tests confirmed that low sulphur tailings could be produced by flotation at reduced pH with a small xanthate addition. A plant test was conducted to evaluate the production of low sulphur tailings in conjunction with INCO's continuing commitment to environmental protection and progressive decommissioning of the metallurgical site.During the plant evaluation, approximately 5% of the mill rock tailings were reprocessed in a line of 100 tt3 Denver flotation cells. Tailing grades below 0.40% S were easily achieved through operation at pH 6 -7, with xanthate addition (dosages up to 0.02 lb/ton) and 10 -15 minutes of nominal retention time. Froth depths between 1 -3 inches combined with relatively liberal amounts of frother were required to pull the lightly mineralized froth into the concentrate which averaged 11% sulphur and less than 5% mass recovery. In addition, three field lysimeters were each filled with two hundred.ton bulk samples of low sulphur tails (0.35% S), standard rock tailings (0.98% S), and mill total tailings (2.30% S) for long term monitoring. The implications for full scale plant design, tailings area decommissioning, the possibility of increased nickel recovery and preliminary field lysimeter data are discussed."

Traditionally, dithiocarbonates (xanthates) have been the preferred collectors for the flotation of platinum-bearing sulphides. However, collector development has led to trithiocarbonates (TTC), which have proven to be very effective bulk sulphide collectors. The interest in TTC flotation behaviour is currently focused on the interaction of these collectors with other collectors, specifically the dithicarbonates. Batch-flotation research has shown synergism to exist among dithiocarbonate, dithiophosphate and trithiocarbonate collectors. Increased sulphide recoveries, both for the first-minute and final concentrate, were realized using mixtures of these collectors relative to the standard.

The possibility of using 2,2,4-trimethyl-1,3-pentanediol dissolved in tetrachloromethane as extractant for boron recovery is discussed. The parameters optimized for this purpose are contact time, boron concentration in the aqueous phase, extractant concentration, equilibrium pH and phase ratio. NaOH is used as stripping agent for boron recovery from the loaded organic phase. Boron extraction is found to be a slow process (equilibrium time 20 minutes) compared to boron stripping, which is reasonably fast (equilibrium time 5 min). Maximum boron extraction is possible at a broad pH range from 1.0 to 6.0. Using 1.0M extractant concentration, a 1:1 phase ratio (organic: aqueous) and two stages, ~99% boron extraction is achieved. More than 97% boron stripping is possible using 0.5M NaOH at a 1:1 (organic: aqueous) phase ratio in two stages. Overall, a 95.6% boron recovery was achieved. Loss of solvent into the aqueous phase and co-extraction of Ca, Na and K into the organic phase at higher equilibrium pH are two major concerns in his process.

"This two-part paper summarizes the design and implementation of a distributed PIbased control strategy installed at the B grinding circuit, at the Kidd Creek Division of Falconbridge Ltd. Part I details the design of the control strategy using a grinding circuit dynamic simulator (DYNAFRAG). The first step consisted of sampling campaigns and data processing to calibrate DYNAFRAG. Then, several control alternatives were designed and tested with the simulator. The main feature of these strategies is their ability to regulate or keep within an upper and lower limit five output variables (circulating load, rod mill density, cyclone feed and overflow densities and pump box level) with only three manipulated variables (rod mill water, pump box water and rod mill tonnage). By simulation on DYNAFRAG, it was possible to discriminate among several control structures. The preferred control strategy uses a saturation algorithm, which allows the adequate regulation of two measured variables with only one actuator. Controllers located in interacting loops are appropriately tuned, taking into account the existing process coupling. Part II will present the implementation of the selected control strategy.IntroductionSteady state simulators are used to predict the stationary state of a given process under specific operating conditions. Tradi - tionally, steady state simulation has been applied for process flowsheet design, for evaluating process modification benefits or for determining key operating parameters in process operation optimization. Dynamic simulators add a new dimension to process simulation since they allow the prediction of the process transient behaviour, resulting from the application of a different set of operating conditions and/or from natural disturbances or equipment failure. Dynamic simulators can also be used for the training of new operators or for the design of control strategies."

"Social License, the consent of the neighbors and community to develop and operate a mine, has received little attention until recently. Though social license is intangible, not having this relationship with the community carries operational and economic risk to a project, potentially including future impairment of the asset. Acquiring and maintaining social license is a long term personal relationship. It requires communication, commitment, consistency, and transparency. This presentation will review the building blocks to acquire and maintain a social license based on experiences with mining projects in Mexico. INTRODUCTION Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them” (Agricola 1556). In 2015 it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate. “Most commonly, the SLO is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders.” (Bice 2014) A generation ago I learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three legged stool is a very stable structure.In 2015 it seems that we have added some other legs to the stool. The JORC code addresses “social, and governmental factors” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves”. The Canadian CIM Guidelines refer to “environmental, legal and social data” (CIM 2003).Compared to these the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the Competent Person."
